2 These By-Laws are to be read in conjunction with the Sunstate Speedway Kart Club, hereby referred to as SSKC, Constitution. These By-Laws are designed to provide financial Club Members and Visitors/Spectators an understanding of associated local rules associated with SSKC Race Meetings and Membership. These By-Laws can and will be updated on a regular basis, with copies provided to all Members. Article 1 Purpose 1.0 The purpose of the SSKC is to foster, manage and develop the sport of speedway karting for juniors and seniors in a safe and friendly environment. Article 2 Behaviour 2.0 Our club would like to remind all members and visitors that there is a minimum standard of acceptable behaviour at all times at our club for everyone, including non-racing participants. Please remember that you are not racing for a million dollars or for sheep stations we are racing for enjoyment. Amongst other things, like the reputations of our club and yourself, think about the negative affect this type of behaviour can cause and the example it sets for our juniors it is never acceptable under any circumstances. The following types of unacceptable behaviour (not a comprehensive list) will NOT be accepted and will be dealt with accordingly: Abuse (either towards Volunteer Officials and/or other competitors); Physical violence or threats of violence; Intimidation; Throwing helmets or other items; Temper tantrums; Tampering with other peoples equipment; Theft; and Barging and other such forms of aggressive driving. Remember, if you have a concern then deal with the matter through appropriate channels and show the same level of respect to others that you expect to be shown to you. The Stewards of the Meeting or Committee Members have the ability to not only issue an appropriate Speedway Australia penalty, but if necessary have person/s removed from the track and/or call Police No Licence Holder at a Race Meeting shall verbally or physically abuse or assault or attempt to physically abuse or assault any person, or use any intimidating or threatening language or actions. The club is not going to accept anything less than polite, courteous and respectful behaviour! 2

3 Article 3 Rules and Regulations 3.0 All associated Speedway Australia, Australian Speedway Racing Rules & Regulations, Sept 2015, and 2014/2015 SKAA Rules and Regulations are the overriding rules and regulations that will be followed by all racing participants, unless directly mentioned in SSKC By-Laws. 3.1 All Drivers are to have in their possession a copy of the Speedway Australia, Australian Speedway Racing Rules & Regulations, Sept 2015 and Speedway Australia Licence (current and in date) their SKAA Log Book & SKAA Rules and Regulations in their possession during all race meetings, as per the below: A Driver participating in any Event must have the following items at the Race Track to be allowed to participate: (a) a current Speedway Australia Licence and an Infringement Card (if required by relevant division); (b) a current registered Race Car; (c) a current Log Book for that Race Car; (d) safety apparel complying with the relevant Racing Division specifications; (e) a current Australian Speedway Racing Rule book; and (f) a current class specification book. Any competitor racing under a One Day License issued by Speedway Australia must still be fit for purpose at discretion of the Chief Steward and may be excluded from competing. A maximum of two (2) One Day Licenses can be used to compete in any SKAA meeting in any one Season before full Speedway Australia License must be obtained. 3.2 Should any Infringement be deemed necessary to be issued to any Driver or Crew, the Chief Steward is to ensure that a copy of the completed Infringement be forwarded to the Driver as soon as practicable, but prior to seven (7) days elapsing. Distribution can include electronic form such as , followed by a copy being sent via Registered Post. All applications for Appeal must be as per Speedway Australia Rules. It is the responsibility of the Driver to ensure all address and contact details remain current with the Club Secretary. If current contact details are incorrect, the Infringement will be classed as being delivered to the Driver/Crew Member within the seven (7) day period. 3.3 Any form of verbal/physical abuse towards any of the volunteer Officials will automatically result in Infringements to be issued. This includes any Official such as Chief Steward, Flag Marshalls, Lap Scorers, Drivers Representatives, and Scrutineers etc. 3.4 All helmets are to have grommets fitted at all times. 3

4 3.5 At completion of Race Meeting, the Chief Steward is to ensure that the relevant Speedway Australia Accident Incident Report Form is completed and provided to the Club Secretary for sending to Speedway Australia the following working day. 3.6 Race Day Format (see example at Annex A) will be distributed to all nominated members/competitors (including visitor drivers) prior to the Race Meeting, or available at Sign On. This will include rostered duties, such as Flag Marshall, Pit Marshall Etc. If for some reason you are unable to complete these duties, it is your responsibility to find another member to take your position before the commencement of that duty. The positions that will be allocated to individuals for 1 complete Heat are as follows: 1. Turn 1 and 2 Flag Marshall (including raceceivers) 2. Turn 3 and 4 Flag Marshalls (including raceceivers) 3. Start/Finish Flag Marshall (radio provided for communication with Chief Steward/Pit Marshall) 4. Pit Marshall (radio provided for communication with Chief Steward/Start Finish Flag Marshall) 5. Quad Riders Pit Marshall will be directly responsible to the Chief Steward and may report to the race steward any person who breaches any rule or disobeys any instruction given by the race steward or Pit Marshall, may direct any person as to that person s mode of dress or behaviour, and/or may eject any person who, in their opinion is behaving in an unsafe or unsatisfactory manner. 3.7 Reminder to all Drivers regarding contact being made with other competitors. As per Speedway Australia Racing Rules, Oct 2013 below, SSKC will enforce this ruling at all times. Drivers are never in their right to take matters into their own hands and are to remember that SKAA is a non-contact sport. This includes barging/hitting the rear of the kart in front etc: Except for specific Racing Divisions (fender benders, etc.), speedway racing is a noncontact sport. No Driver shall ever allow his or her Race Car to make deliberate, reckless or negligent contact with any other Race Car or driven dangerously either in roll-up laps, during the Event, after the Event or in the Pits Any Driver who intends to overtake (pass) another Race Car, must first be reasonably sure that the passing move is possible without making contact with the other Race Car and then must execute the move as cleanly as possible Any Driver who becomes aware that another Race Car is making a passing move must not change line so as to inconvenience the passing Race Car, nor deprive that Race Car of adequate space on the Race Track. However, unless the Race Car being passed is a lapped car, there is no obligation for this Race Car to facilitate the passing move, the only obligation being not to change line in such a way that is intended to impede or to make the passing move more difficult. 4

5 3.7.1 Any competitor that wishes to make a formal protest regarding a race incident that occurs will be required to firstly speak directly to the Drivers Representative and show them in the Speedway Australia Rule Book what exact rule the protest is to be made under i.e Protest against Kart # under rule Contact was made whilst overtaking. 3.8 Social Media SSKC maintains the right to enforce any penalties the Executive Committee deem necessary (either monitory or suspension) for making a detrimental, offensive, discriminatory or false public statement in any media (including social media) about the Chief Steward, a Participant, another Licence Holder, Speedway Australia, or an Affiliated Associations (SSKC) and their sponsors, employees or officeholders. 3.9 Club Championship Points will be tallied after the completion of each race event; however, points will not be displayed until after the Club Championships have been awarded. Make up of any Feature Race (highest points scorer from front or reverse grid) will be at the discretion of the Chief Steward of the day and will only be announced immediately prior to the running of Feature Race/s. One (1) Joker Round is applicable to all Drivers each Season and must be declared before the commencement of a day s racing, and will double the total points accumulated to that Driver at the completion of that round. Any Driver that competes in two (2) classes is entitled to one (1) Joker Round for each class raced and does not have to be used on the same race meeting (further details will be provided each Season confirming make up of Joker Round) Nominations for Meetings all race nominations will be accepted via or comment on SSKC Facebook page. The closing time/date nominated will be enforced and any late nominations will be accepted but will be placed ROF for all Heats in that Race Meeting. This is to ensure Race Day Committee have adequate time to finalise Race Day Formats SSKC maintains the right to enforce suspension/s and/or penalties to Members for any breach of these By-Laws, as decided by Executive Committee Current Club Membership costs are set as below as approved at EGM Jun 2016: 1. $40 Sub Junior 2. $40 Junior 3. $70 Senior 4. $20 per person (non-racing Member with Voting rights this will include a Parent/Guardian of Junior Members if not a competitor) Family Memberships 1. One Senior + one Junior $ One Senior + two Juniors $ Two Seniors + one Junior $ Two Seniors + two Juniors $180 5

6 3.13 Club Championship in order to have championship points allocated after each race meeting to be included in SSKC Club Championships, the driver must firstly be a fully paid financial SSKC Member and have volunteered at one race meeting to conduct official duties, such as Flag Marshall (see Para 3.6). Club Championship points will start on the date of that membership being paid and will not be back dated to account for other race points received before that date The below listed numbers have been retired from SSKC and cannot be used for any Senior Competitor, whether a member or visitor to our Club: Race Number 76 Retired in honour of Des Carsberg (Club founding Member) Race Number 47 Retired in honour of Donna Dorman Race Number 7 Retired in honour of Club Life Member John Churchill Race Number 5 Cannot be used reserved for Club Life Member Gary Cosser Race Number 4 Cannot be used reserved for Club Life Member Dion Smith Kart Numbers must meet all SKAA standards, including size of numbers and correct number and background numbers, as per below taken from SKAA Rules & Regulations: Numbers to be minimum of 150mm in height and placed on both side pods, Nassau Panel and on rear of Kart Seniors White background with black numbers (includes Jnr Standards) Juniors White background with red numbers Article 4 Scrutineering 4.0 Scrutineering for all scheduled SSKC race meetings will be conducted in a separate designated area. It is the participant s responsibility to present their kart, Log Book and License to the Scrutineers prior to the Drivers Briefing being conducted and prior to racing commencing. This must be done within the time set out in the race day format. Any karts not in the scrutineering bay within the deemed time will be racing rear of field for the duration of the Race Meeting. 4.1 Once your kart has passed scrutineering, a sticker will be placed on the kart with the date and Scrutineers initials, and Log Book entry made. Log Books will remain in the possession of the Chief Steward until the end of the Race Meeting. Drivers are reminded to also sign the Log Book entry for that race meeting. No sticker or Log Book entry, no racing and your kart will NOT be allowed onto the track. 4.2 It is not the job of the Scrutineers to check every detail of your machinery this is solely the responsibility of the Driver/Crew (see below). Please see the attached Annex C for a copy of the Speedway Australia Day Lighting Form, which will be signed at the time of sign in on a day s racing/practice. This form is your acknowledgement that a kart/s are mechanically sound; however, any Scrutineer/s can and will randomly check other items to ensure compliance with SKAA/Speedway Australia Regulations. 6

7 5.6.1 The safety standard of any Race Car, equipment or apparel is a joint responsibility of the Race Car Owner and Driver. Any safety check carried out by a Speedway Australia or an Affiliated Association licensed Official does not guarantee that the Race Car is without fault and does not absolve the Race Car Owner or Driver of this joint responsibility. 4.3 During Scrutineering of Junior Competitors, all details of the Guardian/Parent must be documented, including their Speedway Australia License Number (see attached Annex B from Speedway Aust). These details are to be recorded in the Log Book of the Kart for that days racing. Article 5 Pits Area 5.0 Any person/s entering the Pit Area must hold either a current Speedway Australia Driver s License (and be competing in the Race Meeting), a current Speedway Australia License (Mechanic/Non Competitor (for Parent/Guardian of Junior Driver)) or have been issued with a Speedway Australia One Day Pit Pass. If any person/s is found to be within the Pit Area without the relevant Pass/License, they will immediately be asked to leave the Area and the Driver will be held responsible. A Warning will be issued for first offence, followed by loss of race points and/or Infringements for future offences. 5.1 No Competitor can set up a Pit Area outside that which is already defined by NBJMCC Pit Area. All machinery, equipment etc. must be inside the designated Pit Area (as defined by the existing Pit Area fence line). 5.2 SSKC financial members are entitled to purchase the use of undercover pit areas for their sole use during a race calendar season (first in first served). Should the owner of the covered pit area not be in attendance at that scheduled race meeting, or the covered area has not been purchased by another club member, the covered area may be used by any participant on a first in basis. Should a financial club member wish to purchase the use of these covered pit areas, please contact the Club Secretary/Treasurer. NOTE: The Covered areas closest to the track exit will be used for Scrutineering during such events as Blue Ribbon Titles etc. hence the reduced price for these bays. 5.3 All members and visitors are reminded of the minimum standard of dress required in the pit area. For safety reasons, all person/s in the pit area are to be wearing enclosed shoes, shirt and knee length shorts as a minimum (no singlet s by either Males or Females are to be worn). 5.4 As the SSKC utilizes the facilities from North Brisbane Junior Motorcycle Club, all competitors must leave their pit area clean and tidy at conclusion of the meeting, including picking up any general rubbish such as zip ties, tear offs etc. 7
