2 New stadium Commencing in December 2009 at the Perry Lakes Stadium, the Summer League basketball competition will then continue in the new Western Australian Basketball Centre (WABC) in approximately early February Basketball activities at the WABC will be managed by Basketball WA whilst the stadium managers, Venues West, will be responsible for the overall running of the WABC and organising other nonbasketball stadium activities. Perry Lakes Hawks will continue to be the home club at the WABC and will continue to play in the SBL and WABL competitions. New competition and procedures The summer league commences on Monday 30 November 2009 and concludes on Wednesday 7 April Team nominations close on Friday 20 November. (The winter league will commence on Monday 12 April 2010). Competition Administration Basketball WA has overall responsibility for this Competition. The Competition Administrator for the 2009/2010 Summer League will be the Perry Lakes Hawks Basketball Association (PLHBA). The Competition Administrator will undertake all clerical work such as team nomination, player registration, competition information, fixtures and result tables. Enquiries on these matters should be directed to the PLHBA office on Advance notice of forfeits must be notified to the PLHBA also. Team Nomination and Fees All fees are GST inclusive. Team nomination fee for the season: $50 Weekly game fee: $50 per team Bond* (3 weeks of game fees): $150 *The bond must be replenished if used but is refundable or transferable to the next season. The nomination form must be completed and lodged with Competition Administrator on or before 20 November The team nomination fee and bond must be lodged with the nomination form. 3 Nomination forms should be completed early to avoid missing out. The last teams to provide their nomination forms (and payment) will be the first to miss out if the competition is oversubscribed. The Competition Administrator reserves the right to accept or reject any nomination and to delete any team from the competition with reasonable cause. The Nomination forms will be available from the Basketball WA website as well as the Perry Lakes Hawks website In addition, forms can be collected in person from Hawks Administration at the stadium. Basketball WA Player registration and insurance Players must be registered in order to be covered by Basketball WA s insurance scheme, which is underwritten by OAMPS All players must be registered by submitting a fully completed player registration form to the Competition Administrator before playing their first game. The registration form is available from the Competition Administrator (contact details above) or at the front entrance ticket office. Players must have turned 16 years of age to play in the 2009/2010 Summer League. All fill-in players participating on an ad hoc basis must be registered. Fill-in players who are not registered with a Basketball WA Social team must complete a registration form before they play. Fill-in players who are currently registered with a Basketball WA Social League team should also record the name and grade of the team they usually play for. 4 Door charges Team captains will be required to pay the door person a lump sum of $50. This must be paid prior to the commencement of the game. No teams will be permitted to play until this amount has been paid. Monday, Tuesday and Wednesday - $50 door charge per team (spectators are free). Game timings Games will consist of 25 minutes halves with three (3) minutes for half times. Starting times will be 6.30pm, 7.30pm, 8.30pm and 9.30pm. Prizes Prizes will be presented to premiership teams within open divisions following the grand finals. Most Valuable Player trophies, voted by the referees during the season, will also be awarded. Bar The Perry Lakes Bar will be open on Wednesday nights until the move to the new stadium. Venues West will operate the bar at the WABC and operating hours of the new bar are at this stage unknown. New Rules New rules are to be implemented to improve the standard of behaviour, uniform presentation, administration and the number and quality of referees. The revised competition rules will be circulated to all teams with the fixtures. A copy of the rules is also available online at or Uniforms Standards will be applied to uniforms in order to promote a good competition and to ensure a high standard at all times. For detailed information, see section 18 of the rules. All teams are to ensure that their uniforms (playing tops and shorts, including trim) are of the same design and colour for all members of the team. 5 score for each player out of uniform will apply. This penalty will be noted on the scoresheet by the Games Controller at half time and the scoreboard adjusted accordingly. The Referee will take this into account when deciding the winner of the game. Shorts must be free of zips, buttons, buckles, pockets, belts, loops, cords, etc. Tracksuit pants, skirts, bicycle pants, board shorts, bathers, leotards and visible compression wear (eg Skins) are prohibited. Permitted numbers are 4-15, 20-25, 30-35, and 50-55, whilst 00 is not acceptable. Numbers must be on the back of the playing singlet and no less than 20cm tall, and on the front of the singlet no less than 10cm tall. Sponsorships logos are not to infringe on the playing number. In the event of clashes of singlet colour, alternate singlets are available. A $20 deposit is required on loan singlets. The deposit is refunded upon return of all singlets. In the event of a uniform colour clash, the second named team on the scoresheet is to use the stadium singlets available from the Games Controller. Referees The Perry Lakes Basketball Referees Group is endeavouring to supply referees for all games, and on some occasions this is proving difficult. More referees are needed. If you know of anyone who is interested in refereeing please ask them to see a referee supervisor or contact PLHBA on Your respect toward referees is expected and appreciated. If you have concerns related to the refereeing of your game please contact the Referee Supervisor or Games Controller. Referees Duty Team Each night, one team will be nominated as a Duty Team for each time slot. Four players from that team are to report to the referee s room and be available to referee should they be needed. A team s duty would be either the game before or the game after their game. For example, a team playing at 7.30pm could be the duty team for 6.30pm or 8.30pm. The commitment will be minimal; 2 or 3 times per season. The Duty Officials will only need to referee if there are insufficient referees to provide two per court. Duty Officials will be paid $15 per game that they referee. A penalty of one door fee will be deducted from the Team Bond for failing to perform this duty by not presenting to the Referee Supervisor as requested or failing to referee the required games. 6 Forfeits Penalties will apply in the case of a forfeit. Five days notice no penalty Before 12 noon on the day of the game one door entry fee from the team s bond (ie: $50). After 12 noon on the day of the game two door entry fees from the team s bond (ie: $100) Scoresheets Each player s last name, initial and number must be entered on the score sheet. The Team Captain must have C marked against his/her name. The name of any player not present is to be crossed out at half time. Players names may not be added to the score sheet after the referee has ruled off the score sheet at half time. A player who has participated in the first half of the game and whose name and number have accidentally been omitted may be added to the score sheet at the Referee s discretion. All teams will be required to supply a scorer for all of their games. Players may choose to score if no non-playing scorer is available and subs may be made from the score bench during the game. If a team has five players and no scorer, then a player from that team must be a scorer at all times throughout the game. Score sheets should be legible. One premiership point will be deducted from a team where their score sheet is illegible (eg unable to read the names). Tribunal The Basketball WA tribunal system will operate as necessary; normally Monday, Tuesday or Wednesday at 6.00pm. H:New Stadium/Operations Manual/ Summer League Information 6
