9 RULES AND REGULATIONS Please Read Exhibitor Information EVERY CLASS OFFERED HEREIN WHICH IS COVERED BY THE RULES AND SPECIFICATIONS OF THE CURRENT USEF RULE BOOK WILL BE CONDUCTED AND JUDGED IN ACCORDANCE THEREWITH 1. ENTRIES: Entries must be received by September 1, 2017 to be listed in the official program. All entries must be made on one of our entry forms. Entries will not be accepted over the phone. Horse s name must be listed on the entry form the word entry will not be accepted. Complete owner address must be included. Entries received after September 1, 2017 will not be printed in the official program. All entry blanks must be signed in all places provided. 2. POST ENTRIES: Entries received after September 1, 2017 will be charged a post entry fee of $30.00 per horse in addition to regular fee. 3. REGISTRATION PAPERS: A copy of the horse/pony Registration Papers must be submitted with each entry. No number will be issued without proper proof of Registration. 4. STABLING: Stalls will be available on Monday September 11, 2017 at 8:00 am. Early Arrivals will be charged $15.00 per stall/per day. THERE WILL BE A VERY LARGE SHOW ENDING ON SEPTEMBER 10, 2017, PLEASE PLAN ACCORDINGLY. 5. STALL: No stall will be reserved or guaranteed unless payment in full accompanies the request. Full stall doors are provided. No initial bedding will be provided. Bag shavings will be available through the horse show office and can be pre ordered on your entry blanks. No bedding or feed may be hauled in by an outside vendor. An outside vendor hauling in bulk sawdust or shavings of any type will be charged a $ vendor fee. Persons who want to bring their own bedding may do so by obtaining permission from the show manager and must be hauled in their own vehicles. Bulk sawdust or shavings hauled in will be charged a $75.00 removal fee per load. Hay & Grain will also be provided for purchase. A grounds fee of $30.00 per horse will be charged for non stabled horses. All stalls reserved must be paid for unless cancelled prior to the closing date. 6. REFUNDS: Refunds requested before the closing date of entries will be made in full less a $30.00 office charge and a $10.00 scratch fee per horse. Refunds requested before the start of the show but after the closing date for entries must be accompanied by a Veterinarian Certificate of illness or lameness on an Official Letterhead received by the Show Secretary before the start of the show. If the aforementioned criteria is met fees will be refunded minus stall fees, the $30.00 office fee and the $10.00 scratch fee. No request for refunds after September 13, 2017 will be honored. 7. RESPONSIBILITY: The North Carolina State Championship Charity Horse Show will in no way be responsible for any loss or damage that may occur, and it will be a condition of the entry that each exhibitor show hold the horse show blameless for any loss or accident to his or her horse, horses, or equipment that may occur from sickness, fire or otherwise. The North Carolina State Championship Charity Horse Show will not be responsible for any article of any kind or nature that may be lost, destroyed or stolen; and will not be responsible for or liable for injury sustained in any way to exhibitors, spectators, employees or any other interested parties. All owners and exhibitors will be held responsible for any damages, incurred by them or their agents to barns or other properties on the Show Grounds and will be BILLED ACCORDINGLY. Dogs will not be allowed on the Show Grounds unless restrained by a leash and under control of the owner or responsible person at all times. No dogs will be allowed inside the arena. 8. AMATEUR EXHIBITORS: Every person who has reached his 18th birthday and competes in classes for Amateurs under USEF Rules must possess current Amateur Certification issued by the association. This certification must be renewed annually, will expire on November 30 and must be available for inspection or the competitor must have lodged with the Show Secretary at least one hour prior to such class, an application for such certification provided by USEF. 9

10 9. PRIZE MONEY: Prize money will be credited to the agents account for the horses he is responsible for and the balance that is due will be mailed with in 30 days after completion of the show. Your Social Security or Federal ID number must be provided. 10. IMPORTANT: All entry blanks must be signed in ALL spaces provided. All entry blanks must contain the complete and correct address of owner/trainer/riders. Numbers will not be released unless all signatures appear on each entry blank. Please submit with your entries copies of Registration Papers, Membership Cards and Measurement Cards. 11. MINORS: Minors who do not have a valid driver s license which allows them to operate a motorized vehicle in the state in which they reside will not be permitted to operate a motorized vehicle of any kind, including, but not limited to, golf carts, motorcycles, scooters or farm utility vehicles, on the competition grounds of licensed competitions. Minors who have a valid temporary license may operate the above described motorized vehicles as long as they are accompanied by an adult with a valid driver s license. The parent(s), legal guardian(s), or individual who signs the blank as a parent or guardian of a minor operating a motorized vehicle in violation to this rule are solely re sponsible for any damages, claims, losses or actions resulting from that operation. Violations of this rule will be cause for sanctions against the parent(s), guardian(s), and/or trainer(s) who are responsible for the child committing the offense. Penalties may include exclusion of the child, parent(s), guardian(s), and/or trainer(s) from the competition grounds for the remainder of the competition and charges being filed against any of the above individuals in accordance with Chapter 6. Wheelchairs and other mobility assistance devices for individuals with disabilities are exempt from this rule. 12. EMERGENCY PLAN: The North Carolina State Championship Charity Horse Show has an emergency plan and it will be posted in the Horse Show Office. 13. SAFETY: All safety rules are to be observed during this event and riders 10 & under are encouraged to wear a safety helmet 14. EMERGENCY REFUND POLICY: In the event all or part of the competition of canceled due to storm, accident or other emergency if canceled prior to September 11 all fees including stall fees will be refunded minus the non refundable office fee. Stall fees will not be refunded after September 11. If classes are canceled once the competition ha begun, entry fees for the remaining classes will be refunded. 15. THE HORSE SHOW COMMITTEE RESERVES THE RIGHT TO: a. Vary or add to the names of the Officials who have been invited to participate b. Cancel or combine any classes with less than four entries. c. Refuse any or all entries, return any money paid for stalls or entry fees without explanation or recourse to the Show for liability or compensation. d. Limit the number of horses accepted for each division e. Every animal entered for competition must be accompanied by a Current Negative Coggins Certificate (EIA). Negative Coggins Certificate must be current and issued within the last 12 months. THIS IS BEING ENFORCED AND WILL BE CHECKED BY THE STATE VETERINARIAN. PLEASE HAVE COPIES AVAILABLE TO PUT ON THE FRONT OF EACH STALL. f. The show shall be under the absolute control of Management. Only qualified persons shall be allowed in the ring during judging. Exhibitors are notified that any act of discourtesy or disobedience to the judge or officials on the part of the owner, rider, or groom will disqualify horse or rider and the owner shall forfeit his entry fees and other fees. g. Arena footing is a mixture of 1 sand and 1 of sawdust with dirt base. The size of the main show arena is 130 x 260,covered warm up ring and the two outside warm up rings are 125 x 250 h. USEF Drug Fee $16.00 ($8.00 Drug/Medication/$8.00 USEF) i. All non members may compete in the show by paying a $30.00 show pass fee. j. Emergency Veterinarian Numbers will be posted outside the horse show office. 10

Horse Show Office will close one hour prior to the scheduled start of each performance. 2. Exhibitors wishing to pay individually must complete separate entry form. 3. Nominated weanlings must have permanent or conditional ASR papers before showing. No affidavits will be accepted for Futurity classes. Although conditional papers will be accepted to show, no prize monies will be paid on weanling entries with conditional papers. All entries will follow the rules set by the Futurity Committee of the ASHA and USEF. Failing to do so will result in disqualification and forfeiture of entry and prize monies. In each class, prize money will be awarded through six places and ribbons awarded through tenth place. Prize monies will be awarded on a percentage basis of the prize fund according to the number of horses entered and shown in each class. The prize fund for each class will be generated from nomination fees and any added donations less administrative costs. The nominator of the dam and/or sire of each class s winning entry will receive $50.00 and the nominator of each class s second place entry will receive $ Cross entries are prohibited. Weanling and yearling entries must choose between the Amateur or Open class; they may not show in both. USEF rules specified for In-Hand classes in SB-13 will be followed. Weanlings and yearlings must show with natural tails and without curb bits. 25 USEF MEMBERSHIP STATEMENT Life, senior active and junior active members shall be eligible to participate in all classes at Regular Competitions, Eventing Competitions at the Preliminary Level or above and Combined Driving Competitions at the Advanced Level, Dressage, Reining and Vaulting Competitions and Endurance Rides. A nonmember may participate as a handler, rider, driver, owner, lessee, agent, coach or trainer at Regular Competitions, Eventing Competitions, Dressage Competitions, Reining Competitions and Combined Driving Competitions upon payment of a $30 Show Pass fee. Participants in the following classes are exempted from the Requirements of this rule: 1) leadline; 2) exhibitions; 3) games and races; 4) classes for 4-H members; 5) walk trot (exception: Friesia performance FR222) and academy classes (academy classes are classes limited to horses used regularly in a lesson program); 6) USDF introductory level tests, pas de deux and quadrille classes; 7) NRHA Endorsed Reining Competitions. 8) Opportunity classes, 9) citizens of other nations who have proof, in English, of current membership in good standing of their own National Federation, 10) USEA beginner novice division; and 11) assistant handlers in Dressage Sport Horse Breeding classes. 1.
