2 RULES AND REGULATIONS NOTE: ONE HORSE PER ENTRY BLANK 1. ENTRIES: All entries must be postmarked on or before August 15, the closing date for entries. Entries postmarked after this date will be considered post entries (see item 3 below) and will be considered providing stalls are available. In either case, entry blank must be signed in three places and must contain the USEF membership numbers of owners, trainers, agents and riders or the proper fee must be submitted. 2. PAYMENT: All fees (entry fees, stall fees, drug fees, non-member fees, etc.) must accompany entry blanks or entries will be returned to sender. Payment must be made in U.S. funds made payable to EASTERN STATES EXPOSITION. A penalty of fifty dollars ($50) will be charged for all returned checks. Any returned checks must be replaced by cash or certified funds within 10 days to avoid USEF notification for collection. 3. POST ENTRIES: Post entries will be accepted provided (a) stalls are available, (b) division quotas have not been reached, (c) the time schedule allows. Post entries will be assessed an additional twenty-five dollar ($25) charge per horse. NO CHARGE will be assessed for post entries in championship classes. 4. REFUNDS: IMPORTANT NOTICE - Refund requests received by registered mail at the Horse Show Office prior to the closing of entries, August 15, will be honored and a refund will be made in full. Refund requests received after that date but before the start of the show, must be accompanied by a certificate of illness or lameness issued by an accredited veterinarian on his letterhead, dated prior to the start of the show. Refund requests that meet the above requirements will be made less a thirty dollar ($30) office charge per horse. Stall fees will not be refunded. NO requests for refunds will be accepted or honored after the start of the show. NO EXCEPTIONS. In the event of cancellation of classes due to severe weather or other emergency, refunds of entry fees will be made upon written request by the exhibitor within 30 days of the cancellation. 5. RESERVATIONS: Management reserves the right to (a) add to or vary the list of invited officials, (b) add, combine or cancel a class should the best interest of the show be served, (c) decline or refuse any entry at this show without being liable, (d) eliminate from further competition any exhibitor or horse should the best interest of the show be served. 6. PRIZE MONEY: Prize money awarded will be credited to your horse show account in the Horse Show Office. 7. CREDENTIALS: Saddlebred, Morgan registration papers, amateur certification, pony measurement cards, ASHA numbers, NEHC numbers, AMHA numbers, UPHA numbers, USEF membership numbers and social security numbers must be made available to the Horse Show Secretary prior to the release of numbers. The above credentials must be made available to expedite processing in the Horse Show Office. 8. ANIMAL HEALTH REGULATIONS: All equines entering a Massachusetts fairground must have: a. A valid health certificate signed by an accredited veterinarian certifying that the animals are clinically free of infectious or contagious disease and exposure from such disease. Documents of health certification for out-of-state animals must be written on relevant state or federal health forms only. In-state animals may be accompanied by a certificate of examination on a veterinarian s letterhead stationery which clearly identifies the contact information for the veterinarian signing the certification. Certificates written on plain paper are not acceptable. These certificates must be available upon request to fair inspectors. Health 2 certificates must be dated January 1, 2017 or later. These documents will be acceptable for the entire fair season. b. All equines must be free of visual evidence of the following diseases and conditions: mange, ringworm, soring, strangles, and open or draining wounds. c. All equines originating from within and outside of the Commonwealth must have a negative USDA-approved EIA test (i.e., Coggins test or ELISA test) dated within twelve months of entry. A detailed description of the horse must appear on the test form, and must match the description that appears on the health certificate. d. While not required, it is strongly recommended that all equines be vaccinated for rabies, tetanus and EEE within one year of the fair. e. Evidence of infectious, contagious or parasitic disease or failure to produce the necessary documents for health certification, vaccination or testing will result in the animal s rejection for entry. THE INSPECTOR S DECISION IS FINAL. Any surgical procedure or injection of any foreign substance or drug or the external application of any substance (irritant, counterirritant, or similar substance) which could affect the animal s performance or alter its natural contour, conformation or appearance, except external applications of substances to the hoofs or horns of animals which affect appearance only, and except for surgical procedures performed by a duly licensed veterinarian for the sole purpose of protecting the health of the animal, is prohibited. 9. FIRE & SAFETY REGULATIONS: The following regulations must be adhered to in accordance with the Town of West Springfield Fire Regulations and Public Safety Code: a. No smoking allowed in barns or Coliseum. b. No open flames allowed in any barn or building. c. Fireproof material must be used for all stall decorations. Exhibitors must have an affidavit stating that tack and stall curtains have been flameproofed with DuPont MX12 or its equivalent during If tack and stall curtains are permanently flameproofed, bring an affidavit stating the same. d. The center aisle of C and E Barns must remain clear. Tack stall decorations must not extend more than 18 into the aisle. All aisles must have a walkway free of floor obstructions. e. Bedding material may not be allowed on the floor of any aisle for display purposes. This includes wood shavings, wood sawdust and peat moss. Large wood chips or coarse bark mulch may be used and must be kept damp at all times. The use of burlap for display purposes is strictly prohibited. f. Coverings over the aisles which would in any way limit the effectiveness of the sprinkler system will not be allowed. 10. CAMPERS: Space is limited to exhibitors showing at ESE Horse Show. Reservations must be made on entry blank complete with payment in full prior to the entry deadline. Requests received after the closing of entries, if space permits, will be honored and a late fee of $25 will be assessed. Enter Gate 1 (westernmost gate) on Memorial Avenue, Route 147. A non-refundable sticker permit will be mailed for admission to the camper area. This sticker must be attached to the left front of the camper before entering Gate 1C. Camper parking will be at the direction of the camper lot attendant. If space is not available in the Horse Show area, camping is available at Gate 9 on a first come, first served basis without reservations, hook-ups or electricity. 3

3 11. TRUCK AND TRAILER PARKING: All horse vehicles must enter Gate 1 Memorial Avenue, Rt Exhibitors may arrive after 12:00 a.m. ontuesday, Sept.19. Exhibitors arriving after 12:00 a.m. but before 8:00 a.m. on Tuesday, Sept. 19 may drive to stabling location to unload. After 8:00 a.m. Sept.19 all vehicles must unload in the specified area in the parking lot. Their equipment will be moved by Big E personnel to the barn. Horses must be walked. Vans and trailers must then be parked off the grounds in the auxiliary parking area at no cost to exhibitors. Vans will not be allowed back on the grounds until 10:00 p.m. Sunday, Sept. 24. All exhibitors MUST vacate their stalls by 8:00 a.m. Monday, Sept DRUGS & MEDICATIONS/MEDICAL WASTE/HEADGEAR: Exhibitors attention is directed to USEF Rule GR401 pertaining to Drugs and Medications. Every horse participating shall pay a $16 Federation fee ($8 shall be an equine drugs and medication fee; USEF $8). Management requests that exhibitors comply with USEF Rule GR1210 regarding SHARPS. Failure to do so will result in a fine. Exhibitors attention is directed to USEF Rule GR pertaining to Headgear. 13. GATE ADMISSION POLICY: Wristbands are good for daily admission to the grounds and unlimited access to and from the stabling area and Coliseum. Upon receipt and payment in full of your entry, wristband will be mailed with your acknowledgment. Wristbands will be provided at no charge, based on the number of horses in your stable. 1 horse = 2 wristbands, 2 horses = 3 wristbands, 3 horses = 4 wristbands, 4 horses or more = 5 wristbands. Additional exhibitor wristbands may be purchased at the Horse Show Office for $20 each. No refunds!! NOTE: It is important that your correct mailing address appears on the entry blank in order to assure timely delivery of admission credentials. 14 PARKING PASSES: Parking passes will be issued as follows: One vehicle pass per owner and one vehicle pass per trainer listed will be issued. Passes will be mailed with entry acknowledgement provided entries are received by closing date. NOTE: It is important that your correct address appears on the entry blank in order to receive the passes by mail STABLING/FEED & BEDDING: All horses must have a stall. Stable assignments are on a first come, first serve basis. Day stalls are available for $50 per day each. All stalls are permanent with doors provided. Horse stalls are $110; tack stalls are $110. All stabled horses must be entered or a $25 non-show fee per day will be assessed. All stalls ordered in excess of horses entered will be considered as tack stalls. Tack stalls are limited to two per manager or trainer. Initial bedding will not be provided. HOLDS: Management discourages gate holds or delays. In the event of extreme hardship, a gate hold may be requested. All holds or request for holds must be approved by management. NO OTHER PERSON MAY GRANT A GATE HOLD. 17. DOGS: Due to the No Pet Policy on the fairgrounds, dogs of horse show exhibitors are restricted to the stabling area of the horse show complex. Dogs are not allowed in the Coliseum, entertainment staging areas or out along the parade route. Dogs must be restrained by a leash and will not be permitted to be tied to a barn aisle. Exhibitors will be expected to clean up after their dogs, especially in areas adjacent to campers and food service facilities. This rule will be strictly enforced with a fine of $200 imposed to anyone in violation. Dogs are subject to Massachusetts Animal Health Regulations. 18. RESPONSIBILITY: Neither Eastern States Exposition, its management, employees or independent contractors will be responsible for any article of any kind or nature that is lost, destroyed or stolen, nor liable for any injury sustained to horses, exhibitors, spectators or employees. Under Massachusetts Law, an equine professional is not liable for an injury to, or death of, a participant in equine activities resulting from the inherent risks of equine activities, pursuant to Chapter 128, Section 2D of the General Laws NOTICE: The Eastern States Exposition Horse Show is held in conjunction with all laws and regulations of the United States and the Commonwealth of Massachusetts, and all exhibitors are notified to comply therewith with special reference to Horse Protection Act of 1970 as amended. 20. RELEASES: All exhibitors must settle accounts and obtain a release from the Horse Show Office before the start of the last session of the show and before removing horses and equipment from grounds. All feed store bills must be paid in full prior to releases being issued. 21. FOOTING: The Coliseum ring is 100 x 200 with dirt footing mixed with sawdust. Warm-up rings are 66 x 170 and 90 x 180 with all-weather surfaces composed of limestone and sand. 22. MOTORIZED VEHICLES: Scooters, golf carts or other motorized vehicles will not be allowed to operate on the fairgrounds from 8:00 a.m. through closing of the Fair at 10:00 p.m. Minors who do not have a valid driver s license which allows them to operate a motorized vehicle in the state in which they reside will not be permitted to operate a motorized vehicle of any kind including, but not limited to, golf carts, motorcycles, scooters or farm utility vehicles on the competition grounds of recognized competitions. Minors who have a valid temporary license may operate the above described motorized vehicles as long as they are accompanied by an adult with a valid driver s license. The parent(s), legal guardian(s), or individual who signs the entry blank as a parent or guardian of a minor operating a motorized vehicle in violation of this rule is solely responsible for any damages, claims, losses or actions resulting from that operation. Violations of this rule will be cause for sanctions against the parent(s), guardian(s), and/or trainer(s) who are responsible for the child committing the offense. Penalties may include exclusion of the child, parent(s), guardian(s), and/or trainer(s) from the competition grounds for the remainder of the competition and charges being filed against any of the above individuals in accordance with Chapter 6. Wheelchairs and other mobility assistance devices for individuals with disabilities are exempt from this rule. 23. Upon signing of entry the exhibitor grants permission to be photographed/interviewed by the Exposition in connection with the activity. All photographs are the property of the Exposition and may be used for their purposes. 24. AFFILIATIONS: Eastern States Exposition Horse Show is a member of United States Equestrian Federation, Connecticut Horse Shows Assn., New England Horsemen s Council, Pennsylvania Saddlebred Horse Assn., American Road Horse & Pony Association. This show is a regular member of the United States Equestrian Federation. Every class offered herein which is covered by the rules and specifications of the current USEF Rule Book will be conducted and judged in accordance therewith. In situations arising which are not covered specifically by USEF Rules, the following rules or the rules specific to each show contained in the individual sections, the decision of the Show Managers and Stewards shall be final. UNITED STATES EQUESTRIAN FEDERATION Life, senior active, and junior active members shall be eligible to participate in all classes at Regular Competitions, Eventing Competitions at the Preliminary Level or above and Combined Driving Competitions at the Advanced Level, Dressage, Reining and Vaulting Competitions and Endurance Rides. A non-member may participate as a handler, rider, driver, owner, lessee, agent, coach or trainer at Regular Competitions, Eventing Competitions, Dressage Competitions, Reining Competitions and Combined Driving Competitions upon payment of a $30 Show Pass Fee. Participants in the following classes are exempted from the Requirements of this rule: 1) leadline; 2) exhibitions; 3) games and races; 4) classes for 4-H members; 5) walk trot and academy classes (academy classes are classes limited to horses used regularly in a lesson program.); 6) USDF introductory level tests, pas de deux and quadrille classes; 7) NRHA Endorsed Reining Competitions; 5

4 8) Opportunity classes. 9) Citizens of other nations who have proof, in English, of current membership in good standing of their own National Federation;10) USEF beginner novice division; and 11) assistant handlers in Dressage Sport Horse Breeding classes. NON-MEMBERS OF UNITED STATES EQUESTRIAN FEDERATION GR205 Participation 1. A non-member who wishes to participate as a rider, driver, handler, vaulter, longeur, owner, lessee, agent, coach or trainer at Regular Competitions, Eventing Competitions at the Preliminary Level or above, Dressage Competitions, Endurance Rides, Reining Competitions, Vaulting Competitions, and Combined Driving Competitions at the Advanced Level, must pay a non-member registration fee for each competition in which competing. Lessees are considered owners in connection with this membership requirement. In the event of an entry under multiple ownership, only one owner need be a Member or pay a non-member registration fee. The competitions will be responsible for forwarding a list of the names of individuals who pay non-member fees at the competition to the Federation with the post competition report. Payment of non-member fees for purposes of competing does not entitle the individual to any other privileges of USEF membership. GR206 Show Pass Fee 1. Federation show pass fee. The amount of the non-member registration fee will be established annually by the Federation. Unless otherwise established, the fee will be $30 and must be collected by all appropriate competitions and remitted to the Federation (for exceptions see GR901.9). Non-US citizens who are members in good standing of their National Federations are exempt from payment of the Federation non-member fee. 2. Recognized Affiliate Association non-member fee. A Federation Recognized Affiliate Association as defined under Bylaw 222, Section 1 (1) and 1 (2) may establish a nonmember fee for their respective breed or discipline. If established, the amount of the nonmember fee will be determined annually by the applicable Recognized Affiliate Association. This fee must be collected by all appropriate licensed competitions and remitted to the Recognized Affiliate Association (for exceptions see GR901.9). FEDERATION ENTRY AGREEMENT By entering a Federation-licensed Competition and signing this entry blank as the Owner, Lessee,Trainer, Manager, Agent, Coach, Driver, Rider, Handler, Vaulter or Longeur and on behalf of myself and my principals, representatives, employees and agents, I agree that I am subject to the Bylaws and Rules of The United States Equestrian Federation, Inc. (The Federation ) and the local rules of the competition. I agree to be bound by the Bylaws and Rules of the Federation and of the competition. I will accept as final the decision of the Hearing Committee on any question arising under the Rules, and agree to release and hold harmless the Competition, the Federation, their officials, directors and employees for any action taken under the Rules. I represent that I am eligible to enter and/or participate under the Rules, and every horse I am entering is eligible as entered. I also agree that as a condition of and in consideration of acceptance of entry, the Federation and/or the Competition may use or assign photographs, videos, audios, cable-casts, broadcasts, internet, film, new media or other likenesses of me and my horse taken during the course of the Competition for the promotion, coverage or benefit of the Competition, sport, or the Federation. Those likenesses shall not be used to advertise any product and they may not be used in such a way as to jeopardize amateur status. I hereby expressly and irrevocably waive and release any rights in connection with such use, including any claim to compensation, invasion of privacy, right of publicity, or to misappropriation. The construction and application of Federation rules are governed by the laws of the State of New York, and any action instituted against the Federation must be filed in New York State. 6 AMERICAN SADDLEBRED HORSE DIVISION In order to compete, all horses must be registered with the American Saddlebred Registry or the Canadian Livestock Records Corporation. They must be entered in their full registered names with registration numbers and under the names of the owner(s) of record with the A.S.R. or the C.L.R.C. A copy of the registration papers showing recorded ownership, or a copy of the registration papers with a Certificate of Eligibility to Show issued by the American Saddlebred Registry must be submitted with entry form at the time of making entry or presented to competition office before competition number will be released unless the competition, at their discretion, confirms registration electronically with the American Saddlebred Registry or the Canadian Livestock Records. Horses shall be serviceably sound and shall be shown without artificial appliances, except inconspicuously applied hair in mane or tail, tail brace and mouth controls. Quarter boots are allowed in Five-Gaited and Fine Harness classes. Stripping will occur in Classes 124 and 133 only.
