2 Welcome, exhibitors! Show season is here, and we re looking forward to the 23rd Prairie State Classic. It was a great show last year, and we re planning for an even better one this year. Everyone should be aware of changes in rules and requirements from the United States Equestrian Federation (USEF) and the American Morgan Horse Association (AMHA). On the entry form you will see that anyone showing or owning a Morgan in an all Morgan section must be a member of AMHA or pay a nonmember fee. We are also requiring proof of vaccination for equine influenza virus and equine herpes virus (see USEF General Rule 845) along with the usual Coggins and health certificates. It is a necessary protection for all of our valuable equines. Check out the classes we are offering. There should be many opportunities to show your horse, but if you don t see that one class you want, just see the criteria for requesting a new class later in this booklet. The host hotel is the Best Western Legacy Inn & Suites. It is easy to find and a very nice hotel with breakfast and many other amenities. They have given us a great price, so call them early to reserve your room. You can find more information on the inside back cover. Last year we moved our hospitality room downstairs by the arena. People liked the easy access to coffee and treats along with a nice, comfortable place to sit and chat. Be sure to check it out every day for food, drinks and information. On Friday, make sure you plan to attend Jammin with the Judge and join us for appetizers in the viewing room. Another big hit from last year was our Saturday morning brunch. Look for great food in the viewing room from 10:30 a.m. to 12:30 p.m. Prairie State Classic was named the 2015 UPHA Chapter 10 Honor Show of the Year, and Shirley Orlando was the Horse Show Manager of the Year! We are honored by this recognition and will try to live up to this distinction. As always, we would like to thank all of the volunteers that help us run an efficient show. 4 Exhibitor Information EVERY CLASS OFFERED HEREIN THAT IS COVERED BY THE RULES AND SPECIFICATIONS OF THE CURRENT USEF RULE BOOK WILL BE CONDUCTED AND JUDGED IN ACCORDANCE THEREWITH. USEF MEMBER STATEMENT: Life, senior active and junior active members shall be eligible to participate in all classes at Regular Competitions, Eventing Competitions at the Preliminary Level or above and Combined Driving Competitions at the Advanced Level, Dressage, Reining and Vaulting Competitions and Endurance Rides. A nonmember may participate as a handler, rider, driver, owner, lessee, agent, coach or trainer at Regular Competitions, Eventing Competitions, Dressage Competitions, Reining Competitions and Combined Driving Competitions upon payment of a $30 Show Pass fee. Participants in the following classes are exempted from the Requirements of this rule: 1) Leadline; 2) exhibitions; 3) games and races; 4) classes for 4-H members; 5) walk trot and academy classes (academy classes are classes limited to horses used regularly in a lesson program); 6) USDF introductory level tests, pas de deux and quadrille classes; 7) NRHA Endorsed Reining Competitions. 8) Opportunity classes, 9) citizens of other nations who have proof, in English, of current membership in good standing of their own National Federation, 10) USEA beginner novice division; and 11) assistant handlers in Dressage Sport Horse Breeding classes. AMHA MEMBER STATEMENT: Owners (lessees), exhibitors, and trainers of horses participating at Federation licensed competitions in all Morgan sections must be current members in good standing with the American Morgan Horse Association, Inc., or an organization having registry reciprocity (or pay a non-member fee. Set fees shall be payable to AMHA.) An original or a copy of the membership card must be provided to the competition unless the competition, at their discretion, confirms membership electronically with one of these organizations. Lessees are considered owners in connection with this membership requirement. In the event of an entry under multiple ownerships, only one owner need be a member. Exceptions: Exhibitors in Leadline and/or Walk-Trot classes are exempt from this membership requirement. Additionally, a parent/guardian when only signing an entry blank for a minor is not required to be a member or pay a non-member fee. ENTRY BLANKS must be signed by the owner or agent, exhibitor and trainer. If the owner/exhibitor is under 18 years of age, the entry blank must be signed by a representative who is of age and who by such signature individually assumes responsibility and risk as stated above the signature. If the owner is the trainer and rider/driver, the owner must sign three times. A copy of the current USEF card for each signer and a copy of the horse s registration papers (academy horses exempt) must be presented to complete the entry. Entry blanks must be completed in full and accompanied with full payment. Make checks payable to Mid-States Morgan Horse Club Inc. Entries made the day of the show must be made at least one hour before the start of the session. All stall, drug, USEF and office fees as well as one class per horse must be entered, paid for and postmarked by May 1, 2016, to avoid the post-entry fee. Every entry shall constitute an agreement that the person making it is subject to the rules and regulations of the USEF and Prairie State Classic. Only one owner is allowed per entry blank. No horse may be entered on more than one entry blank.

5 Please read: FEDERATION ENTRY AGREEMENT By entering a Federation-licensed Competition and signing this entry blank as the Owner, Lessee, Trainer, Manager, Agent, Coach, Driver, Rider, Handler, Vaulter or Longeur and on behalf of myself and my principals, representatives, employees and agents, I agree that I am subject to the Bylaws and Rules of The United States Equestrian Federation, Inc. (the Federation ) and the local rules of Prairie State Classic. I agree to be bound by the Bylaws and Rules of the Federation and of the competition. I will accept as final the decision of the Hearing Committee on any question arising under the Rules, and agree to release and hold harmless the competition, the Federation, their officials, directors and employees for any action taken under the Rules. I represent that I am eligible to enter and/or participate under the Rules, and every horse I am entering is eligible as entered. I also agree that as a condition of and in consideration of acceptance of entry, the Federation and/or the Competition may use or assign photographs, videos, audios, cable - casts, broadcasts, internet, film, new media or other likenesses of me and my horse taken during the course of the competition for the promotion, coverage or benefit of the competition, sport, or the Federation. Those likenesses shall not be used to advertise a product and they may not be used in such a way as to jeopardize amateur status. I hereby expressly and irrevocably waive and release any rights in connection with such use, including any claim to compensation, invasion of privacy, right of publicity, or to misappropriation. The construction and application of Federation rules are governed by the laws of the State of New York, and any action instituted against the Federation must be filed in New York State. See GR HORSE REGISTRATION: All horses shown in Morgan-only classes must be registered with the AMHA or an organization having registry reciprocity, (Canadian Morgan Horse Association, British Morgan Horse Society, Swedish Morgan Horse Society). Horses in American saddlebred classes must be registered with the American Saddlebred Horse Association (ASHA). All horses must be entered under the names of the owner(s) or lessees of record with AMHA, CMHA or ASHA. A copy of the registration papers showing proof of ownership or a copy of the registration papers with a certificate of eligibility to show issued by the ASHA must be submitted with entry form at the time of making entry. HEALTH REQUIREMENTS: All out-of-state horses must have health papers current within 30 days of show date. ALL HORSES must have a negative Coggins test within the last six months. In addition, horses must comply with the USEF vaccination rule below. Health papers will be checked upon arrival at the show grounds. USEF equine vaccination rule: 1. At Federation licensed competitions, horses entering the grounds must be accompanied by documentation of Equine Influenza Virus and Equine Herpes Virus (Rhinopneumonitis) vaccinations within six months prior to entering the stables. Horses not in compliance with this rule may be required to leave the competition grounds upon request by Competition Management. Documentation should consist of one of the following methods mentioned below. The frequency of vaccine administration should be per the vaccine manufacturers or veterinarian s recommendations. It is recommended that vaccines are administered by or under the direction of a veterinarian. 2. In the case of vaccines administered by a veterinarian, the exhibitor, upon request by Competition Management, must provide documentation from the

6 veterinarian on documenting that the horse in question received the vaccinations; name of the vaccines and date of vaccine administration. 3. In the case of vaccines administered by a person other than a veterinarian, the exhibitor, upon request by Competition Management, must provide a receipt of the vaccine purchase which is signed by the owner, or agent with care, custody, and control of the horse; name, serial number and expiration date of the vaccine; and date of vaccine administration. 4. In the case of a horse that is unable to receive either of the vaccinations due to a history of adverse reactions, the exhibitor, upon request by Competition Management, must provide a letter from the veterinarian on official letterhead stating that the horse in question cannot be vaccinated due to medical concerns and a log of temperatures taken twice daily for the seven days prior to entering the competition grounds. These horses must also have their temperature taken and logged twice daily while on the competition grounds. The log of temperatures should be provided to the Competition Management, steward, or technical delegate when requested. ADMISSION OF HORSES: Horses will be admitted to the Ledges Sporting Horses no earlier than 8 a.m., Thursday, June 2. All horses must be removed by 8 p.m. Sunday, June 5. STALL and STALL ASSIGNMENTS: No first bedding will be provided for stalls. NO OUTSIDE BEDDING MAY BE BROUGHT TO THE SHOW; SHAVINGS WILL BE AVAILABLE FOR PURCHASE ON THE GROUNDS. Stalls are 10 feet by 10 feet, limestonebased with doors. No smoking in barns. Stall assignments will available from the barn manager or the show office. NO HORSES ARE ALLOWED TO BE TIED OR CROSSTIED IN THE AISLE FOR GROOMING. FARRIER: The official horse show farrier, will be on the grounds during the show. He will be the only farrier permitted to work in the horse show area. VETERINARIAN: The phone number of the veterinarian who is on call will be posted in the show secretary s office. PARKING AREA: A limited number of camper spaces are available. Call Gail Kelce to reserve your spot, and pay in the show office. DOGS: Dogs must be on leashes at all times or in tack stalls and tied away from doors. SHOW RING ATTIRE: Exhibitors and attendants are required to observe proper show ring attire and decorum. Any person not suitably dressed will be excused from the ring. ARENA: Dirt-based indoor arena measuring 86 foot by 200 feet. Dirt-based warm-up areas. QUESTIONS, DISPUTES, PROTESTS: All questions not covered by USEF rules shall be decided and interpreted by the management of the Prairie State Classic, and their decision shall be final. Disputes should be presented to the show manager prior to filing a formal protest under the provisions of USEF. QUIET TIME : Quiet times for junior exhibitor and academy practice will be posted at the show office. Definitions JUNIOR EXHIBITOR: The age of a junior exhibitor as of December 1, 2016, shall be maintained throughout the entire show year. A junior exhibitor is 17 years and under. LADIES AND GENTLEMEN S CLASSES: Limited to adults 18 years and over. NOVICE CLASSES: A horse who has not yet won three firsts in a USEF-rated show in that division prior to the closing date of this show. (GR134) STALLIONS: No stallion may be entered in classes that specify ladies or junior exhibitors to ride or drive. Stallions over 1 year old may not be entered in fitting and showmanship classes.

7 CHAMPIONSHIPS: First, second and third place in qualifying classes must show back in their respective championships or forfeit winnings. Any exhibitor qualifying a horse for two or more championships scheduled in the same session may elect to enter only one without forfeiting winnings in preliminary classes. Entries in championship classes are the responsibility of the exhibitor and must be made at least one hour before the session in which the championship occurs. Horses will not be stripped in any Morgan championships. See USEF rule MO 108. Office Procedures SHOW SECRETARY: Show packets may be picked up in the show secretary s office located in the indoor arena building beginning on Thursday afternoon. Due to a scheduling conflict for our show secretary Thursday, announcements will be made about when the office will be open. It is especially important to get your entries into Cheryl Rangel early this year. The phone number for the office is (during the horse show only). HOURS: The office will close one hour before each session to prepare judge s cards and class sheets. The office will reopen at the start of the first class of a session and close at the conclusion of the last class of that session. Entries close one hour before each scheduled session. REFUNDS: Refunds will be made only when a veterinarian s certificate is presented before the start of the show. Refunds for entry fees only will be made if said certificate is received after the start of the show. Once the horse is on the show grounds, ONLY the official show veterinarian may issue said certificate. Stall fees and office fees cannot be refunded. SCRATCHES: Exhibitors must notify the secretary s office of scratches. A $20 fee may be assessed to any exhibitor that does not notify the office. POST-ENTRIES: There will be a post entry fee of $25 per horse on entries postmarked after show entry closing date of May 1, RETURNED CHECKS: Any check returned because of insufficient funds will be charged a $50 fee. The $50 fee and the amount for which the check was written must be paid with a cashier s or certified check. 8 AWARDS and PREMIUMS: A trophy and ribbons will be awarded in all classes. All performance champions (Morgan, ASB, equitation) will receive a trophy; reserve champions will receive leads. In hand champions will receive halters; reserve champions will receive leads. Premiums for performance championships: $50, $40, $30 There will be no cash awards for junior horse championships, equitation, junior exhibitor or academy championships. Winners checks will be mailed to horse owner within 30 days of show. Carriage entries are eligible for high-point ribbons. Academy classes will be awarded a trophy and championship ribbons only. Motorized Vehicle and Minors Rule Minors who do not have a valid driver s license which allows them to operate a motorized vehicle in the state in which they reside will not be permitted to operate a motorized vehicle of any kind, including, but not limited to, golf carts, motorcycles, scooters, or farm utility vehicles, on the competition grounds of licensed competitions. Minors who have a valid temporary license may operate the above described motorized vehicles as long as they are accompanied by an adult with a valid driver s license. The parent(s), legal guardian(s), or individual who signs the entry blank as a parent or guardian of a minor operating a motorized vehicle in violation of this rule are solely responsible for any damages, claims, losses or actions resulting from that operation. Violations of this rule will be cause for sanctions against the parent(s), guardian(s) and/or trainer(s) who are responsible for the child committing the offense. Penalties may include exclusion of the child, parent(s), guardian(s), and/or trainer(s) from the competition grounds for the remainder of the competition and charges being filed against any of the above individuals in accordance with Chapter 6. Wheelchairs and other mobility assistance devices for individuals with disabilities are exempt from this rule. The fire marshal will be checking all extension cords at the show. They must be UL approved (the large green or orange cords). All others will be removed. Sharps containers will be placed at each end of each barn for disposal of needles and other sharp instruments.

9 Morgan Division Morgan in Hand Entries are judged individually, standing, then at the walk and trot. Horses must be sound and stand squarely on all four feet. Emphasis shall be on type and conformation, with consideration given to ability to move correctly. No more than two people allowed in the ring for each horse. 1. Morgan Geldings 4 Years and Under 2. Morgan Geldings 5 Years and Over 3. Morgan Grand Champion Gelding (First and second place in classes 1 and 2 are eligible.) 4. Morgan Mares 4 Years and Under 5. Morgan Mares 5 Years and Over 6. Morgan Hunter Seat Equitation 17 and Under 96. Morgan Saddle Seat Equitation 17 and Under AMHA Medal Classes Exhibitors in AMHA medal classes must be AMHA members in good standing. Riders in the saddle seat and hunter seat on the flat medal classes must be under 22 years as of December 1 of the competition year. All exhibitors must show proof of current AMHA membership. Exhibitors must ride a registered Morgan mare or gelding. If the medal class fills with the required number of riders, the silver medal will be awarded to the winner and a certificate suitable for framing will be awarded to the second-place rider. AMHA Medal classes do not require a minimum number to fill a class. Reference: USEF Rules MO165, MO167, MO168, MO169 and MO AMHA Hunter Seat on the Flat Medal Class: Entries are to enter the ring at a trot and are to be judged at a walk, trot and canter. They shall be worked both ways of the ring. At least the top four riders must perform two or more individual tests. For class specifications refer to USEF Rule Book, M0171. Individual Tests A-P may be required. 80. AMHA Saddle Seat Medal Class: Entries are to enter the ring at a trot and are to be judged at a walk, trot and canter. They shall be worked both ways of the ring. At least the top four riders must perform two or more individual tests. For class specifications refer to USEF Rule Book, M0168. Individual Tests A-P may be required. Equitation Division, Open **Open to All Breeds 23. **Exhibition Open Western Seat Equitation 25. **Exhibition Open Adult English Equitation Hunter Seat/Saddle Seat: Open to adult amateur riders at least 18 years old. All specifications to the named seats are applicable, including tests and patterns. 33. **Saddle Seat Equitation UPHA Challenge Cup 17 and Under: Open to all saddle seat equitation riders 17 years of age and under riding a mare or gelding of any breed. One UPHA Challenge Cup win eliminates that rider from further competition in qualifying classes that season. Showmanship is paramount throughout the class. Judging in all UPHA Challenge Cup qualifying classes is based 60 percent on rail work and 40 percent on the individual workout. In qualifying classes and chapter championships (except walk/trot classes), the top four riders must be worked individually. The mandatory workout in all qualifying competitions (except walk/trot classes) is: Trot a serpentine to the opposite end of the ring. Return down either rail at a show trot. 35. **Exhibition Open Walk/Trot Equitation 12 and Under, Any Seat: Performance of child at a walk and trot/jog to be judged. Children entered in this class may only enter classes in which the canter is not a required gait. If the request is approved, you must: Submit at least $60 per qualifier class or $150 for championship class. Have at least three horses for the class. Request the class in a timely manner to allow promotion of it via website, and at the show. Show management will make the final determination as to whether the requested class fits within the show. 21 UPHA Classics $250 Added Morgan Park Harness Pleasure Driving Hunter Pleasure American Saddlebred Fine Harness The UPHA Classics are open to any horse nominated and kept eligible through the classic in which it will show. For each classic, $250 will be added to the entry money. See for payout details and complete rules. First through sixth places qualify for the corresponding UPHA Classic Grand Championship at the Morgan Grand National and World Championship Morgan Horse Show (Morgans) or the American Royal (ASB). A horse may show in more than one classic, but the horse must be nominated and declaration and starting fees paid for each classic in which it will compete. 24 Meet Our Judge Cindy Mugnier Cindy Mugnier, of Belchertown, Massachusetts, is a third-generation horsewoman. From 1982 to 2004 she owned and operated Fox Meadow Farm in Granby, Massachusetts, where she trained numerous state, regional, national and world champion Morgans and equestrians. Since 2004 Cindy has acted as an equine consultant and riding instructor. She has coached international equestrian teams for AMHA and USEF, including the 2012 World Cup gold medal team. She also lectures on equine business at the University of Massachusetts Stockbridge School in Amherst, Massachusetts. A past president of the AMHA, Cindy chairs the Judging Standards and Judging Education committees for AMHA as well as the Saddle Seat Equitation Committee for USEF and is the chairman of the 2016 Grand National and World Championship Morgan Horse Show. She is licensed by the USEF to judge Morgan, American saddlebred, hackney, saddle seat equitation and roadster divisions. She has judged extensively in the USA as well as in the U.K., Canada, Sweden and South Africa.
