The member is required to have access to a horse and to develop and maintain a project diary or scrapbook depicting what you have done and/or learned through this project. JUDGING: Be prepared to share the knowledge learned, the report or scrapbook and the developed exhibit. * See Information page in project book for more details STANDARDBRED HORSES (Project is judged with Crop, Shop, Science and Engineering Department) PROJECT: Learn how to safely harness your horse to a cart and drive, whether it is a standard bred racehorse or a pleasure driving horse. Complete the project book by exploring all interest areas. Plan at least two things to do and take part in at least two project learning experiences. Write a one-page report telling what you did and what you learned through this project. You need to have access to a standard bred or pleasure-driving animal. JUDGING: Be prepared to share the knowledge learned, the one page report and the developed exhibit. EXHIBIT: Develop an exhibit on something learned from the project. * See Information page in project book for more details HORSE REPRODUCTION AND GENETICS (Project is judged with Crop, Shop, Science and Engineering Department) PROJECT: Explore breeding, mare and foal management in a project that requires commitment. Use in conjunction with 190R Equine Record Book. JUDGING: Be prepared to share the knowledge learned, the one page report and the developed exhibit. EXHIBIT: Develop an exhibit on something learned from the project. * See Information page in project book for more details TRAIL RIDING PROJECT: Team up with your horse for competition or pleasure trail riding. Learn the basics of conditioning your horse. Use in conjunction with 190R Equine Record Book. Horseless Horse, Horse Nutrition, Standardbred Horses, and Horse Reproduction and Genetics projects will be projects judged on Crop, Shop, Science and Engineering Day on Saturday, June 30, from 9:00 a.m. to 3:00 p.m. All youth in these project areas are expected to bring a completed project book and an exhibit for judging. These projects will be displayed in the 4-H Booth Building. More information is included in each project book. MANDATORY HORSE QUALITY ASSURANCE All equine project Members Must ATTEND - TBD. General Rules for Marion County Fair Horse Show 1. Each horse club will be responsible to provide workers for the classes. 2. Pen assignments will be made by the Junior Fair Board Department Superintendents. 3. All stalls must be cleaned when the animal is removed. 4. All Marion County horse exhibitors must participate in their appropriate Grade Class with each project, and Skillathon to receive fair premiums in this department. 5. All exhibitors must abide by dress code rules 179 Uniform Rules for 4-H Horse Shows. Plan ahead to have appropriate clothes on show day. 6. All youth age 19 and under, participating in any 4-H equestrian activity, are required to wear properly fitted protective headgear which meets or exceeds current ASTM (American Society for Testing and Materials)/SEI (Safety Equipment Institute) standards with the chin harness securely fastened at all times while riding or driving an equine. It is the responsibility of the rider, or the parent or guardian of the youth participant, to make sure that the headgear worn complies with appropriate safety standards for protective headgear intended for equestrian use, and is properly fitted and in good condition. The Ohio 4-H Horse Program, show committees, officials, Extension personnel and volunteer leaders are not responsible for checking headgear worn for such compliance. The Ohio 4-H Horse Program, show committees, officials, Extension personnel and volunteer leaders make no representation or warranty, expressed or implied, about any protective headgear. They further caution riders that death or serious injury may result despite wearing such headgear, as no helmet can protect against all foreseeable injuries in equestrian activities. The Ohio 4-H Horse Program, show committees, officials, Extension personnel and volunteer leaders may, at his/her discretion, check a participant's protective headgear for proper standards. If the youth is found to be wearing unapproved, defective, or improperly fitted headgear, he/she will not be permitted to participate in riding or driving activities until proper headgear is acquired. 4

7 OHIO STATE UNIVERSITY EXTENSION MARION 4-H EQUINE DEPARTMENT OPERATIONS POLICIES Last Revised: October 2018 These policies deal with the philosophy, policy, and operations of this department and the County 4-H Equine Program. 1. The department shall support and abide by the 4-H Circular 179, "Uniform Rules for 4-H Horse Shows" for all 4-H Equine shows. 2. The department shall encourage good sportsmanship and good conduct at all 4-H horse shows from participants, parents, and spectators. Unacceptable behavior is grounds for dismissal from the event. Judge's decision is final. 3. The department shall cooperate with and abide by the rules and regulations of the Marion County Junior Fair Board and Marion County Senior Fair Board. 4. The signed Disclosure and Release of Claims form is due with your 4-H enrollment forms no later than February All Equine Members Must attend the Mandatory Equine Quality Assurance TBD. 6. To participate at the Marion Co. Fair, Ohio State Fair PAS Shows and The Ohio State Fair the Member must Attend the Mandatory Equine Quality Assurance April 15, Attend the Mandatory Check-In April 27, 2018 with Horse. Attend the Mandatory Veterinarian Health Check June 27, 2018 with horse H Equine Project Description/Lease Forms, Fair Entry Forms will be turned in when your horse is inspected at the Mandatory Check-in by the 4-H Equine Jr. Fair Board and their advisors. Members are to be present and to have hands on Daily Care of their Project Animall from this date. All project animals will be measured at this Mandatory Check-ln. Ponies are 58" and under if they are measured unshod then they show unshod or if shod then show shod, if there is a change either way then the animal must be re measured 1 hour prior to the start time of the show with notice given in advance to the person or persons responsible for measurements. 8. Two members cannot show the same project animal for their project. (An immediate family member can enter the same animal but only one can show it.) 9. To participate at the Ohio State Fair the member will declare 4 qualifying show classes per horse, but may only show 1 horse in a Qualifying Show (once that horse is shown that is the horse you have to show at the 2nd.) 8 10. Junior Fair Board Equine Department superintendents will be selected in the same manner as other Jr. Fair Board superintendents. 11. The Jr. Fair Board recommends the Qualifying Show, King and Queen, and Marion County Equine Show judges by discussing possible judges from the current approved 4-H judges list 12. All Clubs are expected to share in conducting Fair Shows. Schedules will be posted. 13. Any protest about rules or policies must be accompanied by a $50 fee. This protest will be handled according to the General Rules Governing the Junior Fair found in the Marion County Fairbook. 14. If you would like to suggest changes for the Equine Department Classes please submit those changes in writing by September 1 st for the next year to the Department Advisor H Equine Department Operations Policies and Equine Show Rules developed at the November Jr. Fair Board meeting shall stand until the following November. 16. A copy of #179 State Uniform Rules for 4-H Horse Shows and the Marion County 4-H Equine Program Handbook will be made available to each 4-H/FFA Equine member/family to purchase. 2

9 OHIO STATE UNIVERSITY EXTENSION Last Revised: October 2018 MARION COUNTY 4-H EQUINE DEPARTMENT 4-H HORSE SHOW RULES OF OPERATION 1. All hardship cases require a veterinary certificate verifying the horse is dead, ill, or injured to the extent the horse cannot be shown and the member has no other horse project signed up, excluding production. The member must request permission in writing to the 4-H Marion County Extension Educator and the Equine Jr. Fair Board Advisors to use a replacement animal. 2. All horses must be led except while in the arena. 3. Animals are not to be turned loose in either arena. 4. There will be no racing of horses on the fairgrounds. 5. Sitting on horses in the barn is prohibited. 6. All occupied stall doors must be closed 7. No riding double or without bridle. 8. All riders must wear riding boots and an approved helmet. 9. Permissible attire for Fun Day Classes shall be long pants, a short-sleeved shirt with a minimum sleeve length of 4" and boots, with the exception of the costume class. (While mounted you must wear an approved helmet.) 10. Each stall must be cleaned daily by the time designated. Each stall will have a grade sheet and the condition of stall, animal, WATER IN THE BUCKET and area in front of stall will be graded each day by a designated person at the posted time. Penalties for grades C or below are as follows: 1st offense - warning; 2nd offense - no premium; 3rd offense - removal. 11. Animals are to be ridden by its registered exhibitor only.(no Parents, Friends, Trainers. NO ONE EXCEPT THE EXHIBITOR) ONLY EXCEPTION: designated classes only 12. Several saddle project animals may be enrolled in 4-H by a member; however, the total number of animals allowed to be taken to the fair is two, plus Production (a mare and foal). 13. Only two saddle project animals may be entered in riding classes. 14. Each exhibitor is allowed to show only one entry per class. 15. Each exhibitor Must participate in the Mandatory Showmanship Grade Class with each Project to receive a Premium. 16. Horse Skillathon is MANDATORY for anyone exhibiting horses at the Jr. Fair. 17. Animals must be shown under saddle, in harness or in showmanship to participate in Fun classes. 18. All rules established by the department MUST be obeyed or premiums will be forfeited and possible removal from the fairgrounds and future restrictions. 19. Supreme Classes (Horsemanship and Showmanship) shall provide ribbons to ten places, with trophies for first and second places. Premiums are paid on the first three places: $5, $4, and $3 respectfully. 20. Calcutta classes are not allowed in 4-H equine shows or shows sponsored by 4-H groups. They are forms of gambling and are not permitted. 21. Marion County 4-H equine shows will be conducted according to #179 UNIFORM RULES FOR 4-H HORSE SHOWS IN OHIO and the rules and policies set forth in the Marion County 4-H Equine Program Handbook. Protests must be made in writing, signed by party or parties making the protest, and filed with the Jr. Fair Board Office by noon of the day following the incident and/or award, accompanied by the protest fee of $50, which will be retained by the Marion County Jr. Fair Board if protest is not sustained. Parties may appeal the decision of the Jr. Fair Board Executive Committee to the Sr. Fair Board in writing by noon of the day following the decision accompanied by an additional protest fee of $50, which will be retained by the Marion County Sr. Fair Board if the protest is not sustained. 23. In the question of a rule violation, the exhibitor and/or parties involved will be questioned by the Department Governing Body (Jr. Fair Department Superintendents, Jr. Fair Department Advisors, Sr. Fair Department Superintendents, and OSU Extension Educator). If it is felt that a violation has occurred, the Departmental Governing Body will make a recommendation to the Jr. Fair Board Executive committee. Upon hearing the case, the Jr. Fair Board Executive committee will make a ruling. When satisfactory evidence has been obtained by the Jr. Fair Board Executive committee that any of the rules have been violated the exhibitor and/or exhibitor s family may be barred from showing in any future Marion County Fairs. In case any premium shall have been awarded to animals shown in violation of this rule, the Jr. Fair Board Executive committee may require any or all of the following: refund all premiums, return all trophies, return all awards, and return or forfeit all sale money. 24. All project animal(s) will be measured at the mandatory check-in. Ponies are 58" and under. If they are measured unshod, they must show unshod or if shod then show shod. If there is a change either way then the animal must be re-measured 1 hour prior to the start time of the show with notice given in advance to the person or persons responsible for measurements prior to participating at the Marion County Fair and/or Qualifying Show. 25. State Fair Qualifiers will be selected using the Performance Against Standards Program judging system at a non-fair Qualifying Show. Scores will follow the animal. All 4-H members will be permitted to show at Qualifying Shows with proper preregistration To participate at the Marion Co. Fair, Ohio State Fair PAS Shows and The Ohio State Fair the Member must Attend the Mandatory Equine Quality Assurance TBD. Attend the Mandatory Check-In April 27, 2019 with Horse. Attend the Mandatory Veterinarian Health Check June 26, 2019 with horse. There is a $20 fee to show per show. You can show only 1 horse and it must be the same horse for both PAS Shows. If you want to qualify in or out of county you must have all paper work turned, in, also request permission from the Extension Educator to go out of county. (If you are not permitted to show at Marion County Fair for a Rules Violation, you are not permitted to qualify for State Fair either). 26. All youth staying overnight in the Equine Department must have a designated adult supervisor present, 27. Stalls must be completely cleaned out the end of release day. If your stall is not cleaned out you will not be permitted to show the NEXT YEAR. 28. Equine are not permitted to leave the fair prior to the scheduled release time. If they leave the grounds early, the exhibitor will be penalized with not showing at the fair for 1 to 3 years. The penalty time period is to be determined by Marion County Jr. Fair Board in consultation with the Horse department Advisors. You will not be permitted to qualify for State Fair for the years you are penalized. 2

12 OHIO STATE UNIVERSITY EXTENSION PERMISSION TO PARTICIPATE IN 4-H HORSE ACTIVITIES DISCLOSURE AND RELEASE OF CLAIMS I,, have chosen to participate in the Ohio 4-H Horse Program and its related horse activities. I understand that this participation will involve contact with horses and may give rise to a risk of physical injury. I am aware that: A. Horses have a tendency to behave in ways which may result in injury, death, or loss to riders, or other persons in the immediate vicinity; B. Horses may react in an unpredictable way to sounds, sudden movement, unfamiliar objects, persons, or other animals; C. Riding a horse may give rise to a risk of injury from hazards arising from the surface or subsurface of the ground in which these riding activities occur; D. While in the vicinity of a horse or while riding a horse, I may be involved in a collision with another horse, another animal, a person, or an object; E. Other participants in the program may fail to maintain control over a horse or fail to act within their abilities, thus causing harm to me or other participants; and F. Other participants in the program may act in a negligent manner, which could result in harm to me. As parent or guardian I have discussed with my child the need to behave in a safe manner. I will make sure that my child wears appropriate clothing and footwear during horse activities. I further agree that my child shall be subject to the helmet policy which is reprinted for convenience on this page. In consideration for the opportunity to participate in club, county, district and state 4-H horse activities and the use of services and facilities made available through these 4-H horse activities, I do release and forever discharge for myself and my heirs, executors, administrators, and assigns, the Ohio 4-H Horse Program professional and volunteer leaders, agents, The Ohio State University and its Board of Trustees, its administrators, faculty and staff, from all claims, demands, and causes of action for personal injury or any other damage which may arise out of or be in any way related to my participation in this activity or program. It is the responsibility of the rider, or the parent or guardian of the youth participant, to make sure that the headgear worn complies with appropriate safety standards for protective headgear intended for equestrian use, and is properly fitted and in good condition. The Ohio 4-H Horse Program, Show Committees, Officials, Extension Personnel and Volunteer Leaders are not responsible for checking headgear worn for such compliance. The Ohio 4-H Horse Program, Show Committees, Officials, Extension Personnel and Volunteer Leaders make no representation or warranty, expressed or implied, about any protective headgear, and cautions riders that death or serious injury result despite wearing such headgear, as no helmet can protect against all foreseeable injuries in equestrian activities.
