Present: Mrs. Ferial Salhi, gentlemen Lioniero del Maschio, Noureddine Robbana, Ziad el Choueiri, Medhat el Bakri and Alain Garnier. Excused: Mrs Metaxia Smaili, Mr. Antonio Garcia. Absent: gentlemen Yiannis Hadjiarapis et Youssef Fathi. 9: 30 start of the meeting. We are honored to present at the beginning of our meeting, Mr. Zelko Kvesic, President of the Croatian Fencing Federation, Mr. Reno Marolt, Secretary General of the Croatian Fencing Federation and Mrs. Martina Zmaic, Weapons Master club in Zagreb and organizer of this weekend. Lioniero del Maschio thanked the President and the Secretary General of their hospitality. After the exchange of conventional courtesies the President of the Croatian Fencing Federation gives each member a souvenir with particular attention to President del Maschio and Secretary General Alain Garnier. 2 Before discussing the agenda, the President del Maschio, call on Martina Zmaic organizer of the meeting in Croatia but also spokesperson of the Croatian federation. "The Croatian Fencing Federation is very pleased to have had the opportunity to organize your meeting. We want to participate in the work of the Mediterranean Fencing Confederation, I am representative of my Federation for all the work that the Executive Board may propose. We are especially interested in participating in training camps for athletes and training for coaches offered by the Confederation. The Croatian federation believes that the Confederation is a good thing for her. All international bodies have discovered the power of organization of Croatia in various European championships and the world. I wish you a happy and successful meeting. Point1: Address by the President: I want to thank you for your presence and for understanding the difficult time when we face. And let me thank especially the Croatian Federation agreed to receive our meeting, and for him Martina Zmaic which worked well for our home. Before discussing our problems, please allow me to give our official welcome to the Egyptian Medhat El Bakry friend, elected to the Executive Committee in Guadalajara, which is for us the first time. In my opinion the Confederation, at the moment, two important problems. The first is the progress of our championships with all the uncertainties that choices cause. The second, and related, is the political moment lived by all countries bordering the basin. Regarding the championships I regret the Morocco of renunciation to the organization in 2016 and especially the lack of Fathi Youssef that could explain what happened during that meeting. Fortunately we have some fallback proposals and we can make this day a good decision. Heavier political and financial situation of member countries of the Confederation. I must say that no country or African or Asian or European today is sure not to have security problems and, perhaps, financial. 3 - Contact Croat Federation Treaty preamble. - Political situation in the Mediterranean. To quote the president's speech, "with all the uncertainties that choices cause" after Morocco's resignation, we are led to choose the country and the city that will host the next championships of the Mediterranean. At the General Assembly of Guadalajara, we had mentioned this possibility, President del Maschio said that Algeria, France and Lebanon were offered as an alternative. Then remains to determine the will of the countries in every continent: Countries that have organized in Europe, Turkey, Italy, Portugal, Serbia, Croatia, and Spain. Countries that have more or less the possibility of organizing, Monaco, Malta, San Marino, Albania and Cyprus Countries that have applied for membership, France, Greece and Slovenia. Countries that have organized in Africa, Tunisia, Egypt and Algeria. Countries that requested but unable, Morocco. Countries that have not asked, Libya Countries that have organized in Asia, Lebanon Countries that requested, Jordan (guest country) Countries that have not requested, Syria. For Alain Garnier, Morocco, African countries, must be replaced by an African country. After a round where each member has the opportunity to express themselves, the Mediterranean Confederation Fencing Executive Committee unanimously decided to replace the Morocco by Algeria in Algeria had taken care to submit an application file, this file is presented by Ferial Salhi. 5 Item 4: Internships In the opinion of all the Mediterranean countries and especially of all participants, the course of Ragusa was a great success. For a long time the Confederation was seeking an internship style, well it was found in Ragusa. It remains now to transform the Mediterranean Confederation this test... The Italian federation has indicated it does not wish to renew this experience. The Mediterranean Confederation must assume sustainability. After a round where everyone exposes his desires, the Executive Committee decided that three workshops will be organized, one per weapon, in three different countries. - Foil in Egypt - Epee in Lebanon - Saber in Algeria Each course is open to a maximum of fifteen fencing masters. The organizing country will take care of advertising from the masters of the country, 10 masters, but also to neighboring countries, for 5 masters, knowing that each trainee will be supported by his country. The training period will be 7 days, 6 nights. The principle, design, program and funding for these courses are approved unanimously by the Executive Committee. Item 5: Aid to federations This point of the agenda stems from the previous point. The confederation could not offer more to its members countries. Item 6: Next meeting in Athens At our meeting in Guadalajara, we had mentioned the name of Athens as the place of the fall meeting of the Executive Committee of COMES. The Executive Committee instructs the Secretary General to contact Mataxia Smaili to ask him if the current situation in Greece may affect the realization of this meeting. The Metaxia response we will consider our arrival in Athens or we need to find another place. Ziad el Choueiri proposes Beirut as an alternative. Item 7: Other matters. Ferial Salhi offers before the championships of the Mediterranean is an arbitration seminar organized as it is to the FIE The implementation of such a project would require the meeting of all the arbitrators on the eve of the competition, resulting in it an additional cost to the displacement of each delegation and also an extra day to the FIE referees estimated cost of 400 euros on behalf of the horns. Following this meeting, the Croatian Federation we had organized a sightseeing tour of Zagreb, guided tour by a trilingual guide and speaker. The day is concluded with a dinner in the tranquility of an inn at the edge of the water. On Sunday morning, Martina showed us the sports center which houses the armory of the clubs in Zagreb.
