17 The Roles of Group Homes to Realize Diverse Forms of Community Life for The Intellectually Disabled The Study of Documents on The Structural Contradiction Resulting from The Establishment of The Group Home System and Its Solutions Hiromi HORIUCHI This study explains the process of establishing the group home system, the functions and roles of group homes, and their current state, based on existing research. It then reviews the roles of group homes required to enable people with intellectual disabilities to have diverse forms of community life. It is thereby shown that the group home system in Japan, introduced in order to supplement a shortage of residential institutions and reduce the welfare budget, has resulted in a structural contradiction that group homes, despite being the place of community life, require the provision of backup facilities and become inseparable from the residential institutions. It is also made clear that their support is only within group homes and is inadequate for development to diverse forms of community life such as living alone and married life. To resolve these issues, it is suggested that group homes should take the responsibility as intermediate facilities for transition to community life outside group homes by establishing a community support system as well as utilizing and developing social resources in the local community.
