Athletes are invited according to the following system by the OC; foreign Athletes through their NF: A. Foreign and German athletes: The top 15 of the Rolex Rankings No 97 (max. 5 per foreign nation) B. Further German athletes (up to a total number of approx. 25) 1. German athletes of the DOKR Championship cadre 2009 jumping 2. Up to 4 Athletes from Baden-Württemberg, who on proposal of the regional trainer Baden-Württemberg jumping and in agreement with the organizer will be nominated by the federal trainer jumping. 3. Up to two German Juniors/Young Riders nominated by the federal trainer jumping. 4. Up to a total number of approx. 25 German athletes German athletes either nominated by the federal trainer jumping or personally invited by the organizer to the following ratio: per four athletes nominated by the federal trainer jumping, one athlete can be personally invited by the organizer. C. Further foreign athletes (up to a total number of approx. 25) 1. The FEI has the right to nominate two foreign Athletes. 2. Up to a total of approx. 25 further foreign athletes who are invited through their home NF. 50 % of these athletes must be selected from the top 600 of the Rolex Rankings No. 97, 50 % are free (ranked or unranked Athletes) % of all Athletes may receive a wildcard; however, these Athletes must be selected from the top 600 of the Rolex Rankings No. 97. The following restriction applies to all CSI3* athletes: Max. 4 horses per Athlete permitted; this number includes either three horses, 7 year-old or older, in the Medium and Big Tour and one Youngster or two horses, 7 year-old or older, in the Medium and Big Tour and two Youngsters. Competitions 10, 11 and 12 are only open to 7 and 8 year-old horses. Horses taking part in the Youngster Tour must not be started in the other competitions of the CSI. b) CSI Amateurs Cat. A+B, Goldstadt Amateur-Club a) Foreign and German Athletes, who have an Amateur Owner licence, who have received a starting permit from the organizer. 5 c) Only Athletes, who do not make a living (neither fully nor partly) from riding, dealing, training of horses and/or Athletes, on their own horses or on horses belonging to other family members are allowed to start. The buying and selling of horses as well as receiving prize money in cash are not forbidden, providing they so not constitute the athlete s only source of income. d) Holding the Amateur Owner status, does not bar Athletes from taking part in other competitions or Championships. As long as the Athlete has the Amateur-Owner -status, he is not allowed to start in a national or international events, at which the initial competition has a height of 1,50 m or higher. e) The Amateur-Owner Licence is issued by the home NF and must be applied before the show; for German Athletes to apply at the FN GER (Silke Zahel, Tel.: , Fax: , szahel@fn-dokr.de) (costs: 50 p.a.) on horses of 6 years or older. The organiser draws up a list of all definitely starting Athletes ( master list ), classified according to the above criteria, which must be given to the German NF office, the Foreign Judge and the NF Delegate. Any alterations may only be done in mutual agreement before the event starts. VI. FACILITIES OFFERED A) ATHLETES Hotel : Parkhotel Pforzheim, Deimlingstr , Pforzheim Tel Fax Accommodation (bed and breakfast) from May, 14th to May, 17th at the athlete s expense. Meals at the expense of OC from May, 15th to May, 17th at the catering tent near the collecting ring. For other persons the OC offers rooms at a special rate at the official tournament hotel. Due to other events in Pforzheim at the same time, the number of rooms in the official tournament hotel are limited. All hotel details are available from hippo data. Athletes who will give binding orders with their entries to hippo data will be accommodated at this special rate. The settlement for rooms not paid by the OC will be done directly with the hotel. No-Shows will be charged. Rooms not booked over hippo data will be charged on the regular rate. Athletes will receive one free meal and one free drink per day on the show ground. B) GROOMS Requests for accommodation must be sent with entries. Cost of accommodation will be at the cost of athletes from May, 14th to May, 17th. Meals: for one groom per Athlete at OC s expense from May, 14th to May, 17th at the catering tent near the collecting ring. print-out: 27-Mar-09/Wen. 5/23
6 One groom per Athlete will receive a welcome gift from the OC. Grooms will receive free breakfast, lunch and dinner and one drink per meal. OC provides sufficient sanitary and showering facilities, with hot and cold water for male and female grooms. C) HORSES / PONIES Stabling arrangements (incl. 1 st bedding, shavings) from May, 14th to May, 17th at the cost of the OC. The number of extra boxes is limited and can only be admitted in special circumstances. Horses not taking part can only be stabled if hippo data is informed in advance. The necessary number of stables has to be ordered with the entries. Private stables must not be built. Caravan sites or sites for live in vehicles have to be ordered with the entries! Sites with current supply 50. D) WELCOME The time and date of arrival of Athletes and horses and their means of transport must be given to the OC in order to facilitate them on arrival. E) LOCAL TRANSPORTATION - ARRANGEMENTS FROM HOTEL TO SHOWGROUNDS A shuttle service will be available for Athletes between hotel and show ground. If ordered in advance shuttle service from Stuttgart airport or Pforzheim main station is also possible. F) ADVERTISING AND PUBLICITY ON ATHLETES AND HORSES VII. ENTRIES The athletes are authorised to carry the logo of their personal sponsor on the saddle cloth in accordance with Art The Chief Steward will check that the advertising and publicity on athletes and horses complies with Article 135 of the General Regulations. All Athletes & horses participating in any international competition must be registered with the FEI. Foreign Athletes will be entered through their home NF. Box 1108 D Salach Telephone Fax pforzheim@hippodata.de For withdrawals after the date of definite entries or no-shows, the athlete or the respective NF will be held liable to reimburse the OC for the actual financial loss incurred by the OC (i.e. stabling and hotel expenses) as a result of the late withdrawal or no-show. VIII. CUSTOMS FORMALITIES/HEALTH REQUIREMENTS 1. HEALTH REQUIREMENTS FOR THE ENTRY OF HORSES Every Athlete is supplied to deliver all necessary certificates of health for the transport to the event or identification o the horses before they come into the stables: a) in case of arrival from a EU-member-country, a certificate for registered horses acc. to sample of Annex B to Reglements 90/426 of the actual valid form (sample is enclosed to schedule) will be necessary. b) in case of arrival from a country not concerning to the EU, a certificate of health for registered horses acc. to sample of annex II of the decision of the commission 92/260 of the actual valid from will be necessary. print-out: 27-Mar-09/Wen. 7/23
8 A certificate must be done in at least one official language of the country of destination and in one official language of the member country. The Athlete must carry with him the original certificate, not a copy. The organiser sees to it that on the competition site, an official state veterinarian is present to issue the health certificates, which are necessary for the transport of the horses to their destination abroad. In case the OC has entrusted to a forwarding agency, the latter is ready to assist regarding the required documents. Furthermore, questions relating to health requirements for horses can be directed to the veterinary authorities in the country of origin or in Germany. IX. VETERINARY MATTERS 1. VETERINARY ASPECTS A VETERINARY REGULATIONS, 11 th Edition, effective 1 st January 2009 THE FOLLOWING TEXT MUST BE PUBLISHED IN VERBATIM IN ALL SCHEDULES VETERINARY EXAMINATIONS, HORSE INSPECTIONS & PASSPORT CONTROLS These will be carried out in accordance with the Veterinary Regulations, Art & the discipline rules. General Regulations, 23 rd edition, effective January 2009: Art Every horse entered for any competition at CNs or ClMs (see Appendix D) in a foreign country (see GRs 139.2), and all horses entered for other Cls, ClOs, Championships, Regional and Olympic Games, whether at home or in foreign countries (see GRs 139.2), must have an official, valid FEI Passport, or a National Passport approved by the FEI and accompanied by an FEI Recognition Card and, when applicable, an FEI registration number, as a means of identification and to establish ownership. print-out: 27-Mar-09/Wen. 8/23
9 Art Horses taking part in CNs and ClMs (see Appendix D) in their country of residence are not required to have such a passport as is mentioned in paragraph 1. All such horses must be properly registered and identifiable and, unless there is no national requirement for equine influenza vaccination in the host country and in the country of origin, all horses must have a valid vaccination certificate. EQUINE INFLUENZA VACCINATION, VET. REGS. ANNEX VII (except events taking place in NZL & AUS) All horses and ponies for which an FEI Passport, or a National Passport approved by the FEI has been issued, must have the vaccination section endorsed by a veterinarian, stating that it has received two injections for primary vaccination against equine influenza, given between 1 and 3 months apart. In addition, a booster injection must be recorded as having been given within each succeeding 6 months, subsequent to the second injection of the primary vaccination. None of these injections must have been given within the preceding 7 days including the day of the competition or of entry into the competition stables. The above are the minimum requirements for influenza vaccination. Both primary and first and subsequent booster injections should be given according to the manufacturer's instructions which will fall within the stipulation of the FEI ruling. SAMPLING FOR PROHIBITED SUBSTANCES (Vet. Regs. Chapter V & VI and Annex IV) Regular sampling is carried out in CCI3*/4*, CSIs (3*, 4*, 5*), CIOs, World Cup Qualifiers and Finals, Championships and Games, whereas at other CIs sampling is recommended. When testing takes place, the number of horses tested is at the discretion of the Testing Veterinarian/Veterinary Delegate; however, a minimum of three is recommended (Vet. Regs. Art. 1016) Special guidelines are applicable for events covered by the FEI Medication Control Programme (Groups I & II only). MEDICATION CONTROL PROGRAMME (GROUP I & II ONLY) The Organising Committees of FEI events within Groups I & II are advised to charge athletes the equivalent of CHF per horse per event as a contribution towards the costs of the MCP programme. GENERAL CLASSIFICATION AT THE END OF THE COMPETITIONS and PRIZE - CLASSIFICATION For the Leading Athlete of the show the competitions of the Medium and the Big Tour will be taken into consideration. The winner will receive the Goldstadt Cup Challenge Trophy as well as a special premium. The Athlete who wins the challenge three times will take possession of the trophy. The winning Athlete in each competition will receive 40 points. Points in competitions counting for the Rolex Rankings will be multiplied by 2, points of the Grand Prix will be multiplied by PRIZE-GIVING CEREMONY The OC requests eight Athletes (Grand Prix: all placed Athletes) to present themselves for the prize-giving ceremony of each competition. The owner of the winning horse is invited to the prize giving ceremony for the Grand Prix. 4. DISTRIBUTION OF PRIZES AND INDEMNITIES All prize money and all prizes in kind rewarded instead of prize money as well as reimbursements (e. g. transport charges, travelling expenses) will be distributed acc. to FEI-RG Art. 127/128 following the last competition at the latest. The scheduled prizes are gross amounts. Settlement will be done per athlete. Depending on the agreement with the horse owner, each athlete binds himself to pass on to the horse owners the prize money or prizes in kind rewarded instead of prize money. The organizer is allowed to deduct possibly outstanding debts of the athlete. Acc. to 50a EstG this also applies to foreign horse owners. After having deducted the VAT from the prize money or prizes in kind rewarded instead of prize money, as a rule the following income tax will be due: no taxes up to 250 EUR, 15 % exceeding 250 EUR (in force as of ); plus solidarity fee (at present 5.5 %) of the income amount. Travelling expenses being taken over or reimbursed are only regarded as revenues if they exceed the actual costs and the reimbursement for additional meal allowances acc. to 4 Abs. 5 Satz 1 Nr. 5 EstG. The tax deduction has to be certified on demand. Those foreign athletes being exempted from tax deduction are kindly asked to submit an exemption certificate either with the entry or on the first show day at the latest. Every athlete himself is responsible for the correctness of the details he submits. VAT for all expenses will only be shown if the Athlete hands in a German tax number or a German VAT ID in the show office. 5. INSURANCES All owners and Athletes are personally responsible for damages to third parties caused by themselves, their employees, their agents or their horses. They are therefore strongly advised to take out third-party insurance providing full coverage for participation in equestrian events at home and abroad, and to keep the policy up to date. 6. LIABILITY The organizer declines any liability for property or pecuniary damage which may happen to visitors, Athletes, grooms and horse owners through slight negligence of the organizer, his delegates or his assistants. EVENT'S ORGANISATION In exceptional circumstances, together with the approval of the Delegate of the NF GER and Ground Jury the OC reserves the right to modify the schedule in order to clarify any matter or matters arising from an omission or due to unforeseen circumstances. Any such changes must be notified to all athletes and officials as soon as possible and must be reported to the FEI Jumping Department by the Foreign Judge. 8. ENTRY RIGHT TO SHOWGROUNDS Entry passes will only be handed out to Athletes participating in the CSI, one accompanying person per Athlete, one groom per Athlete und 2 owners per horse (acc. to the FEI passport). Entry rights to the stables are acc. to VR Art SCHOOLING DURING COMPETITIONS Athletes wishing to school during speed competitions (Table A and Table C) must inform the OC before these competitions begin. DISPUTES In the event of any discussion concerning the interpretation of the schedule (in translated languages), the English version will be decisive. 14. CLOSING TIME OF DECLARATIONS Closing time of declarations for all competitions on Friday will be at Thursday, 7 p.m. and for all other competitions on the previous evening, 30 min after the end of the last competition. 15. 12 THE FEI CODE OF CONDUCT FOR THE WELFARE OF THE HORSE The Fédération Equestre Internationale (FEI) expects all those involved in international equestrian sport to adhere to the FEI s Code of Conduct and to acknowledge and accept that at all times the welfare of the horse must be paramount and must never be subordinated to competitive or commercial influences. 1. At all stages during the preparation and training of competition horses, welfare must take precedence over all other demands. This includes good horse management, training methods, farriery and tack, and transportation. 2. Horses and Athletes must be fit, competent and in good health before they are allowed to compete. This encompasses medication use, surgical procedures that threaten welfare or safety, pregnancy in mares and the misuse of aids. 3. Events must not prejudice horse welfare. This involves paying careful attention to the competition areas, ground surfaces, weather conditions, stabling, site safety and fitness of the horse for onward travel after the event. 4. Every effort must be made to ensure that horses receive proper attention after they have competed and that they are treated humanely when their competition careers are over. This covers proper veterinary care, competition injuries, euthanasia and retirement. 5. The FEI urges all involved with the sport to attain the highest levels of education in their areas of expertise. The total amount of prize money shown for each competition in the schedule must be distributed. If a breakdown of prize money is given in single competitions and if fewer athletes take part in a competition than the number of prizes indicated in the schedule, the President of the Ground Jury is responsible for recalculating the prize money to be distributed (art 127/128 of FEI General Regulations). If athletes have to be placed equally, the money value of the prizes in kind (e.g. a car) is divided accordingly.
