NPAGA Committee Reports Women's Committee Report- Dr. Olivia Rivas, Corpus Christi, Dr. Rivas mention that 3 Scholarship had been awarded thru fundraising and Ms. Dinah Garcia was inducted into the Women's Hall of Fame. Also thanked our National President for Advocating for Women Golfer into our Organization. No written report. Archives Report - Jessie Garza, San Antonio, Mr. Garza mention for all the Chapters to submit Names of Members who chapters felt they would qualify to be inducted into the Hall of Fame, Mr. Garza invites all to come and visit the Archives. SeE'Attachment. National PAGA Juniors Tournament: Tiger Olivarez, Corpus Christi, No report. Diabetes Report - Cesar Montelongo, Mercedes, No report. Admission's committee - Cesar Montelongo, Mercedes, No report. Hall of Fame Committee - Joe Turrieta, EI Paso, Mr. Joe Turrieta mention that the Committee has not received any application in the last 2 years and he ask for Chapter to consider sending applications for the Hall of Fame. Mr. Joe Turrieta has been in the chairman position for 16 years. Oral Report, - No written report. Handicap Committee - Robert Poor, Wichita, Kansas, Mr. Robert Poor acknowledge the Chapters and National Board Members involve in the Handicap Committee. hiir. Poor mentioned that more information and details would follow on his New Business presentation. 2

3 14. Old Business Proposal to amend NPAGA Constitution, Article V, Section 6, Re-define a Quorum (Fred Salinas, Missouri City). Motion was made to accept the proposal that a Quorum shall consist of the Chapters present. Vote by Show of Hands was called, 25 for, 3 against, 5 sustained. Motion passed. 15. New Business Juan Bergara, Dallas, Proposed to amend NPAGA Constitution and Bylaws, replace the term "Minimax" with Handicap Service Provider. Vote by Show of Hands was called, 33 for, 0 against. Motion passed. Robert Poor, Kansas City, proposed to approve a new handicap service provider contract. See attachment. Vote by Show of Hands was called, 33 for, Motion passed. Motion made by North Hayes to enter contract into the National PAGA Agreements, Section 27. Vote made by Show of Hands, 32 for, 1 against. Motion passed 3

Budget was approved by a show of hands, 33 for, motion passed National ~Ird Delegates Meeting & Workshop. Proposals Bids send by Odessa and San Marcos. An extension was made for Odessa and San Marcos to input more Information on their Bid Proposal till Sept. 15, National Convention (Oklahoma City): Mr. Les Hooge mention that they were in the stages of shopping for areas and places to have the National Convention. 15 Robert Poor July 25, 2014 Tournament Directors report First I would like to thank David Tovar and Chris Reynolds for their vote of confidence in recommending me to fill the position of Tournament Director. I consider it an honor and a privilege to server on the National Board and I will do my best to fulfill the duties of the position. At this meeting we will be asking the delegates to approve the contract with the Handicomp handicap service. For anyone who's ever talked to me about the importance of modernizing our handicap processing you know how passionate I am about making this happen. In the age of smartphones, tablets, personal computers, and internet access on all these devices our current service is extremely out date and doesn't meet the needs of our membership. Every company that the committee researched has moved on from the processes still used by Minimax and a couple of them were surprised the service was still in business. I also want to be clear that my recommendation is not because I have any issues with Minimax or the people that work there. I have worked with Regina Brooks in the past as handicap coordinator with the Kansas City Chapter and she has been very helpful and responsive to my request as we prepare for the tournament in EI Paso. When we end or relationship it will only be due to better services and products to meet our handicap needs. My last point is one that has been made before by past directors and needs repeating. Any service we use will only be as good as the data we enter. The common problem that I found while check and qualifying players for the tournament has been score not being properly. In some cases a T for tournament is missiing which is easy to correct. In other cases scores are not recorded or have been recorded against the wrong player. These instances are not as easy to correct with our current service and are a disservice to our membership. The upside is that these problems are easy to correct with training and education. 18 July 30, 2014 National President's Report First year Challenges: Financial instability caused by handicap service provider's rate increase and increased in our aged receivables account. Handicap Index issues caused by USGA rules and PAGA uncertainties. Progress: Negotiated lower rates with Minimax by eliminating certain services and the need for postages. We made a concentrated effort to collect overdue per capita fees. We committed to follow USGA handicapping rules and formulas. NPAGA constitution, By-laws and official documents: We take another step in our process to update our By-Laws and Constitution today when we vote on six proposed amendments. New vendor contract for Handicapping Services: Today we will decide to stay with our current provider or switch to a new one. National Website: Unable to make necessary updates and post current information. A completely new site was created and we continue to make improvements to the site. National PAGJ\ Events: Uncertainties concerning chapters hosting events. We solicited and awarded National 3 rd meeting locations for 2014 and 2015.

19 Goal: Keep improving and provide a better product for all our members. Amend By-Laws and Official documents: Continue to update the By-Laws and the guidelines for national events. New Handicap System: Create an implementation each chapter to utilize our new handicap system. plan to train and bring online National Golf Tournament Events: Utilize a new tournament software program to streamline our national golf tournaments and provide real time status updates, before, during and after an event. Senior, Ladies and Junior Golfers: There are many good ideas out there but they don't make it to the meetings, there is little or no representation at national meetings. Revive our committees and solicit their advice and direction, improve all communications. Social Commitments: Focus our attention on our commitment to the Texas Diabetes Institute and bring it to a conclusion. Continue with our scholarship programs. Public Relations program: Create a process that will recognize and applaud an accomplishment by a member or a chapter. Utilize the website and other public social media outlets. 20 PAN AMERICAN NATIONAL ARCmVES NEWSLETTER July 16,2014 Dear PAGA Member, Just for your information, our PAGA Archives in San Antonio is twenty (20) years old, and has over 600 signatures in our guest book. The Archives is open seven days a week, from 1 pm. to 7pm, for viewing. We have memorabilia from 1938 to the present. We continue to ask and search for history and trying to nn -in some gaps we have in our history. This is every important to me. Attached is our latest information on past National Officers, National Champions, and National sites. The big gaps is our National Four & Seven-Man Teams. Attached is list of our past teams. As you will note we have several teams missing. I have ask these chapters but have not received any help. I know many of the of these winners are still around and should know who they are. So, I am asking for the host cities that held the National for that particular year to ask their championship players if they can remember who won. Please ask the members who handle your National Tournament, he may still have records of the winners. I am also asking the entire National Membership to look in your closets or garage for any Pan American memorabilia that they may have and want to donate. It may just be the item or items that will fill-in the gaps we have in our history. I know each chapter still have old timers who may want to donate some old pictures or information of their local chapter. Each chapter should select a historian for their members. Here are some items we are looking for: STATE BROCHURES PICTURES PAGA STATE CONVENTIONS Warm-Up (1959 thru 1965) PAGA groups Agendas & Minutes (1959 thru 1965) If you do not want to let go your originals, I can always make copies and return your originals. The Pan American Archives is the home of our history, and I will continue to bring our history to you piece by piece. We have come a long way. Attached is a new business card with the latest Archives phone number and our address for your convenience.

A quorum shall consist of a simple majority of fifty percent plus one (50% +1) chapters ofthe governing body. (Amended May 23,1998). During the National Winter Meeting in Harlingen, the following was recommended. "Aquorum must be present at any national delegate meeting in order to transact business. A quorum shall consist of the chapters present." I was contacted by one delegate after the meeting. He didn't like the recommendation. The delegate stated, "What if, 10 delegates attend a National Meeting". Per the recommendation presented in Harlingen, this could happen in the future. The following is a revised recommendation to change our National PAGAConstitution Article V, Sectinn n. "Aquorum must be present at any National Delegate Meeting in order to transact business.
