3 Page 3 If you have not received an anticipated refund by August 15, contact the Show Secretary. No refunds will be issued after September 1, ABOUT THE FACILITY Arenas & Footing Six outdoor arenas, three competition and three warm-up; two indoor arenas. All FEI Tests will be ridden in Hydro-Active Sand Arena with matching warmup. Other arenas, warm-up and lungeing areas are hog fuel or Equi-Base. Indoor Arena and warm-up are new Equi- Base Arenas (Sand and Geotek Fabric over rubber matting). All tests will be ridden in a 20m x 60m arena. Outdoor lungeing areas will be posted. Outdoor arenas and bridle paths close at dusk. Children & Pets For safety s sake, unattended children are strictly prohibited on the grounds. No dogs or other pets permitted on the grounds. Food Food, coffee and espresso vendors will be on-site throughout the competition, beginning Thursday evening and available until the end of Sunday's competition. There are a variety of restaurants within a five-minute drive of the facility. Parking Complimentary exhibitor parking is located just outside the main gates. All parking inside the main gate is reserved for VIP Permit Holders only. Short-term parking permits for loading and unloading will be available at the gate and at the show office. Premium parking permits For courtesy electrical RV hookups or vehicle parking surrounding the upper and lower stabling areas...$75/weekend RV Hookups Electrical service is available at the end of each stall row as a courtesy on a first come, first served basis as available. RV's, campers, motor homes and the like with Premium Parking Permits are welcome to run an extension cord after all competition has ended for the day. As a safety measure, extension cords must be unplugged and stowed during competition hours. Generators are prohibited on the property. Smoking DevonWood is a 100% smoke-free facility. Stabling For horses' safety, (1) each horse brought onto the grounds must have an assigned stall, and (2) aisleways must be kept clear no tents, canopies or the like in aisles. All stalls are box stalls with full locking doors. Stall fee includes first bedding (shavings); no bedding in tack stalls. Additional shavings available for purchase through show office. Straw and other bedding materials prohibited. Stalls may not be resold or sublet by exhibitors. Fees listed are for Thursday noon through Sunday evening. o Upper barn: there are 20 12'x12' stalls in the warm-up arena barn, all with rubber mats. Fee includes use of shared tack room... $200 o Lower barns: at east end of facility, just inside main entrance. All are lighted; o Barns C/D G/H have permanent roofs over the stalls with eaves and gutters. o Barn E/F has 20 10'x12' stalls with rubber mats over asphalt... $150 o All other barns have 10'x10' stalls with dirt floors... $110 o Tack stalls (lower barns only)... $90 o Day stall (2-day maximum, no choice of barn, no overnight)... $45/day o Indicate your stabling preference on your entry form; however, be aware that stall assignments will be based on the horse s size, gender, and length of stay. AWARDS Awards to 1ST, rosettes through 6TH. Breed and rider High Point awards will be presented on Sunday, as determined by scores earned during Friday and Saturday competition. Prize money offered in Classes 270 & 275 will be awarded using the following distribution: 1st Place: 60%, 2nd Place: 25%, 3 rd Place: 15%.

4 Page 4 If there are fewer than three entries in either class, prize money for that class will not be offered. Prize money will not be given to entries in these classes that are scratches, no shows, or eliminated. In the event of a tie in classes where prize money is offered, ties will be broken per USEF Rules. Prize money will be payable to registered owner of horse. Competition Management reserves the right to modify prize money terms as necessary. Prize checks will be issued at the show. Attendance in the award ceremony is mandatory to receive prize. Award recipients will be notified a minimum of one hour prior to the award ceremony. Recipients are requested mounted and in show attire; awards will not be shipped. Award recipients not present will forfeit their award. Class 223 will be the USDF/Dover Adult Amateur Medal class. See page R-10 for eligibility requirements. CLASSES Classes with no entries by closing date will be canceled. Classes with fewer than three entries may be combined. Competition Management reserves the right to combine and/or modify classes at their discretion. DIRECTIONS I-5 south from Portland/north from Salem to Sherwood/Tualatin exit, #289. West on Tualatin/Sherwood Hwy five miles to Hwy 99W. South three miles to SW Pacific Hwy, on your right just past Brookman/Chapman Rd. Main gate will be staffed during business hours; gate code will be posted during evening hours. ENTRIES Download entry form at Great American Insurance Group / USDF Qualifying will not be added unless fee is enclosed. If membership proof information is not provided and GAIG/USDF Qualifying is requested, costs of appropriate memberships will be added to the entry. SCHEDULING & RIDE TIMES Tentative ride times will be ed to all who provide clear addresses and will then be posted at US Post will be used for those who do not provide a legible address. Self-addressed, stamped envelopes are not required, however responsibility for obtaining ride times remains with the competitors. Final ride times will be available online and posted at the show office. Competition Management retains the right to split or combine classes, substitute judges or add/change arenas as they see fit. 5 Page 5 OTHER Competitors are allowed in and around the competition arena only during their scheduled ride times and during posted schooling hours. Farrier and veterinarian will be on call or on site during entire show. Names and phone numbers will be listed in show program and posted on grounds. Professional videography and photography will be available.

6 Page 6 GENERAL RULES ENTRIES: A) This prize list states an OPENING and CLOSING Date for entries. ENTRIES RECEIVED BEFORE THE OPENING DATE WILL BE PENALIZED. B) Entries will be accepted on a first-come, first served basis until available ride times are filled. Entries for these shows will be VERY limited. The shows can be filled prior to the Closing Date. Entries received after classes are filled will be notified and, if desired, put on a waiting list. Those on the waiting list not getting into the show will have their entry check destroyed (not cashed) and no fees will be assessed. C) Any changes to an entry requiring a new entry form (eg. rider or horse change) will be charged an Entry Change Fee of $ Other entry changes will be charged a $10.00 Change fee per change. D) Incomplete or incorrect entries will be charged a $25.00 Incomplete Entry Fee and placed on a waiting list. Incomplete entries that require Competition Management to place a phone call for verification will be assessed a $5.00 fee for each call. An additional $5.00 mail fee will be applied to those entries that must be returned. E) All entry forms must be accompanied by check payments in full. A COPY OF ALL APPROPRIATE USEF & USDF MEMBERSHIP CARDS (OWNER, RIDER, TRAINER, & COACH), HORSE REGISTRATIONS AND REQUIRED PRE-REQUISITE TESTS MUST ACCOMPANY THE ENTRIES. ALL ENTRIES MUST HAVE OWNER, RIDER, TRAINER, AND COACH SIGNATURES, IN INK, OR THEY WILL BE RETURNED. GR908.2 F) Entries are not accepted by phone, fax or . HORSE & RIDER: The horse, owner and rider information must be identical on all submitted USEF & USDF membership cards AND horse registrations/hid information on the entry form. Horses must be entered in qualifying classes under their official recorded names and ownership, and transfers of ownership or lease registrations must be completed in compliance with USEF rules prior to the competition, in order for the horse to compete under the name of the new owner or lessee (see GR1101 & GR1102) ADULT AMATEUR STATUS: Exhibitors MUST have an Amateur noted on their current USEF membership card. Adult Amateur s should be 22 or older (GR1306 & 1307). If proof of Amateur status is not received with the entry, the competitor must complete an affidavit and the appropriate fees will be assessed at check-in. NON US COMPETITORS: Canadians in good standing with CEF may apply to the USEF for Amateur status at no fee. Effective January 1, 2005, foreign competitors are not required to hold a foreign competitor license. Foreign competitors may either be a member of USEF or their own national federation GR1309.3a &b. See DR27.2 and for passport and foreign competitor applications. Foreign competitors should have at least a Free USDF Non-Member Number. Effective 12/1/2008: Foreign riders will now be able to participated in the Great American/ USDF Regional Dressage Championships program. Foreign riders must have a USEF active Senior, Junior or Life membership (refer to USEF GR 202), USDF Participating Membership and if qualifying for the Adult Amateur (AA) Division, the rider will have to qualify under the USEF amateur criteria GR1309.3c. All other criteria for qualifying and membership will also have to be met for both the horse and the owner. TRAINER: A trainer is defined as any adult, or adults, who has the responsibility for the care, training, custody or performance of a horse. Trainers must sign the entry form whether they be an owner, rider, agent and/or coach as well as trainer. Where a minor exhibitor has not trainer, a parent or guardian must sign and assume responsibility of trainer. See GR146 also GR404. COACH: A coach is defined as any adult or adults who receives remuneration for having or sharing the responsibility for instructing, teaching, schooling, or advising a rider, driver, handler or vaulter in equestrian skills. Anyone coaching on the grounds must sign the entries of all exhibitors being coached and provide proof of USEF membership, or pay the nonmember and/or discipline fee(s) (see GR108, GR906.4, & GR908). At all DONIDA SHOWS coaching must be done from OUTSIDE the warm up arena, and in such a way as not to impact the other riders. 2. POST ENTRIES: Competition Management reserves the right to accept post entries if space allows or in case of cancellations. A waiting list will be established to fill cancellations until five (5) days prior to the first day of competition. A Post Entry Fee or $10.00 will be added to each post entry accepted. Management reserves the right to accommodate individual class changes subject to availability. Class changes will be assessed a $10.00 per change fee. GR REFUNDS: A) All fees refunded BEFORE THE SHOW CLOSING date less a $50 cancellation fee. B) 6/11 7/9 upon presentation of a veterinarian or doctor s certificate, there will be a refund of 50% of the class fees IF we are able to fill your ride time. C) 7/10 7/15 All refunds at the discretion of Competition Management, doctor or vet certificate required. The certificates must be received before noon of the Wednesday PRIOR to the show to be considered for the refunds listed in item B & C. D) No refunds of any type will be made if notice of cancellation is received later than the Wednesday prior to the show (7/15), if the entry is a no-show, or for illness or injury at the show, or for weather, or for acts of God. 4. DRUGS & MEDICATIONS: For every horse participating in any competition recognized by the USEF, a $15.00 USEF Fee will be collected ($7.00, shall be an Equine Drugs & Medication fee to provide for research, inspection, and enforcement of rules regarding use of medications and drugs; see GR407.1,.2 and.3 & GR208 and $8.00 is a USEF fee). This fee is remitted to USEF.

MEMBERSHIPS: USEF - ALL PARTICIPANTS (RIDER, HANDLER, OWNER, TRAINER, AGENT, LESSEE OR COACH) as provided in GR1309 MUST PRESENT TO THE COMPETITION SECRETARY A CURRENT FEDERATION MEMBERSHIP CARD OR COPY THEREOF. In the event a participant does not have his/her card or a copy, he/she they will be accessed a $30.00 non-member fee, if they are not a member, they will pay the $30.00 nonmember fee each. A COPY OF ALL APPROPRIATE USEF CARDS MUST ACCOMPANY THE ENTRIES. EXCEPTION: Riders, owners in classes restricted to walk & trot only, i.e. USDF Introductory Tests 1 & 2; GR USDF: All participants who do not provide a copy of their current cards with the show entry, or are unable to produce the card(s) when registering at the competition, will be asked to complete a Horse and Membership Affidavit and pay a $5.00 fee. HORSE RECORDING NUMBERS: Every horse entered in these shows must have an identification number from USDF and/or USEF to compete in the events listed in this Omnibus. For all shows in this Omnibus, a photocopy of the horses registration and/or identification must be submitted with the show entry. If proof of registration/identification is not received with the entry, the competitor must complete an affidavit and the appropriate fees will be assessed at check-in. If you are riding Qualifying test these must be a USDF Lifetime number and USEF annual or lifetime number. If NOT riding in qualifying test, the number may be a USDF HID and/or USEF HID. All names on the USEF and USDF papers must be identical. Leases must be registered with USEF. GR1101 & GR1102 SPECIAL NON-MEMBERSHIP NOTICE: Non-members may apply for USEF membership at the show, prior to commencing exhibition classes. Applications are considered effective on the date the application and dues are received by the Competition Secretary provided the application is signed and dated by the Competition Secretary and the Competition DTD on that same day. Applications completed online at the competition are effective the date the application is submitted. HOWEVER, horse recordings are not changed and not effective until the forms and fees are received in Lexington, KY. Riders or owners may apply for horse recordings at the show office. For points to count, application must be made on first day of show. If after first day, points count ONLY after recording received at show office. GR205 also 6. THE JUDGES DECISION IN ALL CLASSES IS FINAL: Competition Management reserves the right to add or substitute Judges as required. Upon receipt of the preliminary ride schedule, it is the rider s responsibility to notify Competition Management if they are NOT eligible to show for a substitute or added judge. Competition Management will make every effort to make adjustments to schedule. 7. RETURNED CHECKS: Checks returned by the bank for any reason are regarded as a most serious offense and will be handled according to the following procedures. $35.00 WILL BE ASSESSED FOR EACH RETURNED CHECK! Accounts will be given ten (10) days to be paid in full with a certified check or money order or they will be turned into the USEF for further disciplinary action. 8. COMBINATION OF CLASSES: Competition Management reserves the right to cancel, combine or divide classes, or change order for award purposes where less than three (3) horses entered. Classes listed are a tentative schedule and may be changed at the discretion of the Competition Management. Competitors will be notified of any class changes from this tentative schedule in accordance with GR830. Class size may also be limited by Competition Management. Classes cancelled because of weather may be rescheduled or remain cancelled. NO REFUNDS. 9. RIDING TIMES: A provisional riding schedule will be mailed/ ed to each rider upon completion of the schedule. If ride times are not received it is the responsibility of the rider to contact the Competition Management. The riding schedule will also be available on the web at All owners and trainers wishing ride times must contact the rider of the horse. Ride times can not be changed unless dire need is demonstrated and an equitable solution among all riders affected is available. A $10.00 Change Fee will be charged, for every change in a rider s schedule after ride times have been mailed and for filling of scratches during the show. Riders should be aware that if the need arises, the Competition Management can change rider times per USEF Rule, GR If Competition Management changes ride times, the new Time Schedule will be posted outside the SHOW OFFICE by noon of day before classes being changed. 10. GREAT AMERICAN INSURANCE GROUP/USDF CHAMPIONSHIP CLASSES: Qualifying classes are open ONLY to horses that have been recorded as either lifetime or annual with USDF and USEF, ridden and owned by a Junior, Senior, or Lifetime Member of USEF and a Participating member of USDF. See further rules elsewhere in this Omnibus. 11. STALLIONS: All stallions must be attended or stabled at all times SHOW OFFICE HOURS: The Show office will be open one (1) hour prior to the first class each day and will close one-half (1/2) hour after the last class of each day. 13. DOGS: Dogs are not permitted on the show grounds. 14. ACCURACY OF SCORES: It is the responsibility of the competitor to verify the accuracy of test scores. Any scoring errors must be reported to the Show Secretary and/or the assistant within one hour of the last ridden test for that class. Failure to report any errors within the time allowed will mean that the error will not be corrected and there will be no change in class placings.

8 Page MANAGEMENT RIGHTS: Competition Management reserves the right to interpret all questions and conditions in regard to or arising out of any incident in the show without claims for damages or recourse of any kind. All questions not covered in these rules and regulation shall be decided by Competition Management and the Competition Management s decision shall be final. Competition Management reserves the right to refuse entries for cause, accept conditionally, or to cancel any entries, disqualify riders or exhibitors, prohibit exhibition of entries and cancel awards without claim to damages; to change, cancel or combine classes, to reschedule classes after due notice to exhibitors, or to change rings or rotate judges. GR915, GR RELEASE OF RESPONSIBILITY: USEF, USDF, the Competition Management, Show Officials, Show Facilities, their Directors and/or employees will not be responsible for any accident and/or loss that may occur to any exhibitor, competitor, agent, horse, and/or equipment. 17. EXHIBITORS RESPONSIBILITY: Each competitor is responsible for supplying management with correct association number (USEF& USDF) for the horse, owner, rider and trainer before the day(s) of the competition. The scores of competitors who fail to supply correct numbers may not be counted toward national awards. It is the exhibitors responsibility to indicate to the Competition Management if they are NOT eligible to compete under a specific judge. No refunds will be allowed if this is not indicated regarding a listed judge. If the judge has been added, Competition Management will make every effort to make adjustments to schedules as long as we are notified BEFORE the first date of competition. Please check you program when received. All owners and exhibitors will be held responsible for any damage caused by them, their agents, their horses, or their employees to stalls, buildings, and other properties on the show grounds and shall be billed accordingly. 18. MINOR EXHIBITORS: No minor s entry will be accepted unless it is signed by a parent or legal guardian. A minor is an individual who has not reached his 18th birthday as of December 1st of the current competition year. All minor s must be accompanied on the show grounds at all times by either their parent, legal guardian or trainer who have signed their entry form. The signature of an instructor, agent or other unrelated persons will NOT be accepted. 19. SHOW HORSES ONLY: All horses must be entered in the show and wear the assigned bridle number at all times on the show grounds. Horses brought to the show grounds for the purpose of schooling only will need to: 1) complete an official entry form signed by rider, parent, owner/lessee, coach and trainer; 2) pick up and wear an Exhibitor s number; and 3) pay any number deposit and stabling fee. Non-competing horses will be accepted on a space-available basis and competitor must obtain Competition Management permission before bringing additional horses prior to the closing date of the show. 20. NO SHOWS: All NO SHOWS that have not checked in with the show office prior to their first ride and picked up their exhibitor number will be considered as a scratch for the rest of the show and time slots may be filled. 21. MISCELLANEOUS CLASS SPECIFICATIONS: Adult Amateur Classes - Open to Adult Amateur riders. Must possess or have applied for USEF amateur card and be 22 or older. GR 1306 & GR 1307 Dressage Seat Equitation Dressage Seat Equitation Classes are offered to Junior Riders according to the specifications for the USEF Dressage Seat Equitation Medal Program. After 2009, these classes are pre-requisites to entry in the USEF Dressage Seat Equitation Medal Semi-Final Classes, held at USEF/USDF Regional Championships. Please see Rule DR 132 of the USEF Rule Book. Three classes are offered: DSE, Junior Rider 13 & Under; DSE, Junior Rider, and DSE for Adult, all divisions. FEI Classes - Riders should specify test to be ridden on ENTRY FORM. GREAT AMERICAN INSURANCE GROUP/USDF Qualifying Classes - Are open ONLY to horses that have been recorded with USEF and USDF with Lifetime and/or annual (USEF) registrations and ridden and owned by a Junior, Senior, or Life Member of USEF and are Participating members of USDF. Qualifying classes with a Q in the class title will not require a separate ride. An exhibitor riding in the Open, Adult Amateur or Junior/Young rider classes will pay an additional $10 USDF fee to have this score entered in the Great American/USDF qualifying class at that level. A horse/rider combination may enter only one Qualifying test, and one Qualifying Freestyle, at each level per day. Specify on Entry form if qualifying as an Adult Open, Adult Amateur or Junior/Young Rider. YOUNG RIDERS can ride in (and qualify for) Jr/Yr classes and open classes, but to qualify for the FEI Young Rider Championship class the rider must qualify by riding the FEI Young Rider Team Test (2 scores, 2 different shows and 2 different judges) and scores must be a minimum of 60%. Young riders may NOT enter both the FEI Yr Team test and Fourth level as Great American/USDF Qualifying classes in the same day, and riders may NOT enter both the FEI YR Individual and Prix St Georges as Great American/USDF Qualifying classes in the same day. JUNIOR RIDERS can ride in (and qualify for) Jr/Yr classes and open classes, but to qualify for the FEI Junior Rider Championship class the rider must qualify by riding the FEI Junior Rider Team Test (2 scores, 2 different shows and 2 different judges) and scores must be a minimum of 60%. NORTH AMERICAN JUNIOR/YOUNG RIDER S CHAMPIONSHIP (NAJYRC): Official Qualifier Classes are identified in the show class list. Parents, owners, and/or trainers of Advance Young Riders may not officiate the FEI Young Rider classes at Official USDF Qualifying Competitions for the NAJYRC in the young riders declared region, even if their child or student is not in that competition.

9 Page 9 USDF/FEI Musical Freestyles - In order to enter a freestyle class at any level, a horse/rider combination must have received a minimum score of 60% in the highest test of the declared freestyle level or any test of a higher level at a USEF show. A photocopy of the test verifying eligibility must be submitted with the entry. Specify on entry form which level the freestyle will be ridden: First, Second, Third, Fourth, PSG, Intermediare or Grand Prix. It is the responsibility of the exhibitor to have CD to the Show Secretary four (4) hours prior to the Freestyle class. Check at the show office for the sound check time schedule. Please make sure that CD s are properly labeled with rider/horse name. It is the responsibility of the the rider to PICK up their tape/cd after the Freestyle class. CD s will not be mailed back after the show. Test of Choice Classes - If test number is not on the entry there will a $5.00 phone charge to find out. THERE WILL BE NO CHANGES IN TEST OF CHOICE CLASSES AFTER CLOSING DATE. The Horse may only be ridden once in each Test of Choice class. 21. GOLF CARTS, SCOOTERS, AND ANY OTHER MOTORIZED VEHICLES ON SHOW GROUNDS: GR Minors who do not have a valid driver's license which allows them to operate a motorized vehicle in the state in which they reside will not be permitted to operate a motorized vehicle of any kind, including, but not limited to, golf carts, motorcycles, scooters, or farm utility vehicles, on the competition grounds of recognized competitions. Minors who have a valid temporary license may operate the above-described motorized vehicles as long as they are accompanied by an adult with a valid driver's license. Violations of this rule will be cause for sanctions against the parent(s), guardian(s) and/or trainer(s) who are responsible for the child committing the offense. Penalties may include exclusion of the child, parent(s), guardian(s), and/or trainer(s) from the competition grounds for the remainder of the competition and charges being filed against any of the above individuals in accordance with Rule 7. Wheelchairs and other mobility assistance devices for individuals with disabilities are exempt from this rule. Federation Entry Agreement By entering a Federation-licensed Competition and signing this entry blank as the Owner, Lessee, Trainer, Manager, Agent, Coach, Driver, Rider, Handler, Vaulter or Longeur and on behalf of myself and my principals, representatives, employees and agents, I agree that I am subject to the Bylaws and Rules of The United States Equestrian Federation, Inc. (the Federation ) and the local rules of the competition. I agree to be bound by the Bylaws and Rules of the Federation and of the competition. I will accept as final the decision of the Hearing Committee on any question arising under the Rules, and agree to release and hold harmless the competition, the Federation, their officials, directors and employees for any action taken under the Rules. I represent that I am eligible to enter and/or participate under the Rules, and every horse I am entering is eligible as entered. I also agree that as a condition of and in consideration of acceptance of entry, the Federation and/or the competition may use or assign photographs, videos, audios, cablecasts, or other likenesses of me and my horse taken during the course of the competition for the promotion, coverage or benefit of the competition, sport, or the Federation. Those likenesses shall not be used to advertise a product and they may not be used in such a way as to jeopardize amateur status. I hereby expressly and irrevocably waive and release any rights in connection with such use, including any claim to compensation, invasion of privacy, right of publicity, or to misappropriation. The construction and application of Federation Rules are governed by the laws of the State of New York, and any action instituted against the Federation must be filed in New York State. See GR I represent that I have the requisite training, coaching and abilities to safely compete in this competition. Dressage Sport Horse Classes SPECIAL RULES: 1. Primary Handler must register as Rider on Entry Blank and be a member of USEF, or pay a non-member fee & discipline fee. 2. All Handlers (Primary and Assistant Handlers) must sign entry blank, (Assistant handlers need not be USEF members.) 3. Entries in Produce of Dam & Get of Sire classes must be made by the owner of the dam or sire, or with written permission from the owner, in the name of that dam or sire. 4. All offspring entered in Produce of Dam & Get of Sire classes must be named on the entry form. 5. Multiple ownership is permitted and owners must be listed. 6. 10 Page 10 The 2009 USDF/Dover Saddlery Adult Amateur Medal Program The USDF/Dover Saddlery Adult Amateur Medal Program is designed to specifically recognize and encourage the adult amateurs riding at Second Level. Awards 1. Dover Medal Recipient The eligible rider with the highest score of 58% or better in the designated Second Level Test Three class or applicable test of choice USDF/Dover Adult Medal class at a participating competition will receive a handcrafted USDF/Dover pewter medal and neck ribbon. Winners will receive a $20 Dover Saddlery gift certificate for the first three USDF/Dover Adult Medals they win during the 2009 competition season. 2. The USDF/Dover National Merit Award A USDF/Dover National Merit Award will be awarded to riders winning three USDF/Dover Medals in the same competition year. 3. Year-End Awards The USDF/Dover Medal National Champion and Reserve Champion are determined from the average of the top three winning ride scores during the competition year. The Champion receives a $1000 Dover Saddlery gift certificate and a Jaguar dressage saddle. The Reserve Champion receives a $500 Dover Saddlery gift certificate and a Jaguar dressage bridle. Rider Eligibility To be eligible, a rider must meet the following criteria: 1. Also exempt are horses ridden in leadline, exhibitions, games and races, classes for 4-H members, walk-trot and academy classes. For foreign-owned horses competing in a CDI, USDF accepts copies of the horse identification pages from an FEI passport in lieu of a USDF HID or Lifetime Horse Registration (LHR) number. Riders and owners/lessees competing only in classes which are exempt from the USDF HID requirements are also exempt from the USDF NM identification number and NM fee requirements. Also exempt are Handlers of horses competing in DSHB In-Hand or Group classes. Memberships Defined Participating Membership (PM): A membership issued to an individual directly by USDF. The membership year is December 1 through November 30. PMs are available for 1-year ($62), 5-years ($250), or life ($1,000). A USDF Youth Participating Membership (YPM) is available for members under 21 (as of December 1 of the current membership year) for $35. A PM allows the member to compete at USDF recognized/usef-licensed competitions and to participate as a rider and/or owner for all Adequan /USDF Year-End Awards, Great American Insurance Group/USDF Breeders Championship Series Finals, and the Great American Insurance Group/USDF Regional Dressage Championship program. Intercollegiate/Interscholastic Membership (IM): A membership issued to an individual by USDF when the member name and dues are submitted to USDF through an affiliate Intercollegiate/Interscholastic Member Organization (IMO). The membership year is December 1 through November 30. An IM allows the member to compete at USDF-recognized/USEF-licensed competitions, and participate in the USDF Rider Awards program. Business Membership (BM): A membership that runs December 1 through November 30 and is issued to a business or organization directly by USDF. The USDF BM ($175) offers a wider variety of advertising benefits. BMs satisfy requirements of horse ownership only. Non-Member (NM) Identification Number: For each USDF non-member owner/lessee and USDF non-member rider there will be a USDF

12 Page 12 non-member fee of $20 and a USDF non-member form per competition that must be collected by the show secretary and submitted to USDF along with the USDF Report of Fees document and the $5 affidavit fee if the person cannot provide a copy of their USDF NM card. Owners/lessees or riders exempt from the non-member number requirements are also exempt from paying the USDF non-member fee. If all the owners of the horse are non-members, only one of the owners must pay the non-member fee. If the horse has at least one owner who is a current USDF member there is no non-member fee assessed. Competition management will be invoiced for all applicable USDF non-member fees not received with the USDF post competition paperwork, along with a report listing all USDF non-members. Competition management is then required to submit the nonmember fees within 30 days to the USDF. An individual with a USDF NM identification number is not eligible for any USDF membership benefits. Once a USDF NM number has been assigned, a USDF NM card can be obtained from the USDF Web site. Horse Identification (HID) Number: A one-time tracking number for horses ($20). Scores earned by a horse with an HID will be recorded, but will NOT be counted towards Adequan /USDF Year-End Awards. A horse with an HID is not eligible to compete in Great American Insurance Group/USDF Regional qualifying or championship classes or Great American Insurance Group/USDF Breeders Championship Series Finals. An HID can be upgraded to a Lifetime Horse Registration (LHR) for a fee of $65. If a horse has a USDF LHR it does not need an HID. An HID does not need to be renewed. Lifetime Horse Registration (LHR): A horse with a LHR ($85) is eligible for Adequan /USDF Year-End Awards, and eligible to compete at Great American Insurance Group/USDF Breeders Championship Series Finals and Great American Insurance Group/USDF Regional qualifying and championship classes, assuming requirements for the owner and rider are met. 13 Page 13 USDF Statement on Animal Welfare The United States Dressage Federation, Inc. (USDF), a federation of over 125 independent organizations throughout the United States with a membership in excess of 33,000 members, supports the concept of ethical treatment of animals. Dressage is a classical method of training horses, based upon the horse s natural responses, as carried out in a gradual, planned program during which the horse s athletic abilities are improved in a systematic manner. As a result, the horse becomes capable, comfortable, and responsive in partnership with the rider without the use of force. Dressage competition at various levels of achievement is the ultimate test of the training program to determine whether the desired harmony between horse and rider has been achieved. The rules pertaining to dressage competition prohibit the use of artificial appliances, training aids, and drugs, which would force the horse to submit. Instead, the emphasis is upon training and a cooperative partnership with the rider. Major competitions are carefully monitored to assure that there is no unnecessary force or harshness displayed. Unlike other horse sports in which horses enter training at a relatively immature state, dressage training is usually not seriously begun until the horse is three or four. The top levels of achievement require five or more years of progressive training and it is not unusual to see horses in international competition in their late teens. This, in itself, places a premium on good care and soundness throughout the horse s life. While supporting the concept of animal welfare in its broadest form, the United States Dressage Federation, Inc., also recognizes that it is unrealistic to ascribe human emotions and responses to the horse which in its wild state is a creature of flight, living a hard and precarious existence. Under domestication, the horse is assured of ample food, water, and shelter, as well as protection against infectious diseases and damaging parasites, thus leading a longer and healthier life with a high rate of survival. As an educational organization, USDF has numerous programs, which teach people how to pursue the accepted, humane training methods. A program of certifying instructors also emphasizes protecting the horse s welfare in pursuit of dressage training. 14 Page Great American Insurance Group/ USDF Regional Dressage Championships In 2009, a single Regional Dressage Championship program organized by the United States Dressage Federation (USDF), licensed by the United States Equestrian Federation, Inc. (USEF), will be held in each of the nine USDF regions. In addition, Alaska and Hawaii may each hold state championships if an official request from a GMO is received by April 1 of the prior year. 16 Page 16 USEF MEMBERSHIP STATEMENT Life, senior active and junior active members shall be eligible to participate in all classes at Regular Competitions, Eventing Competitions at the Preliminary Level or above and Combined Driving Competitions at the Advanced Level, Dressage, Reining and Vaulting Competitions and Endurance Rides. A nonmember may participate as a handler, rider, driver, owner, lessee, agent, coach or trainer at Regular Competitions, Eventing Competitions, Dressage Competitions, Reining Competitions and Combined Driving Competitions upon payment of a $30 nonmember registration fee.
