1 2017 National Smallbore Rifle Championships Bristol, Indiana July 9-17, 2017 A WORD FROM OUR COMPETITIVE SHOOTING DIVISION DIRECTOR Dear National Championship Competitor, On behalf of the National Rifle Association, our volunteers and our sponsors, it gives me great pleasure to welcome you to the 2017 NRA National Smallbore Championships. This year will be the second year in Bristol, Indiana, following the permanent move to this beautiful range. Competitors have found the conditions here to be excellent and have set 14 new National Records since our arrival. We have left the old traditions behind and have embarked on a mission to set new traditions for others to follow. New restaurants to eat at, new places to stay, new things to do in the off hours, the meal at the awards banquet and ceremony, periodic free lunches on the range, and a more comfortable setting on a gorgeous tree lined range where we can meet and talk with other competitors. There is one tradition that cannot ever be changed the tradition of gathering together to compete. In the end, it really doesn t matter where we go, where we stay, where we eat, or what we do in the off hours, as long as we gather together once a year to determine who among us is the best. That is the true tradition. Following the retirement of Howard Moody from the NRA, Victoria Tori Croft has been appointed as your new Match Director. Tori has served as the Deputy Match Director for the last couple of years and is well prepared to assume her new role. Please welcome her and work with her to make these championships bigger and better than ever. There have been some changes to last year s program so I hope that you will read this program carefully so that you are up to date on any new information. 11 General Information Websites and To All Competitors Effective January 2, 2017, W-9 information will be electronically collected and automatically verified during the registration process through a secure verification website. Registration cannot be finalized without filling out the requested information and verification being completed. Official Time The Range Director will keep the Official Time. In-Processing All competitors must report to the Statistical Office (i.e., bench area at the NRA store) to pick up their entry packets that include liability waivers. With forms completed, finish the Check-In process at the Statistical Office window and receive a competitor number, ID card, etc. Walk-up entries will be accepted if registering prior to the start of a championship and space is available. Those competitors must register at the Statistical Office immediately upon arrival. All late entries must submit a W-9 to be validated. Without a valid W-9, shooters may still compete, but not receive any awards. Foreign Competitors Foreign competitors will be exempt from the electronic W-9 collection process. They will be required to complete a form W-8 upon arrival, and will be taxed 30% on awards regardless of amount won. Trophies and plaques are exempt from this tax. Office Procedures Competitors are asked to check the final results of the Grand Aggregates (Matches 101, 102, 201, and 202) posted on the Official Bulletin Board to determine if they achieved an award. Competitors should pick up their awards as they become available; however, first place medals and plaques will be presented at an awards ceremony. other than monetary, will not be mailed. All awards must be picked up from either the Banquet or the Office before departing the event. All awards not claimed by close of business the day after the awards ceremony will become property of the NRA. checks will be mailed from NRA Headquarters, Fairfax, VA. Monetary The National Rifle Association continually strives to achieve full compliance with all tax laws and regulations. In this regard, the Financial Services Division conducts an ongoing review of all NRA-sponsored competitions, including but not limited to the National Matches, the NRA Action Pistol Championship (Bianchi Cup), the Smallbore Rifle Metric Championship, the Smallbore Rifle Conventional Championship, and Silhouette Championships, where a tax event might occur. A tax event occurs when a competitor wins a total amount of at least $600 in cash and/or merchandise prizes (excluding plaques and trophies) in all the above events combined. Because the NRA is unable to determine who might win a total of $600 or more, every competitor is required to complete a form W-9. An IRS Form 1099-Misc is issued to all competitors whose total winnings are at least $600 in a calendar year. The IRS requirement above applies to competitors of any age. Please feel free to contact NRA Finance at if you have any questions in regard to this matter. in General Persons unable to pick up their award(s) (individual or team member) must complete a Permission Form for and name the person to whom the award will be released and be responsible if not picked up. Team awards will be given to individual competitors and not the Team Captain or Coach. General Information 11

12 Other awards will be available at the end of the banquet. Award winners will receive a printout of their awards that must be signed. If their W-9 has been validated, the signed printout will be forwarded to the Finance Department at NRA Headquarters and if there is a monetary award, a check will be mailed to the competitor. The competitor still has the option of sending in his/her awards' printout in an NRA-addressed envelope. Award Banquets The Prone awards banquet will be on July 13 at 6:00 p.m. The Position awards banquet will be on July 17 at 6:00 p.m. All competitors will receive a banquet ticket at no additional charge. A guest may attend with the purchase of an addition ticket. First, Second, and Third Place Champions will stand and be recognized at the ceremony with the First Place winners receiving their awards on stage. NEW FOR 2017! All donated awards will be distributed at the award ceremonies. A highlight of the World Shooting Championships, after the formal awards ceremony, an award winner will be announced and asked to proceed to the prize tables to select an additional award. An NRA event person will scan the competitor's ID badge and the prize chosen. During that time, all other place winners may pick up their medals and other awards at separate awards tables. Firearms Policy Effective immediately, it is the policy of the National Matches not to award firearms to junior competitors that are not of legal age to receive the firearm directly from the FFL holder. Firearms will also no longer be awarded to junior teams where the Team Captain is not of legal age to accept the firearm directly from the FFL holder. Authorized Assistance Adaptive competitors may have assistance in moving equipment to and from the firing line. In the case of a team, the captain or coach or NRA staff may assist. Hearing Impaired Competitors It is the responsibility of the hearing-impaired competitor to inform the Range Officer each time he/she goes forward of the Firing Line. Smoking Smoking is not permitted forward of the Ready Line, or in the vicinity of the Statistical Office, Store, food vendor, eating area, or between the Ready Line and Stat Bldg. across the length of the range. Loading Rifles Competitors will comply with the current NRA Smallbore Rifle rules. Shelter No tents or umbrellas may be set up behind the Firing Line. Folding chairs are permitted. Tents may be set up under the trees in the vendor area. Directions Driving to the Wa-Ke'-De Range 1. Driving from either the east or west on Interstate 80/90, get off the Interstate at Exit Pay the toll and drive to the T intersection that is Mottville Rd. (Hwy 15) turn left. 3. Drive to another T intersection in the town of Bristol, IN turn left onto E. Vistula St. (Hwy 120). 4. Drive ~1 ½ miles. The range is on the left. Credits/Refunds Special Individual Entry Credits National Championship Certificate Award Discount Competitors who have won a National Championship Certificate Award (50% off the current individual entry fee) at an NRA Regional Championship may fill out a reimbursement request form from the Statistical Office. Valid Certificates won within the past two years may be honored, but cannot be applied towards package entry fees. A certificate issued from a Prone Regional can only be used for credit in a Prone Championship, etc. Due to not being able to receive a further discount besides a Package, $25 may be offered in lieu of using the certificate. Contact the Finance Officer. One With Me credit of $20 ($10 for Juniors) will be given to a competitor who brings a new or retired (absent from the National Championships for 5 years or more) competitor to compete in the National Championship. In addition, the new or retired competitor may also request a credit from their fees. Claim forms are available at the Statistical Office and must be presented in person. Only 1 credit may be issued per competitor. Cancellation and Refunds Cancellations and requests for a refund must be made in writing. Refunds will not be made until written cancellation is received. No refunds will be made for those individuals who do not show up at the Championships and make no attempt to contact the NRA Rifle Dept. or Championship Statistical Office prior to the start. Additionally, no credit will be made after the first shot in a match. A handling fee of $25 will be assessed against any refundable cancellation. Cancellation of a championship will take you out of a package deal. Requests for refunds will be honored up through July 17. Refunds due to emergencies such as injury or death will be 100% honored, but must be in writing. Our host hotel is the Fairfield Inn & Suites, 3501 Plaza Court, Elkhart, IN ( ). If you are interested in camping, EBY and KOA campgrounds are within a short distance of the range, and others are in the area. There are no camping sites available at the range. Other sponsor hotels are listed on the above website. For Special Rate To receive the discount, you must tell the Reservationist that you are a competitor in the NRA Championships. Only a limited number of discounted rooms are available, so book early! The deadline to book with our special rate is June 27, 2017 (subject to change). General Information 14

15 Tournament Conditions Tournament Dates July 9 - July 17, 2017 (First practice is on July 8) Sponsors The National Rifle Association thanks the St. Joseph Valley Rifle & Pistol Association for being our host. Entry Information Contact Tori Croft, ; Lois Wenzell, , or smallbore@nrahq.org for information. All entries must be completed online: Registration Online entries open April 1, 2017, 8:00 a.m., and close June 30, 2017, 4:00 p.m. W-9 information is needed to register. Squadding Competitors who wish to shoot together, or clubs who wish its members to be shoot side-by-side, must enter the Championship together with their paid entry. Competitors who enter after June 30, will be squadded by the Range Director onsite. Entries Close All entries close 4 p.m. the day before the firing of the first shot of a Championship for both the individual and team entries as posted on the Official Bulletin Board. Team Entry registration forms must be picked up from the Statistical Office. Team entries and fees must be received before firing the first record shot on Day 1 of each Championship. Team Matches, with the exception of the Conventional Prone, are Paper Matches and scores will be taken from the individual scores (see Firing Schedule in each Championship section of this program). Teams must consist of the same individuals within a Championship. Metric teams are 2-person teams. Conventional has 4-person teams. Post Entries Entries received after June 30 will be charged a $25 late entry fee. This includes walk-up entries. Range Location Wa-Ke -De Range, State Rt. 120, Bristol, IN, (See directions under General Information.) Rules The current NRA Smallbore Rifle Rules will govern and will allow for the most liberal conditions found in the rules. Rule 3.2 Any Rifle will be used. Exception for the Championships: Rule Senior is amended to Intermediate Senior, ages 55 through 64, and Senior (age 65 and above). Rule 16.1(c) is amended for the Championship to require all Administrative Challenges be made prior to the end of the final challenge of the first aggregate. Competitors are reminded that it is their responsibility to be familiar with the program, read the Official Bulletin Board, and to know the rules. Note: Competitors are strongly urged to check their scores on the preliminary bulletin, even after checking their scored targets. Scores become final and cannot be changed after the final Challenge Period has ended. Competitions Open To All classified competitors may compete. Membership in the NRA is not required, but highly recommended. Competitors who are not members are not eligible for National Record recognition. Adult Sponsor Entries: All juniors 17 years and under must be accompanied by an adult. An adult sponsor is defined as a person age 21 years of age or older. The adult sponsor is responsible for the behavior and welfare of those individuals sponsored. Tournament Conditions 15

16 Junior Competitor Eligibility: Juniors may enter the individual or the team competition provided they meet the eligibility rules in Rule 2.3. Individuals who have National Guard, Reserve, or Active Duty status and receive support (as defined in Rule 2.2) may not compete as Juniors. Entry Fees Individual and package entry fees are listed starting on page 12 of this section. Entry Limit The range capacity is limited to 200 competitors for each Championship (i.e., Metric 3-P (200), Conventional 3-P (200), and Conventional Prone (200). A waiting list will be established if the number of competitors exceeds the capacity for that Championship. Practice Times Competitors may practice on July 8 and 13 starting at 1:00 p.m. for 3 relays of 30 minutes each, if time allows. Competitive Firing Competition starts on July 9. See page 4. Classification of Competitors Classification is established in the NRA Smallbore Rifle Rules Book; competitors may enter with a classification from another NRA recognized national governing body. Competitors may be required to submit proof of classification. Temporary Classifications may not be used, but Assigned Classifications may be used. Competitors who do not hold an NRA Official Classification, either in the type of competition being fired, or an Assigned Classification, will not be allowed to enter. Junior competitors who are members of the Service will compete as Service competitors. Minimum Number of Competitors for A minimum of five competitors must be entered to have a first place awarded. There must be ten competitors to award a 2nd place, and fifteen for a 3rd place, and one award per every five competitors thereafter, for which awards are provided. Example: Category awards are only given to first through third place. In team matches, the firing members are eligible for awards. Award Categories A competitor is eligible to win an award in each match and aggregate, where an award has been designated. will be divided into three groups: place winners, category winners, and class winners. Place awards are given in all levels of the championship. Aggregate awards are limited to the top three scoring individuals in an aggregate. Category awards will be given for the top three places in each category provided there are adequate entries. Category are only provided in the Aggregate Matches. Class awards are given at the individual, grand aggregate, and championship levels. Competitor Categories Except as noted in this program, competitors will be divided into classes and further divided into categories as follows: Civilian Service Senior Intermediate Senior Collegiate Junior Tournament Conditions 16

17 Intermediate Junior Sub-Junior All juniors or collegiate competitors serving in the active duty military must compete in the Service category and will not be eligible for junior awards. Challenge Period All Challenge Periods for all Championships will be 2 hours. The last match of the day will have the Challenge Period end at 9:00 a.m. the next day. The exception is Any Sights Metric Position where the Challenge Period will end 30 minutes after the last match is posted. All Challenge Periods will be posted on the Official Bulletin Board. Competitors must return their Challenge Card to the Challenge Office before the end of the Challenge Period to be accepted. Match Schedule The Championship schedule is defined in the following sections. Official Bulletins The Official Tournament Bulletin Board is maintained near the Statistical Office. Scores will be posted on the Official Bulletin Board as matches are completed. Challenge Periods will be posted when the Official Preliminary Bulletin is placed on the bulletin board. Competitors are reminded that it is their responsibility to check for Official Bulletins, Match Director s Bulletins, and for the accuracy of their posted scores. Competitors accept responsibility for their own score after the Final Challenge Period has expired. The Statistical Office is responsible for ensuring that score or administrative challenges are posted prior to the end of the Final Match Challenge Period. Challenges for score will not be accepted after the Final Challenge Period has ended. Further changes to scores will not be made (Rule ). Competitors Meeting The Smallbore Committee may wish to conduct a Competitors Meeting during either the Prone or Position Championships. The time(s) and location of the meeting(s) will be posted on the Official Bulletin Board. Free Lunch! Look for the Competitor s free lunch events during the championships. Tournament Conditions 17

18 Smallbore Championship Matches Conventional Prone Championship July 9-12, 2017 Championship Organization Packet pickup is July 8 with prone practice beginning at 1:00; competition begins on July 9. The 2017 NRA National Smallbore Rifle Conventional Prone Championship is organized into individually fired matches that culminate into four sub-aggregates: the Metallic Sight Aggregate (Matches 110, 111) and the Any Sight Aggregate (Matches 112, 113). These sub-aggregate matches are combined into two grand aggregates (Matches 101, 102) which determine the Conventional Prone Any Sights and Conventional Prone Metallic Sights winners. The results of these two determines the Conventional Prone Champion. Team matches are fired matches. (See Championship Maps) Award Categories and Minimum Requirements See General Information and Tournament Conditions. Award and Match Schedules Any Sights Only Civilian Aggregate Individuals who desire to shoot using only any sights during the Conventional Prone Championship, may do so in a special aggregate, the Any Sights Only Civilian Aggregate (ASOC). Entries into this aggregate must be registered prior to the first shot fired. ASOC competitors will compete only in the ASOC Aggregate. While ASOC competitors will compete alongside the National Conventional Prone competitors, ASOC scores will be reported separately. ASOC If there are fewer than 10 entries, no awards will be given. With 10 entries minimum, the overall winner will receive the Marianne Jensen Driver Trophy. With ten entries, second place will receive $25 and with fifteen entries, third place will receive $10. Other awards are: ASOC Match Winners $2 Daily Aggregate Winner: $12 2nd: $8 3rd: $6 Class or Category winners will not be awarded in this Aggregate. ASOC participants are not eligible for national championship awards in the Conventional Prone Championship. If there are insufficient entries, competitors entered in the ASOC will have the following three options: 1. Withdraw from the ASOC with full return of entry fee. or 2. Enter the National Smallbore Conventional Prone Any Sight phase of the Championship with no penalty fee. or 3. Enter the National Smallbore Conventional Prone Championship with no penalty fee. The 2017 NRA National Smallbore Rifle Conventional 3- Position Championship is organized into individually fired matches that culminate into two subaggregates: the Metallic Sight Aggregate (Match 210) and the Any Sight Aggregate (Match 211). These subaggregate matches are combined into Match 201 to determine the Grand Aggregate winners of the Conventional 3-Position Championship. Match 201 results will be combined with the Metric 3-Position Championship Match 202 to determine the overall 3-Position Champion. Team matches are paper matches.
