2 Dear Instructor It is with great pleasure that we invite you and your students to participate in the 2018 Inter-club Full Contact Martial Art competition. This is a multi-style Kyorugi (sparring) event and is open to all Martial Art Clubs that want to join together in mutual respect and friendship was a huge success with 5 different Martial Art styles coming together to compete and the atmosphere was electric but was Stand-up fighting only. In 2018 we will have two fighting categories. Stand-up fighting only, which is mix of Freestyle Kickboxing, Kyokushin Karate and Taekwondo (we will refer to this as stand-up ). The second category is stand-up and grappling, which will use the Hapkido rules from the Oceania championships (we will refer to this as Hapkido ). This year the competition will be held at Bell Block Hall, main road, Bell Block, New Plymouth Saturday 24 th March 2018, and is open to all belts from 10 th Gup (grade/kyu) and above inclusive Black-belts. The Kyorugi (sparring) will be full contact. Competitors should be aware of the attached competition rules, safety equipment requirements, and the attached Hazard Control Plans for the major significant hazards present during the competition. For safety and fairness we must match competitors in accordance with the rules by age, weight and grade, so it is important for Instructors to check that the correct information is entered on the entry forms and the Team List form provided. This will ensure your athletes are not disappointed by being disqualified prior to competing. All Team Lists, entry forms, and entry fees must be received by 10pm Friday 16 th March; no late entries will be accepted. Early entries close 10pm Friday 9th March. We also ask all Instructors to forward all names of Officials (Coaches, Referees & Corner Judges) so that we can plan ahead to ensure that the tournament is run as smoothly, and as fairly as possible. For the sake of fairness we ask each attending club provide at least one referee and/or corner judge. Referees and corner judges will be requested to attend a meeting and training session 7:45am Saturday 24 th April at the event. If there are any queries in relation to this package or the competition, please do not hesitate to contact us. Note: failure to make weight will result in a disqualification Stand-up and Hapkido Competition Area: Bouts will be fought on a 25m2 area. Stand-up Rounds: Each match will consist of three rounds. Hapkido Rounds: Each match will consist of two rounds. N.B: Draw: 2. ENTRIES Length of rounds will be decided once all entries have been received; minimum length of the rounds will be one (1) minute for stand-up only and one (1) minute thirty (30) seconds for Hapkido. Kyorugi (sparring) will begin at 8:30am: but the Schedule is subject to change on the day of competition. Fighters must be ready when their fight is called. Failure to be on the mat in 30 seconds will result in a disqualification. Draw will be provided in hard copy on the day, one copy per club attending. Draw will include the length of the rounds, rest periods, and fighters colour (red or blue). Refreshments: Available for sale at the venue. General Public: Open to members of the general public from 8:00am. The organisers reserve the right to exclude or reject any person from the venue whose behaviour is deemed to be unacceptable. Team Managers are advised that they should maintain appropriate emergency contact details for their team members. Liability All competitors take part at their own risk. While all care is taken, the organisers and their representatives will take no responsibility, under any circumstances, for any damage, injury, or loss to individuals and their equipment. 3. HAZARD CONTROL PLAN 1 Sparring Competition Hazard Description: Details: Category: Forceful direct contact with opposing player A Taekwondo Tournament is a competition, which is decided, within the rules, by direct physical contact and forceful physical collisions between contestants, and therefore competitors have an inherent risk of physical injury. Significant Hazard Minimize Competition rules attempt to minimize risk by; specifying weight, age and grade requirements when matching competitors. Specifying protective equipment to be worn; restricting the types of attack used and the target areas; Specifying procedures to punish or disqualify competitors who infringe. Specifying procedures to use in the event of an injury; specifying procedures for referees and coaches to use if it becomes apparent that a competitor is at risk. Tournament Director: Ensure the player draw is as evenly matched as possible. Impose additional rules if considered necessary (e.g. no head contact, mandatory mouth guards) Ensure procedures in place for competitors to receive appropriate medical attention if necessary. Referees: Maintain control of contest ensuring competitors abide by rules. Stop contest if necessary as per competition rules and procedures. Coaches: Ensure contestant has knowledge of rules. 7 Training Requirements: Responsibility/ Monitoring of Controls: Do not compete without doctors approval if suffer from a medical condition which could be worsened by competing. Do not compete if have received a head injury (e.g. concussion) within 30 days preceding competition. As well as this stand-down period a medical clearance is required before competing again. Referees should complete appropriate training to the level where they are confident and knowledgeable to apply the rules as assessed by an experienced referee or trainer, and are sufficiently competent through training and experience to control the level of match they are officiating. Referees are required to undergo regular training to refresh their skills and knowledge of current rules, signals and procedures. Coaches preferably should have sufficient experience to identify if their competitor is at risk and/or hold a recognized coaching qualification (e.g. CNZ Level 1 or above). NPTHC maintain an overview of competition run on their behalf. This hazard control will be reviewed annually or after a serious incident or accident. It is the responsibility of officials, coaches and competitors to make competing as safe as reasonably possible by taking all practical steps to comply with competition rules and procedures and this control. 6. HAZARD CONTROL PLAN 2 Competition Attendance Hazard Description: Details: Category: Transmission of infection via blood or body fluids Some infections can be transmitted via body fluids such as saliva, sweat or blood. Sharing of personal items such as drink bottles, or impact injuries leading to cuts, a bleeding nose or bleeding from the mouth means should a contestant have a transmittable infection e.g. Hepatitis B or HIV, has the potential to be transmitted to another person. 8 Specifying procedures to use in the event of an injury; specifying procedures for referees and coaches to use if it becomes apparent that a competitor should not continue because they cannot stop the bleeding. Tournament Director: Impose additional rules if considered necessary (e.g. mandatory mouth guards) Ensure procedures in place for competitors to receive appropriate medical attention if necessary. Supply gloves for use by officials Referees: Maintain control of contest ensuring competitors abide by rules. Stop contest if necessary as per competition rules and procedures. Use provided gloves if dealing with bleeding competitor. Coaches: Ensure their competitors are aware of and understand this hazard. Ensure each competitor has their own drink bottle and towel. Competitors: Wear protective equipment as specified. Ensure finger and toe nails are cut short. Remove jewellery. Supply own drinks bottle and towel. Abide by competition rules. Not compete without clearance from Tournament Director if they are aware they have a serious transmittable illness. Training Requirements: Referees should complete appropriate training to the level where they are confident and knowledgeable to apply the rules pertaining to an injured competitor. 14 11. COMPETITION RULES STAND-UP ONLY SPARRING Uniform and Equipment: a. The contestant shall wear a full Dobok(official uniform) of their style of martial art. b. The contestant shall wear safety equipment: trunk protector, head protector groin guard, shin guards mouth guard (white or clear) c. Optional (but recommended) safety equipment: Instep/foot guard MMA/TKD gloves Forearm guard d. Safety equipment must be put on before entering the contest area; and the forearm and shin guards shall be worn inside the Dobok (uniform). NB: A limited number of trunk protectors (Hogu), only,will be available to borrow by those that don t have them. They must be returned immediately on completion of the match and wiped down with antibacterial wipes supplied. If you are fighting out of the red corner you cannot wear a blue helmet and vice versa. Start and end of the contest: The contest in each round shall begin with the declaration of Shijak (start) by the Referee and shall end with the declaration of Keuman (stop) by the Referee. Procedures before the beginning and after the end of the contest consist of: a. The contestants shall turn to the Head of Court and make a standing bow at the Referee's command of Charyeot (attention) and Kyeong-rye (bow). b. The contestants shall face each other and exchange a standing bow at the Referee's command of face each other, Charyeot (attention) Kyeong-rye (bow). c. The Referee shall start the contest by commanding Joonbi (ready), and Shijak (begin). d. After the end of the last round, the contestants shall stand at their respective positions facing each other and exchange a standing bow at the Referee's command of Charyeot (attention), Kyeong-rye (bow), and then shall turn to the Head of Court and make a standing bow at the Referee's command of Charyeot (attention), Kyeong-rye (bow), and then wait for the Referee's declaration of the decision in a standing posture. e. The Referee shall declare the winner by raising the winner's hand according to the result of the contest. However, when the winner is unable to stand at his/her position due to injury, the Referee shall declare the winner by raising his/her own hand to the winner's side. Permitted Techniques and Areas 1. Permitted techniques a. Fist techniques: Delivering techniques by using the front parts of tightly clenched and properly formed fist. b. Foot techniques: Delivering techniques by using the part of the foot below from the lower shin down. 2. Permitted areas a. Trunk: As the area protected by the hogu (trunk Protector) up to the shoulders. However, such attacks shall not be made on the part of the back not covered by the trunk protector and/or the spine. Attack by Fist or Foot techniques. P a g e 14

15 Valid Points b. Head: along both sides and face. However, such attacks shall not be made on the back of the head, top of the spine and/or neck. Attack by foot technique only is permitted. Legal scoring areas are as above: 1. Points shall be awarded when permitted techniques are delivered accurately and powerfully to the legal scoring areas of the body. a. Each scoring technique to the trunk shall earn one (1) point. b. Each scoring foot technique to the head shall earn three (3) points. c. Each scoring technique using a spin to execute shall earn one (1) bonus point. 2. Match score shall be the sum of points of the three rounds. 3. Invalidation of points. When the following are committed, the delivered technique will not be scored. a. Intentionally falling, immediately after delivery of the legitimate technique. b. Committing an illegal act after delivery of the legitimate technique. c. Use of any of the prohibited actions. 4. If a standing count is started as a result of one of the following conditions the judges MUST award appropriate points. Prohibited Acts 1. The contestant is knocked down by the power of the technique's impact. 2. The contestant is staggered by the power of the technique's impact. 3. The contestant falls heavily as a result of the technique's impact. 1. Penalties on any prohibited acts shall be declared by the Referee. 2. In the case of multiple penalties being committed simultaneously, the heavier penalty shall be declared. 3. Penalties are divided into Kyong-go (warning penalty, minus 0.5 of a point) and Gam-jeom (deduction penalty, minus 1 point). 4. Two (2) Kyong-gos shall be counted as a deduction of one (1) point. However, the last odd Kyong-go shall not be counted in the grand total. 5. A Gam-jeom shall be counted as a minus one (-1) point. 6. Prohibited acts: Kyong-go penalty (minus 0.5 points). a. Grabbing the opponent b. Pushing the opponent with the shoulder, body, hands, or arms. c. Holding the opponent with the hands or arms d. Intentionally crossing the Alert Line e. Evading by turning the back to the opponent f. Intentionally falling down g. Pretending injury h. Attacking with the knee i. Attacking the groin intentionally j. Intentionally stomping or kicking any part of the leg or foot k. Hitting the opponent's face with the hand or fist l. Uttering undesirable remarks or any misconduct on the part of the contestant or the coach 7. Prohibited acts: Gam-jeom penalty minus 1 point). P a g e 15

16 a. Attacking the fallen opponent b. Intentional attack after the Referee's declaration of Kalyeo (break) c. Attacking the back and the back of the head intentionally d. Attacking the opponent's face severely with the hand or fist e. Head Butting f. Purposely Crossing the Boundary Line (such as avoiding an attack) g. Throwing the opponent h. Violent or extreme remarks or behaviour on the part of the contestant or the coach i. When a contestant refuses to comply with the Competition Rules or the Referee's order intentionally, the Referee may declare the contestant the loser by penalties. 8. When a contestant receives minus four (-4) points, the Referee shall declare him/her the loser by penalties. 9. Kyong-go and Gam-jeom shall be counted in the total score of the three rounds. Injury time 1. In the event of an injury the competitor shall be allowed 90 seconds (1 ½ minutes) injury time to seek treatment. 2. The competitor must stay within the competition area. 3. The non-injured competitor must stand on their side (Red or Blue) of the competition area awaiting resumption of the match; they cannot leave the competition area or sit in the coaches chair. The coach can talk to the competitor. 4. Should a competitor be unable to continue because of injury cause by a prohibited act they shall be declared winner by disqualification. Tie score 1. In the event of a tie score and bonus sudden death round shall be undertaken. a. The first competitor to score any point will be declared the winner. 2. If no point is score during the sudden death round the winner will declared by superiority. Protest a. Superiority is decided by referee and all match judges. b. Superiority is usually awarded to the more aggressive competitor or the competitor that shows the greatest range of techniques. 1. No protests shall be made during the match time. a. Any protests must be made between rounds or upon completion of the match. 2. Protest shall be decided by the match referee and head of court. a. Match judges may be consulted in the event of a protest. b. Match winner maybe overturned in extreme cases. c. The referees and Head of court decision shall be final. P a g e 16

17 12. COMPETITION RULES HAPKIDO SPARRING Uniform and Equipment: a. The contestant shall wear a full Dobok(official uniform) of their style of martial art. b. The contestant shall wear safety equipment: head protector with clear face guard (provided by Hapkido head of court) groin guard, mouth guard (white, clear or single colour but not black) MMA/TKD gloves e. Optional (but recommended) safety equipment: instep/foot guard forearm guard f. Safety equipment must be put on before entering the contest area; and the forearm, shin and groin guards shall be worn inside the Dobok (uniform). NB: Cadets and Minors can wear head protection without face guard. The Hapkido sparring organisers will provide the Head Protectors for adults. Competitors may provide their own Head Protector if it is approved by the Hapkido Sparring organisers and/or Head of court. Start and end of the contest: Shall be the same as Stand-up only sparring. Permitted Techniques and Areas 1. Permitted techniques Valid Points a. Using Hands (palm, fist, back-fist, and knife-hand) and feet to execute a striking scoring technique. b. Scoring Area for striking: Hand strikes: Above the waist to head; front and back Kicks: Above the waist to head; front and back Kicks: to the legs (excluding the knees) do not score points but may be used to leg check or unbalance an opponent for a follow-up scoring technique. c. Self Defence against kicks; grabbing the kick and throwing the opponent d. Throws, Leg Sweep, and Lifting Techniques to throw the opponent. e. Joint locking techniques f. Clinch position. In a clinch position 10 seconds will be given to execute a technique to score before being separated. g. Ground position. In a ground position 30 seconds will be given to execute a technique to score before being separated. Legal scoring areas are as above: 2. Points shall be awarded when permitted techniques are delivered accurately and powerfully to the legal scoring areas of the body. a. Scoring striking techniques (hands) to the body or head will be 1 point to body or head. b. Scoring striking techniques (feet) to the body will be 2 points. c. Scoring striking techniques (feet) to the head will be 3 points. P a g e 17

18 d. Throws, Leg Sweeps and Lifting Techniques will be 2 points; when technique is executed powerfully so that both of the opponent s feet are off the ground, the technique will be 3 points. e. Effective joint lock techniques standing or from the ground will be 3 points, and when sustained will be classed as knock out. f. Any strike to the head or body that results in the opponent not being able to continue the fight will be a knock out. 3. Minors are not allowed to strike to the head with hand techniques at all. 4. Criteria for scoring striking techniques must be based on precision and forcing a visible reaction on the opponent s balance and structure. Any strikes that do not visibility disrupt or unsettle the opponent will not be scored. 5. Match score shall be the sum of points of the two rounds. 6. Invalidation of points. When the following are committed, the delivered technique will not be scored. a. Committing an illegal act after delivery of the legitimate technique. b. Use of any of the prohibited actions. 7. If a standing count is started as a result of one of the following conditions the judges MUST award appropriate points. a. The contestant is knocked down by the power of the technique's impact. b. The contestant is staggered by the power of the technique's impact. c. The contestant falls heavily as a result of the technique's impact. Prohibited Acts 8. Penalties on any prohibited acts shall be declared by the Referee. 9. Referee may give a warning and deduct points if there is an infraction. a. For inadvertent infraction, two warnings will be given before taking a point. b. For intentional infraction immediate point deduction will be made. c. The head judge will use discretion to determine this. 10. Prohibited acts: a. Turning the back and running away b. Deliberately moving off the ring. c. Faking injury or delaying the match d. Striking the knees or groin e. Striking using the head, elbow, knee, shoulder f. Attacking a fallen opponent g. Striking or kicking while grabbing h. Profanity or foul language i. Attacking outside the ring j. Falling down intentionally k. Not separating when ordered by judge l. Minor hitting his/her opponent with hand strike to the head 11. Disqualifications: a. Three warnings (with deductions) competitor will be disqualified. P a g e 18

19 b. Not following the orders of judges or acting in a rude and uncooperative manner. This applies both to competitor and coach/instructor. c. If an injury is inflicted to the opponent through an illegal technique and that opponent cannot continue. d. Intentionally slamming down the opponent s head first. e. Drugs and performance enhancing substances are prohibited. If found will be immediately disqualified. Injury time 12. In the event of an injury the competitor shall be allowed 90 seconds (1 ½ minutes) injury time to seek treatment. 13. The competitor must stay within the competition area. 14. The non-injured competitor must stand on their side (Red or Blue) of the competition area awaiting resumption of the match; they cannot leave the competition area or sit in the coaches chair. The coach can talk to the competitor. 15. Should a competitor be unable to continue because of injury cause by a prohibited act they shall be declared winner by disqualification. Tie score 3. In the event of a tie score and bonus sudden death round shall be undertaken. a. The first competitor to score any point will be declared the winner. 4. If no point is score during the sudden death round the winner will declared by superiority. Protest a. Superiority is decided by referee and all match judges. b. Superiority is usually awarded to the more aggressive competitor or the competitor that shows the greatest range of techniques. 3. No protests shall be made during the match time. a. Any protests must be made between rounds or upon completion of the match. 4. Protest shall be decided by the match referee and head of court. a. Match judges may be consulted in the event of a protest. b. Match winner maybe overturned in extreme cases. c. The referees and Head of court decision shall be final. P a g e 19
