3 Presidents Corner! The year is coming to a close and it will be time for us to get into build mode for the upcoming winter. Being from the north, the time off of racing really relights the fire to run the boats. It seems like winter lasts forever. I think the 2014 season will be a great one. The economy seems to be getting somewhat better or at least a little more stable. Let s hope it continues and guys can get out to the races next year. District participation is key for having successful seasons. The River City Racing Club will be hosting the 2014 Nitro Nationals in Evansville Indiana. The selected dates are June 18th thru June 21 st. They have hosted this race before and I can assure you that the club does an excellent job on making this race a great one for all that attend. There are preliminary details in this issue which will let you get an early start for you to mark your calendar to attend the race. There are also a few issues that are up for vote. Please take the time to read the proposals and cast your vote. Most have been in affect for the 2013 season. You can print off the ballots and send them to your district director or you can him your votes. You can vote online but you must be a current member and registered on the site to do so. Whichever way you want to do it is fine but please vote. The number of votes in the past have been pretty low. I would like to congratulate Ron Zaker Jr. and Bob Kensill for being the newest inductees to the IMPBA Hall Of Fame. Ron and Bob will be joining an elite group of guys in our organization. Don t forget to renew your IMPBA membership before Jan 1 st to save $ You can also save $10.00 by getting your club sanction in early. As always, we need to be safe at any function. It is up to us to be sure that all safety measures are in place at our race events. If you are at an event and see where a safety issue exists, alert the CD to be sure it is corrected. An injury because of improper safety precautions is unacceptable and puts the organization at risk. Safety is first. Have a safe and Happy Holiday season! Chris Treasurer Report Hello Boaters, The End Is Near is coming soon and we wave goodbye to See ya! But I m looking forward and already planning for the next racing season. I hope last year was enjoyable for everyone. We are lucky to have a great sport to enjoy and competition to savor. Tell all of your friends, because this is boating thing is a blast! IMPBA is on very sound footing. The office is running lean, and insurance is still reasonable this year. Insurance is our biggest expense, aside from running the office, and we have been lucky to keep this cost low. Please continue to keep safety in mind, as any accident can affect our rates! Our current financial status as of December 2013: $24,555 in Checking, $15,213 in Money Market for Medical claims, and $2,329 in the PayPal account for an available $42,000+ with more arriving daily. 4 Word from the Office Our racing season is over, time to sit back a spell and savor the moments we had visiting with our friends at the races, and remembering the good times we had racing our boats. There s that one race that stands out, it was the best ever, everything was right.man that was fun! OK, OK, so maybe that lost shaft, and the time your best engine seized also came to mind, but it was still FUN! Besides, the grandkids are wanting me to get their boats going, springtime is just around the corner. Then there s that new hull out in the shop, I ve got to get her built, got to get moving! Next year will be great! Things are a bit different down here at the office, I m now entering the busiest time of the whole year, there s cards to process, club insurance certificates, s and phone calls for a thousand reasons, and this final Roostertail Did you catch those last two words? I didn t just mean the final Roostertail of the year, I meant it literally, my last Roostertail for ever. You see, I m leaving after nine wonderful years as IMPBA Secretary, I ve kept the ship on an even keel, and kept the big engine running so smooth. More importantly, with the steerage of our Board of Directors, they ve kept all of us off the reef, into calm seas. Guys, it s been FUN, my kind of fun, and I don t even run a boat! I ll have to sadly admit that my wife Judy and I, will both surely miss the fantastic camaraderie of talking with all of you. Seeing your s pop up on the computer, reading your names on applications and typing out your cards, it was a unique job for sure, but far harder than anything I ve ever done. All of you were like family to us, friends and neighbors. The very best part was doing the Roostertails! I really looked forward to do my absolute best every few months to show the world what was interesting in each of our Districts, since the IMPBA is all about you. All of my pencils are ground short, my erasers are dust, it s time to welcome a new Captain aboard. I talked with IMPBA President Chris Rupley several months ago and alerted him to my leaving. He would need to find someone just right, someone to keep up the good work. It seemed like just a few weeks later we talked again, and he told me that his wife Lynne would like to quit her current job and take over the Secretary position. He was sure she was up to the task since she had worked previously in similar jobs. Lynne will come down real soon to see how I did it, and I m sure things will be fine for years and years. I ll poke my head in the door from time to time to say hello, and, how have you been, maybe even help out with a special task if one should arise! So Long fellas, like I said.. It s been FUN! 5 Word from the Office Voting Ballot * * * * * * At a recent Board of Directors meeting a proposal was introduced by District 13 Director Doug Smock, and accepted for a 1 year trial. It s now offered for membership vote. Disabled Boat Points Allowance Proposal John Knight Introduction The current rule book, under the Heat Racing Points and Awards, on page G - 6, paragraph 5, allocates 25 points for a Do Not Finish (DNF). We have all participated in heat races and have been disabled due to a driving infraction of another racer. The current point allocation of 25 points is rather punitive and should be increased. My proposal to change the allocation for a DNF that was caused by another racer who has incurred a Disqualification (DQ) is as follows: A. Any boat that is disabled due to a driving infraction by another racer resulting in a DQ will be awarded 50 points. B. It can be assumed that any buoy infractions incurred by the disabled racer would then be deducted and would result in a net zero for the heat. It s now offered for membership vote. Sportsman 40 Rule Proposal (Strut Placement) Paul Bychowski Introduction This rule proposal is to allow the strut to be mounted either under the hull or on the transom of the Sportsman 40 Hydro Class Boat. See Section H, Nitro Special Classes, Page H - 7. The Current rule reads as follows: 7. No part of the strut may protrude behind the transom of the boat, or have a width greater than 9/16 inches or a length longer than 3 inches. The Proposed rule would read as follows: 7. A strut width no greater than 9/16 inch wide or a length longer than 3 inches may be mounted either under the hull or on the transom with the farthest end of the drive dog, as measured from the transom not extending out more than 3 1/2 inches. 7 Word from the Office Voting Ballot * * * * * * At a recent Board of Directors meeting a proposal was introduced by Don Ferrette, District 12 Director, and accepted for a 1 year trial. It s now offered for membership vote. Gas Scale Unlimited Rules - page 1 Don Ferrette General The purpose is to realistically duplicate the Unlimited Hydroplanes for gasoline powered racing. Function of District Scale Director Responsibilities a. Coordinates registrations for their district. b. Has the power to appoint a committee to resolve protests. c. Oversees the operation of scale hydros in the district and assists IMPBA in scale hydro matters. d. Keeps point record for district high-point trophy if needed. e. When vacancies occur, this position will be appointed by the current District Director or the National Scale Hydro Chairman. Registration Procedures 1. All boats must be registered with the District Scale Director. 2. The District Scale Director will require the following information in writing: a. Name, address and phone number b. IMPBA number c. Unlimited name, year raced, and number d. Length and beam of prototype boat and model e. Prototype designer and boat colors f. Must submit a photo of prototype boat g. If required by district a $5.00 annual registration fee to be submitted upon completion of model & prior to it competing in a sanctioned event. Purpose of fees-monies is to cover registration printing costs & postage fees. A boat registered in one District may race in any District. 3. Boat must compete at a racing event within one year from registration. Engine and Boat Specifications 1. All models must be of a real unlimited hydroplane listed in the APBA/H1 Master Hull Roster list. In the event of a question of legality, the burden of proof falls upon the owner to prove the real boat raced or qualified in a sanctioned event, in the configuration being modeled, via photographic and/or written documentation. Failure to adequately meet the validation requirements can result in disqualification. 2. All boats to be built to a scale of 1.8" to 1'0" (1/6.667 scale) plus or minus 10% of the beam and 5% of the length. 4 7

8 Word from the Office Gas Scale Unlimited Rules, page 2 Voting Ballot * * * * * * 3. Boats will look as scale as possible and meet the following requirements for racing and scale judging: a. Cockpit with driver b. Complete all major lettering and paint schemes c. Gasoline engine and complete exhaust system excluding up to 1" of exhaust outlet must be concealed with fake engine or cowling as per prototype boat. 4. Hull bottom and running hardware will not be judged or checked. However, hull must not deviate from conventional 3-point hydro (unless prototype was a different design). a. Hull bottom must be scale appearing. b. Belly pans are acceptable to clear engine and/or flywheel but maximum width shall be no greater than 5". Belly pan may not be used as a form of planing surface and can not exceed the depth of any riding surface or recovery surface. c. Secondary front sponson running surfaces are optional. d. Air traps are optional. 5. Engine must not exceed a maximum displacement of 31.00cc utilizing a single gasoline fuel engine with spark ignition and must comply with all IMPBA LSG engine and noise rules. 6. Boat shall use same number of propellers as the prototype. 7. The drive dog must not extend beyond the transom unless the prototype's strut and/or drive dog did so. Photo documentation may be requested for proof by race CD or district scale director. 8. No twin rudder assemblies allowed. 9. Boats must have the ability to change radio frequency if using non DSM type radio. Rules for Optional Scale Judging (Concours) 1. Boat must accumulate 50 points minimum in heat racing to qualify for scale judging. 2. Judging points to be separate from racing points. 3. All boats are to be judged at a distance no closer than 5 feet. 4. A picture must be submitted for the scale judging. Failure to submit picture disqualifies boat from Concours judging. 5. Points as follows: a. 1 to 10 overall scale appearance b. 1 to 10 for detail, engine, cowl, driver, etc. c. 1 to 10 for paint job, markings, etc. d. 1 to 10 for construction 48

9 Word from the Office Voting Ballot * * * * * * Gas Scale Unlimited Rules, page 3 Racing Rules 1. Normal IMPBA driving rules will be followed. 2. Only the registered owner can race his gas unlimited hydroplane. 3. Cutting or hitting a buoy at any time shall incur a 50-point penalty. 4. Normal heat racing rules to be used as racing format and each heat will be limited to no more than 6 boats raced together at any one time. 5. If any removable parts (cowling(s), wing(s), dummy engine, driver, etc.) fall off during a heat, except as the result of a collision, that boat will receive no more than sixth place points for that heat. This penalization does not affect the finishing placement of the boat, only the points awarded. The points awarded and placements of the other boats in the heat are not affected by this ruling. Records 1. Records shall be established in the Gas Scale Unlimited class as listed in the Records section of Rules of Competition. 2. Only boats properly registered will be eligible to establish records. 3. Only the registered owner can attempt to set a record with the registered Scale Unlimited. Proposal for a Racing Rule Amendment - Doug Smock Contest and Racing Rules G-8 Current rule: 3. Buoy Infractions a. Touching, striking or cutting inside of any buoy at any time a boat is under power shall incur a penalty of 50 points per buoy hit or cut, to be deducted from the point score. b. Cut Course. Driving through the center of the course, or cutting inside without touching a complete set of buoys, i.e , or will constitute a cut course, and will incur a penalty of one lap, including milling prior to start of heat. (Point penalties do not apply when all three buoys are cut on one end at the same time.) c. Penalty points will never exceed the finish place points accrued during a heat. d. Buoy infractions shall be called by the Referee and his decision shall be final. Change to read: 3. Buoy Infractions a. Proposed Constitution change for voting and discussion items This change will require racing rule proposals to be published in the Roostertail for everyone to review, understand, and comment on to their Director, before a ballot is presented for a membership vote. Current rule: See CONSTITUTION, Page B - 6, ARTICLE VIII AMENDMENTS, SECTION I Meetings of the Executive board will occur as described under Constitution, Article VII Meetings. All rule proposals will be submitted to the IMPBA office 30 days prior to any Executive board meeting. The rule proposal will be distributed to the Executive Board for discussion at the next Board meeting. All rule proposals under the following sections supported by the Executive Board will automatically undergo a trial period for one year. 12 International Model Power Boat Association 2013 Telephonic Board of Directors Meeting November 5 th, :00 PM Central Time MINUTES Present: President, Chris Rupley Executive Secretary, John Equi District 1, Luc White District 2, Tom Kelly District 4, Paul Bychowski District 12, Don Ferrette District 13, Doug Smock District 14, Mike Schindler National Record Director, Doug Smock National Outboard Director, Bob Kensill National Gas Director, Chris Rupley National Nitro Director, Don Ferrette Past President, Kevin Sheren Absent: District 3, John Otto District 5, Paul Traufler District 6, Larry Conrad District 7, Jim Nissen National Fast Electric Director, Chris Harris Past President, Bill Zuber DRAFT COPY President Chris Rupley called the meeting to order. Chris then asked the Secretary to take a roll call. Secretary determined a quorum was present for the meeting. The minutes of the September 12, 2012 meeting were accepted with a motion by D1 Luc White, and seconded by D4 Paul Bychowski; voice vote approval. Treasurers Report Brian Schymik reported that he was driving home from work, he would log onto the meeting when he got to the house where he has the paperwork. Chris then moved on to the district reports. DISTRICT REPORTS: D1 Luc reported that they had a great season and that everything is going well. Not too much is going on now. D2 Tom is working on the 2014 schedule for next season. He believes he will add 2 races to the schedule that will replace a couple of events that dropped off. One of his clubs that has not had a race in a few years would like to get back into the schedule. It will be another full season for D3 Absent D4 Paul explained that all of the D4 races are over for the season and now he is in the process of setting up club meetings and getting their race agenda for the season. The District meeting will be on December 7 th. He is looking forward to racing next season. D5 Absent D6 Absent D7 Absent 1

13 D12 Don said that their season has just completed with the last event being the SAW record trials (Elizabeth City, NC). The last 2 races in D12 had over 100 boats which he has not seen in a couple of seasons. He further explained that the Old Dominion club is back with a new pond and will be active in Things are looking good across the board in the district. D13 Everything is going real well this year. Doug is working to finalize the racing schedule and getting it published. They are ready to rock next year. D14 Mike told everyone that they just finished up a couple of weeks ago with the last district race. He is just starting to put the race schedule together for next year. He is working with Greg Hahn (Muncie club) trying to get a good date for his race next year to insure the event is successful. He is working with the other clubs to make sure they have what they need, the same as what was accomplished this year. Gas Director Chris Rupley informed us he is having a hard time finding a club that wants to host the Gas Nats next year. He will contact a few other clubs. He asked the Directors to inquire if they know of a club that wants to host the event and give him a call. He further explained that it is not a huge race, it averages around 150 boats over 3 days, so it s not fast paced. There is not a lot required for clubs to host it, so if anyone has information, please let him know. Nitro Director Don Ferrette is working on a couple of things concerning the Nitro Nats in 2014, but nothing yet. He is also working for something in 2015 but nobody has stepped up yet. Chris mentioned that he talked with D14 Director, Mike Schindler, but is pretty sure they have not decided as yet for Mike then explained that he is working with his pond land owner but the land owner is slow to reply to Mike s questions. Mike does not want to delay until the last minute to host, but he must be sure that the lake is in good condition for the event. Maybe something will be obtained in the next few weeks. The River City Club has talked about hosting, but they need positive feedback from the land owner since he is in the process of site improvement. Don wishes to be kept informed of progress; he knows that the site is really nice up in Evansville, IN. That location is the only event location right now. Mike will continue to work with the land owner. Outboard Director - New Board Member, Bob Kensill has a couple of things in the works. He is working with the NAMBA Outboard Director on the Sport 21 Outboard rules in an attempt to get the rules very close to identical. The other task is the class specifications for the Gas Outboard class, and the Super Stock 45 Tunnel class. He will prepare the 2 documents and send them to the BOD for examination. Comments were called for; there were none. Past President then had a comment to share on another topic. He recently attended a Record Trials and observed some safety violations. People were sitting within 3 to 5 feet of the water while 100 MPH boats were running. Our rules are specific and must be followed; they were adjusted for Record Trials. Kevin personally took 1000 yards of caution tape, 50 stakes and 10 IMPBA members signs to erect a barrier. None of the local clubs had anything in place. He further mentioned that we must be very careful to not lose our insurance. President Chris Rupley was aware of the location and would be attending their spring event. Maybe sanctions should be pulled to stop the violations. Don Ferrette had good comments resulting from talks with his lawyer friend. The caution tape will indicate a danger area to visitors; the club has taken steps to protect everyone. An attempt would have been made to give a warning, if someone slips under the tape; they made the choice to enter a restricted area. Doug Smock, Records Director, added good comments. Chris concluded with a summary of good practices. 2

14 Treasurer Report Brian Schymik came onto the conference. He gave a detailed report based on a financial sheet prepared by Secretary John Equi. The organization is in good financial position with combined cash availability of around $40, That includes the medical money market fund of $15,200.00, and $24, in the checkbook. Brian thanked John for the accurate record keeping throughout the year. John also keeps expenditures to an absolute minimum. Brian called for questions and there were none. Chris called for a motion to accept, D4 Paul offered and was seconded by Kevin, our Past President. Chris complimented Brian & John on a job well done. OLD BUSINESS Sport 40 Strut Placement from D4 Paul Bychowski This has been out for a one-year trial and now goes to the membership for a vote. Chris called for comments, but there were none. This goes out as a ballot vote. Racing Rule Amendment by Doug Smock Chris explained that this was also out for a one-year trial, and called for any questions or comments and there were none. This goes out as a ballot vote. Disabled Boat Points Allowance by John Knight This has been out for a one-year trial. Chris called for comments. Brian Schymik likes the proposal. This goes out as a ballot vote. Gas Scale Unlimited Rules by Don Ferrette Chris commended Don for a good job compiling the new rules. This was out for a one-year trial. Chris called for comments and there were none. This goes out for a ballot vote. Kevin expanded on the Gas Scale rules with a question to D14 Director Mike Schindler. How did the Gas Scale boats run at his ponds? They had 5 gas boats this year and just used regular heat racing format. Next year, he will use the new rules. D12 Don mentioned that they had a few gas scales, but none were ready to run. Chris mentioned that he thinks the gas scale will be real popular and really take off soon. Secretary then asked for a definitive answer concerning the previous old business ballots. Answer was to place in the December Roostertail. D1 Luc had a question as to when the voting would actually start. Discussion ensued by John, Luc about time frame and ballot process. D12 Don suggested that December 31 should be the close of voting. Kevin agreed and told the Directors to get their articles in to the office quickly. Chris mentioned that the ballots were for the one-year trial items, everyone has already read about the changes. NEW BUSINESS Constitution Wording Clarification by Brian Schymik Brian and Chris have been looking at this change for a while. He directed everyone to look at the documents they received from the Secretary. In Section B-5 there have been confusing wordings for years. Most recently Chris has made changes that have helped a lot, but there is still duplicate wording and paragraphs that need to be cleaned up. Brian then explained various paragraphs in detail and accentuated the problem areas. His proposal was on a single sheet which completely resolved the duplication and confusion. His change will now read exactly as needed, based on the original intent. He then called for comments. Chris mentioned that the proposal did not really change anything; it just put things in a correct order that makes sense. It did not need to go to the membership in his opinion. D12 Don acknowledged a re-organization. Brian mentioned a tiny change where he added the requirement for 5 members names on any submitted proposals. There have been requirements in the past for 5 names, then 10 names, then no names though nothing was ever written in this particular spot. 3

15 Chris had comments about the numbers. D2 Tom realized that pages B-5 & B-6 are now better organized from what he reads. Kevin had comments. Chris called for a motion to add Brian s change to the constitution; D12 Don offered the motion, D2 seconded. A vote was then called for: Secretary reiterated the impending action to the fact that this goes directly into the rule book. D4 Paul had a question and was answered by Brian. Constitution Change by Mike Schindler Chris called for Mike to explain the change. Basically, he wanted to add wording that says all IMPBA ballots put to a vote by membership must be voted on between the months of May and September. The topic will be posted in the Roostertail at least one quarter before any voting is started. This will allow the District Directors an opportunity to hear from their constituents how a rule is going to affect the overall membership. This will add transparency to the IMPBA, everything is done out in the open, not behind anyone s back. Kevin mentioned that the voter turnout in the mentioned months has been horrible, but likes putting them in one full quarter before it goes to anybody, we do have a discussion. Many comments by Kevin, Mike and D12 Don who also liked one full quarter to review any items. Chris reminded us that the items must be submitted 30 days before any meeting that must be considered before sending anything out. Don said that racing rule changes were the ones people were complaining about. Chris does not like tying our hands to only the two months, but does like getting ideas out to allow members to look things over. Discussion continued for several minutes. D13 Doug voiced good points about using trial rules. D2 Tom had questions about the active timeframe for member votes. Mike voiced the opinion that the members need at least 30 days to vote. Don told us that the best voter turnout was always in the winter months. The ballots need to go out when we have the maximum number of members. Springtime and summertime we can talk about proposals. More discussion by D2, Mike, D12 Don, Kevin and Chris followed. The basic change would give members a full quarter to understand what the rules would be before the Board votes on it. After almost 20 minutes of intense discussion and numerous re-writing, it was decided to send it back to Mike Schindler for an official rewording. (Mike did submit a new proposal after the meeting concluded which read: all racing rule proposals reviewed by the Board will be published in the Roostertail for one full quarter before being voted on by the membership in the following calendar quarter with the exception of one-year trials. IMPBA President Chris Rupley then contacted each Director per established protocol and received authorization to send the proposal out to the membership for a member vote). Outcome: proposal will be sent out for a membership vote. Super Sport Exhaust Rules Proposal by Past President Kevin Sheren Chris asked Kevin to talk about his change. Kevin tried to lay it out so it was real easy; all it does is promote the class. Most of the boats are over the noise limit and secondly, it s a safety issue with the exhaust blowing right into the pit man s face. This allows the new boater to come in with the Aquacraft hull and the Horizon boat right out of the box since they come with tuned pipes. Kevin says the class will grow and bring in new people. The change benefits IMPBA and the members. Chris agrees with Kevin. These boats follow the Thunderboat engine rules. Kevin mentioned that D12 had the class. D12 Don elaborated on what they have been doing, external reliability changes but no internal changes. Several Directors had positive comments, including out newest Director Bob Kensill. 4

16 Kevin would like to have the proposal go out for a one-year trial, but it is ultimately up to the Board to decide. Several directors liked the one-year trial. Records Director Doug stated that records for the class would not be allowed with tuned pipes under the one year. Chris called for any additional comments. D2 Tom welcomed any RTR boats that met the rules for this class. Chris then called for a motion for a one-year trial, D1 Luc offered & D2 Tom seconded. Doug had some evidence that the FE LI-PO batteries are being pushed basically over charging the cell packs. This is a very dangerous practice that can result in an explosion or fire. IMPBA has plus and minus voltages percentages in the rule book. Doug went on to say that he had a long discussion with our Fast Electric Director Chris Harris and both of them agreed that the existing 17% figure could almost be said that IMPBA is promoting over charging. We are not promoting this, but the discussion exists. He has checked several current records and believes the 4.23 volts per cell will get things covered and eliminate anyone over charging. The voltage must be checked before the boats go in the water at record trials, but not so much at heat racing since there is no advantage. His recommendation is to assign a maximum voltage per cell and remove the percentages. The biggest aspect is the safety aspect. Many Directors along with Chris Rupley and Kevin Sheren had questions for Doug. For more than 15 minutes, there was a highly technical question and answer period with all Directors getting satisfactory answers. It was ultimately agreed that Doug s 4.23 volt per cell was a good number, and he clarified what needed to be changed in the rule book voltage limits table. Since this was a safety change, the Board will add notations in the Safety section and the FE section of the rule book. Chris calls for a motion to make the change, D2 Tom offered and Kevin seconded. Race Name Change from John Knight at the Charleston Model Boaters (CMB): Chris read the proposal; John Knight wishes to change the race name from the existing World Outboard Tunnel Championships (WTC) to IMPBA Tunnel Nationals. John needs Board approval to add the National name to the race title. Chris calls for discussion. D12 Don likes the change since it s a specified event; we have a Gas Nationals and an FE Nationals. Chris mentioned that it is a big tunnel race. Don says changing the name makes more sense. O/B Director, Bob thinks that changing this might take the outboards out of the yearly International Regatta. Chris also thought about this, if the tunnels have their own Nationals, do we need to include them in the Nitro Nationals? Bob added that it would make the Nitro Nats smaller, maybe more affordable. Kevin disagreed, he thinks leaving the name as is better. Previous discussions on using the word Nationals is that using that word should be minimized. 5

17 They already have the Fall Nationals. This would place two Nationals with the Charleston club. The current name of world is working very well; they brought in 200 boats last year and 300 in Chris said this is a big race, all tunnel boats. D14 Mike does not see the need to change; using Nationals continues to detract from our National races. D4 Paul had comments about the grandfathered in Nationals, only the 3 current Nats, the Nitro, Gas and the Fast Electric. Kevin then asked why the CMB club sold out in 6 hours with 325 boats. People look at this Tunnel race as a National race. Extensive discussion by almost all directors for 15 minutes. D13 Doug likes something like IMPBA Tunnel Championships, D12 Don was thinking the same thing, IMPBA Outboard Tunnel Championships. Kevin likes this wording, Bob Kensill gave everyone some historical data concerning outboards and how the class broke from pure hydros. Since the outboards have grown bigger and bigger in popularity, it might be time for a Tunnel Nationals. D14 Mike had statistical numbers from previous regattas. Bob then reiterated that John Knight is requesting a specific name change. Don offered a possibility of it being tabled to see if John accepts our options. Kevin offered a two fold motion that we turn down their request for IMPBA Tunnel Nationals and if they wish to change it to the IMPBA Outboard Tunnel Championships, then the Board could agree to it. He then offered a motion for a yes or no vote to allow them to use the name of the Tunnel Nationals. Chris agrees with Kevin s proposal. Bob told us that the club wants the new name; he s a member of the club. D4 Paul offered a second. Secretary repeated the intent of the vote for clarification, all agreed and then went for a District vote. Northern Nationals Site Change by Tom Kelly and Chris Rupley Chris explained that this event was held in a northern Ontario pond for years, but the London club has lost their pond. Another club in Canada, an hour south, still in D2 would like to take over the Northern Nationals. It s the Southern Ontario Model Boat club; Tony Jacuzzi is their President. They would like to pick up that event with the Board s approval. D4 had questions which were answered. Chris had questions which were answered. Chris then called for discussion. D14 Mike had no problems with the change. D12 Don thought that they held the event in 2013, and asked if they would have the race in The answer was yes, no break in conducting the race. If the new club is approved to host, then they must be aware of no rules deviations. Discussion was concluded, Chris called for a motion to allow as requested. D1 made the motion, D14 seconded. Secretary read what was being voted on, and added that the club must follow National rules, no deviations; examples voiced are no open mono, no open riggers. 18 Wrist Band Activity by Secretary John Equi 7500 bands were purchased and 5070 were distributed to the clubs. He would like for each Director to contact their clubs to find out how many they have left. The clubs also need to anticipate how many they will need for their 2014 schedule. If more are needed, the clubs could call their Director for more. D2 Tom had questions and received a good answer. The bands sent were for a full year s use, all races the club hosts. Other New Business Secretary relayed information that IMPBA has 980 total paid and life members. This comprised 733 Senior, 196 Family & Junior for a total of 929 paid, as of November 5. D1 Luc has picked up members, as well as D12 with an old club returning next year Regatta Location D14 Mike is currently talking with their landowner and expects a solid answer by Thanksgiving. Bob Kensill mentioned that Charleston is interested. Chris would like to hear from D14, then Charleston. Executive Session: Meeting continued with only the elected voting board members for about 20 minutes. At the end of the business part, the Secretary John Equi announced that he is retiring from the Secretary position for IMPBA, a position he has held for nine years. He will stay on for several months and complete the insurance buy since everything was already in place. He will also assist the new Secretary with training to provide a smooth transition. Discussion ensued. Chris Rupley s wife, Lynne would like the position. More discussion followed, and then a vote was taken. All approved. Final Outcome: Lynne Rupley is the new Secretary. Motion to adjourn was by made by D2 Tom and seconded by Kevin Sheren. Meeting adjourned at 10:02 PM CST. 7

19 Word from the Office 1 year trial for 2014 At a recent Board of Directors meeting a proposal was introduced by Kevin Sheren, IMPBA Past President, and accepted for a 1 year trial. Super Sport Exhaust Rules Proposal The purpose of this rule change is being submitted for a couple of reasons: The first is that a quality canister mufflers are next to imposable to find. The second is the exhaust blows up into the pit mans face upon launch which is a safety issue. The third reason is that 90% + do not meet the noise rule. The fourth is that the class is more geared to the NEW BOATER. It will allow them to have a 40 to 50 mph boat and will allow the ready to run boats to compete. This proposal concerns wording in the IMPBA Rule Book, Section I, Large Scale Gasoline, Page I - 7, subsection Super Sport Class: See the following: 5. Muffler All engines must have a canister type can muffler. Modifications may be made to the inside of the muffler if they will still meet the noise level limitations currently in place in the IMPBA Rule Book after modifications. If a single hole or exhaust tube/stack out of the muffler is used, the inside diameter must not exceed ¾. If dual holes or exhaust tubes/stacks are used exiting the muffler, then the maximum inside diameter must not exceed ½ each. The canister type can muffler must be mounted directly to the exhaust flange of the engine. If a spacer is used for cooling between the muffler and the flange, a maximum spacer thickness of one inch (1 ) will be allowed. Custom exhaust systems and or tuned pipes are not allowed. Change to read: 5. Muffler All engines must have a tuned pipe or canister exhaust. The exhaust MUST meet all current IMPBA noise regulations (no megaphones). 4 19

It was a wording clarification technical change to the Rule Book, Fast Electric Section J. A listing of the changes is itemized below. Fast Electric, Section J Changes Page 1 of 3 1. Table of contents for Section "J" needs to be changed. (See next page) 2. In the hull length restrictions table on J - 2 there is no need to add Sport Hydro to the far left column as it already has its own column. Only the word Catamaran needs to be added here, replacing the word Tunnel. 3. On page J-4 replace the word "Tunnel" with "Catamaran." 4. On page J-9 replace the word "Tunnel" with "Catamaran." 5. Place the "Stock and Super Stock" rules on page J-12. These are already classes that are on the books but as of right now, do not appear in the rule book. (See new page J - 12) 6. 23 IMPBA INSURANCE Summary IMPBA membership dues include commercial general liability and property damage insurance for individual members, registered clubs, municipal or state park boards or landowners. The IMPBA insurance covers property damage caused by model power boats that are operated on IMPBA insured bodies of water for which member clubs have submitted the correct application, (on a Club Registration and Insurance Application form), and have been issued insurance certificate. Since rates or coverage s may vary from time to time, up to date insurance information may be obtained from the IMPBA office. Membership Coverage Dues also provide IMPBA members with medical coverage as a result of an accident while racing on an IMPBA insured body of water. All members in good standing will be covered at sponsored, schedule, and supervised activities. This means the coverage is good at sanctioned and club races. IMPBA insurance does cover boaters during open water and practice sessions as long as you are following the safety procedures outlined through the IMPBA, and such events take place on an IMPBA insured body of water only. IMPBA s policy is considered a primary policy and would cover any accidents or property damage that may occur on an IMPBA insured body of water. Non Member Coverage The insurance does not cover any person who is not a paid member of IMPBA regardless of what other club or organization he may belong. Only paid members of other boating organizations may pay a one time $10.00 fee for membership dues during that event only. The application and payment must be mailed by the host club to the Executive Office of IMPBA the first working day after accepted. Therefore, no person may operate or assist in the operation of a model power boat, or enter the pit area, or operate a retrieve boat at any IMPBA sanctioned event on an IMPBA insured pond, and be covered by this insurance, unless he is a paid member of IMPBA. Applied Sites No club may apply for insurance for a body of water presently or previously insured by another IMPBA Registered Club without the permission of that club. All clubs applying for insurance on a body of water should submit along with the club application, a signed letter from the pond owner, on letterhead, giving their authorization for your particular club to conduct Model R/C Boat Racing at that particular site. Deductible: IMPBA Insurance Policy requires a $ deductible per claim, responsible by the insured member. Safety It is not the intent of IMPBA to issue insurance to any organization that does not comply with and foster IMPBA Rules and Regulations. From the first time I met you many years ago before anyone knew me as Big Al the racer you opened up, and were so glad to give advice on RC boating... I served as secretary with Joe and the Marquette Club for a short while! That is why I looked forward to racing with Joe, not against Joe! Yes, we had many little altercations through the years, but it was no ones fault when it came to Joe, because, he believed we are all at fault and we are all winners, and in fact, at the end of our memorial, I heard someone say that was not a race because "with Joe we are all winners!" I have been in shock for this whole weekend and when I accidentally won the third heat in Sport 40 the first thing I said, (and I know you (Joe) heard it), was That was for you Joe! (being happy and Jerk up at the same time I know my pit master Gooy heard it too) Joe was always so polite, the first to apologize if he was nearly in the wrong! The Memorial mill with all 12 Sport 40's at the Minute Breaker's race was probably the best thing I have ever participated in, it was Awesome! My God you will be missed Joe Our prayers go out to his family. 36 DISTRICT REPORTS District 1 LUC WHITE Well here we go again with another season under our belt, the winter season is upon us again for all of us in the in D1, soon the water will be hard as a rock. It s time to reflect on our year here in D1. We had a packed season of great racing, with lots of new faces since our numbers our up in D1. It s nice to see that the clubs are working hard on getting new guys in their clubs, advertising pays off, keep up the good work. As for our 2014 season, we will have something new that I think will get more racers on the road. Tim Kish and I have come up with a new racing series for D1 called he Performance D Excellence Series Tim has helped me to set this series up, since he has been on the racing scene a lot longer then I have been, THANK YOU Mister Tim. I ve had our IMPBA Secretary John Equi, print the rules for the series on the next page for everyone to read. Blast From the Past Here s an interesting Historical Item for you; I have a Blast from the Past article for you to read in this District report. It s reprinted from Flying Models magazine way back in The Toronto Model Power Boat Club held their First Annual Regatta on June in 1980, the magazine had a good write up with pictures. Our Terry Keeley along with the Les Modeleurs Marin du Quebec received good press in the 4 page spread. 36

37 DISTRICT REPORTS District 1 LUC WHITE - continued 2014 Performance Series D' Excellence The idea and hope for this series is to promote travel, create lasting friendships while adding another level of excitement to our racing in District 1, with an end goal of bringing our district closer together. All clubs that would like to participate are limited to have only one of their races entered into the series at this time. Depending on the number of events, a racer will be allowed to drop their worst race for any given class or miss one event and still be eligible. (e.g.. six events, drop one, five will count) If we have four or less, all events will count towards the final point total. Points Awarded Points will be added up after every event meaning that every heat, every buoy cut etc. will count towards your total at the end of the season. The idea being it will make every heat count, hopefully this will keep the series closer and also be a more accurate total at the end of the season (showing performance and excellence). Bonus points to be awarded for: 1. Attending all events in the series (promotes travel) 2. Win all heats cleanly in an event, perfect score (promotes performance and excellence ). For a class to qualify it must make all but one of the race series events. (unless we have four or less then it would have to make all). For a class to be eligible at an event it must have a minimum of four boats entered. All classes are eligible including Open Classes as long as they meet the required amount of events. Classes are not eligible if a boat is added from another class to help make the four boat minimum requirement (e.g. three Nitro Riggers and a Gas Rigger in F Hydro). There is NO minimum heat requirement for an event, but there is a maximum of five heats. If a club chooses to run more (time available) then only the first five heats will count towards the Performance Series regardless of the final outcome of the event. Novice class is the only exception, they will be recognized regardless, their only requirement is to have FUN. The racer with the highest two boat points total at the end of the season will be awarded the Excellence of performance award. In the event of a tie the points from the racers third highest points boat will be added to their point total in an effort to tally the highest points to award a final winner. We would also like to have a Sportsmanship award. The idea for this would be to have everyone who participated in the race series pick an individual who they felt portrayed true Sportsmanship throughout the season. Example: Helping others at the events, lending equipment, just general helping others have fun. This would be an vote sent in to Luc, the name that receives the most votes will be recognized for their outstanding efforts. If the class the individual is racing in meets the minimum requirements their points will count in the series. The more events entered the better the individuals chances are.**** 37

44 DISTRICT REPORTS District 2 TOM KELLY As we enter our Building Season here in District 2, I would just like to look back on this year s race season. Our two high points classes, 1/8 Scale and Sport 40, had good turn outs at all the district races. Steve Peterson took first place in 1/8 Scale with 4463 points, followed by Bert Dygert with 4396, and Rob Betke took third with There was only 119 point difference between first and third, and the high point s series was not decided until the last race. 1/8 Scale is very competitive here in District 2. The Sport 40 class made a strong come back this year, and the high points winner was also Steve Peterson, with 6025 points. Bert Dygert finished second with 4263 points, and Mike Betke finished third with Next year, our district would like to welcome back the Motor City Model Boat Club into our series of district races. Their club took a season or two off to re-organize and enhance there race site. Improvements to the site include better drainage in the hot pits and launch area, leveling off of the shoreline and filling in with gravel for a safe and flat shoreline. The club worked hard to make their improvements, and I hope you will be able to make their race. Also next year, the return of the Northern Nats is in the works. The Southern Ontario Model Boat Club has offered to pick up this race. The Board of Directors has approved using the title Northern Nats to carry on the tradition. A tentative date of August 23/24 has been set, so mark this one on your calendar for next season too. I would really like to see some of the gas classes organize high point s series as well. I think there is great participation in Thunder Boat and LS27 Sport Hydro. If there is any interest, please contact me and let s see if we can get things going. I was glad to see a lot more of the local clubs attending each others races towards the end of the year. It keeps our district races strong, so let s keep it up next year as well. There will be a vote in December on the proposals described in the Roostertail. PLEASE read them over. If there are any questions, please contact me and I will get you answers. These rules will affect racing next season, so let s get your votes in while your membership is still current. I have a couple of THANK YOU S to go out. The first is to Joe Weibelhaus, for doing a great job with both of the high point s series and taking care of the trophies. And lastly, John Equi will be retiring after the New Year. John has brought stability to the Secretary office, and will be greatly missed. There were many times I called with questions, and he always found me an answer. 46 DISTRICT REPORTS District 4 PAUL BYCHOWSKI District 4 has had a great time this year racing. We have had some very sad times also. We have had a couple very dear members and family members pass away this year, our hearts go out to all that have lost loved ones. On a brighter note, we did have a great time racing, Gary Preusse won our District Scale High Points, and Brian Stiglitz won our District High Points. Our Summerthunder Club tried something new this year and held there race later in the season vs. the first Sunday after mothers day, this year it was the last Sunday in September. Wow!! it turned out to be a great time with more boats than have been at their race in years. Our year ended with an awesome race held by the Evansville Club in Mount Vernon Illinois, you couldn't have asked for a better race, or better people, Mike Schindler is a top notch person and I always love racing with him. It was great to see Bill Zuber there also, It has been a few years since our last meeting, but he was as great a guy as I remember. 47 DISTRICT REPORTS District 5 PAUL TRAUFLER Well as I sit in front of my laptop the weather outside is a balmy 24 degrees and a cold north wind blowing 20+ MPH is licking at the frosted grass, NOT your average weather in the south to say the least! Well Winter is here, and with it comes the close out of the boating season for As is the normal routine, the Huntsville Club is hosting the last records trial for 2013 and we have turned the weekend after Turkey day into a tradition of fast boats on the water. To be honest we have had wildly different weather over the past few years at this event. In 2011 it was raining but not real cold, in 2012 it was rather chilly but at least it warmed up by mid day! Well the weather gods played with us in 2013 as the open water Friday was warm, mild and rather pleasant but Sat. AM greeted us with a chilly 32 degrees and about 15 MPH winds! So Sat. turned out to be a wait and see day, if you could catch the winds dying off some the water would lay down and you could get in some good runs. Just how good you ask? Well with the cold temps. and the low humidity we had some GREAT conditions for making horsepower. Four records fell in a short 2 hour time span. (All gas of nitro class boats.) There was a VERY fast boats on the water but to make the record you have to be fast, drive well and have just a bit of luck on your side also. As luck would have it I was not able to attend the last day of the time trials, I m sure the tails of going faster will be told by others This wraps up the 2013 season and with a bang I would add! 48 DISTRICT REPORTS District 12 DON FERRETTE Wow, another D12 season has rolled to a close, where did the time go??? This was a great year for my fellow district racers with the Baltimore Club securing a new site at Fort Ritchie, Maryland that is superb, we really enjoyed racing there in September. In even bigger news, the Old Dominion Model Boat Club is back on the map!!! They landed a beautiful new site and have already started running there. The club is putting the finishing touches on the new driver s stand and if all goes according to plans, we will see the return of the ODMBA Invitational as well as the Gas Clash and Oval time trials at the new pond for 2014! Our hats are off to Dick Loeb who never gave up where others would have called it quits in his quest for a new pond and his diligence has paid off in a BIG way. On top of that it appears we may see one or two new North Carolina Clubs as well for next season, so things are looking great for D12 in Our last event for 2013 was the SAW record trials at Elizabeth City, and once again mother nature was not our friend, killing off two of the events three days. That combined with a record turn out of participants meant a very limited number of chances for everyone on Saturday, the only good day we had. BIG congrats to those listed below who set new records. This will be the National Championship all heat racing format with controlled open water on Tuesday June 17th and FOUR FUN FILLED DAYS OF RACING from Wednesday June 18th to Saturday June 21st with the banquet being held that Saturday night. The Evansville site is a fantastic location with hotels, food and shopping all right there and as with National level events held there in past will be a good time for all. More detailed information including classes, hotel accommodations, after race activities and such will be forthcoming after the holidays, so stay tuned and start planning now to attend the 2014 NITRO NATIONALS!!! 62

63 NATIONAL FAST ELECTRIC DIRECTOR CHRIS HARRIS Hello Everyone, I hope you all have had a great racing season and have accomplished what you wanted to do. The electric scene continues to be very strong in the Southeast with the electric converts accounting for a big part of the entries this with the absence of some of the FE regulars. I know I can t wait until next year. I m sure there is some other great FE racing going on around the IMPBA and I m sure I speak for everyone that we would all love to hear more. I would also like to touch on a rule change approved by the IMPBA board on the basis of safety. Recently there has been some suspicion of overcharging of Li-Po batteries at time trial events. Obviously, this can be very dangerous and whether the problem really exists or not, we felt it needed to be addressed. It has been said that the IMPBA rule on battery voltage as it was written, made it easy to overcharge and still meet the voltage requirement. The previous rule gave a variance of +/-17% of nominal per cell voltage of 3.7 volts. As we see it, the 17% was too generous and we felt the tolerance needed to be tightened up a bit. In cooperation with the Records Director Doug Smock, we compiled the voltage data recorded from 45 different IMPBA time trial records from approximately the last year. Although we found no evidence of overcharging from this data we did find some interesting trends. The standard accepted fully charged voltage of a Li-Po cell is 4.2 Volts. However some of the voltages recorded exceeded this by a couple of 1/10ths of a volt per cell so we chose what we feel is a happy medium between 4.2 volts and the 17% rule. The new voltage limit will be 4.23 volts per cell. Below is a quick reference guide of maximum voltages for all the class power parameters. IMPBA Maximum Voltages for Fast Electric Classes N - Class (2-cell) 8.46 volts P - Class (4-cell) volts Q - Class (6-cell) volts S - Class (8-cell) volts T - Class (10-cell) volts This change has been voted in by the IMPBA Board of Directors, and is effective immediately. Contest directors please be mindful of this change for your upcoming time trial events. I want to thank Doug for all the work he did to compile the info we needed to make an informed decision, and also thanks to the board for dealing with this matter in a timely manner. This brings me to what I want to talk about next. As many of you may already know our IMPBA secretary John Equi is retiring from the post at the end of the year. Though I have not known John for as long many of you, I can say that he has been a pleasure to work with. I have the utmost respect for his dedication to the IMPBA and how serious he has taken the responsibility of the position he has held for so many years.
