3 GENERIC RISK ASSESSENT & ETHOD STATEENT (to be read in conjunction with Guidance Notes on page 2) There is a possibility that accidents may occur due to participant error and/or interaction with spectators or with accompanying vehicles or other traffic on course, and such incidents may result in serious personal injury. Course : EAST CREECH CIRCUIT A B C D WHOLE COURSE GENERAL EASURES :- a. Properties on course representing a significant risk to be leafleted or contacted before event where practicable b. Code of Practice signing to be displayed on all approach roads giving access to course and intervals around course to warn other road users of race c. Course to be inspected prior to start, and additional hazards noted and assessed on Specific Risk Assessment with Chief Commissaire before sign-off & handover for safety briefing and commencement of race d. Event marshals briefed prior to race and issued with Hi-Vis jackets and warning flags, or authorised signage for Accredited arshals, and 449Hz radios as available e. Competitors to receive Safety Briefing by Chief Commissaire immediately prior to start of race including coverage of o course details and hazards o race distance and regulations o compliance with traffic law (including effect of presence of Accredited arshals at key points) o compliance with directions from race officials and marshals o procedure to be followed under British Cycling Technical Regulations if race delayed o first aid provision and procedures f. All race convoy/escort vehicles to be equipped with 449Hz radio and communication check carried out before commencement of race g. Race convoy/escort vehicles to carry signage and display dipped headlights to advise other traffic etc of cycle race in progress h. Race preceded by clearly marked lead car(s) and followed by marked vehicle behind race. Lead Car 1 has control of race progress and may stop, delay, or neutralise race at any time if hazard or obstruction encountered. Lead Car 1 to maintain contact with Accredited arshals by 449Hz radio to advise on race progress and impending arrival at controlled junctions. i. Race also escorted by BC-approved/qualified National Escort Group (NEG) motorcycle-mounted marshal team j. inor turnings off race route where race route has priority over joining traffic and there is no significant change of direction or other hazard to be managed by signage (see paragraph b. above) and monitored by lead vehicles & NEG marshals. k. arshals to warn any horse riders approaching course of cycle race taking place. If horse riders are encountered on course, lead vehicles/motorcycles to warn of approaching cycle race l. First Aiders/Paramedics trained to at least Appointed Persons standard to be in attendance and accompany race convoy m.
