4 General Competition & Handicap Procedures The Club WILL operate in accordance with the Club constitution. The Club strives to operate in an open, transparent and inclusive way. The committee WILL manage members handicaps in accordance with the guidelines set out by CONGU. The committee WILL run competitions on behalf of the membership; competitions WILL be run in accordance with the R&A rules of golf unless otherwise stated. Specific conditions of entry into competitions are set out in the 'stroke and Match Play entry guidelines' members MUST familiarise themselves with these conditions and the sanctions for non-compliance. Players MUST comply with the rules of golf. Members who have not paid their hotel golf fees and National, County and local levies are ineligible to enter competitions. All competition entry fees MUST be paid prior to the commencement of competition rounds. Failing to do so MAY result in disqualification. Local rules WILL be posted on the 'local rules notice board', members SHOULD familiarise themselves with local rules in operation at any given time. Any queries relating to matters covered in this document SHOULD be addressed to the Chairman of Competitions & Handicaps or the Club Secretary. Competition No-Show Policy For the benefit of all members and in the interest of thoughtfulness and common courtesy to playing partners, the Club operates a No-Show policy. This enables the best use of the allocated tee times and gives the Pro Shop the opportunity to adjust start sheets to improve the speed of play for all. Members are advised they may remove themselves up-to and including the competition closing time. At that point the club expects that member to honour their booking, however the club also acknowledges in exceptional circumstances a member MAY be unable to do so. In such circumstances and out of respect for fellow competitors a member SHOULD call the Pro-Shop prior to their allotted tee time and advise they are unable to honour their tee time. Any No Show will be interpreted as a strike unless there are exceptional circumstances. Strikes MAY be rescinded. Exceptional circumstances MUST be ed to the Club Secretary, and which WILL be reviewed by committee. 1st No-Show or Strike #1 If the Pro-Shop is informed prior to your start time, you MAY rescind the 3.00 If the Pro-Shop is not informed prior to your start time, you MAY rescind the 6.00 Consequence: This WILL remain active for 6 months or until rescinded. 2nd No-Show or Strike #2 Consequence: Removal from ClubV1 on-line booking system and forward booked competitions for 21 days. You MAY rescind removal from the ClubV1 on-line Note: There is no option to inform the Pro-Shop prior to not honouring your tee time. Being added back onto the ClubV1 on-line booking system WILL only be actioned once payment is received. All rescindment payments WILL be paid into the Club Captains Charity. 5 Competition Prize Vouchers Individual Rounds (Singles, Pairs, Teams) (Stroke-Play) Exponential (Ascending) System. Each competition entry creates an exponentially calculated value. The value is calculated by the formula finishing position as a percentage against the total. Competition vouchers are awarded to 25% of the field as one division. This means voucher amounts WILL vary dependant entry numbers. Competition entry values that are outside of the 25% are shared equally against voucher winners. Ergo, a competition of 9 would create 3 vouchers. 1 st place = 47.08% and so on, see below. Exponential = Percentage Finish Final 100% Voucher % 1st % % 2nd % % 3rd % % 4th % 5th % 6th % 7th % 8th % 9th - Pairs & Teams, values are divided equally against each member of the team. Please see individual Competition Rules for further information including OPENS and vouchers. Match-Play < /30/10 or >120 45/35/10 5-Day & 7-Day Memberships Due to the large amount of competitions ran each year and the limited availability of calendar dates, members SHOULD be aware that some competitions may cross over two membership years. Members SHOULD also familiarise themselves with relevant individual competition rules pertaining to 5- day and 7-day memberships. 5-day members are not permitted to compete in 7-day members only competition if they have converted to a 5-day membership following competition entry. Distance Measuring Devices Unless otherwise stated, for all play at Tewkesbury Park Golf Club, a player may obtain distance information by use of a distance-measuring device. If, during a stipulated round, a player uses a distance-measuring device to gauge or measure other conditions that might affect their play (e.g. elevation changes, wind speed, etc.), the player is in breach of Rule PENALTY FOR BREACH OF RULE 14-3: Match play - Loss of hole. Stroke play - Two strokes. For subsequent offence - Disqualification. In the event of a breach between the play of two holes, the penalty applies to the next hole. 6 Rule 32 (Picking Up) Under all Bogey, Par and Stableford competition formats, where a player is unable to score they SHOULD pick up under Rule 32. Rule 32 Bogey, Par and Stableford competitions are forms of stroke play in which play is against a fixed score at each hole. The Rules for stroke play, so far as they are not at variance with the following specific Rules, apply. 32-1a. Bogey and Par Competitions The scoring for bogey and par competitions is made as in match play. Any hole for which a competitor makes no return is regarded as a loss. The winner is the competitor who is most successful in the aggregate of holes. 32-1b. Stableford Competitions The scoring in Stableford competitions is made by points awarded in relation to a fixed score at each hole as follows: Hole Played In: More than one over fixed score or no score returned 0 One over fixed score 1 Fixed score 2 One under fixed score 3 and so on The winner is the competitor who scores the highest number of points. Entering a Competition Stroke Play Competitions a. Members wishing to enter a Club Stroke Play event SHOULD sign up to that competition either through the PSI in No.19 or via The competitions committee WILL endeavour to have a rolling four week of competitions available for members. b. Each Competition WILL close at on the SATURDAY evening. Members SHOULD familiarise themselves with the Competition No-Show Policy. c. Players unable to play on the day of the Competition SHOULD inform the Pro Shop by telephone, prior to their posted start time. d. Bad weather is not a good reason for not playing in a Competition. NB. Other electronic means of communication e.g. , tweet, Facebook etc. are not acceptable as this puts the onus on Pro-Shop staff to find the information. Starting Times a. It is the responsibility of the player to ascertain his start time as posted. Players SHOULD, as a matter of courtesy to their fellow playing partners, arrive with sufficient time to pay and be on the tee ready to play 5 minutes before their allocated tee time. b. Players SHALL start at the time determined by the committee - Rule 6.3. c. The Pro shop are authorised to make amendments on the morning of the competition on behalf of the Competitions Committee. 7 d. If a player considers that they are going to be late they SHOULD inform the Pro Shop at the earliest opportunity. e. If the player arrives at the tee, ready to play, within 5 minutes after the starting time, the penalty of 2 additional strokes at the first hole SHALL be applied in Stroke Play, or the deduction of 2 points from the total points scored in stableford. f. Players arriving more than 5 minutes late SHALL be disqualified. g. Where the Committee determines that EXCEPTIONAL CIRCUMSTANCES have prevented a player from starting on time, there is no penalty. Zone Draws The Club MAY from time to time employ the use of a zone draw when administrating competitions. It is hoped members WILL appreciate this is done to; a. Promote and develop interaction between members that MAY not always meet, creating a friendlier club atmosphere. b. Create and strengthen a wider knowledge and understanding of the Rules of Golf between all members. The Club Will endeavour to keep members within their preferred choice of zone. However, members should be aware that this MAY not always be possible if the Club is to manage a smooth flowing competition on the day for all. An example of this would be a 2-ball at the back or front of a zone, in such circumstances a member from an adjoining zone SHOULD be moved (approx. 8 minutes) to create an evenly distributional field. On the Course a. Play SHOULD continue promptly with adherence to the Ready Golf Guidelines and normal etiquette of golf. b. Once a player has begun play in a competition, they MUST complete the round unless exceptional circumstances such as injury or course closure prevents them from doing so. Completion of Scorecard a. Upon the completion of play all players SHOULD check and sign their scorecards. The card SHOULD be completed fully including: competition name, date, players name (no nicknames), handicap, which course is played (white, yellow, or red), gross, nett or stableford score. b. As required by Rule 6-2b. a player MUST ensure his handicap is recorded on his score card. As a minimum requirement, in accordance with Rule 6-6, players and markers MUST record the gross scores and sign for it, in addition, in accordance with Rule 33-5, the committee requests the player to record the date and players name. Score Entry a) Players SHALL then enter their scores into the PSI system, if the system is being used for the Competition. Cards SHOULD be posted in the box next to the PSI terminal, unless otherwise stated. b) In general, the PSI system WILL be used for all individual Competitions. Any player not entering their score via the PSI system, when it is being used, SHALL be sanctioned as below unless there are exceptional circumstances. c) Players SHOULD note that disqualified scores can count for handicap, depending on the reason for disqualification. d) If you allow someone else to enter your score you are empowering them to make a mistake on your behalf. 8 Breach of Procedure a) Any player in breach of any of the above provisions maybe liable to sanction from the Competitions Committee. b) A non-compliance WILL be documented and stand for a 1-year period (i.e. 14/05/2014 to 13/05/2015). c) The standard sanction unless otherwise stated for a first no compliance WILL be a warning, a second no compliance WILL be a formal warning by letter, a third non-compliance WILL result in the player being invited to attend a disciplinary meeting where a ban for a period of up to 4 weeks of competition golf MAY be issued. The Competitions Committee SHALL decide the start and length of this period. All offences have a standard minimum ban that MAY be extended if circumstances dictate. d) The Etiquette Section in the Rules of Golf and Rule 33-7 allow for disqualification of a player who commits a serious breach of etiquette. Entry Match Play Competitions a. Members wishing to enter a Club Match Play event SHOULD sign up to that competition either through the PSI in No.19 or via Players SHOULD also pay for their entry via envelope to the Secretary. b. Any player or pair who has not paid by the closing date and time SHALL not be entered into the draw. The Draw a. The draw WILL take place in No.19. b. The draw WILL be posted on the Competitions Notice Board, along with a set of Rules for each Competition. Player Responsibilities a) Matches MUST be played by the date posted. b) It is the equal responsibility of each player to organise acceptable dates for the match. Players enter on the understanding that they SHOULD be available in the week and at weekends. c) The top player is considered the Home Player ; the bottom player is considered the Away Player. The "onus" is on the home player to make initial contact with their opponent to arrange the match. This initial contact SHOULD be made at the earliest opportunity following the publication of the draw to ensure that an agreeable date for the match can be found. If no contact has been made within 2 weeks of the publication of the draw the Away player WILL have grounds to raise a grievance with the Competitions Chairman. Players SHOULD make contact with their opponents at the earliest possible opportunity. d) Players who experience difficulty in contacting opponents SHOULD report this to the Chairman of Competitions at least 7-days before the match deadline. e) All players who have not played their matches by the end of a round SHALL be disqualified. f) The Chairman of Competitions MAY, however, after discussion with the Committee, advance one side through to the next round. This WILL be entirely dependent on the condition immediately above having been met. Players SHOULD note that this WILL be the exception, rather than the rule. The vast majority of un-played matches WILL result in the disqualification of both sides involved. g) In all possible circumstances there WILL be no extensions to the dates as posted. 9 Bad Weather Procedure In the event of bad weather (heavy rain, flooding, fog, snow, thunder and or lightning etc.) a siren WILL be sounded to indicate suspension of play in various places around the course. General If bad weather requires a suspension of play a klaxon WILL be sounded with one long blast, repeated. On hearing the klaxon, players MAY either elect to complete the hole being played or immediately mark the position of their ball and leave the course. Play WILL resume when possible. Dangerous. (Thunder & Lightning) If weather conditions become dangerous a klaxon WILL be sounded with repeated short blasts. All players MUST mark the position of their golf balls immediately and leave the course. Play WILL resume when possible. Players MAY also suspend play themselves if they believe dangerous weather is imminent. All instructions thereafter regarding the state of play WILL ONLY emanate and be issued from the Pro Shop. Where the course itself has been closed any decision to reopen it WILL first be given by the Hotel through the Pro Shop. Recommencement of play in the Club Competition WILL then and only then be given by the organisers from the Pro Shop area. No members or visitors in the competition MAY unilaterally recommence play. If conditions are so poor or if a competition has been delayed beyond a reasonable period then it is the sole responsibility of the organisers to determine whether or not it SHOULD be abandoned and/or rescheduled. Note: Where bad weather is forecast it would be prudent for the Organisers to advise competitors prior to teeing off what actions WILL be taken if the full 18 holes cannot be completed by the whole field. 10 Getting Your First Handicap Handicaps To get your first handicap you MUST submit three cards. Your cards MUST show the 5 points below or they WILL not be accepted. 1. Write on the card For Handicap Purposes. 2. The DATE and your NAME. 3. Highlight which course you played (red, yellow or white tees) individual gross scores. 5. Your signature and your Markers (playing partner) signature who MUST be a member with a c handicap. After completing the round, the card MUST be signed by you and the marker and placed immediately in the secretary s letter box to the side of the pro-shop. After 3 cards have been submitted then a handicap is automatically awarded in-line with CONGU, maximum c 54. If you wish to enter a competition in order to collect your 3 cards but do not know a member please contact the Club Secretary who WILL be happy to introduce you and arrange a convenient tee time. Once you have a handicap you WILL be given an activation code for this WILL enable you to book on-line. Maintaining Your Handicap Statue ( c Notation) In-line with CONGU Clause 25.1 to maintain the c (competition) status of your handicap you are required to submit 3 qualifying scorecards during each calendar year. There are two ways you can do this: 1. Play in a Club competition; this is by far the best way as you WILL meet many of our seasoned Club golfers. 2. Hand in a Supplementary Scorecard. To do this you inform the pro-shop prior to starting your round and they WILL fill in the Supplementary Score Book. On completion of your round post you completed card in secretary s letter box to the side of the pro-shop, the Club WILL up-date accordingly. Your card MUST show the 5 points below or it WILL not be accepted. 1. Write on the card Supplementary Card 2. The DATE and your NAME. 3. Highlight which course you played (red, yellow or white tees) individual gross scores. 5. Your signature and your Markers (playing partners) signature that also MUST hold a handicap and be a member of Tewkesbury Park Golf Club. 11 Understanding the Competition Rules The rules are written in a very precise and deliberate fashion. You SHOULD be aware of and understand the following differences in word use: a. MAY Optional. b. SHALL/SHOULD/WILL Recommendation. c. MUST Instruction (and penalty if not carried out). d. c Competition Handicap A Competition Handicap is a CONGU Handicap of a player who has returned at least three Qualifying Scores in the current or previous calendar year. Such a handicap is annotated with a c symbol after the numeric value of the handicap. e. Junior A male or female who is UNDER 18 years of age on the 1st January of that year. f. Adult A male or female who is OVER 17 years of age on the 1st January of that year. g. Senior A male who is OVER 54 years of age on the 1st January of that year. h. Stableford A form of Stroke Play golf in which points are awarded according to the number of strokes taken to complete each hole. i. Stroke Play A Stroke Play competition consists of competitors completing each hole of a stipulated round or rounds and, for each round, returning a score card on which there is a gross score for each hole. Each competitor is playing against every other competitor in the competition. The competitor who plays the stipulated round or rounds in the fewest strokes is the winner. In a handicap competition, the competitor with the lowest net score for the stipulated round or rounds is the winner. j. Best-Ball A match in which one player plays against the better ball of two other players or the Best-Ball of three other players. k. Four-Ball A competition in which two competitors play as partners, each playing his own ball. The lower score of the partners is the score for the hole. If one partner fails to complete the play of a hole, there is no penalty. l. Foursome A competition in which two competitors play as partners and play one ball. m. Greensome As Foursome but both players tee off and then choose which ball to play from there. The player whose drive or tee stroke is not chosen plays the second stroke; and they then play alternate strokes from there until the ball is holed out. On the next hole, both players again tee off and the process is repeated. n. CES Course Equalisation Strokes (CES) against the Standard Scratch Score (SSS) SHOULD be applied prior to any allowance calculation. Updated: 7 June 2018 Table of Competitions Page 10 of 112

12 This guide provides a simple explanation of common Rules situations. It is not a substitute for the Rules of Golf, which SHOULD be consulted whenever any doubt arises. For more information on the points covered, please refer to the relevant Rule. General Points The game of golf SHOULD be played in the correct spirit and in accordance with the Etiquette Section in the Rules of Golf. In particular: a. Show consideration to other players, b. Play at a good pace and be ready to invite faster moving groups to play through, and c. Take care of the course by smoothing bunkers, replacing divots and repairing ball marks on the greens. Before Starting Your Round, You Are Advised To: a. Read the Local Rules on the score card and the notice board. b. Put an identification mark on your ball; many golfers play the same brand of ball and if you can t identify your ball, it is considered lost (Rules 12-2 and 27-1). c. Count your Clubs; you are allowed a maximum of 14 Clubs (Rule 4-4). During The Round: a. Don t ask for advice from anyone except your caddie, your partner (i.e. a player on your side) or your partner s caddie; don t give advice to any player except your partner; you MAY ask for or provide information on The Rules of Golf, distances and the position of hazards, the flagstick, etc. (Rule 8-1). b. Don t play any practice strokes during play of a hole (Rule 7-2). At The End of Your Round: a. In Match Play, ensure the result of the match is posted. b. In Stroke Play, ensure that your score card is completed properly and signed by you and your marker, and return it to the Committee as soon as possible (Rule 6-6). 13 Club Competition Rules 1744 Cup (Articles & Laws in Playing at Golf) Competition Notes: This is primarily a fun Club competition. The intention is to reflect as close as practically possible the playing of goff to the first known set of rules which date back to 1744 and takes into consideration the playability of the course following course maintenance. The basic principle is, you stroke your ball, you find it, and you stroke your ball. Competition Articles & Rules in Playing at Golf. 1. R&A Rules. Except for 1-3, 5-12, 33 & 34 all other R&A rules and local rules are abrogated (done away with). 2. There are no hazards (marked by yellow or red posts). 3. Ground Under Repair (GUR) MUST be respected. 4. At the start of each hole you MUST tee your ball on the designated tee of the day and not nearer the hole than the designated tee markers. 5. You MUST not either lift, clean or change your ball which you strike off the tee until you complete the hole except under Rules 5, 6 & Ball in Water. You are at liberty to take out your ball & bringing it behind the water within two club-lengths, tee the ball. You MAY play it with any Club and add a one (1) stroke penalty in doing so. 7. Touching Balls. If your Balls be found anywhere touching one another, You are to lift the first Ball, till you play the last. 8. Lost Ball. Should a ball come to rest outside the course boundary or is unidentifiable, it is deemed lost. You MUST go back to the spot where you struck last & drop another ball (Rule. 9 applies) and add a one (1) stroke penalty for your misfortune. 9. Unplayable Ball. You MAY deem your ball unplayable at any place on the course, except when the ball is in water. You are the sole judge as to whether your ball is unplayable. In doing so, you MAY drop a ball (Rule. 9 applies) within two club-lengths where the ball lay, but not nearer the hole and add a one (1) stroke penalty for your misfortune. 10. Dropping a Ball. A ball SHALL be dropped in the following manner: You SHALL face the hole, stand erect, and drop the ball behind and over your shoulder. 11. A player s ball who lyes farthest from the hole is obliged to play first. 12. On the green, a player s ball closest to the hole MAY be required to play their ball. PENALTY FOR BREACH OF RULES 1-12 Stroke play - One stroke. All members of the Club with a CONGU c handicap. Format: Individual Competition Type: Stroke Play Handicap Limit: Ladies 36 Gentlemen 28 Handicap Allowance: 100%. CES SHOULD be applied prior to any allowance calculation. 14 Gentlemen White Ladies Red Entry Fee: Prizes: Notes: Recognition: 3.00 (5-day members, a green fee MAY be chargeable) 20% of the entrance fee WILL go to the Club fund. This is a Stroke Play competition where the winner is the competitor with the lowest nett score over 18-holes. The 1744 Cup Prizes WILL be awarded using the Exponential System. The 1744 Cup MUST not leave the Club and is to be returned on the day. Customarily the Cup isn t cleaned. Many thanks go to Sue & Robert Rawles for their knowledge and valued understanding in bringing together this set of rules. Original 1744 Rules: Taken from The first known Rules of Golf were drawn up in 1744 in Edinburgh for the world's first 'open' golf competition at Leith by the Gentlemen Golfers of Edinburgh, who would go on to become The Honourable Company of Edinburgh Golfers. 1. You must Tee your Ball within a Club's length of the Hole. 2. Your Tee must be upon the Ground. 3. You are not to change the Ball which you Strike off the Tee. 4. You are not to remove Stones, Bones or any Break Club, for the sake of playing your Ball, Except upon the fair Green and that only / within a Club's length of your Ball. 5. If your Ball comes among watter, or any wattery filth, you are at liberty to take out your Ball & bringing it behind the hazard and Teeing it, you may play it with any Club and allow your Adversary a Stroke for so getting out your Ball. 6. If your Balls be found anywhere touching one another, You are to lift the first Ball, till you play the last. 7. At Holling, you are to play your Ball honestly for the Hole, and not to play upon your Adversary's Ball, not lying in your way to the Hole. 8. If you should lose your Ball, by it's being taken up, or any other way, you are to go back to the Spot, where you struck last, & drop another Ball, And allow your adversary a Stroke for the misfortune. 9. No man at Holling his Ball, is to be allowed, to mark his way to the Hole with his Club, or anything else. 10. If a Ball be stopp'd by any Person, Horse, Dog or anything else, The Ball so stop'd must be play'd where it lyes. 11. If you draw your Club in Order to Strike, & proceed so far in the Stroke, as to bringing down your Club; If Then, your Club shall break, in, any way, it is to be Accounted a Stroke. 12. He whose Ball lyes farthest from the Hole is obliged to play first. 13. Neither Trench, Ditch or Dyke, made for the preservation of the Links, nor the Scholar's Holes, or the Soldier's Lines, Shall be accounted a Hazard; But the Ball is to be taken out teed /and play'd with any Iron Club. Competition Notes: The 19 th Pennink Bucket Trophy runs over the course of the Club Night Season which normally starts the same week as The Masters (Augusta) (1 st week in April) and opens with the Club Par 3 Championship. It runs for 25 weeks. Generally, each competition is a 9-hole stableford. It was introduced by Mr. Nick Bethel & Mr. David Allen and incorporated a fun element by way of handicap cuts that differed from the standard CONGU recommendations, along with other formats of play on the night. 16 Bingham Wilson Bucket Trophy All adult members of the Club with a CONGU c handicap. No juniors are allowed to play. Format: Pairs Competition Type: Greensome, Mixed pairs. A draw WILL be made for pairings. Handicap Limit: Ladies 36 Gentlemen 28 Handicap Allowance: 100%. CES SHOULD be applied prior to any allowance calculation. Competition Notes: The Christmas cracker is a multi-round competition (normally 4) played over the Christmas period. There is no requirement to enter every round in order to play the competition. Non-Sunday events SHOULD be roll up rounds where you book your own tee times and play. You MUST sign the start sheet in the pro shop BEFORE you play and pay the 3.50 entry fee prior to teeing off. On Sundays the usual tee booking sheets SHOULD operate via the PSi and with the 3.50 being paid in the pro shop in the normal way. Whichever rounds you play you SHOULD enter your score into the PSi and MUST place your signed scorecard into scorecard box underneath the PSi. Overall Competition: The pair with the best result against the Club Captain-Pro for that year WILL be deemed the winners. White Entry Fee: 0.00 (See qualifying) (5-day members, a green fee MAY be chargeable, see notes) 1 st Tee: Lots WILL be drawn to confirm the teeing order on the 1 st tee on the day; the teeing order is then dictated by the referee of the day. Prizes: Qualifying: Altn. Qualifying: The format is Match Play against the course using the stableford scoring system. The winner is the last golfer standing on completion of the 9 th hole and is named the Champion Shoot-Out Golfer of the Year. If two or more golfers tie at the completion of any hole a sudden death play-off between those tied golfers WILL decide who is eliminated. The play-off can be any stroke and is determined by the referee of the day. In all cases the competitor who is furthest away from the pin WILL be eliminated from the competition. As determined by the current Club night organiser/s. Only golfers with a CONGU c handicap MAY win prizes. The Trophy MUST not leave the Club and is to be returned on the day. 10 designated events are held during the Club night season; those winning on a designated competition WILL automatically qualify for the Shoot-Out Finale. SHOULD a competitor qualify twice or be unavailable to compete alternative qualifying WILL be triggered. Alternative qualifying is only triggered following completion of the 10 qualifying rounds. The next best score in a particular round WILL produce the alternative qualifier until a qualifier is found. SHOULD an alternative qualifier be unavailable to compete they are then eliminated from further qualifying. All alternative qualifiers are chosen in date order.
