If one or more nations are not able to send a team (max. 3 athletes), the OC reserves the right to invite teams from other countries. Athletes are invited by the Organizing Committee through their NF. Foreign Athletes CAI-A 4: Invited nations: ARG/AUT/BEL/DEN/ESP/FRA/GBR/HUN/ITA/LUX/NED/POL/POR/SUI/SWE/USA Competition 1 6: per nation 4 athletes will be invited. Athletes are invited by the Organizing Committee through their NF. Home drivers CAI-A 4/CAIO-2: Acc. to a special invitation system agreed upon with the NF GER. Foreign and Home Athletes CAIO-2 Per Pair 4 horses (6 years or over) may be entered and 3 may be brought to the event. One groom per driver for pairs. One Chef d Equipe per nation. Foreign and Home Athletes CAI A-4 Per Four-in-Hand 6 horses (5 years or over) may be entered and 5 may be brought to the event. Two grooms per driver for Four-in-Hand. The organiser draws up a list of all definitely starting Athletes ( masterlist ), classified according to the above criteria, which must be given to the German NF office, the Foreign Judge and the NF Delegate. Any alterations may only be done in mutual agreement before the event starts. VI. FACILITIES OFFERED A) ATHLETES Hotel reservations can be made through Tecklenburger Land Tourismus e.v., Tel.: , Fax: /929184, info@tecklenburger-land-tourismus.de. Accommodation and meals for drivers and grooms will be at the competitors own expense. Sufficient sanitary and showering facilities for male and female grooms, with hot and cold water, will be provided by the OC. B) HORSES The horses will be stabled in boxes in stable tents on the show grounds from Tuesday, 27 th July 2010 (as of 3:00 p. m.) to Monday, 2 nd August 2010 (12:00 noon). Per box a fee of 100 (straw) and 120 (shavings) will be levied - the amount has to be paid together with the entries. Only if the boxes have been paid they will be considered as having been ordered. First bedding (straw or shavings) will be made available free of charge. Forage can be bought on site. It is not allowed to stable horses on transporters or trailers. Own stable tents may be set up only for horses taking part in the CAI A-4 11-May-10/Wen./Bee. 4/20

5 against a fee of 100 for the duration of the event. The fee has to be paid together with the entry. Horses being started in the CAIO have to be stabled in the restricted stable area of the OC. Caravans may be brought along if it has been indicated by stating the number of the licence plate with the entry. A fee of 35 per caravan for the whole event must be paid together with the entry. For current supply also a fee of 35 has to be paid with the entries. All further expenses will be at the competitors own cost. C) WELCOME The time and date of arrival of Athletes and horses and their means of transport must be given to the OC in order to facilitate them upon arrival. VIII. CUSTOMS FORMALITIES/HEALTH REQUIREMENTS 1. CUSTOMS FORMALITIES For questions pertaining to the veterinary and animal diseases legislation for horses from abroad and regarding the horses transportation, the OC is ready to assist. 2. HEALTH REQUIREMENTS FOR THE ENTRY OF HORSES Every Athlete is supplied to deliver all necessary certificates of health for the transport to the event or identification o the horses before they come into the stables: a) in case of arrival from a EU-member-country, a certificate for registered horses acc. to sample of Annex B to Reglements 90/426 of the actual valid form (sample is enclosed to schedule) will be necessary. b) in case of arrival from a country not concerning to the EU, a certificate of health for registered horses acc. to sample of annex II of the decision of the commission 92/260 of the actual valid from will be necessary. A certificate must be done in at least one official language of the country of destination and in one official language of the member country. The Athlete must carry with him the original certificate, not a copy. The organiser sees to it that on the competition site, an official state veterinarian is present to issue the health certificates which are necessary for the transport of the horses to their destination abroad. In case the OC has entrusted to a forwarding agency, the latter is ready to assist regarding the required documents. Furthermore, questions relating to health requirements for horses can be directed to the veterinary authorities in the country of origin or in Germany. IX. VETERINARY MATTERS 1. 7 2. HORSE INSPECTION Horse Inspection and passport control for Four-in-Hands and Pairs: 28 th July 2010, as of 9:00 a. m. next to the stables. Second Inspection for Four-in-Hands and Pairs: 31 st July 2010, at the finish of section E of competition B. Third Inspection for Four-in-Hands and Pairs harnessed: 1 st August 2010, before the start for the obstacle driving. 3. VETERINARY ASPECTS A VETERINARY REGULATIONS, 12 th Edition, effective 5 th April 2010 VETERINARY EXAMINATIONS, HORSE INSPECTIONS & PASSPORT CONTROLS These will be carried out in accordance with the Veterinary Regulations, Art & the discipline rules. General Regulations, 23 rd Edition, effective 1 st January 2009, updated 1 st January 2010: Art Every horse entered for any competition at CNs or ClMs (see Appendix D) in a foreign country (see GRs 139.2), and all horses entered for other Cls, ClOs, Championships, Regional and Olympic Games, whether at home or in foreign countries (see GRs 139.2), must have an official, valid FEI Passport, or a National Passport approved by the FEI and accompanied by an FEI Recognition Card and, when applicable, an FEI registration number, as a means of identification and to establish ownership. Art Horses taking part in CNs and ClMs (see Appendix D) in their country of residence are not required to have such a passport as is mentioned in paragraph 1. All such horses must be properly registered and identifiable and, unless there is no national requirement for equine influenza vaccination in the host country and in the country of origin all horses must have a valid vaccination certificate. EQUINE INFLUENZA VACCINATION, VET. REGS. ANNEX VII (except events taking place in NZL & AUS) From 1 January 2005 onwards, influenza vaccination for all horses competing in FEI competitions requires a vaccination within six months + 21 days of the competition. 1. All horses intending to participate in FEI competition must have at least received an initial primary course of two vaccinations, given between 21 and 92 days apart. Thereafter, a third dose (referred to as the first booster) must be given within 7 months after the date of administration of the second primary dose, with at least annual boosters given subsequently (i.e. within one year of the last dose). 2. If the horse is scheduled to take part in an FEI competition, the last booster must have been given within 6 months + 21 days of arrival at the FEI event. (The 21-day window has been provided to enable vaccination 11-May-10/Wen./Bee. 7/20

8 requirements to fit in with the competition schedule). 3. No vaccination shall be given within 7 days of the day of arrival at the FEI event. 4. All horses that were certified as correctly vaccinated under the previous FEI equine influenza vaccination rule prior to 1st January 2005, do not need to start a primary course again provided that they have complied with the previous rule of primary course and annual re-vaccinations and the new rule of a booster vaccination within 6 months + 21 days of the day of arrival at the FEI event. SAMPLING FOR PROHIBITED SUBSTANCES (Vet. Regs. Chapter V & VI and Annex IV) Regular sampling is carried out in CCI3* and CCI4*, CSIs (3*, 4*, 5*), CIOs, World Cup Qualifiers and Cup Finals, Championships and Games, whereas at other CIs sampling is recommended. Where testing takes place, the number of horses tested is at the discretion of the Testing Veterinarian/Veterinary Delegate. At CCI3* and CCI4*, CSIs (3*, 4*, 5*), CIOs, World Cup Qualifiers and Cup Finals, Championships and Games it is recommended that a minimum of 5% of all horses (with a minimum of 3 horses tested) must be sampled (see also VR Art ). Special guidelines are applicable for events covered by the FEI Medication Control Programme (Groups I & II only). MEDICATION CONTROL PROGRAMME (GROUP I & II ONLY) The Organising Committees of FEI events within Groups I & II are advised to charge Athletes the equivalent of CHF per horse per event as a contribution towards the costs of the MCP programme. MISCELLANEOUS 1. PROTESTS All protests to be valid must be made in writing and accompanied by a deposit of CHF or equivalent. 2. DISTRIBUTION OF PRIZES AND INDEMNITIES All prize money and all prizes in kind rewarded instead of prize money as well as reimbursements (e. g. transport charges, travelling expenses) will be distributed acc. to FEI-RG Art. 127/128 following the last competition at the latest. The scheduled prizes are gross amounts. Settlement will be done per athlete. Depending on the agreement with the horse owner, each athlete binds himself to pass on to the horse owners the prize money or prizes in kind rewarded instead of prize money. The organizer is allowed to deduct possibly outstanding debts of the athlete. Acc. to 50a EstG this also applies to foreign horse owners. After having deducted the VAT from the prize money or prizes in kind rewarded instead of prize money, as a rule the following income tax will be due: no taxes up to 250 EUR, 15 % exceeding 250 EUR (in force as of ); plus 11-May-10/Wen./Bee. 8/20

9 solidarity fee (at present 5.5 %) of the income amount. Travelling expenses being taken over or reimbursed are only regarded as revenues if they exceed the actual costs and the reimbursement for additional meal allowances acc. to 4 Abs. 5 Satz 1 Nr. 5 EstG. The tax deduction has to be certified on demand. Those foreign athletes being exempted from tax deduction are kindly asked to submit an exemption certificate either with the entry or on the first show day at the latest. Every athlete himself is responsible for the correctness of the details he submits. 3. INSURANCES All owners and Athletes are personally responsible for damages to third parties caused by themselves, their employees, their agents or their horses. They are therefore strongly advised to take out third-party insurance providing full coverage for participation in equestrian events at home and abroad, and to keep the policy up to date. 4. LIABILITY The organizer declines any liability for property or pecuniary damage which may happen to visitors, Athletes, grooms and horse owners through slight negligence of the organizer, his delegates or his assistants. The OC is liable in case of intent, gross negligence as well as in case of injury to life, body or health and in further cases he is liable for compelling legal liability acc. to the legal requirements. Furthermore he also declines any liability for theft, damages, fire or other incidents. 5. ENTRY RIGHT TO SHOWGROUNDS Per pair 4 admission bands as well as one admission band for each Chef d Equipe (one Chef d Equipe per team) and per four-in-hand 6 admission bands will be handed out. 6. EVENT'S ORGANISATION In exceptional circumstances, together with the approval of the Delegate of NF GER and Ground Jury (for CAIO-2 also the Chef s d Equipe) the OC reserves the right to modify the schedule in order to clarify any matter or matters arising from an omission or due to unforeseen circumstances. Any such changes must be notified to all Athletes and officials as soon as possible and must be reported to the FEI Driving Department by the Foreign Judge. 7. STABLE SECURITY For the CAI A-4 stable security will be in accordance with Driving Rules Art , for the CAIO-2 security will in accordance with Veterinary Rules 1005, Annex IX and Annex XV. 9. DISPUTES In the event of any discussion concerning the interpretation of the schedule (in translated languages), the English version will be decisive. 10 FOR THE WELFARE OF THE HORSE The Fédération Equestre Internationale (FEI) expects all those involved in international equestrian sport to adhere to the FEI s Code of Conduct and to acknowledge and accept that at all times the welfare of the horse must be paramount and must never be subordinated to competitive or commercial influences. 1. At all stages during the preparation and training of competition horses, welfare must take precedence over all other demands. This includes good horse management, training methods, farriery and tack, and transportation. 2. Horses and Athletes must be fit, competent and in good health before they are allowed to compete. This encompasses medication use, surgical procedures that threaten welfare or safety, pregnancy in mares and the misuse of aids. 3. Events must not prejudice horse welfare. This involves paying careful attention to the competition areas, ground surfaces, weather conditions, stabling, site safety and fitness of the horse for onward travel after the event. 4. Every effort must be made to ensure that horses receive proper attention after they have competed and that they are treated humanely when their competition careers are over. This covers proper veterinary care, competition injuries, euthanasia and retirement. 5. The FEI urges all involved with the sport to attain the highest levels of education in their areas of expertise. 19 A n n e x 1 Confirmation class for pairs Competition arena: Grass 100 m x 40 m. The competition is run as follows: 1. Testing the basic gaits in groups (max. four teams per group). The competition is driven acc. to the instructions of the judges. 2. Presentation how well the horse has been trained: The following test has to be driven (one driver after the other) acc. to the instructions of the groom: Enter the arena at collected trot on the centre line. At X circle to the left immediately followed by circle to the right (15 m diameter) At the end of the centre line, turn right. At the long side of the arena extended trot. At the end of the long side, collected trot and turn on the centre line. Halt when the horses reach X - 10 seconds immobility on the bit. Rein back 3 m. Proceed at working trot and leave the arena. Judgment and classification: Judging together in accordance with Art by two or three judges. Points from 10 to 0 are awarded (one decimal place allowed) for: a) working trot b) walk c) extended trot d) the training e) the general impression including the appearance of horses and vehicle. Decisive is the suitability for immediate use. Calculation of the final score in this competition: The five points (a - e) are added and then divided by 5. That sum of points is multiplied by 16 and subsequently subtracted from 160.
