This permit requires Applicant and his/her employees to do the following: (1) place all used shavings and/or straw in designated manure bins in order to keep them from running into the storm drain water system (storm drains); (2) wherever possible attach all washers to sanitary hook-ups and prevent all washers and ice machines from running into the storm drains; (3) otherwise comply with ARLINGTON s best management practices as required by the permit. Applicant acknowledges and agrees that ARLINGTON will use Video surveillance to monitor Applicant s and Applicant s employees compliance with these requirements and the stable area will be subject to inspections by ARLINGTON s personnel and the EPA. An information and training package regarding the rules and regulations will be presented to each trainer at time of arrival. Application further acknowledges and agrees that for Applicant s and his/her employees failure to comply with these requirements, the first offense is $250; the second offense is $500; the third offense will result in revocation of this Stall Application and the Applicant s prompt removal of all horses from ARLINGTON s stable area. To maintain acceptable levels it is imperative that the following rules be taught to your stable workers and that they see this is important to you that they remain compliant. Page 2

14 CARDING OF RACINGS IN THE CONDITION BOOK All non-claiming races (with the exception of maiden races) and claiming races posted in the body of the Condition Book with a claiming value of $20,000 or more, having eight or more separate interests will be carded and run. SUBSTITUTE AND EXTRA RACES Whenever a posted race is canceled, the Racing Secretary will first use the substitute races as listed in the Condition Book and then use the extra races. CONDITION ELIGIBILITY PREFERRED (When Races are Over-Allotted) Condition Eligibility consists of a preference to horses which are eligible for that specific condition (example: a 4XMC is 1 st preference; next, 3XMC; etc.). Winners who have raced for a claiming price of less than $20,000 or a Starter Allowance/Starter Handicap under $7,500 shall not be preferred, unless they have thereafter finished 1 st, 2 nd, 3 rd or 4 th for $20,000 or above or a Starter Allowance/Starter Handicap for $7,500 or more. ENTRIES The Racing Office will open at 8:30a.m. for entries. Telephone entries are at the owner s and/or trainer s risk; responsibility of lost or misplaced entries will be placed solely on the person making said entry via telephone. Entries will close at 12:30p.m.; no entries will be taken from jockey agents after 12:00p.m.. With any and all disputes, the Stewards shall make the final decision. All Alternate Races will always be on the same surface as the originally-written race in the Condition Book unless specifically noted. The Preference Date System will be used this meet. Please refer to the back of this book for procedures. Page 14

15 TURF RACE ENTRIES Entries will be accepted in turf races (excluding 2018 ARLINGTON S Stakes) for All Weather Track (AWT) Preferred horses (which does not include overnight stakes or overnight handicaps). Trainers must declare the horses AWT-Preferred at time of entry. An AWT- Preferred entry has no preference to draw into a turf race as a starter and will be carded as an Also-Eligible at all times even if the race does not overfill. For program information, the AWT-Preferred horses will be listed as MTO (Main Track Only). In over-filled turf races the Also-Eligible list shall be composed of first AWT-Preferred entries and then turf entries. If the race is removed from the turf, AWT-Preferred Also-Eligibles will have first preference (by their date). If a race remains on the turf AWT- Preferred horses, regardless if the race is overfilled or not, will not be eligible to start. No alteration shall be made in any entry after closing of entries, except that errors may be corrected. Any allowance claimed at time of entry may not be waived after publication of the weights, except with the permission of the Stewards. Owners and trainers, when entering horses in races, are cautioned to check carefully as to the eligibility of horses in their care and allowances claimed in races. Under the universal rules of racing an owner or trainer is responsible for the weight his horse carries. All agents entering horses must have written authorization from the trainer to do so. The Racing Secretary will give horsemen information regarding their horses, but ultimate responsibility regarding horse information rests with the owners and trainers. Notice to all: Only an Owner, Trainer, and/or Groom with a horse in the current race for which horses are in the Paddock will be permitted access through the Paddock Horse Path. No guests or family members are permitted entry through this area. Owners, Trainers and Grooms must have their 2018 Illinois Racing Board license to enter the Paddock from the horse path. All other Owners, Trainers, guests, family members and backstretch help must use either the Clubhouse or Grandstand entrance Illinois Racing Board license is required for general admission entry. Page 15

16 NAMING OF JOCKEYS Each horse to be drawn into the main body of a race shall have its jockey named by the time established by the Racing Secretary for the drawing of post positions and prior to the publication of the Overnights. An apprentice allowance may only be claimed before entries have closed and only if the apprentice has been engaged. It shall be the responsibility of the trainer to ensure compliance with this rule. In this regard, upon request, the Racing Secretary s Office when taking entries shall notify the trainer of the availability of specific jockeys. Should a jockey remain unnamed at the time prescribed herein, such naming shall be made by the Stewards or their designee. No jockey, once named, shall be changed except for good cause by the Stewards. It shall be the responsibility of both jockey and trainer to fulfill their engagements. Please review the rules of the Date Preference. Please Note: The number of the race in the Condition Book does not necessarily correspond to the number of the carded race. HORSEMEN S BOOKKEEPER Julie Schaefer will be our bookkeeper ( ) and Arlington will utilize the InCompass Horsemen's Bookkeeping system. Checks requested on race days by 1:00p.m. will be available for pickup after 3:00p.m.; checks requested on entry-only days by 11:00a.m. will be available after 1:00p.m.. Due to new banking restrictions, Arlington International Racecourse can no longer cash or deposit checks made payable to a business (e.g. Smith, Inc., Smith Corporation, Smith LLC., Smith and Johnson Partnership, etc.). Checks made payable to a business should be deposited into the business bank account. That business should then write a check made payable to Arlington International Racecourse in order to deposit funds into a horsemen s bookkeeper account. Bookkeeper s Office Hours: 1 hour before the 1 st Race 30 minutes after the last race; entry-only days: 10:00a.m. to 2:00p.m.; closed on Mondays & Tuesdays except for holiday cards. *The above information is subject to change Page 16

Maidens who have started for less than $22,500 must finish 2 nd, 3 rd or 4 th for $22,500 or more thereafter to become preferred. OPTIONAL CLAIMING/ALLOWANCE RACES In specified Optional Claiming/Allowance Races, horses may be entered if they are eligible for the allowance condition or for the specified claiming price. In the conditions, the clause Race not Considered shall apply both to eligibility and allowances unless specifically restricted to allowances. Penalties are obligatory. Allowances are optional as to all, or any part thereof, and must be claimed at the time of entry. Horses penalized in a race shall not be entitled to any of the allowances in such a race. Horses not entitled to the first allowance in a race are not entitled to the second and if not the second, then to no subsequent allowance specified in the conditions of the race. LASIX RULES & REGULATIONS All horses not qualified to race on furosemide/salix/lasix as an aid in controlling E. I. P. H. may qualify one of two ways: 1. Certified a Bleeder: a. REGISTRATION OF HORSES After horses have been registered with the Racing Secretary listing the ownership, no horse shall be transferred (unless claimed at this meeting), without permission of the Stewards who may require a notarized Bill of Sale from the registered owner(s). The Management of ARLINGTON reserves the right to allocate stalls to those horses which in Management s opinion will qualify for their racing program. All horses shipped to Arlington, whether interstate or intrastate, must be accompanied by a Negative Coggins Certificate issued within the past twelve (12) months, a Health Certificate dated not more than five (5) days prior to arrival to include the horse s rectal temperature and proof of EHV-1 vaccination in the past one hundred and eighty (180) days, but no sooner than fourteen (14) days for each horse. 23 e) ineligibility to be claimed shall only apply to the first start as an official starter following each 120-day or longer layoff. PREFERENCE DATE SYSTEM Preference Dates will not supersede conditions of a race/eligibility. 1. Horses will not be eligible to receive a date until their foal papers are on file in the Racing Office. No horse will receive a date without a current negative Coggins test, attached to the foal papers. 2. Under the Preference Date System at ARLINGTON, a horse will receive either an Entry Date All Weather Track (AWT) (example: E2D), Entry Date Turf (example: E2T), a Running Date (example: R2D), or a Scratch Date (example: S2D). Preference will be given to the horses with the earliest Dates. An Entry Date takes preference over a Running Date; a Running Date takes preference over a Scratch Date of the same day. 3. Horsemen can establish an Entry Date for their horses by registering their foal papers with the Racing Office in which case the horse will be given an E-Date corresponding to the date the foal papers are turned in, the earliest date being Opening Day (E1). All foal papers received up to Friday, May 4, 2018, will receive an (E1) Date. Foal papers received after that time will receive a date corresponding to the date of racing. If a horse is registered on a non-racing day, the next racing day will be used. 4. A Running Date is established when a horse draws into the body of a race, in which case the horse will receive a date corresponding to the date the race is scheduled to run. 5. Horses that are scratched off the program of a race will receive a Scratch Date for the day they were scheduled to run. 6. ARLINGTON s Preference Dates will consist of two categories: AWT and Turf (T). Preference Dates are good for any type of race or distance with the exception of Stakes and Overnight Stakes (Sweepstakes). 7. Any horse, which is a scheduled starter in a race originally scheduled for the Turf, and such race is removed from the Page 23

24 Turf will receive an R-Date (AWT) and also retain his/her previous Turf Date. Any horse scratching from a race taken off of the Turf shall receive an S-Date (AWT) and retain his/her previous Turf Date. If the race remains on the Turf, AWT-Preferred horses will not be eligible to run and will retain their previous date. a. Horses on the Also-Eligible List will draw into the body of the race with #13 first, #14 second. Also-Eligibles (13 &14) that scratch from the program page will retain their previous date. 8. All races are Winners Preferred. 9. A horse can only have one Date Preference for each category (All Weather Track [AWT]/Turf). 10. Not more than one horse owned by the same person shall be drawn into any overnight race to the exclusion of a single interest. Second choice same owner will not receive a Date unless in the body of the race. Any trainer entering two horses in an overnight race must prefer the horse with the best Date. 11. Horses with established Dates, which re-enter but do not get in, will keep the Date previously established. 12. No horse in the body of a race will be allowed to re-enter for the following day without permission of the Stewards; once permission is granted, such entry will be given no consideration should the race in which it is entered be overfilled. 13. Horses entered and taken out of a race because of insufficient works or not eligible to the race, etc., will use the Date they would have gotten had they raced. 14. All horses placed on the Stewards, Veterinarian s, Starter s, Paddock or Bleeders List will not be permitted to enter until they have been approved to start. Horses placed on these lists will retain their Date. 15. Horses which have established a Date at the current meeting will lose their preference should their foal papers be withdrawn from the Racing Office OR demonstrate intent to race elsewhere and must reestablish a Preference Date at this meeting. Should a horse s foal papers be withdrawn from the Page 24

25 Racing Office for just cause (i.e., tattooing, corrections, change of ownership or clarifications, etc.), the Racing Secretary may determine the status of the Preference Date established. 16. Preference Dates are transferred through change in ownership and changes in trainer only after the proper transfer procedures have been completed through the Stewards Office and delivered to the Racing Secretary s Office. 17. Trainers are responsible for Dates; Preference Dates must be claimed at the time of entry. 18. In all matters of discretion, the Stewards ruling is final. CREDENTIALS Owners, trainers, jockeys and assistant trainers may pick up their credentials from the Racing Office as long as the license holder has their 2018 ILLINOIS RACING BOARD license with them. Only owners, trainers, jockeys and assistant trainers will be issued credentials in the Racing Office. You will be required to present your 2018 ILLINOIS RACING BOARD license and provide current vehicle information to obtain your decal. Note: Failure to display the current vehicle decal or transfer of a vehicle decal to an unauthorized person(s) or vehicle will result in permanent revocation of all credentials.
