To celebrate this event, the Federation s bulletin No. 11 has begun the publication of the history of the IAAF taken from the minutes of the congresses. The first part covers the period Mr. Hilding Kjillmann, Secretary general, The best rowers of Europe are meeting for their championships from 30th August to 2nd September, and will inaugurate the new artificial lake in Moscow. This lake, which is 2,300 m long, is surrounded by a stand which can take 3700 spectators. This water project is the eight artificial rowing lake after those of Amsterdam, Duisburg, Gand (obsolete), Tokyo, Mexico, Munich and Nottingham. The latter was also inaugurated this year in July for the European Youth championships. International Canoe Federation! Since 1st May high-jumpers and polevaulters may tie for places other than that of first. This new Article 146, para. 2, does not seem to have been welcomed everywhere. Thus at the recent World University Games in Moscow, seven high-jumpers were classed third. A circular sent out in June explained the new conditions. In any case, the results recorded up until 1974 will prove whether competitors often tie for 2nd and 3rd places.! The IAAF Council will hold its next meeting in Edinburgh from the 7th- 9th September. An item on the agenda will be the technical help likely to be granted within the framework of Olympic Solidarity.! The Commemoration of the Jubilee of the ICF will take place on 14th July 1974 in West Germany.! 23 countries took part in the World canoe championships (starting in line on Lake Kaukajarui 5 km from the centre of Tampere (Finland). The USSR (8 titles), Hungary (6 titles), Rumania (2 titles), and the GDR (1 title) shared the victories. The next championships will take place next year in Mexico from 18th to 22nd October.! The FIAC Congress was held immediately before the world championships of 1973, organised in San Sebastian. The ten members due to retire from office who presented their candidature again were re-elected, while Messrs. Olivier Dussaix (France) and Don Wizeman (Great Britain) replaced Mr. Johnsen (Sweden) deceased, and Dr. van Dijk (Holland) who did not stand for re-election.! Montreal will organise the World Championships in 1974 from 14th to 20th August, which will be an excellent foretaste two years before the opening of the Olympic Games. The Olympic Velodrome, on which work began recently, will be completed in April or May next year. Historically, these regulations had been adopted by the Olympic Congress in June 1914 for all future competitions. Codified for the first time by the Marquis de Chasseloup Laubat and Paul Anspach, it was edited in The last edition, that of 1958 had already brought the wording up-to-date. The 1973 edition was able to include the modifications decided upon during the last few years.! For the Sabre, the modifications to the regulations adopted in May in Paris were immediately put into practice. They gave satisfaction. On the other hand, the trial of the adaption of electricity to this weapon was not conclusive and this project has been abandoned for the moment.! Two representatives of the People s Republic of China were present at the 1973 World Championships, perfectly organised at Gothenburg (Sweden) in July. They requested that their federations be admitted to the FIE. Fédération lnternationale de Football Association Féderation lnternationale d Escrime! Henry Dulieu and Edgar Mercier receive unanimous congratulations and thanks for their ingenious presentation of the new Regulations for Events which came out in June. The Executive Board has stated that no matches between the National Associations affiliated to the FIFA and teams from the People s Republic of China will be allowed, as long as the Chinese Football Association does not ask to be re-affiliated to the FIFA. Any national associations organising such matches will be suspended.

3 457 We quote a paragraph included in the FIFA News in July: From all that has been heard or written in connection with the re-affiliation problem of China DPR to FIFA, it seems quite obvious that the reasons which made officials of that country s Football Association refrain from re-affiliating to FIFA are of a political nature, connected with the existence of National China and its membership with FIFA. For FIFA, however, which is a nonpolitical, non-religions, non-racial body, these reasons are not sufficient to allow affiliated National Associations to play against non-affiliated Chinese teams. From the sporting point of view also, the reasons evoked for non-re-affiliation are not valid. Some reproaches which have been made to FIFA in different quarters saying that many hundreds of thousands of football players from a country with 800 million inhabitants are being prevented from joining in international football events, are not justified: FIFA is not preventing them from meeting footballers from other countries but their own football authorities are doing just that by not rejoining FIFA.! A special Commission will be formed with a view to the publication of a souvenir brochure to commemorate the centenary of the Fédération Internationale de Gymnastique.! A delegation of about forty gymnasts, led by Mr. Max Bangerter, Secretary General of the FIG, had great success and was very popular during its propaganda tour of Brazil. Among the most well known we mention the Russians Liubov Burela, Ludmilla Turischeva, Victor Klemenko, and Nicolai Andrianov, the Japanese Akinori Nakayama, Kazuc Hanya, Jiro Watanabe, the Hungarian llona Bekesi, the Germans Klaus Köste and Dr. Josef Gölher and the Pole Nicolai Kubic, etc. Fédération Internationale de Hockey Fédération internationale de Gymnastique! Should substitutes be allowed to enter the lists during the Olympic competitions? A decision on this subject will be taken at the next meeting of the FIG Management Committee. Mr. René G. Franck, President.! Rene G. Franck, President of the FIH visited Malaysia, Australia, New Zealand, Hong Kong and lran to strengthen the ties between the IF and these distant federations. Eric Green, one of the last survivors of the first Olympic champion hockey team (England in 1908) has died at the age of 94. He never abandoned hockey and became a specialised journalist.! Everything is ready in Belgrade for the first World Swimming Championships: Planned from 31st August to 9th September, four swimming pools in the Yugoslavian capital will be used for the world championships. However, the nautical centre of Tasmadjan will be the nerve centre of the competitions. It is at this centre, situated in the heart of the city, that the opening and closing ceremonies will take place as well as all the swimming events and the finals of other specialities.
