5 Stirling Senators Domestic Basketball Competition - Sub Committee (SSDBC): The Stirling Senators Domestic Basketball Competition - Sub Committee is comprised of: Domestic Competitions Director; Treasurer; Registrar; Game Controller; Referee Coordinator; Property Coordinator; Mini Ball Coach/Co-ordinator; General Committee Member The chairperson of the Stirling Senators Domestic Competition Sub Committee will be the Domestic Competition Director or, in the absence of the Domestic Competition Director, such other person as the SSDBC subcommittee Board shall nominate. The Stirling Senators Domestic Basketball Competition Sub Committee will submit all proposed amendments to the Domestic Competition Director which will then deliver it to the Stirling Senators Basketball Association Inc, Management Committee for approval. Stirling Senators Domestic Basketball Competition - Sub Committee means collectively the appointed members, of the Stirling Senators Basketball Association Inc. Domestic Game means any game of basketball which is approved by Stirling Senators Domestic Basketball Competition Sub Committee. The SSDBC Sub Committee will be responsible for all matters concerning the design and delivery of the Stirling Senators Domestic Basketball Competition. The SSDBC - Sub Committee will submit all proposed capital purchases and ongoing maintenance expenditure to the Stirling Senators Basketball Association Inc, Management Committee.

7 Charter The Stirling Senators Domestic Basketball Competition provides opportunities for Players to play. Coaches to coach. Referees to officiate. Administrators to encourage players, coaches, referees, officials and parents to participate. Pathways for all to higher levels of basketball. a) To promote high quality competition highlighting the philosophies of fair play, skill development and enjoyment. b) To praise, encourage, appreciate and reward effort and improvement. c) To encourage fair play, tolerance and understanding of the thoughts and actions of others. d) To be inventive, creative and imaginative in our approach to basketball. e) To provide leadership, assistance and support to players, coaches, officials and referees. f) To provide the best possible and safest environment for our members. g) To foster the spirit and development of basketball in the northern suburbs of Perth. Codes of Conduct Please refer to the Stirling Senators website ( under the Domestic tab for the standards of behaviour that all players, officials, coaches and spectators are required to adhere to in the Stirling Senators Domestic Basketball Competition.
8 Conduct of Games 1. All games are played under the jurisdiction of the Stirling Senators Basketball Association and shall be conducted according to the rules as laid down in the current Official Basketball Rulebook as approved by FIBA Central Board, except where variations are adopted by BWA or listed within these competition rules. 2. All teams having entered the competition and registered by paying the fees, hereon commits to pay court fees for the entire competition, regardless of other circumstances, except if their team is removed by committee. 3. All games will be under the control of the committee, which is responsible for receiving team nomination forms and players fees, competition entry forms, registration forms, court fees and forfeit fines (where applicable) from all teams in all divisions. The committee is also responsible for making the draws, notifying team contacts of the draw and any changes to that draw, receiving notice for forfeits and notifying effected teams via team managers, as well as ensuring that the competition rules are adhered to. The committee will endeavour to allocate teams into appropriate standard competitions and ensure the smooth running of those competitions. 4. All teams are required to have a competent and committed team manager who will ensure that their team is properly uniformed, organised and has sufficient players registered to complete the schedule of games without disruption. 5. Basketballs will be provided for the games by the officials and are to be used only for competition. Each team is allowed to bring two warm up balls to the centre on game day. 6. Scoresheets will be located on the score benches before each game commences.
9 Eligibility to Play a) All players must be registered with the Stirling Senators Domestic Basketball Competition, including fillins. b) All junior players Ages 5 to 16 may be required to show their current birth certificate before commencing if previously not registered with Stirling Senator Domestic Basketball Competition or Stirling WABL. The SSDBC subcommittee reserves the right to vary eligibility rules to maintain the participation of players entered in a competition. (In exceptional circumstances, such as for specific medical conditions, no age appropriate grade for players, children may be permitted to play in younger age groups. Please contact the club as soon as possible if you believe this applies in your case). c) All pay to play court fees are to be paid prior to the commencement of the game. d) The games controller will check score sheet at half time. A token for each player is to be placed in the supplied plastic bags. e) A registered player must enter his or her name on the score sheet before taking the court. f) Junior players may play in their own age group or older age groups on the approval of the SSDBC - subcommittee under the age of 16 years. A junior player may not play in more than one team in the same age division, including being a fill in. 4 Player team if playing must have 5 player tokens, the 5 th token is to be paid by the team. Otherwise it will be considered as an un-notified forfeit and a forfeit charge will be issued. Excluding Mini Basketball Players. g) Exemption for guest teams playing up in age groups may be allowed at the discretion of the SSDBC - subcommittee. Guest teams: - WABL teams may be permitted to play for developmental purposes but will not accumulate competition points. A Guest team could comprise a girl s team playing in the boy s competition if suitably up to the standard. Teams playing guests teams will receive 3 competition points regardless of result. A team forfeiting to a guest team will only receive relative forfeit points, either notified or un-notified points. Guest teams will be allowed at the discretion of the SSDBC - subcommittee and must play in an age group relevant to their skill level. They may be moved up/down an age group if deemed necessary by the SSDBC subcommittee. 3 WABL player limit: - All teams can have a maximum of 3 current WABL players. (This rule does not apply to Stirling Senators Senior Domestic Basketball Competition) 3 WABL Player ruling is if that player is playing in their own age group, if that WABL player has been accepted to play up 2 age groups due to skill level and size, they will not be consider as a WABL Player in that age group. A WABL player is defined as any player who has played WABL for any association in the year in which the season commences. This includes players selected on WABL teams and yet to have played. It excludes train-on players in WABL squads. If not enough non WABL players to fill an age group the SSDBC subcommittee may open this rule to allow an age group to form. All players must be under the age group limit on the 31 st December during the calendar year in which the season commences. Please Note: Any unregistered Player, playing in the Stirling Senators Domestic Basketball Competition who gets injured will not be covered by Stirling Senators Basketball Association Insurance. They will play at their own risk and knowingly forfeit their right to be covered, due to not applying to the guidelines in the Players and Parent Handbook. They will need to claim their own insurance cover, due to not being registered with Stirling Senators Domestic Competition.
10 Teams that play ineligible players will incur forfeit points for the relevant matches. (-2 points) Individuals from teams that have withdrawn from a competition, and still have money owing may not play again. They are not eligible any team until to play until they pay their share of the debt the withdrawn team have incurred. The SSDBC subcommittee reserves the right to refuse admission of any team or player into the competition. Basketball Stadium All games are played at the Warwick Leisure Centre, Warwick. Entry to the stadium must be paid for upon arrival at entry to court 1 and a player s token placed into team envelope at your score bench. The entry price is; Players $6.00, Spectators: Free, Coaches Free, Managers Free Fixtures and results are on the Stirling Senators website under the Domestic tab, other information is placed on the Stirling Senators information board near court three and four. Stirling Senators Junior Clubs Stirling Senators Junior Domestic Basketball is a club-based competition. All registered players are allocated to one of our four clubs either as individuals, groups, or full teams. There will be opportunities for other clubs to join our competition in the future. The current junior clubs are: Stirling Northern Bulls Stirling Eastern Heat Stirling Western Jets Stirling Southern Warriors Any club wishing to join must apply via the SSDBC subcommittee. The subcommittee reserves the right to refuse any application. Junior Game Times Time slots are allocated by SSDBC subcommittee. FIBA official rules as amended by SSDBC subcommittee. 2 x 20 minute halves with a running clock. 1 time out per team, per half. 50 seconds per time-out. No time outs allowed in the last 3 minutes of the second half (Excludes finals). No substitutions in the last minute unless fouled out (Excludes finals). 3 minute half time break. Bonus free throw shots will be taken after the 7th team foul per half. Substitutions can be made through the score table on any side ball or base line whistle. (Subs cannot be done after a team scores, unless they are subbing off a successful shooter on the freethrow line). Alternative possession in lieu of jump ball. Zone defense is not permitted in U14 and below.
11 Game Ball Minimal - size 5, Girls - U12 size 5, Girls - U14 upwards - size 6. Boys - U12 - size 5, Boys - U14 - size 6, Boys - U16 upwards - size 7. Finals Each team will be entitled to call 1 time out first half and 2 time outs second half. The clock will be stopped for the last 3 minutes, of the second half. Substitutions allowed in the last minute (Stop clock). In the event of a draw, extra periods of 5 minutes will be played until a result is achieved. At the end of the roster season the top four teams in each division will make up the finals. The finals format will be as follows; Friday Week 1 First Semi Final: First versus Second, winner through to grand final, loser to week two. Second Semi Final: Third versus Forth, loser out, winner to week two. Friday Week 2 Preliminary Final: Loser of First Semi Final versus Winner of Second Semi Final. Friday Week 3 Grand Final: Winner of First Semi Final versus Winner of Preliminary Final. Eligibility for Finals 1) In order to be eligible to play in the Finals and Grand Finals, a player must have played in 6 games of the regular season in a 13 round fixture. 2) Eligibility appeals may be made to the SSDBC Committee at least three working days prior to the game. Supporting evidence must be produced by players who have been unable to play due to illness, injury or representative duties. Forfeits & Fines 1) If a team does not have 4 players registered in the competition ready to play within 5 minutes of the scheduled starting time, the match will be declared an un-notified forfeit. 2) Substitute players from teams playing in a lower year group or division may be used to help make up a team if regular players are unavailable this will then be a scratch match which will be listed as a notified forfeit. 3) Forfeit fines will always be charged in the event of a game not proceeding due to un-notified forfeit. This is because the costs are fixed and therefore income streams must be stable to enable the SSDBC subcommittee to reach its financial commitments. 4) Any team who has an un-notified forfeit must pay a fine of $35 to cover the court fee for the game. These fees should be paid prior to the team s next scheduled game. Competition points may be deducted if forfeit fees are not paid on time. Notified forfeits are not fined. 5) 3 day notification, should a team forfeit, their opposition will be awarded a 20 (twenty) to 0 (zero) point victory and 3 competition points.
12 Competition Points Win: 3 Points Game v Guest team 3 Points, regardless of results. Bye: 3 Points Draw: 2 Points Loss: 1 Point Notified Forfeit: 1 Point Un-notified, financial, unregistered or ineligible player forfeit: -2 Point Uniforms 1) All teams must be correctly uniformed with singlets of their club, numbered on the front and back. Numbers from 4-15 are the only accepted numbers in the Junior Domestic Competition. Shorts are to be black basketball shorts without pockets. No Board short or Denim is allowed! Seniors may play in their own Uniform coloured shirts and shorts with no pockets allowed. 2) After the third game of the competition, teams playing with unsatisfactory uniforms will not be allowed to take the court by the referee. 3) No jewellery will be permitted (taping over jewellery is not acceptable), and nails must be kept short or appropriately taped as per FIBA, and approved specifications.
13 Senior Men s and Women s Club Teams Any Senior Team nominating to play in the Stirling Senators Senior Basketball Competition shall be responsible for paying their Team Nominations Fee and Players Registration fee within the first 3 games played. If payment is not received by this time, the Games Controller has the right to not allow this team to play, until all fees have been paid in full. Points will be awarded to the opposition team who they were scheduled to play. Any senior player is eligible to play who has attained the age of sixteen (16) years on or over the first day of the Stirling Senators Domestic Basketball Competition. Seniors Guidelines Listed below are the guidelines of our Association for our Senior Competition. Players are to be aware of these guidelines before playing in this Competition:- Complete uniform must be worn by the 4th playing game. All players must wear matching playing tops, with numbers front & back. All team members to wear similar shorts to playing tops or black shorts. (No Pockets Allowed in any players shorts). No board shorts or denim. For any player wearing incorrect uniform after the 4th playing game a Technical foul will be given at half time for each player and points will be awarded to the opposing team. The SSDBC committee reserves the right to remove the team/ or player from the competition if the incorrect uniform is not worn after this time. A Players Registration Form must be filled out neatly with full name, address and telephone number. Players Registration Fee is $25.00 per player. Please fill in this document and hand in with your Team Registration Form to the Registrar or Treasurer. This must be paid in full by 4th playing game. This will be very much appreciated. Senior Players Door Entry Fee is $10.00 per game. (This is revised annually) Teams will not be allowed to play, if their Players fees are not paid by 4 th playing game. Senior Mixed Club Teams Ruling Mixed senior teams age starts from 16yrs on in agreeance with Parents and SDBC Committee. All Senior Teams will have to provide their own playing shirts. Any mixed Senior Team nominating to play in the Stirling Senators Senior Basketball Competition shall be responsible for paying their $25.00 Players Registration fee must be paid within the first 4 games played. If payment is not received by this time, the Games Controller has the right to not allow this team to play, until all fees have been paid in full. Points will be awarded to the opposition team who they were scheduled to play. Any senior player is eligible to play who has attained the age of sixteen (16) years on or over the first day of the Stirling Senators Domestic Basketball Competition. Door Entry fee to play is $10.00 per game only. (This is revised annually).
14 Mixed Seniors Guidelines Listed below are the guidelines of our Association for our Mixed Senior Competition. Players are to be aware of these guidelines before playing in this Competition:- Complete uniform must be worn by the 4th playing game. All players must wear matching playing tops, with numbers front & back. All team members to wear similar shorts to playing tops or black shorts. (No Pockets Allowed in any players shorts). No board shorts or denim. For any player wearing incorrect uniform after the 4th playing game a Technical foul will be given at half time for each player and points will be awarded to the opposing team. The SDBC committee reserves the right to remove the team/ or player from the competition if the incorrect uniform is not worn after this time. Each team must have at least 2 female to start with and 2 females on court at all times and 3 male players per team. The Players Registration Form must be filled out neatly with full name, address and telephone number. Players Registration Fee is $25.00 per player. Please fill in this document and hand into Stirling Treasurer or Registrar. This must be paid in full by 4th playing game. This is very much appreciated. Teams will not be allowed to play, if their player s registration fees are not paid by 4th playing game. Player names will be entered on the score sheet. The player must be present and $10.00 player s token placed in the plastic bag provided before the game commences. The games controller will count the player s tokens before, or at half time. A late player can be added to the score sheet at any time in the first half of the game. If second half has commence no late player can play in that current game. If a mixed senior team does not have 5 players ready to start, 4 players will be able to start as long as 5 player s tokens are in the plastic bag provided. This means 2 females on court on 2 males to make the 4 players. In the result of a team not being ready to start the game on time, the referees will enforce a Technical Foul on the team starting late, this will occur after 3 minutes has pasted; if unable to start they will be fine with a forfeit cost of $ In the incident of this happening on a regular basis the SDBC committee has the right to WARN the team if this becomes a customary occurrence. The SDBC Committee has the right to expel this team and award another team from a waiting list to replace the slot for the remainder of the season. Any team that forfeit thought-out the season will be charged $35.00 to cover court hire. This forfeit fine must be paid before the next game played. Teams are able to bring in other players when numbers are down to ease the difficulty of forfeits, but not in finals. Any team not notifying a forfeit to the Registrar on stirlingsenators@gmail.com a minimum of 24 hours before game day or they will receive a fine of $ For a player to be qualified to play in the finals he/she must have played in 6 of the qualifying games. Forfeits are not included. *Please make sure player s full names are written correctly & eligible on the score sheet* Any team that forfeits a Grand Final will not be awarded prize. If a team forfeits a Semi Final, Preliminary Final or Grand Final, the next team on the ladder will be given the opportunity to play.
15 Please note that the dates of the Grand finals cannot be changed. However, the times and court allocation may be changed at the discretion of the SDBC committee. Please check the notice board Court 3 & 4 for Finals time slot. Players playing under an alleged name will affect the team losing premiership points, as un-notified forfeit game. The SDBC Committee has the right to change team s time slot, eg. From 8.30pm to an earlier time slot if the fixture allows it. Every so often this happens if we have been notified of a forfeit at an earlier timeslot. A player or spectator found dishonouring our SDBC Player Handbook or Guidelines which is found on our Stirling Website, will be dealt with according to the SBA Constitution. *Please Note:- Friday, 2 X 20 Minute Halves / 3 Minutes Half Time* *Grand Finals have a Stopped Clock for the last 3 Minutes Only* If you have a Referee in your team that would like to do a game before or after his/her game paid of course, please contact the Referee Instructor/Co-ordinator. 16 SBA Rulings: Any player found playing under the influence of alcohol will not be permitted to play and will be removed from the basketball stadium and the Warwick Leisure Centre. The game in which they were playing will not restart until the ejected player has left the Centre. A reported player must present him/herself to the tribunal the following FRIDAY at 7.00pm at Warwick Leisure Centre, Warwick or they may be advised on another date by the SSDBC Committee. Junior and Senior Player names will be entered on the score sheet before play. The player must be present and a player s token placed in the plastic bag provided before the game commences. The games controller will count the player s tokens before, or at half time. A late player can be added to the score sheet at any time in the first half of the game. If second half has commence no late player can play in that current game. If a team does not have 5 players ready to start, 4 players will be able to start as long as 5 player s tokens are in the plastic bag provided. Zone defense is permitted Stirling Senators Domestic Basketball Competition - Subcommittee The Stirling Senators Domestic Basketball Competition subcommittee is the governing body. All complaints or problems with the competition are to be forwarded to the SSDBC subcommittee in writing. The SSDBC subcommittee meets on the first Wednesday of each month at 6:30pm unless otherwise advised and a representative from each club may attend. Referees The Basketball Referees are trained by our Referee s Instructor/Co-ordinator. Two referees are rostered onto every game. A Referees Coordinator is present at all times and is available to coaches or parents on request. The Referees Coordinator has the final decision on game day as to any decisions that need to be made regards the rules. Games Controller Any decision regards the efficient running of the competition, behaviour issues, and a team s eligibility to play, forfeits etc will be made via the games controller. The games controller is in attendance every Friday night. Ladder Placing on the premiership ladder will be decided by Premiership Points first and then on Percentage if the points are equal. The percentage is calculated using the following formula: Teams Percentage = Points for Points Against. Scoring Each team must supply a competent scorer to act as either score person or timekeeper for each match. Five minutes before the commencement of each game the score sheet needs to be filled in. This includes players and coaches full name and singlet numbers. At half time any players not presently playing in first half must be ruled out on the score sheet.
18 Mouthguard Policy Although not required under the Domestic rules it is highly recommended that players wear a suitable fitting mouthguard. Protests/Reporting Offences 1) All protests regarding the outcome of a match should be lodged with the games controller or the referee co-ordinator within 48 hours of the alleged incident. Injuries If a player is injured during the course of the game the following procedures should be followed: 1) On the reverse side of the score sheet write the injured player's name, number and contact phone number, and provide a brief description of the injury, the approximate time the injury was sustained and any other player involved. 2) Report the injury to Games Controller for inclusion on the Injury Register. 3) Immediately following being injured consults your Local Doctor. 4) It is your responsibility to claim any injury expenses. 19 Mini Basketball Mini ball shall consist of a weekly training session for children aged 5 9. The emphasis of this session shall be to foster a love of basketball in these kids while playing in a fun failure free environment. Sessions will be developed around the basis of giving kids practice working on different basketball skills whilst having fun in a healthy environment with their friends. Any games played will focus only on the most simple of basketball rules. This is to encourage as much free play, and development as possible. The program will be ran and developed by Ryan Govan. Assisted by several, Stirling Senators WABL players. All parents are welcome to spectate for the entirety of the session. Other Significant Items 1. The SSDBC subcommittee reserves the right to adjudicate on any situation. 2. The has adopted a code of conduct as a guide for the behaviour of all players, parents, coaches, officials, spectators and administrators involved with and is listed on the Stirling Senators website. 3. Players, coaches, managers and spectators are to follow the directions of the referees, games controller, staff, Warwick Leisure Centre staff and committee members. 4. The Games Controller or any Committee Member in attendance can deny any person from participating in any event and may have them removed from the venue. The police may be called to remove offenders. 5. The match referee must check and sign the scoresheet to verify the result at the conclusion of the game. 6. New clubs will be accepted at the discretion of the SSDBC subcommittee. 7. Court Fees are payable for all games including Finals and Grand Finals. 8. SSDBC subcommittee has a prevailing policy of NO PAY, NO PLAY for all outstanding financial obligations. 9. SSDBC subcommittee reserves the right to photograph or video all games and training sessions for coaching, public relations and other Association purposes. You have the right to waiver your child from inclusion in these activities. Please notify in writing to the club if you wish your child excluded. 10. All persons responsible for any team in role of coach, manager, or official must comply with current Working with Children legislation.
20 Healthy Club Policy Who is affected by the Policy? This policy applies to all members, administrators, officials, coaches, players, visitors and volunteers of the Stirling Basketball Assoc. Timing This policy is effective from 1 st January Alcohol Stirling Basketball Association will promote the responsible adult use of alcohol by: Discouraging excessive or rapid consumption of alcohol e.g. happy hours, drinking competitions. Ensuring alcohol is not served to any person who is intoxicated or under the age of 18 years. Promoting lower pricing on low and non-alcoholic drinks and providing free bottled water. Provide responsible server training for paid staff and volunteers who serve alcoholic drinks in our bar. Water is freely available to all patrons. Ensure that drinking at junior training and games is not allowed. Other Drugs Stirling Basketball Association discourages the use of medications in respect of injury/recovery that would enable a participant to compete where they would not otherwise have been able. The use and administration of medications is monitored and controlled. We will adopt and be guided by the Sports Medicine Australia policy on the administration of medications by non-medical personnel. The use of illicit & performance-enhancing drugs is not condoned. In the event that club personnel have reason to believe a member may be using illicit drugs, we will contact a relevant agency for professional advice on how to manage the situation (i.e.- Alcohol & Drug Information Service). Smoking Stirling Basketball Association recognizes that smoking and passive smoking are hazardous to health. We will ensure a smoke-free environment by: Ensuring all areas of the club, including the change rooms, offices, the bar, and all club functions are smoke-free. Not selling tobacco products on the premises. Prominently displaying no-smoking signage. All functions held at the club are smoke free Any person, either employed by or representing the organization in any capacity will not smoke or be seen carrying tobacco products whilst acting in an official capacity
21 Sports Safety Stirling Basketball Association will encourage all members to adopt practices that seek to prevent injury by: Encouraging warm-up, stretching and cool-down as an important component of playing and training. Promoting the use of protective equipment including, mouth guards, suitable clothing and footwear. Providing safe playing surfaces and first aid equipment at all training sessions and competition matches. Ensuring adequate public liability and player insurance for all members. Encouraging all players with a prior or current injury to seek professional advice from a sports medicine professional and be fully rehabilitated before returning to play. Correct fluid replacement practices will be implemented at all training and competitions. Healthy Eating Stirling Basketball Association recognises the importance of good nutrition for sports performance by: Ensuring when food is provided, healthy alternatives in accordance with the Dietary Guidelines for Australian Adults are available. Promoting good nutrition and healthy eating messages. Non Compliance Strategy The following four step non-compliance strategy will be followed if anyone breaches the Stirling Basketball Association healthy club policy 1. Assume that the person is unaware of the policy 2. A staff member or club representative will approach the person breaching the policy and ask them to refrain from the behavior and remind them about the policy 3. If an offence continues (i.e. someone continues to smoke in a smoke free area or is intoxicated) the most senior staff member will verbally warn them again and hand over a formally written letter. The letter will outline the healthy club policy and state that if the persons continue the behavior they will be asked to leave. 4. If the offence does continue then the patron will be escorted out of the facility by staff and/or a senior club representative. Policy Review This policy will be reviewed on annual basis. This will ensure that the policy remains current and practical. Adult players, coaches and club members are expected to set appropriate examples and act as role models for junior club members. The club will make information available to club members and families to promote healthy lifestyles. Anyone wishing to discuss any aspect of this policy is invited to contact any members of the Management committee.
