2 1.1. Dressage The Dressage competitions will take place at the Club Hípico Militar: Dimensions Field of Competition: 20m x 60m (sand) Warm-Up Area: (sand) 2 paddock 20m x 60m (sand) 2 paddock 35m x70m (sand) a) Events: Preliminary competition - The FEI Junior Preliminary Test 2009 participation is optional. Team Competition - The FEI Junior Team Test 2009, in which all riders should participate, is a team Dressage Competition and the individual qualifying competition. The score will be decided by averaging the percentages, the total points obtained by the top three competitors in each team. The winning team will be that which obtained the highest average of percent points. The second-placed team will be that which has the second-highest average percentage, and so on. In case of a tie, the winning team will be that whose athlete with the lowest qualifying score has the best percentage result amongst the tying teams. Individual Competition: FEI Junior Individual Test 2009 This Competition is the individual final and is open to all Competitors who previously started in the Team Competition. The percentage of both competitions, will be averaged to obtain the final score for the individual medals. A tie will be broken by determining the highest result in the individual competition. b) Draws for the Starting Order The draws to determine the starting order for the team competition and individual competition (ordinary draw) are held according to the current FEI Rules, Art. 425 c) Participation i. All competitors will participate in the Individual Competition ii. The teams will be comprised of three competitors and three horses or four competitors and four horses. Eventing a) Disciplines: Dressage One-Star B Competition Arena: Sand 20m x 60m Practice Track: two Arenas 20m x 60m, one track 35m x 70m Eventing CH-CI1* Long Type of surface: grass, sand, natural Length: 3640 to 4680 m Speed: 520m/min Maximum number of efforts: Maximum fixed height: 1.10m Agreed timeframe: approximately 7-9 minutes Jumping Maximum distance: 600m Speed 350m / min Obstacles: 10 / 11 Efforts: 13 Height: 1.15m Maximum spread of the oxers: 1.35m Maximum spread of the triple bar: 1.55m Competition arena: 185m x 95m Warm-up area: paddock 80m x 70m b) Declaration of the Starting Order A draw will take place prior to the 1st Horse Inspection to determine the nations order for the 1st Inspection this will also determine the team running order for competitors in the Dressage and Cross Country tests. The starters will be declared in accordance with the program and the rules. This will take place after the competitors have inspected the Cross Country course and after the First Horse Inspection. The Chef d Equipe should declare in writing the starters, the starting order and, if a team has three members, which starting position will remain vacant. c) Substitutions After the declaration of the starting order, any change relative to the composition of the team or of a horse that a competitor will ride should abide by the following: i. The substitution should be made at least one hour before the scheduled time that the first competitor will compete in the Dressage test. ii. If an athlete suffers an accident or becomes ill, a certificate must be presented by an official physician of CODEBO iii. If a horse becomes ill, or is unable to compete, a certificate/permission must be obtained by the Veterinary Commission. iv. Any horse that is to be substituted for another already declared as participant must have been approved at the first horse inspection. v. 4 d) Scoring i. Dressage. The points given by the Judges will be converted to negative points, which will accumulate successively. They will be registered as the final score of this phase and will be published according to regulations. ii. iii. iv. Cross Country. The penalty points of the competitors in the obstacles plus the penalties for exceeding time will be registered in order to be added to the negative points in this phase, and the points accumulated will be published according to regulations. In Jumping, each of the penalties in the obstacles will be added to the penalties for exceeding time, and will be registered and accumulated in order to obtain the final result that will determine the placing. They will be published according to regulations. Final Individual Classification The individual winner will be the athlete who obtains the lowest total of penalty points after adding the three competitions. In case of tie, the classification is decided by determining the best Cross Country result. If the tie remains, the score will be decided in favor of the competitor whose Cross Country time is closest to the optimum time, without exceeding it. If the tie still remains, the competitor with the best score (obstacles and time) in Jumping will win. If there is still equality, the classification will be decided in favour of the competitor with the best percentage score in the Dressage Test. If still tied, the final score remains and a tie is declared.. v. Final Team Classification The winning team is that with the lowest total of penalty points, obtained by the top three positioned competitors in the team. For means of team classification only, any competitor who does not complete the entire competition will be penalized with 1,000 points. In the event of equality between any two or more teams, the classification will be decided by the best combined highest three placings. e.g. a team with riders ranked individually 2nd, 8th and 12th, gives a total of 22, will beat one with competitors ranked 1st, 7th and 15th, which totals 23. If the result is the same number, a tie is declared. vi. 5 Declaration of the Starting Order The starting order for the first competition will be established by a draw after the training session during the Technical Meeting of the Chefs d Equipe and will be held on the day before the first Jumping competition. A draw for the starting order in the first round of the second competition will take place on the day prior to the second competition. Substitutions If a competitor or horse suffers and accident or illness between the submission of declarations up to one hour before the start of the first competition, it is possible to formally replace the competitor or horse by presenting a certificate from an official physician and/or permission from the Veterinary Commission, and after approval from the Ground Jury and the Appeal Committee proving the competitor and or horse are formally entered on the definite entries or substituted in accordance with art Training Sessions The day before the first official competition, the organizing committee will hold an official training session on the main arena that consists of approximately eight obstacles including one combination. Each pair will be allowed a maximum of 90 seconds. Dress will be informal but should include boots, breeches, shirt and a hard hat. The public may enter the competition venue and no prizes will be awarded. Jumping Competition The Games comprises three competitions that will take place on three different days. The total penalties incurred by the three best placed pairs in the first Competition and in each round of the second Competition count towards the Team placing and the total penalties incurred in each of the three Competitions count towards the Individual placing. Additional individual medals will be awarded for the first competition (speed) and for the third competition (GP). a) First Competition Individual and Team The First Competition will judged according to Table C, (FEI Rules, Art. 239) without a jump-off in the case of equality for first place. i. Obstacles and Length of Course From 12 to 14 obstacles that include a double and a triple or three doubles. Maximum height of 1.30m with a spread in proportion not to exceed 1.60m (1.70m for the triple bar). Optional: water jump of a maximum of 3.50m including the take-off element. 6 The starting order in the First Competition for individuals and teams will be decided by a draw in accordance with Art. 252 and will take place in the Technical Meeting the day prior to this Competition. b) Second Competition Team Final Second Individual Only competitors and horses that participated in the First Competition may participate in the Second Competition. The Second Competition will take place over two equal rounds, judged according to Table A not against the clock, without a jump-off, and at a speed of 350 m/min. i. Obstacles and Length of Course 12 to 14 obstacles, including one double and one treble or three doubles. Height 1.35 m maximum with a spread in proportion not exceeding 1.60 m (1.80 m for the triple bar). Optional: water jump of 3.50m including the takeoff element. Length of course: minimum 500m and maximum 600m ii. Starting Order, First Round Individual and Team The starting order for the First Round of the Second Individual Competition and the Team Final will be determined by a draw that will take place the day prior to this competition. iii. Starting Order, Second Round Individual The starting order for individual competitors in the Second Round is set according to the reverse order of the aggregate penalties incurred in the First Qualifying Competition and in the First Round of the Second Individual Qualifying Competition. iv. Starting Order of the Second Round Teams The starting order for the teams in the Second Round is set according to the reverse order of the aggregate penalties incurred in the First Qualifying Competition and in the First Round of the Second Qualifying Team Competition. v. Team Finals The winning team will be that which obtains the least number of penalties in the first Competition, the two rounds of the Team Competition and will be declared Bolivarian champion. In case of equal number of penalties for first, second and/or third place there will be a jump-off against the clock in which all team competitors may take part, over six obstacles, which may be increased in height and/or spread. The score in this jump-off is obtained by adding the penalties incurred by the three best pairs in each team, but in the event of further equality of penalties, the times of these three pairs in the jump-off added together will decide the winning team as well as those placed second or third. The score of this jump-off is only to determine the placing of the teams and will not count towards the final scores of the individual competitors. 7 If two jumps-offs are required, the jump-off for the third place shall precede the jump-off for the first and second place. If after the jump-off there is equality of Penalties and time for one of the first three places, the teams concerned will be placed equal. c) Third Competition Individual Final Only competitors and horses that completed the second Competition (both Rounds) may participate in the third Competition. The third Competition will consist of two different Rounds (A & B), each one judged according to Table A, not against the clock, with a time allowed and a speed of 350 m/min. i. First Round (A) Between 10 and 12 obstacles that include a double, a treble or three doubles. Maximum height 1.40m with a spread in proportion not to exceed 1.60m (1.80m for the triple bar). Water jump of 3.50 m including a take-off element. Length of course: minimum 500m and maximum 600m The competitors will be invited to inspect the course of the Second Round upon finishing the First Round. ii. Starting Order of the First Round Individual The starting order for the individual competitors in the First Round is set according to the reverse order of the aggregate penalties incurred in the First and Second Qualifying Competitions. iii. Second Round (B) The Second Round is a different course than the first, made up of 8 to 10 obstacles that include only one combination (a double or a treble) at a maximum height of 1.40m with a spread in proportion not to exceed 1.70 m (1.90m for the triple bar). Length of course: minimum 400m and maximum 500m iv. Starting Order for the Second Round Individual The starting order for the individual competitors in the Second Round is set according to the reverse order of the aggregate penalties incurred in the First and Second Qualifying Competition plus those of the Round A of the Third Competition. v. Individual Final The Individual results are determined by adding the penalties of each competitor in the First Competition, as well as the two rounds of the Second Competition (First and Second Round without taking into account the penalties of jump-off) and the two rounds of the Third Competition. 8 The competitor with the least amount of penalties will be placed first and declared Individual Jumping Champion of the XVII Bolivarian Games Trujillo 2013 Sub Sede Lima. In the event of equality for one of the first three places after Round B of the third Competition, there will be a jump-off against the clock at a speed of 350 m per minute over eight obstacles from the courses of Rounds A and B. The Competitors will be invited to inspect the jump-off course. If two jump-offs are required, the jump-off for the third place shall precede the jump-off for the first place and the second place. If after the jump-off there is equality of Penalties and time for one of the first three places, Competitors concerned will be placed equal. 10 Each NOC may enter a Chef d Equipe and a Trainer by discipline, a Treating Veterinarian and a groom per two horses. Maximum Number of Competitors Specifications by Discipline: a) Dressage. Each NOC may enter one team made up of three competitors and three horses or four competitors and four horses. NOC s that cannot send a team may enter one or two individual competitors, each one with one horse. Each competitor will be able to ride only one horse. b) Eventing. Each NOC may enter six (6) competitors and six (6) horses, (a maximum of six pairs will be authorized, 4 team and 2 individual competitors from each country). c) Jumping. Each NOC may enter a team of minimum three (3) competitors and three (3) horses and a maximum of six (6) competitors and six (6) horses, of which only four competitors and four horses may compete as a team. Federations that cannot send a complete team may enter one or two individual competitors with one horse each. Eligibility To be eligible for participation in the XVII Bolivarian Games Trujillo 2013 Sub Sede Lima, a competitor must comply with ODEBO Regulations, FEI rules, and must be entered by his NOC. Nationality of competitors Any competitor in the XVII Bolivarian Games Trujillo 2013 Sub Sede Lima must be a national of the country of the NOC entering him. A competitor s nationality is determined according to ODEBO Regulations Competitors may compete with horses whose owners possess a different nationality. (FEI General Rules, Art , 3 y 5, and Art ). Age of Competitors and Horses a) Competitors must be at least sixteen (16) years old in the year of the competition to compete in Jumping, Dressage and Eventing. b) Horses must be at least seven (7) years of age for Jumping and Dressage and six (6) for Eventing on the date the event begins. FEI Registration All competitors and/or horses entered in the XVII Bolivarian Games Trujillo 2013 Sub Sede Lima must be registered with the FEI and must have their documentation complete and updated. Entries Entry by Number Each NOC s individual and team Entry by Number forms, without specifying the names but indicating the number of participants in each discipline must be fully completed and returned to CODEBO no later than midnight (local time) on Friday, August 16, The number of entries submitted for participants may not vary by more than 10% of the final entries, as per ODEBO Regulations. Entry by Name An Entry by Name form is required for each eligible participant in the XVII Bolivarian Games Trujillo 2013 Sub Sede Lima. Entries by name must be completed by the appropriate NOC on the official form supplied by CODEBO and returned no later than midnight (local time) on Wednesday, October 16, Both the Entry by Number and the Entry by Name forms from each NOC must be submitted on the official forms supplied by CODEBO in accordance with the procedure that will be defined shortly and will be made known with due opportunity. If doubts or disagreements should arise over these rules, the English version will prevail. Cases not covered by the rules will be resolved as follows: a) Cases of a general nature will be resolved in accordance with ODEBO Statute and Regulations; a) Issues of a technical nature will be resolved according to FEI Rules and Regulations. Protests and Appeals Protests made shall be resolved according to the FEI General Regulations. To be valid, all Protests and Appeals must be made in writing and accompanied by a deposit of US$ Announcement of Results a) The results of each event will appear on the electronic board at the respective competition venue in Spanish and English. b) A copy of the results will be put in the panel of warnings outside the SIC in the competition venue. c) Each NOC will also have a pigeonhole where they will receive all copies of the results and other information about the competition. These pigeonholes will be located at the SIC in the competition venue. Technical Meeting The technical meetings for each discipline will be held as follows: - Eventing: at 09:00, November 20, Dressage: at 16:30, November 21, Jumping:. at 15:00, November 25, FEI Technical Delegates (and/ or President of Ground Jury) and the Equestrian Competition Manager will preside over the meeting, which will be conducted in Spanish and English. Team Leaders must collect their invitation card for the Technical Meeting from the SIC Competition Venue The Jumping competition will take place at: Club Hípico Peruano Panamericana Sur Km Villa El Salvador Lima, Peru The Eventing and Dressage competitions will take place at: Club Hípico Militar Av. 14 Training Venues All venues will have security access for accredited team delegations only, and public access will not be allowed. The equipment at the training venues will meet FEI requirements. Details of equipment available at training venues will be released once FEI approval is given. Team Clothing and Equipment Clothing and equipment worn or used by competitors and other participants in the XVII Bolivarian Games Trujillo 2013 Sub Sede Lima Peru. Equestrian competitions must comply with FEI Regulations, following the rules established in the NOC Usage Guidelines for Manufacturer Trademark. Post Competition Procedures Mixed Zone At the conclusion of each event, competitors will be directed to leave the Competition Area via the Mixed Zone. The Mixed Zone is an area where the accredited media is allowed to conduct short interviews immediately after the competitors compete. Competitors must pass through the Mixed Zone to exit the Competition Area and they are requested to cooperate and speak with members of the media. In the Mixed Zone, one team medical member per athlete will be permitted if necessary. Interviews Competitors placed first, second and third must proceed to the interview room for a press conference immediately after the Medal Ceremony. Simultaneous language translation will be available. Post Event ControlPost Event Control is located near the Mixed Zone. Baskets containing the competitors clothing and bags will be delivered here from the start area for track competitors. Competitors accreditation passes will be returned to them at this point and doping control escorts will complete the formal paperwork with any competitors who are selected for a test. Veterinarian Controls Any Veterinarians attending as either FEI Official Veterinarians or Permitted Treating Veterinarians must be possession of a valid official FEI Vet ID card and listed with the FEI Veterinary Department, complying with the obligations of possessing such card in compliance with the FEI Veterinary Regulations 2013 The Veterinary Examinations and Horse Inspections The Veterinary Examinations and Horse Inspections will be according to FEI Veterinary Regulations 2013, and will be carried out the days consigned in the Competition Schedule; the Reinspections allowed by the regulations, if necessary, will be carried out the days consigned in the Competition Schedule. 15 Anti-Doping Tests Anti-Doping Tests will be made to detect the presence of prohibited substances according to the 2013 FEI Equine Prohibited Substances List. These tests will be carried out by the Veterinary Service of the Organizing Committee and the FEI Veterinary Delegate. 10% of the participant horses in each competition, and chosen randomly or as directed, will be subjected to the tests of prohibited substances included in this 10% should be at least the first four classified in the Individual Final Competition, and in the event of Team Final Competition, a horse of each team classified in the first four places. Blood and urine samples will be sent only to an FEI approved laboratory. Protocol details to be confirmed. The procedures used for the Veterinary Control will follow the effective FEI Veterinary Regulation for 2013 All the national horses or foreigners should bring a valid Official FEI Passport for their horses that have been completed the originating country by the competent Official Authorities. Veterinary Aspects ( 2013 FEI Veterinary Regulations) Veterinary Exams and Horses Inspections These will be carried out according to the 2013 FEI Veterinary Regulations and Rules for the competitions. 1. First Veterinary Examination and Passport Control The First Veterinary Examination takes place after the arrival of the horses at the Equestrian Center and it is carried out by a veterinarian of the Veterinary Commission, establishing the identity of every horse and verifying general health and freedom from infectious disease. Compliance with the FEI requirements for Equine Influenza is required before entry of horses to the venue is permitted (see below). It must have an Official FEI Passport or recognition card, approved and recognised by the FEI as a means of identification and to establish ownership. Associated microchips may be read. Horses Inspection for Dressage, Jumping, Eventing Events. The horses participating in these events will have to be accepted at their relevant Horse Inspection before these competitions, according to the time established it the Competition Schedule. Any other veterinary controls will be ruled according to the FEI Veterinary Regulations 2013 and he effective regulations for the different disciplines to the time of the games. Veterinary Examinations, Inspections And Passports Control These will be carried out under the effective FEI Veterinary Regulations at the date of competition: Regulations for each discipline. Equine Influenza Vaccination From 1 January 2005 onwards, influenza vaccination for all Horses competing in FEI competitions requires a vaccination within six months + 21 days of the competition. 1. All Horses intending to participate in FEI competition must have at least received an initial primary course of two vaccinations, given between 21 and 92 days apart. 16 Thereafter, a third dose (referred to as the first booster) must be given within 7 months after the date of administration of the second primary dose, with at least annual boosters given subsequently (i.e. within one year of the last dose) If the Horse is scheduled to take part in an FEI competition, the last booster must have been given within 6 months + 21 days of arrival at the FEI Event. (The 21-daywindow has been provided to enable vaccination requirements to fit in with the competition schedule) No vaccination shall be given within 7 days of the day of arrival at the FEI Event. 4. All Horses that were certified as correctly vaccinated under the previous FEI equine influenza vaccination rule prior to 1st January 2005, do not need to start a primary course again provided that they have complied with the previous rule of primary course and annual re-vaccinations and the new rule of a booster vaccination within 6months+ 21 days of the day of arrival at the FEI Event. Vaccines, Administration and Certification: All proprietary equine influenza vaccines are acceptable to the FEI irrespective of the route vaccination should be administered according to the manufacturer s instructions (i.e. intramuscular injection or intranasal) The details of the vaccine, serial/batch number, the date and route of administration must be recorded in the FEI passport. Where vaccination details are to be entered into new FEI passports/recognition cards or duplicates, if the vaccination history of the Horse is very long, the Veterinarian who completes the descriptive page of the passport/recognition card may use a specific statement to certify that the vaccinations have been administered in accordance with FEI regulations Provided the current passport contains a statement that the vaccination history of t he Horse has been checked and found to be correct the lack of information available on the primary vaccination course need not lead to a penalty, and a repeat primary course is not required. For Horses starting vaccinations after 1 January 2005, when the first booster has not been given 7 months after the second injection of the primary course the Horse should receive a new primary course followed by a booster vaccination 7 months later. Anti-Doping Sampling For Equine Prohibited Substances Regular sampling is carried out in Championships and Games. The number of horses tested is to follow the effective FEI Veterinary Regulations and guidelines and be at the discretion of the Testing Veterinarian/Veterinary Delegate in consultation with the Ground Jury. Any supportive veterinary treatments may only be given with the authority of the Veterinary Commission and by veterinarians who possess an FEI Veterinarian Identity Card. A sufficient number of designated treatment boxes will be made available. Official Animal Health Certification and Quarantine Arrangements Horses entering Peru must comply with the sanitary requirements asked by the relevant Agricultural Ministry. Team managers and Shipping agents for horses requiring such certification and/or quarantine must liaise closely with the relevant authorities and the Organising Committee in good time to ensure that horses can be quarantined with maximal efficiency and minimum wastage of time. The clear aim should be all horses to be quarantined over one period of minimal time on an all in all out basis with all horses starting quarantine at the same time. 17 extending the period of quarantine. Therefore all shippers and National Federations are requested to work within a coordinated approach to quarantine. Horses being re-exported to other countries, must comply with the conditions put in place to allow that. If order to ensure minimal problems, such conditions must be established in good time, and shipping agents and the organizing Committee must be aware well in advance of the Games, so that appropriate measures can be undertaken. They are therefore strongly advised to take out third-party insurance providing full coverage for participation in equestrian events at home and abroad, and to keep the policy up to date. The FEI insures all FEI Officials, whose names are published in the FEI Officials lists, against third party liability including Judges, Course Designers, Technical Delegates, FEI Stewards, FEI Veterinary Delegates, Para Classifiers, Members of the Judges Supervisory Panel and FEI Coaches (FEI MCP Veterinarians are covered under a different policy): - Who are acting for or on behalf of the FEI as stated in the approved schedule of the Event or who are acting in the scope and course of the FEI s Business as described in the final approved schedule; and - Who have received the status of FEI Officials at FEI Events through a qualification process. The FEI will NOT insure: - National officials officiating at FEI Events; and/or - FEI Officials, who have no official function at the Event. The insurance extended is for any liability that the FEI Official incurs to a third party, and for the costs of defending any such claim arising as a result of actions undertaken by the FEI Official in good faith (including errors and omissions) on behalf of the FEI. However, the insurance for obvious reasons does not extend to any liabilities incurred as a result of an FEI Official s dishonest, fraudulent, malicious, and/or illegal act. Should an FEI Official become aware of an incident that he or she believes might result in a claim, that FEI Official should notify the FEI immediately and provide all of the facts known to the FEI Official. The FEI cannot guarantee the insurance coverage described above in circumstances where the FEI Official has good cause to believe that there might be a claim and does not provide such timely notice directly to the FEI. 18 Code Of Conduct 1. At all stages during the preparation and training of Competition Horses, welfare must take precedence over all other demands. a) Good Horses management Stabling, feeding and training must be compatible with good Horses management and must not compromise welfare. Any practices which could cause physical or mental suffering, in or out of Competition, will not be tolerated. b) Training methods Horses must only undergo training that matches their physical capabilities and level of maturity for their respective disciplines. They must not be subjected to any training methods which are abusive or cause fear or for which they have not been properly prepared. c) Farriery and tack Foot care and shoeing must be of a high standard. Tack must be designed and fitted to avoid the risk of pain or injury. d) Transport During transportation, Horses must be fully protected against injuries and other health risks. Vehicles must be safe, well ventilated, maintained to a high standard, disinfected regularly and driven by competent staff. Competent handlers must always be available to manage the Horses. e) Transit All journeys must be planned carefully, and Horses allowed regular rest periods with access to food and water in line with current FEI guidelines. 2. Horses and Competitors must be fit, competent and in good health before they are allowed to compete. a) Fitness and competence Participation in Competition must be restricted to fit Horses and Competitors of proven competence. b) Health status No Horse showing symptoms of disease, lameness or other significant ailments or preexisting clinical conditions should compete or continue to compete when to do so would Compromise its welfare. Veterinary advice must be sought whenever there is any doubt. c) Doping and Medication Abuse of doping and medication is a serious welfare issue and will not be tolerated. After any veterinary treatment, sufficient time must be allowed for full recovery before Competition. d) Surgical procedures Any surgical procedures that threaten a competing Horse s welfare or the safety of other Horses and/or Competitors must not be allowed. e) Pregnant/recently foaled mares E Q U E S T R I A N T E C H N I C A L M A N U A L version 1 16/10/

19 Mares must not compete after their fourth month of pregnancy or with foal at foot. f) Misuse of aids Abuse of a Horse using natural riding aids or artificial aids (e.g. whips, spurs, etc.) will not be tolerated. 3. Events must not prejudice Horse welfare. a) Competition areas Horses must only be trained and compete on suitable and safe surfaces. All obstacles must be designed with the safety of the Horse in mind. b) Ground surfaces All ground surfaces on which Horses walk, train or compete must be designed and maintained to reduce factors that could lead to injuries. Particular attention must be paid to the preparation, composition and upkeep of surfaces. c) Extreme weather Competitions must not take place in extreme weather conditions if the welfare or safety of the Horse may be compromised. Provision must be made for cooling Horses quickly after competing. d) Stabling at Events Stables must be safe, hygienic, comfortable, well ventilated and of sufficient size for the type and disposition of the Horse. Clean, good quality and appropriate feed and bedding, fresh drinking water, and washing-down water must always be available. e) Fitness to travel After Competition, a Horse must be fit to travel in accordance with the FEI s guidelines. 4. Every effort must be made to ensure that Horses receive proper attention after they have competed and that they are treated humanely when their Competition careers are over. a) Veterinary treatment Veterinary expertise must always be available at an Event. If a Horse is injured or exhausted during a Competition, the Athlete must dismount and a veterinarian must check the Horse. b) Referral centres Wherever necessary, the Horse should be collected by ambulance and transported to the nearest relevant treatment centre for further assessment and therapy. Injured Horses must be given full supportive treatment before transport. c) Competition injuries The incidence of injuries sustained in Competition should be monitored. Ground surface conditions, frequency of Competitions and any other risk factors should be examined carefully to indicate ways to minimise injuries. d) Euthanasia If injuries are sufficiently severe the Horse may need to be euthanized by a veterinarian as soon as possible on humane grounds and with the sole aim of minimising suffering. 20 e) Retirement Every effort should be made to ensure that Horses are treated sympathetically and humanely when they retire from Competition. 5. The FEI urges all those involved in equestrian sport to attain the highest possible levels of education in their areas of expertise relevant to the care and management of the Competition Horse. This Code of Conduct for the Welfare of the Horse may be modified from time to time and the views of all are welcomed. Particular attention will be paid to new research findings and the FEI encourages further funding and support for welfare studies. This technical handbook was approved by FEI.
