4 GENERAL INFORMATION 2013 BALTIC OPEN WUSHU CUP TAOLU, TUISHOU, CHI-SAO, SANDA AND WUSHU AND SPORT INTERNATIONAL CONFERENCE The tournament goals are to promote Wushu, attracting children, the youth and adults to practicing Wushu. Raising the spirit of the warrior among practitioners, improvement of Wushu skills, exchange experience between the athletes of the various countries, to select athletes into teams and to promote healthy way of life. Attracting Wushu teams from all over the world to the competition organized by the Estonian Sports and Traditional Wushu Federation. 2. Organizers: Sportsclub Julged and Estonian Sports and Traditional Wushu Federation. 3. Competition is based on: Taolu, Tuishou, Chi-Sao and Sanda. 4. Dates: 1) Arrival of participants Conference 28th November ) Wushu and Sport International Conference 29th November ) Teams must arrive at least before 17:00 29th November ) Teams arrival & control must register before th November ) Registration meeting and Weighing-in from to th November ) Judging seminar th November ) Technical Meeting (Team Managers & Coaches) 29th November 2013 and drawing lots ) Competitions 30th Nov.-01st Dec ) Days of departure. 02nd Detsember Location- Accommodation, competition and training venue: The entire accommodation, championships and all training sessions will take place at the Pirita Top Spa Hotell Address: Regati pst 1, Tallinn Estonia. 6. Preliminary entry form: might be sent after receiving the regulations, but not later than 1st October Final entry form: must be sent not later than 28th October st October 2013 is the deadline to register to the competitors who need a VISA to participate in the championships in Estonia. The list of competitors should be verified by the National Olympic Committee of the participating country. 8. Accommodation: 45 EUR per person per day, breakfast, lunch and dinner included. Accommodation only in the official championships hotels. Accommodation informal hotels, a fine of EUR 30 per participant. Necessary information must be sent not later than 15th November: Exact arrival date, time, airport/station and flight/train number Exact departure date, time, airport/station and flight/train number REGISTRATION FEE Registration fee Taolu, 10 EUR each event. 5 JUDGES (TAOLU, SANDA) Each Team brings their own judges, depending of the participation events (Taolu, Sanda, Chi-Sao and/or Tuishou). If team has less than 3 athletes, no judge needed! If a team does not send judges, they will have a penalty of 50 for missing judge per event. For example : Team for participating in Taolu and Sanda events and no judges= 100 penalty fee Team for Taolu and Sanda and 2 judges= OK Team for Taolu, and 1 judge= OK Team for Sanda, Chi-Sao or/and Tuishou 1 judge= OK Team for Taolu and Sanda and 1 judge= 50 penalty fee for not bringing the second judge COMPOSITION OF TEAM Pay attention the total number of athletes is not limited. Please find the registration file on the disc or at our website: and mark all the team members statuses there (team leader; coach, doctor, judge, athlete, president of federation, guest). 6 CHAMPIONSHIPS PROGRAM-TAOLU 1. Age categories: 1) Taolu Category (children age 8) any mixture of boys and girls are allowed; 2) Taolu Category (children age 9 11) any mixture of boys and girls are allowed; 3) Taolu Category (cadets age 12 14) any mixture of boys and girls are allowed; 4) Taolu Category (juniors age 15 17) any mixture of boys and girls are allowed; 5) Taolu Category participants (adults age above 18 35) any mixture of men and women are allowed; 6) Taolu Category participants (adults age above 36 ) any mixture of men and women is allowed; 7) Sanda participants (adults age 15 16) each Sanda competitor may enter only one (1) category;sanda participants (adults age 17 18) each Sanda competitor may enter only one (1) category;sanda participants (adults 18-35) each Sanda competitor may enter only one (1) category;the age calculation is based on January 1st Competition program: Forms are divided into three groups: A, B, C, D A group is Nandu forms B group is for Guiding, traditional and self-made forms. C group is for 32 forms. D group is for basic forms (20 forms, 24 forms etc). This applies to all weapon and barehand forms. NB! The D Group is meant for boys and girls from to 12 years (included). Single events (including weapons are hold under IWuF Rules with difficulty movements (nandu). The nandu are only for the adult competition. The nandu forms are published at the website of EWuF and ESTWF. 1) Barehand forms: Changquan, Nanquan, Taijiquan. 2) Short weapons: Jianshu, Daoshu, Nandao. 3) Long weapons: Qiangshu, Gunshu, Nangun. 4) Taiji jian In the events above the athletes perform: International competition routines or optional routines conforming to the Rules for International Wushu Taolu Competition, edition of International Wushu Federation, Time of performance: not less than 1.20 min (A and B), or taijiquan: from 5 to 6 min (A and B for adults and juniors only); for taiji weapons: from 3 to 4 min (A and B for adults and juniors only), 32 forms C 45 second, and base forms D no time limit. 5) Traditional barehand forms: Group 1. Traditional Taijiquan Traditional Taijiquan including Chen, Yang, Sun, Wu, Wu(Hao), Li, Wudang, Zhaobao and other traditional Taijiquan styles divided into Taijiquan competition. Note: 24, 48, 88, 42 and other single modern routines are not to be used. Group 2. Traditional Bagua, Xingyi, Bajiquan Traditional Bagua, Xingyi, Bajiquan styles divided into quanshu competition. Group 3. Traditional Nanquan Traditional Guandong, Fujian, Sichuan etc. Nanquan schools (Hong, Li, Mo, Cailifo) divided into quanshu competition. Group 4. Traditional Shaolinquan Traditional Songshan shaolingquan divided into quanshu, qixie (weapons) competition. Group 5. Imitation styles All imitation routines including Houquan, Yinzhuaquan, Zuiquan, Tanglangquan, Ditangquan, Zonghequan, Minghequan, Heihuquan etc. divided into quanshu competition. Group 6. Traditional tongbei, fanzi, chuojiao, pigua styles Traditional tongbei, fanzi, chuojiao, pigua styles divided into quanshu competition. Group 7. Traditional Yongchun (Wing chun). Traditional Yongchun (Wingchun) quanshu routines biaozhi and xunqiao., Group 8. Other traditional styles 6

7 All other traditional quanshu and weapons routines: chaquan, huaquan, baoquan, baimei (pakmei), liuhequan, gongliquan, yuejiaquan, wudangquan (except wudang taijiquan, xingyiquan and baguaquan which belong to above-mentioned categories) etc. Time of performance: B not less than 1 min. For the traditional Taijiquan form B 5 to 6 min. 6) Traditional weapons: Group 1: single short weapons Group 2: single long weapons Group 3: double weapons Group 4: flexible weapons Time of performance: not less than 1 min. Group 5: Taiji weapons (Taiji qixie). Time of performance: from 3 to 4 min. 7) Dulian fighting sets: Barehand vs. Barehand, Weapon vs. Weapon Time of performance: duilian routine not less than 50 sec. 8) Group events: 6 persons of any age category. Time of performance: from 3 to 4 min. There`ll be only individual competition, that takes place under the Rules for International Wushu Taolu Competition, edition of International Wushu Federation, Competition Chief Judge: Mr. Stewart Beckett (UK), International Judging Category; The Panel of Appeal: S.Beckett, P. Kõrve, R.Vlasenko, H.-L. Lilienberg, G. Kisseljov, D. Stashevich. The appeal can be submitted not later than 30 min after the end of the appropriate event. The appeal fee 100, will be spent for the tournament needs. The draw-lots are computer-based. Will be performed after submitting the final entry forms. All teams will receive the detailed list of events on the day of arrival. SANDA Group 1. age Group 2. age Group 3. age above 18 Male: 48kg, 52kg, 56kg, 60kg, 65kg, 70kg, 75kg, 80kg, 85kg, 90kg, 90kg+ Female: 48kg, 52kg, 56kg, 60kg, 65kg, 70kg, 75kg, 80kg, 85kg, 90kg, 90kg+ Each Sanda competitor may enter only one category (1). TUISHOU (PUSHING HANDS) Group 1. age Group 2. age above 18 Fixed Step, Starting position in fixed step PH The competitors face each other in a front stance with the left foot on the middle line. The judge moves the competitors' left arms into contact. Half time in fixed step PH At half time the competitors change their forward foot. Allowed techniques in fixed step PH The following techniques are allowed: Peng, Lu, Ji, An, Cai, Lie, Zhou (not elbows) and Kao. Moving Step, As in free moving step. The following techniques are allowed: Leg tripping is allowed. Grabbing with the hands are allowed, but must result in a technique within 5 seconds. Free Moving Step Pushing Hands In free moving step pushing hands the competition area is a square of 4 x 4 meters. The competitors are allowed to move freely within this area. The rules are as in fixed step with the following: Starting position in free moving step PH The competitors make contact with their left arms forward and rotate around in a circle (counter-clockwise). At half time the competitors begin with their right arms forward rotating in a circle (clockwise). Allowed techniques in free moving step PH: Low sweeps. Throws at waist height and below. Leg tripping. Safe locks. Holding around the opponents back. Grabbing the legs is permitted. 7

8 Please note: Sweeps should be preceded by the breaking of the opponent's structure and balance; kicking the opponent's legs from out under him is not considered a sweep. Male: 48kg, 52kg, 56kg, 60kg, 65kg, 70kg, 75kg, 80kg, 85kg, 90kg, 90kg+ Female: 48kg, 52kg, 56kg, 60kg, 65kg, 70kg, 75kg, 80kg, 85kg, 90kg, 90kg+ The participants shall wear: Long trousers, red or black tee-shirt, a colour belt You can ask for information about Tuishou (Pushing Hands) from: Grigori Kisseljov info@artofsword.com CHI-SAO (STICKY HANDS) ADULTS ONLY age above 18 On 30 November and 1 of December will be held the Chi-Sao ( sticky hands ) tournament in the style of Wing Tchun - Wing Chun - Weng Chun. This event will be organized by the Practical Wing Tchun Federation - PWTF, under the auspices of the Estonian Federation of Sport and Traditional Wushu. Tournament rules are very similar to the rules for the Tui Shou in Taijiquan style. The main goal of the tournament is the development and promotion of sports and traditional segment of Wing Tchun Kung Fu. Participate in Chi-Sao tournament can only members of PWTF. Male: 50kg, 55kg, 60kg, 65kg, 70kg, 75kg, 80kg, 85kg, 90kg, 95kg+Female: 50kg, 55kg, 60kg, 65kg, 70kg, 75kg, 80kg, 85kg, 90kg, 95kg+ Chi-Sao Siu Nim Tao organized in order to practice among Wing Tshun practitioners to keep the body structure with immovable legs so-called roots in the ground and the same time two oponents try to take each other out of balance. Chi-Sao Chum Kiu organized in order to practice among Wing Tshun practitioners to keep the body structure in movement and the same time two opponents moving on the square try to take each other out of balance. Chi-Sao Biu Dze - organized in order to practice among Wing Tshun practitioners to keep the body structure in movement, attack and defend in close range fighting. Failure to register this information within the allotted time will disqualify the entry and the team or late athlete will not be allowed to compete. INSURANCE AND MEDICAL DOCUMENTS All athletes shall provide valid insurance and medical documents as listed in the IWuF Wushu Competition regulations. AWARDING The awarding will be carried out following the IWuF Rules, unless stated otherwise. In IWuF Taolu competition, in case there are more than 3 competitors, 3 medals are awarded. In case there are 3 competitors 1st and 2nd places are awarded. In case there are 2 competitors, only 1st place is awarded. If there will be only 1 or 2 persons registered for any event, this event will be joined to another event without the special agreement with the team's officials.
