DevonWood has zero-tolerance for exhibitors/spectators who violate the non-smoking policy. Violators will be required to vacate the facility immediately and will be fined in addition to full liability for damages to DevonWood property that ensue as a result of the offense. If you choose to bring your dog to the competition, it must remain in your horse trailer or vehicle and parked outside the main gates.

Rider substitutions are not permitted. Management reserves the right to qualify if these conditions have been satisfied thus making the entry eligible for partial refund of class fees. Doctor or Vet note on official letterhead must be received NO LATER THAN 12:00PM Wednesday prior to the show. Letter must include a signed statement from DVM or MD declaring horse/rider unfit for competition citing legitimate conditions/illnesses which would prevent competitor from travelling to and/or participating in competition during the period beginning Thursday, July 18 and ending Sunday, July 21, If you have not received an anticipated refund by August 23, 2013, contact the Show Manager. Absolutely no refunds will be issued after September 1, Refunds from credit/debit card charges credited back to original card. Card must be presented for return credit. All entrants who elect to use a credit or debit card as their account payment method are subject to pre-authorization within 30 days of competition date. All entrants who list a credit or debit card must present a card upon arrival for full authorization/capture or be subject to a minimum $20.00 fee for non-qualified transaction status (web authorization/capture). ABOUT THE FACILITY Arenas & Footing Six outdoor arenas, three competition and three warm-up; two indoor arenas, one competition and one warm-up. All FEI Tests will be ridden in Hydro-Active Sand Arena with matching warm-up. Other arenas, warm-up and lungeing areas are hog fuel or Equi-Base. Indoor Arena and warm-up are Equi-Base Arenas (Sand and Geotek Fabric over rubber matting). All tests will be ridden in a 20m x 60m arena. Outdoor lungeing areas and grazing areas will be posted. Footpaths are packed and leveled pea-gravel. NOTICE: All arenas (indoors and outdoors) and bridle paths close at 8 pm. No free-lungeing or turn-out in lungeing areas. Children & Pets For safety s sake, unattended children are strictly prohibited on the grounds. No dogs or other non-equine pets permitted on the grounds (with the exception of registered service animals). Wireless Internet DevonWood is a WiFi hotspot. Access to the hotspot is a pay-to-use service. Turn on your web-enabled device and launch browser for purchase/subscription details. Food Food and coffee/espresso vendors will be on-site during the competition and will be open from one hour prior to start through the end of competition, daily. There are a variety of restaurants within a five-minute drive of the facility. Please see Competition website for recommendations, discounts, and phone numbers/driving directions. Parking Complimentary exhibitor/spectator parking is located just outside the main gates. Daily reserved parking near main barn available for a fee, please pay at entrance gate. (First come, first served, as available) All parking inside the main gate is permit only. Short-term permits for loading/unloading will be available at the gate and Show Office. Directions 1. I-5 south from Portland/north from Salem to Sherwood/Tualatin exit, # West on Tualatin/Sherwood Hwy five miles to Hwy 99W. 3. South three miles to SW Pacific Hwy, on your right just past Brookman/Chapman Rd. 4. Main gate will be staffed during business hours; gate code will be posted during evening hours.
4 Premium RV/Trailer Parking For RV s and horse trailers only, parking around upper and lower stabling with courtesy electrical hook-ups. Weekend permit required. Limited space, please purchase permit on your entry form. *Terms & Conditions of Premium RV/Trailer Parking: Tow vehicles and cars must park outside main gates. Premium RV/Trailer parking is for camping vehicles and horse trailers only. No auto traffic/parking will be permitted in conjunction with Premium RV/Trailer Parking permits. All RV's and trailers must fit within the marked hangar in respect to physical width and length. Electrical service is available at the end of each stall row as a courtesy on a first come, first served basis as available. RV's and horse trailers with Premium RV/Trailer permits are welcome to hook-up/run an extension cord from 7PM to 7AM daily. Extension cords must be unplugged and stowed during competition hours. Please, out of courtesy to your neighbors, no generators. One plug-in per outlet, splitters and piggy-backing/daisy-chaining is strictly forbidden. Water hookups are not available for use. Smoking DevonWood is a 100% smoke-free facility. Please, NO SMOKING of any kind on show grounds. Stabling For horses' and exhibitors safety, (1) each horse brought onto the grounds must have an assigned stall, and (2) aisles must be kept clear no tents, canopies or the like in aisles regardless of aisle ownership or permission from competitors. All stalls are box stalls with full locking doors. Stall fee includes first bedding (shavings); no bedding in tack stalls. Additional shavings available for purchase through Show Office. Straw and other bedding materials prohibited. Stalls may not be resold or sublet by exhibitors. Stabling Fees listed are for THURSDAY NOON through Sunday evening. Early arrivals/late departures must be approved through DevonWood Equestrian Centre, LLC directly. Please send your inquiries to stabling@dressageatdevonwood.com or call $75/night per horse. Upper Barn: there are 20 12'x12' stalls in the Indoor warm-up arena barn, all with rubber mats $200 Lower Barns: at east end of facility, just inside main entrance. All are lighted; Barns C/D G/H have permanent roofs over the stalls with eaves and gutters. Barn E/F has 20 10'x12' stalls with rubber mats over asphalt...$150 All Other Barns have 10'x10' stalls with dirt floors... $110 Tack Stalls* (lower barns only)...$110 Day Stalls (2-day maximum, no choice of barn, no overnight)... $55/day Indicate your stabling preference on your entry form; however, be aware that stall assignments will be based on the horse s size, gender, group requests and length of stay. *No microwaves, refrigerators, hot plates, crockpots or other electric appliances may be used in tack stalls or stabling areas. Fans are permitted as long as cord is safely stowed off ground and away from horses. For horse and competitor safety, no extension cords crossing aisles. awards, class policies, and show policies CLASS AWARDS Awards to 1ST, rosettes through 6TH. Class 223 will be the USDF/Dover Adult Amateur Medal class HIGH POINT & BREED AWARDS High Point and Breed awards will be presented on Sunday, as determined by scores earned during Friday and Saturday competition. Parade of Champions Awards Ceremony time and location will be posted in Show Office by Wednesday NOON. Award recipients must be present at Award Ceremony or will forfeit their awards. High Point and Breed award winner names will be posted online and in Show Office by 7AM Sunday. Any outstanding balances on rider/handler/owner/horse account must be settled before prizes will be released. All entries are eligible for High Point awards. Breed Award eligibility details will be available online at the Competition Website. USDF & FEI FREESTYLE CLASS AWARDS Competition Management reserves the right to modify prize money terms as necessary. Prize money checks will be issued at the show. Attendance in the Freestyle Award Ceremony is mandatory to receive cash prize. Freestyle Award Ceremony will take place immediately following the last freestyle in both classes. Recipients are requested mounted and in show attire; awards will not be shipped. Award recipients not present will forfeit their award. Prize money offered in Classes 270 & 275 will be awarded using the following distribution: 1st Place Champion: 75%, 2nd Place Reserve Champion: 25%. If there are fewer than three entries in either class, prize money for that class will not be offered. Prize money will not be given to entries in these classes that are scratches, no shows, or eliminated. In the event of a tie in classes where prize money is offered, ties will be broken per USEF Rules. Prize money will be payable to registered owner of horse. Freestyle classes offered in addition to 270 & 275 are not prize money classes. Only class 270 & 275 are prize money classes.
5 CLASSES Classes with no entries by closing date will be canceled. Classes with fewer than three entries may be combined. Competition Management reserves the right to combine and/or modify classes at their discretion. All FEI classes and Musical Freestyle classes will be judged by two-judge or threejudge panels consisting of FEI-rated judges. ENTRIES Download official entry form at Each horse requires a separate entry form. Great American Insurance Group / USDF Qualifying will not be added unless fee is enclosed. If proof of membership is not provided and GAIG /USDF Qualifying is requested, costs of appropriate memberships will be added to the entry. SCHEDULING & RIDE TIMES Tentative ride times will be ed to all who provide clear addresses and will then be posted at US Post will be used for those who do not provide a legible address. Self-addressed, stamped envelopes are not required, however responsibility for obtaining ride times remains with the competitors. Final ride times will be available online and posted at the Show Office. Competition Management retains the right to split or combine classes, substitute judges or add/change arenas as they see fit. SHOW COMMUNICATIONS All competitors will be subscribed to the official show communications broadcast system. The Organizing Committee (O.C.) will periodically send containing show updates and bulletins to the address listed on the entry form. By entering the competition, competitors consent to receiving such communications from the O.C. At DevonWood, your privacy is our top concern. Your address and the information listed on each entry form is protected by DevonWood and will never be shared or sold to vendors or 3 rd -party organizations. MARKETING: PHOTOGRAPHIC USE & MODEL RELEASE Competitors understand that photographs may be taken during the competition for the purposes of marketing the Facility or for promoting the activities of the event. Only the best images showing the competitor and horse in a constructive or positive light will be shown/published/used. By entering the competition, you authorize DevonWood Equestrian Centre, LLC and its agents to use these images in all forms and media and any other lawful non-defamatory purpose without any additional compensation. Freestyle Sound Checks & Policies Each competitor entered in the USDF and/or the FEI Musical Freestyle Classes is REQUIRED to participate in the Official Sound Check. The Official Sound Check will take place on Friday, July 19th after competition has ended in the Sand Arena. Once the schedule is finalized, the approximate time of the Official Sound Check will be posted in the Show Office. Competitors may test their music with or without horses on leadline (not mounted). Please bring an original and a back-up copy of your music clearly marked with your name and your horse s name to the Show Office no later than Friday, July 19th at 9AM. FAILURE TO APPEAR FOR FREESTYLE SOUND CHECK WILL RESULT IN YOUR ENTRY TO CLASSES 170/175/270/275/280/299/302/306 BEING DROPPED. ENTRY FEES FOR DROPPED RIDERS WHO FAILED TO APPEAR AT THE SOUND CHECK WILL BE FORFEITED. ENTERED RIDER IS REQUIRED TO APPEAR (NOT JUST A REPRESENTATIVE). It is the competitor s responsibility to confirm the integrity of all music samples being provided for playback during scheduled freestyle rides. By entering a freestyle class at this show, competitors are expected and required to obtain prior permission and approval from all recording artists used in their assembled audio track. Competitors assume all liability for copyright infringement and other violations related to audio licensing. Competitors will be required to present documentation from said artists in the event of a legal inquiry or be subject to the penalties associated with US copyright law. By entering a freestyle class, competitor affirms that they have negotiated appropriate licensing for their selected material and that their assembled audio track is compliant with public performance rights laws within the United States. miscellaneous event details SPECIAL EVENTS Join us on Thursday evening 6:30 8:30 as DevonWood welcomes competitors at the Wine and Cheese Party in our Vendor Village. 7 General Information about USEF/USDF Licensed, ODS Approved Shows The information below is a brief synopsis of some of the rules found in the U.S. Equestrian Federation Rule Book. It is by no means an exhaustive list. Competitors are responsible for familiarizing themselves with and being in compliance with all current USEF rules. A current rule book may be General Information: ordered from the U.S. Equestrian Federation, (859) , or downloaded from their website, A completed entry is required for every horse brought onto the show grounds. (Horses not entered in the show may not be brought onto the show grounds without prior permission of show management.) In the Dressage division, each horse/rider combination is considered a separate entry, and is issued a separate number. Therefore, a completed entry form is required for each horse/rider combination. An entry is not complete without full payment, proper signatures, and proof of all required memberships and horse enrollments. No entry is valid without full payment; additionally, competitions have the right to refuse entries that are in any way incomplete. Be sure to use the 2012 Dressage at DevonWood Official Entry Form, available at Resist the temptation to sign the master form before photocopying. Only original signatures, in ink, are valid. Separate signatures are required for Rider, Owner and Trainer. If it s all the same person, three signatures are still required. Entries will be processed in postmark order unless otherwise stated. When all ride times have been filled, even if before closing date, remaining entries will be placed on a waiting list. Phoned, faxed or hand-delivered entries will not be accepted unless otherwise stated. Early entries entries postmarked before the published opening date may be penalized by being considered to be postmarked up to three days after opening date, at the discretion of show management. Class Splits and Rider Divisions Classes at this show may be split by division Open, Junior, Young Rider, Adult Amateur, or any combination at the discretion of show management. Be sure to indicate rider s division on entry, or you will be put into the Open section by default. Eligibility for the various divisions is specified in the U.S. Equestrian Rule Book, which is available online at See rule DR119.3 for Juniors and Young Riders; GR105 & 106 for Amateur. Riders are Juniors (JR) until the end of the calendar year in which they turn 18. They must provide their birthdate on the entry form as proof of age. Riders are Young Riders (YR) from the beginning of the calendar year in which they turn 16 until the end of the calendar year in which they turn 21. They also must provide their birthdate on the entry form as proof of age. For this show adults are Amateurs (Am or AA) only if the USEF has certified them as such. Please be aware that, per the adult amateur definition in the dressage rules, riders cannot compete as an adult amateur until they are over the age of 21. USEF members who apply for amateur certification will find the word AMATEUR printed on their membership cards. A photocopy of this card is required as proof of eligibility for Amateur classes. Adult riders who are not members of USEF may apply for a USEF Non-Member Amateur Certificate. Again, a photocopy of this card is required as proof of eligibility for Amateur classes. Riders who do not fit into any of the above categories must compete in the Open division. Entry Rules for Horses A horse must be 36 months of age (from foaling date) to compete under saddle in the Dressage division. It must be at least 6 years old (January 1 of foaling year to January 1 of competition year) to compete above Fourth Level, and 7 years old to compete at Grand Prix. A horse may be entered in a class only once. It may compete in a maximum of three dressage tests per day at Fourth Level and below, or two tests above Fourth Level. Freestyles are included in these counts; equitation and materiale classes are not. A horse may be entered in no more than two consecutive levels at any one competition. (Exception: Pas de Deux.) Documentation That Must Be Included With Your Entry Some show offices don't have photocopiers, and some show secretaries will return your entry as incomplete if you don t include proof of required memberships. That said, yes, it is perfectly legal to apply for any of these memberships at the show. However, it is far preferable to do it (1) well in advance of the show and (2) on-line, so that you can print out proof of application or temporary membership cards. Always send photocopies of the following documents with your entry, or as soon thereafter as possible; it will help you avoid long lines when you check in at the show. 8 Documentation for the Rider/Handler USEF: USDF: ODS: copy of current individual Junior, Senior or Life Competing membership card. Card must also say AMATEUR to be eligible for Adult Amateur division. USEF non-members and riders/handlers who cannot prove membership pay $30 fee. GAIG/USDF Qualifying classes require proof that rider is a USEF Junior, Senior, or Life member. Exempt from USEF membership requirement and non-member fees: riders competing only in USDF Introductory (walk/trot), Pas de Deux and Quadrille tests, USEF Opportunity classes and assistant handlers in Dressage Sport Horse Breeding (in-hand) classes. For each USDF Non-Member (NM) owner/lessee and USDF NM rider, there will be a USDF NM fee of $25 per competition that must be collected by the show secretary. In addition, a $5 affidavit fee must be collected if the person cannot provide a copy of their USDF NM card. All horses competing in a USEF/USDF/ODS-recognized show must have at least a USDF Horse ID number unless only competing in classes on the HID exception list. 9 ODS: There is no horse registration program. However, several shows offer breed awards. It s always a good idea to include a copy of your horses s breed registration papers with your entry. Documentation for the Trainer Trainer means the adult who is responsible for the horse while it is on the show grounds. In the case of a minor, the parent or another adult must assume the responsibilities of trainer. Therefore, every horse does indeed have a trainer, and that person must sign the entry and provide the following: USEF: copy of current individual Senior or Life Competing membership card. USEF non-members and trainers who cannot prove membership pay $30 fee. Exempt from this requirement: parent signing as responsible party for a junior exhibitor s horse. USDF/ODS: no membership requirement for Trainer. Documentation for the Coach A coach is a person who receives remuneration for instructing, teaching, schooling or advising the rider. If that person won t be coaching you on the show grounds, don t list him/her on the entry. Coaches must sign the entries of all riders they will be coaching at the show, and provide: USEF: copy of current individual Senior or Life Competing membership card. USEF non-members and coaches who cannot prove membership pay $30 fee. USDF/ODS: no membership requirement for Coach. Opportunity Classes Opportunity classes are intended by USEF to allow non-members to test the waters of recognized competition. There are no USEF membership or horse recording requirements, nor non-member fees, for Opportunity classes. USDF, ODS and CDS have agreed to follow USEF s lead, and waive their affiliate non-member fees and horse registration requirements. Horses entered only in Opportunity classes are exempt from the USEF Equine Drugs and Medication fee, but are still subject to and must comply with the USEF Drugs and Medication rules and are subject to drug testing. Horses entered only in Opportunity classes are not required to have a Horse Identification (HID) or Recording Number but must list the USEF or USDF HID or Recording number(s) if the horse has been assigned one. Riders, owners, trainers, and coaches participating only in Opportunity classes are exempt from USEF membership requirements and nonmember fees, but are required to list the Federation membership number if the participant is a member. If a competition offers Opportunity Classes limited to Amateurs, then riders must provide proof of amateur status with USEF or EC either a current membership card that reads AMATEUR or a current non-member amateur certificate. Please note that: Entry in Opportunity classes is not limited to non-members, so Opportunity classes may be used by members who just want to give a green horse or rider some show experience. Membership fees are only waived for the Opportunity classes; people and horses entered in regular classes (if management allows crossentry) are subject to the usual horse recording and membership requirements. Results for Opportunity classes are reported, but they do not count toward any awards, nor qualify for any championships not even if membership requirements are met. They are practice classes. The above information is provided as a courtesy; please read USEF General Rule 821 for full details. General rules for USEF/USDF/ODS-recognized shows Management reserves the right to cancel, combine or reorder classes, add or substitute judges or arenas, or make any other changes required. Management reserves the right to refuse or require withdrawal of an entry for cause deemed sufficient by show management. Classes with no entries by closing date may be canceled. Classes with fewer than three entries may be combined. If schooling is allowed in the competition arenas, hours will be posted and announced in advance. Minors who do not have a valid drivers' license which allows them to operate a motorized vehicle in the state in which they reside will not be permitted to operate a motorized vehicle of any kind including, but not limited to golf carts, motorcycles, scooters or farm utility vehicles on the competition grounds. Minors who have a valid temporary license may operate the above described motorized vehicles as long as they are accommodated by an adult with a valid license. The parent(s), legal guardian(s), or individual who signs the entry blank as a parent or guardian of a minor operating a motorized vehicle in violation of this rule are solely responsible for any damages, claims, losses or actions resulting from that operation. Violations of this rule will be cause for sanctions against the parent(s), guardian(s) and/or trainer(s) who are responsible for the child committing the offense. Penalties may include exclusion of the child, parent(s), guardian(s) and/or trainer(s) from the competition grounds for the remainder of the competition and charges being filed against any of the above individuals in accordance with USEF Rule 6. Wheelchairs and other mobility assistance devices for individuals are exempt from this rule [USEF GR ].
10 No one is permitted on foot in the warm up arena. Refund policy is stated clearly on page 2 of this prize list. Unless stated otherwise, competitions will not refund entry fees in the event that classes are cancelled due to severe weather, other emergency, or act of God. Show Secretaries will either post locations of sharps containers and emergency plans in the show office or send this information with the acknowledgement letters or these items will be listed within individual show programs. General rules for riders Competitors are allowed in and around the competition arena only during their scheduled ride times and during posted schooling hours. If a mathematical error on the scoresheet is discovered, it must be brought to the attention of competition management within one hour of the official posting of the scores from the last class of that competition day. Classes may be scheduled out of order. It is the competitor s responsibility to find out his or her ride times, and to immediately notify show management of any time conflicts that escaped the scheduler s notice. Failure to enter the competition arena at the assigned time will result in elimination. What is a Qualifying Ride? This confuses everyone! Scores earned at USEF/USDF/ODS-recognized shows can be used to qualify for two different championships the ODS Championship Show and the GAIG/USDF Region 6 Championship Show. When we talk about Qualifying rides, Qualifying fees, and memberships required for Qualifying classes, we re talking about the GAIG/USDF Regional Championship Show, sponsored by the Great American Insurance Group (GAIG). If your goal is to ride in the ODS Championship Show, it s up to you to keep track of your qualifying scores, which can be earned at any tests of the level. You don t have to declare anything at the qualifying show; just be an ODS member at the time you earn the scores. 11 2012 USDF/DOVER SADDLERY ADULT AMATEUR MEDAL PROGRAM The USDF/Dover Saddlery Adult Amateur Medal Program is designed to specifically recognize and encourage Adult Amateurs riding at Second Awards 1. USDF/Dover Saddlery Medal Recipient Level. The eligible rider with the highest score of 60 percent or better in the designated Second Level Test Three class or applicable test of choice USDF/Dover Saddlery Adult Amateur Medal class at a participating competition will receive a handcrafted USDF/Dover Saddlery pewter medal and neck ribbon. Winners will receive a $20 Dover Saddlery gift certificate for the first three USDF/Dover Saddlery Medals they win during the competition season. 2. USDF/Dover Saddlery National Merit Award A USDF/Dover Saddlery National Merit Award will be awarded to riders winning three USDF/Dover Saddlery Medals in the same competition year. 3. Year-End Awards The USDF/Dover Saddlery Medal National Champion and Reserve Champion are determined from the average of the top three winning ride scores during the competition year. The champion receives a $1000 Dover Saddlery gift certificate and the reserve champion receives a $500 Dover Saddlery gift certificate. Rider Eligibility To be eligible, a rider must meet the following criteria: 1. Rider must be a current USDF Participating Member or Group Member at the time of the competition. 2. 12 ODS LICENSED SHOWS ODS Plates/60% Award: A small brass plate with scalloped edges will be awarded to each ODS member in good standing who earns a score of 60% or better at Training Level or above in ODS approved USEF/USDF licensed shows in a single show season. One plate for Freestyle Rides, one plate for Quadrille Rides, and one plate for Pas de Deux rides will also be awarded if scores earned are 60% or better in ODS approved USEF/USDF licensed shows in a single show season. The ODS Licensed show awards season is defined as November 1 through October 31. Plates are engraved with the horse s name, level of competition and number of 60% or better scores in that show season. A personalized wall plaque is available for purchase for mounting the plates. Members are responsible for checking the ODS website for accuracy before plates are engraved. Competitors are not required to submit award report forms in order to be eligible for rider awards. Eligibility requirements: Awards must be earned at USDF/USDF Licensed ODS approved competitions during the current membership year. Scores from ODS League shows and Practice shows do not count. Only scores earned from current USDF, USEF or FEI tests will apply towards awards. Riders must be a current member of ODS in good standing at the time the score was earned in order to be eligible to receive ODS awards. The rider need not be the owner of the horse. Riders must be members of USDF (Group, Participating or Life) at the time their scores are received. ODS membership includes a USDF Group membership. A USDF Participating membership costs an additional $75. It is the rider's responsibility to know which USDF membership level is required for awards. Scores are cumulative and need not be earned in one year. Any number of horses may be used. Only scores from USEF/USDF licensed competitions, riding current USEF or FEI tests, will be counted. If two or more judges score one ride, the average of their scores will count as one. Riders must submit application and fee to USDF online using the official Rider Performance Award Application (available at RIDER PERFORMANCE AWARD: awarded at each level: Training, First and Second. Requires four scores of 60% or higher at respective level from at least two different competitions, from four different judges and from four different rides. Patch and certificate are awarded when final scores are reported. BRONZE MEDAL: requires six scores of 60% or higher, from two different judges for two different rides, at First Level, Second Level, and Third Level (two scores at each level), with a score equivalent of FEI Junior Preliminary Test = Third Level. USDF Bronze Medal presented at Annual Convention. SILVER MEDAL: requires four scores of 60% or higher, from two different judges for two different rides, at Fourth Level and Prix St. Georges (two scores at each level), with score equivalent of FEI Junior Team and Individual Tests; FEI Young Rider Preliminary, Consolation and Team tests = Fourth Level and FEI Young Rider Individual Test = Prix St. Georges. GOLD MEDAL: requires four scores of 60% or higher, from two different judges for two different rides, at Intermediate I and/or II and Grand Prix (two scores at each level). USDF Gold Medal presented at Annual Convention. MASTERS CHALLENGE AWARD: Competitor must be 60 years of age or older. At Training, First and Second Levels, four scores of 60% or higher are required. Scores must be from four different judges for four different rides. At Third, Fourth and FEI Levels, three scores of 55% or higher are required. These scores must be from three different judges for three different rides. Helpful Hints for Easy Entries: Note that USEF no longer accepts affidavits of membership. You must provide proof of membership for every show or pay the $30 non-member fee. No alternatives. No exceptions. So, once you ve renewed your memberships for 2012, go to Follow the instructions to print out proof of USEF and USDF memberships/registrations for you and your horse, all on one page. 13 USEF MEMBERSHIP STATEMENT Life, senior active and junior active members shall be eligible to participate in all classes at Regular Competitions, Eventing Competitions at the Preliminary Level or above and Combined Driving Competitions at the Advanced Level, Dressage, Reining and Vaulting Competitions and Endurance Rides. A nonmember may participate as a handler, rider, driver, owner, lessee, agent, coach or trainer at Regular Competitions, Eventing Competitions, Dressage Competitions, Reining Competitions and Combined Driving Competitions upon payment of a $30 nonmember registration fee. Participants in the following classes are exempted from the Requirements of this rule: 1) leadline; 2)exhibitions; 3) games and races; 4) classes for 4-H members; 5) walk trot and academy classes (academy classes are classes limited to horses used regularly in a lesson program); 6) USDF introductory level tests, pas de deux and quadrille classes; 7) NRHA Endorsed Reining Competitions. 8) Opportunity classes, 9) citizens of other nations who have proof, in English, of current membership in good standing of their own National Federation, 10) USEA beginner novice division; and 11) assistant handlers in Dressage Sport Horse Breeding classes. USDF STATEMENT ON ANIMAL WELFARE The United States Dressage Federation, Inc. (USDF), a federation of over 125 independent organizations throughout the United States with a membership in excess of 33,000 members, supports the concept of ethical treatment of animals. Dressage is a classical method of training horses, based upon the horse s natural responses, as carried out in a gradual, planned program during which the horse s athletic abilities are improved in a systematic manner. As a result, the horse becomes capable, comfortable, and responsive in partnership with the rider without the use of force. Dressage competition at various levels of achievement is the ultimate test of the training program to determine whether the desired harmony between horse and rider has been achieved. The rules pertaining to dressage competition prohibit the use of artificial appliances, training aids, and drugs, which would force the horse to submit. Instead, the emphasis is upon training and a cooperative partnership with the rider. Major competitions are carefully monitored to assure that there is no unnecessary force or harshness displayed. Unlike other horse sports in which horses enter training at a relatively immature state, dressage training is usually not seriously begun until the horse is three or four. The top levels of achievement require five or more years of progressive training and it is not unusual to see horses in international competition in their late teens. This, in itself, places a premium on good care and soundness throughout the horse s life. While supporting the concept of animal welfare in its broadest form, the United States Dressage Federation, Inc., also recognizes that it is unrealistic to ascribe human emotions and responses to the horse which in its wild state is a creature of flight, living a hard and precarious existence. Under domestication, the horse is assured of ample food, water, and shelter, as well as protection against infectious diseases and damaging parasites, thus leading a longer and healthier life with a high rate of survival. As an educational organization, USDF has numerous programs, which teach people how to pursue the accepted, humane training methods. A program of certifying instructors also emphasizes protecting the horse s welfare in pursuit of dressage training. For details on member benefits, including educational programs, awards, and other opportunities, refer to the USDF Competitor & Member Guide or the USDF website at This competition is recognized by USDF for 2012 Membership Requirements for USEF-licensed/USDF-recognized Competitions: Owners and riders, including foreign riders and owners who are not residents of the US, wishing to participate in a USEF-licensed/USDF-recognized competition as a rider or owner/lessee, must have either a USDF Group Membership, Participating Membership (PM), or have a USDF Non-Member (NM) identification number and pay the USDF NM fee. (Note: USDF business members can own horses but cannot compete as riders with their USDF BM.) Individuals cannot compete at a USEFlicensed/ USDF-recognized competition with a USDF Education Membership. Horses competing at USEF-licensed/USDF-recognized competitions must have either a USDF Horse Identification (HID) number or a USDF Lifetime Horse Registration (LHR). Proper credentials or verification certificates must be presented to the competition secretary. Riders and owners wishing to participate in a USEF-licensed/USDF-recognized competition, and not able to present the competition secretary with verification of a USDF membership or NM identification, and USDF LHR or USDF HID, must complete a USDF Competition Affidavit Form and pay the $5 affidavit filing fee. A copy of a completed affidavit form from another competition may also be used for verification purposes for up to 60 days. (Exception: Affidavits cannot be used at Great American Insurance Group/USDF Regional Dressage Championships.) Exceptions: Horses competing only in Individual Breed Classes (IBCs) at DSHB competitions, sires and dams of horses in DSHB group classes, where those sires or dams are not actually competing in the same competition, horses competing only in breed restricted dressage or DSHB classes at Regular Competitions (e.g. all Arabian, all Friesian, or all Morgan classes), or in USDF Introductory Level tests, Pas de Deux, Quadrille, FEI ParaEquestrian classes, are exempt from this requirement. Also exempt are horses ridden in leadline, exhibitions, games and races, classes for 4-H members, walk-trot, academy and opportunity classes. Riders and owners/lessees competing only in classes which are exempt from the USDF HID requirements are also exempt from the USDF NM identification number and NM fee requirements. Also exempt are handlers of horses competing in DSHB In-Hand or Group classes. Memberships Defined Participating Membership (PM): A membership issued to an individual directly by USDF. The membership year is December 1 through November 30. PMs are available for 1-year ($75), 5-years ($300), or life ($1,500). A USDF Youth Participating Membership (YPM) is available for individuals who have not reached their 21 st birthday by December 1 of the current membership year ($60). A PM allows the member to compete at USEF-licensed/USDF-recognized competitions and to participate as a rider and/or owner/lessee for all Adequan /USDF Year-End Awards, Great American Insurance Group/USDF Breeders Championship Series Finals and the Great American Insurance Group/USDF Regional Dressage Championship program. Group Membership (GM): A membership issued to an individual by USDF when the member name and dues are submitted to USDF through an affiliate Group Member Organization (GMO). The GM year begins December 1 and ends November 30. A GM allows the member to compete at USEF-licensed/USDF-recognized competitions and participate in the USDF Rider Awards program. Business Membership (BM): A membership that runs December 1 through November 30 and is issued to a business or organization directly by USDF. The USDF BM ($200) offers a wider variety of advertising benefits. BMs satisfy requirements of horse ownership only. Education Membership (EM): A membership issued to an individual directly by USDF. This online education only membership expires 12 months after the date joined. This membership type does NOT allow an individual to compete at a USEF-licensed/USDF-recognized competition. Non-Member (NM) Identification Number: For each USDF NM owner/lessee and USDF NM rider there will be a USDF NM fee of $25 and a USDF NM form per competition that must be collected by the show secretary and submitted to USDF along with the USDF Report of Fees document and the $5 affidavit fee if the person cannot provide a copy of their USDF NM card. Owners/lessees or riders exempt from the NM number requirements are also exempt from paying the USDF NM fee. If there are multiple owners of a horse and all are NMs, only one of the owners must pay the NM fee. If the horse has at least one owner who is a current USDF member there is no NM fee assessed. Competition management will be invoiced for all applicable USDF NM fees not received with the USDF post competition paperwork, along with a report listing all USDF NMs. Competition management is then required to submit the NM fees within 30 days to the USDF. An individual with a USDF NM identification number is not eligible for any USDF membership benefits. Once a USDF NM number has been assigned, a USDF NM card can be obtained from the USDF website. Horse Identification (HID) Number: A one-time tracking number for horses ($25). Scores earned by a horse with an HID number will be recorded, but will NOT be counted towards Adequan /USDF Year-End Awards. A horse with an HID number is not eligible to compete in Great American Insurance Group/USDF Regional qualifying or championship classes or Great American Insurance Group/USDF Breeders Championship Series Finals. An HID number can be upgraded to a Lifetime Horse Registration (LHR) for a fee of $70. If a horse has a USDF LHR it does not need an HID number. An HID number is a one-time fee that does not need to be renewed. Lifetime Horse Registration (LHR): A horse with an LHR ($95) is eligible for Adequan /USDF Year-End Awards, and eligible to compete at Great American Insurance Group/USDF Breeders Championship Series Finals and Great American Insurance Group/USDF Regional qualifying and championship classes, assuming requirements for the owner and rider are met. If a horse has an LHR it does not need an HID number. An LHR does not need to be renewed. Championship Show classes will be run under USEF/USDF Championship Rules, in that Championship classes must be ridden from memory, and whips are not allowed; Additionally, at no time during the Championship competition may an entered horse be ridden by anyone other than the rider entered on that horse (with the exception of a groom walking on a loose rein). Horse/rider combinations may enter two levels, but may only ride in one division (Open, Adult Amateur, or Junior/Young Rider). Each horse entered must be ridden by the same rider throughout the competition Horse/rider combinations winning Championship Show classes may not compete at that level in future championship classes (except FEI). Tests selected for championship classes are at the discretion of show management. Training Fourth Levels will ride the two highest tests of the level.
