2 Dear Horsemen, We are just a short time away from welcoming you back for Thoroughbred Racing this fall. We are excited to pick up where we left off last meet at Fair Grounds Race Course. We continue to make improvements to our facilities and look forward to welcoming our horse racing fans with a great experience. Since late March, we have continued improvements to the backstretch including barns, dorms, walking wheels as well as extensive asphalt work. Some of this asphalt work was necessary to minimize the amount of sand and other debris that were entering our storm drains as a high level of scrutiny has been placed on us and you by local, state and Federal government to ensure compliance with water quality standards. With the number of horses that are stalled on our backside, we are designated as a Concentrated Animal Feedlot Operations (CAFO) and subject to federal regulations. These regulations require us to have a Nutrient Management Plan (NMP) for the handling of bedding and manure on our backside. If we all do not follow the NMP as whole, the Federal government can take severe actions against us. It will be extremely important that you ensure that your employees are adhering to our policies and procedures related to the NMP. We should expect frequent visits from government agencies to inspect our operation to see that all of us are following the NMP. Failure to comply will have ramifications to all parties that help put on the show for our horseracing fans. Please understand that our security team is simply trying to ensure that we are complying with standards which will be monitored by local, state and federal government agencies. As you know, Fair Grounds is home to one of the nation s most competitive jockey colonies with some of the most talented horses in the industry which are trained by the most successful trainers in the sport. We truly appreciate all your efforts to maintain our tradition at the Fair Grounds. We look forward to seeing you and providing you with a first-class facility as our racing season begins. 10 Strengthening the Integrity of Racing For information on important medication and drug testing research funded by RMTC and its industry-wide stakeholders, please visit us at: Supplemental Nominations Supplemental nominations will be accepted for all stakes races (Excluding Handicaps) at the time of entry for each particular stakes race for a fee of 2.5 percent of the listed purse, which includes all starting fees. Graded Stakes Medication Changes Please be advised that the medication policies and regulations for graded stakes races have been changed by the American Graded Stakes Committee. For more information regarding these important changes, contact the racing office. Equine Injury Database In consideration of the acceptance of a nomination of any horse(s) to any race described in this Condition Book, the owner(s) and trainer of such horse(s) consent to the collection of information related to any injury to such horse(s) occurring at Fair Grounds or its associated training facilities and entry of said information into a database maintained by The Jockey Club (the Equine Injury Database). Said owner(s) and trainer further covenant not to sue and agree, to the maximum extent permitted by applicable law, to indemnify, release, hold harmless Churchill Downs Incorporated, Fair Grounds, any state or track appointed veterinarian collecting such information and The Jockey Club (the Indemnified Parties) from and against any liability, cost, loss, or expense of any kind or nature (including, without limitation, reasonable attorneys fees) arising from any claim, demand, or action (a) alleging that the data entered into the Equine Injury Database (either directly or indirectly) violates the rights of the owner(s), trainer or any third party, or (b) relating to any equine injury report run, published or otherwise created by any of the Indemnified Parties, including the owners, stewards, directors, officers, employees and agents of any of them (either directly or indirectly). Cornell Collar Cornell Collar will be permitted equipment provided the following conditions are met: (a) Trainer must submit to the Stewards (prior to race day) a letter from a licensed veterinarian stating that the use of the Cornell Collar is appropriate for the named horse. Copies of this letter are to be given to the Paddock Judge; (b) The letter must state that the veterinarian has instructed the trainer on the proper application and use of the Cornell Collar; (c) the horse must have a Commission Veterinarian approved half-mile work with the Cornell Collar prior to starting; (d) Trainer must declare at time of entry that a horse will wear a Cornell Collar; (e) Trainer must notify the Stewards and Receive permission to discontinue use of the Cornell Collar and declared at time of entry. (ONLY THE VET- AIRED CORNELL COLLAR IS PERMITTED) 10

11 Claiming Rules All claims must be sealed, time stamped and deposited in the claim box located in the Racing Office at least 15 minutes prior to post time or the time fixed for the race to begin and no later. The claiming price of each horse in a claiming race shall be the entered claiming price, plus tax. A claimed horse shall not enter in starter, optional or claiming races for 20 days after being claimed in a race in which the determining eligibility price is less than 25 percent more than the price at which the horse was claimed. For a period of 10 days thereafter, a horse is eligible to run back for the same claiming price or higher. The day claimed shall not count, but the following calendar day shall be the first day and the horse shall be entitled to enter whenever necessary so that the horse may start on the thirty-first day following the claim for any claiming price. This provision shall not apply to the starter handicaps in which the weight to be carried is assigned by the handicapper. A similar rule in other states will be recognized and enforced. Title to a claimed horse shall be vested in the successful claimant at the time the horse becomes a starter. The successful claimant shall then become the owner of the horse whether he be alive or dead, sound or unsound, or injured leaving the starting gate, during the race, or after. However, the successful claimant may request on the claim blank at the time he makes his claim that the horse be tested for the presence of equine infectious anemia via a Coggins test. Should this test prove positive, it shall be cause for a horse to be returned to his previous owner and barred from racing in the State of Louisiana. The expense of the Coggins test and the maintenance of the horse during the period requested for the test shall be absorbed by the successful claimant. If such a test is requested, the horse will be sent to the retention barn of the Louisiana State Racing Commission where the State Veterinarian will draw a blood sample, which sample shall be sent to a laboratory approved by the Louisiana Livestock Sanitary Board for the conduct of such test. If a horse is claimed, it shall not be sold or transferred to anyone wholly or in part, except in a selling or claiming race, for a period of 30 days from the date of claim, nor shall it, unless reclaimed, remain in the same stable or under the control of management of its former owner or trainer for a like period, nor shall it race in any other state until after the close of entries of the meeting at which it was claimed, unless special permission is obtained from the commission. However, a horse claimed at a track in Louisiana must remain at the track where it was claimed for a period of 60 calendar days or until after the close of entries of the meeting at which it was claimed. Where a race meeting is authorized and conducted as a split-meeting, a horse claimed in such a race meeting must remain at the track where it was claimed for a period of 60 calendar days or until after the close of entries of that segment of the split meeting at which it was claimed. The following calendar day shall be the first day and the horse shall be entitled to enter at another track in the state whenever necessary so the horse may start on the sixty-first day following the claim. No trainer may claim more than two (2) horses in a race. When a trainer is training for more than one owner, only two (2) claims from that stable will be allowed for any one race. Only one claim from owners having the same trainer for any one horse. Louisiana Bred Accredited Louisiana Bred is a Thoroughbred horse foaled or dropped in Louisiana, under the rules of and so registered with the Louisiana Thoroughbred Breeders Association. RULE LAC 35:505 (Previously LAC 11-6:48.3) 505. Responsibility of Accreditation. A. Each owner of a horse bred in Louisiana that intends to have his/ her horse registered as an accredited Louisiana bred is responsible for having the seal of the Louisiana Thoroughbred Breeders Association or Louisiana Quarter Horse Breeders Association affixed to the foal registration certificate prior to placement in the possession of any racing association in the State of Louisiana. If it is determined by the Louisiana Thoroughbred Breeders Association or Louisiana Quarter Horse Breeders Association that a horse is not an accredited Louisiana bred, then it shall be clearly indicated as such on the foal registration certificate by the words written NOT ACCREDITED. B. If anyone accepts a foal registration certificate on behalf of any racing association that does not carry the above mentioned determination or any person that presents a foal registration certificate to a racing association that does not carry the above mentioned determination, shall be disciplined by the Commission. 11

(504) Scratches, Late Changes, Track Conditions...(504) Horsemen s Bookkeeper Information The Horsemen s Bookkeeper will be open every race day from 9:30 a.m. until the last race, and on Wednesdays from 9:00 a.m. to 1:00 p.m. You must have a W-9 and an Account Information Form on file with the LAHBPA Bookkeeper to withdraw funds. Main Track Policy Turf course races will be transferred to main track should management deem turf course unsuitable for racing. This includes but is not limited to the following: toe grabs, bends, jar caulks, stickers and any other traction device worn on the front shoes. HIND SHOES (DIRT) - Any hind shoe with a turn down of more than a 1/4 inch will not be allowed. BAR SHOES - Bar shoes may be used with consent from the Stewards. Permission to discontinue their use must also be obtained from the Stewards. TURF SHOE POLICY: ONLY Queen s Plate or Queen s Plate XT will be allowed on Front and Hind. Silver Queen s Plate XT will not be allowed. Absolutely no turn downs allowed. Any alteration or modification to an approved turf shoe WILL NOT BE PERMITTED. Shoes will be inspected in the paddock. Violators will be subject to being scratched and fined. Gate Schedule Receiving Barn Gate...Racing Days: 5 a.m.-6 p.m. Non-Racing Days: 5 a.m.-noon Closed Tuesday Kitchen Gate...Racing Days: 5 a.m.-6 p.m. Non-Racing Days: 5 a.m.-noon Belfort Street Gate... Every Day: 5 a.m.-6 p.m. 1/4-Gap Gate... Every Day: 5 a.m.-6 p.m. 3/4-Gap Gate... Every Day: 10:30 a.m.-6 a.m. (For safety reasons, the 3/4-Gap Gate will be closed to vehicle traffic during training hours - 6 a.m.-10:30 a.m.) 12

13 Official Workouts Any horse which has not started in the last 60 days must have at least one published workout within 60 days of starting. All horses on the vet list for lameness are required to have a commission veterinary approved 1/2 mile workout prior to entry. Appointments for vet works must be made with the commission office or LSRC veterinarians and will be conducted on race days only at 9:00 a.m. Horses will be examined post work and blood will be drawn for drug testing which must be in-compliance with race day medication. Entries will not be accepted until negative test results are received from lab. Trainers shall report to officials the names of, and the distance to be worked on all horses entering the track for workouts. Failure to comply with this rule shall necessitate a fine. Any horse which has previously started and which has not started in the past six months will be required to have 2 published works (one of which must be at least 5 furlongs and one of which must be within 60 days of starting). Horses may not get official workouts on the day of the race. First Time Starters First time starters are required to have three published workouts within 90 days of starting, one of which must be approved from the starting gate within 45 days of starting. Starting Gate/Training Information The starting gate will be open for schooling and workouts 7:00 a.m. through 9:30 a.m. Wednesday through Monday. The main track will be open for training from 6:00-10:00 a.m., Monday through Sunday, except Christmas Day. The track will close for the break from 8:00-8:30 a.m. daily. Paddock Schooling Race Days: 11:15am - 12:00pm. To school during the races, please contact the racing office to schedule an appointment. Non Race Days: 10:30am - 11:30am Scratch Policy All scratches must be submitted to the Stewards. In the case of a coupled entry in an overnight race one horse of the entry (two horses) must be scratched by the post time of the first race of the day or both horses MUST START unless excused by the Stewards due to sudden change in the condition of the racing surface or an emergency such as an accident or sickness. Horses excused in accordance with LAC 35:B6353 (3 Day Veterinary List) shall also be scratched from all races they may be entered in at the time of the initial scratch. Dirt Scratches Scratch time for all dirt races will be 9:15 a.m. on the morning of the race. Turf Scratches Scratch time for all turf races will be 9:15 a.m. on the morning of the race. A trainer whose horse is entered as Main Track Only (MTO) may make a formal request to the Stewards to extend that time until 12:00 p.m. The Stewards must receive said request by 9:15 a.m. on the morning of the race. There will be also eligibles for overfilled turf races. The Commission Veterinarians will scratch any horse that flips in the paddock, behind the gates or in the gates. Also, any horse that is rowdy in the gates and is in a position for a possible injury will be scratched. Twilight Racing Scratches (3:00 pm Post) Scratch time for all races (Turf and Dirt) will be 11:00 AM the day of the race. A trainer whose horse is entered Main Track Only (MTO) may make a formal request to the Stewards to extend that time to 1:00 p.m. The Stewards must receive said request by 11:00 a.m. on the day of the race. There will be also eligibles in all overfilled races (Turf and Dirt). Starlight Racing Scratches (5:00 pm Post) Scratch time for all races (Turf and Dirt) will be 12:00 PM on the afternoon of the race. A trainer whose horse is entered Main Track Only (MTO) may make a formal request to the Stewards to extend that time to 3:00 p.m. The Stewards must receive said request by 12:00 p.m. on the afternoon of the race. There will be also eligibles in all overfilled races (Turf and Dirt). Change Of Equipment Policy Any change of equipment for blinkers must be approved by the starter. Change of equipment for blinkers must be declared at entry time. To add or remove cheek pieces or screens, permission must be obtained from the starter and all cheek pieces and screens must be declared at time of entry. 13

14 Pre-Race Policies Veterinary Inspection: All horses shipping in to race must be on the association grounds and in assigned stalls two and one half (2 1/2) hours prior to post time for the first race. By order of the Stewards, all entered horses will receive a pre-race veterinary inspection. Trainers are to advise grooms to have bandages off, legs clean, lift lip for identification and a halter/shank available to jog the horse for LSRC veterinarian. Pre-Race Testing: Pre-race testing for Total Carbon Dioxide (milkshakes) will be implemented by the Louisiana State Racing Commission. Designated races will be determined by the LSRC. All horses for that race will be tested in their assigned stalls by the LSRC veterinarian. Requirements for Entry into the Stable Area of a Racetrack Under the Jurisdiction of the LSRC: All horses entering the Association grounds must have a Certificate of Veterinary Inspection (CVI) issued by a licensed accredited veterinarian within thirty days (30) of arrival at the racetrack stating the horse s temperature (101.5 degrees Fahrenheit or less) and a record of vaccination for EHV1 administered not less than 14 days nor more than 90 days prior to arrival. Date of vaccination and specific product used must be noted on the CVI. Horses shall not have had contact (defined as being in the immediate proximity) of any horse diagnosed with EHV1 or Strangles within the past 30 days. Effective immediately the LSRC has reinstated part B of LRC 35.I.1304 thus requiring all horses to have a negative Equine Piroplasmosis (EP) test, for Theileria equi taken within the past 12 months, prior to entering the confines of a racetrack or race in Louisiana. Horses shipping in from an LSRC approved racetrack or training center will be exempt provided the training center has the same requirement for entry as above. Race/work and go horses shall go to the receiving barn only. Those horses must enter the Association grounds with record of vaccination for EHV1 administered not less than 14 days nor more than 90 days prior to arrival. All horses stabled on Association grounds during the meet are required to maintain EHV1 vaccinations at 90 day or less intervals. Regulatory veterinarians will be doing random checks of stable vaccination records and failure to comply may result on sanctions by the stewards. Upon request, trainers of claimed horses must provide vaccination history within 24 hours to successful claimant. All outrider and lead ponies must enter the Association grounds with the CVI requirements as stated above. A negative Coggins test within the previous 365 days must accompany or be on file for all horses entering or stabled on Association grounds. 15 Vaccination Advisory For the benefit and well-being of all horses wishing to participate in Fair Grounds race meet and to maintain the integrity of said race meet, Fair Grounds recommends the guidelines listed below: For Resident Horses: All horses stabled at Fair Grounds must be vaccinated for Equine Influenza and Equine Herpes virus a minimum of three times yearly. Trainers are responsible for maintaining current vaccination records at their barns and must make said records available for inspection upon request of a representative of Fair Grounds management. Vaccination records of claimed horses must be transferred by the previous trainer to the claiming trainer within 24 hours of official transfer of ownership. For entry to the barn area for stabling: All horses seeking entrance into the Fair Grounds stable area/ racetrack must be accompanied by and listed on a Certificate of Veterinary Inspection (CVI) that has been signed and dated within thirty (30) days of arrival by a licensed veterinarian, and which shall contain the following written statement: The horses listed on this Certificate of Veterinary Inspection (CVI) have not originated from, not been stabled on a premises which has had Equine Herpes virus (EHV-1) diagnosed during the previous thirty (30) day period. Additionally, each horse seeking entrance into Fair Grounds stable area should be vaccinated against Equine Herpes virus Type 1 (EHV-1) by a licensed veterinarian within a minimum of fourteen (14) days and a maximum of ninety (90) days prior to entry into the stable area. The Certificate of Veterinary Medicine (CVI) shall indicate the date of the vaccination and the specific vaccine product used to vaccinate each horse. Effective immediately the LSRC has reinstated part B of LRC 35.I.1304 thus requiring all horses to have a negative Equine Piroplasmosis (EP) test, for Theileria equi taken within the past 12 months, prior to entering the confines of a racetrack or race in Louisiana. Reportable Diseases Veterinarians are to report to the Commission Veterinarian any horse(s) suspected of being infected with or demonstrating symptoms consistent with any of the following disease/organisms: Equine rhinopneumonitis/equine Herpes virus Type 1 Streptococcus equi Equine encephalitis (Eastern/Western/Venezuelan) West Nile Virus Equine Viral Arteritis Vesicular conditions Equine Infectious Anemia Any disease classified by USDA as a foreign animal disease In the absence of a specific presumptive diagnosis, the presence of infectious disease affecting fifteen (15) percent or more of horses in a barn must be reported. Lasix Rules Approved bleeder medication may be voluntarily administered intravenously to a horse that is entered to compete in a race, subject to compliance with the following conditions: The trainer and/or attending veterinarian determine that it is in a horse s best interests to race with bleeder medication, and they make written request upon the LSRC veterinarian, that the horse is to be placed on the voluntary bleeder medication list, and the request is actually received by the LSRC veterinarian or his/her designee by time of entry. Lasix must be administered at least four hours prior to the scheduled post-time for a race by a veterinarian licensed by the LSRC. Horses that have been approved to run on Lasix for the first time must claim First Time Lasix on the entry card when entering for the next start. Condition Eligibility Horses are preferred by their available conditions downward through one race other than maiden, claiming, starter or two races. Mandatory Safety Vests All exercise riders, jockeys, trainers, outriders, pony persons and others on horse back as well as assistant starters will be required to wear a safety vest designed to provide shock absorbing protection of at least a rating of 5, as defined by the British Equestrian Trade Association (BETA), while on or proceeding to or from the racetrack. 15

16 Preference Dating System Horses which do not have a current Coggins and Piro on file will not receive a Preference Date. 1. Preference dates will not supersede conditions of a race. 2. All horses registered prior to 3:00 p.m. Wednesday, November 7, 2018 will receive a 0, which is the lowest possible date. A horse keeps his 0 until he runs or scratches. 3. All horses registering between 3:00 p.m. Wednesday, November 7, 2018 and Thursday, November 15, 2018 will receive a preference date of E-1. Horses registering after November 15, 2018 will receive an E date corresponding to the race day that the papers are submitted to the Racing Office. Foal papers which arrive on a dark day will be assigned the next racing calendar date. 4. Preference dates are good for any type race or distance with the exception of stakes or stakes trials. Stakes or stakes trials are not considered in the preference date system. 5. A zero has first preference and an entry date takes preference over a running date of the same day. A running date takes preference over an S date of the same day. 6. Horses that run will receive a running date corresponding to the date they race and lose all dates previously held. This excludes stakes and stakes trials. 7. Horses which are scheduled to run in a turf race that is transferred to the Main Track after program publication will retain their date. 8. Any stewards, trainers or off the turf scratch will receive an S date for the day they scratch. 9. All horses placed on the Stewards, Veterinarian or Starter list will be posted on a bulletin board. They will not be permitted to enter until they have been approved to start. A horse which ran before going on a list will retain its R date. Horses which are Vet scratched will be given an R date the day the horse comes off the list. 10. Horses which have established a date at the current meeting will lose that preference date should their papers be withdrawn from the Racing Office to run elsewhere. Horses must re-enter to establish a preference date at the meeting. Should a horse s papers be withdrawn from the Racing Office for just cause (i.e. tattoo, corrections, change of ownership, clarification, etc.), the Racing Secretary may determine the status of the preference date established. 11. Horses excluded from a race being carded which had no preference date shall receive an E date for the corresponding race day. Horses that establish an E date shall retain such date until drawing into the body of a race in which therefore establishes an R date. Horses which make the body of a race at another racetrack after establishing such E date will forfeit any date they may have at Fair Grounds. 12. Maidens entering in winners races shall not receive a preference date. All races are winners preferred. 13. All owners, trainers and agents making entries are encouraged to sign entry blanks and check the preference date shown on them for accuracy. The Stewards will not acknowledge any claims not complying with this regulation. 14. In rules 3 and 10, if a horse is registered or comes off a list on a non-racing day, the next racing day will be used. 15. In all matters of discretion, the Stewards ruling is final. 16

17 Eligibility Rule Horses which have started for $3,500 or less in 2018 (or last year started) must have finished 4th or better in one of their last five starts. Horses over the age of eleven which did not win a race the previous year will not be allowed to race at the Fair Grounds. Horses which are eligible at the start of the meet cannot be made ineligible by this rule during the meet. Maidens which have started for less than $7,500 must have finished 4th or better in one of their last five starts since starting for less than $7,500. Maidens over the age of 5 years old will be allowed to race at Fair Grounds with a letter of soundness from a veterinarian. Entry Rules Racing Office will open for entries at 8:00 a.m. Owners and trainers, when entering horses are cautioned to check carefully as to the eligibility of horses in their care and allowances claimed in races. Under the universal rules of racing an owner or trainer is responsible. All agents entering horses must have written authorization from the trainer to do so. The Racing Secretary will be glad to give horsemen any information in respect to their horses that is desired, but the final responsibilities rest with the owners and trainers. No entries will be accepted for Turf Only. Fair Grounds reserves the right to divide any carded race from its condition book over any sub race on the same day. Sub races are merely listed for clarification purposes and not necessarily in order or preference to be used by the Racing Secretary. All alternate distances listed in the condition book shall be considered sub races. In all races, winners are preferred except where the conditions of the race state otherwise. Maidens entering in a winners race must declare at time of entry that the horse is a maiden. Horses not entitled to the first allowance in a race are not entitled to the second, and, if not to the second, then to any subsequent allowances. In all overnight handicaps and selected stakes, highest weighted horses shall have preferences, unless otherwise specified in the conditions of the race. Winner or non-winner of a stated sum means winner or non-winners of a single race of that value to first horse. About distances will be considered Actual for eligibility and weight allowances. In over-filled turf races, the also eligible list will be divided equally between MTO s and turf entries. In the situation in which there is a shake for also eligible positions, post positions will be drawn according to preference dates. Not more than one horse owned by the same person shall be drawn into any overnight race to the exclusion of a single interest. A winner of an Optional Claiming race entered to be claimed shall be considered a winner of a Claiming Race; if not to be claimed, an Allowance Race. At the discretion of the Racing Secretary, races and alternate distances may be canceled between 9:00 a.m. and 10:00 a.m. Entries once submitted, may be withdrawn only with the permission of the Racing Secretary. A horse must be tattooed and the registration papers and current negative coggins must be on file in the Racing Secretary s office. Owners will be held responsible for failure to carry colors as registered with the Racing Secretary s office. A blinker change must be approved by the Starter and reported at time of entry. Jockey fees in all cases where owners have no funds to their credit must be paid to the bookkeeper. No jockey may carry more than 7 pounds of overweight. Jockeys shall be named at the time of entry or at the draw. All trainers must have a copy of their Workman s Compensation insurance on file with the Racing Commission or Racing Secretary s office. Louisiana law requires all trainers to carry Workman s Compensation insurance covering all employees. This includes all individuals employed by owners and trainers in the training and racing of horses. In Stakes Races with a purse value of $50,000 or greater, horses having common ties through ownership may be uncoupled and allowed to run as separate betting interests at the discretion of the Stewards and will be given equal draw according to the conditions of the race. 17

18 Track Rules There will be no 2-year-old racing after December 31. Yearlings (foals of 2017) will not be approved for stalls and are not permitted on the grounds. All backstretch employees must have a current LSRC badge. A current out of state racing commission badge will be accepted until LSRC badge can be obtained. One temporary pass can be issued at the Security Office for workers without a racing license. The trainer must sign in the employee for the pass. Employee must have some form of identification to be signed in. The speed limit on the backside barn area is 7 mph at all times. Only vehicles with TRAINER, SPECIAL STABLE and LSRC stickers and OFFICIAL, VETERINARIAN and BLACKSMITH hang-tags are allowed in the barn area between the hours of 4:00-10:00 a.m. All jockeys, Owners and Jockey Agents will enter the barn area through the 1/4 gap gate and park in the Northwest parking lot next to the clocker stand. The use of spurs is prohibited. All personnel on horseback anywhere on Fair Grounds property must wear a safety vest and helmet. All grooms should be neatly dressed and wear the required numbered smock when taking horses to the paddock. Smocks are provided in the Jock s Room. Pony riders taking horses to the post in the public parade must keep themselves and their mounts well groomed and their tack clean. Pony riders taking horses to the post in the public parade must wear a Fair Grounds shirt and helmet cover. This requirement is available in Fair Grounds racing office. All Trainers running at the Fair Grounds must have current Workers Compensation Insurance on file with the Louisiana State Racing Commission office. No policy may cover more than one trainer. All horses must have a negative Coggins test valid within the last year. Department of Environmental Quality (DEQ) Nutrient Management Plan will be strictly enforced. Individuals will be subject to monetary fines if found to be blatantly disregarding these rules. The receiving barn shall be restricted to horses that are entered and shipping in to run in a scheduled race, or shipping in/out for morning work and go. Backside Pet Policy Pets must be confined to Trainers / Assistant Trainers assigned tack rooms or office. Pets are not allowed to roam free in shed rows or areas outside of barns. Upon exiting vehicles, pet must be on a leash or harness at all times. Person who walks pets are responsible for immediately cleaning up after their animal and discarding securely bagged pet droppings in trash cans provided on backside. No pets allowed in barn sleeping quarters or dormitory sleeping quarters throughout the property unless assistance dog verification is provided to management. Pet owners are responsible for any damages caused by their pets. No pet shall be allowed to become a nuisance or create any unreasonable disturbance. Assistance dogs are allowed which is required by law. The person and his/her assistant dog are expected to follow all pet policy guidelines. 18

19 Track Rules (cont d) WARNING: Under Louisiana law, an equine activity sponsor or equine professional is not liable for an injury to or the death of a participant in equine activities resulting from the inherent risk of equine activities, pursuant to R.S. 9: All water hoses must be equipped with automated shut off nozzles. Security and Ship In Information All 18-wheeler horse trailers delivering horses will enter through the Aubry Street gate off of Gentilly Boulevard. All other trailers delivering horses (homemade trailers, gooseneck trailers, etc.) will enter through the Belfort Street gate. They will be able to enter the barn area during training hours. Horse trailers and 18 wheelers will not be allowed in the barn area to pick up horses between the hours of 6:00 a.m. to 10:15 a.m. Parking and Hang Tag Information Window stickers and hang tags will be issued as follows: Stable Area Mario Torres and Mike Streicher. Owners, Trainers, Assistant Trainers, Jockeys and Agents Racing Office. Vendors, Blacksmiths and Veterinarians Fair Grounds Security. 20 Department of Environmental Quality (DEQ) Nutrient Management Plan The Louisiana Department of Environmental Quality requires Fair Grounds stable area to maintain a Concentrated Animal Feeding Operation (CAFO) permit. This permit requires Applicant and his/her employees to do the following: (1) place all used shavings and/or straw in designated manure bins in order to keep them from running into the storm drain water system; (2) attach all washers to sanitary hook-ups and prevent all washers and ice machines from running into the storm water drain; (3) otherwise comply with Fair Grounds best management practices as required by the permit. Applicant acknowledges and agrees that the Fair Grounds will use Video surveillance to monitor Applicant s and Applicant s employees compliance with these requirements and the stable area will be subject to inspections by Fair Grounds personnel, the Louisiana Department of Environmental Quality, the New Orleans Sewage and Water Board and the Environmental Protection Agency. An information and training package regarding the rules and regulations will be presented to each trainer at time of arrival. Applicant further acknowledges and agrees that for Applicant s and his/her employees failure to comply with these requirements, the first offense is $250; the second offense is $500; the third offense will result in revocation of this Stall Application and Applicant s prompt removal of all horses from Fair Grounds stable area. To maintain acceptable levels it is imperative that the following rules be taught to your stable workers and that they see this is important to you that they remain compliant. All dumpsters must have lids and all lids must be closed when not in use. Dumpsters can not be overloaded to prohibit lid from closing completely. All storm drains must not be covered or blocked. All hoses must be equipped with nozzle. At the Fair Grounds, hoses without nozzles will be confiscated. Hay, manure, shavings and bedding are prohibited from being washed down storm drains. They must be swept up and placed into dumpsters. Bi-lingual signage will be posted throughout the backside. Members of FGNO Security team, FGNO staff, Louisiana State Police Racing Detail will be identifying any and all violations observed. FGNO Security team will investigate and handle all documentation of all observed or reported violations. The warnings, steward citations, steward fines or steward evictions will be enforced and documented under the trainer s name. Each trainer will receive a copy of the DEQ Violation Report which will identify FGNO Security personnel completing the report, photographs, the date, time, weather condition, violation, action taken and the stable worker involved. The consequences of violations will be progressive becoming more severe based on frequency. Individuals will be subject to monetary fines if found to be blatantly disregarding these rules. 20
