Solid Paint-Bred Classes All Solid Paint-Bred individual working events (see list of acceptable classes in Rule SC-185.F) will be held concurrently with the corresponding Regular Registry class where applicable. These classes are indicated by a box on the schedule. NSBA Dual-Approved Classes All eligible classes are NSBA-approved. One set of NSBA points will be awarded. To be eligible, the owner and exhibitor must be current NSBA members and pay applicable entry fees. Scratches/Refunds Entries & Stalls Entries Please enter everything and scratch classes as needed at no penalty, no matter the reason. Horses scratched completely from the show will be charged a one-time $25 scratch fee in addition to the $35 office charge. No refunds will be issued for the one-time $35 office charge per horse for any reason.

2 Stalls Refunds will be issued for cancelled stalls minus a $25 per stall processing charge. All refunds will be processed within 30 business days of the end of the show. Health Requirements To comply with state animal health regulations and to ensure the health of your horse, the following requirements will be strictly enforced for all horses at the APHA National Show. Health Certificate All horses must have a health certificate issued no earlier than February 23, 2019 by a licensed veterinarian from the state of origin. Be sure horses registered names rather than barn names are used on the certificate. Negative Coggins All horses must have a Negative Coggins dated no earlier than March 24, Be sure horses registered names rather than barn names are used on the certificate. Horse Health Declaration Form The Virginia Horse Center requires all horses entering the property to have a horse health declaration form certifying that the horse has not had a fever nor shown signs of infectious disease for at least 72 hours prior to arrival. This form should be signed upon arrival at the show office and kept on file throughout the show. All horses are subject to inspection by the State Veterinarian at any time or if suspected of harboring a communicable disease. Move-In/Move-Out Dates Move-in will begin no earlier than Noon on Wednesday, March 20. Move-out is required by 10 p.m. on Sunday, March 24. Any layovers after 10 p.m. will be charged by the Virginia Horse Center for an additional night - $20/stall/night. Counts towards all APHA year-end awards and Breeders Trust payouts, unless otherwise stated in specific class rules of the APHA Rule Book and/or the Breeders Trust program rules. Counts as a 2019 APHA World Show qualifying event. (2019 Qualification Period: June 1, 2018 through June 3, 2019) No qualifying or eligibility requirements to be eligible to compete at the APHA National Championship Shows, except otherwise stated in specific class/program rules of the APHA Rule Book. All exhibitors and horses are eligible to show at both the APHA Eastern National and APHA Western National Championship Shows in any class in which they are eligible. RV Reservations Make reservations online at under the Plan Your Visit link. The VHCF has 94 camper spaces available with 30/50 amp electric hookups and water. Camping is $40.00 per night (plus tax) payable to the VHCF at the Stable Office upon arrival. Selection of reserved sites is first-come, first-served upon arrival. Camping without reservations will be permitted if there are vacancies. Self-contained campers and tents will be charged a $25.00 grounds fee at the Stable Office. This will be payable at the Stable Office upon arrival. No reservation is necessary for tent campers or selfcontained campers. They may obtain a camping permit and pay upon arrival. Questions can be directed to stableoffice@horsecenter.org or Shavings Preorders must be made by calling the Stable Office at (540) Shavings may be purchased directly from the VHCF Stable Office from approximately 8:00 am until closing (generally around 5:00 pm). No initial shavings are provided with stalls unless arrangements are made in advance. Preorders must be made by calling the Stable Office. Every effort will be made to deliver preorders prior to exhibitor arrival. Arrivals expected after 5:00 pm should preorder shavings as only security will be on grounds to assist. Exhibitors are allowed to bring shavings onto the grounds, however, no shavings supplier or vendor is permitted to bring shavings to an exhibitor under any circumstances. No fine sawdust allowed.

4 Feed Supplier Call (540) or for availability. The Stable Office will have a variety of hay available for direct purchase. Pricing depends upon suppliers and advance notice is required. Other mixed hays are available seasonally. Various feed brands can be available through the local co-ops in the area, but need to be ordered through the stable office in advance. The co-op does not deliver on Saturdays or Sundays, so all feed orders must be placed with the Stable Office no later than noon on Fridays. Exhibitors are prohibited from having feed delivered from outside vendors without permission from the Stable Office. Hay that has been purchased cannot be returned. The VHC cannot guarantee the quality of hay as it varies from state-to-state and as a result of weather conditions. Golf Carts Make reservations by contacting the Stable Office at stableoffice@horsecenter.org or calling (540) The VHCF has exclusive rights to provide all golf cart services at the Virginia Horse Center. No independent sales or rentals of golf carts are permitted without permission from the VHCF. Show will be held responsible for any damaged or misused golf carts as well as being held responsible for any other VHC equipment used by the show. Minors without driver s licenses are prohibited from driving golf carts. Damaged golf carts are the responsibility of the driver/rental individual. All-Around / High-Point Awards The following classes do not count towards any special awards: Color classes, Green classes and 2-year-old Longe Line. Tie-Breakers In the event of a tie for an all-around or high-point award (both Champion and Reserve), the following system will be used to resolve the tie: The horse/exhibitor competing and placing in the most categories. The horse/exhibitor earning the most World Championships. The horse/exhibitor earning the most Reserve World Championships. All-Around Horse and Reserve All-Around Horse These awards will be presented to the horses who earn the highest point total and second highest point total respectively in a minimum of three categories at the show. These categories include halter and two of the other categories listed in SC-050.A.3, or three of the first six categories listed in SC-050.A.3. This award will be tabulated in accordance with Rule SC-145.A.2-4 in the APHA Rule Book. All-Around Solid Paint-Bred Horse & Reserve All-Around Solid Paint-Bred Horse Presented to the horses who earn the highest point total and second highest point total respectively in a minimum of three categories at the show. These categories include Categories I-VI listed in Rule SC-050.A.3. This award will be tabulated in accordance with Rule SC-145.A.2-4 in the APHA Rule Book. All-Around Amateur and Reserve All-Around Amateur (19-44 and 45 & Over) Awards will be given to the All-Around & Reserve All-Around Amateur in both the Amateur (19-44) and Masters (45 & Over) divisions. These awards will be presented to the horse and exhibitor teams who earn the highest point total and the second highest point total respectively in a minimum of three categories at the show. These categories include halter and two of the categories listed in Rule AM-030 or three categories listed in Rule AM-030. This award will be tabulated in accordance with Rule SC-145.A.2-4 in the APHA Rule Book.

5 All-Around Amateur Solid Paint-Bred & Reserve All-Around Amateur Solid Paint-Bred Presented to the horse and exhibitor teams who earn the highest point total and second highest point total respectively in a minimum of three categories at the show. These categories include halter and two of the categories listed in Rule AM-030 or three categories listed in Rule AM-030. This award will be tabulated in accordance with Rule SC145.A.2-4 in the APHA Rule Book. All-Around Novice Amateur and Reserve All-Around Novice Amateur Awards will be given for the All-Around and Reserve All-Around Novice Amateur. These awards will be presented to the horse and exhibitor teams who earn the highest point total and the second highest point total respectively in a minimum of three categories at the show. These categories include those listed in Rule AM-030. This award will be tabulated in accordance with Rule SC-145.A.2-4 in the APHA Rule Book. High-Point Amateur Walk-Trot and Reserve High-Point Amateur Walk-Trot Awards will be presented to the exhibitors accumulating the highest point total and second highest point total respectively in a minimum of three walk-trot classes. All-Around Youth Solid Paint-Bred & Reserve All-Around Youth Solid Paint-Bred Presented to the horse and exhibitor teams who earn the highest point total and second highest point total respectively in a minimum of three categories at the show. These categories include halter and two of the categories listed in Rule YP-025 or 3 categories listed in YP-025. This award will be tabulated in accordance with Rule SC145.A.2-4 in the APHA Rule Book. All-Around Novice Youth and Reserve All-Around Novice Youth Awards will be given for the All-Around and Reserve All-Around Novice Youth. These awards will be presented to the horse and exhibitor teams who earn the highest point total and the second highest point total respectively in a minimum of three categories at the show. These categories include those listed in Rule YP This award will be tabulated in accordance with Rule SC145.A.2-4 in the APHA Rule Book. High-Point Youth Walk-Trot and Reserve High-Point Youth Walk-Trot Awards will be presented to the exhibitors accumulating the highest point total and second highest point total respectively in a minimum of three walk-trot classes. 6 General Rules and Regulations This show will be run in compliance with the 2019 Official APHA Rule Book and supplements except as may be otherwise stated on the attached pages. The management reserves the right to decline any entry before or during the show without liability for compensation for reasons such as checks written with nonsufficient funds, stopped payment on check, poor sportsmanship, inhumane treatment of horses, harassment of judges, officials, secretaries, ring stewards, employees, and/or any other authorized representative of the show. Sportsmanship/Conduct Negative conduct, including harassment, bullying, or any other form of unsportsmanlike conduct will not be permitted by the APHA, and any person engaging in such action or conduct will be disciplined to the full extent permitted by the APHA rules. Unsportsmanlike or irresponsible conduct or any other form of misconduct that is illegal, indecent, profane, intimidating, threatening, harassing or abusive is prohibited. The APHA will not tolerate such behavior and violators will be excused from competition and/or removed from the show grounds and are subject to further disciplinary action. Final Interpretation of Rules The FINAL RIGHT to settle all questions or disputes arising during the Horse Show is reserved by the Show Management and all exhibitors, trainers, riders, or other participants therein, as a condition of admission, give unqualified consent to such methods of settlement and agree in advance to be bound thereby. In the absence of a specific rule and/or conditions not covered by this Premium Book, the final decision will be governed by the Executive Committee, and all decisions are final. Failure to comply with all rules will cause all fees to be forfeited and entry to be disqualified. All rules listed within this premium book pertain to every class of the show. APHA Rule Variances SC-110.I - Line up and announce placings through 6th place under each individual judge in halter and rail classes. In all other scored and timed classes, individual judge s placings will not be lined up or announced in the arena. All judges scoresheets will be posted for these classes. SC-175.M.4 - Grand and Reserve Champions are not awarded in halter. Liability See APHA Rule GR-045 and GR-050. This release of liability includes the American Paint Horse Association, Horse Show Facility, the City Government and their officers and directors and show management. Officials and employees will not be responsible for any accident that may occur to, or be caused by, any horse exhibited at the show, or for any article of any kind or nature that may be lost or destroyed, or in any way damaged. Each exhibitor is responsible for any injury that may be occasioned to any person or animal, or damage to any property while on grounds, by any horse owned or exhibited by or in his or her custody or control, and to indemnify and hold harmless the American Paint Horse Association, the City Government, the Horse Show Facility, or any other sponsoring organization, if any, from and against all claims, demands, cause of accident, injury, or damage to person or property caused by the ownership exhibition or custody, or control of any animal exhibited. The APHA reserves the right to cancel, re-schedule or rearrange any class or event, or part thereof, when such action is necessitated by an act of God, or other event or circumstance that is beyond the control of show management. The APHA will not be liable to any person or entity for damages of any kind whatsoever, which relate in any manner to, or arise out of, such cancellation or rescheduling. Exhibitor Agreement Presentation of a signed entry form shall be deemed acceptance of the rules of and all other rules pertaining to this show. In the event of failure to sign an entry form, then first entry of horse or an exhibitor into the show ring shall be deemed to be acceptance of the show rules and current APHA Rule Book and NSBA Rule

7 Book. I agree as an APHA member or trainer that I will be honest, fair and friendly. I will have respect for myself and others as well as respect for authority. I will be helpful, caring and considerate to others. I understand that I will be responsible for what I say and do; and that I am subject to disciplinary action if I am found guilty of unsportsmanlike conduct. Horses are entered at your own risk & are subject to APHA rules, under which these classes will be conducted. In case of death, accident, injury or theft, to the exhibitor, their family, horses or property, no claims will be honored against the American Paint Horse Association, An Equine Production DBA Kathy Avolt and the Virginia Horse Center and all those associated. Exhibitor/Spectator Cooperation All individuals are requested to cooperate with Show Officials at all times. Any individual who is delinquent in his responsibility in this area may be, along with his horse(s) or exhibit(s), excused from further competition and/or removed from the grounds. That individual will forfeit all previous winnings, entry fee(s) and other fees. See rules SC-070, GR-040.C, GR-060.D, YP-080.L.1. Inhumane Treatment The APHA is committed to the humane and proper treatment of all animals. The welfare of the animal is the primary consideration in all activities. Animals will be treated with kindness, respect and compassion at all times. Owners, exhibitors, trainers and all responsible parties must ensure the health and well-being of animals in their care at all times including, but not limited to, handling, transportation, training, treatment and stalling. Per Rule SC-075 of the Official APHA Rule Book, no person on show grounds, including but not limited to, barns, stalls, parking area and show arena may treat any animal in an inhumane manner, which includes but is not limited to: 1. Placing an object in a horse s mouth so as to cause undue discomfort or distress; 2. Tying a horse in a manner as to cause undue discomfort or distress in a stall, trailer or when longeing or riding; 3. Letting blood from a horse; 4. Use of inhumane training techniques or methods; poling or striking horse s legs with objects (i.e. tack poles, jump poles, etc.); 5. Any item or appliance that restricts the movement or circulation of the tail; 6. Intentional inhumane treatment that causes a horse to bleed; 7. Failure to maintain an appropriate environment for horses well-being. 8. Use of prohibited equipment, including, but not limited to: saw tooth bits; hock hobbles; tack collars; or tack hackamores; whips used for showmanship; war bridles or like devices; riding in a curb bit without a curb strap; wire or solid metal curb straps no matter how padded; wire cavesson; wire or cable tie-downs; bumper bits; metal bosals (no matter how padded); chambons; headstalls made of metal (no matter how wrapped or padded), twisted rawhide, or rope may not be used on a horse s head (3/8 inch rope may be used with a slip/gag bit); running martingales used with curb bits used without rein stops (running martingales may be used with legal curb bits as long as the reins have rein stops); 9. Excessive spurring or whipping; 10. Excessive jerking of reins; 11. Excessive fencing; 12. Excessive spinning (defined as no more than eight (8) consecutive turns in either direction); 13. Schooling over ramped oxers in reverse order (i.e., from highest to lowest instead of lowest to highest); 14. Schooling using rails higher than four (4) feet; 15. Exhibiting a horse which appears to be sullen, dull, lethargic, emaciated, drawn or overly tired; 16. If fresh blood is found on any mouth and/or body areas of a horse, (i.e. including but not limited to: barrel, flanks, belly, sides, shoulders) at any time the horse must be excused from the competition; 17. Applying excessive pressure on or excessively jerking of a halter lead shank or an allowed lip chain; 18. Any other treatment or conduct deemed by a show official to be inhumane or abusive.

8 The standard by which conduct or treatment will be measured is that which a reasonable person, informed and experienced in generally accepted animal husbandry standards, equine training and exhibition procedures, would determine to be cruel, abusive and inhumane. The exhibition of a horse that has a cut or abrasion, showing clear evidence of fresh blood in the mouth, nose, chin, shoulder, barrel, flank or hip area, must be considered abuse regardless of how the injury was caused. Upon discovery by any show official of inhumane treatment, show management reserves the right to immediately disqualify the horse and exhibitor for the remainder of the show and/or remove them from the grounds and shall immediately report the matter to the APHA for further disciplinary action. This prohibition against inhumane treatment applies to APHA members and non-members. APHA members may be held responsible for the actions of their trainers, agents, representatives and/or employees. For violation of this rule, an individual may be disciplined, suspended, fined, denied APHA privileges, disqualified, expelled from show grounds and/ or expelled from APHA. Photography & Videography Only photographers and videographers under contract with the APHA and/or employed by the APHA will be allowed to take photos or videos of any horse, exhibitor, owner, staff member, show official or others associated with the show during the APHA World Show. Persons directly related to or associated with an exhibitor may take photos or videos of the exhibitor for personal use only. No photos or videos of events or individuals may be contracted for sale other than through the APHA or official photographer and videographer under contract with the APHA. The APHA has exclusive rights to this event. Any reproduction for sale or promotional activities is strictly prohibited without expressed consent of the APHA. Outside media is invited to cover this event and must check-in with show management. As per Rule GR-030, attendance at an APHAapproved event, in whatever capacity, shall constitute authorization for APHA, its agents, designees, or assigns to photograph, video tape, televise, or record by other means (hereinafter referred to as photographic material ) any person or animal on the premises of an APHA-approved event, and shall further constitute authorization for the use of such person s name, voice and biography, or the name, pedigree and performance record of any animal on the premises (hereinafter referred to as related information ) in conjunction with any photographic material. Virginia Horse Center Rules SECURITY: (540) STABLE OFFICE: (540) EMT: (540) FIRE/RESCUE: Upon arrival at the Virginia Horse Center, all trailers MUST check in at the Welcome Center (Stable Office). 2. No smoking in any arena area or barns. This is the law. 3. VEHICLES: Drive Carefully. Obey All Traffic Signs. Speed limits are strictly enforced. Every vehicle operator must have a valid driver s license and proof of insurance. The use of vehicles in the camping areas is restricted to regular roadways for entering and exiting only. Vehicles are permitted only if operated in a safe manner (this is a Virginia state law), but may not be used in the Coliseum or in the interior of any of the barns. Four wheelers and ATV s are not permitted on the VHC grounds. Non-powered scooters, bicycles, skateboards, in-line skates, heelers (skates in shoes) are not permitted in the Coliseum or the interior of any of the barns. The VHC reserves the right to prohibit the operation of any vehicle. 4. Dogs/Pets: All dogs/pets must have current inoculations for rabies as prescribed by state of residency. No loose dogs/pets are allowed anywhere on the premises. All dogs/pets that are not crated must be on a hand-held or tied leash. Loose dogs/pets will incur a $100 fine. You must clean up after your dog/pet.

9 Coliseum: Absolutely no loose dogs/pets allowed in the Coliseum, no dogs/pets are allowed in food service areas of the Coliseum with the exception of service dogs. Absolutely no dogs/pets in the Mezzanine (2 nd floor of the Coliseum) under any circumstances with the exception of Service Dogs. We ask that your Service Dog have his/her vest on. Grounds/Parking Areas/Barns/East Complex: All dogs/pets must be on a hand-held or tied leash. 5. No trash or sharps in the manure pits. Sharps should be placed in red boxes in barns. Shows will be charged $1,000 for sharps in the manure pits. 6. ALCOHOL: At events serving alcohol, all ABC laws must be followed. If asked to provide Identification for purposes of age validation, you must comply. Those individuals who do no comply will not be served alcohol. Disorderly patrons will be removed from the premises. 7. Theft/Vandalism: Anyone involved in destroying property or found stealing property will be prosecuted to the fullest extent of the law. 8. All stalls must have at least one bale of shavings or straw. Sawdust is prohibited. Shavings may be purchased at the Welcome Center (Stable Office). 9. No lunging in posted rings. Waldron Arena, Reel Arena, Wiley, Northern, and Sandy Gerald NEVER. 10. No overnight horses may be stabled in trailers or tied out. 11 Horses are absolutely not allowed to be ponied behind any moving vehicles. 12. No vehicles allowed in the barns. 13. Campers must register at Stable Office. 14. Check-In time and Check-Out time subject to show date. 15. No gray water is to be dumped on the ground. Sewage arrangements are made through the stable office. 16. Campfires are not permitted. 17. Campers must keep their sites clean and dispose of refuse in the receptacles provided. All campers will be responsible for leaving the campsite as they found it. Any damage or repairs resulting from negligence shall be the responsibility of the camper. 18. All central service buildings and other facilities in the campground are for campers and exhibitors use only. 19. Firearms and fireworks are not permitted. 20. No tent, camper, RV or camping equipment shall be left unattended longer than 24 hours without written permission from campground management. 21. Any loss, theft, accident or disturbance should be reported to the Virginia Horse Center Security. Lost and Found is located in the Security Office. 22. Virginia Horse Center management reserves the right to remove from the premises any camper or visitor who is in violation of these rules and regulations. 23. The Virginia Horse Center shall be held harmless against all claims, costs, losses or liability of every nature and kind asserted against or incurred by camper arising or resulting in any respect from camper s occupancy and use of premises, and/or visitor and visitor s use of premises. 24. There will be a fine for anything hooked to or suspended from electrical conduit in the barns. This is extremely dangerous and electrocution could occur.
