Field Days Peter Osborne reported on the coming White Hills field day. Due to school holidays, accommodation could not be booked at Rottnest for the May Field day on the normal weekend without going into the ballot system with no guarantee. 6 Dry Casting Officer Ron Thomas reported on the January casting where 23 casters attended. The Single handed Open was deferred to February due to the wind. Property Officer Ray Walker has received the Certificate of Title for the Kalbarri property and negotiated for the bank to waive the charges they wanted to apply. AAA report A meeting will be held at 7:30pm on Monday 4 February about the AAA National Championships at Caloundra, Queensland in August Venue Sportsman's Association, off Stancliffe Street, Mt Lawley. Social Organiser A night cast and barbecue will be held in February at George Holman's place on 23 February, start no earlier than 6pm. Tickets for the June Presentation night are available. Prices and menu are the same as Recorder Recorder John Curtis has received entries from Peter Pekaar of flathead for Section 8 of the Open fishing competition and Section 13 of the Field day fishing competition. The instruction period to be held at John Curtis' residence on 23 November was cancelled and will now be held on 18 January. John will contact people. Reel Talk and Club website Up to date. Nothing special to report. Notice of Motion Terry Fuller moved to amend the third paragraph of Competition Rules Section 2.3.2, Numbers of Fish and Field Day Bag Limit, to read "Effective 1 February 2013, a maximum of 1 (one) day's bag limit of any individual species as specified by Department of Fisheries WA Regulations may be weighed in for the Field Day, subject to the mixed species daily bag limits and a maximum of 30 fish." More details are in Reel Talk. This will be voted on at the February General meeting. General business Ron Thomas passed around a brochure about the feral Asian Paddle Crab and asked why Department of Fisheries hadn't publicised this more. Terry Fuller said similar comments about publicity of fisheries topics had been raised regularly and that comments should be sent to Recfishwest and to the Chief Executive Officer at the Department of Fisheries. Ron Thomas will be travelling for some months after April and someone else will need to take over the work he has been doing for Dry casting. Peter Osborne and grandson caught some good tailor at Hill River. John Curtis will be running training sessions for members on the last Friday in February, April, June, August and October. Members should book with John. Contact details in Reel Talk. Raffle First prize, a basket, won by Allan Jones. Second prize, a lure and knife, won by Eddie Korin. Prizes provided by the Club. The proposed sign on, fishing and weigh in times for the next 2 months Field Days are published in each Reel Talk. If you don t like any the proposed sign on, fishing or weigh in times because of the heat or whatever, there is plenty of time to comment or ask for changes. Contact the Field Day Officer. If you are not able to be at the venue by the nominated sign on time, or need to leave early, for example for health reasons or other commitments, arrangements can be made for a late sign on, and possibly for an alternative weigh-in at the discretion of the Field Day Officer. Fishing together on field days The Club encourages members to fish together on Field days, and will help arrange this. However it helps everyone if members who want help or want to fish with someone, ask and arrange to go with other members. This can be done either before or during the sign on or at the previous General meeting or any Club event. Check at the General meeting for arrangements and discussions about when and where members can meet to fish together locally in the metropolitan area. Field Day money to be left with the scales in an envelope with your name and details written in the carbon copy Field Day book. No money = no points. Night cast, Saturday 23 February, 6 pm This year s 2013 social calendar begins with a night cast at George and Kaye Holman s place. There is a park at the rear of the house with parking available. It is well lit and safe. The evening starts 6pm. Please do not get there any earlier as George and Kaye need to get organised and early arrivals only slow them down. Everything is BYO. Don t forget the chairs. A BBQ is available. Bring the family along. This is a fun event and all can take part. The object is to cast an 56gram weight with a glow stick attached at the target using one hand only, eg single handed casting. The judge for the night will be John Curtis, otherwise known as Mr. Rocky Road. George and Kaye's address is in page 1 of the Reel Talk. Remember. Parking at rear. BYO everything. Mal Head saves them up and takes them to the recyclers when he has enough, and the price is right, and donates all the proceeds to the Club. Phone FDO before Thursday night, or Saturday 12 noon at Bluff Creek camping area for people camped at Bluff Creek. Fish caught before or after those times are eligible for the Open Competition. Barbecue:- 12 noon Sunday to 2:00 pm Sunday. Check at the sign on for confirmation of times. If you don t come to the barbecue, you must stop fishing for those times. It s a great time for socialising with your fellow club members and yet another highlight of the Bluff Creek field days when we go back to how field days used to be in the good old days. Weigh in:- Monday 10 am Bluff Creek camping area. Check General meeting for 2WD weigh in arrangements. 240 volt power George Holman will take the Club's 240 volt petrol powered alternator. Power will be available for lights and fridge/freezers. Please bring your own power cords and power boards. Please use compact fluorescent or LED globes, not incandescent, to reduce the power consumption. DO NOT MISS THIS FIELD DAY!!. If you don't own a 4WD then ask another member for a lift. This is a FAMILY Field Day location so bring your wife or partner, friends and children. This is one of the best locations we go to for a club field day. In past years, a barbecue has been held from 12 noon Sunday to 2 pm Sunday. It s a great time for socialising with your fellow club members and yet another highlight of the Bluff Creek field day when we go back to how field days used to be in the good old days. It has all the right ingredients for a great weekend. The camp site is protected from a lot of the wind and is near a fresh water creek, great for washing. You do need to take fresh water for drinking, tea making, etc. The weather can vary from drizzle to perfect to very hot, but most days there s a strong breeze and that s usually from the left along the beach. There are kilometers of open beach for fishing. Some reef fishing spots are within easy distance of the camping area. There have been some great catches by people who have walked from the camp site to the nearest part of the beach. A long rod is essential as the skippy sometimes gather around the offshore reefs. This is where your dry casting practice comes into good use for distance and placing the bait accurately. Reel Talk February 2013 Page 9

12 Miles of beaches like this!!!! Maybe someone has made a new track around this by now. The beaches and water are in pristine condition so it is really a very pleasant spot to just relax and enjoy the outdoors and the fishing. Bluff Creek is only accessible by 4WD and is east of Albany. Access to the camp site is along the beach which is usually reasonably easy, although getting off the beach to the camping area with a loaded trailer can need a good run up. In past years we have used a track through the dunes above the beach, but in the last two years year we found this was impassable due to a large blowout in a place where it was difficult to get past with a fully loaded trailer. We recommend this Field Day to all new members as the fishing is easy and there will be plenty of experienced members on hand to help. Usually a group of members go down in convoy to Bluff Creek on the Friday morning. Anyone wishing to join in please raise this at the General Meeting. Morning fishing at the reef. Does it get any better? How to get to Bluff Creek The Instruction period at the 13 February General Meeting will be about the Bluff Creek area, fishing, camping, road and track details for getting there, and more. Put that date in your diary so you don t miss it. There are two main ways to get to Bluff Creek. The simplest way is, with no map needed on bitumen main roads:- Take the Albany Highway to Mount Barker. From Mount Barker, go towards Albany, turn left into Millbrook Road, 17 km to King River, left onto the South Coast Highway (Albany-Jerramungup Road) to Manypeaks, 6 km more to Cheynes Beach Road, 7 km more to Bluff Creek Road. Turn right on to the gravel road, go 9 km in on Bluff Creek Road to the start of the narrower white sand 4WD track to the beach. Stop here and let down your tyres. An alternative which uses several gravel roads and needs a good local map, is to t ake the Porongorup Road from Mount Barker to the Chester Pass road, use Mindijup road until you cross a ford over the Kalgan River. Find your way onto Fish Track Road to the South Coast Highway. From here, it s 5 km to Manypeaks, and on to Bluff Creek as above. Fuel. Manypeaks has fuel but only during shop hours, and closes at 5pm most days. If you intend traveling at night, the Mount Barker service station used to close at 10pm. Check for yourself before relying on this information. Mt Barker BP Roadhouse If you need fuel after 10pm, you may need to go to Albany to refuel at one of the 24 hour stations. From there go out the South Coast Highway (Albany-Jerramungup Road) to Manypeaks, and continue as above. Reel Talk February 2013 Page 10

13 Track to the beach is definitely 4 wheel drive only, bush close on both sides, and once you re on the track there are very few places to turn or get off the track and there are soft uphill sandy sections. With the loads carried for a long weekend camping trip, you must let your tyres down to beach driving pressures before starting on the track. Suggest 20 psi or less but it s your responsibility to have pressures suitable for your vehicle, tyres and load, and use low range 4WD as there are some very soft uphill sections. It s better with the right tyre pressures and keeping moving. The track gets badly chewed up by people who don t consider other people and leave their tyres at normal pressure or only let them down a little bit. The track starts off easy across fairly flat country, then you ll come to a place where the track splits for a hundred metres or so and comes back together before going a bit right and up a hill. This is the start of a soft uphill section which goes on and up for quite a way and you don t want to get stuck on this. The last uphill section is beach sand and is sometimes covered by fresh sand drifts, dry and quite soft, with a steep bit at the top on a right hand curve. If you get stuck here it s a job to get moving again, and no one can get past you. After that you re into the sand dunes downhill and on to the beach. According to Google maps, the track to the beach meets the beach at South, East. Maybe someone has made a new track around this by now. Travel east along the beach for about 4km till you reach the west side of Bluff Creek and the camp site. The camp creek meets the beach at South, East. If you have a GPS it might be worth checking and recording this to use when coming back to camp in the dark. If you have time on the way back to Perth, the route through the Porongorup Ranges or the Stirling Ranges is a magnificent drive with great scenery. Allow a couple of extra hours to go this way. 14 Field Day report White Hills January 2013 Synopsis. The January 2013 field day was spread from South wall of the Dawesville Cut to Preston Beach with the majority of persons fishing a stretch of beach 10 to 15 km south of the White Hills road. While Tailor were light on, Herring were more plentiful with some people bagging out on the latter. The Pekaar men folk fished locally, with the 3 of them putting fish in their bags. In summary, the field day location at White Hills resulted in nearly everyone having feed of fish with Herring predominant, hence plenty of smiles at the weigh-in. The Trip. The sign on at the car park behind the Miami Bakery was at 1:00 pm Saturday 12 January with lines down at 2:30 pm with fishing through until Sunday with the weigh-in at 11:00 am back at the same car park. A total of 15 anglers signed on, George Holman, Melvin Wee, Martin Wearmouth and sons Thomas and Christian with a friend Jason, Peet and Sandra Wessels, Victor and Slavka Schilo, Mark and Wendy Hansen, Ray Walker, Dean Stewart, and Peter Osborne. Our starting point has become a tradition to sign on at the car park at the back of the Bakery. This gives the opportunity on both arrival and departure to treat oneself to a good cup of coffee and donuts or other goodies. A point we need to consider for the future, is that this date is during school holidays and 4WD vehicles were prolific. Coming out and just started to pump up tires, we just missed a 4WD club going in and would not be good to meet them on a narrow section of track. Even during fishing, vehicles were tearing past just about the whole time, observing how some drove and tires over inflated some drivers were definitely not experienced. I had a close encounter with a 4WD tearing past me at close to 50 km/h. Hence we might consider to shift this date outside of the holiday period, although other venues would also have higher than usual attendance pressures. Often, but not every time, we have person or party run into a difficulty or bad luck. No, George did not tangle with another ray. Sorry Melvin, just have to tell your story. Melvin had a productive fishing trip getting 7 tailor (best bag of tailor for the trip), a couple of skippy and 8 herring. His good luck ran out on the way out. Somewhere along the beach his coolant system failed and started leaking coolant. He managed to make it to the top of the hill where we pump up our tires and he accomplished this before he realized his problem. We all left this spot spasmodically to go the weigh-in, as did Melvin. He did not get far and his engine shut down. His car has protection that did this before overheating occurs. He called RAC and got the bad news of his problem which required he then had to organize a tow back to Perth as below. He tried to telephone me but the battery in my mobile was flat so no connection. He eventually got through to Mark who passed details of his dilemma on to me as we were worried as to why he had not showed up at the weigh-in. Via his mobile phone with some pictures and weight of his heaviest fish we were able to complete a weigh-in of his bag Melvin demonstrating how we don t want to use a 4WD We fished in small groups along the beach with each of us looking for a bit of small reef structure that appears intermittently along this bit of coastline. Initially the wind was a slight southeaster, but turned to a strong southwester for a few hours but well before dark this dropped off and turned back to a slight wind from the south to south east and this stayed through until lines up. 15 Slavka anticipating a bite. On the horizon a yacht, one of many beating down to Busselton. All got at least some herring. Peet had a big hook-up and thought all his Christmases had come at once. However, it was not to be. After stripping line for 15 to 20 seconds it spat the hooks. On retrieval, one of his hooks had a scale that could only have been a Mulloway, and would have been a good one. Bad luck, but that s fishing. Good to see all got herring even though there was a lack of Tailor. Martin got a bag of herring and his two sons and son s friend also captured herring. Peet had the best bag of 4.57 kg and heaviest fish, a tailor at 0.69kg. Sandra had the most points as she had more species. A group of George Holman, Martin Wearmouth and his boys, Peet and Sandra Wessels, Victor and Slavka Schilo, to be later joined by Mark Hansen and Wendy, with Melvin fishing slightly further south found a good bit of reef and applied all their skills. Throughout the fishing period, all had issues with very small fish stripping mulies. This results in periods of having lines out but no bait on the hooks. As above, Tailor were very scarce with only Peet and Sandra both getting a good one each just before and after dark. Herring were a lot more prolific in this area with an odd Pike, undersize Tarwhine, and odd Skippy with Mark repeating last year with a Banded Sweep. Martin getting some tips from George Concentration where s that big fish? I, accompanied by Dean and Ray, had stopped a bit further north of the main group on a stretch of reef where I had had success in the past. It was slow going in the afternoon, with only a couple of Herring, a Flathead, and Skippy coming in between us. An hour before sunset we all anticipated Tailor, but not what I would call a run. I managed three, but found that these fish were only doing a slight suck on the bait and it was easy to miss the bite if there was not a good tight line to terminal gear. With small fish and blowies stripping bait very quickly I missed probably 5 or 6 touches. The other two did not manage a Tailor hookup. It is noted that Dean landed a good Skippy. After dark, Ray had a big hook-up. His deep spool Alvey was just about spooled of 15 kg line before he turned it. After 50 minutes of hook-up he had just about pumped it back to the shore when we think his line caught on some reef and snapped. Reel Talk February 2013 Page 13

16 Again, bad luck, and again that s fishing. Ray s arms were some 2 inches longer after this battle. Did not fight like a large ray, and while it could have been a Mulloway, with that first huge run towards South Africa my guess it would have been a Shark in the 15 to 30 kg range. We will never know. Hence back at the weigh-in, incorporating coffee and bakery goodies etc. All the fish went across the scales. Lots of fish but disappointment that Tailor did not make any real appearance, only Melvin made of a fist of it with 7 Tailor. If someone like George does not get a Tailor that shows it was not what we would call a Tailor run. However most made up this deficiency with a feed of Herring. As we all had a feed it was still all smiles around. See further below in Reel Talk for the actual capture results. Local Field Day. Peter Pekaar, with his brother Robert and son Andrew also came along as visitors and fished the Swan River early afternoon Saturday for flathead and then moved to Floreat in late afternoon. As happened further down the coast a very strong southerly breeze blowing and at dusk it dropped right away and went easterly. All of the larger tailor were taken with the southerly blowing. When it turned easterly small chopper Tailor went mad and came on the bite with almost a fish per cast. Most were undersized and were returned to the water. Thanks go to John Curtis for doing the local weigh-in. Peter s bag of 5 Tailor and one Flathead weighed in at 2.09kg, his brother Rob had a bag of 1.18kg of 3 Tailor and one Flathead and son Andrew had a bag of 1.68kg. made up of 4 Tailor. Martin, Slavka, George and Victor, waiting for the tailor to arrive. They appear to know what they are doing. Hence, albeit on average smaller size, their effort was better than White Hills for Tailor captures. 3 fishers for a total of 12 Tailor whereas White Hills had 15 fishers for 14 Tailor. Hope to see you at Cervantes in February as this venue and time has historically given us good bags of Tailor plus miscellaneous species. Great stuff! it can only get better now that Christmas holidays are over. In the Regulations, sharks of this size are classed as "totally protected." While fishing on a Field day, a club angler might hook, land, measure and release a whaler shark which is protected solely by reason of its size, while fishing for other species or for smaller sharks. The January Committee meeting discussed the catch and release of such oversized whaler sharks. The Committee confirmed the principle of observing Department of Fisheries Regulations about protected species as stated in Club rules, which state that no protected fish are eligible for Field Day weigh in, or points or Sections. This also means that oversize whaler sharks in the West Coast and South Coast regions will not receive credit or points or win sections even if the weight is estimated and the shark is released unharmed as is required by Fisheries Regulations. 26 Social report January 2013 Hello fellow club members. Hope all is well? The fishing scene is rather quiet at the moment. Maybe it s time for some night casting - it does not matter what the tide or weed are doing. The target does not move with the swell and sits there waiting for you to hit it. What more could you ask for?. There will be spot prizes, so come along and have a fun night with all the family and fellow club members. Glow sticks will be supplied. Bring along a big smile. Remember BYO everything, including chairs. Two BBQ s are available for cooking. Since you won't get there before 6pm (will you) you don't need to worry too much about the sun, but Slip Slop Slap and wear a hat if you want. 28 Upgrade to bathroom at Kalbarri house Thanks to Scott Meikle for taking some photos of the upgraded bathroom during his recent stay at the Club's Kalbarri house. The finished work is a credit to the contractor, Frank Rystenberg of Kalbarri, and to the Club's Property Officer, Ray Walker. It has upgraded an important part of the property for Club members and tenants, and looks really good. New hand basin and cupboard, floor covering, skirting boards, cistern, toilet and towel rack New wall cladding, mirror and towel rack New shower cubicle, tiling, taps and fittings and wall cladding Induction / information / training sessions Several members have requested that there be some training sessions held for new members and include other not so new members. Sessions will be held on the last Friday night in the month in February, April, June, August and October The sessions will run from 7:30 to 9:30pm and will be held in the carport workshop at John Curtis home in Padbury. John has taught a beach fishing class for many years at TAFE and has notes from that course as well as other equipment. Invitation is open to any member of the club to attend on the condition that they indicate their intention at the previous club meeting, or by advising John in advance of their intention to attend. Groups will be limited to a maximum of 10 with no minimum number required to run a session. Members will need to bring their own pliers, cutters and a pen and notebook. 29 Notice of Motion - amendment to Competition Rules section Notice of this motion was given at the January General meeting and will be voted on at the February General meeting. Amend the third paragraph of Competition Rules Section 2.3.2, Numbers of Fish and Field Day Bag Limit. Currently this paragraph reads "A maximum of 1 (one) day's bag limit of any individual species as specified by Department of Fisheries WA Regulations may be weighed in for the Field Day. A maximum of seven (7) fish of the Category 1, Highest Risk Species may be weighed in. This will require captures to be spread over 2 or more days where the "mixed daily bag limit" is less than seven (7). A maximum of one (1) "mixed daily bag limit" for each of the Category 2, Medium Risk Species and the Category 3, Lowest Risk Species may be weighed in, subject to the maximum of 30 fish." Amend this paragraph to read "Effective 1 February 2013, a maximum of 1 (one) day's bag limit of any individual species as specified by Department of Fisheries WA Regulations may be weighed in for the Field Day, subject to the mixed species daily bag limits and a maximum of 30 fish." Reasons for the change. Coming changes (1 Feb 2013) to the Fisheries State wide categories and bag limits have changed the groupings of species, their descriptions and the numbers allowed as the daily bag limit. The current Club rule and the number 7 attempted to cater for restricted daily bag limits for demersal and large pelagic species in West Coast region, and an allowable 7 in the other regions. The number 7 is more than the combined Demersal (2) and Large Pelagic (3) limit in the West Coast Region. Demersal rules will be reviewed in But in all other parts of the State the number 7 is less than the combined Demersal (5) and Large Pelagic limit (3) and Demersal also has a concession allowing more of some species in the South Coast region. The mixed species daily bag limit for large pelagic species has been increased to 3, and sharks/rays are included in this category. Leaving the club limit at 7 fish of the "highest risk" species could allow a club angler to weigh in 6 mackerel or 6 sharks, for example. Although such a catch would be legal if 3 of these fish were caught each day on 2 days, this number of fish does not fit into the Club's long tradition of a maximum of one day's bag limit and fishing for the future. Changing the Club weigh in rule to a maximum of one day's bag limit for each and every category makes it simple to understand, simple to check against the Fisheries rules and still allows plenty of fish to be weighed in. Note that the final sentences of the Club rule is a reminder that "Members are responsible for complying with the maximum individual and mixed daily bag limits as listed in the Recreational Fishing Guide for the Region being fished. Members may capture any number of fish allowed by the Regulations for their personal use." On a two or more day field day, this means that members may catch and keep up to 2 days' bag limit of whole fish as one of the options allowed under rules for possession limits, and chose which of these fish to present for the Club Field day weigh in. 30 President's report for January We had a surprisingly good attendance at our first meeting for the new year even though we had a number of apologies. My talk on beach rods and the different reels and their usefulness and maintenance must not have been too bad as no one left early. At our first casting day for 2013, Ron Thomas reported on a good attendance also which is pleasing, and we look forward to even better numbers enjoying themselves. Ron still needs to organise the wind to blow in the appropriate direction. Peter Osborne, our Field Day Officer, was also pleased with the attendance at the White Hills venue and everyone seemed to catch a feed of fish, but herring seemed to be abundant and tailor a little on the light side. Melvin Wee had a bit of bad luck with his vehicle and had to be towed home when he had a water leak from his motor. It was the first time we had seen him for a while and we look forward to seeing him again soon. Victor and Slavka Schilo wanted me to show them the ropes for White Hills and wanted to meet me at the sign on and then follow me to the beach. I was halfway to Mandurah when I had a phone call from Victor to tell me he might be a little late as he was halfway there towing his van when they realised they had forgotten the most important items when you want to fish, fishing rods. They still managed to arrive on time and after we parked his caravan at Dawesville Caravan Park we proceeded to the White Hills road. Victor wanted to find out if his vehicle was suitable for the beach and after travelling 8 km or so along the beach we decided to fish near Peet and Sandra Wessels. Guess what? After catching a few fish Slavka decided it was too far to travel back so they slept in the back of their BMW. What people will do for fish. It was a very good social weekend. Just a reminder for those interested in going to the National AAA Championships at Caloundra in August, there will be a meeting at the meeting room at the Sportsman's Association, Mount Lawley on Monday 4 February commencing at 7:30 pm. All welcome. There will also be a meeting of the State AAAWA Rock and Beach group at the same venue on Thursday 14 February at 7:30 pm. This is to set up the program for the State Rock and Beach Championships in June and any other planning for future events. Please attend and have some input into what you would like for both beach and estuary championships and locations. Make sure you come along to Pat McKeown's barbecue and night cast on 23 February at the Holman's place in Sorrento. It is a great social night with a little humour and a novelty cast with glow sticks for those who want to have a dash. Get your field day suggestions in to Peter Osborne as soon as possible but if you are not able to attend all venues at least nominate suggestions for those you will be attending. Treasurer, Terry Fuller Fishing research boosted by licence fees investment Western Australia s peak fishing body Recfishwest has announced that recreational licence fees will be reinvested into high quality fishing research projects along our coastline and in the Swan River. Recfishwest Chief Executive Officer Dr Andrew Rowland said $500,000 has been reinvested over the next three years in the mulloway and black bream projects. Upon the introduction of the Recreational Fishing from Boat Licence in March 2010, the State Government made a commitment that funds generated by the licence would be used to benefit recreational fishing in Western Australia, Dr Rowland said. 31 The large grant scheme applies to projects with expenditure greater than $15,000 and can last up to three years. Funds are made available to selected projects through Recreational Fishing Initiatives Fund (RFIF) grants scheme to benefit recreational fishing. Through this fund a number of projects benefiting recreational fishing have already been funded and are currently underway. These projects include: Restocking the Swan / Canning River with prawns; Restocking mulloway along the west coast; Development of industry/research partnerships; Investigating blue manna crab populations in popular recreational crabbing areas; Determining seasonal movements of Black Bream; You tube videos promoting recreational fishing in WA; Young future leader training; and Evaluating the interconnectedness of squid population on the South coast. These high quality projects are being undertaken by experts in their fields and project partners include, Recfishwest, the Department of Fisheries, Challenger Institute, West Australian Fish Foundation, Murdoch University, Swan River Trust, Curtin University and private companies. Recfishwest is excited that recreational fishing licence money is being reinvested into projects that will enhance the recreational fishing experience, Dr Rowland said. This is a joint initiative of the State Government and Recfishwest. A sub-committee of Recfishwest with input from the Department of Fisheries will evaluate all applications and make recommendations for the approval of the Minister The 2013 expressions of interest period for these grants are now open and will close on the 1st March Application forms can be obtained by visiting the Recfishwest website. Applications which demonstrate the support of local recreational fishers will be given preference and all applicants are encouraged to contact Recfishwest before submitting an application. Field day venues and boundaries 2012/13 "Away" venues and boundaries for the 2012/13 competition year were decided and confirmed by the members at the April 2012 General Meeting. Areas exclude any no fishing zones which may be within the boundaries. The full year's list is on page 16 of the May 2012 Reel Talk. Now these away venues and boundaries have been decided and confirmed by the members, they will not be changed. The FDO will still have the option, on the day, with the agreement of the people who have signed on, to make changes to cater for unfishable or dangerous conditions on the day (eg high winds, huge swell or extensive seaweed.) Local field days are run every month except when the main venue includes the metro area or when the main venue specifies closer or shorter boundaries in the metro area. Local field day boundaries are from Penguin Island sand spit to north wall of the Two Rocks Marina, including the Swan and Canning Rivers, the North and South Mole, and with fishing times the same as for the away field day. 32 Who can you trust about the new recreational fishing rules? A reminder to all recreational fishermen. The new State wide recreational fishing rules apply from 1 February Some details were in the January Reel Talk in pages 23 to 27. Members may recall my saying very strongly - "Don't take any notice of anything you see on television, hear on radio or are told by anyone about the new State wide recreational fishing rules, because there have been many incorrect statements made. The only definitive document you can trust is the new recreational fishing guide." Well I was wrong to say that, and I now admit that. How was I wrong? Well you can't trust even the new Recreational Fishing Guide to be a definitive and correct document, even though it is written and issued by the Department of Fisheries, which specifies and administers the rules, and briefs and trains their staff to administer and enforce those same Regulations. The Guide has a disclaimer on Page 2, the inside front cover. It says:- (emphasis added by me) "This publication is to provide assistance or information. It is only a guide and does not replace the Fish Resources Management Act 1994 or the Fish Resources Management Regulations It cannot be used as a defence in a court of law. The information provided is current at the date of printing but may be subject to change. For the most up-to date information on fishing and full details of legislation contact your local Department of Fisheries office or visit: " And when you check the Department of Fisheries website, you find an even less realistic disclaimer which says in part: "The materials presented in the Department of Fisheries website pages and its subdirectories are provided by the Department of Fisheries as a service to the community. The information and advice provided is made available in good faith and is derived from sources believed to be reliable and accurate at the time of release on the Internet. However, the information is provided solely on the basis that readers will be responsible for making their own assessment of the matters contained or discussed herein and are advised to verify all relevant representations, statements, information and advice." So where does that leave all you recreational fishers? Possibly up a smelly creek without a paddle. If you want to do that "verification" for yourself, the references are the Fish Resources Management Act Regulations which are 336 pages and the Fish Resources Management Act which is 224 pages. These are hardly pocket size, and are not easy to read and work out what applies to particular sorts of fishing. Anyway here are the links, but remember to keep checking that you actually have the latest, current versions, and also remember, if you interpret anything wrongly - it's all your fault and you are liable for the penalties. Act Regs And if you want to do any verification directly with staff of the Department of Fisheries, remember that verbal statements are not worth anything in a court, so you should ensure you get a written copy of the advice, and also first make sure you ask the right questions. Changes to the Regulations must be published in the Government Gazette available from The updated Regulations for the new Statewide Rules are not yet available on that website (checked 28 January, when this article for Reel Talk was written). These are often not in a gazette until a day or so before the date they first apply. In the past there have been some serious gotya's and mistakes in the gazetted rules which don't deliver what has been promised or has been stated in the various publications about the changes. Watch this space. This would not be so bad if the community had an undertaking, something like "If you are misled by something the Department publishes (the current written version and the same as available from the website) they will not charge you on that occasion." The Mallard Street house has easy access to the river, beaches and town. It has two reverse cycle air conditioners to keep you cool in the summer months and warm in winter. It has two bedrooms and will sleep up to eight (max) in 1 queen sized bed and 3 commercial grade bunks. The bathroom and shower were rebuilt in see 2 photos below. Users need to bring their own linen, blankets and towels, tea towels, etc. It has a high definition LCD television, DVD/VCR, stove, oven, microwave, crockery and cutlery and all cooking utensils, washing machine, fridge with food freezer and new extra chest freezer for bait and fish. Outside has a fish cleaning facility and a full width verandah. There is plenty of fenced parking space for cars, trailers and boats behind a gate. Rates are: Off season On season Short term (min 2 nights) Short term (min 2 nights) Weekly rates $100 per night for 2 people $20 per night per extra adult $10 per night per extra child $120 per night for 2 people $20 per night per extra adult $10 per night per extra child 6 times daily rate as above Surf Casting and Angling Club members Off season $200 per week On season $300 per week } $100 deposit/bond Short term $60 one night $50 per night (two or more nights) } plus $60 cleaning $100 bond $100 bond Winter/early spring discount special. A discount of 20% on the rates applies for all public bookings for stays during the months of July, August and September Members of clubs affiliated with the Australian Anglers Association WA Division receive a 20% discount on the normal public rates.
