All animal entries MUST be entered in the Fair Entry Program by Friday, July 13, The Fair website will have a link to the Fair Entry Program. Follow the instructions to log in to enter your animals. Returning exhibitor: New Exhibitor account: /2251 The Hold Harmless exhibitor statement, IAFE National Code of Show Ring Ethics and VCPR statement must be agreed to on-line when making entries. Once all entries are completed for each individual department, print out the Animal Entry Payment Confirmation and mail it with a check payable to the Crawford County Fair to the respective Department 79

2 Chairman. Entries will not be officially accepted by the Department Chairmen until payment is received. Deadline: Postmarked by Friday, July 20, 2018 to Tina Caldwell. No entries or class changes will be accepted after this date. $12.50 non-refundable entry fee per animal. Entries received without appropriate entry fees may be refused. Additionally, those issuing NSF checks may have their entries refused for the following year. Exhibitors must specify on entry blank the NUMBER of STALLS needed and NUMBER of ANIMALS being entered. INCLUDE PHONE NUMBER on entry blank. Exhibitor must enter under their own name, DO NOT enter under the name of the STABLE. Specify if exhibitor is a 4-H member and name of county and club. Copy of registration papers must accompany the entry of those animals to be shown in registered classes. A LIMITED number of stalls for TACK will be available upon request for those individuals or groups with at least six equine exhibits housed in tents, and the exhibitor(s) pay the FULL COST of the stall which will be $ per stall in See Rule #11 for more information. Stall Bedding, Hay and Grain must be furnished by the Exhibitor. Anyone who might have reason to remove their exhibit from the Fair must state their reason for leaving early on their entry blank before permission will be granted. Permission will be granted or denied by the Show Committee - see rule #7. Stall assignments will be available to all equine exhibitors on Thursday before the Fair starting at 5:00 p.m. Exhibitors are NOT permitted to start preparing their stall area until after this time. 80

3 Registration and health papers, including Certificate of Veterinarian Inspection (CVI/health certificate) must be presented at check-in on Friday from 10:00 AM to 9:00 PM and Saturday from 9:00 AM to 3:00 PM. Horses must enter through Gate 2. All equine entries arriving with shipping blankets on the animals (s) will need to have the shipping blankets removed for Veterinarian inspection. Exhibitors must provide a copy of health papers at time of check-in. It is required that the Fair Veterinarian reviews your Coggins, rabies, influenza, health certificates and forms before your horses are unloaded. Any entries without the required vaccines, tests and paperwork will not be allowed to remain on the Fairgrounds. The Fair Veterinarian, Dr. Nicole Drummond, is responsible for supervising checking in animals onto the Fairgrounds and has the final word on removal of animals from the grounds for health reasons. If a veterinarian is needed for any other medical reasons, you as the exhibitor, are responsible for all treatment costs incurred. All exhibitor numbers must be picked up at one of the following office times: Saturday - 3:00-9:00 p.m. Sunday - 8:00-10:00 a.m. Due to space limitations, it is necessary that anyone who sends in stall reservations and then decides not to come or to bring fewer animals must immediately notify Ms. Hobson, Mr. Carr or Ms. Caldwell. Failure to do so may result in refusal of your entry for the following year. If an exhibitor would like a camper spot, they need to send in the camper entry form according to the instructions on the form. Be sure to include your phone number and the exhibitor s name. Do not send camper reservation forms or camper money with your exhibitor entry blank. There are no guaranteed vehicle parking spots with the rental of a camper spot. Refer to the form in back of book for contact name, address and phone numbers. 81

4 Health Requirements Pennsylvania Equine Animals: 1. A Certificate of Veterinary Inspection (CVI) issued after May 1, 2018, is required. Equine Infectious Anemia (EIA) test results and date of the test must be included on the CVI. These must be completed by a licensed and accredited veterinarian in the state in which the horse resides. 2. All animals must be free of infectious and contagious diseases and a statement of this is required on the CVI (the statement is pre-printed on the CVI). Animals appearing unhealthy upon arrival may not enter the exhibition grounds. 3. An Animal Owner or Caretaker s Verification of Veterinary Consultation Relationship statement for the animals being exhibited must be signed in the on-line Fair Entry program. 4. All equine animals must test negative for EIA by an official test within the 12 months prior to the opening date of the exhibition. Laboratory test results must accompany each animal to its final destination (a copy of the original lab report is acceptable). Foals less than six months of age the above requirements are exempt from EIA testing requirements. If the foal is not accompanied by the dam, a copy of the dam s test results must accompany the foal to its final destination. 5. A current rabies vaccination administered by a licensed veterinarian is required for animals 3 months of age and older. However, if a mare was currently vaccinated against rabies when she foaled, the foal is not required to be vaccinated until six months of age, with a second vaccination administered two-four weeks later. All vaccine label directions must be followed, and all rabies vaccinated equine animals must be accompanied by a rabies vaccination certificate or the vaccination information must be included on the CVI. The certificate must contain legible name and contact information of the veterinarian who administered the vaccine and the veterinarian s signature. The rabies vaccine must be given no less than 15 days prior to opening date of the Fair. A copy of the original rabies vaccination certificate is acceptable. 6. Equine influenza vaccination is required and must be given within 180 and 15 days prior to the opening date of the Fair. Intranasal vaccination is recommended, but intramuscular is acceptable. 5 must be followed, and the vaccination information must be included on CVI. 7. Vaccine recommendations not required: Equine Herpes Virus (Rhinopneumonitis), Eastern, Western and Venezuelan Equine Encephalomyelitis. All vaccine label directions must be followed. Out of State Equine Animals Requirements: 1. A Certificate of Veterinary Inspection (CVI) issued within the 30 days prior to the closing date of the exhibition is required. The CVI shall include a statement verifying that all animals identified on this certificate of veterinary inspection have been examined and found to be free from Vesicular Stomatitis (VS). During the past 90 days, these animals have neither been exposed to VS nor located within 10 miles of a site where VS has been diagnosed. 2. All animals must be free of infectious and contagious diseases and a statement of this is required on the CVI. 3. An Animal Owner or Caretaker s Verification of Veterinary Consultation Relationship statement for the animals being exhibited must be signed in the on-line Fair Entry program. 4. If an equine animal has resided in a state in which Piroplasmosis has been identified within the past five years for a cumulative total of 30 days or more within the six months preceding the date of entry into the Commonwealth, that animal must test-negative for Piroplasmosis on a competitive enzyme-linked immunosorbent assay (c-elisa) test, or a Department- approved equivalent test, with the test occurring within the 30 days preceding entry into Pennsylvania. The date of test and the test results shall be written on the Certificate of Veterinary Inspection. 7. If an equine animal has resided in Texas or New Mexico for a cumulative total of 30 days or more within the six months preceding the date of entry into the Commonwealth, that animal must be testnegative for Babesia caballi and Theilleria equi on a competitive enzyme-linked immunosorbent assay (c-elisa) test, or a Department-approved equivalent test, with the test occurring within the 30 days preceding entry into Pennsylvania. The date of test and the test results shall be written on the Certificate of Veterinary Inspection. General Rules 1. The Saddle Horse and Pony Department Committee reserves the right to, at their discretion, make decisions regarding classes, rules, procedures, and animal- exhibitor safety. Decisions made by the Committee are final. 2. Any issues, problems, discrepancies, and/or questioning of the rules are to be submitted directly to the Saddle Horse and Pony Department Committee Member. The Saddle Horse and Pony 84

7 Department has final say in stalling, how the show will be run, show procedures, etc. 3. All animals and exhibitors will be held to the general Fair rules including but not limited to the National Code of Show Ethics, Department of Agriculture Health Requirements, and General Rules and Regulations of the Crawford County Fair. 4. Health Rules: There have been modifications. See the beginning of the Horse and Pony Department Section of the Fair Book for Health Rule details. 5. It is required that the Veterinarian that is providing your Coggins, Rabies, Influenza, Health Certificate and forms must be accredited and certified in the state in which the appropriate form(s) and certificate(s) are being submitted. 6. Absolutely NO PARKING on main road between horse and other livestock departments. 7. All golf carts and ATV s must be registered to be used on the Fairgrounds during Fair week. See the rules in the front of the Fair book. Specific times for use of any motorized people mover, including but not limited to golf carts and ATV s, is listed in the front section of the Fair book and will be enforced. 8. Horses and Ponies must be in place by 3:00 PM Saturday. Any person requesting the arrival of their equine animals after 3:00 PM on Saturday must put their request in writing and submit to the Show Committee. Only requests received in writing will be considered by the Show Committee. Requests will be granted at the discretion of the Show Committee; anyone who does not comply will not be permitted to return the following year. 9. Stalls are assigned at the discretion of the Saddle Horse and Pony Show Committee only. 10. Stall assignment locations are not guaranteed. To request having your horse stalls next to another exhibitor, submit your entries in the same envelope. Requesting your stalls to be together is NOT A GUARANTEE THAT THEY WILL BE TOGETHER. 11. A maximum of SIX stalls will be allowed per person. 12. A LIMITED number of stalls for TACK will be available. Anyone requesting a tack stall must 85

8 pay the full price of the stall which is $100.00, and must be submitted with their entry form. a. Tack stalls will only be granted to those with stall assignments in tents and who have at least six equine exhibits or a group of exhibitors with six equine entries. TACK STALLS ARE NOT GUARANTEED. b. Only tack stalls granted/assigned by the Saddle Horse and Pony Department Committee will be allowed to be used for the purpose of storing tack/ feed. c. CHAINS and PADLOCKS are not permitted on stalls used to house exhibits. Any chains or padlocks found on exhibit stalls may be removed at the discretion of the Horse and Pony Department Committee and/or Fair security. CHAINS and PADLOCKS are permitted on assigned tack stalls only. 13. Each animal must have a Name Tag on the stall with the Owner s Name, Address, and Phone Number. Please also include owner s/caregiver s camp site number on tag. The Name Tag should remain on the stall until the animal is removed from the Fairgrounds. 14. When hanging signs, decorating, or tagging stalls exhibitors and anyone associated with the exhibitor must NOT deface the stall in anyway. Do not remove any part of the stall, write on the stall, drill or cut holes in the stall, cut on the stall, or in any other way cause permanent change to the stall. Doing this, whether intentional or unintentional, may result in the exhibitor paying for replacement of the stall. 15. No E-z up tents or other structures can be anchored to the tent stalls in any fashion. 16. No Youth under 18 years of age is permitted to be in the tents and barns, unless accompanied by a responsible adult, after midnight. 86

10 17. Livestock may not be removed before 8:00 PM on closing day of the Fair. Any person requesting the removal of their equine animals before 8:00 PM on Saturday, must put their request in writing and submit to the Show Committee. Only requests received in writing will be considered by the Show Committee. Requests will be granted at the discretion of the Show Committee; anyone removing their equine entries prior to 8 PM on Saturday without permission of the Show Committee will not be permitted to return the following year. 18. All horses and ponies must be sound/healthy. The Fair Vet will have the right to reject any animal. 19. Age of animal will be determined from January 1 of the year of birth. 20. Animals will be shown according to the following heights in all riding, driving, and non-registered inhand classes. Miniature horses are 38 inches and under; Ponies are over 38 inches to and including 56 inches; Horses over 56 inches. In halter classes, registered horses must be shown as horses regardless of size. 21. Foals shown in class as to the size of the mare. 22. Boots or hard soled shoes are to be worn when handling horses at all times. Tennis Shoes and Flip- Flops are NOT allowed to be worn while handling any horse/pony/mule/burro. Failure to comply may result in forfeiture of winnings. 23. Horses and Ponies are to be washed in the wash racks only, not in the barns, the roads or fields. 24. Horses may not be any closer to the food booth than inside the make-up ring. Absolutely NO horses are to traverse the road between the food booth stands. 25. Absolutely no ponies or horses are to be ridden on any part of the Fairgrounds other than in the show, draft horse, or make-up rings. 26. All animals must be entered under an exhibitor s name. NO FARM NAMES will be accepted. 27. Each exhibitor is expected to complete their own entry form and have it submitted by deadline. 88

11 28. Age of exhibitors will be as of January 1 for all classes. An exhibitor may show up an age division if they so choose to and will be required to show at that age level for the entire show. 29. Exhibitors are to handle animals in a safe and respectable manner to ensure the safety of others, themselves and the animals! 30. The Committee reserves the right to ask any unmanageable animals to be returned to the stables or removed from the Fairgrounds. 31. Children age 10 and under with a horse/pony/mule must be escorted to and from the rings by an adult. 32. Stallions over one year to be exercised and/or shown by person 18 years of age or older as of January No Cell Phones or PDAs are permitted to be used in any way at any time while you are in the ring. 34. When rings are open for practice, no one should be on foot inside the ring providing training to any individual exercising a horse/pony/donkey/burro exhibit inside the ring. During this time, instruction for those handling animals must come from the rail. 35. All animals must be under cover by 10:00 PM. The rings will be reserved from 10:00 PM to 11:00 PM for lunging of stallions and foals. After 10 PM, with the exception of stallions and foals, all rings are closed to Saddle Horse and Pony entries. 36. Ponies and horses will be shown according to the book and judging will start at 1:00 PM Sunday; 10:00 AM Monday; and 9:00 AM Tuesday, Wednesday, Thursday, and Friday. 37. All entries must show in at least one class - either a halter, game, hitch, driving or performance class - on Sunday, Monday, Tuesday, Wednesday and Thursday. 38. All ponies or horses are to be shown by one person while in the show ring or being judged, unless specified otherwise. 39. All ponies or horses can ONLY be shown once per Class except for jackpot classes. 40. Judge s decision is final. 89

12 41. Persons showing animals are requested to be clean and correctly dressed. No T-shirts, tennis shoes, or baseball hats will be permitted in the show ring. a. Hard hats are optional. b. Chaps are optional in all Pleasure and Equitation Classes. c. Aprons are optional in all driving classes. 42. Two minutes will be the maximum allowance for all tack changes, except for Costume Classes and Versatility Class. 43. Once the gate has been declared closed, no animals will be allowed to enter. It is the responsibility of the exhibitor to be at the ring on time, regardless of their order of showing within the class 44. All exhibitors and trainers are required to follow the Code of Ethics in regards to coaching. The Show Committee reserves the right to ask anyone providing excessive coaching to leave the ring area. Repeated requests may result in disqualification of exhibitor. 45. Use of profanity during the show by either the exhibitor or a representative of the exhibitor may result in the exhibitor being disqualified and winnings forfeited. 46. In ALL Walk-Trot classes, including timed events, exhibitors must ride unaided by any other individual. Exceptions will be that a member of the Show Committee will hold the exhibitor s animal while participating in the Crawl through Barrel class. 47. In DRAFT HITCH classes: Only Draft hitch harnesses will be judged in all hitch classes. 48. When driving a hitch exhibit outside the ring, you must have a header escort. 49. When a Youth exhibitor (under 14 as of January 1) is showing a hitch exhibit, a header must be in the cart with them while in the show ring. 90

13 a. Exhibitors who show in the youth hitch classes will not be permitted to show in the ladies or men s hitch classes. 50. In all pattern classes, if an exhibitor goes off course, they will be allowed to complete the pattern as long as they continue forward motion. The exhibitor may not restart the pattern. 51. Specific rules for certain classes will be posted at the Horse & Pony Department Office. Game entries: 1. Game entries are not required to dismount in the ring. 2. Game riders are not required to wear hard hats. They may wear cowboy hats or hard hats if they wish. 3. All other hats, including baseball hats, are NOT permitted. 4. Game riders are required to wear long-sleeved, snap/ button down shirt with a collar. These shirts must be completely snapped/buttoned at the wrists and the snapped/buttoned the entire length, except for the top button, and must be tucked in. 5. Once the game class is called to start, all exhibitors must be in the make-up ring. If you miss your number being called, you miss your opportunity to compete in the class. 6. The only aids that game riders may use are spurs, whips, or crops. They must be complete, not broken, must have a tail. Feet cannot be secured to saddle in any fashion. 7. Whips, Crops, and Bats may only be used on the animal behind the saddle. Violators will be disqualified. 8. Game riders must use a Western style saddle. 9. If during the course of a run, an exhibitor s equipment breaks, they will be allowed to re-run the course. They will be moved to the bottom of the run order. 91

14 a. If the exhibitor s run occurs at the end of the class, they will be given 2 minutes to repair/replace the equipment and re-run the course. b. An exhibitor will be given only one re-run due to broken equipment. 10. There will be a consistent penalty assessed for every obstacle knocked over and will be announced prior to the start of the game classes. a. In the Keyhole Race, a consistent penalty will be assessed if either of the two required entrance cones are knocked over while elimination will result if any remaining portion of the keyhole is knocked over. b. In the Keyhole Race, the entire body of the equine must enter the keyhole and must fully pass the plane of the entrance cones. c. Penalty Exception will be executed in the jackpot game classes; during the jackpot game classes any obstacle knocked will result in disqualification. 11. All questions regarding games rules and tack should be addressed to the ring stewards within the makeup ring. DO NOT approach the announcer s booth. SPECIAL EVENTS The following classes are Specialty classes and entries and fees must be submitted on entry form by July 13, Proof of age, if required, must be made available to participate. Please see day of class for additional information. 15 PREMIUMS Premiums for halter and performance classes will be paid according to the following Scale. Exceptions being all Champions will receive trophies and Reserve Champions will receive ribbons. NO premiums are paid in Championship Classes. 27 4-H LIGHT HORSE AND PONY ROUND-UP The 4-H Light Horse and Pony Round-up will be held August 3 rd -5 th, 2018 at the Crawford County Fairgrounds. ROUND-UP REGULATIONS 1. Contestants must be enrolled in the Crawford 4-H Light Horse and Pony Project by May 1 the current year. 2. No Horse may be shown under both Western and English Tack. 3. Entries must be in the Cooperative Extension Office, 1099 Morgan Village Road, Suite A, Meadville, PA 16335, prior to the opening day of the Round-up and submitted via their organizational leader. (Call for the date) 4. Ownership of the animals is not mandatory, providing the horse is under personal supervision (care, feeding, and handling) of the 4-H member as of June 1 of the current year. 5. If a member has not passed their fourteenth (14 th ) birthday by January 1 of the current year, they will compete in the Junior Division. 6.
