6 STEP BY STEP GUIDE FOR HORSEMEN Note: All registration and other formalities on arrival can be simplified if the following information is transmitted to the Racing Secretary and/or the Louisiana State Racing Commission prior to arrival. To The Racing Secretary: 1. Foal Papers with correct name and ownership. 2. Trainer s telephone number. 3. Current Health Certificates, negative Coggins, EVH1 Vaccination and negative Piroplasmosis test. (See Health Rules) To The Stable Operations Office: 1. Current Health Certificates, negative Coggins, EVH1 Vaccination, and negative Piroplasmosis test. (See Health Rules) 2. Signed Contracts and Agreements. 3. Groom s accommodations. 4. Any special requirements, such as special bedding for ship-ins. To The Louisiana State Racing Commission (L.S.R.C.) 1. Completed license application forms. 2. Copy of Workmen s Compensation. 3. 7 TRACK RULES AND GENERAL INFORMATION APPLICABLE RULES The Rules of the Commission shall govern Quarter Horse Racing wherever they are applicable. When not applicable, the Stewards may enforce the rules of the American Quarter Horse Association as long as they are consistent with the Rules of the Commission. Title 35, Part I 701 A. Horses must be tattooed before racing at Harrah s Louisiana Downs. Harrah s Louisiana Downs assumes no responsibility for the tattooing of horses. Horses are not to be galloped the wrong way on the racetrack before 9:30 a.m. The Outrider will issue citations. All persons including Trainers who are Exercising (meaning breezing, galloping, or ponying) a horse during training and racing hours must wear a safety vest and helmet. There will be an Outrider on the track everyday for your protection. If at any time he can be of assistance, do not hesitate to call on him. Wheat straw bedding and shavings allowed by Authorized Vendors Only. Bulk shavings to be stored in approved areas by Track Superintendent and disposed by end of delivery day. Ponies are not allowed in the paddock or on the turf course. Dogs are not allowed in stable or racing areas. No smoking under the shed rows or in the barns. Offenders will be fined. No firearms or alcoholic beverages allowed in Stable area. HARRAH S LOUISIANA DOWNS 2014 QUARTER HORSE ELIGIBILITY RULES Stalls will not be allocated or entries accepted for: 1. No maidens over the age of five (5) will be allowed to race at Harrah s Louisiana Downs. 2. Horses over the age of eleven (11) which did not win a race the previous year will not be allowed to start. 3. All horses must have a negative coggins and negative piroplasmosis test (Theileria equi) to be eligible for a zero date. Negative Coggins and piroplasmosis test must be on file in the Racing Office. ENTRIES The Racing Secretary s office is open for entries by 8:00 a.m. At the discretion of the Racing Secretary races will be cancelled starting at 9:30 a.m. Entries will close at 10:00 a.m. During the time of entries, Trainers, Agents or other persons not employed by Harrah s or the L.S.R.C., shall not be permitted to enter the working areas of the racing officials behind the counter or office doors. A horse shall not be entered in two races on the same day (except stakes). The clauses maiden, claiming optional or starter not considered and/or races where entered for or less not considered shall apply both to the eligibility and to the allowance unless otherwise specified by the Racing Secretary. Not more than one horse owned or trained by the same person shall be drawn into any overnight race to the exclusion of a single interest; however, a coupled entry owned by different owners may by uncoupled and allowed to run as separate betting units at the discretion of the Racing Secretary. A winner of an Optional Claiming Race entered to be claimed shall be considered a winner of a Claiming Race; if not to be claimed, an Allowance Race. In weight allowances or eligibility, the winner of a starter race shall be considered the winner of an allowance race. Entries are irrevocable and may not be withdrawn from the entry box without permission from the Racing Secretary. All foal certificates and badge registrations must be on file in the Racing Secretary s office within 48 hours after arrival on the grounds. 8 Harrah s Louisiana Downs reserves the right to withdraw or cancel any race. Nominations or subscriptions to stakes may be refused or cancelled without liability at any time prior to the actual running thereof, with any nomination or entry fees returned. Harrah s Louisiana Downs in order to present the best program possible, reserves the right to divide any race in the Condition Book before using a Substitute Race. Substitute and/or extra races are to be used only if needed, not necessarily in the order posted, and neither has preference over the other. ALBSS (Accredited Louisiana Bred Slot Supplement) (ALBSS) Accredited Louisiana Bred Slot Supplement is for Accredited Louisiana Bred horses that run 1 st thru 5 th in any Non-Accredited Louisiana Bred race (other than Stake Races, Handicaps or Trials). He/She will receive a percentage of the Supplement listed beside the purse of each race. The Supplements will be paid 60% to the winner, 20% to second, 11% to third, 6% to fourth and 3% to fifth. This Supplement will be paid with Slot Revenue. TRAINING HOURS MAIN TRACK: 6:30 a.m. 10:00 a.m. Thursdays through Tuesdays. Track will be closed on nonracing Wednesdays. The main track will be renovated at 8:00 a.m. each morning. FIRST TIME STARTERS First time starters must be tattooed to be approved from the starting gate. They are required to have two published works, one of which must be approved from the starting gate within 60 days of race date and foal certificates must be registered in Racing Office. Horses which have not had an official start within 60 days must have a published gate work prior to starting. All horses racing 870 yards for the first time must work at least 660 yards in a recorded approved workout before they can run. STARTING GATE The Starting Gate will be open for schooling and workouts on Thursdays through Tuesdays from 7:00 a.m. 10:00 a.m. Gates will be closed on non-racing Wednesdays. Gates set up at 220 pole on Friday mornings after break. The use of Cheater blinkers will not be allowed. Change of equipment for blinkers must be declared at time of entry. WORKOUTS Trainers shall report to Officials the names of/and the distances to be worked on all horses entering the track for workouts. Failure to comply with this rule shall necessitate a fine of one hundred ($100) dollars per occurrence. Louisiana State Racing Commission PREFERENCE SYSTEM 1. Preference Dates will not supersede conditions of a race unless otherwise noted. 2. All horses registered prior to 12:00 p.m., Thursday, January 2, 2014 will receive a zero which is the lowest possible date. A horse keeps his zero until it runs or scratches. 3. Horses will not be eligible to receive a date unless their foal papers have a negative Coggins and negative piroplasmosis test on file in the Racing Office. 4. All horses registering between Friday, January 3 and Saturday, January 11 will receive a date of 1. Horses registering after January 11 will receive an R date of the date registered. 5. Preference Dates are good at any distance. 6. A zero has first preference and R date takes preference over an S date of the same day. 7. Horses that run will receive a running date corresponding to the date they race and lose the date previously held. This excludes stakes, handicap stakes and trials. 8. Any horse which scratches off the program will receive an S date for the day they scratch. 9. Horses entered and taken out of a race because of insufficient works or not eligible to the race, etc., will use the date they would have received had they scratched. 10. Parts of entries that scratch will use the date of the scratch as their Preference Date.

9 11. All horses placed on the Stewards, Veterinarian, or Starters Lists will be posted on the bulletin board. They will not be permitted to enter until they have been approved to start. A horse, which ran before going on a list, will keep its R date. 12. Horses, which have established a date at the current meeting, lose that Preference Date should their papers be withdrawn from the Racing Office. Should a horse s papers be withdrawn from the Racing Office for just cause, (i.e. tattoo, corrections, change of ownership, clarification, etc.), the Racing Secretary may determine the status of the Preference Date established. 13. Maidens will have no preference in winner s race. 14. In no way does the claiming, Ownership transfer or Trainer transfer of a horse affect the Preference Date. 15. In rules No. 4 and No. 11 above, if a horse is registered or comes off a list on a non-racing day, the next racing day will be used. 16. Papers with Ownership transfer will not be accepted, nor a preference date assigned. 17. In any matter of discretion, the Stewards ruling are final. 18. In Overnight races, second parts of entries, whether they are same Owner or different will have no consideration over single interest. 19. In Stake races, the second part of same Owner entries will have no consideration over a single interest. 20. In all overnight races, winners are preferred unless otherwise specified. Separate Owner entries with the same Trainer will be uncoupled. When a horse s name appears in a race for the following day, such entry will be given no consideration should the race in which it is entered be overfilled. A list will be posted each day and mistakes must be reported within six (6) hours after the list is posted. Owners or Trainers entering more than one horse in a race must couple entries and prefer one of them at time of entry. The Stewards will consider no claims that do not comply with the above regulations. CONDITION ELIGIBILITY RULES Condition eligibility preference will only apply to races as noted. In open, money and dated allowance races, horses with the most allowance wins will be preferred. SCRATCHES Horses will be scratched off the program and the deadline will be 10:00 a.m. the day of the race. The scratching of a horse out of an engagement for a race is irrevocable. The Stewards must approve all scratches. In a race other than Stakes, no horse shall be permitted to scratch if the number of betting interests remaining in the race number less than ten (10), unless the Stewards permit a lesser number. Where there are more requests to scratch, that if granted, would leave a field of less than ten (10) betting interests, the Stewards shall determine which entrants may be scratched and permitted to withdraw from the race. Any Owner, Trainer or other duly authorized person wishing to scratch out of an engagement to race must do so prior to 10:00 a.m. the day of the race, except Stake Races. Horses excused in accordance with LAC 35:V6353 (3 day Veterinarian list) shall also be scratched from any/all races they may entered in at time of the initial scratch. PAPERS Foal certificates must have the correct Owner recorded on the back of the papers, and a current negative Coggins and piroplasmosis test certificate. LICENSES Licenses are renewed annually on June 30, unless a three-year license is held. The L.S.R.C. accepts payment by check or money order for licenses. Licenses no longer required must be returned to the Stewards. If transferred they will be taken up and the person to whom such license was issued will be fined, suspended, or both. No licenses issued unless names on file in registration book. Licenses MUST be worn in the Stable Area at all times. A discharged employee must have the I.D. Photo picked up by the Trainer or DISCHARGE REPORTED TO STEWARDS.

10 CLAIMS All claims shall be signed, sealed, time stamped and deposited in the claim box located in the Racing Office at least 15 minutes prior to post time for each race. A claimed horse shall not enter an optional or claiming races for 30 days after being claimed in a race in which the determining eligibility price is less than the price at which the horse was claimed. The day claimed shall not count, but the following calendar day shall be the first day and the horse shall be entitled to enter whenever necessary so the horse may start on the 31 st day following the claim for any claiming price. This provision shall not apply to starter handicaps in which the weight to be carried is assigned by the handicapper. A similar rule in other states will be recognized and enforced. Title to a claimed horse shall be vested in the successful claimant at the time the horse becomes a starter. The successful claimant shall then become the Owner of the horse whether he/she is alive or dead, sound or unsound, or injured leaving the starting gate during the race, or after. However, the successful claimant may request on the claim blank at the time he/she makes the claim that the horse be tested for the presence of equine infectious anemia via a Coggins test. Should this test prove positive, it shall be cause for a horse to be returned to his previous Owner and barred from racing in the state of Louisiana. The expense of the Coggins test and the maintenance of the horse during the period requested for the test shall be absorbed by the successful claimant. If such a test is requested by the horse will be sent to the retention barn of the Louisiana State Racing Commission where the State Veterinarian will draw a blood sample, which shall be sent to a laboratory approved by the Louisiana Livestock Sanitary Board for the conduct of such test. If a horse is claimed it shall not be sold or transferred to anyone wholly or in part, except in a selling or claiming race, for a period of 30 days from date of claim. A horse claimed shall not race in any other state until after the close of the meeting at which it was claimed, unless special permission is obtained from the Commission. However, a horse claimed at a track in Louisiana must remain at the track where it was claimed for a period of 60 calendar days or until the current meeting at which it was claimed is terminated. No Trainer may claim more than two (2) horses in a race. When a Trainer is training for more than one Owner, only two (2) claims from that stable will be allowed for any one race. Only one claim from Owners having the same Trainer will be allowed for any one horse. EPO TESTING LRC 35:9913 has been amended to allow a claimant to request an EPO test by marking the claim blank on any horse that he submits a claim for at a cost of $50.00 per claim. A money order must be made out to LSU and paid to the test barn Vet. All claimed horses subject to an EPO test shall be exchanged at the test barn. Additionally, if such erythropoietin and/or darbepoietin antibody positive result is found the claimant, claimant s trainer or claimant s authorized agent shall have 48 hours in which to request the claim be declared invalid, such request to be made in writing to the Stewards. PRE-RACE POLICIES All horses shipping into race must be on association grounds and in assigned stalls two and one half (2 1/2) hours prior to post time for the first race. By order of the stewards, all entered horses will receive a pre-race veterinary inspection. Trainers are to advise grooms to have bandages off, legs clean, lift lip for identification and have a halter/shank available to jog the horse for the LSRC Veterinarian. VET S LIST All horses placed on the vet s list for lameness or injury must have a veterinary approved 22O yd work. Horses will be examined post work and blood will be drawn for drug testing which must be in compliance with race day medication. Entries will not be accepted until negative test results are received from lab. Appointments for vet works must be made with commission office or LSRC Veterinarian and will be conducted on race days only. LASIX RULES Approved bleeder medication may be voluntarily administered to a horse that is entered to compete in a race, subject to the following conditions: 1. The trainer and/or the attending veterinarian determine it is in the horse s best interest to race with bleeder medication and they make a written request to the commission veterinarian (using the prescribed form) that the horse be placed on the voluntary bleeder medication list.

11 2. The request must be received by the commission veterinarian or his/her designee by time of entry. 3. Horses that have been approved to run on Lasix for the first time must claim First Time Lasix at time of entry. 4. Lasix must be administered intravenously (IV) at least four (4) hours prior to the scheduled post-time by an LSRC licensed veterinarian. REPORTABLE DISEASES Veterinarians are to report to the commission veterinarian any horse(s) suspected of being infected with or demonstrating symptoms consistent with any of the following diseases: 1. Equine rhinopneumonitis/equine herpiesvirus Streptococcus equi 3. Equine encephalitis (Eastern, Western, Venezuelan) 4. West Nile Virus 5. Equine Viral Arteritis 6. Vesicular conditions 7. Equine Infectious Anemia 8. Any disease classified by the USDA as a foreign animal disease (Piroplasmosis) In the absence of a specific presumptive diagnosis, the presence of infectious disease affecting fifteen (15) percent or more of the horses in a barn must be reported. CORNELL COLLAR Cornell Collar will be permitted equipment providing the following conditions are met: 1. Trainer must submit to the Stewards (prior to race day) a letter from a licensed veterinarian stating that the use of the Cornell Collar is appropriate for the named horse. Copies of this letter are to be given to the Paddock Judge. 2. The letter must state that the veterinarian has instructed the trainer on the proper application and use of the Cornell Collar. 3. The horse must have a Commission Veterinarian approved 220 yd work with the Cornell Collar prior to starting. 4. Trainer must declare at time of entry that horse will wear a Cornell Collar. 5. Trainer must have steward s approval to discontinue use of Cornell Collar and declare at time of entry. 6. Only the Vet-Aire Cornell Collar is permitted. MODERN THERAPEUTIC MEASURES A. Full use of modern therapeutic measures for the improvement and protection of the health of a horse is authorized. However, no medication, including any prohibited drug, permitted medication, chemical, or other substance, or any therapeutic measure may be administered, caused to be administered or applied by any means to a horse during the 24-hour period before post time for the race in which the horse is entered unless otherwise provided by rule. B. The presence of exogenous anabolic steroids in a racehorse is strictly prohibited. The presence of endogenous anabolic steroids (1) Boldenone; (2) Nandrolone; and (3) Testosterone at levels above the normal physiological state of the stallion, gelding, or mare is strictly prohibited. The administration any of these endogenous steroids within 45 days of a race day shall be considered a violation. A violation of this sub-paragraph shall be regarded as a Class III violation under the penalty guidelines.

12 HEALTH RULES LOUISIANA STATE RACING COMMISSION Requirements for Entry into the Stable Area of a Race Track under the Jurisdiction of the Louisiana State Racing Commission ( association grounds ) 1. All horses entering the association grounds must have a certificate of Veterinary Inspection (CVI) issued by a licensed accredited veterinarian within 30 days upon arrival at the race track stating the horse s temperature (101.5 o F or less) and a record of vaccination for EHV1 administered not less than 14 days nor more than 90 days prior to arrival. Date of vaccination and specific product used must be noted on the CVI. Date of a negative Coggins and Piroplasmosis test (Theileria equi) within the previous 365 days shall be noted. 2. Horses shall not have had contact (defined as: a coming together or touching, as of objects or surfaces; the state or condition of touching or of immediate proximity) with any horse diagnosed with EHV1 or Strangles in the past 30 days. 3. Horses shipping in from an LSRC approved race tracks and training centers will be exempt provided the training center has the same requirement for entry as #1 above. 4. Race / work and go horses shall go to the receiving barn only. Those horses must enter the association grounds with the record of vaccination for EHVI administered not less than 14 days nor more than 90 days prior to arrival and date of negative Coggins and Piroplasmosis test (Theileria equi ) within the previous 365 days. 5. All horses stabled on association grounds during the meet are required to maintain EHV1 vaccinations at 90 day or less intervals. Regulatory veterinarians will be doing random checks of stable vaccination records and failure to comply may result in sanctions by the stewards. 6. Trainers of claimed horses must provide vaccination history within 24 hours to successful claimant, if requested. 7. All Outrider and lead ponies (used to take horses to the track or post) must enter the association grounds with the CVI requirements as stated in #1 above. 8. A negative Coggins test and Piroplasmosis test (Theileria equi) within the previous 365 days must accompany or be on file for all horses entering or stabled on association grounds. EXTRACORPOREAL SHOCK WAVE THERAPY OR RADIAL PULSE WAVE THERAPY The use of Extracorporeal Shock Wave Therapy or Radial Pulse Wave Therapy shall not be permitted except under the following conditions: 1. The horse shall not be eligible to race for ten days after receiving treatment; 2. Treatment by Extracorporeal Shock Wave Therapy or Radial Pulse Wave Therapy machines is limited to veterinarians licensed to practice by the Commission, and treatments must be reported to the Commission veterinarian not later than 48 hours post treatment; 3. Any Extracorporeal Shock Wave Therapy or Radial Pulse Wave Therapy equipment at any race track or licensed training track must be registered with and approved by the Commission Veterinarian. A log shall be maintained with the equipment detailing the name, date and treatment area of each horse receiving therapy which is eligible to race at a licensed racetrack.

13 SHOES A horse starting in a race shall not be shod with ordinary or training shoes. Toe grabs with a height greater than four millimeters, bends, jar caulks, stickers and any other appliance worn on the front shoes of horses while racing or training on all racing surfaces are prohibited. Bar plates may be used only with the consent of the Stewards, and permission to discontinue their use must be obtained from the Stewards. TURN DOWNS WILL NOT BE ALLOWED. LOUISIANA-BRED Accredited Louisiana-Bred is a Quarter Horse foaled or dropped in Louisiana, under the rules of and so registered with the Louisiana Quarter Horse Breeders Association. Also please refer to other newly adopted rules published by the Louisiana State Racing Commission concerning racing in the state of Louisiana, Lasix Rule, Training Tracks, Deposit for Appeal, Workmen s Compensation. IDENTIFICATION OF HORSES All horses on the grounds must be tattooed with identification numbers. Horses must be identified to the satisfaction of the Stewards, Identifier and Paddock Judge. The original Certificate showing original marking will have to be produced in all cases where Two- Year-Olds have never started. INVESTIGATIVE REPORT In making any application for employment or to otherwise participate in Thoroughbred Racing, it is understood that an investigative report may be made whereby information is obtained through personal interviews with third parties, such as family members, business associates, financial sources, friends, neighbors, or others with whom you are acquainted. This inquiry includes information as to your character, general reputation, personal characteristics, and mode of living, which may be applicable. You have the right to make a written request within a reasonable period of time for a complete and accurate disclosure of additional information concerning the nature and scope of the investigation. COLORS All Owners must furnish their own colors. This rule will be strictly enforced. Harrah s Louisiana Downs will not be responsible for any silks left after the end of race meet. PONY PERSON S ATTIRE All Pony personnel will be required to wear the proper attire which includes White polo shirt with collar, helmet cover and saddle towel. Harrah s Louisiana Downs jackets will be also available for purchase in the Racing Office. Pony personnel are also required to wear a safety helmet and vest. This will be strictly enforced by the Stewards and Outriders. GROOM S ATTIRE All grooms should be neatly dressed and wear the required numbered smock when taking horses to the paddock. Smocks are provided upon arriving in Paddock. DIVISION OF PURSES The payout from the total purse to be paid as follows: Place Percentage 1 60% 2 20% 3 11% 4 6% 5 3% Total 100%

14 Harrah s Louisiana Downs Backstretch Track Policy Harrah s Louisiana Downs ( Harrah s ) would like to extend a welcome to all returning Horsemen and to the First Time Starters. We appreciate you racing with us at Harrah s. Harrah s management reserves the right to change any of its rules and regulations at any time to reflect changes in its operational, security or safety requirements. To facilitate your stay at Harrah s, we would like to remind you of the Backstretch and Racetrack policies as set forth herein. These rules and regulations are in place for the safety of you and your employees and apply to all areas of the Stable Area. Trainers are responsible for the barn, tack rooms and cleaning of stalls at the conclusion of the race meeting. Trainers will be responsible for the following: Any damages or alterations to any part of the barn. Maintaining a clean barn area, with no trash on the grass or other barn area. Trainers must not place trash in the manure bins or fail to place manure in the manure containers. Tackrooms, offices and other rooms are to be cleaned of trash before vacating the barn area at the end of the meet. Should any of the aforementioned situations arise, fines may be imposed. Harrah s Louisiana Downs requires a deposit of $ for each dorm room leased by Applicant. Said deposit shall be refunded to Applicant only upon satisfactory inspection of the rooms by the General Superintendent. However, if the room is not found to be in satisfactory condition, fines may be imposed, reducing the amount of the deposit. Occupants of each barn are responsible for the cleaning of the restrooms. A fifteen dollar ($15.00) fee will be charged for each stall not cleaned upon inspection by the General Superintendent. 1. Trainers are responsible for providing the East Gate Security Office the following: Current Health Certificates, Negative Coggins, EHV1 vaccination & Piroplasmosis test. Signed Contracts and Agreements 2. Due to limited road access, no unauthorized vehicles or trailers will be allowed in the stable area. Owner/Trainer ( OT ) sticker holders are NOT allowed into the stable area until AFTER training hours and then for only one (1) hour. Those vehicles that are allowed MUST remain on the pavement. PLEASE DO NOT PARK ON THE HORSEPATHS OR ON THE GRASS, OR BLOCK THE MANURE BINS DURING PICK UP TIME. 3. The bins are for MANURE AND STALL BEDDING ONLY. ALL TRASH MUST BE PLACED IN THE APPROPRIATE CONTAINERS. 4. Wheat straw bedding and shavings allowed by Authorized Vendors Only. Bulk shavings to be stored in approved areas by Harrah s General Superintendent and to be disposed by end of delivery day. 5. Due to fire codes, please note the following: The Electricians from Harrah s Maintenance Department must approve all fans and extension cords. Any fan or combinations of fans are not to exceed 15 amps. Use of household type extension cords must be 3-wire grounded type to comply with Bossier City Electrical Codes. Any questions concerning fans or extension cords should be submitted to the Stable Operations Office. No stacking or storing of straw or hay in the aisle ways or stalls; especially around the circuit breaker boxes, electrical outlets and water heaters at the ends of the shedrows. NO SMOKING under the shedrows or in the barns. Cooking appliances (microwaves, crock pots, butane or propane cooker/heaters, etc.) are not allowed. Any additional add-ons (refrigerators, etc.) must be approved by Harrah s due to electrical power limitations in the stable area. No portable electric space heaters, heat lamps or three-way adapters will be allowed. Circuit breaker boxes are off limits to everyone except qualified track personnel from Harrah s Maintenance Department. 6. Any renovations to the barn area (electrical, plumbing, carpentry, landscaping) MUST be approved by Harrah s General Superintendent. Add-ons to wash racks and individual s awnings are not allowed. 7. Maintenance of walking wheels shall be performed by Harrah s. Trainers should notify Harrah s General Superintendent of any required maintenance of the walking wheels. Any and all additional dirt or sand for walking wheels and shed rows are to be approved by

15 Harrah s General Superintendent. After prior approval by Harrah s, authorized vendors trucks delivering dirt or sand will be limited to five (5) yards and single axle only. All payments for walking wheels are to be made payable to the vendor, Cool Walk, and submitted to the Stable Operations Office. 8. Dogs are not allowed in stable or racing areas. It is the responsibility of the Trainer to remove accepted animals (cats, goats, chickens) at the conclusion of the race meet. 9. Water hoses MUST be equipped with AUTOMATED SHUT-OFF NOZZLES. 10. No turn down shoes allowed on the main track or Franks Turf Course. Raised toes in front will not be permitted for Turf racing. 11. Horses are not to be galloped the wrong way on the racetrack before 9:30 a.m. The outrider will issue citations. All Jockeys and Exercise riders must wear a helmet and safety vest when exercising horses over the racetrack. 12. WARNING: Under Louisiana law, an equine activity sponsor or equine professional is not liable for an injury to or the death of a participant in equine activities resulting from the inherent risk of equine activities, pursuant to R.S. 9: The undersigned must comply with new and/or additional rules as they are adopted by Harrah s and all obligations in this Agreement. 14. By using Harrah s facilities, Horsemen agree to abide by these rules and hold Harrah s harmless for injury, property damage and/or death caused as a result of using Harrah s facilities. 15.
