3 INTRODUCTION This guide is intended to be used by CAMS Rally Event Organisers in Victoria to assist in preparing traffic management plans to comply with the requirements setout under the Road Safety Act 1986 Section 99B permit issued by DELWP. Consistent with other event types, social/non-competitive car rallies/navigational events with under 30 participants conducted on roads open to the public with the participants following all normal road rules do not require a permit or a traffic management plan from DELWP to run these events on State forest roads. However all events with competitive or timed sections or with event participants in excess of 30 on roads managed by DELWP (regarded as nonroad activities which will significantly interfere with the normal use of the road by road users) require an event permit from DELWP and are to be run under an approved traffic management plan. In the interests of safety for competitors, officials and the wider community, all competitive events that are primarily a test of speed must be run on closed roads consistent with the approved traffic management plan, for the safety of the public and competitors. For non-competitive events with large numbers of participants, the event may be run under either road closed or access control conditions, consistent with an approved traffic management plan. This traffic management plan template may be used for car rally events assessed by the Victorian Rally Panel as low risk. It must be reviewed and signed off by a person accredited to produce traffic management plans prior to its submission to DELWP. Rally events of higher risk may not use this template but should instead submit a tailored plan prepared by an accredited traffic management planner.

4 IMPLEMENTATION 1. Advisory signage and media notices be put out before the event at least two weeks prior to the event to forewarn road users that there will be disruptions on certain roads and times 2. Senior Event officials (Stage Commanders, Chief Spectator Marshals, and the CAMS Appointed Event Checker) shall ensure that each location is setup in compliance with the TMP, including placement of signs and barriers. 3. Any person placing traffic management signs that are in accordance with AS1742 must have completed a course in traffic guidance scheme or undertaken a refresher course within the last three years. 4. General road closure points where traffic is likely, must have road closure official in place. Checks should be made that mobile phone contact could be made in case of intrusion with stage commander or rally headquarters. 5. If a road closure point is identified where compliance problems are anticipated with the public, then the official in place must have completed a course in traffic control/use of stop/go bat or undertaken a refresher course within the last three years

5 PUBLIC INFORMATION MEASURES 1. Advisory signs must be placed at least four weeks prior to the Event at the forest entry points that will be effected by the Event. The sign (see Appendix A) shall be minimum A3 in size, laminated, affixed to two posts (e.g. steel droppers or timber stakes) and be in a clear position that is visible to road users. 2. At the discretion of DELWP, certain roads (such as high volume forestry roads) will require a larger sign compliant with AS1742 will be required to placed advising of the road closure (see Appendix A). 3. A map shall be prepared outlining the proposed positions of the all pre-event advisory signs and roads for letter drops. 4. A Public Notice must be placed in the local newspaper(s) that outlines the forest areas and roads that will be closed. The notice shall include the closure times, the Event organiser s details including a contact name and number. It is suggested to also include the location of Event Headquarters and information the availability of spectator information. 5. Any adjoining land owners/residents to sections of forest that will be closed are required to be notified by letter drop outlining the closure times and roads that will be effected by the Event. 6. It is recommended to advise local radio of details of the event and the areas of forest being used. 7. Placement of posters or event information at forest camp sites, car parks, etc. in the vicinity of the Event may also be useful.

6 DETOURS AND DIVERSIONS 1. The Event shall make available to members of the public who may come across the Event whilst the road closures are in place a giveaway map. The map must include: a. the roads that are closed by the Event, b. any signed detours or diversions that are in place, c. Locations of event spectator points and 2. The locations where these maps will be made available (i.e. road closure locations, controls, spectator points) shall be prepared and provided to DELWP. 3. Signed detours or diversions will only be required if stipulated by DELWP where the road closures are impacting major through traffic and access is required to be maintained (via a detour) during the event. Any detour or diversion Traffic Management Plans will need to be prepared in collaboration with DELWP by a suitably qualified person who has completed a course in traffic guidance schemes or undertaken a refresher course within the last three years. 4. A common sense approach is encouraged on the day of the event whereby officials work with members of the public to determine the best alternative route on a case by case basis. SAFETY OF SPECTATORS If an Event has a public spectator point, then safe access for spectators who wish to access viewing locations needs to be considered. An event map shall be submitted to DELWP that indicates the designated access roads that will be used by spectators. These details should be reflected in any spectator guides that are to be issued to the public. Informal spectator viewing locations should be assessed and either access be restricted or officials placed at these locations to manage any spectators and prevent unauthorised access to the rally.

7 PROCEDURE 1. At each access control location along a competitive route section, the level of access control required shall be determined in accordance with the Victorian Rally Bulletin Part B, Access Control Matrix. 2. Depending on the type/configuration/orientation a corresponding Traffic Management Plan from this Guide shall be selected and recorded on a Stage Map. 3. As the Traffic Management Plans are generic in nature, they do not have to be modified to suit the individual geometry of a particular intersection. 4. For complex intersections, multiple traffic management plans can be referenced for the one location to specify the type of access control proposed for each intersection leg. 5. Spectator Points shall be treated as Road Closures for the purpose of the Traffic Management Plans with the a separate Spectator Point Plan prepared in accordance with CAMS Requirements and Guidelines.
