1 23 rd Annual Northern California International Dragon Boat Festival Lake Merritt, Oakland September 15 & 16, 2018 Competitive / Recreational Division Visiting Teams Presented by the California Dragon Boat Association (CDBA) MISSION STATEMENT: Our multicultural dragon boat festival brings people from all backgrounds together to celebrate diversity, provide a venue for friendly competition and a family oriented community festival, and support youth programs and senior services in the San Francisco Bay Area community.

2 Welcome! The California Dragon Boat Association pleased to welcome you to the 2018 Northern California International Dragon Boat Festival! The festival will be held the weekend of September 15 & 16, 2018, back at our new home on Oakland s Lake Merritt. Located just a few miles from Treasure Island, the Festival s previous location, Lake Merritt is one of the recreational "jewels" of the Bay Area and is situated in the heart of Downtown Oakland, just minutes from Oakland's vibrant entertainment and restaurant scene. This highly visible site is easily reachable via both public transportation and major freeways and will draw more crowds than ever to our Festival. Our new Festival home is also an ideal race site that will allow us to continue to run our world-class race run "for paddlers by paddlers" for years to come. It has new docks, calm waters and consistently great weather during the fall season. On behalf of the CDBA, we would like to thank you for your continued support as we cannot succeed without the generous help from our visiting teams, volunteers, and CDBA member teams. 3 2018 Race Divisions and Specialty Cups The NCIDBF features three major race divisions, in addition to a number of specialty divisions, described below. Major Race Divisions 1. Novice Division Novice teams will have had no more than 3 practices in the 8 weeks leading up to the race, and no more than 6 total in the year preceding the race. Only local teams can participate in the novice division. All visiting teams are placed in the recreational / competitive division. Races held on Saturday only. 2. Recreational/Competitive Division All teams not in the novice or high school division. Mixed teams, with specialty races for Men s (Open) or Women s teams (see rules for mixed team composition). Races held on Saturday and Sunday. 3. High School Division Junior paddlers require consent by a parent or guardian in order to participate. Individuals who have graduated from high school, but have not reached the age of 19 by the Festival date, may join a high school team. Races held on Sunday only.

4 Specialty Cups and Divisions 1. Women s and Men s (Open) Races (Recreational/Competitive Division Only) Women s and Men s (Open) adult teams may be formed as a composite team with paddlers from existing Recreational/Competitive Division mixed teams. Steersperson and drummer can be either gender. There is no additional charge to enter the Women s or Men s (Open) Divisions if you have a team entered in the Recreational/Competitive Division. Participation in the Women s and Men s (Open) races is subject to available space. Participation will be on a first come, first serve basis. 2. Visiting Team Championship Cup (Recreational/Competitive Division Only) Any team from outside of the San Francisco Bay Area is also eligible to participate in the Visiting Team Championship Cup races on Sunday subject to available space. Participation will be based on top 12 fastest average times from the Saturday rounds of the Mixed Division for those visiting teams that express interest on their registration forms. 3. Challenge Cup Races (Novice Division Teams Only) Qualifying novice teams will be grouped into special heats in their first round for specific cup titles. 4. Masters Race (Recreational/Competitive Division Only) Racers must be 40 years of age or older as of the first day of race weekend. Participation will be on a first come, first serve basis. There is no charge to enter the Masters Race if you have a team entered in the Recreational Division. 5. Survivors Cup (Recreational or Novice Division) Participants must be cancer survivor teams. Held based upon interest and participation.

5 2018 CDBA Race Format This year s race format will be as follows (and is subject to change): The Novice Division will race on Saturday only, and the High School Division will race on Sunday only. Recreational/Competitive Teams race both days. Each paid visiting team will have four races in the Recreational/Competitive Division. The Recreational/Competitive Division will be split into several divisions (Recreational/Competitive A, B, C etc.) The 1 st race is a seeding heat. The 2 nd race will determine which division you will race in. The 3 rd race is a semi-final to determine which teams will advance to the Division Championship Finals. The 4 th race is either a final or consolation race. In addition to the Rec/Comp Division, visiting teams can participate in specialty race divisions (Visiting Team Championship Cup, Men s (Open), and Women s race). There also will be a Masters race for eligible and interested crews. Specialty race divisions are filled on an as space available basis. We will also try to add a Survivors Cup for cancer survivor teams should there be enough interested crews registered and should the schedule provide for this additional heat. All Rec/Comp Division races will be 500 meters long. General Information Food, Cultural Festivities, and Dragon Land There will be food booths, cultural festivities, and entertainment held throughout the race weekend. In addition, we will again have fun activities, games, and arts and crafts at our special zone for children, Dragon Land. Visiting Team Practices Visiting teams can schedule practices (as available) on Friday, September 14, 2018 before the races, beginning at 11 a.m.

6 Accommodations The CDBA has contracted with the Oakland Marriott in the heart of the Downtown Oakland, close to the race site and Oakland s new entertainment and restaurant scene. The discounted rate is $145 per room. Parking is very limited at Lake Merritt. Team Hosting As is tradition, many local teams host visiting teams (hosting does not include accommodation). Though hosting styles vary, typical hosting activities include organizing additional gatherings/dinners/activities around the Bay Area and sharing race site space and amenities.

7 2018 Registration Process and Race Fees Registration Process Please read the registration process carefully: 1. Read the race registration packet, including the section below on refund policy, then fill out your registration online at (For Visiting Teams -> Visiting Team Registration). Your registration spot will be determined by when you submit the form online. 2. Send in your payment to the address below (under Race Fees), or pay with credit card or your bank account using the PayPal links. Your payment must be made online or postmarked no more than 5 days after your online registration to maintain your registration position. Note that the Early Bird registration deadline is based upon postmark of payment sent, not online registration. All PayPal payments must include a notation indicating which team the payment should be applied to. 3. Upon receipt of your payment, we will you the link to reserve rooms at the Oakland Marriott. 4. As soon as possible and no later than August 8, submit your team bio and logo online Race Fees Visiting Teams (North America) Early Bird rate of USD $1,000 if payment sent is postmarked or made via PayPal by July 15, USD $1,200 after July 15. August 3, 2018 is the registration deadline, but we typically sell out prior to this date. Notes: 1. There is no additional charge to enter the Women s, Men s (Open), Visiting, Survivor, or Masters Divisions. 2. For all fees paid using PayPal, there will be a $40 fee to cover the transaction cost. A full refund, minus an administrative fee of 15%, will be made if a registered team withdraws by July 15, A 50% refund will be made for requests made after July 15, 2018 and on or before August 3, There will be no refunds for requests made after August 3, 2018, and refunds exclude the $40 PayPal transaction fee.
