Washington, DC Dear Ms. Bose: Pursuant to Section of the Federal Energy Regulatory Commission s ( Commission ) Regulations under the Federal Power Act (18 C.F.R ), Southern California Edison Company ( SCE ) tenders for filing revisions to its Transmission Owner Tariff ( TO Tariff ), FERC Electric Tariff, Volume No. 6, to reflect the annual update of the Transmission Revenue Balancing Account Adjustment ( TRBAA ). The documents submitted with this filing consist of this letter of transmittal and all attachments hereto; the revised TO Tariff reflecting the revised TRBAA and TRBAA rate proposed in this filing in both clean and redline formats; the Prepared Direct Testimony of Jee Kim; the relevant Statements required under the Commission s Regulations; and workpapers supporting the revisions proposed herein. Background The TRBAA is a ratemaking mechanism designed to ensure that all Transmission Revenue Credits are flowed-through to transmission customers. Section 5.5 of the TO Tariff identifies the items subject to the Transmission Revenue Balancing Account ( TRBA ) and sets forth the procedure for revising the TRBAA on an annual basis. TRBAA The revised TRBAA applicable to retail service is a negative $73,132,374 and the revised retail TRBAA Rate is a negative $ per kilowatt-hour to be effective for retail TO Tariff transmission service rendered on and after January 1, This amount is a $48,535,905 increase from the currently-effective level of negative $121,668,279. The proposed wholesale TRBAA is a negative $72,958,322, an increase of $48,420,392 from the currently-effective level of negative $121,378,713. This increase is principally due to a decrease in the TRBA balance from 2018 to SCE s proposed TRBAA and TRBAA Rate applicable to End-Users are described in the Prepared Testimony of Ms. Jee Kim included with this filing. Revised TO Tariff The revised TRBAA and change to the TRBAA Rate applicable to End-Users proposed in this filing described above are reflected in the revised Appendices I and III to the TO Tariff submitted with this filing. Effective Date and Waiver As set forth in the TO Tariff, the TRBAA revisions are to become effective on January 1, SCE respectfully requests the Commission to assign an effective date of January 1, 2019 to the TRBAA revisions proposed herein.

End-Use Customers: For purposes of the calculation of End-User Transmission Rates, the Transmission Revenue Requirement shall be equal to the retail Base Transmission Revenue Requirement determined pursuant to the formula rate in Appendix IX plus the retail TRBAA of ($73,132,374). 2. Wholesale Customers: For purposes of the calculation of Access Charges applicable to wholesale customers: a. The Transmission Revenue Requirement shall be equal to the sum of the Wholesale Base Transmission Revenue Requirement determined pursuant to the formula rate in Appendix IX and the wholesale TRBAA of ($72,958,322), less the Standby Transmission Revenues determined pursuant to the formula rate in Appendix IX. b. The High Voltage Transmission Revenue Requirement shall be equal to the sum of the High Voltage Wholesale Base Transmission Revenue Requirement determined pursuant to the formula rate in Appendix IX and the High Voltage wholesale TRBAA of ($72,644,844), less the High Voltage Standby Transmission Revenues determined pursuant to the formula rate in Appendix IX. c. Briefly describe your present responsibilities at the Southern California Edison Company ( SCE ). A. I am a Senior Rate Advisor in the FERC Rates & Market Integration Division within Edison s Regulatory Affairs organizational unit. My primary responsibilities include providing analysis and policy guidance supporting the development of pricing and related rate terms associated with contracts and services subject to the jurisdiction of the Federal Energy Regulatory Commission ( FERC or Commission ). Q. Briefly describe your educational and professional background. A. I received a Bachelor of Arts degree in Economics from the University of California Irvine in September In February 2008, I joined SCE as a Financial Analyst in the Regulatory Policy and Affairs Department, where my responsibilities included supporting the development of the stated rate

Q. Have you submitted testimony to the Commission previously? A. Yes, I have submitted testimony in the following FERC Docket Nos. ER and ER PURPOSE OF TESTIMONY Q. What is the purpose of your testimony in this proceeding? A. The purpose of my testimony is to present SCE s Transmission Revenue Balancing Account Adjustment ( TRBAA ) and associated TRBAA rate applicable to End-User Customers (retail customers) proposed to become effective January 1, Q. What is the TRBAA? A. The TRBAA mechanism has been a key component of the development and recovery of Transmission Revenue Requirements ( TRRs ) in California since initiation of the new market structure in The TRBAA is a ratemaking mechanism, set forth in Section 5.5 of SCE s Transmission Owner Tariff ( TO Tariff ), that flows-through to transmission customers all Transmission Revenue Credits ( TRCs ) received by SCE. Q. How does the TRBAA mechanism operate? A. Under the TO Tariff, the TRBAA and TRBAA rate are to be updated annually effective January 1. The updated TRBAA is to be based on the balance in the Transmission Revenue Balancing Account ( TRBA ) as of
34 Southern California Edison Company Docket No. ER Exhibit No. SCE-1 Page September 30 of the current year and the forecast of TRCs expected to be received in the following year. Q. How is the TRBAA assessed to transmission customers? A. As described in the TO Tariff, a separately stated per kwh rate is developed for assessing the TRBAA to End-Use Customers. This rate is based on the TRBAA divided by SCE s deliveries to End-Use Customers ( Gross Load ). In the case of wholesale transmission customers, there is no separate per kwh TRBAA rate. Rather, the TRBAA is added to the Base TRR and Standby revenue components to yield the wholesale TRR. Then, in accordance with the California Independent System Operator Corporation ( ISO ) Tariff, the wholesale TRR is split into High Voltage and Low Voltage components. Once developed, SCE provides the resulting High Voltage TRR to the ISO for its development of the High Voltage Access Charges and High Voltage Wheeling Access Charges to be effective on January 1. SCE calculates its Low Voltage Access Charge and the Low Voltage Wheeling Access Charge by dividing the Low Voltage TRR by Gross Load. SCE calculates its High Voltage Existing Contracts Access Charge and Low Voltage Existing Contracts Access Charge by dividing the appropriate voltage TRR by the sum of Edison s twelve monthly retail system peak demands measured at the ISO Controlled Grid level consistent with such revenue requirement in accordance with its TO Tariff. Q. What is the proposed TRBAA to be applicable to SCE s retail transmission customers on January 1, 2019? A. As shown in Statement BK and Appendix I of the revised TO Tariff, the TRBAA applicable to retail customers for service rendered beginning on
35 Southern California Edison Company Docket No. ER Exhibit No. SCE-1 Page January 1, 2019 is a negative $73.1 million, an increase of $48.5 million from the currently-effective level of negative $121.7 million. This amount is equal to a forecast of the TRCs for 2019 and the balance in the TRBA as of September 30, 2018 as described below. Q. Please explain the forecast of TRCs. A. The forecast of TRCs for 2019 has two components Wheeling revenue and ETC Cost Differentials. Each component of the TRCs was forecast separately. Q. How was the forecast of Wheeling revenue developed? A. The forecast of Wheeling revenue is based on the actual Wheeling revenue SCE received from the ISO for Wheeling service reflected in the TRBAA during the 12-month period ending September Q. How was the forecast of ETC Cost Differentials developed? A. The forecast of ETC Cost Differentials is based on the actual ETC Cost Differentials reflected in the TRBAA during the 12-month period ending September This forecast amount reflects the actual Scheduling Coordinator costs SCE was billed by the ISO for transmission service under the Exchange Agreement between the Los Angeles Department of Water and Power ( LADWP ) and SCE, Rate Schedule FERC No. 219 ( Exchange Agreement ). The forecast ETC Cost Differentials amount also reflects the value of actual energy returned by LADWP to SCE in payment for transmission losses to reflect the settlement in Docket Nos. ER , ER07-955, and EL03-214, which became effective on January 14, 2008 ( Settlement ). 25

As shown in Statement BK and Appendix I of the revised TO Tariff, the TRBAA applicable to wholesale customers for service beginning on January 1, 2019 is a negative $73.0 million, an increase of $48.4 million from the currently-effective level of negative $121.4 million. The derivation of the forecast TRCs for 2019 for the wholesale TRBAA is the same as described above for the retail TRBAA. Next, the TRBAA applicable to wholesale transmission customers was separated into High Voltage and Low Voltage components. Q. How did you split the TRBAA revenue requirement into High Voltage and Low Voltage components in this filing? A. In developing this filing, SCE reflected the methodology set forth in Section 12.1(e) of Schedule 3 of Appendix F to the ISO Tariff. That methodology is as follows: Wheeling revenues associated with transactions exiting the ISO Grid at High Voltage Scheduling Points or Take-Out Points were reflected as High Voltage components; Wheeling revenues associated with transactions exiting the ISO Grid at Low Voltage Scheduling Points or Take-Out Points were attributed between High Voltage and Low Voltage components based on the High Voltage and Low Voltage Wheeling Access Charge rates assessed to such transactions by the ISO; Other Transmission Revenue Credits (ETC Cost Differentials) were allocated between High Voltage and Low Voltage components on a gross plant basis.

In accordance with the formula rate protocols, SCE will file the 2019 Formula Rate Update by December 1, Q. Please discuss the derivation of SCE s proposed retail TRBAA rate. A. The TRBAA rate applicable to End-Use transmission customers beginning on January 1, 2019, as set forth in Statement BL and Appendix III of the revised TO Tariff, is a negative $ per kwh. As shown in Statement BL, this rate is equal to the TRBAA of negative $73.1 million divided by SCE s Gross Load at the meter for the twelve month period ended September 30, Q. How did SCE determine Gross Load used to calculate the TRBAA rate in this filing? A. In this filing, SCE used recorded billed sales for the period October 2017 through September 2018 of 84,042 GWhs for the purpose of developing End-Use TRBAA rate as shown in Statement BL. Total recorded delivered sales for this period was 85,453 GWhs. SCE is excluding from the recorded sales those deliveries that resulted in no transmission revenues due to the netting structure of the Net Energy Metering Program ( NEM Program ) authorized by the California Public Utilities Commission ( CPUC ). This proposal is consistent with the Commission acceptance of SCE s proposed retail rate change in FERC Docket No. ER Q. Please describe the CPUC s NEM Program. A. Since 1996, SCE s retail tariffs authorized by the CPUC have included an NEM Program. This Program allows certain retail customers to net kwh amounts of energy exported against amounts supplied to the customer over
38 Southern California Edison Company Docket No. ER Exhibit No. SCE-1 Page the customer s monthly billing period, and to further net bills over an annual period. The NEM Program netting results in participants being billed for fewer kwh of energy than the amount of kwh that SCE supplies to the customers, with some participants potentially being billed for zero kwh of transmission service. In a recent decision ( the Successor Tariff Decision ), the CPUC established a successor NEM tariff that eliminates the current caps on the size of individual participating generation facilities and on the total kwh of generation that can participate in the program. The Successor Tariff Decision furthermore explicitly provides that the transmission component of retail rates will be bypassable, i.e., subject to netting as described above, and thus some kwh of retail energy supplied by SCE will not yield transmission revenue. Q. Why did SCE exclude NEM Program deliveries that are expected to result in no revenue from the recorded sales in developing retail TRBAA rate? A. Instead of developing the TRBAA rate using delivered retail sales, SCE believes that the TRBAA rate should reflect that not all retail delivered energy is assessed transmission charges as a result of the NEM Program. Thus, the TRBAA rate design should be based on SCE s kwh deliveries that are expected to result in transmission revenues to SCE. Q. Are you proposing revised wholesale rates in this filing? A. No. SCE will reflect the revised wholesale TRBAA proposed herein in its 2019 Formula Rate Update. The resulting wholesale rates will be set forth in that filing. Q. Have the revised TRBAA and the retail TRBAA rate been reflected in SCE s TO Tariff?
