2 UDHAGAMANDALAM RACES 2018 ADVISORY 1. Due to acute paucity of stabling at udhagamandalam, all Owners/ Trainers of horses (other than those permanently stationed at Chennai under the care of A Licenced Trainers) desirous of participating in a specific race are hereby informed that they will not be provided stabling unless specific permission in writing has been applied for and obtained from the Secretary, Madras Race Club atleast a week prior to the horses scheduled arrival in station. Normally there should be no problem if the applications are received well in time. NOTICE 1. Out Station Horses are eligible to participate in any race provided the horse is Rated 60 & above. 2. Entries for the following Sweepstakes Race to be run during Udhagamandalam Races 2018 will close at 5.00 P.M. on Wednesday,2 nd May The Nilgiris Gold Cup (Page No - 36) 12 to be entered in separate bona fide interests or the race will be at the discretion of the Stewards. General Conditions of the Prospectus will apply. N O T I C E 1. Rule No.3 in the notice of the Prospectus will not apply to out station Horses rated 60 and above which are brought to Udhagamandalam by the A Licenced Trainers for the Udhagamandalam Racing Season Out Station Horses must have minimum one run during Udhagamandalam Racing Season A Licenced Trainers under Madras Race Club Rules of Racing should have minimum (10) Ten and maximum (60) Sixty Horses under their charge. UDHAGAMANDALAM RACES 2018 NOTICE A. Horses which had arrived at Chennai on or before Wednesday,18 th October 2017 and arrived at Udhagamandalam on or before Thursday, 10 th May 2018 are eligible for the following subsidies. For the horses under the MRC Loan Scheme (2015/2016) the incentives of Rs.3,000 per month per horse will continue to be paid. 1. No stable rent or course fee will be charged. However, in case a horse does not race twice (Once in case of Horses rated 80 and above and 3 year olds) during Udhagamandalam Races 2018, a stable rent of Rs.5,000/- plus applicable GST per horse for the season will be charged in respect of MRC based horses. 2. Horses which are based at Madras from 1 st October 2017 and at Udhagamandalam from 10 th May 2018 under the charge of A Licensed Trainers and do not leave station before the conclusion of the Udhagamandalam races 2018 except with the prior permission of the Stewards shall be eligible for a fixed amount of Rs.2,000/- per month as subsidy. 3. Only Horses stationed at Madras as on 31 st March 2018 are permitted to go for the Udhagamandalam Racing Season Horses 8 Years old and upward will not be permitted to take part in the Udhagamandalam Racing season No entry fee/ forfeits will be charged except for the sweepstakes races. However, a service 0.5% plus applicable GST of the advertised stakes/professional fees to the winner (Owner, Trainer and Jockey) for races other than sweepstakes races will be charged in respect of entries made and scratched at the time of acceptance for the race/s. 6. No Transport Subsidy will be given for any horse travelling to Ooty and back. 3 4

3 A. Horses which have run in a substandard way in a race in the opinion of the Stewards will not be entitled to any subsidies and will not be permitted to participate in races from the date the said horse has been declared as sub-standard. B. For all horses racing at Udhagamandalam. (i) No horse will be permitted to race during the Udhagamandalam Races 2018 unless stabled in the premises of the Madras Race Club at Udhagamandalam with the prior permission of the Secretary. (ii) Only horses which race in the Udhagamandalam Classic/ sweepstakes Races will be provided free stabling for a maximum period of one week from the date of arrival, however it may be extended at the discretion of the Secretary, MRC based on the availability of stables. (iii) A stable rent of Rs.15,000/- per month, (Rs.500/- per day) (plus applicable GST) for out-station horse will be charged after the permitted period of stabling. (iv) Out-station horses will not be eligible for any subsidies during the Udhagamandalam Races E. All horses entering the Madras Race Club premises should necessarily carry a valid E.I.A., negative certificate (validity 120 days). Further, such horses should also carry a Health Certificate issued by the Veterinary Officer of the respective Turf Authority indicating that the horse/s neither suffered from nor shown any clinical signs of E.I.A., A.H.S., E.I. and Glanders. 7. The Stewards reserve to themselves the right to add, amend, vary or rescind any of the Terms/clauses of the prospectus conditions (including General conditions) at any time even during their validity as deemed fit without assigning any reason what so ever. 8. The interpretation of any of the prospectus conditions/clauses (including general conditions) will rest solely with the Stewards of the Madras Race Club and their decision will be final and binding. For Out Station Horses summering at Udhagamandalam for which stables have been allotted, a stable rent of Rs.15,000/- per horse per month (plus applicable GST) (@ 500/- per day) will be charged and a special concession rate of Rs.10,000/- per horse will be charged for MRC based 2 year old horses (plus applicable GST) for the season with prior permission of the Stewards of the Madras Race Club. D. Owners, trainers and authorized agents are advised to keep sufficient funds in their accounts with the Club to cover every liability during the progress of the meeting. 5 6

23 GENERAL CONDITIONS 1. All Horses taking part in the Udhagamandalam Racing season 2018 shall be bound by the Rules of the Madras Race Club and notifications issued in the MRC Racing Calendar and such other regulations as may be laid down by the Stewards of the Meeting from time to time. Horses must be registered under the Madras Race Club Rules of Racing or under the Rules of any recognized Turf Authority in India. To qualify for entry in Handicap races, horses must be rated by the Handicapper, Madras Race Club one day prior to the closing of entries, failing which entries of such horses will be rejected. Horses which have raced at Meetings other than under the Madras Race Club Rules of Racing subsequent to being rated by the Handicapper, MRC must be re-rated by the Handicapper, Madras Race Club one day prior to closing of entries for races under Rules of Racing of Madras Race Club. In the event of a horse having raced at a meeting other than under the Rules of Racing of Madras Race Club subsequent to its having been entered for a race under Rules of Racing of Madras Race Club, the entries of such horse will be void unless such horse is re-rated prior to the publication of Handicaps for the race/s for which it is entered. In the event of a horse having raced at a Meeting other than under the Rules of Racing of Madras Race Club subsequent to its having been handicapped for a race under Rules of Racing of Madras Race Club, such horse shall be withdrawn from the race for which it has been handicapped. No horse may be entered in more than one race on the same day except for sweepstakes race/s. Horses 8 years old and upward will not be permitted to take part in the Udhagamandalam Racing season Only such horses which are certified fit for racing by the Veterinary Officer of the Madras Race Club will be allotted stables at Udhagamandalam. Special attention is drawn to the following: The list of entries shall be closed at the time appointed and no entry shall be admitted on any ground after that time. If no hour is fixed for closing of entries, the list shall not be closed till midnight. In the event of any horse becoming ineligible for Sweepstakes Race/s, the Subscriptions will not be refunded, except in the case where horses have been rejected or balloted out due to the Sweepstakes Race not being divided, only the final forfeit will be refunded. 2. Entries must be made with requisite particulars. If the entries are not signed by the Owner, they must be accompanied by a written authority from the Owner to the enterer (special attention is drawn to Rule 83) unless such authority has already been filed in the office of the Madras Race Club, otherwise they will be declined. Note : In case of entry made by / fax or SMS by the Owners / Trainer s phone, confirmation in writing on prescribed form and remittance if any must be sent as soon as possible. a) Entries should be made on forms which will be supplied by the Madras Race Club and correct details of all particulars required on the form should be filled in. b) If in any race there are less than Eight (8) horses entered in separate interest the race may be declared void under Rule 186. In case of less than five (5) acceptors in 80 and above race/s and less than six (6) acceptors in any race/s other than Sweepstakes Race/s, such race/s will be declared void. c) In the event of the number of acceptors in any race/s (except for sweepstakes races) exceeding 16 and not more than 24, such race/s will be divided into two divisions and if the number of acceptors exceed 30 but less than 37, such race/s will be divided into three divisions at the discretion of Stewards and the excess number of acceptors above the stipulated limit for divisions will be balloted out. Unless otherwise decided by the Stewards, MRC the maximum number of races for a race day would be 8 (eight) and the minimum number of races for a race day would be 6 (six). In the 43 44

24 event of there being more number of races than the above stipulation on a race day by virtue of division of races and in order to limit the number of races as stipulated the excess number of acceptors in the lower rated race/s (first) more than the prescribed field limit of 12 will be rejected by ballot. A horse once rejected/balloted out after acceptance shall not be rejected/ included in the ballot on the next occasion (except for sweepstakes race) when the horse/s is an acceptor provided the horse/s has not run after being excluded so as to restrict the field size for each division to 12 or 10 as the case may be. A : Handicap - 80 & Above B : Maiden Terms Races C : Penalty Terms Races D : Handicap 60 to 85, 40 to 65, 20 to 45 & Upto 25 Note: The time and date for the acceptances of two consecutive race days will be on the same day and in the eventuality of division of race/s, the Stewards reserve the right to divide as many number of races as into as many divisions (not exceeding three per race) as deemed fit. Further, the Stewards may Advance/ Postpone any race/s so as to balance the number of races on two consecutive race days with a limit of not exceeding 8 races per day and not more than 9 races on Derby day. In case of the time being fixed for acceptances on the same day for two consecutive race days, the owners / trainers are allowed to lodge a conditional prescribed blue form in the scratching box prior to the scheduled time and date fixed specifying in which race they would prefer to accept their ward in case of entry in two races on consecutive race days if a race/s going void/not getting divided or a horse getting balloted out from a race. Further, any horse/s balloted out on the first consecutive day shall not be balloted out from the second day if accepted. Scratching forms for each consecutive race day should be lodged separately. However, when such race/s (except for sweepstakes) are not divided due to above stipulation, the excess number of acceptors shall be balloted out so as to limit the field size to 12. (10 for Races 1100 Metres & Less) In case of ballot the owner/trainer will have an option/priority of rejections where they can lodge on a pink form giving the order of rejection by ballot. Division procedure The list of acceptors shall be first adopted, the order of which shall be the same as published in the handicaps. The acceptors then shall be allotted in that order alternatively to each division. Provided that if a division contains more than one horse in the nomination of the same person, or in the care of the same trainer, the persons authorized to make the divisions may exchange the second of such horses as far as possible with the horse of the same weight or failing such of the nearest weight in another division not so nominated or trained. If there be two or more of the last mentioned horses exchange shall be determined by lot. In the event of the number of acceptors in a sweepstakes race/ s exceeding 16,(In case of 1800 Metres and 2000 Metres 12) the excess number of acceptors will be rejected as under. i) The rejection of excess number of acceptors will be based on the aggregate value of stakes and professional fees earned by the horse/s during the current and two preceding seasons. Horses having higher aggregate value shall be given priority to remain in the race whilst horses with lower aggregate value will be rejected to the field as prescribed. If two or more horses are of equal lower aggregate value of stakes and professional fees, the horse/s shall be rejected by ballot. ii) In case of Sweepstakes/Terms races confined to maidens the rejection will be by ballot. iii) In case of a horse/s being rejected after acceptance stage, only the final forfeit will be refunded. d) A horse rejected from a race shall not be rejected/ included in ballot when it has been accepted next time provided the horse/s has not run after being balloted. e) The time and dates advertised for forfeits are liable to alteration after the closing of entries should circumstances arise, which in the opinion of the Stewards, make it desirable. All horses accepting i.e. left in after the time fixed for final forfeits must be declared to start unless prior permission for their withdrawal has been obtained from the Stewards

25 f) The Stewards reserve the right to refuse or to accept the tender of an entry and/or to cancel an accepted entry at any time without assigning a reason. g) The Stewards reserve the right to amend or alter the conditions of any race at any time before the entry closes, and to indicate any race or races to be ridden by Indian Jockeys and Apprentices at the time of publication of Handicaps. h) The Madras Race Club reserves the right of paying stakes/ professional fees after seven working days after a race is run. i) In the event of a walk-over (other than sweepstakes race) only half the stakes and professional fees payable to the winner will be given in addition to the Cup/ Trophy (Under Rule 187). Horses can be entered for races irrespective of the dates of their arrival and departure from Udhagamandalam. 3. In all Handicap races the winner of a race after publication of weights to carry 5 Kgs., i.e., 10 handicap rating points extra provided it is otherwise eligible (i.e., if the winners rating exceeds the top rating of class it shall become in eligible). 4. In all handicap races the lowest weight allotted shall not be less than 50 Kgs., and the lowest top weight to be allotted shall be 60 Kgs. Further, unless otherwise specified after final forfeits should the top weighted horse be less than 60 Kgs., it shall be raised to 60 Kgs., and the weights of remaining horses will be raised relatively. 5. No horse shall carry more than 2 Kgs. over-weight in any race except with the permission of the Stewards. Such permission must be obtained well in advance before the starting declaration box for such race is opened. 6. Except in Handicaps, correct weight of any horse/s not struck out must be notified in writing not later than the time the final forfeits are due for the race. Any Trainer failing to comply with this condition will be fined a sum of Rs.500 in each case. 7. Unless otherwise specified starting declarations for all races must be in the declaration boxes set apart for each race day by a.m., on the day previous to the races. The declaration must be in writing and must state the name of the race, the name of the horse, weight to be carried and the name of the Jockey. Such Note : declaration must be accompanied, by the amount due including the Jockey s fee if not already paid. It shall also state if the horse is running shod or unshod, if the former, it shall state the description of shoes plates, or tips used, omissions or errors in the starting declaration will render the Owner or person making it subject to a fine at the discretion of the Stewards [vide rule 141(a)]. Indian Jockeys and apprentice who have not attened the age of 25 years shall be entitled to claim allowance in all handicap flat races, on the following scale viz., Not having ridden ten winners - 5 Kgs. Having ridden ten winners, but not ridden twenty winners Kgs. Having ridden twenty winners, but not ridden thirty winners Kgs. Having ridden thirty winners, but not ridden forty winners Kgs. After having ridden forty winners or attaining the age of 25 years whichever is earlier, they are not entitled to claim any allowances. Provided, however, that an apprentice jockey/indian jockey may claim the same allowance during the day which he/she was entitled to at the beginning of the race day. The change in allowance as per the scale will take effect from the subsequent race day. a) No Apprentice shall be permitted to ride in any race for three year olds until he has ridden in atleast ten races. No Apprentice shall be permitted to ride in any race for 2 year olds until he/ she shall have ridden ten winners. b) Apprentices during their first 10 rides will be permitted to ride only in races where the number of runners are 10 or less. 8. No rider shall ride in any race unless he/she is wearing a Skull Cap and Body Protector of a pattern approved by the Stewards, Madras Race Club

26 9. To compensate for their being required to wear body protectors the weight of all riders will be calculated at 1 Kg. less than the weight which is registered in the scale. 10. Colours must be declared with the entries unless already registered with the Madras Race Club. Unregistered Colours must be declared in the Office at or prior to the time fixed for the final forfeits and must be of the pattern as described in the regulations governing the registration of colours as published in the Racing Calender. Such or other approved colours must be registered with the Madras Race Club when notification to do so has been issued. If there be more than one horse of any one Owner left in a race, a different coloured cap must be declared for each horse. Every person running a horse in colours other than those registered or declared as per above will be fined in accordance with Rule 118 in respect of each horse so run. In the event of a person being unable to run a horse in colours as declared in the Race Card, the Jockey will wear All Black. A set of these colours may be obtained from the Clerk of the scales. 11. Trainers must ensure that the Passport of every horse intended to be raced under the Madras Race Club Rules of Racing is with the Madras Race Club well before the time of the race in which the horse is intended to be raced, as a horse without a Passport will not be permitted to race. Trainers are hereby informed that before a horse is allowed to start in a race for the first time under Madras Race Club Rules such horse must be produced for identification before the Veterinary Officer of the Madras Race Club. 13. The Stewards reserve the right to amend or alter or cancel any of the Conditions or Clause/s at any time contained in the General Conditions of the Prospectus, if the circumstances so warrant at their sole / absolute discretion. 14. All s and Fax messages must be confirmed by letters and all communications addressed to the Secretary, Madras Race Club, Udhagamandalam and not to the Secretary by name.
