2 10) Matters Arising from Previous Minutes. a) Noise Testing Log books to be carried in cars. Making progress at Akademos most cars over 100Dba at Marysville Marathon most under. Management of process, approved letter to be given to noncompliant crews. How best to handle non-compliance which at the moment is exclusion, nothing decided. DL collected data at EGS on competitive route. Inconclusive due to trees but looking good. At request of VSCE letter was made less explicit i.e. exhaust requires attention. DL attended VRSG 1/06 and presented a proposal that we revisit using EPA noise testers. DL to write to testers to ascertain whether they are happy to test using CAMS RPM and give a compliance letter on letterhead i.e. not an EPA compliance. Had a good response from EPA testers however having a high level of compliance amongst Victorian competitors is only going to cause problems with interstate competitors at the Alpine and next year s ARC there needs to be a national approach.drive by and static testing was done at GDPR Discussion paper on changes to Noise testing circulated by . Nil comments forwarded to ARCom. Summary Split noise into Competitive and Non competitive with to be confirmed starting points of 105dBa measured statically and 78dBa measured as drive by at 30m in a 60 kmph zone b) Polycarbonate Windows will be tied to the fitting of FIA specified foam Report expected at July 3rd meeting. No decision see GB re temp approval. Post Meeting note ARCom have received FIA report on Side intrusion foam with a decision likely at their August 25th meeting. ARCom Still waiting on information from FIA c) RP Scheme and Section 68. The renegotiation of the RP scheme has now become a total review of how rallying is being conducted from Vicroads viewpoint. Report from meeting last meeting held circulated Scott Mcgrath and Scott Schlink conducting negotiations on behalf of CAMS. DL Has been waiting on revised version of Car Rallies on Public Land to send together with the VRB. d) P Plater driving Turbos on stage. Proposal at DELWP who have had preliminary response from Vicroads. Vicroads have given verbal approval to allow P Platers to compete in prohibited cars on closed roads. However they require specific reference to rules 56 & 57 in exemption. Approval has been obtained from Vicroads, DELWP, and CAMS legal to permit P platers to drive prohibited vehicles on closed road stages. Fully licensed Co driver to drive transports. Arron Windus and Michael Evans have been given approval to use the exemption. Andrew Murdoch has been given approval. See VRC report for arrangements for P Platers. e) CAMS accredited Photographers. DL to investigate photographers processing at events for the VRCMG consideration with the intention of resolution at next panel meeting. Post meeting note have spoken to John Doutch the issue is the management of non-accredited photographers at events. DL Needs to send letter to Eugene re how to accommodate those wishing to become accredited photographers. f) Minimum Standards for Daylight events. Generally are to comply with VRC minimum standards with specific safety package to be approved by VRP. Detail to be sorted once VRCMG review of VRC min standards completed. Draft of VRC minimum standards has been completed by VRCMG and will be distributed with these minutes g) Road Damage at Gold Fields. The Goldfields Introductory Trial was hit with a deluge that coincided with the second run, the mainly dirt roads did slosh up. DELWP accessed the road repair at $ 10, requesting the event contribute $ 7, C of C thought amount on high side but how to access without getting independent quote. Agreed to pay with DELWP conducting an internal review to check on costing. Invoice submitted had increase by 10%, which is being credited. Invoice has been paid from Road Damage Fund, Claim yet to be made for the Clubs 50%.DL. Has had conversation with Richard Wadsworth internal review has not happened to date nor have the repairs been done. h) DELWP Appendix 4 VRP is too pay $ DELWP admin fee in a lump sum to DELWP on approval of calendar and recoup fee from events with levies. Cancelled events will be credited against following year. Proposal needs to be approved by a regional DELWP meeting hasn t happened but will be presented to next meeting.
3 11. Reports. Area Co-ordinators. DL intends to send a letter as a consequence of the DELWP meeting. Hasn t been done yet. Bulletins B15/010. G2 Cars can now compete in State Championship and Multi-Club. B15/024 Sound Meter. Must have a current calibration certificate. be calibrated at six-monthly intervals. Test Site Must be substantially level. and covered with concrete, asphalt or other similar hard reflection; ( B15/028The Australian Rally Commission will be the authority for decisions that suspend in part, amend or change the NRC. B15/ DEFINITIONS - RALLY 1.40 BULLETINS: Further regulations issued after the publication of Supplementary Regulations may be in the form of dated and sequentially numbered bulletins. Bulletins must be approved by CAMS prior to the commencement of the event or by the panel of Stewards thereafter. These b Bulletins so issued will then form an integral part of the Event Supplementary Regulations. All competitors are bound by a Bulletin once so issued. Event Organisers may where reasonably possible require that competitors sign or otherwise indicate their acceptance of a validly issued Bulletin as a condition of being further permitted to participate in the Event. They must be posted on the Official Notice Board and must also be issued to each competitor, who must acknowledge receipt by signature, unless this is physically impossible, i.e., during the running of the event. B 15/ SPECIAL STAGES (ii) Starting of Special Stages: (g) In the event of a start delayed late arrival at the starting line through the fault of a crew/vehicle, the Post Chief will advise a new start time, the penalty then being one minute per minute or fraction of a minute delayed. late. For the last three years the VSCE has been of little assistance in resolving rally issues. Rally Calendar 2016 Calendar was submitted to DELWP on 30 th August. 6 VRC, 7 VCRS, 4 Rallysprints, 4 TRE s, 2 Stand alone Novice Trials and 2 Combined. Coper Memorial has been added to Calendar. DELWP indicated approval about mid November. Individual events to be given their dates. Event Reports Moonlight Meander. C of C, Finances DL Will endeavour to have all outstanding financial issues resolved by month end. Payment to John Doutch $ for DELWP photos. TRE/TA/Historic Events. Nil VRC/VRCMG- MTGDPR ran successfully. Staff at Hancocks ran happy with the operations of their stages ongoing approval now is up to the board. Though there was no claim for making good James suggest allowing $ 1,500 a day in future. Work is progressing on a common safety procedure for inclusion in road books which also considers RallySafe. John Roberts has devised a tracking system used successfully at the Spring 200 and Moonlight Meander. Where the competitors road card records the two previous cars to leave control with the finish control verify that the cars have also finished. Web Site Rebuild being left to incoming panel. VRO- Going along nicely. RP Scheme Year to Date, 58 New, 39 Renewals.39 October 2 new 8 renewals 13. VRB Ambulance Victoria. Notified of closed roads only. CAMS log books. With immediate effect CAMS log books to be carried in the log booked car for the duration of the event. Navigation. Deleting the requirement for 50% navigation from Multi Club and Introductory Trials. Introductory Trials delete distance requirement. Introductory as OLT venue. Add need for experienced Codriver approved by VRP. VRB A reads OK on smart phone just needs reordering with relevant information at front. Trophy Presentations VRCMG. Old England Hotel in Heidelberg booked for Friday 12 th Feb at 7.00 pm VCRS. CB has taken on the responsibility to organise a trophy presentation in Feburary. 14 General Business. Road Damage. In view of a substantial claim and the discussions within DELWP re road damage the Road damage levy will be reintroduced for 2016 Introductory Trials and Closed to Club under 30 cars and single use. $ 5.00 Introductory Trial and Closed to Club over 30 cars or multiple usage $ VCRS, Multi Club, Rally Sprints, Single use. $ VCRS, Multi Club, Rally Sprints, Multiply use. $ VRC and any pace noted event. Single use $ VRC and any pace noted event. Multiply use $ ARC Single use. $ ARC Multiply use $ It will be the responsibility of the Clerk of Course to notify DELWP of roads that may require an inspection due to rally use. Checkers. A list of 22 Checkers has been submitted to CAMS made up of those who are or have indicated they were available to Check 2016 events. Those who have been removed from the list will be invited to submit an application to panel requesting re-instatement. Officials. Peter Otzen s concerns re lack of officials were considered no action to be taken. Medical Plans. In the absence of a National standard each events Medical Plan is being assessed this is taking time. DL to let events know. Late Time. Paul Eccles requested reduction in late time. Events can apply to Panel for a reduction in late time to suit their event.
5 Standardise Book in procedures. From VRB Time Control Procedures At the final Time Control of each leg, on arrival at the control immediately prior to a break, parc fermé or the finish, crews may check in early without incurring a penalty. For Non Special Stage & Non A-A timed events the following must apply :- At the Time Control at the finish of a transport section,, The crew can enter control up to two minutes before their due time and nominate their due time to the official. Then, there must be a three minute gap between the check-in time and the start time of the competitive stage to allow crews time to prepare for the start. Note: The minimum interval between vehicles (2 mins) must also be respected. The above proposed SL seconded KB passed unanimously. Introductory Trials. Apply to ARCom to have reduced permit fee included in Appendix R. Tarmac Rallies. SL raised concerns with the management of Tarmac Rally events in Victoria. In the absence of an Umbrella authority there is no one to ensure a minimum standard with regard to Insurance, Vehicle registration, Calendaring, Road Closure, and general regulations.
