In this regard it has been agreed that the Programme will revolve around two key issues: a. How can the Association get young people involved? b. How can the Association keep young people involved? As part of the development phase the National Youth Committee is eager to provide key stakeholders (Central Committees, Provincial Councils, County Boards etc.) with an opportunity to make suggestions regarding the priority issues that should be reviewed through the Programme. Furthermore, the National Youth Committee hopes to identify synergies between stakeholders in order to ensure the Programme reflects a truly collaborative and coherent process. Parties interested in inputting into the development phase are requested to complete the form by Friday 30th August so that the National Youth Committee can give proper consideration to the views of stakeholders while identifying and quantifying the Programme for Youth Consultation and Engagement Form can be found online: X6U/viewform EAST DOWN RURAL COMMUNITY NETWORK THE CONSULTATIVE PROCESS OfficialDownGAA

From the start of the year the phones in the County Office ring with enquiries of when the Championship dates are. Holidays are arranged around the Championship, weddings fall into place around the Championship it is the time of year that we all look forward to. Everyone believes this is their year, everyone thinks they have a chance, this year the round robin might throw up a surprise we will all debate and wonder. So over the next month we say to you enjoy the various championships, cheer on your team with gusto there is a feast of football happening and even the County Board are feeling generous over 50 games for 20.00!!! It s a bargain and would you turn your nose up at a bargain and this one is not on GroupOn! Enjoy the Championships but above all respect all those who make them happen, the players, the mentors, the referees, the gatemen, the host clubs, the singers of our national anthem and most importantly the person beside you who is as passionate as you but wants a different result. It is the Championship that makes us who we are.

4 Page 4 EXTRA TIME DOWN GAA NEWSLETTER DOWNINGS 2013 The Ulster GAA s annual Gaeltacht course, Cúrsa Shéamuis de Faoite is in its 25th year. Course was held between the 22nd and 27th July with Down having over 20 representatives at the course.

5 Volume I1 Issue VII - JULY 2013 PROTOCOL GUIDE 2013 This Protocol Guide is intended to assist those responsible for planning and conducting functions or events attended by Uachtarán Chumann Lúthchleas Gael and serves to enhance the image of both the club/unit and the Association. Invitation Any club/unit/organisation/individual requesting the Uachtarán s attendance at an event should send a letter of invitation to the Uachtarán s Office as early as possible and no less than four weeks prior to the event. The letter of invitation should provide the following details: Title of the event Purpose of event Date, time and expected duration of event Event venue The Uachtarán s role at the event Planning The Uachtarán s Office shall be issued with a running order of the event/function at least one week in advance of the event/function. The Uachtarán s Office shall be notified in advance of any other attending dignitaries. The Uachtarán s Office shall be notified in advance of any celebrity speakers. The host club/unit/organisation/individual will be responsible for providing information for the speech to be delivered by the Uachtarán. This should be submitted to the Uachtarán s Office one week prior to the event for approval. The Uachtarán does not expect a gift. However, if it is intended to present a gift, the Uachtarán s Office shall be notified in advance. All relevant correspondence should be submitted to the Uachtarán s Office via his Executive Assistant, Siobhán Ní Chuana, siobhan.nichuana@gaa.ie Event The Uachtarán should be met and escorted during the visit by a nominated person who shall be notified to the Uachtarán s Office in advance. The Uachtarán should be seated at at a suitable table with other dignitaries. Page 5 ULSTER GAA LAUNCH IRISH SCHOLARSHIPS Ulster GAA has announced a major sponsorship programme for adult students of the Irish language in conjunction with the University of Ulster. The scholarship scheme will run in partnership with the School of Irish Language and Literature and is to be known as Gaeilge sa Chlub (or Irish in the Club ). It aims to promote the use of Irish within clubs throughout Ulster by providing financial assistance to GAA members who sign up for the Diploma in Irish Language course at Ulster. This two-year (part-time) course is currently available at the UU Belfast and Magee campuses, plus the university outcentres at Cookstown, Ranafast and Downings. It runs for three months in the autumn (starting 23 September) and three months in the spring (starting 27 January) and classes are taught in each centre on Monday and Wednesday evenings ( pm). Students are instructed in listening, speaking, reading and writing and many diploma graduates progress to the degree course in Irish Language and Literature. There is sure to be much interest in this scheme throughout the GAA clubs of Ulster and further information on the Diploma in Irish Language is available from Mrs Ros O Hagan in the School of Irish Language and Literature: r.ohagan1@ulster.ac.uk or +44 (0) To apply for a Gaeilge sa Chlub scholarship, contact Dónal McAnallen, Ulster GAA Cultural Education & Outreach Officer: donal.mcanallen.ulster@gaa.ie or +44 (0) DOWN DENI ROUNDERS DAY The County Down DENI coaches organised series of Rounder s days in the last week of May to coincide with an 6 week programme of striking that was coached with various schools throughout Co. Down. GAA Rounder s is one of the four official GAA sports. Along with Gaelic Football, Hurling and Handball, Rounder s was included in the original GAA charter back in Primary 4 children were picked by the class teacher and it was not always the sporty child who was picked. Children were picked on listening skills, attitude to work both in PE and in class, and their willingness to try and put in good effort in all aspects of school life. Across three venues over 350 kids had a chance to represent their school for a whole morning of rounder s. As Rounder s is a limited contact sport it is perfect for both recreational and competitive play. It also draws on a different set of skills than the conventional GAA games and is very good for developing hand eye coordination. The beauty about Rounder s is everyone is always active and it is excellent for teamwork, game sense and overall general aerobic fitness. Both children and teachers had a fantastic day at all 3 venues in Pairc Elser, Newry, Carryuff GFC, and Tullyish GFC. Many thanks to all 3 clubs who provided their field and hall facilities on the day to help in the smooth running of the event. The Uachtarán should be the main speaker at GAA events and his speech shall be the last speech delivered. The Uachtarán should perform the official opening at pitch openings and similar events and be the key person to make presentations/present a trophy etc. It is not permitted to lobby the Uachtarán during his visit.

6 Page 6 REFEREES Congratulations to Two of our Inter County Referees who were involved in Inter County Championship matches in July. Ciaran Brannigan was the Man in the Middle for the Wexford v Laois Round Three Qualifier game on July 20th whilst the following day Brendan Rice refereed the Ulster Minor Football Final involving Monaghan and Tyrone. Good progress has been made by Down Referees & we hope that they will continue to see action as the Summer progresses whilst still seeing both men officiating at club level in Down including at underage level. CHILDREN S OFFICER We are very lucky in Down that Kate Woods has agreed to take on the role of Children s Officer within the County. Kate is a former secretary of Kilcoo and a lady steeped in all that is good about the GAA in Down. This is an important position in our County and indeed should be in all of our Clubs, our Children are our future and it is only but right that they should be at the forefront of our planning. Kate can be contacted on mobile or by childrensofficer.down@gaa.ie. If your Club has not yet a Children s Officer in place this is something you need to do as a matter of urgency or if you are an existing Club Children s Officer then contact Kate if you need any assistance. TICKETS Don t forget that tickets for the All Ireland Quarter and Semi Finals Football and Hurling can be purchased from the County Office during the Summer. UNAUTHORISED TOURNAMENT Your Club may have received an from St Laurence's GAA Club, Co Kildare in relation to an All Ireland U-11 Tournament. Please note that this event does not have the approval of C.C.C.C (on behalf of Central Council) as is required under Riail 6.38 of the Official Guide. There are obvious insurance implications for any event that is organised without appropriate permissions and you should also note the penalties outlined in the same Rule for Participation in an Unauthorised Tournament. EXTRA TIME DOWN GAA NEWSLETTER Walking In Your Community Ulster GAA are working alongside Outdoor Recreation NI to deliver a Community Walk Leader Training Course that may be of interest to some of your club members. Places are limited on the course so it is advisable that anyone who is interested to register their details as soon as possible. The New Walking in Your Community training, encourages people to get walking in their local area by providing training and support for Community Walk Leaders. The next Community Walk Leader Training will be held on 28th September The scheme has been developed in response to feedback expressed by community groups in the Venture Outdoors project. The scheme is designed as an introduction to walk leadership and group management for community group leaders, volunteers and organisations. The support offered includes a one day training course, insurance, on-going support for your walking group and further training & events. The training is facilitated by qualified Walking In Your Community Tutors, who will guide and support you to learn basic walking skills. Date: 28th September 2013 Time: 9.30am pm Venue: Peatlands Park, Dungannon Cost: 45pp Why you should attend This training will provide you with the skills to lead short, accessible, community based walks within your local area. The training will also help you encourage local people to increase their participation in walking and develop healthy communities Insurance cover for all successful CWL participants. You will learn some basic walking skills to give you the confidence to take your groups out walking. Support and further training opportunities are also available to develop your walking leadership skills To book your place on the Community Walk Leader Training please follow this link **All Community Walk Leaders must have a valid First Aid certificate, Walking In Your Community will be running First Aid courses alongside the walking training, this will be at available to Community Walk Leaders at subsidised cost of 20pp.The proposed date for this training is October For further information about the First Aid course, please c.overend@outdoorrecreationni.com Clubs are reminded that you should not be holding/ hosting or taking part in any Tournaments that have not got the appropriate permissions from the controlling authority.

7 Volume I1 Issue VII - JULY 2013 Page 7 CASEMENT PARK SALVAGE Casement Park will be open on Tuesday 13th August 2013 from 1.00pm to 9.00pm to enable viewing of those items that may be available for sale providing the planning approval for the new stadium is granted. ULSTER GAA SUBMIT CASEMENT PARK REDEVELOPMENT PLANNING APPLICATION Ulster GAA has formally submitted a planning application and associated Environmental Statement for the redevelopment of Casement Park into a 38,000 capacity all-seated stadium. The planning application to Planning NI followed an intensive 15 month community consultation period during which statutory authorities, and members of the public, local stakeholders and members of the GAA throughout Ulster were encouraged to engage directly with the Ulster GAA and the stadium design team to present their views on the project and to influence the design process. When complete the redeveloped stadium will result in environmental benefits for the local community including improved traffic management during events, reduction in stadium noise pollution as well as a reduction in flood light pollution. The stadium will also bring significant economic benefits to the city of Belfast and wider Province. The Planning submission application was lodged on 19th June The full planning application and supporting environmental reports are available to for view on the Planning NI web site, and at the Belfast offices of Planning NI. 8 Page 8 EXTRA TIME DOWN GAA NEWSLETTER DOWN CLUB DRAW WINNERS JUNE SUPER WINNER - BURREN MAN BRENDAN FITZPATRICK CLAIMS 10, PRIZE Brendan Fitzpatrick of Derrylecka Bedding Centre was the lucky winner of 10, in the June Down GAA Clubs Draw he was presented with his Cheque by Down Chairman Seamus Walsh and Treasurer Brendan Fitzpatrick. The winning ticket was sold by Brian McAvoy. Burren were the top selling Club in the 2013 Draw, selling over 400 tickets and a smiling Brendan Fitzpatrick was delighted that he bought this winning ticket PRIZE FOR ROSTREVOR MAN Seamus Walsh Down GAA Chairman and Treasurer Brendan Fitzpatrick visited St Bronagh's Clubrooms in Rostrevor to present Colm Fearon with his cheque for which he won in the Down GAA Clubs Draw in June. Rostrevor sold over 200 Tickets in the Draw and were delighted to see one of their members win a top prize.

9 Volume I1 Issue VII - JULY 2013 Page 9 ARCHIVE MATERIAL This month we were delighted to receive a treasure throve of material from Gay and George Glynn. You will remember George is the Galway man who came to teach in Castlewellan and then won an All Ireland Medal with Down in 1968 and his wife Gay of the sister of James and Dan McCartan. Old Newspapers in mint condition saved from 1957 onwards were a real bonus for us in our search to maintain Down GAA material within the County. The problem is once you start reading them little else gets done! It is our intention to have the Papers collated into each relevant year and then have them bound to allow people to access them for research. This is a beginning, we have a proud and wonderful history within our County and yet we have very little archive material available to people to access for research or just out of general interest. If you have any materials that you would like to donate to the County then please contact the County Office on or e mail secretary.down@gaa.ie we will be delighted to receive any contributions and more importantly to ensure that they are held safely for future generations. GOOD NEWS PADDY MAC FLYNN Our Uachtarain Paddy Mac Flynn continues to convalesce in Lurgan Hospital; he is kept well informed on all in the GAA World by his many visitors and none more worthy than his two great friends Bertie Leckey and Jimmy Stewart who are regular visitors. We hope that Paddy will soon be out again amongst us and we congratulate him once again on been awarded the Séamas de Faoite Cup in Downings this year. DANNY MURPHY The Provincial Director Danny Murphy is also well on the road to recovery again and was Event Controller at the recent Ulster Final, this was a magnificent achievement by Danny to be back on duty in Clones after a recent spell in Hospital. We hope that both Danny and Paddy continue to go from strength to strength. CROKE PARK COMMITTEES Brian McAvoy has been appointed Chairman on the Communications Committee in Croke Park and it is once again nice to see Down people been recognised on the national stage. On that note it was a great honour for Diarmuid Cahill to be the Chairman of the National Feile Committee this year and the superb events that were held in Derry and Limerick are testimony to the input and leadership of Diarmuid. Well Done! FUNDING AWARENESS SEMINAR FOR DOWN GAA CLUBS Wednesday 4th September 7.00pm pm Burrendale Hotel Newcastle Seminar is to raise awareness of potential funding opportunities Representatives from the various organisations will be in attendance including: Local councils, Ulster GAA, NICVA and Neighbourhood Renewal Investment Fund.

10 Page 10 EXTRA TIME DOWN GAA NEWSLETTER CENTRAL GOOD RELATIONS FUNDING PROGRAMME The Central Good Relations Funding Programme has been established to support the achievement of the Executive s strategic objectives relating to good relations. The Fund will support productive, time bound projects which contribute to the promotion of good relations. Funding is available in the form of Project Funding or Small Grants. Details on each strand of funding are outlined in the application guidance. Organisations may apply for both types of funding where the application relates to distinct projects. Applications for project funding for 2013/14 have not opened yet, but it is due to open in the near future So please keep a close eye on their website. The application process for small grants for is open throughout the year. Applications are welcome from all groups who meet the criteria. More details: DOWN GAA STRATEGY WHAT GETS MEASURED GETS DONE! Chapter 4 Club and Community Development Recommendation 4.8 Rural Task Force Establish a Rural Task Force to review the status of rural GAA in Down. The Task Force to present its findings to the County Committee with a strategy on how to sustain the rural clubs. The Task Force to review: Possible merging or amalgamation of Clubs in order to sustain and consolidate the GAA in certain rural areas Provision/sharing of facilities for Clubs Initiatives to attract new players and volunteers Initiatives to establish the GAA Club as the centre of the rural community. Outcomes Sought A review of the current status of the GAA in rural County Down and the development of a roadmap to ensure the GAA is sustained in rural areas. Comment The Report, Findings and Recommendations of the Rural Task Force presented to Coiste Banisti in 2011, can be accessed on the Down GAA Website, Resouces/Downloads The Implementation and Review Committee were requested by the County Management to assign the implementation of the recommendations to the respective County Sub Committee. The Implementation and Review Committee met with Representatives of the Rural Task Force in May 2013 when the Rural Task Force undertook to refresh a Club Survey previously submitted and to prepare a development paper focused on rural Clubs with a small development base. THE CONSULTATIVE PROCESS To date we have had 18 meeting with different units and interested parties as we try to develop a way forward for Gaelic Football in the County. This has to date been a most enlightening process and I think all of those who have participated can see the merits in what we are trying to achieve. The end product will be a Down plan that we hope will be unique to our County and will bring great benefits for our County. Those who have attended the meetings have been very impressed with Mr David Passmore who has been our lead consultant and who comes to the plan totally independent but with a wealth of knowledge that we are very lucky to have on board. Davis has been joined by Orlaith Curran who has been responsible for collating the information and for keeping everyone informed of the work to date.
