It is our Language and Our Culture and the commitment of the GAA to both that sets us apart as a sporting organisation from our competitors. 2 DOWN GAA - WORKING TOGETHER Page 2 INSRUANCE SEMINAR The Insurance Seminar for ALL Down GAA Clubs will take place on Monday 23rd March at 7.30pm in the Burrendale Hotel. Sinead Leavy from Croke Park and Martin Casey from Willis will be in attendance. DEFIBRILLATORS As most Club seasons are now underway, Clubs are reminded that if they have a Defibrillator that it should be ACT - Accessible, Charged and there should be sufficient persons trained to use it. DOWN GAA Clubs should also be completing regular checks to ensure that the Defibrillator is ACT and the checks should be recorded on a register held by the Club. DOWN U21 FOOTBALLERS Down U21 Footballers were defeated in the Preliminary Round of the Ulster U21 Football Championship 2-12 to 1-11 on Wednesday night in Celtic Park, Derry. Derry got off to a blistering start and lead 1-03 to 0-00 after just five minutes. Down never really recovered from that early deficit, although Pat Havern's goal just before half time brought them back into it when they trailed 1-08 to Shortly after the break Derry edged five clear, but Down got back within three as the game edged towards the final quarter. However a Niall Loughlin's goal for Derry put the Oak Leaf County six ahead and effectively ended the tie as a contest. Down battled in vain in the closing 15 minutes to get back into it, but their comeback came up short. PROCEDURE FOR POSTPONEMENTS OF GAMES On behalf of the CCC I want to re-affirm the procedure for game postponements due to waterlogged or closed pitches, it is also an opportune time to remind clubs that this time next year the Senior football leagues will have commenced, therefore clubs need to plan accordingly after this season concludes. The secretary of the affected club is in the first instance to contact the opposing club, with a view to reversing the fixture. In the event that neither club can host the scheduled game, I must be contacted immediately, in order that a pitch inspection can be carried out by either a member of CCC or a Referee. Clubs do not have the permission of CCC to postpone games without this process been followed. Your co-operation on this matter is appreciated. Dermot Baxter from this Committee will be contacting ALL Clubs to ascertain the position with their Deed of Trust and I would ask all Clubs to co-operate with him and to undertake the necessary work if required to do so as an out-of-date Deed of Trust may prevent borrowing or grant applications being approved. 3 DOWN GAA - WORKING TOGETHER Page 3 CLUB MEMBERSHIP Member Registration Club Registrars are encouraged to register their players and members for the 2015 season on the GAA's online registration system (people.gaa.ie/admin). When logged on, Registrars should go to the 'Register Members' page and complete the necessary steps. This page will contain the details of all of those people who have been registered with the Club in previous years. To add new members to the Club, go to 'Add and View Members', click on the 'Add' button, select 'Member' and complete the necessary steps. Please note that anyone whose name is in red on either the 'register' page or the 'add and view member page', is unregistered for the current year. Please ensure that all members, including all players, are registered. The deadline for registration to allow voting rights is March Over 600,000 people were registered on the system in and Telephone Support Each Club will have access to the system either through their Secretary or Registrar. For any queries on access to the system, or on the system functionality, please or call the Servasport Helpdesk on: gaasupport@servasport.com NI: Support hours until 31 March are as follows: Monday to Friday 9am to 10pm Saturday to Saturday 10am to 6pm User Forums The GAA Management System consists of several sections for Clubs such as Members Management (adding and registering members), Competition Management, Communications, Fees Management, Player Injury Scheme and Club Administration. A number of helpful online forums are available where you will find User Guides and FAQs for these sections. Please visit - GAA-Management-System or google GAA Help Desk. To access this information, visit - Membership Cards Personalised GAA membership cards will be available for Clubs to order for all Full and Youth Members that are registered on the online registration system before March 31. It is important to note that cards cannot be requested at present as the functionality to do so using the registration system will only be available in April. 4 DOWN GAA - WORKING TOGETHER Page 4 DOWN CLUB OFFICER TRAINING - ACTION POINTS: As you will know under the good offices of our Development Officer Maureen O Higgins in January we held a programme of Club Officer Training which was conducted by our own County Officers. We have now collated some of the information arising from those two very successful nights and these will be auctioned where possible over the next few months. Those Clubs who were unable to be represented on the night should contact the County Office to obtain copies of the resources that were available on the night. It is intended to have a series of follow up meetings in early summer so that we continue to evaluate the progress we are making. Feedback from Sessions Chairperson s Session, this was chaired by Sean Rooney and John Devaney and here some key points raised were: A challenge in our Clubs to find New People Support for a Code of Conduct and within this an ability to address issues around Social Media. Importance of Information sharing between the Chairperson and the Secretary. The Clubs Draw need for a specific meeting on this matter. Improve the service provided by O Neills, can the County excerpt any influence A Chairperson now leads a Club with a greater number of Officers and thus more accountability is required. County Board Reps this was chaired by William Smith, Seamus Walsh and Michael McArdle and amongst the points raised were Minutes of County Board Meetings to be issued 7-10 days after the meeting Agenda for upcoming meetings to be sent out 2/3 weeks in advance to allow Clubs time to prepare. Request for a quarterly financial update Timing of National Draw and our own Clubs Draw Table Place names for County Board meetings Prompt payment of player Injury Scheme Cheque. Club Treasurers Session this was chaired by Brendan Fitzpatrick and Diarmuid Cahill and here are some of the key points: The need for analysis of Club Accounts to support Clubs The importance of Team and Public Liability Insurance and the need to meet deadlines The new Website will allow for online payments The importance of the Referees Direct Debit system of payment The need to discuss the Clubs Draw further. P.R.O and I.T Officer Training this was hosted by Paul Rooney and Diarmuid Cahill and key points arising were: The role of the P.R.O within the Club. Update on new guidelines in relation to Facebook and Twitter To register Club accounts on Facebook and Twitter with Croke Park Updated Clubs on the new Website Secretary s Training was facilitated by Seán Óg and Jarlath Tinnelly and some of the areas discussed included: Delegates were told that 7 day rule would be enforced this year, due to the upheaval at the end of the season. Fixtures calendar was commended and generally well received Proper club structures should ensure that only club secretary's and fixtures secretary's are contacting County Sec and Ass.Sec. correspondence with clubs regarding fixtures and football related matters should be prioritised over other forms of correspondence. Relevant County info should be posted on the County web site on at least a weekly basis. Irish and Cultural Training was facilitated by Paula Magee and Sheila Kelly and some of the matters discussed were: Greater need to promote Scór amongst those who do not play our games. A need to create Social Events for our Members Continue to promote new adjudicators and mentors within Scór Areas of Concern in relation to the funding process for Gaelteacht scholarships but great support for the scheme. More singers to be encouraged for the singing of our National Anthem at our matches. Development Officer Training was undertaken by Maureen O Higgins and Sheila Kelly here amongst the key discussion points were: How many Clubs have a Development Officer? The Roles and Responsibilities of a Club Development Officer Three Point Plan : 1. The Development of Facilities 2. The Development of the Club/ Unit through Club Mhaith and a Club Development Plan 3. Developing our People/ Administrators to allow them carry out their duties and roles To be prepared for Grant opportunities we must be in a state of readiness. Coaching and Games was facilitated by Tom Potter and Conor O Toole and was attended by Club Coaching Officers amongst the matters discussed was: Need for Greater programme of Coach Education Importance of a School Liaison Officer within a Club and what their role might entail. Developing a coaching committee within your Club Roles and Responsibilities Need for greater support from Clubs for Development Squads and the need too for a rebranding of Development Squads.

6 DOWN GAA - WORKING TOGETHER Page 6 CAMP JMAC AND JOHN MC MULLAN MEMORIAL SENIOR 7s St John s will once again be holding the John McMullan Memorial Senior 7s on Saturday 2nd May 2015 in St Johns GAC, Drumnaquoile. This will be the last memorial Senior Sevens we will be holding in memory of John as Camp JMac will finish this year due to running costs. Entry to the tournament will cost 30 per team. We have 10 places available, so places will be allocated on a first come first served basis. Refreshments will be provided on the day for each team and entertainment in the club anerwards. Again we will have a cup and a shield with the top 2 teams in each group going through to the cup and the 3rd and 4th teams in each group compepng for the shield. CONGRESS - RULE CHANGES Please note: The two motions below, as passed at Congress, will not become rule until 1 Jan (50) That Rule Official Guide Part 1 Age Grades (page 83) in respect of Adult and Under 21 Grades be amended to read as follows: Adult - Club - be over 17 years - Inter-County - be over 18 years Under 21 - Club - be under 21 years and over 16 years - Inter-County be under 21 years and over 18 years Rest of the Rule to remain unaltered. (51) That Rules Official Guide Part 1 Inter-County Players Availability to Clubs (page 88) be amended by the addition of the following as Section (c): A player on an Inter-County Minor panel shall not play in Adult Club League Competitions/Challenge Games until his Inter-County activity for the year is concluded. An Inter-County panellist is defined as a player listed in a panel of 24 players on March 1 st, and which may be amended and confirmed to the County Secretary on a monthly basis thereafter. 7 DOWN GAA - WORKING TOGETHER Page 7 GRANTS Grants are awarded by the Ulster Council Parks & Safety Committee. The grants come from both Ulster & Central Council gate receipts from the National League & All Ireland Championships. Clubs should complete an application form which is available on the Ulster Council website ( community/resources/) and forward this to the County Development Officer with the following supporting documentation: Deed-of-Trust (3 copies). Set of Accounts (Certified or Audited) & Balance Sheet. Invoices/Receipts for all expenditure. The closing date for receipt of applications by Ulster Council has been extended to 31st July 2015 however, all Clubs should ensure that their application form and supporting documentation is within the County Development Officer at least 2 weeks before this closing date as all applications must be checked and sign-off. Verti-Draining Grants Each Club can make an application for a Verti-Draining grant once per year and the application can only be applicable to full-size pitches (does not cover training areas). An application form is not required for a Verti-Draining Grant however, the Club must provide a letter on Club headed paper stating that they wish to apply for a grant in respect of Verti-Draining and a receipt for the work done must also be provided. Clubs cannot apply retrospectively. The maximum amount payable is 400. 8 DOWN GAA - WORKING TOGETHER Page 8 DAIRY COUNCIL MILK IT SPORT NUTRITION WORKSHOPS The Milk It for all its Worth campaign is a series of sport nutrition education programmes aiming to re-engage young people with milk by increasing awareness of the potential role of milk in post exercise recovery. There are 3 different types of programmes; a G.C.S.E. and A-Level/ BTEC programme both of which concentrate on the theory behind nutrition to maximise sporting performance and the needs of the young athlete (both are related to the curriculum); and an extracurricular programme offered to teams or groups of athletes offering practical advice on food and fluid intake around training/match play/ competition including pre-training strategies and post-training/match play/competition recovery strategies. The co-curricular programme offers young aspiring athletes a unique opportunity to learn about and consider their nutritional needs as a young athlete to support their training and competition, optimise training gains and maximise sporting performance. It will also challenge athletes to reflect on their own nutritional habits around their training and competition, provide them with the knowledge to make changes and adopt appropriate nutritional strategies where necessary. Instilling sound nutritional practices from a young age will help nurture and protect the long term athlete. The co-curricular programme has engaged with athletes through school and in the case of rugby, through the Ulster Branch. We have delivered sports nutrition workshops, in partnership with the IRFU, to the U17 and U18 Regional Development Squads over the summer. Sinead Leavy the GAA Insurance Manager and Martin Casey from Willis will be in attendance on March 23rd in the Burrendale Hotel where they will make a presentation and will also deal with questions on the night. There is no doubt about it Insurance is an area that we need to get serious about, we have a great service provided to us as GAA Clubs but we need to take onboard all the messages in relation to having all of our premises up to standard and of course to have all our members registered and our players insured. We live in a society of litigation let us play our part to close the opportunities for people to claim against us by simply following procedures and doing the simple things to avoid unnecessary risk.

11 DOWN GAA - WORKING TOGETHER Page 11 CARDIAC RISK ASSESSMENT FOR SPORTS CLUBS Why Is It Important in Your Club? The recent sad and sudden death of Magilligan GAC player Steven Deeny (R.I.P.) has, again, catapulted into the public imagination the importance of screening for cardiac risk in sports people. This is not an isolated event as it is estimated that 5,000 sudden cardiac deaths occur every year in Ireland, which is an average of 14 deaths a day 1. In the under 35 age bracket this is believed to be one person per week. The experience of Healthy Hearts Healthy Lives from performing tests on individuals aged has highlighted, in a number of individuals, a greater risk of sudden cardiac death in previously unknown circumstances. GAA CONGRESS 2015 GAA Annual Congress took place at the Slieve Russell Hotel, Cavan on Friday, February 27 and Saturday, February 28 with a total of 67 motions coming before the delegates. Down were represented by Sean Rooney, Sean Og McAteer, Brendan Fitzpatrick, Diarmuid Cahill, Maureen O Higgins and Seamus Walsh. Of 67 motions 36 were accepted, 26 were rejected, three were withdrawn, one was deferred pending further research and analysis, one was referred to Central Council and one other had been dealt with by Central Council prior to voting. One motion, Motion 21, was voted on in two parts, hence the total of 68. Of the motions passed, the vast majority (Motions and Motions 38-49) were from the Rules Advisory Committee. These motions generally deal with irregularities or anomalies in the rule book, and all but one of these motions passed with huge votes in their favour. Perhaps the most significant motions to be passed were from Liam Sheedy s Hurling 20/20 committee. CPN had a motion at Congress in relation to yellow cards which was carried and as a result yellow cards will no longer carry into extra-time. 19 A chara, DOWN GAA - WORKING TOGETHER Page 19 On the behalf of the Coaching and Games Department I would like to invite your school to participate in an upcoming Primary Schools Hurling and Football / Camogie blitz which we are holding in Downpatrick RGU on Friday 27th March Your school is welcome to bring along 12 x P7 children to participate. Across the course off the day all children will have the opportunity to play small sided (9-a-side) games of Gaelic Football and Hurling / Camogie. Schools who do not have sufficent numbers in P7 are welcome to bring P5/6 pupils if required, to make up numbers. The blitz is open both boys and girls and we encourage schools to bring a mix of boys and girls if possible. The blitz will be completely non competitive, with skill development and enjoyment being the sole areas of importance. The blitz will commence at 10.15am sharp and should be finished by 1pm. We would ask that ALL schools who are planning on attending be present no later 10am. MONSTER PRIMARY SCHOOL BLITZ Conor O'Toole Down Games Development Manager developmentmanager.down@gaa.ie / COUNTY SCOR SINSIR TABLE QUIZ Bryansford club provided the perfect setting for the 2015 Down County Table Quiz on Sunday evening 8th March. As Gaels returned from Paric Esler after a great victory against Galway in the National football League spirts were high and that mood continued in the spirt of a wonderful table quiz. This year we were joined by a very prominent Ulster quiz goer from Trilick club in Co Tyrone Mr Dermot McCaughey as our question master. The scene was set early for a very tight battle at the top and after the first three rounds the scores were level with Bredagh, Burren and Clonduff on equal points. At the half way stage Bredagh and Burren were still level but a tough Irish Language round of ten question saw Bredagh score the maximum points and claimed the Irish language cup with Mayobridge claiming second place and Burren third and all three teams now qualify for the Ulster Irish Language Table Quiz on Friday 13th March in Armagh. The next five rounds were exciting and Bredagh moved further ahead but the competition for second place was getting closer between Clonduff and Burren. In the 9th round Mayobridge had a great round and now came to with in a point of the other two teams and the pressure for second place was mounting. The competition was great but the sportsmanship was even better and its fair to say that all quiz teams enjoyed their experience. Bredagh emerged winners reclaiming their title and making it a double success with the Language Cup with Burren second, Clonduff third and Mayobridge fourth with a single point dividing these three teams. Best wishes to Bredagh as they now compete in the All Ireland Final in City West Dublin on 25th April and also to Bredagh, Mayobridge and Burren in the Ulster Irish Language Quiz this coming Friday night.

Cavan. He served as secretary of his club Drumgoon Éire Óg throughout the 1980s, and served on the Cavan County Board for 12 years. He was a member of the Ulster Council for 25 years ( ), serving in all officer roles. He was PRO from , Treasurer from , Vice Chairman from and President from At national level, he has served on the PR and Presentations Committee, the Competitions Control Committee (CCC), Coiste na Gaeilge, and the Strategy Implementation Committee.
