1 EXPRESSION OF INTEREST (EOI) Cycling Australia (CA), in partnership with Mountain Bike Australia (MTBA), invites interested Australian, State and or Regional Governments (States) that have the capacity to host a selection of UCI, CA and MTBA sanctioned international and domestic mountain bike events from inclusive (CA Events) to express interest in hosting the CA Events. 2 A message from the President of the Union Cycliste Internationale, Mr Pat McQuaid 1st September 2012 Hosting a round of the UCI Mountain Bike World Cup promises to be unforgettable for the hosts, the athletes and the fans. Mountain Bike is an extremely exciting cycling discipline, and each year the World Cup series and World Championships generates an enormous amount of interest from riders and supporters alike. In 2012, the format XCE (cross-country eliminator) was introduced to the World Cup alongside XCO (Olympic cross-country) and DHI (downhill), adding a new dimension to the world s leading mountain bike series. Every year, the UCI works in close collaboration with the organisers of each round to ensure that the series is of the highest standard. There are some traditional destinations that have tremendous experience in hosting World Cup events, as well as new hosts joining the calendar for the first time. I welcome interest from Australian Regional Governments to partner with and be guided by the Cycling Australia team in order to bid and secure future UCI mountain bike events. 3 Statement from the Presidents of Cycling Australia and Mountain Bike Australia 1st August 2012 We share a united strategy to develop and grow the mountain bike participation and athlete sector in Australia. To achieve this objective CA and MTBA have partnered to secure, resource and deliver international and national mountain biking events. We are committed to establish an event program that provides a participation pathway for mountain bike athletes from grass roots events right through to UCI Mountain Bike World Championships. Together in partnership, CA and MTBA will be leading a bid to secure an annual UCI Mountain Bike World Cup from 2014 and either the 2016 or 2017 UCI Mountain Bike World Championships. We will be looking to endorse and partner with regional Australian Government/s that share our vision to deliver best practice and world class events which will leave a positive legacy for the Australian mountain bike participation and athlete segment. In order to create this legacy for mountain biking we are coordinating a bid for UCI mountain bike World Cup and World Championships alongside our objective to develop MTBA s National Series and National Championship event program, thus linking the elite UCI World Cup and World Championship Events with our elite domestic product. Hosting UCI Mountain Bike World Cups, World Championships, MTBA Championships & National Series events is a major undertaking, something that Cycling Australia has the experience and preparedness for. In recent years Cycling Australia has delivered the 2010 UCI Road World Championships in Geelong, Victoria and the 2012 UCI Track Cycling World Championships in Melbourne, Victoria. One of the key legacies of these events is the residual knowledge and skills that sits with our Commercial/ Events team and key contractors. Once you have had the opportunity to review our EOI documentation we are sure you will agree that our mountain bike major event strategy provides a unique tourism opportunity for regional Australian Government s looking to develop new, or evolve existing mountain bike trail infrastructure and to drive tourism and visitation economic impact. 4 INVITATION TO EXPRESS INTEREST IN HOSTING CA EVENTS States are invited to respond to this CA Events EOI in order to secure CA and MTBA s endorsement and partnership; A. CA to bid, with support of its Preferred Host State, to secure the right to host, and if successful to host, the following suite of international mountain bike events (UCI Events) in CA s Preferred Host State: i UCI MTB World Championship in one of 2016 or 2017 ii UCI MTB World Cup leg in each of 2014, 2015, 2016 and 2017 and B. CA/MTBA to host the following suite of domestic mountain bike events (MTBA Events) in CA s Preferred Host State: i Oceania MTB Championships in each of 2015 and 2017 ii MTBA National Championships in each of 2014, 2015, 2016 and 2017 iii MTBA National Series leg (1 of 3 events) in each of 2014, 2015, 2016 and 2017 Note: References in this EOI document to CA Events refers to all of the MTBA Events and UCI Events as listed under items A and B above) As Australia s Member National Authority (MNA), CA will present Australia s candidature to host any UCI Event, where a bid is required to secure the right to host an event in Australia. CA, through it s commercial and events unit, will lead the UCI Event bid process and be the event promoter for all CA Events. With the support of the Preferred Host State, CA will seek to comply with UCI commercial and technical standards associated with hosting UCI Events, where deemed reasonable in CA s discretion. UCI Mountain Bike Disciplines The disciplines included in UCI format Mountain Bike events include: Cross Country (XCO) - Olympic Games discipline with 4-6km lap Cross Country Eliminator (XCE) - Up to 1km lap Downhill (DHI) km course Bicycle Trials (TLS) - Short Technical Track Appendix 2 provides further descriptions of each UCI Mountain Bike discipline CA EVENTS EOI PROCESS The following CA Events EOI process seeks to identify CA s preferred state and venue(s) in / at which to host the MTB Events detailed above. Step 1 States advise intention to submit an EOI Fri 21 Sept 2012 Step 2 States submit response to EOI Fri 12 Oct 2012 A. Nominates proposed venues; B. Outlines benefits of hosting events in their State, including in-kind and or financial support and rights fees offered by the State in return for the CA Events being hosted in the State; and C. Confirming that the State agrees, that if selected as the Preferred Host State by CA in Step 6 below, to pay up to AUD $ * to CA as a contribution toward CA s costs to under take venue assessment(s) and bid for the UCI Events. * The contribution may vary from State to State due to varying venue assessment requirements. CA shall advise each State the final level of the contribution during the EOI process. Step 3 Presentations w/c 28 Oct 2012 A. 7 CA EVENTS EOI CONSIDERATIONS A. Seed Funding The successful regional government authority selected by CA for endorsement will be required to pay CA seed funding in order to: - Complete venue and course evaluations (including a community and environmental impact study) - Prepare and present a sophisticated bid that meets the requirements of the UCI B. Hosting Rights Fees Upon appointment by CA the successful preferred host state will be required to pay Hosting Rights Fees to CA for all of the following events; UCI Mountain Bike World Championships UCI Mountain Bike World Cup Leg Oceania MTB Championships MTBA National Championships MTBA National Series Leg CA is responsible for remitting UCI Organisation Fees and/or applicable other Rights Fees. Note: Hosting Rights Fees payable to CA will be sufficient to ensure event delivery standards that are commensurate to that required to deliver major international and national standard mountain bike events. Hosting fees do not cover the capital or ongoing maintenance investment required to ensure venues/locations suitable to secure UCI and/or CA/MTBA events. C. Venue The Preferred Host State s responsibility includes provision of a venue(s) to a standard suitable to host UCI and MTBA Events to the relevant national and international standards as determined by UCI, CA and MTBA, including but not limited to the: Capital or ongoing maintenance investment required Race courses and their full marking, including bunting/barriers and direction signage/arrows Responsibility for any restitution needed at the venue and on the race courses post event; and Appropriate media and officials facilities (permanent or temporary) as determined by CA/MTBA in its capacity as event promoter. Marketing Rights For UCI mountain bike events; The UCI is the sole and exclusive owner of all marketing rights in and to the UCI Mountain Bike World Cup and UCI World Championships. CA/MTBA will retain as the organiser 50% of available visibility via the UCI structured marketing platforms. For CA/MTBA mountain bike events; CA/MTBA is the sole and exclusive owner of all marketing rights. E. Television Rights For UCI mountain bike events; The UCI is the exclusive owner of worldwide broadcasting rights in the widest sense of the term (which include radio, television, the Internet, DVD, 2 and 3 G, Telecom, Giant Screen, and any and all multimedia rights) in and to the World Cup, World Championships and the Competition. The UCI intends to produce for the UCI World Cups: Live vision at all main competitions - XCO Elite, DHI finals, XCE finals - with a minimum number of 10 cameras. Full HD production, 1080i, 16:9 Special cameras (POV, high-speed...) One 26 highlight program for single events One 26 highlight program for double events XCO & XCE Two 26 highlight programs for double events XCO & DHI One 3 news per final competition/ gender Worldwide video footage distribution Live internet HD stream of all Elite competitions CA will require the successful host to make a financial contribution to the production services for UCI events which is to be determined during the bid process. The OC is asked to produce for the UCI World Championships: Live vision at all main competitions - XCO Elite, DHI finals, XCE finals - with a minimum number of 10 cameras. Full HD production, 1080i, 16:9 Special cameras (POV, high-speed...) For CA/MTBA mountain bike events; CA is the exclusive owner of worldwide broadcasting rights in the widest sense of the term (which include radio, television, the Internet, DVD, 2 and 3 G, Telecom, Giant Screen, and any and all multimedia rights) in and to the MTBA National Championships and National Series and the Competition. CA takes on the responsibility of producing relevant broadcast product for display in Australia via its exclusive broadcast partner, Special Broadcasting Service (SBS). 11 CA EVENTS EOI CONDITIONS A. Material questions relating to this EOI and or EOI Process may be submitted up until noon on 12 September All questions should be directed to Michael Edgley at CA, it will be communicated to all States that have confirmed their intention to respond to the EOI. Where a query is of an individual nature, the response will be to the individual. B. By no later than 4pm Friday 14 September 2012, your organisation is asked to acknowledge receipt of this EOI and whether (or not) your organisation intends submitting a proposal that complies with this EOI by the due date. Please communicate your intentions to Michael Edgley at CA. C. EOI responses should be submitted to CA in the following formats: Electronic format, to be sent to Michael Edgley at CA michael.edgley@cycling.org.au ; and Five (5) hard copies of the EOI responses delivered to Michael Edgely, Commercial Director, Cycling Australia G St Kilda Road, Melbourne VIC D. Selection Criteria CA is seeking to appoint a Preferred Host State that is best suited to assist CA achieve its objectives which include, but may not be limited to: Secure the right to host the UCI events nominated; Maximise profile, impact & benefits for mountain biking, while minimising CA s risk; and Create long term legacy(ies), incl. direct & indirect benefits to the cycling community in Australia. CA will be guided by factors that include, but may not necessarily be limited to: Venue suitability for MTBA and or UCI Events (CA Events); Event operational considerations, including, but by no means limited to, location, venue access / egress and accommodation; Financial, including rights fees; and Legacy(ies), including MTB venue infrastructure E. EOI Conditions This EOI is not an offer. Nothing shall oblige CA to complete the EOI Process outlined and or select a Preferred Host State. CA may elect not to select any party and or not to bid for the nominated UCI Events; Submissions not in accordance with instructions given may be disregarded; CA reserve the right to seek clarification of any submission (which may result in a submission being revised) and or to negotiate with one or more State; Selection criteria are not the sole basis of assessment and are not in priority order; States that respond will be advised in due course if a decision(s) is made, or not. CA shall not be obliged to provide a reason for its decision(s); CA accepts no liability for any costs or loss(es) incurred by any party as a result of this EOI Process. While due care has been taken to prepare this EOI, CA does not warrant the accuracy of the content and will be not be liable for any omission(s); All submissions and support documents submitted in response to this EOI become property of CA. Notwithstanding any copyright or other intellectual property right that may subsist in submissions, by making submission(s) the submitting party(ies) licenses CA to reproduce the whole or any portion of submissions for evaluation purposes; This EOI & information concerning CA received in anyway connected with this EOI shall be considered confidential and shall not be disclosed to any third party without the CA s written consent. Venue and financial offers made by State(s) in submissions will be relied upon as being binding offers unless variations are agreed by CA; CA may publish at its sole discretion (by whatever means) the names of all or some of the parties that make submissions in response to this EOI; The intention is to establish a multi-year relationship for four years, however CA reserves the right to terminate the relationship at any time by one year s written notice; and This EOI is conducted under the jurisdiction of the State of Victoria, Australia. 13 Appendix 2 UCI MOUNTAIN BIKE DISCIPLINES Cross Country (XCO) XCO is the mountain bike discipline included in the Olympic Games, and provides a diverse riding experience including climbing and descending. An XCO course must be between 4km and 6km in length, preferably using the venue in the form of a cloverleaf to provide optimum course contact with the race village. No more than 15% of the course may be on paved or sealed road. Cross Country Short Course (XCC) XCC utilises a course of up to 800 metres in length, which should allow for passing opportunities throughout the entire course length. The course may have artificial features if they are safe and easily passable by the majority of riders. Cross Country Point-to-Point (XCP) A cross country format event utilising a point-to-point course of between 20-60km in length. Variations to course length may be allowed at the discretion of the event commissaire. Cross Country Eliminator (XCE) XCE is a short course cross country racing format where riders contest a course up to 1km in length. Riders race in groups of four and are eliminated in a format similar to four cross racing. The course may include a range of natural and artificial obstacles. Qualification rounds will take place in a similar format to a 4X event. Downhill (DHI) DHI is a point-to-point format race involving a course of between 1.5km and 3.5 km. Total race time should be between two and five minutes. The course must contain a maximum of 3% paved roads and will consist of a variety of different terrain types. There should be an emphasis on technical skills rather than pedaling. Course(s) required to host these events will include a mix of the following attributes. Climbing (XCO and XCE only) Descending (DHI should be 100%) Wide Track Narrow track Fast downhill sections Slow technical downhill sections Bicycle Trials (TLS) Trials is one of the most exciting of all cycling disciplines. Cyclists must navigate obstacles grouped into sections, without setting foot on the ground (or penalties are incurred). After negotiating a series of sections, the rider who has collected the fewest penalty points is declared the winner. CA EVENTS EOI COMMERCIAL IN CONFIDENCE 13
