4 Do these projects have any required supplements? Yes. All first year horse projects must complete the 191R Horses, Safety, and You. In addition, all horse projects (exception 173 Horseless Horse and 174 Beginning Horse Management) must complete 190R Equine Record Book, a separate equine record book with their project. What section of the 173 Beginning Horse Management project book should I complete each year? For more information, go the Beginning Horse Management Three year project guidelines document: nagement%203%20year%20guidelines.pdf. Do I need to complete all of the Miniature Horse Manual for New Owner project book? No. This book has been broken out into sections, based on the number of years you ve taken the project. For more information, go to the Small Equine Judging Guidelines and Required Citizenship/Leadership Activities document: and%20leadership.citizenship%20activities.pdf. The 177 Horse Training: How to Talk to Your Horse project book doesn t have any questions in it. What should I do? Richland County created a separate Member Project Guide that you must complete and take it to book judging along with the project book and equine record book. Note: The Member Project Guide won t appear in the Family Project Guide. If you take this project multiple years, you don t need to purchase another project book. You ll only need to purchase a new Member Project Guide and 190R Equine Record Book each year you take this project. The 762 Horse Nutrition project book doesn t have any questions in it. What should I do? There is no separate Member Project Guide for this project. Since there are no questions, we recommend that you take a poster or educational display on a selected aspect of the project to book judging along with the project book and equine record book. In lieu of a poster, you can also bring any of the following: Outline of the area of study Prepared questions and answers from the project book Written summary of a selected area of focus Can I take horse lessons? Yes, lessons and instruction are strongly encouraged. As long as the 4-H member is present in a learning situation, such assistance can include occasional riding or handling of the horse by another person (except for production projects where all the work and showing must be done by the member). This rule applies also applies to back-up horses. Can I send my horse to a trainer? Yes. But the horse must be back within your care within 30 days of competing in any county PAS show, State Fair Junior Horse show, or a county Premium Day show. This rule also applies to back-up horses. Can someone else show my project horse in an open or breed show? Yes. But if the open or breed show is within 30 days prior to a county PAS show, State Fair Junior Horse show, or a county Premium Day show, then Junior Fair horse exhibitor must be present. This rule also applies to back-up horses. 4

5 HORSE REGISTRATION When is my horse registration due, and what do I need to submit? Horse registration is due on May 15. You should include: Horse Registration Form Body Condition Scoring (BCS) Record Permission to Participate Form Horse Identification Form PAS Entry Form (if showing at PAS) Lease agreement (if leasing horse) $25 registration fee Note: Advisors have until June 1 to make changes to a 4-H member s horse registration. For more information, go to the Junior Fair Family Horse Guide website: Who do I make out the check out to for the registration fee? You should make the check out to Richland County Barn Raisers. What happens if my check for the registration fee bounces? If your personal check is returned due to NSF, you ll need to pay the $25 registration fee plus the NSF charge to Richland County Barn Raisers in the form of cash, cashier s check or money order within 30 days of the NSF. If the registration fee and NSF charge aren t resolved within 30 days, the horse registration will be considered incomplete and you won t be able to bring the horse to fair. Note: If your personal check is returned due to NSF, all future payments to Richland County Barn Raisers must be submitted in the form of cash, cashier s check, or money order. What is a back-up horse? A back-up horse is a horse you registered during horse registration to bring to fair in the event your horse becomes lame or dies. In order to bring your back-up horse to fair, a veterinarian must attest in writing that the original horse can t be shown. Can a back-up horse be someone else s project horse? No. If someone else is already taking horse as their project horse, then that horse can t be listed as a back-up horse. Can a horse be listed as a back-up horse for more than one person? Yes. But, only one exhibitor can bring the back-up horse to fair if their horse becomes lame or dies. For example, two 4-H members in the same family list the same horse as their back-up horse and both of their project horses become lame or die before fair. In this situation, only one of them can bring and use the back-up horse to fair. What is a horse lease agreement? A horse lease agreement is a formal rental agreement between the horse owner (lessor) and the horse rider (lessee) for the horse s use. The lease should extend from at least June 1 until the end of the county fair. It should also include (this is not an all-inclusive list): Horse identification Name, address and phone number of the lessee, parent/guardian (if under 18) and the lessor Who s responsible for veterinarian bills? Is there a maximum dollar limit the lessee is expected to pay? 5

6 Where will the horse be boarded and who will be responsible for its daily care The purpose the horse will be used and can it be transported to shows For more information, go to the Horse Leasing Guidelines with Horse Identification Form document: Note: Although Richland County doesn t have a standard horse lease agreement, you can search Ohio State University website: for examples of horse leases from other counties. When do I need to have a horse lease agreement? You need a horse lease agreement for any horse that you don t own that you want to use as either your project horse or your back-up horse. Who needs a copy of the horse lease agreement? A copy of the horse lease agreement must be submitted with your horse registration and must be approved by the County 4-H Youth Development Extension Educator (Judy Villard Overocker). What is body condition scoring (BCS) and why does my horse need one done? Because of general rule #36 in the Uniform Rules for 4-H Horse shows, the Junior Fair Board requires BCS for all horses exhibited at fair. A vet, or other trained individual, should score the horse based on the Henneke nine-point scale at the time of horse registration. The horse will be scored again by a veterinarian at the beginning of the fair. If a horse scores below a 4 or above an 8 at the beginning of fair, the horse won t be eligible to be shown at fair and the exhibitor will be asked to remove it from the fairgrounds. Does a vet or vet tech have to do my horse s BCS? Although strongly encouraged, it s not required. However, the person who does your BCS should be knowledgeable and understand how to score a horse based on the Henneke nine-point scale. Do I have to take my horse to the Richland County Fair to complete my project? No horse project has to be exhibited at the fair. If you aren t planning on showing your horse at fair, you should also bring a poster or educational display depicting an aspect of something you learned from your project. You can also exhibit your post at fair for the poster premium, but this isn t required. For more information about judging and fair exhibit requirements, go to the 2018 Official Richland County Junior Fair Project Guidelines: 8.pdf. HORSE ROYALTY What s horse royalty? Each year at fair, the Richland County horse department crowns a Horse king, queen, prince and princess. These individuals are expected to not only represent the Richland County horse department, but also be a representative of the Richland County fair to the general public. In addition, our horse royalty should display excellent sportsmanship, high moral and ethical character, and should reflect careful humane treatment of animals. They shouldn t use foul or abusive language to others, including family members or other club members. What are some horse royalty responsibilities? If you re selected as horse royalty, you ll be expected to (this is not an all-inclusive list): Wear your crown and ribbon during the fair when not showing 6

7 Pass out ribbons and trophies for junior fair horse shows (and other species as needed) when you aren t showing Represent the horse department and interact with the public while at the fair For more information about horse royalty responsibilities, can contact Stephanie Reith. How can I apply for horse royalty? To apply for horse royalty, you ll need to complete and submit the Horse Royalty application by June 1. To get a copy of the horse royalty application, go to the Junior Fair Family Horse Guide: Who s eligible for horse royalty? In accordance with Junior Fair guidelines, any 4-H horse exhibitor, who is not a parent or expectant parent, is eligible for one of the following titles: King/Queen: Horse project member in good standing, ages 14 to 18 as of January 1st of the current year. Once you ve been crowned King/Queen, you can t hold this position again. Prince/Princess: Horse project member in good standing, age 9 to 13 as of January 1st of the current year. Once you ve held a royalty position, you can t hold it again in the horse department again. But you can run for royalty in another department (if taking a project in that department). Exception: If you were previously the horse prince/princess, you re eligible to run for king/queen, when you meet the eligibility requirements above. How is horse royalty selected? Selection will be based on a combined score of: Horse royalty test Interview by a panel of two judges Two horse royalty classes at fair When is the horse royalty testing an interview? All animal royalty testing and interview will be held at 5:30 PM on July 9, 2018 at the Richland County 4-H Extension Office. Is there a study guide for the horse royalty test? Yes. For a copy of the horse royalty study guide, go to the Junior Fair Family Horse Guide: When will horse royalty be announced? Horse royalty will be announced in the main horse arena on Monday at fair, not before 7:00 PM. BOOK JUDGING What should I bring to book judging? You should bring: Your completed project book Member Project Guide (applies to 177 Horse Training: How to Talk to Your Horse only) 190R Equine Record Book (applies to all horse projects except 173 Horseless Horse and 174 Beginning Horse Management) 4-H Records for Project 174 packet (applies to years 2 and 3 for 174 Beginning Horse Management only) Poster (applies to 173 Horseless Horse and 762 Horse Nutrition only) 7

8 Note: If you aren t planning on showing your horse at fair, you should also bring a poster or educational display depicting an aspect of something you learned from your project. How should I prepare for book judging? When you prepare for book judging, you should complete your project book and/or Member Project Guide. This means, you should answer all the questions in it and complete any required activities, including a one-page summary, if required in book. Your project book should also have your parents and/or advisor s initials and dates on them. In addition to studying the material in your project book, you should also know the following: Breed identifications Feed types Parts of a horse 4-H organizational questions o Who is the founder of the 4-H program? A.B. Graham o In what state was the first 4-H boys and girls club meeting held? Ohio o What do the four H s stand for? Head, Heart, Hand, Health o What is the name of the Richland County 4-H youth development extension educator? Judy Villard Overocker o What is the motto of 4-H? To make the best better o What are the official 4-H colors? Green and white o What is the official 4-H emblem? Green 4-leaf clover with 4 white H s o Review the 4-H pledge and be able to complete each phrase. I pledge My head to clearer thinking, My heart to greater loyalty, My hands to larger service, and My health to better living, For my club, my community, my country and my world. o o Name four of the seven most common offices held within a 4-H club. President, Vice President, Secretary, Treasurer, News Reporter, Recreation Leader, Health and Safety Officer What was the title and content of the 4-H demonstration you gave to your club this year? What should I wear to book judging (and any other Junior Fair activity or 4-H event)? Appropriate attire Inappropriate attire Shirt/top Halter top Pants Extremely short shorts Shorts Exposed midriff or shoulders Skirt Clothing with obscene or alcohol-related/illegal Dress drug wording or designs Shoes These limitations also apply to costumes worn in Freestyle Reining. For show events at fair, if more than one shirt is worn, the outer shirt must be tucked in. If you fail to comply with the dress code, you ll be removed from the event immediately. 8

9 Can I use my cell phone during book judging? No, you can t use your cell phone during book judging, this includes (but is not limited to) phone calls, texting, playing games, searching the internet. Exception: If there s an emergency situation and you need your cell phone on during judging, please contact your 4-H advisor to make the necessary arrangements, and you must step out of the judging area to use your cell phone. HOW CAN I COMPETE AT THE OHIO STATE FAIR (PRODUCTION) How do I qualify to compete at the Ohio State Fair? Production classes aren t offered at the Ohio State Fair. HOW CAN I COMPETE AT THE OHIO STATE FAIR (DRESSAGE) How do I qualify to compete at the Ohio State Fair? To qualify to compete at the Ohio State fair, you don t compete at a county PAS show. Instead, you must receive at least two scores of 60% or higher in tests under at least two different judges while riding in a dressage completion or a schooling show during the current calendar year. Can I qualify in both Classical and Western Dressage? Yes, but it must be on the same horse. I qualified to go to the Ohio State Fair. What do I need to do now? You must complete and send the State 4-H Classical Dressage Show form by July 1. For more information, go to the Ohio State Fair Junior Horse Show Dressage Show website: PAS SHOWS/HOW CAN I COMPETE AT THE OHIO STATE FAIR (ALL OTHER) How can I compete at the Ohio State Fair? To be eligible to compete at the Ohio State Fair, you must receive a qualifying score in at least two events at a county Performance Against Standards (PAS) show. Ponies or Juniors Note: For 2018, Richland County will use the times in column C for barrel patterns. For more information about PAS Requirements, go to the PAS Qualifying Shows website: What is PAS? PAS stands for Performance Against Standards. When you show at a PAS show, you re not competing against everyone else in the class. For Pleasure classes, you re given a base score of 100. From there, the judge will compare you and your horse against a set of standards for each class to qualify in that class. For Gymkhana classes, you re also not competing against everyone else in the class. You must complete the class within the allotted timeframe to qualify in that class. Note: Ribbons aren t awarded at a county PAS show. For more information about how a PAS class is scored, go to the PAS Qualifying Shows website: When do I need to register to show at the Richland County PAS show? You need to register no later than June 1. How many classes can I show in at a county PAS show? You can show in as many classes as you like. However, you must specify which classes you are trying to qualify in for state fair. You can select up to four classes you d like to qualify in for state fair (five if one of them is ground roping). I didn t qualify to go to state fair at the Richland County PAS show. What can I do? If you want to try again, you can go to a PAS show in another county. But, you must show in the same classes (up to four; five if one of them was ground roping) you chose at the Richland County PAS show. Do I need to qualify in at least two classes at the same county PAS show? No. You don t have to qualify for all classes at the same county PAS show. For example, if you only qualify in one class at the Richland County PAS show, you can go to an out-of-county PAS show to qualify in another class in order to be eligible to show at the Ohio State Fair. 10

11 How many county PAS shows can I attend? You can only show to two different PAS judges. In general, this means you can t attend more than two county PAS shows to qualify for state fair. But, if you attend a PAS show that has two judges, then that counts as your two shows. For example, Richland County has a one day PAS show and only hires one judge. If you don t qualify in at least two classes at the Richland County PAS show, you can go to another county and show in their PAS show under another judge. However, if that other county has a two day PAS show and has a different judge on each day, you can only show on one of those two days. Is there a cost to show at an out-of-county PAS show? If you go out of county, you ll be charged a minimum of $10.00 per class to show. When are the county PAS shows? Richland County s PAS show is on 6/16/2018. For more information about other counties PAS shows, go to the PAS Qualifying Shows website: I qualified to go to the Ohio State Fair. What do I need to do next? After you ve qualified in at least two classes at a county PAS show, you ll need to let the Diane Kelley know by 06/29/2018, the Richland County deadline. If you miss the deadline, you won t be able to show at the Ohio State Fair that year. Note: If you qualified at the Richland PAS show, just go to the entry booth during/directly after the show to register for the State Fair classes. How many classes can I show in at the Ohio State Fair? You can show in up to three classes you qualified in at the Ohio State Fair. When you register your classes, you can choose two or three classes you qualified in. You can also select a fourth class as an alternative, in case of a time conflict. Note: Currently, ground roping is treated as a fourth class you can show in at the State Fair. I signed up for a class at the Ohio State Fair and I have a time conflict. What do I do? If you sign up for a class that could conflict at the Ohio State Fair, it s your responsibility to try make it to those classes. Classes at the state fair aren t held for a person that s in a class in another arena. RICHLAND COUNTY FAIR Does my horse need a veterinarian exam before I bring them to fair? No, although we recommend that a veterinarian checks your horse annually, a vet check isn t required. But you should have already had a BCS done and submitted with your horse registration. For more information, go to the Uniform Rules for 4-H Horse Shows under general rules 2-8 that refer to medications and horse condition. Who s responsible for making sure my horse s stall is safe? You and your parents are responsible for making sure your horse s stall is safe at fair. You should inspect it before you place your horse in it. Remember, you know your horse better than anyone else. So if something doesn t feel right to you, then ask for help to fix it before you place your horse in it. When do I need my horse and tack moved onto the fairgrounds? You must have your horse and tack moved into the fairgrounds by 8:00P M on Saturday, August 4, When can I remove my horse and tack from the fairgrounds? You can remove your horse and tack from the fairgrounds any time after 6:00 AM on the Sunday, August 12,

12 Can I remove my horse or tack early? No. Senior Fair Board requires that we keep our horse and tack on the fairgrounds until 6:00 AM on Sunday, August 12, Exception: If your project horse becomes sick or is injured, you may be able to remove sick/injured horse and bring in your back-up horse. When is the vet check? Vet check will not occur before 8:00 PM on Saturday, August 4, The vet check time will be announced at the Barn meeting. Each Junior Fair horse exhibitor (or their representative) must be at their horse s stall during the vet check. What should I do if my horse becomes lame or dies before fair? If your horse becomes lame or dies before fair, you can do one of two things: 1. Complete your project as a poster project. You can make a poster on some aspect of your project and bring it to judging and then display it at the fair. Note: Make sure to check your poster in at the Junior Fair Board desk in the booth building by the required deadline to receive credit for your display. 2. Bring your registered back-up horse to fair. You can only bring a back-up horse to fair when proper enrollment and verification has been completed, and a veterinarian has attested in writing that the original horse can t be shown. If the back-up horse is brought to the fairgrounds by 8:00 PM on Saturday, August 4, Then that horse will now be the premium show horse. What should I do if my horse gets injured or sick at fair? You should contact the fair vet. If the fair vet releases your horse, you can take your horse home early. However, you can t return with your registered back-up horse. Exception: You can only bring your back-up horse to the fairgrounds if before 8:00 PM on Saturday, August 4, Note: If you need to contact the fair vet or your own vet, you will be responsible for the vet bill. When will the horse barns open and close? The horse barns will be open no earlier than 6:00 AM each morning and closed no earlier than 11:00 PM each night. Can I groom my horse or clean its stall when the horse barns are closed? No. No one should be in the horse barns after they have closed. If there is an urgent issue and you need to enter a horse barn between 11:00 PM and 6:00 AM, please work with the barn superintendent, barn assistant superintendent or Junior Fair Board to make the necessary arrangements. What should I do if something needs fixed in my horse s stall? You should let your 4-H advisor, Horse Barn Superintendent, or Horse Barn Assistant Superintendent know and they can help you work with the Senior Fair Board to help you fix your horse s stall. What s the difference between Premium Day at and the other show days at fair? You must show in at least one class on a Premium day in order to show your horse in another 4-H sponsored show the rest of the week and to be eligible to receive your Richland County Fair premium. If you don t show in at least one class on a Premium day, you aren t able to show in a 4-H sponsored show for the rest of the week and you won t receive your premium. I m taking project 181 Draft Horse. Do I need to do anything special at fair? If you re bring a draft horse to fair, you must be enrolled in a draft horse project to show in the draft horse Premium Day show. Or, if this is a poster project only, you should bring the poster and display it at the fair. Note: You can only participate in one Premium show (Draft or Saddle Horse). This means if you showed in the Draft Premium 12

13 show, you re not eligible to show in a Saddle Horse Premium show. However, you are eligible to show in all other 4-H sponsored show for the rest of the week I m taking a Production project. Can I bring both the foal and mare? You can bring both the foal and mare, or the foal, if it s been weaned. If you bring the mare, its sole purpose and use will be to provide a milk source to the foal. The mare can only be shown at the fair if you signed up for an additional saddle horse project by April 1, and have registered the mare as your project horse in the Horse Registration Form. Can another Junior Fair horse exhibitor or friend ride and/or show my horse at fair? No one other than the 4-H member may ride/handle their project horse until they ve shown it in at least one class on a Premium day. Once the horse has been shown in at least one class on a Premium day, then the only way another person can handle your horse is a described by the Uniform Rules for 4-H Horse Shows, which generally excludes casual riding by friends and/or 4-H members other than you. Exception: If the horse is entered in an Open show, then the exhibitor who will be showing the horse in the open show can handle the horse. How can I earn the high point award at fair? The high point award is based on your top four scores from the classes you showed in during from all premium shows. We ll award a high point Pleasure and a high point Contesting award each year. Note: These awards can only be awarded once per Junior Fair horse exhibitor. What s the Showman of Showmen? The Showman of Showmen is a competition to determine the overall best showman of all seven species of animal at fair that year. To be eligible for Showman of Showmen, you must qualify in one of the species. The Equine department will send one showman to the competition. This person will be selected from the Showman of Showmen class in one of the Premium day shows (Saddle/Small Equine/Draft). The winner from each of the three Premium day classes will have a show off on Thursday to determine who will be the equine representative at the Showman of Showmen Contest on Friday. The class will be placed first, second and third, in case the winner isn t able to participate on Friday and replacement is needed. Who gets fair admission passes? Only the Junior Fair horse exhibitor who have a project displayed at the county fair and club advisors with an active status will receive a fair entry pass. Family members who may be coming frequently to the fairgrounds to help with the care of animal may want to purchase a membership ticket or family pass that includes multiple admissions. The Senior Fair Board will hold a lottery at the Richland County Fairgrounds Administration office in early July for any unreserved camping lots. For more information, contact the Richland County Fairgrounds office at (419) HORSE BARN RULES AT THE RICHLAND COUNTY FAIR Horse Barn Rules Reminder: Unsportsmanlike conduct toward judges, show management, or exhibitors, or physical abuse of the project horse won t be tolerated. Violators will be dismissed from the show by the show manager. 1. Sandals or bare feet aren t permitted while handling an equine. 13

14 2. Hard soled shoes with heels or riding boots are required while riding. 3. Horse play and rough housing aren t allowed in the barn at any time. Water balloons and shaving cream fights are specifically prohibited. 4. Equines entering or exiting the barn must be wearing an appropriate bridle or halter and will be led by a person positioned to control the animal s head. Sitting on, riding and lunging an equine isn t allowed in the barns. 5. No more than one rider on a horse at a time. 6. Bareback riding isn t allowed, even in Freestyle Reining. 7. Riders will avoid pedestrian traffic areas, whenever possible, and will take every precaution for the safety of pedestrians, themselves and their mounts at all times. NO gait faster than a walk is permitted outside the arenas or practice area. 8. While in the barn, equines must be in their stall, except when being groomed or tacked. Equines not in fully enclosed stalls must be tied appropriately. 9. Every stall must be cleaned daily prior to 8:00 AM. In addition, stalls, aisles, and other areas of the barn must be kept clean at all times. Areas will be inspected by a Jr. Fair Board representative to determine the club to be awarded the daily and weekly Clean Barn Award. All stalls and barns must be clean when the club leaves at the end of the fair. 10. Manure will be properly disposed of in the designated areas. 11. Sleeping in the barn isn t permitted. 12. Barns will close their doors at 11:00 PM (11:30 PM on Friday and Saturday). 13. All advisors and parents are responsible for enforcing these rules at all times. Jr. Fair Board rules and penalties apply to the horse barn. Additional Rules 1. All Jr. Fair Horse shows are run in accordance with Richland County rules and current Ohio 4-H rules. 2. You must use your 2018 project horse and all youth 19 and under must wear a proper fitting helmet while riding or driving a horse, according to current Uniform Rules for 4-H Shows. 3. A 2018 accident release form must be on file for every rider or handler, and all exhibitors must have completed the annual 4-H Horse Safety requirements and have signed a 2018 permission to participate form. 4. Easy gaited classes are open to horses/ponies that do not trot and will be shown at a show walk or a show gait. Gaited horses aren t eligible for any class that requires a trot. Exception: When an easy gaited class isn t available, the judge may adjust the pattern and/or pattern gaits to accommodate the easy gaited horse/pony. 5. Walk-trot exhibitors aren t eligible for canter classes during the 2018 fair. 6. Gate call for performance classes is two minutes. 7. Pleasure classes will be split when there are 10 or more entries. 8. All judges decisions are final. You may submit a formal protest in writing. There is a $100 fee. Note: Class scoring and class placings aren t protestable per 4-H rules. 9. No dogs are permitted on the show grounds. Exception: Dogs are permitted on the show grounds during Junior Fair dog events. 10. Richland County Barn Raisers and/or Senior Fair Board aren t responsible for accidental loss or injury, per the Ohio Equine Liability Law. 14
