1 African Ministers Council On Water (AMCOW) North AMCOW (NAMCOW) Sub-regional Report 5 th NAMCOW Meeting Brazzaville, Congo May 28 th, 2007 The Fifth Meeting of the North African Minister's Council on Water (NAMCOW) was held in Brazzaville, Congo on the 28 th of May at the Palais du Parlement. It was attended by representatives of the following countries of North Africa: Algeria, Egypt, Libya, Mauritania, and Morocco as per the attached list of participants (Appendix 1), in order to prepare for the 6 th ordinary session meeting of the African Ministers Council on Water to be held in Brazzaville, Congo, May, The meeting covered the items listed in the attached agenda (Appendix 2). The following is a brief report of the meeting discussions and decisions taken. (1) North AMCOW Regional Progress Report Algeria assuming the coordination of NAMCOW region presented the regional report (appendix 3) which will be presented to AMCOW EXCO. The report covers the efforts of the region to achieve MDGs and efforts made by the countries to satisfy their population needs in the field of water supply and sanitation, good governance and institutions reforms. Great project are being undertaken in the region for water management in the areas such as desalination of sea and brackish water, irrigated agriculture, water transfer, recycling of water and management of transboundary water management. (2) Membership of NAMCOW in the Executive and Technical AMCOW Committees The membership of NAMCOW in the Executive and Technical Advisory Committees for the new 2-year term was decided according to the rotational bases to be as follows: AMCOW EXCO: (Egypt, Mauritania, Tunisia) AMCOW TAC: (Algeria, Egypt, Mauritania, Morocco, Libya) Mauritania will act as the NAMCOW coordinating EXCO member, with the Sub-Regional secretariat in CEDARE. 1
2 (3) Report on the Implementation of the Water MDGs in North Africa The secretariat of the N-AMCOW presented the draft report about the status of MDGs in North Africa. The representative of the countries will review the report and will send their comments to the secretariat. A proposal on the establishing of regional water MDGs monitoring and evaluation program is in progress to form a regional coordination unit and national task forces/focal points at each country. The proposal will be submitted to Africa water facility. (4) African Water Facility (AWF) The following project is accepted by the AWF from the North Africa in the collaboration with OSS : Using of satellite images to estimate the water resources in the transboundary North Western Sahara aquifer system shared by Tunisia, Algeria and Libya. It was agreed that new proposals to be identified and submitted for funding by the African Water Facility according to the set criteria. (5) Review of NAMCOW TAC meeting report 2007 The report of the AMCOW TAC meeting held in Abuja, Nigeria, March 2007 which will be presented in the EXCO meeting have been reviewed. The participants requested to increase the role of the North Africa region in all the African initiatives. (6) NAMCOW Secretariat Activities The NAMCOW secretariat at CEDARE has lunched the NAMCOW website ( The members of the NAMCOW are kindly asked to contribute to the website. At the conclusion of the meeting, the participants emphasized the importance of holding such sub-regional meetings to enhance work and cooperation among member states, thus helping to raise the region s 2
3 awareness on water issues and to strengthen the cooperation with all African countries. Participants also acknowledged the generous secretarial support of CEDARE and GWP-Med that was provided to the NAMCOW operations to date. 3
