4 Ohio Sires Stakes 2019 Conditions 1-Nominations Nominations must be postmarked WITH PAYMENT INCLUDED no later than March 15, Nominations received after the March 15, 2019 deadline, not postmarked, not including a check/money order with sufficient nomination funds, those sent via fax or & horses not registered with the United States Trotting Association will not be accepted. An UNNAMED HORSE nominated to the Ohio Sires Stakes program by the March 15, 2019 deadline will incur a penalty of $250 which must be paid to the Ohio Standardbred Development Fund (OSDF) by May 1, 2019 to be eligible to the 2019 Ohio Sires Stakes program. If a horse s name is changed after it was nominated, the nominator must advise the OSDF administrator. A horse nominated at one gait may move to the other gait by advising the OSDF, provided the horse has not previously raced in an Ohio Sires Stakes leg and the appropriate money will be shifted to the new gait leg if an eligible horse changes gait. 2-Payments: $500 for any horse nominated to all four Ohio Sires Stakes legs $200 for any horse nominated to a single Ohio Sires Stakes leg $500 is the starting fee for each Ohio Sires Stakes leg There are no sustaining payments. On all four-race payments, $75 will go to each series race and $200 to the Championship. On individual race payments, the entire $200 payment will go to the series race. All nominating and starting fees must be paid in U.S. currency. A horse entered by a nominator who pays fees with a dishonored check may be dropped from the eligibility list and the matter may be referred to the Ohio State Racing Commission under Ohio Administrative Rule Entries Starters in legs, Championships and Consolations shall enter at the regular time practiced at that racetrack. Each race is a one-mile dash. There will be a six-hour detention time for Championships. 4-Requirements to start At time of ENTRY, a starter must show within 45 days prior to the advertised day of the race at least one performance line without a break and within the time requirements below. A one second allowance on time requirements will be granted on entries taken through the first leg of each series race for 3-year-olds. An official workout before the Judges will not be acceptable. TROTTERS TROTTERS AGE PACERS PACERS Half-Mile Five-Eighths Half-Mile Five-Eighths 2:06 or faster 2:04 or faster 2-YEAR-OLDS 2:02 or faster 2:00 or faster 2:03 or faster 2:01 or faster 3-YEAR-OLDS 1:59 or faster 1:57 or faster 5-Scratches Horses scratched sick or lame from any purse race may not race in an Ohio Sires Stakes leg, Championship or Consolation until the seventh (7th) day after the race date from which the horse was scratched; and then only with a veterinarian s permission slip. 6-Starting Horses on the starting gate are limited to nine on five-eighths mile tracks and eight on half-mile tracks. In any leg if 11 or more horses enter, the race will be contested in two divisions. Thereafter, if 20 or more horses enter, no division shall be raced with more than one trailer. All divisions shall be raced on the advertised date unless postponed pursuant to condition #10. 7-Starters If less than five horses enter any leg, the race shall be cancelled and trainers so notified. Each horse entered shall be entitled to an equal share of all money paid in nominating fees credited to that leg. All available points will be divided equally based upon the number of horses entered by using the points awarded system for each leg as described in the conditions for Championship and Consolation Races. Each horse entered will be awarded one additional point as if the horse started in the race. 8-Purses All nominating and starting fees will be added to the purse. No funds for a race shall be allocated to and paid to a permit holder by the OSDF unless the permit holder adds at least twenty per cent to the amount allocated by the OSDF, and not less than five thousand dollars to each race. The OSDF shall add a minimum of $33,000 per leg. The total purse will be divided equally between divisions. The maximum purse for one (1) division shall be $60,000. The maximum purse for two (2) divisions shall be $50,000 per division. The maximum purse for three (3) or more divisions shall be $40,000 per division. The purse for each Championship shall be $300,000 guaranteed. The purse for each Consolation shall be $75,000 guaranteed. 9-Eligibility Foals eligible shall be only those sired by a Standardbred stallion registered with the Ohio State Racing Commission during the year of conception. No filly may enter colt and gelding legs. No colt or gelding may enter filly legs. Any foal produced by embryo/ovum transplant shall be eligible when in compliance with United States Trotting Association (USTA) rule number Cancellations If circumstances prevent racing any leg, Championship or Consolation at the scheduled racetrack on its advertised date, the OSDF Commission may reschedule it on another date or at another track. 5 11-Rules & Rulings Rules of the Ohio State Racing Commission to govern. The OSDF Commission has final authority to determine any questions related to horse eligibility and interpretation of the conditions. All Ohio Sires Stakes must be scheduled as betting races unless approved by the OSDF Commission Ohio Sires Stakes Championships & Consolations Starters in Championships and Consolations shall be limited to eight on a half-mile track and to nine on a five-eighths mile track. Starters in either race do not need to meet requirements contained in Condition four (4). All horses receiving points in the legs may enter a Championship, but only the eight horses for a Championship on a half-mile track or nine horses for a Championship on a five-eighths mile track with the highest point totals of those entered will be selected as starters. Horses must start in at least one OSS leg to be eligible to start in the Championship or Consolation. Points will be awarded in each of the first four legs of the series as follows: Win-50, Second-25, Third-12, Fourth-8, Fifth-5, and All Starters-1. In the event of a dead-heat, horses shall receive the standard distribution of points for their particular order of finish. For the purposes of awarding points to qualify for the Championship or Consolation, each division shall be considered a race. When the Championship is raced on a half-mile track, the eight horses with the highest point totals are not eligible to enter the Consolation. When the Championship is raced on a five-eighths mile track, the nine horses with the highest point totals are not eligible to enter the Consolation. If a horse is eligible by points and drawn in to race in the Championship, the horse shall race only in the Championship. A horse scratched from the Championship is not eligible to enter the Consolation. Excluding ineligible horses, all other horses receiving points in the legs may enter a Consolation, but only the eight horses for a Consolation on a half-mile track or nine horses for a Consolation on a five-eighths mile track with the highest point totals of those entered will be selected as starters. Entry is not automatic. A horse must enter the Championship or Consolation to be named a starter. If six (6) horses are not entered, the Consolation shall be cancelled. Points shall be awarded according to any placing of the judges and shall be used to determine which horses shall qualify for a Championship or Consolation. Any pending appeal of a ruling issued by the judges shall not alter the placing determined by the judges. If two or more horses tied in points declare in for the last position in a Championship or a Consolation, the horse with the highest OSS earnings for the current year will be the last starter. If the tie is not broken by earnings, the last starter shall be drawn by lot. Two also-eligible horses may be drawn. The higher point winner shall be assigned also-eligible #1. If also-eligible horses tie in points, the horse with the higher OSS earnings for the current year would be also-eligible #1. If the tie is not broken by money earned, also-eligible #1 shall be drawn by lot. Also-eligible horses may move in if a scratch occurs prior to the designated scratch time at the track hosting the Championship or Consolation. Starters shall declare in at the usual time practiced at that track for overnight entries. All horses entered in a Championship shall be required to report to the detention area at the racetrack hosting the Championships at least six hours prior to the advertised post time of the race entered. Any horse late for detention shall be scratched by the judges. 6 Ohio Sires Stakes 2019 Veteran Championships Conditions 4-year-olds & up, Ohio-sired trotters & pacers No Nomination Fee Starting Fee $500 $75,000 Pacing Championships September 7 at Scioto Downs $75,000 Trotting Championships October 12 at Northfield Park 1. Starting Fee~Nominations are not required. The starting fee for each Veteran Championship is $500. Veteran Championships are for 4-year-olds and up, trotting horses or geldings, trotting mares, pacing horses or geldings and pacing mares. If six separate betting interests are not entered for any Veteran Championship, that Veteran Championship may be cancelled or combined as the host track Racing Secretary sees fit. 2. Eligibility~Four-year-olds and up, trotters and pacers who are sired by a stallion registered with the Ohio State Racing Commission (OSRC) during year of conception. No funds for a Veteran Championship shall be allocated to or paid to a permit holder by the Ohio Standardbred Development Fund (OSDF) unless the permit holder adds at least twenty-five (25%) per cent to the amount allocated by the OSDF to each Veteran Championship. Purse distribution for each Veteran Championship shall be: 50%, 25%, 12%, 8%, 5%. 5. Rules~The rules of the Ohio State Racing Commission (OSRC) shall govern, and the OSDF Chairman has the final authority to determine any questions related to eligibility and interpretation of the conditions. Each Veteran Championship is a one mile dash. 6-Starting~If two or more horses tied in earnings declare in for the eighth position in any Veteran Championship, the eighth starter shall be drawn by lot. Two also-eligible horses may be drawn and the same method used in the case of a tie. An also-eligible horse may move into a Veteran Championship if a scratch occurs prior to the designated scratch time at the host track. Starters in Veteran Championships shall declare in at the usual time for overnight entries practiced at the host track. Any horse scratched sick or lame from any purse race shall not race in a Veteran Championship unless seven days have passed from the date of the race from which the horse was scratched. If circumstances prevent racing any Veteran Championship at the scheduled track on its advertised date, the OSDF commission may reschedule the race on another date or another track, whenever possible. All horses entered in a Championship shall be required to report to the detention area at the racetrack hosting the Championships at least six hours prior to the advertised post time of the race entered. 7 Nomination fee across the board for 2-and 3-year-old Ohio Sired horses $250. Starting Fee for any leg $250, Starting Fee for Final $500. All nominations and starting fees will be added to the purse by age, gait & division. Nomination and Starting Fees are non-refundable. Starting a horse in the same Leg of the Buckeye Stallion Series and the Ohio Sires Stakes immediately invalidates and annuls that horse s nomination to the Buckeye Stallion Series without refund. This rule applies regardless of whether the Leg of the Buckeye Stallion Series is scheduled and held before or after the same Leg in the Ohio Sires Stakes. Once invalidated and annulled, any points earned in the Buckeye Stallion Series to that point are surrendered, zeroed-out, and the horse is immediately ineligible to enter or race in any remaining Buckeye Stallion Series Leg(s) and Final in the current year. A horse drawn into an Ohio Sire Stakes Final is ineligible for the Buckeye Stallion Series Final. When the OSS Final is on a half mile track, a horse in the top eight Ohio Sires Stakes point s standings, is ineligible for the Buckeye Stallion Series Final. When the OSS Final is on a five-eighths mile track, a horse in the top nine Ohio Sires Stakes point s standings, is ineligible for the Buckeye Stallion Series Final. All invalidated and annulled horses are ineligible for the Buckeye Stallion Series Final. Qualifying Standards to start: At time of ENTRY, a starter must show within 45 days prior to the advertised day of the race at least one performance line without a break and within the time requirements below to start a leg or final in the Buckeye Stallion Series. No allowance given from a Fair Track to a Half Mile Extended Meet Pari-mutuel Track. A minimum of seven horses entered to start one division at Extended Pari-mutuel Meet host tracks. In any leg if fewer than seven enter the race shall be canceled and trainers notified. If more than seven enter one division, splits will occur as outlined below. Splits for Half-Mile Extended Pari-mutuel Meet track would be as follows: 10 Entered, one division Split on the following entries: 11, 21, 28, 37, 46, 55, 64,73, etc. Splits for Five-Eighths mile Extended Pari-mutuel Meet track would be as follows: 11 Entered, one division Splits on the following entries: 12, 21, 31, 41, 51, 61, 71, etc Buckeye Stallion Series Sponsored by the Ohio Harness Horsemen s Association $17,500 Guaranteed purse per leg, $60,000 Final Nomination Payment Due: March 15, 2019 Nomination Fee $250 Miami Valley, Northfield Park, Scioto Downs, and all-weather Fair Tracks. Final: September 29, 2019 Hollywood Gaming at Dayton Raceway NOMINATION FORM FOUND ON PAGE 19 (with Ohio Fairs Championship form) A minimum of six horses entered to start one division at Fair or Matinee host track, except as outlined below. In any leg if fewer than six enter, the race shall be canceled and trainers notified. If more than six enter one division, splits will occur as outlined below. Splits for Half-Mile Fair all-weather track that starts seven or more wide shall follow the Extended Meet Pari-mutuel track formula, above for minimum starters and splits. Splits for Half-Mile Fair all-weather tracks that start six wide would be as follows: Split on 9, 17, 25, 33, 41, 49, 57, 65 etc. Eligibility to only those foals sired by a Standardbred stallion registered with the Ohio State Racing Commission during the year of conception. Horses must be registered with the United States Trotting Association before nomination. All horses (except invalidated and annulled horses) receiving points in the legs may enter the Buckeye Stallion Series Final. The highest nine (on a five-eighths mile track) or highest eight (on a half mile track) in point earning horses entered will be drawn to start in the Buckeye Stallion Series Final. Points will be awarded in each of the four legs of the series as follows: Win-51, Second-26, Third-13, Fourth-9, Fifth-6 and all remaining starters-1. If circumstances prevent racing any leg or the Championship at the scheduled racetrack on its advertised date, the OHHA may reschedule it on another date or at an other track. Unless otherwise specifically stated in the conditions, Ohio State Racing Commission Rules will govern. The interpreta tion of any of the conditions and settlement of any disputes that arise will be determined by the OHHA in their sole and com plete discretion in making a final decision. The highest nine (on a five-eighths mile track) or highest eight (on a half-mile track) in point earning horses entered will be drawn to start in the Ohio Fairs Championship. If two or more horses tied in points declare in for the last position in any race, the horse with the highest earnings in the Ohio Fairs Fund stakes for the current year will be the last starter. If the tie is not broken by earnings, the last starter shall be drawn by lot. Two AE horses may be drawn. The higher point winner shall be assigned also-eligible #1. If circumstances prevent racing any Championship at the scheduled racetrack on its advertised date, the OHHA may reschedule it on another date or at another track. Nomination Fee - $450 to be paid on or before March 15 th on each colt or filly which makes the entrant eligible for all 10 fairs or $60 per fair to be paid on or before March 15 th. No Sustaining Fees. Starting Fee - $75 due and payable at time of declaration. Nominating and Starting Fees shall be added to the base purse. Each and Every owner of every entered colt or filly must be a member of the Southern Valley Colt Circuit and pay annual membership dues of $35. Please include each owner s Social Security Number. This list will be provided to member fairs, if requested, to help expedite the distribution of purse checks immediately following the races. Change of gait permissible up to declaration time; transfer to adopted gait allowed. All races are mile dashes. Single heats for 2 and 3 year olds - 100% of total purse. In the event there are more horses declared to start than the track will permit, the race will be divided and raced in divisions, each division will race for an equal share of the total purse. Should the race be split into divisions, there will be no more than two (2) horses in the second tier. Colts will race with colts and fillies will race with fillies unless the Department of Agriculture rules differently. Alcoholic beverages and the use of profane and/or abusive language are not permitted in or around the barn and race track area. Accident insurance will be provided by the Ohio Harness Horsemen s Association.
