7 Statement of Interest Describe why you are interested in serving on an A&H Regional Council. Please attach separate sheet(s) if necessary. Your application will be evaluated using the following criteria: 1. Experience and knowledge of hunting or knowledge and breadth of experience in the agriculture or forestry industries. 2. Involvement in sportsman/hunter/conservation organizations or experience with fish & wildlife resource management issues. 3. Leadership in sportsman/hunter/conservation organizations or involvement in agriculture or forest industry organizations. 4. Leadership and experience on or with councils, boards, commission, and legislature. 5. Experience working with and/or representing the public. 6. Ability/interest in working collaboratively with others. 7. Participation in the A&H program 8. Ability to foster positive relations between landowners, and ODFW. I am very interested in serving on the A&H Regional Council because as a landowner, livestock producer, and worker in the timber industry I am affected by (almost) every policy and intent of the ODFW. I am a landowner of property both rural and within city limits and I understand the need for proper wildlife management. I experience damage as well as benefits from ungulates and predators on all of my properties. I grew up on a working cattle ranch in Joseph, Oregon and thus have seen much history and importance of the ODFW. Wallowa County has been my home for over 40 years. My husband and I are partners in a trucking company that hauls many logs off of both private and national forest lands. Helping run this company has also given me insight into the importance of wildlife regulations and the interactions between the public and the hunting communities. Various members of my family hunt on both private and public lands. We enjoy the variety of wild game in our diet. Consumptive use of our wildlife and natural resources is extremely important to me. I am a member of many local organizations and help serve where ever needed during official meetings, fund raisers, banquets and etc. A few of the organizations I belong to include: Beta Nu Chapter of Beta Sigma Phi International, The Wallowa Co. Chapter of The Well Armed Woman, Enterprise Chapter FFA Alumni, Divide Camp Pacesetters, Eagle Cap Shooters Assoc., and Wallowa Co. Friends of the NRA. I would welcome and cherish the opportunity to be a liaison between the ODFW and the citizens of Oregon. I would strive to be the best advocate of management policies and will welcome my community s comments, concerns and suggestions and present them to the Commission at every opportunity. I look forward to answering any further questions you may have of me. 6 of 37

We have three grown daughters and my education came in handy during the winter months living in the remote canyons. Our ranch recently won an award from the Oregon Hunters Association, Landowner of the year We currently work cooperatively with the local ODFW. We also, at present, have a stewardship incentive program with NRCS which includes wildlife habitat enhancement, we have several federal permits with the USFS, and we lease land with The Nature Conservancy. Our goal is to improve the ecosystems on our private, leased, and federal lands. We consider them simultaneously regardless of ownership. I ve been on three boards in the past few years. The most recent board being the NE Region A&H Advisory Council. I m very anxious and enthused to serve a second four term on the NE Regional A&H Advisory Council as a landowner representative. My time is spent with the finances and day to day organizing of our ranch. I have time to donate towards this council and would enjoy the mental stimulation. Thanks you, Vicki L. McClaran 28 of 37

33 Statement of Interest Questions 1) My experience of hunting began when I first started to hunt when I received a BB gun as a gift. If I recall correctly I was 6-7 years of age. Ever since that point I've been hunting every chance I can. I hunt most species from small game to big game in Oregon as well as hunting big game in other states. I ve also taken eleven trips to Canada to hunt waterfowl, one trip to Argentina, another to New Zealand, and a trip to Africa. I participate in hunting on both public and private lands. I have experience in hunting and training bird dogs as well as hound dogs. As for my experience with Agriculture, I own small acreage (107 acres) and grow grass hay for forage. My business/hunting partner and I grew native grasses for the USFS and BLM for approximately 7 years. I've also helped out in running farm equipment for friends when they needed an extra hand. I have a crop science degree from OSU as well. My experience in the forest industry is great as I work for Boise Cascade Corporation in LaGrande Oregon. I ve worked for Boise Cascade for 14 years with a variety of jobs ranging from Environmental Intern to Plant Manager. I also have a degree from OSU in Range Land Resources. 2) I'm currently involved with the OHA (Oregon Hunter Association) serving as the chapter president. Serving with the OHA we have focused our time and money on increasing the knowledge of wildlife with the public. We have also completed work coordinating with land owners who face damage due to elk crossing private property. We are also spending time getting more children involved in the outdoors especially hunting so that we can preserve our future. As for being involved with wildlife issues, when the opportunity arises to comment on issues, I frequently send letters/ to those asking for input relating to hunting as well as forest management. I m also an agent of the state and work with ODFW to deal with bear and cougar damage. 3) I have spent the last four years serving as a Hunter advisor for the NE Oregon A&H board. 4) My current position with OHA as the chapter president would be my best example. As for taking part in other organizations, through my work I m very involved with forest practices and the multitude of issues that surround that topic. I consider myself to be very active in attending meetings and other like events having to do with forestry issues. 5) My greatest experience with dealing with the public would again have to my dealing with the OHA. Also being in the field doing work for ODFW removing problem cougars and bears. I'm quite often approached with questions and I take the time to ensure that I accurately represent what is taking place and explain how the system works. 6) I want to make a difference and put the effort out to make positive changes for hunters, fishermen, and private land owners. Too often folks will not put out the extra effort to make needed changes but instead will only complain. I'm all about taking action that is well thought of and appropriate for the situation. 32 of 37
34 7) I've recreated on property that A&H lands. I've also purchased tickets for the A&H tags that are offered every year. I ve always thought the A&H was a great idea for all parties involved. 8) In my experience, many negative relationships are the product of lack of understanding. All too often I hear folks complain about what is taking place with wildlife management. In the event that I have information to share, I see most people accept the input that I offer and leave the conversation with a different point of view or a better understanding of why we are where we are at. From my perspective the key is getting more people involved and continuing to educate the public as to the reasons we do what we do. The more we educate folks the more these folks will get a clear picture of what is taking place. 33 of 37

Your application will be evaluated using the following criteria: 1. Experience and knowledge of hunting or knowledge and breadth of experience in the agriculture or forestry industries. 2. I am a lifelong resident of Northeast Oregon and have been actively involved as a hunter and conservationist for 20 years. My passion for wildlife and their habitats led me to pursue an education in wildlife biology and a career with the US Forest Service where I currently participate in all levels of natural resource management from interdisciplinary NEPA planning to field work including prescribed fire implementation, noxious weed treatment, timber sale preparation, and wildlife/fisheries surveys. I integrate my enthusiasm for the hunting and fishing sports with my expanding knowledge of natural resource sciences and believe that, as an advisory council member, I would be well suited to the thoughtful review of A&H proposals and would make recommendations that align sound ecological principles with the needs of the sporting public of which I am a member. I currently serve on the budget committee for the city of Athena, OR. Also, I am a past member of The Wildlife Society national and Oregon chapters. Additionally I have been involved as a volunteer in wildlife research efforts with both Oregon and Washington departments of Fish and Wildlife. Most importantly, I participate actively with my family in the heritage of hunting and fishing in Oregon. I represent a diverse user group with interests in modern and traditional weapons, pursuing most large game and game birds in the state on both private and public front country and backcountry lands. As a public servant for over a decade I am deeply aware of the responsibility to manage resources for the greatest possible benefit of both the ecosystem and the public who rely on it. Thank you for your consideration. Sincerely, Terry Reynolds 36 of 37
