2 MISSION STATEMENT We, the World Kuk Sool Association and its members, are committed to exercise, demonstrate, and educate these tournament rules and guidelines to promote Kuk Sool spirit in tournaments. We will uphold the good will and highest level of martial arts spirit through good sportsmanship and etiquette to represent Kuk Sool Won to our members and to general public. We will have good attitude and etiquette as prescribed and taught by our Alma Mater and instructors to fully appreciate the events of the tournament. Acronym Let Us Keep Our FACE! F.A.C.E. Fairness Attentiveness Consistency Efficiency REQUIREMENT As a member of the World Kuk Sool Association, everyone is strongly recommended to actively participate in our official tournament. To acquire any black belt level of promotion from 1 st Dahn to 4 th Dahn, the Association requires that ALL members MUST participate in at least one tournament before his/her promotion. To summarize, ALL members MUST participate in a least one tournament before his/her promotion. An exception to the rule: your requirement may be waived if the distance of the closest tournament is greater than 300 miles away, or have a documented physical/mental disability.

3 1.1 SPORTSMANSHIP SECTION 1 -- General Rules Good sportsmanship and a good attitude must be displayed by all competitors and judges at all times during the tournament. All competitors and judges should always show proper respect and courtesy to everyone involved in the tournament. Your demeanor reflects on you, your school, your teacher, and Kuk Sool Won. 1.2 SAFETY EQUIPMENT Safety equipment is MANDATORY in all sparring divisions. Therefore, competitors may NOT compete without it. The required equipments are: Foam-type hand and foot pads must be worn. No tape or leather pads and no open-finger gloves are allowed Foam-type head gear. No cage-type headgear is allowed. The competitor must NOT wear eyeglasses, but may wear eyeglasses only if a clear plastic face shield headgear is worn A mouth piece All male competitors must wear a groin cup Recommended equipments: Breast protector for women Shin guards for all competitors A groin cup for men during Self Defense and Techniques competitions.

4 1.3 UNIFORM STANDARDS WORLD KUK SOOL ASSOCIATION, INC All competitors must wear a standard Kuk Sool Won uniform (with complete set of patches) AND WKSA approved Belt at all times during their competition. Uniforms must be neat, clean and odor-free. Jacket sleeves are not to be rolled up above the elbows. Uniforms must only bear authorized Kuk Sool patches. General's uniform is required for Weapon competition for adults (ages 18 and up). Competitors ages 17 and under are recommended to wear General s uniform, but the attire is not required. 1.4 GENERAL INFO All competitors MUST perform right-sided forms/techniques, even if the competitor is left-handed or has any physical condition that prevents him/her from performing on the right side The following weapons are permitted at the tournament: Single-sided blade (no live blade) Korean sword manufactured in either aluminum or stainless steel is acceptable. It is strongly recommended to use the swords sold by GayaWon. If in doubt, consult with the WKSA HQ prior to the tournament day The criteria for the Double Short Swords are as follow: Double-bladed (no live blade) Korean style short swords with hand guard made in either aluminum or stainless steel are permitted If in doubt, consult with the WKSA HQ prior to the tournament day For Staff competition, all competitors MUST use a plain, straight staff made of rattan or other wood. Staffs may have burned in markings or be marked with the owner s name. No other decorations on the staff are permitted. Examples of ineligible staffs include: tapered staffs, metal glow-in-the-dark staffs, etc.

5 1.4.3 Sparring: Competition sparring is a No Contact to Touch-Contact match between two opponents Elimination matches will consist of one round with a two-minute time limit. The round will end either when the time expires or when there is a five point spread. The competitor with the higher score at the end of the round will win. If the score is tied at the end of the round, the first competitor to score a point in "sudden death" overtime will win 1.5 COMBINING DIVISIONS There must be at least three (3) competitors in a division to award 1 st, 2 nd, and 3 rd places. If there are two or less competitors in a division, the Arbitrator will decide which rule will apply These rules are not options for competitors to choose, but rather the decision of which rule to apply will be determined solely by the Arbitrator Divisions with fewer than three (3) competitors will be combined to the next closest division in gender and/or age of the rank. They are guaranteed 3 rd and/or 4 th place(s) regardless of the size of the combined division, and at the same time, they do not negatively impact the competitors in the combined division For example, Joe and John were combined to a division where Pete, Bob, and Charlie were. After the competition, the scores placed Pete 1 st, Joe 2 nd, Charlie 3 rd, and John 4 th. In this case, Pete will remain 1 st, Charlie will be 2 nd, and Bob will be 3 rd for their division; and Joe will be 2 nd and John will be 4 th for their initial division If both divisions making up the combined division start with fewer than three (3) competitors, the places determined by the scores remain the places awarded If combining is not possible, and there are two competitors, they will compete for either 3 rd or 4 th place medals If there is only a single competitor, and no combining option is available, the judges will score the competitor s performance on a scale from 9 to 10. The following scoring system may be used to determine the medal placement: An average of 9.7 or higher out of 10 Gold medal or 1 st Place An average of out of 10 Silver medal or 2 nd Place An average of out of 10 Bronze medal or 3 rd Place An average lower than 9.3 out of 10 Copper medal or 4 th Place

6 SECTION 2 Judging Rules and Guidelines 2.1 Only official Kuk Sool Black Belts are allowed to judge. All judges MUST wear his/her General s Uniform or they will be disqualified as a tournament judge. 2.2 Judges must always strive to be fair and consistent with their judging and never show bias or favoritism for or against any competitor or fellow judge. 2.3 All Black Belts should receive judging training/practice from the head instructor or a designated WKSA instructor/master at least once a year. All school owners MUST receive his/her training through WKSA sponsored workshop and disseminate the rules and info to black belts. 2.4 Any Black Belts or instructors who do not judge at an official WKSA tournament in a threeyear span will lose their eligibility to test for the next level and/or will be delayed in promotion. 2.5 MISCELLANEOUS Sparring divisions are the only divisions that may separate for male and female competitors. Because all the judging criteria are based on the principles behind martial art rather than power or strength, women should not feel disadvantaged when competing with men Any situation not covered by these rules will be dealt with by the Arbitrator (appointed by the tournament director). The Arbitrator will consult with the judges or judges and render a decision. The decision of the Arbitrator is final and may not be appealed If any tournament is held over two days to accommodate a large number of competitors, Black Belt competitors must attend both days of tournament to be eligible for competition. Any Black Belt competitor absent on the first day will not be permitted to enter their competition, and NO refunds will be given. 2.6 GENERAL JUDGING CRITERIA Judging begins when a competitor bows to enter the ring The proper introduction as required Scoring reflects the competitor s etiquette and overall demeanor/attitude in addition to their performance skills All competitors are required to present with a formal (kneeling) bow. Exception: Anyone who provides a written statement that describes a physical disability to kneel by a physician may be waived from this deduction The formal bow and introduction are not required for tie-breakers Prior to the beginning of a division, a judge or judges will inspect the competitors weapons.

7 2.7 FORMS COMPETITION WORLD KUK SOOL ASSOCIATION, INC Competitors must perform the Form of their belt rank, according to the official Kuk Sool Won textbooks All forms will be judged by the official Kuk Sool textbook content, balance, execution of movements, focus, and by the Five "Hyung By-laws" that govern Kuk Sool forms training If a tie occurs during forms competition (and it affects the first four places), then the Center Judge s score breaks the tie. If a tie occurs for the second time, competitors who are tied must repeat the same form, and the judges will deliver the decision by show of hands while competitors are faced away from judges Black Belt Divisions The standard number of judges for forms competition can be three (3) or five (5) Judges award points for each technical element of the form, as defined in the Judges Scoresheets Judges award points for each of the five Hyung By-laws The competitor s score is calculated by adjusting the technical element scores by predefined difficulty factors, then combining the technical and hyung buhp scores Below Black Belt Divisions The standard number of judges for forms competition is three (3) At the beginning of each Forms division, the first three competitors will perform their form and then the judges will give the scores for each of the first three competitors. The remaining competitors will be scored immediately following their form. 2.8 WEAPONS FORMS COMPETITION The rules that apply to empty-hand forms also apply to weapons forms, with the following additional rules: Weapons competition will be allowed for Brown, Black-brown, and Black Belt divisions If a competitor at any belt level drops his/her weapon, the competitor is automatically disqualified from that competition and may not start over, thus receiving zero (0) for scoring There will be a deduction if a competitor strikes the floor or his/her own body, breaking the flow of the form For under Black Belt competition, the Center Judge will deduct one-tenth of point per occurrence up to maximum of three-tenth of point deduction If a weapon breaks during a competition, that competitor may start over (same form) with a new weapon and no penalty.

8 2.9 TECHNIQUE COMPETITION Competitors have the choice of any three (3) techniques selected from within their rank category as written in the tournament entry form. All techniques chosen for the competition must be from the WKSA standard lesson course as shown in the official Kuk Sool textbooks Only the competitor performing the techniques is judged. Empty hand techniques must be performed as shown in the official Kuk Sool Won textbooks, including the follow through, take-down and completion of technique. The competitor s partner is expected to exhibit proper falling techniques. A partner who does not fall properly may adversely impact the scoring Partners must be age and size appropriate. No adult may fall for a Junior. Partners must be the same or lower rank than the competitor. Any Black-brown Belt may fall for any other Black-brown belt, regardless of the number of stripes on their belt Competitors are judged on precision of technique, smoothness, control of their partner, balance, and the principles of YOU-WON-HWA If a tie occurs during forms competition (and it affects the first four places), then the Center Judge s score breaks the tie. If a tie occurs for the second time, competitors who are tied must repeat the same techniques, and the judges will deliver the decision by show of hands while competitors are faced away from the judges BREAKING COMPETITION Breaking competition will be allowed for Brown, Black-brown, and Black Belt divisions Only adults (age 18 and up) will be allowed to compete in breaking competitions Breaking material will be supplied for the registered competitors. Competitors will not be allowed to bring their own material or to select which material they will use. Cracked or otherwise damaged breaking materials may not be used for competition The standard breaking material is wood. The wood can be white pine, yellow pine, or manufactured composite wood. Standard sizes can be one of: 12 inches x 12 inches x 1 inch 12 inches x 10 inches x 1 inch Breaking material will be chosen from the top of the stack by a judge or appointed assistant for each competitor. If the competitor does not break, the judges must select new material off the top of the stack for the next competitor. The same material must not be used for more than one competitor Competitors get only one attempt to break. The maximum time to set up and begin breaking is 45 seconds; and the excess in the allotted time will be deducted one-tenths of point by each judge per 5 second delays.

9 All competitors will act as board-holders, and everyone will be selected randomly by the center judge. Holding techniques for this competition are as follows: For breaking with spin kicks, boards will be held with two fingers only. Usually thumb and index finger are used for holding For horizontal techniques (such as spin kick) where the boards are to be 'slightly separated', the boards will be held six inches apart For horizontal techniques, boards will be held at the following heights: High : the bottom of the board will be even with the top of the competitor s head Middle : the center of the board will be even with the competitor s stomach Low : the bottom of the board will be even with the center of the competitor s ankle For vertical techniques (such as palm strike), boards will be held at the following heights: High will be even with the competitor s chin Middle will be even with the competitor s stomach Low will be just above the competitor s knee Jump spin kick may be substituted for high spin kick If a tie occurs during breaking competition (and it affects the first four places), then the Center Judge s score breaks the tie. If a tie occurs for the second time, competitors who are tied must repeat the same break(s), and the judges will deliver the decision by show of hands while competitors are faced away from judges Competitors will be judged on effectiveness of technique (number of successful breaks achieved), etiquette, attitude, precision of technique, smoothness, power, speed, and balance If no boards are broken, no places will be awarded. Every competitor who breaks at least one board will be scored immediately after the break.

10 2.12 SPARRING COMPETITION Competition sparring is a minimum-contact match between two opponents Elimination matches will consist of one round with a two-minute time limit. The round will end either when the time expires or when there is a five point spread. The competitor with the higher score at the end of the round will win. If the score is tied at the end of the round, the first competitor to score a point in "sudden death" overtime will win Elimination matches require three judges. The center judge will control the ring. The other judges will take positions in opposite corners of the ring Only the center judge may stop the clock. The clock may be stopped if an injury or accident occurs, if there is interference from outside the ring, if sparring equipment needs repair or adjustment, or any time the center judge deems it necessary to stop the clock. Thus, the time-keeper must NOT stop the clock for any reason unless the center judge requires it Elimination matches require at least two judges to verify a point. Verifying judges must call the same scoring technique. If the judges call different techniques, the point cannot be verified. All confirmed techniques are worth one point, except a kick to the head which is worth 2 points The following is the standard signals for Sparring matches: Flag straight up in air point by a kick to body other than head Flag straight up in air with 2 fingers kick to the head (2 points) Flag to your side point by hand strike Flags crossing in the front no confirmation or did not see Flag pointing down in circular motion penalty, and require immediate action by the judges.

11 Only "very light contact" or "no contact" sparring is permitted Excessive contact is not permitted. Excessive contact occurs when: blood is drawn a competitor's wind is knocked out and he/she cannot breathe a bright red spot appears following the contact a competitor's head rocks back sharply after being hit Excessive contact must be agreed upon by a majority of the judges. For excessive contact where blood is drawn or the breath is knocked out, the competitor is automatically disqualified. Penalties for excessive contact where a bright red spot appears or where the competitor s head is knocked back are as follows: For the first warning, no point will be given or taken away For the second warning, one point will be given to the competitor who was hit For the third warning, the competitor will be disqualified Warnings will be given by the center judge and must be agreed upon by a majority of the judges. Warnings are given for the following: when excessive contact is made disregarding the judge s instructions unsportsmanlike-like conduct intentional take-down or throw vicious or malicious contact verbal abuse or profanity running away or turning one's back on the opponent to escape stalling the match initiating an attack outside the ring striking any part of the body that is not a designated target area uncontrolled techniques Warnings do not carry over from match to match. The count on the number of warnings issued for a competitor starts over at the beginning of a new match. Also, a competitor who has been disqualified is only disqualified from that particular match, not completely banned from the competition Disqualification will be given by the center judge and must be agreed upon by a majority of the judges. Rules for disqualifications are as follows: Judges may, by a unanimous decision, disqualify a competitor without warning that includes but not limited to: BAD MANNERS or DISORDERLY CONDUCT at any time during a WKSA tournament A competitor may be disqualified for any irresponsible or malicious language and/or act A competitor may be disqualified without warning for excessive contact if blood is drawn or if the opponent's wind is knocked out of him/her.

12 A point is scored when a majority of the judges verify that a hand or foot technique has been executed to a legal target area (as designated below). The following additional rules apply to scoring points: A competitor with one foot in the ring can score on a competitor that is out of the ring Stepping out of bounds with both feet constitutes a foul. After three fouls, one point will be awarded to the opponent. For each additional foul, one additional point will be awarded to the opponent. If the competitor is pushed or knocked out of bounds, this does not constitute a foul Two points will be scored for verified kicks to the head (technique must be controlled). One point will be scored for all other verified techniques Judges should not score points for sloppy, uncontrolled, blind or unbalanced techniques Legal target areas are as follows: Front and side of the head Front and side of the body Side of head -Pad Front of head -Pad Face is NOT a target (shaded area) The following techniques are NOT permitted in WKSA tournaments groin techniques sweeps or takedowns contact to the back or to the top of the head kicking techniques to the legs throws and joint locks any technique intended to cause injury (such as eye gouges, throat strikes, etc.) blind techniques, or any technique when the competitor does not see the striking area prior to beginning the technique

13 SECTION 3 Tournament Competition Requirements 3.1 Each tournament may have slightly modified requirements due to the number of participants or other circumstances. The Entry Form for each tournament will specify the detailed requirements for that tournament. Tables 1 and 2 below detail typical tournament competition requirements. 3.2 Recommended Introductions All (English speaking) competitors must follow the competitor s introduction as laid out below. Non-English speaking competitors may substitute a translated version of introduction. Points will be deducted if competitors fail to follow the proscribed format. 16 Section 4: Championship Competition 4.1 Champions will be chosen as follows: Kuk Sool Won Championships will award winners in the following categories: Junior/Youth 1st Dahn Champion (boys and girls under 17) National and International tournaments may have Junior (ages 12 and under) AND Youth (ages 13-17) 1 st Dahn Champions Youth 2 nd Dahn Champion (boys and girls under 17) Women s 1st Dahn Champion Women s 2nd Dahn Champion Men s 1st Dahn Champion Men s 2nd Dahn Champion Senior Champions (men and women over 40 or 45) rd & 4th Dahn Champions in varying categories 4.2 Champions will be chosen by the points earned from Black Belt competition. Because a Champion is a complete and comprehensive martial artist, a competitor must demonstrate his/her capability in all categories of martial arts, not just one type. To qualify in the Champion category, competitors must enter ALL of the divisions indicated by the Entry Form of a particular tournament: Hyung Sword Staff Techniques Sparring Breaking Knife Throwing / Spear Throwing / Archery / Cutting with Sword, etc 4.3 Point System Gold Medal or 1 st Place 5 points Silver Medal or 2 nd Place 3 points Bronze Medal or 3 rd Place 2 points Copper Medal or 4 th Place 1 point 4.4 In case of TIE in total accumulated points, the following rules apply to break the tie: Number of most Gold medals or 1 st places, Number of most Silver medals or 2 nd places, Number of most Bronze medals or 3 rd places, Number of most Copper medals or 4 th places, Most number of competitors in the divisions 4.5 Grand Champion title will be awarded only in the World Tournament (which is held in every three years), and there will be only one Grand Champion per each rank: Pre-qualification: Only Champions of the current and previous tournaments qualify to compete in this elite group of competition.

17 4.5.2 All champions of previous Regional, National, and International (and concurrent World Tournament) are eligible to compete for this prestigious recognition. For example, champions of all Kuk Sool Won tournaments in 2006, 2007, and 2008, including the World Tournament in 2008, can compete for Grand Champion Award. The following World Tournament in 2011 will pre-qualify champions from tournaments in 2009, 2010, and 2011, including the World Tournament Each champion will perform an empty-hand form or weapon form that will be selected randomly by a draw by Kuk Sa Nim or his appointed individual at the tournament. A panel of 5 to 7 judges will score (if sevenjudge panel, the highest and lowest will be dropped), and the champion with the highest accumulated points will be announced as Grand Champion Champions may choose from the required Forms, Techniques, Weapons, and Breaking from their rank as the choice for this competition Not eligible if you have been promoted to next rank must compete and win the title of champion of that rank to qualify If a tie occurs, the Center Judge breaks the tie. In case of another tie, the champions will perform the same form again and the judges will determine the winner by show of hands Grand Champion Awards: 1 st Dahn Grand Champion 2 nd Dahn Grand Champion 3 rd Dahn Grand Champion 4 th Dahn Grand Champion world or international tournament only
