4 STALL INFORMATION EVERY HORSE MUST HAVE A STALL! Stalls: $165 per stall postmarked by July 15, 2018 Monday Arrivals: $25 additional per stall (available at 5 PM, Monday, July 30, 2018) Late Stalls: $200 per stall postmarked after July 15, 2018 Over Fences/Reining/Ranch/Speed Classes Only: Stalls $50 per day (Explorer Barn) Stall Reservations require payment. Reservations are not guaranteed until payment in full is received. Stall locations assigned by management. All special requests must be made by July 15, Stalls will be reserved under the name of the person making payment. Exhibitors must check in with the stalling office for stalling assignments. NSBA Dual Approved Classes $10 per go, one judge per go. Must enter corresponding APHA class. Trail Practice $20 per horse entered in trail. Paint Horse Congress Color Breed Classes: $100 per class; Office Charge may apply Produce of Dam no charge, if horse is entered in other classes, otherwise, must pay office charge. Get of Sire no charge, if horse is entered in other classes, otherwise, must pay office charge.. 4

5 PRODUCE OF DAM / GET OF SIRE Refer to Rule SC & 2. Produce of Dam. Two (2) produce, either sex. Regular Registry or SPB can show. At least one horse shown must be Regular Registry. Dam must be registered with APHA, but need not be shown nor need produce owned by owner of dam. Get of Sire. Three (3) get, either sex. Regular Registry or SPB can show. At least two horses shown must be Regular Registry. Sire must be registered with APHA, but need not be shown nor need get be owned by owner of sire. CONGRESS ELITE HALTER CHAMPION The Elite Congress Halter Champion will be a class for each Grand Champion of all sex divisions under all eight (8) Judges. Qualifying horses from the first set of judges will be posted at the office. No entry fee. PAINT HORSE CONGRESS COLOR BREED CLASSES $1,000 added money per class Entry fee: $ % payback **A color horse is one who is registered with IBHA, PHBA, PtHA, ABRA, ApHC, APHA or POA. If a horse is registered as a PtHA solid registered, then it is not considered a color horse unless it is also registered with one or more of the following associations: APHA, ABRA, ApHC, IBHA, PHBA or POA. Non Pro Eligibility: In order to show in any Non Pro class, the exhibitor must hold a current Youth, Amateur or Non Pro Membership in the respective breed association in which the horse he/she is showing is registered and must meet relationship eligibility requirements. The exhibitor must furnish a copy of the membership card at time of entry. (The Paint Horse Congress logo will be provided to the recipient for insertion in the ad) Paint Horse Congress Event Rules Adding Classes Individuals may add classes at the show. Classes must be added at least two classes prior to the class being held. Entries made after the working order is posted will be added to the beginning of the working order for the class. All fees must be paid at the time of entry by either an open signed check or credit card information left in the show office. Once a horse is entered into the show, there are no late fees to add classes. Arena Gate Calls/Holding Pen Procedure There will be a holding pen for all classes. A two minute holding pen call will be enforced. Working orders will be posted at least one hour prior to the class being held. Only exhibitors will be allowed in the holding pen. No spraying in the holding pen or alley way. All classes will have a one minute gate call. Awards Points will be calculated according to APHA rules SC 150, AM 1001 and YP 095. Class Awards: Will be given for each class offered. To be eligible for class awards the exhibitor is required to show to all PHC judges for which the class is offered. High Point and Reserve High Point awards will be given for the following: Open, Solid Paint Bred Open, Solid Paint Bred Amateur, Amateur, Masters Amateur, Novice Amateur, Amateur Walk Trot, Solid Paint Bred Amateur Walk Trot, Youth 18 & Under, Youth 13 & Under, Novice Youth, Solid Paint Bred Youth, Youth Walk Trot, Solid Paint Bred Youth Walk Trot, Open Ranch, SPB Open Ranch, Novice Amateur Ranch, Amateur Ranch, SPB Amateur Ranch, Novice Youth Ranch, Youth Ranch, and SPB Youth Ranch.. To be eligible for High Point Awards, all exhibitors (or horses for open awards) must show at least their respective halter class and three performance classes under all 8 Judges. Novice and walk trot exhibitors must show their respective halter class and three performance classes under all 8 judges to be eligible for high point awards. If the youth or amateur exhibitor is exhibiting a different horse in the qualifying halter class, the halter requirement is considered to be met but those halter points will not count towards the High Point Award. If two youth or amateur exhibitors are exhibiting the same horse and only one can show in the qualifying halter class, the halter requirement is considered to be met for both exhibitors but those halter points will only count towards the High Point Award for the exhibitor that showed in the qualifying halter class. 6

7 Awards for individual judge s placing in all classes will be available for pickup at the show office. Overall Congress Champion Stallion, Mare, and Gelding will be determined first by the horse with the most Grands, and then the most Reserves, if a tie still exists, then the tiebreaker judge will be utilized. Award Presentations Will be held at the end of the last go of a class. All awards must be picked up at the show. Bedding / Shavings / Feed No outside bedding is allowed in the facility. Bedding is through the facility at Pete s Feed (918) All bedding through Pete s Feed. Feed: Pete s carries Purina products and grass hay only Breaks If time permits, any break(s) will be announced daily by the announcer. Class Patterns Pattern books will be available in the office for $5. Patterns will be posted near the arena. Pattern books may be requested with entries and will be available at check in. Class Splits/Working Orders Rail classes may be split into heats based on show management discretion. Working orders for classes will be posted at the Show Office and by the arena. Working orders are a random, computerized draw. The working order will be followed. Should an exhibitor miss his/her slot to work, they may be disqualified from the class. Any additions to the class after the draw is posted will go at the beginning of the class. Combining or Dividing Classes Combining or dividing classes will be at the discretion of show management and follow all APHA rules as outlined in the 2017 APHA Rulebook and any Rulebook Supplements. Deliveries Expo Square has a freight office available to exhibitors. Hours of operation: Monday Friday 8:30 am to 11:00 am and 12:30 pm to 4:00 pm. Disqualification Any exhibitor, horse or owner disqualified from a class for any reason, will not be eligible for a refund. When disqualification is made by Show Management or any Show Official, their decision is final. Dogs All dogs are to be confined or tethered by a leash. Dogs are not allowed in the holding pen or any arena show or practice. Loose dogs will be subject to pick up and fines by local animal control. 7

8 Drug Testing & Tail Testing APHA rules for drug testing and tail testing will be strictly adhered to. Exhibitor Agreement By submitting an entry, an exhibitor agrees to abide by all rules as set forth by the APHA and KPHA when entering classes sanctioned by any of these organizations. The Exhibitor agrees to abide by all the rules of the Paint Horse Congress. All decisions made by Show Management are final. Final Interpretation of Rules The show will be conducted in accordance with the rules and regulations of the 2017 APHA Official Rule Book. Sitting members of the PHC Committee, who are present at the time, or show management will adjudicate any dispute not covered by the APHA rules. Their decision will be final. Any person(s), farm, ranch or partnership under suspension by the American Paint Horse Association or having outstanding debts to KPHA or PHC shall not be permitted to exhibit in any class at the PHC or be on the premises during the PHC. Funds All payments must be made payable to the Paint Horse Congress in U.S. Funds. Foreign entrants are required to pay in the manner specified below: U.S. currency OR Check drawn on a U.S. bank OR World or international money order. Credit/Debit Cards Payments may be made using Visa, MasterCard or Discover Card. There is a 3.5% convenience fee, rounded up to the next full dollar. Must include the 3 or 4 digit security code from the back of the card. Credit card or debit card transactions which do not clear, will be subject to the same charges as returned checks. Those with credit or debit cards which are declined will be given one courtesy call or to rectify the situation. Policies on Check Cashing The KPHA/PHC will not cash any personal checks. Liability The KPHA, PHC and/or the Expo Square will in no way be responsible for any loss, damage, or injury to horses exhibited or any article of any kind that may be lost, stolen, destroyed or in any way injured. Each exhibitor will be solely responsible for any loss, injury, or damage done to, occasioned by, or arising from any horses or article owned or exhibited by him/her. The exhibitor shall indemnify the KPHA/PHC, Expo Square and their employees against all legal or other proceedings, claims or demands of any kind or nature in regards thereto or that may arise from negligence of person in charge of any such horses or articles. By entering the show and/or arriving at the show grounds, you agree to the above release of liability. Oklahoma Health Requirements Current Coggins and Health Papers must be shown to the Stalling Manager or the horse will not be allowed to show or stay on the grounds. An Equine Passport issued within 6 months of the last day of the show is acceptable. Exhibitors/owners/trainers are responsible for being aware of any animal health requirements for the state of Oklahoma. Photography/Videography Policy The Paint Horse Congress prohibits the use of any still photography and/or video cameras for commercial use or distribution through web sites, social networking sites or any other media. Any commercial or mass distribution of photography and/or video, or advertisement thereof, taken of subjects within the show ring without prior written consent from show management, is expressly forbidden. Professional photography equipment, cameras with lenses larger than 4 inches and camera support pods or video cameras of any size mounted on a tripod are not permitted under any circumstances except by credentialed media. 8

9 Journalists/Photographers/Videographers on assignment by recognized magazines, newspapers, television and radio networks, publications, local television and radio stations and other approved media outlets must obtain approval from Official Show Photographer. Postmarks and Late Charges Only postmarks from an official Post Office are acceptable, postal meters are not acceptable. Postmarks will be used in determining any and all deadlines regarding entries, stall reservations, etc. Dates on ed or faxed items will be used in lieu of postmarks, if they are accompanied with the appropriate electronic payments. Postmark dates on certified or registered mail will be accepted. REFUNDS Refunds Entry Fees Not applicable, pre paid entries not required. Stall Refunds Refund request must be made in writing and must be post marked on or before July 15, 2017: assessed. No refunds after July 15, A $10 per stall handling fee will be Returned Checks Any check returned to the PHC office for any reason, will necessitate payment by certified funds, as well as a $30.00 returned check charge or stop payment charge in order for entries to be processed. If the situation is not rectified prior to arriving at the horse show, the agent/owner must bring certified funds to the Horse Show Office for the entries to be processed. Any applicable late fees will also be applied due to the returned check(s). Parties who have had checks returned in prior years to the KPHA/PHC will be required to submit entries using certified funds. Right to Refuse In accordance with APHA Rules, show management reserves the right to refuse, accept conditionally, or cancel any entries, also to disqualify exhibitors, prohibit exhibition of entries and cancel awards without damage. Please contact Casey West at or Schedule Changes The show management reserves the right, if necessary, before or during the show, to make schedule changes, cancel or combine classes when less than three entries are received, after the first entry deadline, without liability. However, no class will start before the posted time. It is the exhibitor s responsibility to be informed of any schedule or venue changes. If an exhibitor(s) chooses to not exhibit in a combined class when show management deems necessary, he/she will not receive a refund. However, if the class is cancelled by show management, a refund will be given. Security Security of personal property (horses, tack, trailer, vehicles, etc.) is the responsibility of each individual. Shavings See Bedding. No outside bedding allowed in the facility. Show Office Hours Show office will open 60 minutes prior to show times and remain open until the end of competition each day. The show secretary will be available from 5 pm until 8 pm on Monday, July 31, 2017 and 10 am until 8 pm on Tuesday, August 1, All business must be conducted during those hours. 9

10 Stall Office The stalls will be coordinated through the Stalling Manager in the Stalling Office in the Oklahoma Ford Dealers Barn. There will be someone available beginning on Monday at 5:00 pm. If the stalling person is not in the office, there will be contact information posted on the door. Substitutions Any substitutions of horse or rider must be coordinated through the show office. Tack Changes Tack changes must be requested in advance through the gate person. Tack changes will retire to the holding pen to complete the change. Tie Breaker System A tie breaker judge will be selected for each class by show management and will be on a rotating basis. Paid Over Fence Practice Over Fence practice times will be posted at the Super Duty Arena. fence classes for paid practice and this will be added to show tabs. There will be a mandatory $20 fee per horse entered in over Paid Trail Practice Trail practice times will be posted at show with open riding for exhibitors. Withdrawing From a Class Please advise the Horse Show Office if you are withdrawing from a class. EXPO SQUARE RULES 1. No stickers on stalls. There is a 5 x7 card holder on each stall for information. 2. No stapling, nailing or screws to be placed through the stalling material. These are new stalls and the exhibitor may be billed for any defacement to the stalls. 3. Electric outlets: No covering of electrical boxes or blocking access to electrical outlets is allowed. The Expo Square follows the National Electric Code. 4. The use of propane, gas, bottled butane, and open flames are prohibited in any building or structure on the fairgrounds. Biosecurity Expo Square has adopted procedures to prevent the introduction and spread of disease in animals through their routine cleaning and decontamination of stalls and barns. Additionally, there are quarantine procedures in place should there be an illness. The show office maintains copies of their policies and they are available for review for any exhibitor. 10
