3 FOREWORD Pony trotting races can be either harness racing or mounted trotting races held during the calendar year specific to ponies and young drivers/jockeys from 7 to 16 years old. Progressive levels of races are in place depending on the age of the driver/jockey, and the size of the ponies. Young people from 16 years old can get a license giving them the opportunity to participate in horse races reserved for amateurs or to enrol in the AFASEC racing school. 3
4 I - ORGANIZATION The regulations for pony trot racing are based on specific regulations established for pony trotting, as applied on racecourses as per the authority of the trot racing commissioners. The annual calendar for pony trotting is established based on race dates proposals provided by different race scoieties and subsequently validated by the ANCTP. The dates are the recorded by the ANCTP in the FFE calendar which is available at: In addition to article Departmental, inter- departmental, regional and inter- regional championships as per the General Regulations of the FFE, the designation of these championships is done by the ANCTP. The ANCTP plans and organizes the qualification tests with the registered candidates. The ANCTP communicates the registered parties to the race organisations concerned four days at the latest before the race, so the race meet programme includes the information on the pony trotting race. The ANCTP organizes the races in conjunction with the relevant race organisations. It assigns a Trotting Pony coordinator to each of the race organizations to welcome the pony trotting races on the racetrack that day. The race organisations communicate the timetable based on the racing programme, and provide a pony trotting coordinator who will act as the link between the race organisation and the pony trotting coordinator. Competitors are called "Drivers" or "Jockeys". Art Qualification The qualification test is mandatory for every driver/jockey and each pony wishing to take part in pony trotting races organised in racecourses in France. Candidate registration is done through the ANCTP (National Association of Pony Trotting Races). The drivers must all have their FFE license for the current year, obtained either through an FFE member club or through the ANCTP.. The qualification tests are managed by the program established by the ANCTP available on à poney. These take place either on a racecourse or on a track owned by a professional coach appointed by ANCTP. The test takes place in the presence of a jury of 2 persons approved by the ANCTP. 4
5 The following are mandatory for the pony to be up for qualification: Must be registered in a pony breed stud book or have one parent registered in a pony stud book. Or must be registered as OC (origine constatée recognised origin) Registered in the IFCE database The test is conducted before a jury made up of two people approved by the ANCTP. The jury evaluates the capacity of the drivers/jockeys and their pony to move safely around a racecourse during a meet, as per the prerequisites in the qualification programme. The evaluation will principally check the following elements: - Race outfit - The pony's registration booklet, complete with IFCE validation, and pony height - FFE club competition licence - Knowledge of the technical terms and the running of the races - Regulatory materials - The driver/rider s and the pony s skills on the track. After deliberation, the driver/rider is qualified or not. The primary criteria for selection is safety. After successfully completing the qualification test, the driver/jockey will receive a certificate of competence in pony trotting, giving access to races, and renewable annually. Any pony whose last race was over a year previously must be re- qualified before taking part in a new race. Art 1.2 "Trot racing pony" The ANCTP administers the database for ponies that meets the qualification requirements stated in the aforementioned regulations. The term " trot racing pony" will be attributed to qualified ponies. This statement corresponds to a trotting ability endorsed by the successful completion of the qualification tests specified in the above mentioned rules. It does not question in any way the inclusion of a pony qualified for either a French or foreign studbook. Twice a year, the ANCTP sends the IFCE files on the relevant ponies, including the following information - Name - SIRE number - Colour - UELN number - Height - Breeder - Gender - Place of birth - Origins - Date and place of qualification - Date of birth The IFCE adds the " trotting race pony " label for each pony concerned, in the French central equine database (SIRE). 5
6 For each pony that has successfully completed the qualification tests organized by the ANCTP, the pony s identification document is sent back to the IFCE for the addition of the mention "trot racing pony" in the administrative VISAS portion of the document. Art 1.3 Owner The term owner as used in the Regulations for pony trotting, designates any person or company authorised, in this particular case, to enter a pony in a race under their colours. Is consideredthe owner of a pony, under the pony trotting races regulations, a person who either owns the pony or is responsible for managing it during the pony s racing career. When several ponies belonging to the same owner run in the same race, the drivers or jockeys must be differentiated by wearing an additional differently colour scarf, or wearing a different coloured cap. This should be reported via mail to the ANCTP at the time of registration for the race. The junior driver/jockey can be sponsored, with the ANCTP's agreement, by a trainer or owner from the racing industry, and thus allowed to wear their colours. The sponsor provides technical advice and guidance on the equipment (sulky and harness). The owner, or the manager of the pony's racing career must apply for colours to the ANCTP which verifies that these colours are not already assigned to someone else, and then sends the agreement to the owner for the registration and use of these colours. Art 1.4 Registration of colours A pony can only run in races governed by the trotting pony regulations if it belongs to an owner whose colours have been previously registered and accepted by the ANCTP. The inclusion of an advertising brand name on the racing suit is prohibited. The driver/jockey s initials may be on the sleeves, as well as the first letter of the first name with the full name on the leg. Refer to article 4.1 Drivers/jockeys. The advertising logo of official pony trotting sponsors is allowed. There are several colour options: see registration form - The colours of parents who are owners of racehorses that are registered with Cheval Français or France Galop. - The colours of the Equestrian Centre that owns the pony - The colours of the sponsor (sponsored jockeys/drivers) - New owners who does not yet have their own colours can create their colours 6
7 II - TECHNICAL STANDARDS TEST Trotting ponies under 120 cm C REQUIRED GAIT DISTANCE IN MÈTRES MAXIMUM NUBER OF STARTERS PER RACE Trot Maximum 800 m 8 Trotting ponies from120 to 140 CM Pony B/C Maximum 2000 m 16 Trotting ponies from 140 to 146 cm Pony D Trot Maximum 2000 m 12 These are reserved for ponies and drivers/jockeys who have passed qualifying test. Ponies and/or drivers who are not residents of France can take part in French competitions. They need to pass the French qualification tests (with valid SIRE number) and must comply with pony trotting regulations. In both ridden qualifying tests and races, the jockeys must ride in the traditional manner, in a rising trot, with the feet in the stirrups. Any other style will result in disqualification. The height of the pony must be recorder in the passport by an approved veterinarian. This must be renewed each year until the pony is 7 years old. It is possible that height will be controlled by specialist veterinarians at the racecourse. III - RACE CONDITIONS The races are under the authority of the hosting race company commissioners. The handicapping system for first- year jockeys and previous winners is indicated on the track by plastic cones so that drivers/jockeys can see what their starting position will be. Applications are made based on racing conditions suitable for the racecourse, the level of the race, and are confirmed by the ANCTP. They are made public before applications are accepted. Distance handicaps are established based on the number of victories by the pony during the season, with a maximum fall back of 400m for the last post in the Junior and Junior+ categories, and 50m in the Mini category. Performance overseas by the pony over the racing year will be taken into account. There is no handicapping during the first race meet of the year. 7

Art 4.2 Outfit Regulation mandatory outfit as per the Trotting Races Code. Any jockey/driver who is not dressed strictly in a racing outfit, with clean and proper attire, is liable to be dismissed by the races judges or representatives of the ANCTP. Driver's outfit - Suit in the colours of the owner of the pony (officer s collar as in a jockey s silks) with the pony trotting partner logos. - Cap in the colours of the pony s owners - White collar with FFE logo and golden tie pin - Black boots with side elastic (no laces or zippers) - Standard protective vest (ventral and dorsal protection) - Trotting* driver's helmet as per the standards authorized by the trot racing standards - Riding helmets are not allowed in harness racing but recommended for ridden trot racing - All- plastic racing glasses with elastic (glass, metal and arms are not allowed) - For young people who wear glasses, these must be protected by a pair of unbreakable or mesh glasses - Gloves - Long hair must be tied back 8
9 Jockey's outfit - White pants - Silks with the pony owner's colours (officer collar) and the logos pony trotting partners - White Collar FFE logo and golden tie pin - Cap with the owner's colours - Protective vest that meet current pony trotting standards - Black boots with no laces - Racing or riding helmet that meet current standards - All- plastic racing glasses with elastic (glass, metal and arms are not allowed) - For young people who wear glasses (the glasses must be protected by a pair of unbreakable glasses or mesh) - Gloves - Long hair must be tied back Approved AFNOR driver racing helmet (white model) as per pony trotting standards Custom helmets that match the silk colours are allowed. Please be reminded that according to Article 32 1 of the trotting races Code, wearing a protective helmet in compliance with European standards is mandatory for all persons taking part in trotting races. The helmets must comply with European standard EN 1384 Harnessed Trotting certified by AFNOR and are required to include an identifying label indicating the standard EN The driver/jockey s initials may be on the suit's sleeves with the first letter of the first name and the full name on the leg. Advertising is prohibited on the uniforms except for the official partners of pony trotting. V TACK AND EQUIPMENT Any driver/jockey may ask the ANCTP to check the compatibility of hardware to be used in taking part in a a qualification test with the aim of taking part in races. Any violation of the requirements below will result in being disqualified from taking part in a race. Art 5.1 Harnessing In harnessed and ridden trot: - The bits must be validated at the time of the qualification test and will be checked before the start of the race. - Removal of shoes may exceptionally authorised by the representative of ANCTP in a case of force majeure. The following are prohibited: whips, side bars, neck burrs, bit burrs, dropped blinkers, earplugs, automatic headchecks, and all and any aids or bits that are forbidden in trot racing. 9
10 Equipment: Either Quick Hitch or traditional harness must be completely secure: saddles with cruppers, appropriate girths, safety straps on each side for Quick- Hitch. Breast harness (collar). Allowed: Only fixed blinkers are allowed Headchecks as allowed by le TROT, with the exception of automatic headchecks Ears can be plugged Protections are allowed on legs, and bandages must come with a secure adhesive. Bell boots, knee boots, elbow boots, shin boots, pastern boots, tendon boots Forbidden: Neck burrs, bit burrs, dropped blinkers, earplugs, automatic headchecks, and all and any aids or bits that are forbidden in trot racing. Art 5.2 Sulkies approved by Le Trot The sulky must meet the pony trotting races regulations and must conform to the ANCTP standards The size and weight of the sulky must be adapted to the pony. The size and weight of the driver must be adapted to the pony The shafts must be made of wood The wheels must be 24 (600mm) with racing tires, and have undamaged flanges A safety bar that is fixed on the sulky shafts and goes around the rump of the pony without any extra help is compulsory in order to help young drivers to required to allow the young driver to catch themselves more easily in the case of an imbalance. 11 VI - RACE MEETS The representative of The ANCTP will introduces himself upon arrival on the racetrack to the pony coordinator from the hosting race company. The ponies' identification papers (passports) must be handed to the weigh- in official on arrival at the racecourse by the pony trotting coordinator. They are returned at the end of the races and after the on- site veterinarian has carried out the control of the ponies' identification. Art 6.1 General Conditions Before the race, the jockeys or drivers must present themselves to the race commissioners, accompanied by the pony trot racing coordinator, all dressed up, at the location reserved for this purpose on the racetrack, before the expiry of the deadline for the confirmation of the starters. They salute in military fashion (with the hand) and announce the name of their pony before receiving the plates with the numbers which have been allocated to them. (Refer to the document: Reminders to Junior Drivers) The starting time of the race is determined by the racing company. Fifteen minutes after- the signal that announces the start of operations, the judge can let all runners who are ready go, even if all are not present. An adult must assist each pair from the paddock up to the departure point. The representative of The ANCTP on the racetrack must apply the race requirements for that race meet programme. Art 6.2 The Races The start is controlled by a racing technician (starter) or by a representative appointed by the ANCTP. In the Junior and Junior+ categories, no pony will be held for the rolling start except with a special authorisation by the pony trotting representative. The pony must race at a regular trot. Any pony that breaks gait must be returned to trotting without disturbing other competitors. The rules of racing for pony trotting are applied under the supervision of racing commissioners. Once the winning post has ben crossed, everyone stays o their sulky or in the saddle, under order from the pony trotting coordinator, and available to the commissioners, or will be disqualified. 11
12 VII - PENALTIES The rules of pony trot racing determine the running of the rac Any driver who has failed to return a pony to a regular trotting gait while circumstances were favourable, or who has not withdrawn from the race after the disqualification of his pony, will receive a waning or disciplinary action that may lead to a racing ban. Will be disqualified, and may be subject to additional penalties as mentioned in the FFE General Regulations, even if his ranking upon arrival does not lead to any reward: Any driver or jockey that runs in a race without the intention of achieving the best result possible. Any driver/jockey at the post without feet in the footrests or stirrups will be disqualified. Any communications between drivers/jockeys during the race is forbidden other than in cases of immediate danger. Any driver/jockey who voluntarily disturbs the running of the race. Any fall by a driver/jockey results in disqualification and must be followed by an examination by the racecourse s medical services. A disqualification leads to immediate withdrawal fro the race. The driver/jockey withdraws and takes up the last position in the race. Any pony that presents a threat to its own safety or that of the other competitors is excluded from the race before the start. Any pony that engages in any of the manoeuvres described in preceding paragraphs, or with a clearly contradictory performance. Any pony that takes or keeps a clear advantage over other competitors in a gait other than the trot (gallop, uneven combinations of trot and gallop, and amble (pace)) Any horse, whatever the number of faults, who takes a total of 15 strides in one of the above gaits with an increasing and regular pace, towards the end of the race. 12
13 Any pony who breaks stride, even once, into a gallop, uneven combinations of trot and gallop, or amble, in the final straight as indicated by a red and white marker panel, or on reaching the finish line. The red and white marker panel is placed according to the track configuration, at a distance varying from 100 metres to a maximum of 200m from the finish line. Any pony showing dangerous behaviour can be forbidden from taking part in a race. Its owner and trainer will be notified immediately, and a follow- up will be sent within two weeks confirming a disqualification for a et period that can only be lifted by the ANCTP after a qualification test. VIII - RANKING The finishing order is displayed in the weigh- in room and on the screens. The judges may use a film or photo finish at the arrival line. The official arrival is validated by the Judges and their decision is final. The results will be published a few days later on the Junior Trot website. IX - VETERINARY INSPECTION At the finish of the race, in the weigh- in room, the veterinary who has been provided with the ponies passports will carry out the identification control of the ponies, and of their vaccinations. Pony trotting races must adhere to the same sanitary requirements as in all racecourses, in particular when it comes to doping Vaccinations required as per the protocols in place Rhinopneumonitis Equine flu Reminder: No injections in the 8 days prior to a race Non updated vaccinations Any pony without up- to- date vaccinations can be forbidden from taking part in subsequent races by the racing commissioners. The owner of the pony whose vaccinations are out of date must correct the situation before entering any other races. The pony will not be able to race again until a veterinarian has delivered a certificate that the passport shows up- to- date vaccinations. This certificate will be included with the race application. Pony identification The owner of the pony may face a prohibition to run if the pony's characteristics indicated on the passport do not match those of the pony participating in a race, and the competitor will automatically be disqualified and unable to enter in any other races until the updated passport has been presented to the pony trotting organisation. The pony trotting organisation will decide on the disciplinary measures depending on any indications of deliberate fraud. 13
14 Doping tests Blood and urine tests may be carried out at the end of the race by the French Agency for the Fight against Doping. In case of a positive results, a disciplinary proceedings by the FFE will follow. Minutes Following each race, minutes will be recorded by the commissioners and submitted to the National Association for Pony Trotting and Flat Races as well as the FFE. 14
15 X TEACHERS: VALIDATION OF SKILLS The validation of trotting pony skills is compulsory: Is mandatory for teachers, supervisors and principals of the pony trotting, harness racing establishment is mandatory. It is available for graduates of government diploma programmes or FFE federal diplomas, as well as to parents who manage their children s racing. It involves the verification of the ability to supervise safely the activities of those practicing the sport. Candidates must pass several tests including practical, regulatory, safety. Registration of the validation of trotting pony skills is done with the ANCTP by the principal of the establishment or the candidate, or by the trainer who has done the training. 15 Pony trotting racing
