3 Ending the 2018 Season: The 2018 season is finally winding down to our last tournament at the Wildhawk Golf Club on November 18 th, This will be our traditional Turkey Shoot team event, consisting of your foursome and using the 2 best ball format. Please sign up on our website or contact Mel Yu, if you plan to play in this tournament. Info on this event is within this newsletter. Our Annual Year-end Dinner is scheduled on December 1 st, at the Aviator Restaurant. Please contact Bill Fung if you are planning to attend. Remember, there is no cost to this event for all active SWD members. Info on the dinner is within this newsletter. In addition, our Club Championship winners will be recognized and awarded that evening, so please come out and celebrate with them. Lastly, I want to say, it s been a pleasure being your TC for the SWD club. As TC, I ve learned so much about our SWD club, the many rules in golf (SWD & NCGA rules) and golf in general; but the most rewarding part of the job was meeting, conversing and interacting with all you members. That was what really made this job worthwhile. As all good things must come to an end, I feel the time has come for me to hand over the torch to someone that will bring in new ideas and new energy to SWD. Therefore, happily to say, we not only have a new Tournament Chairperson, but a new Handicapper, Vice President, Secretary and Treasurer all in place for Come out to the year-end dinner as they will be introduced at that time. 6 NEW: ARTICLE #6 STARTING IN 2019, DID YOU KNOW? By Kent, Rules Chairman The exploits of Mel Yu continue In our previous newsletters: No penalty for accidently moving a ball on the putting green. Can remove loose impediments in the bunker. There is no penalty for double-hitting your ball. There is no penalty for accidently moving your ball during a ball search. If your ball is lost, or OB and a provisional ball was not played, a new option of determining your relief area between points A and B and dropping your ball from knee height. Ball search is three minutes instead of five minutes. Ball Played from the Putting Green Hits Unattended Flagstick in Hole There will no longer be a penalty if a ball played from the putting green hits a flagstick left in the hole. Mel s foursome is on the green and they all have long putts. David, who is away, can putt and strike the unattended flagstick without penalty. Allowing a player to putt with the flagstick in the hole without fear of penalty should generally help speed up play. Ball accidently move on putting green: 6

Ball search is three minutes instead of five minutes. Moving or Touching Loose Impediments or Touching Sand Loose impediments are natural objects, such as stones, leaves and goose poop. There is no penalty for removing loose impediments. So, a pine cone, pine needles, stone or banana peel is in the bunker, feel free to remove the object. He determined his relief area between points A and B and he dropped his ball from knee height. Ball Accidently Struck More Than Once During a Stroke & Ball in Motion Accidently Deflected Mel s shot ended up in deep rough around the 4th green. Taking a big swing, Mel accidently double hits his shot and to make it worse, his ball strikes his bag! Good news! There are no penalties for either action. 7

8 The most famous double hit was at the 1985 US Open. TC Chen, with a four-stroke lead, double hit his chip shot and ended up losing the tournament. Ball struck more than once: Coming up in the next issue; on the PGA tour, did you ever wonder why the player and caddie stand around while the spectators search for their ball in high grass area? PREVIOUS: ARTICLE #3 The exploits of Mel Yu continue In our previous newsletter, Mel could not find his ball after searching for it for three minutes. He needs to put a substitute ball into play and has determined his relief area between points A and B. New Procedure for Dropping a Ball Mel will let go of his ball from knee height so that is falls through the air and does not touch any part of his body or equipment before it hits the ground. The ball is in play as long as the ball comes to rest inside the Relief area. Relief area is defined the area between Point A and B, no closer to the hole. A re-drop is required if the ball rolls outside the Relief area. Double-hit: In our next newsletter, Mel double hits his ball and strikes his caddie David Chan. PREVIOUS: ARTICLE #2 8

9 In our previous newsletter, Mel hit his ball into the rough on the right side of Bing Maloney s fourth hole. Mel searched for his ball for three minutes and could not find it. His original ball is now lost. Where does he play his next shot from? New Local Rule: Stroke and Distance Starting in 2019, SWD adopted a new Local rule for Stroke and Distance. Mel will estimate where he thinks his ball is lost and measure two clubs to the right of the lost ball location. We will call this Point A. Point B is determined by taking a straight line to the edge of the fairway and measure two club lengths onto the fairway. The club used to measure the two clubs lengths can be any club in your bag, except your putter. The area between Point A and B is called Relief area. Any ball dropped must be played from the Relief area. If the ball rolls outside the relief area, a re-drop is required. With a two-stroke penalty; Mel will drop his ball between Points A and B, no closer to the hole. Mel is laying three. Note: Mel did not play a provisional ball. If he did, his provisional ball is now in play. PREVIOUS: ARTICLE #1 9

10 Time for Search before a Ball is Lost Mel, playing #4 at Bing Maloney, pushes his drive to the right into heavy rough. Currently, he has five minutes to search for his ball. Starting in 2019, Mel has three minutes to search for his ball. usga.org/content/usga/home-page/rules-hub/rulesmodernization/major-changes/reduced-time-for-search-before-a-ball-is-lost.html Here are a couple of friendly reminders while golfing this year. From Kent Hirose, our Rules Chairperson Provisional Ball: Provisional ball is played when you think your original shot maybe lost outside a water hazard or out of bounds. Example #1: You are teeing off of #1 at Bartley Cavanaugh and pull your shot left toward the fence. If there is any doubt in your mind your ball might have rolled out of bounds, just announce you are going to play a provisional ball. And make sure you use the word provisional. Example #2: You blasted your drive on #18 at Poppy Hills (they reversed the nines, so it s the old #9) to the right of the fairway bunkers and over the hill. It s possible your ball could have rolled into the high grass to the right of the cart path and have a possible lost ball. Just play it safe and announce you are going to play a provisional ball. Did you know? You continue playing your provisional ball until you reach the place where the original is likely to be. Ball lost in abnormal ground condition: An abnormal ground condition is any casual water, ground under repair or hole, cast or runway on the course made by burrowing animal, a reptile or a bird. The most common abnormal ground conditions are causal water, ground under repair and burrowing animal holes. Did you know? You get a free drop if you lost your ball in an abnormal ground condition. Example #1: You re playing #4 at Bing after a BIG downpour. Your drive goes right and you see the ball splash in the fairway. As you approach the area where you thought your ball landed, the whole area is casual water. You can t find your ball. Your ball is now lost in an abnormal ground condition. What do you do? Starting from where you think your ball landed; start walking toward the tee box until you are no longer in causal water. Take a drop and you re playing your second shot. Rule 3-3 doubt as to procedure: In stroke play, has your ball landed in an area where you are not exacting sure if you should get relief? Or you are not exactly how to correctly proceed? 10

11 Rule 3-3 allows you to play a second ball taking relief or what you think is the correct procedure. However, you must: 1. Announce you intend to play two balls for the remaining hole. 2. Which ball you wish to count if the rules permit the procedure used for that ball. 3. Report your incident at scoring. At scoring or before the competition is closed, the Committee will make the determination as to which ball would count in scoring for the hole. It s very helpful if you take a picture of the situation. We hope you find these tips helpful and will include more tips in future newsletters. SWD Club Rules for 2018 The Golf Club adheres to the USGA Rules of Golf. We do, however, provide some additional rules and guidelines that are intended to speed up tournament play, provide clarification for how we determine handicap flights, and specific tournament rules. We have modified our rules from last year regarding penalty for Slow Play. Please take a minute to review the following list of club rules (in addition to the USGA rules) that will be in effect this year. 1. When the first group in the tournament completes their round, they will set up a clock at the scorer s table. Time on the clock will be set at 20 minutes. The second group must finish and check in with the scorer s table before time on the clock reaches zero. The clock will be reset to 20 minutes for the next group. (Time may be taken after checking in for players to review their scorecards for accuracy and signature prior to then submitting them off the clock. ) Penalties will apply for late play note the following: Check in with the scorer s table in 20 minutes or less and there is no penalty. If your group is more than 20 minutes behind, but less than 30 minutes (within 10 minutes), two (2) strokes will be added to the gross score of each member of the foursome. If your group is more than 30 minutes behind (after 10 minutes), five (5) strokes will be added to the gross score of each member of the foursome. An additional 5-minute allowance will be added to the clock if the succeeding team has more players than the preceding team. While this process is not desirable, it is more liberal than the NCGA s guidelines, and is an attempt to make our tournaments timelier and thereby more enjoyable for 11

12 all our members 2. Disqualification when scorecard is unsigned. Two signatures required. 3. The tournament chairman will determine summer or winter rules on the day of the tournament. If not specified, the rules in effect at the golf course will be used. Summer rules are play the ball as you find it and winter rules usually allow the ball to be bumped to within 6 inches of its original spot. 4. Take a maximum of two putts on temporary greens. 5. All putts must be holed out. No Gimmels 6. Out-of-Bound/Lost Ball Option If your shot goes out of bound, you have the option to take a 2 strokes penalty and drop at the point of entry no closer to the hole. However, you must decide before you hit your next shot unless it is a provisional. If a ball is lost because of not being found or identified within five minutes after having begun to search for it, the player may play a ball, under penalty of two strokes, as nearly as possible at an agreed upon spot by other members of the foursome where the original ball was likely to have landed. 7. Water hazard holes must be played from designated tees. If any shot lands in the water hazard, you may drop on the other side - 1 stroke penalty. You may also choose to avoid crossing the water hazard entirely and hit from the opposite shore and take a 2-stroke penalty. If you choose either of the options above, you must also circle the strokes on that hole to indicate this option has been invoked and you will be disqualified from winning any prizes for that medal/team play tournament; but you will still be eligible to win skins, the money hole or closest to the pin awards, if applicable. 8. All members will be combined and play under Flight 1, Flight 2 or Flight 3 based on their handicap index. The flights will be divided equally and any tied handicaps at the cutoff will be placed in the flight down. Skins will also be played under the combined format under the flight you are placed in. Since your flight may change from tournament to the next, it is YOUR responsibility to determine your flight prior to tee in off on the first hole. This is important as the tee boxes may be different for each flight and hitting from the wrong tee box constitutes a penalty. 9. During the Club Championship, once you are placed in a flight, you will remain in that flight for the duration of the club championship. 10. For all members without handicaps, until you receive your official NCGA handicap you may compete for prizes, but you will be assigned a ZERO handicap. 11. Prize distribution for each flight and closest to the pin prizes will be points. The prize payouts are below: 12

Keeping accurate scores is an easy thing to do. Besides being easy, it helps to ensure fair competition. We all need to remember to post our practice round scores so that our course handicap fairly compares to another golfer's handicap during competitive rounds. If you forget to post your score at the golf course you can go to the NCGA website and post your score online at NCGA.org. The Tournament Committee has the responsibility and authorization to ensure fair competitions. Please help to ensure fair competition by posting accurate scores of all your practice rounds. Tournament Sign-ups, Cancellations, and Fines As an introduction to our new members (and a reminder to our returning members), here are some guidelines and information regarding signing up for a club tournament, cancellations, and the dreaded fines. To participate in a club tournament, you must sign-up with our tournament chairperson (TC). This is because we are provided a limited number of openings by the course. Members signing up after the field is full will be placed on a waiting list. The general rule is that you must sign-up with the TC no later than two weeks prior to the event. The sign-up number is listed with the tournament announcement. We recommend signing-up earlier to ensure that you will not be on a waiting list. 13

14 Cancellations are a fact of life. Things happen and even though you have signed-up, you find you cannot make the tournament. PLEASE contact the TC and let them know as soon as possible. This gives the TC time to notify the people on the waiting list. The last date to cancel and avoid a possible fine is two weeks prior to the tournament. Published in each newsletter with the announcement of the next tournament is a signup/cancellation deadline. Members canceling after that date or not showing up at thetournament will be notified of a fine by a written letter from the club. The fine structure is $5.00 for individual medal play tournaments and $10.00 for team event tournaments. The cost of the green fees will also be assessed if the club is charged for the fees by the course. So, if you have signed up for a tournament and discover you can't play after the cancellation date has passed, contact the TC immediately. A $25.00 fee will be assessed if you personally do not notify the TC within 2 hours of your tournament tee time to cancel. 14
