OBJECTIVES The objective of Perth Netball Association (Inc) (PNA) i to provide competitions for members of affiliated Clubs, to enable who have reached the standard of the various divisions an equal opportunity to play against other of similar ability, over a given period of time. PNA aims to enhance netball and foster friendly rivalry, as a means of promoting netball participation and improving netball standards across the competition Definitions and Interpretations Affiliated Club and Club means a lub or association affiliated with the Association. Association means Perth Netball Association (Inc). Clearance means clearing of a member from one lub to another after registration has occurred. Club means any group of or any singular Competition means any Perth Netball Association run competition. Delisting means removing a player from a am listing. Deregister/withdrawal means removing a member from the affiliation listing of a. Division means a graded zoned section within a competition comprising of similar standard and ability. Fixtures are the list of scheduled matches between for a division of a competition. Grading means the process used by the competition committee to allocate into divisions. Junior means any player under the age of 18 at the 31 st of December of the current year. Match is the game played between two on a scheduled fixture date of the competition. MyNetball is the national data base package used for recording and facilitating all competition information. Open means any player above school age but a minimum age of 15 at the 31 st of December of the current year except where otherwise specified. Player means a person who is a financial member and who qualifies to play in a PNA competition. Points means a scoring system applied for winning or drawing matches. The total points Round means all the matches played on a particular day. Transfer means m one lub to another within the MyNetball database system.

5 Reference Number I2.1 Affiliations Clubs and Individuals To provide guidance on how Clubs and Individuals affiliate. All Clubs and Players who participate in the PNA Competition. Affiliation Registration Form Annually Clubs/Schools/: herein referred to as Clubs. Each affiliating with the Association shall be required to: Complete the approved affiliation registration and other forms as requested and return them to the PNA administration Office by the date stipulated. Pay the Affiliation Fee and annual subscription determined by the Executive. Agree to abide by the Constitution, By-laws and Competition Handbook of the Association and to ensure that their members do the same. Provide a photographic copy of the uniform both front and back. Nominate up to two contacts for correspondence and notifications. The first named Clubs must also nominate a MyNetball User. This may be in addition to the two named contacts. Individuals: All individuals must be affiliated via a or PNA. The affiliation fee consists of Netball WA and Perth Lions Netball Region. Outstanding monies: Affiliation will not be accepted from Clubs/Players/Individuals who have outstanding monies to Clubs, PNA, Perth Lions Netball Region, Netball WA.

6 Reference Number Links to I2.2.1 Competition Registering a New Player after Player Nomination Day To provide information on the process of registering a player after player nomination closes and prior to the first round of matches All Teams at PNA Match Day New Player Registration Form Match Day Registration Form Annually Registering a New Player after Player Nomination Day prior to Match Day Registrations of new players should be via Online MyNetball Registration. Co-ordinators should notify the PNA Office of the Registration via mynetballadmin@perthnetball.com.au, the Players Name, Date of Birth, MyNetball ID Number and the Team the player will be registered in. Registering a New Player on Match Day: Registrations of New Players should be via the Match Day - New Player Registration Form submitted to the Match Day Office. These forms will need to be signed by a official. The forms are available online and at the Match Day Office. Once submitted PNA will organise for the registration of the player via MyNetball and will add the player to the list and scorecard as outlined on the Match Day New Player Registration Form. Penalty: Number Infringement Fine Penalty 2.1 Playing an ineligible player $50.00 Loss of goals scored for the offending.

7 Reference Number Links to I2.2.2 Competition Match Day Officials To provide information to all participants of the officials available on Match Day All participants and visitors on Match Day Bylaws NA Annually To ensure a smooth running competition, PNA has officials on hand from 7.30am until 6.00pm to resolve any issues that may arise throughout the day. Officials can be contacted via the Match Day office. 8 Reference Number I2..3 Competition Winter Competition Structure To have a consistent workable structure to the Winter Competition Winter Season Links to Eligible Players, Grading, Bylaws Does not include NSG refer to Annually as per PNA Bylaws PNA will conduct a Winter Competition to be run from May to September with dates approved by the Executive at the end of the preceding year to be announced at the AGM and published in the PNA calendar. Competitions will be; Open: The Open Competition is intended for players above school age and must be a minimum of fifteen years of age as at 31 st December of that playing year. Grading is carried out according to ability/performance; Regrading occurs after Round 3 of the competition; Grading in all circumstances is at the discretion of the. Junior Years 9-12 This competition is designed for players in school years Grading of the competition is primarily based on the strength of the individual ; Grading in all circumstances is at the discretion of the ; Regrading occurs after Round 3 of the competition. Junior Year This competition is designed for players in school years equivalent to 7 and 8 with some exceptions (see Qualification for Players 4.1.3). The year 7 and 8 divisions are combined and are graded on ability; Grading in all circumstances is at the discretion of the ; Regrading occurs after Round 3 of the competition. Junior Year 3-6 This competition is designed for players in school years 3 6 with some exceptions (see Qualification for Players 4.1.4). Years 3 6 competition grading of this competition is primarily based on school years and then by ability. Grading in all circumstances is at the discretion of the ; Regrading occurs after Round 5 of the season where necessary. Open can nominate up to 12 players. All in Junior divisions can nominate up to 10 players. There will be a common bye round over the June long weekend for the Member Association Championships. There will be common bye rounds during 2 weeks (open competition) and 3 weeks (all other competitions) of the July school holidays. Please refer to the PNA calendar for exact dates. There will be 8 per division where practical in the Open competition but not less than 6.

9 There will be 6 per division where practical in all Junior competitions but not less than 5. The first mentioned will be deemed the Home and the second mentioned the Away. Points will be allocated for all home and away games as follows: 2 points for a win; 1 point for a draw; 0 points for a loss; Goals for and against will be recorded. with a bye game (no game) in their division shall be awarded 0 points for this game. Should a be disadvantaged by an inequitable number of byes within their division the Competition Coordinator may adjust the points. A ladder will be developed based on weekly results and updated on the PNA Website and MyNetball portal. will be ranked based on: Points gained; Percentage achieved (total goals scored divided by total goals scored against); Percentage will be calculated to the 4 th decimal place to determine ranking. Finals games shall be played as follows Week 1 Semi Finals - Semi Final 1 1 v 2 Semi Final 2 3 v 4; Week 2 Preliminary Final - Loser of Semi Final 1 v Winner of Semi Final 2; Week 3 Grand Final - Winner of Semi Final 1 v Winner of Preliminary Final.

10 Reference Number I2.2.4 Competition Grading To provide information and guidance to Clubs on the expectations and processes of PNA grading and e-grading. All Clubs registered at PNA. Links to Re-grade Request Form As per By-law 2 MyNetball Nomination form, Re-grade Request Form Annually Grading (including re-grading) is carried out by separate committees for each competition voted in each year at the Annual General Meeting as per the By-laws. Rules: 1. All Clubs are to grade their according to strength and should be numbered as such. For example: Highest should be graded 1, second highest graded 2 etc. Fever 1, Fever 2 etc. are permitted to have names however must include the number for example: Fever 1 Yellow, Fever 2 Blue. 2. All information required in the nomination process must be completed to enable adequate grading. 3. Grading recommendations made by the Competition Committee are subject to ratification by the Executive. The executive reserves the right to make any necessary adjustments to grading to ensure the evenness of the competition. Penalty: Incorrectly named, or that are lacking information may at the discretion of the Competition Committee have their nomination rejected. Procedures: 1. are graded purely on their potential playing ability. New can be invited for a grading 2. Open Grading: Where possible there will be 8 per division. It is hoped there will be no regrading in the Open Division. However where a major discrepancy occurs, grading changes may be made by the Open Competition Committee after the third round of matches. If regrading occurs clubs will be notified of the changes. 3. PNA Executive reserves the right to make decisions relating to Open 1, as our premier division, using other criteria as deemed necessary at the time 4. Junior Years 9-12 and 7-8 Grading: Where possible there will be 6 per grade. Grading changes may be made by the respective Competition matches. During those weeks, personnel will be available to check on games that may be unbalanced. 5. Open, Junior 9-12 and Junior 7-8 will move with 3 points (a win = 2 points, a loss 0 = point and a draw = 1 point) Goals scored (percentage) will only be adjusted if a gains unfair advantage or disadvantage from the re-grading. All other will retain points scored. 6. Junior Year 5 and 6 will be re-graded after Round 5 all points and percentages will revert to zero after regrading. 7. NetSetGo will be initially paper graded. After Round 5 the NetSetGo will be reviewedand some changes may be made.

12 Reference Number I2.2.5 Competitions Withdrawal of a Team after Team Nomination Day To advise Clubs of the process to withdraw a after nominations close. All who nominate to the PNA Competition Links to Withdrawing of a player NA Nil but request but be in writing Annually Policy: Should any withdraw after Team Nomination Day but prior to Player Nomination Day a $100 withdrawal fee will be charged with the balance refunded to the. Should a withdraw after Player Nomination Day and prior to the season, the deposit paid to PNA for that is not refunded. Should a withdraw following Grading all monies paid to PNA for that is not refundable.

13 Reference Number I Competition Withdrawing a Player/Delisting a Player To ensure a consistent and fair process is available for Clubs to be able to withdraw players from PNA Competitions. All Clubs and players registered at PNA. Links to By-law 9.1, see also Clearances This only applies to players who have not taken the court during the current season. No official form however request must be in writing Annually Definition The withdrawing of Player(s) from Clubs applies when a seeks to remove a Player(s) from their listing of player registrations used to calculate affiliation fees. A Player can withdraw from a /Team at any time and be delisted from the Clubs Team (playing) list after Round 3, refunds are not considered in these cases regardless of whether they have taken the court or not. Should the withdrawal of a Player(s) in the first 3 Rounds impact on the grading carried out on that Team, the reserves the right to reassess the Team. If approved and fees have been paid, the fees may be refunded and the player delisted from the Clubs Team playing list, if the fees are not paid, then the Player will not be charged for. Rules: 1. A Player may be withdrawn from a with a full refund of fees prior to the first playing date.this player will automatically be delisted from the Clubs Team List 2. A Player may be withdrawn from a and delisted/removed from a Clubs playing list up until and including the third playing date of the season subject to them having NOT taken the court. No withdrawals will be granted for any Player who has taken the court during the current Season. 3. A player may be withdrawn from a /Team at any time after Round 3 and be delisted and removed from the Clubs Team playing list, refunds are not considered in these cases regardless of whether they have taken the court or not. 4. There can be no transferring of a PPlayer to a new Player once the first playing date of that competition has passed. Prior to this date the transferring of a Players fees are at the discretion of the PNA Office. 5. Players can request a clearance from one to another prior to the Round 3 refer Clearance Policy Procedure: 1. Any application from a to withdraw a Player must be received by the PNA office in writing prior to the third playing date. 2. The request must include the Players name, MyNetball registration number, the Player is allocated to, the name of the requesting the withdrawal, and the reason for the withdrawal request. 3. PNA will process the request and advise the contact of the outcome.

WA%20Sports%20Injury%20Claim%20Form%202015_2016.pdf Annually All Netball WA fees are inclusive of the insurance premium, which covers members from 4.00pm 31st December 2014 to 4.00pm 31st December Fees paid to Netball WA include insurance cover for players, coaches, umpires, officials, committee personnel and all volunteers. The cover applies to members who are involved in Netball WA sanctioned competitions and activities only. The National Risk Protection Program includes the following insurance options to all registered members of the Association: Personal Accident Public Liability Professional Indemnity (does not apply to volunteers) For further information on insurance please contact Willis Australia Certificate of Currency is available to download from - Download Certificate of Currency. If an injury or accident occurs for a SGV player the first aid room and match day office must be informed on the day of the injury.

16 Reference Number Links to I2.2.9 Competition Cancellation of matches extreme weather To ensure a consistent process is followed should matches need to be cancelled All games held by PNA Emergency Management Plan N/A N/A Annually Policy: In the event of extreme weather - Cancelled Games: - Games will only be cancelled where there is deemed to be a risk as per the Emergency Management Plan. - PNA can cancel or delay matches on a court by court or timeslot basis. - In the case of the games being cancelled prior to commencement of the game, the result will be considered abandoned where both receive (0) points and (0) goals each. - Scorecards should still be submitted to the match office and all players listed will be considered to have played a game. In the event of extreme weather - Games already commenced: Games will only be cancelled where there is deemed to be a risk as per the Emergency Management Plan. PNA can cancel or delay matches on a court by court or timeslot basis. If the games are cancelled prior to half time the result will be declared a draw with 15 goals and 1 point awarded to each. Score cards should still be submitted to the match office and all players listed will be considered to have played a game. Should a game be cancelled after half time, the match will constitute a game and the scorecard will stand. Scorecards should still be submitted to the match office and all players listed will be considered to have played a game.

17 Reference Number Links to I Competition First-Aid To provide appropriate and adequate first aid services during all competitions All competitions Concussion policy Full first aid services are not available at training sessions. First aid services are not provided for private bookings of the venue Injury Report form As required First Aid services are available each Match Day at the First Aid Room from 7.30am until 5.45pm. Physiotherapy services are available on Match Day. Please note - there may be a charge levied by the Physiotherapist for any consumables. Ice, wheel chairs, nail clippers and personal hygiene products will be available from the First Aid rooms. Strapping services are available for a fee from the First Aid room. An injury report form will be completed for all injuries for insurance purposes. Staff working in the First Aid room will have qualifications commensurate to the work they are undertaking and will provide evidence of this upon commencement of employment.

Rules: 1. The umpires must strictly adhere to the rules set down by Netball Australia and PNA. i. The umpires have control of the game, and their decision is final. ii. iii. Umpires are to direct the scorer and timer. The captain of either is the only one who has the right to bring points of umpiring before the and this may only be done during the intervals and after the match finishes. The exception to this rule is the Year 5-6 Competition where the Coach may assist the Captain. 2. It is the responsibility of the umpires to ensure that nails are cut short, and that no jewellery, sharp adornments/hair beads are worn PRIOR to the commencement of the game. A player needing to cut nails or remove jewellery must do so and report back to the before being allowed to take the court. i. Should a player be found to be wearing prohibited jewellery after the commencement of the game, they shall be sent off the court and the jewellery removed. Play is to continue without that player. The position left vacant during the time the player is off the court must not be filled unless that position is Centre, in which case the may move one player to fill that position. The player may retake the court at the next centre pass once their jewellery/sharp adornments/head beads are removed. As per official rules the only exception to this rule is the wearing of a wedding ring. 3. An may order a player to leave the court, but only in extreme circumstances when the ordinary penalty is insufficient. No positions may be changed by either, unless the player concerned is the Centre player. 4. An may stand a player off the court for a specified time i.e. until the next goal is scored, the end of the quarter, or the end of the game. A player sent from the court must stand beside the scorer and timer. No positions may be changed by the, unless the penalised player is the Centre player. The player may not make any comment, cheer whilst standing off court. 5. Interference or abuse of Umpires or Players by Spectators or Officials will not be tolerated. The has the right to penalise the the Spectators or Officials are associated with. 6. If an Umpire observes that a player is bleeding, there is blood on the ball, court or any other player, the Umpire is required to call time. Play may be stopped for up to two (2) minutes, and the rules regarding stoppages (rule 7.2 Umpires Official Rule Book) apply. An umpire may hold time for an player is injured or ill. They may also call time if they are injured.

21 Reference Number Selection and Fee Structure for Squad Umpires To provide guidance and consistency in the selection and payment of squad umpires All umpires available for selection onto the PNA squad Links to Fee Structure for Non-squad Umpires Nil N/A Annually or as required PNA is committed to providing highly qualified umpires for Open Division 1, where possible Junior Division 1, Years 7 8 Division 1 and successive Divisions underneath these two (subject to availability). in Open 1 contribute to payments as part of their nominations, umpires are paid centrally via the office. Other are responsible for payment directly to the umpires on the day. All umpires participating in a PNA Squad and/or Development Program MUST be fully affiliated with PNA, PLNR and Netball WA. Netball WA affiliation fees are only required to be paid once and carry across organisations. Region Fees are only payable at the Region being participated in and may need to be paid again (note affiliation as a player is the same affiliation as an ). Affiliation fees are in addition to any Development Program fees that are applicable. Priority of coaching/screening of umpires shall always be given to PNA squad/ umpires over any other. Selections for all development programs shall be in accordance with the policy as determined by the AUDO with the approval of the Executive. The payment rates for squad umpires at PNA are: OPEN Division 1 - $35.00 per match Squad provided to Open 1 division 1 only and paid via PNA administration. Selection onto the squad is based on qualification and performance and is determined by the Open Development Coordinator and the coaching committee. As part of the up skilling program for umpires the umpiring committee identifies umpires for placement on matches in higher divisions and may provide additional coaching to the umpires during the matches. Payment to the umpires is to be from the participating prior to match start. The amount should be in line with the recommended rates in - Open 2 $30, Junior 1 $25 and Junior 7/8 Division 1 $20.

22 Reference Number Links to I2.3.1 Grounds & Facilities General Admission To provide information to visitors to Netball Centre on allowable activities within the grounds and facilities available All visitors to the Centre Does not apply to the car park area or NWA grounds NA Annually The following information relates to activities within the grounds of Netball Centre. They do not apply to the car park area which is under the control of the Town of Cambridge or lands and facilities under the control of Netball WA; Fund Raising: PNA believes that it is important that when visiting the grounds patrons are not unduly approached to participate in fundraising activities i.e. purchasing chocolates or raffle tickets. As such there is a general policy of no fundraising within the grounds. Exception to this policy is at the discretion of the Executive after receiving a written request. Animals: For the safety of all patrons, no pets are allowed within the grounds. The exception to this is for Assistance Animals. Bikes/Scooters/Skateboards etc.: PNA encourages the use of bicycles etc. as a method of transport to games and highlights the bike racks provided outside the venue. To ensure safety of all within the grounds and to reduce the likelihood of damage to grounds and infrastructure, skateboards, scooters, rollerblades etc. are not permitted to be used anywhere within the grounds at any time. Chairs: To ensure the safety of all players and officials on the courts, where no suitable space is available in-between courts, PNA requires chairs to be located a safe distance from the courts. If an or Match Day Official considers a chair is not within a safe distance of the match play area, they may request the chair be relocated to a safer location. Litter: PNA provides numerous bins around the grounds. Please ensure that when you leave an area you dispose of all your rubbish appropriately. Entry Fee Donation: PNA endeavours to have the grounds and facilities maintained to the highest standards whilst keeping fees to a minimum. On entry to the grounds there are donation tins where we would greatly appreciate a gold coin. - Lockers: Lockers are available for hire in the ladies toilets. A small fee applies with a refundable deposit. Please see the Match Day Office. - Sunscreen is available from the area outside of the main hall. Ball Pump: An electric ball pump is available for use in the area outside of the main hall. It is not recommended for use for anyone under the age of 14.

Years 3 and 4 play with a size 4 netball, all other play with a size 5. Court surface and surrounds should there be any concern over the surface of your court, please advise the office immediately. Brooms are available around the main building area for sweeping water or debris from the playing area. Goal ring (net) if the net is damaged and a problem for your match, please notify the office immediately. Goal Post Padding for the safety of all participants, goal post padding is required on courts during matches. Padding is located in the storage area at the western end of the building. At the end of the day the last on courts should return the padding to the storage area.

Show respect and courtesy to all involved with the sport. Respect the rights and worth of every individual. Respect the decisions of officials, coaches and administrators. Display appropriate and responsible behaviour in all interactions. Act with integrity and objectivity, and accept responsibility for your decisions and actions. Ensure your decisions and actions contribute to a safe environment. Do not tolerate abusive, bullying or threatening behaviour. Respect the rights, dignity and worth of all participants regardless of their gender, ability, cultural background or religion. Players Give your best at all times. Participate for your own enjoyment and benefit. Play by the rules and show respect for other players, coaches and officials. Respect the members of your and ensure you contribute in a positive and productive manner. Coaches Place the safety and welfare of the players above all else. Help each person (player, official, etc.) to reach their potential. Respect the talent, developmental stage and goals of each person and encourage them with positive and constructive feedback. Obtain appropriate qualifications and keep up-to-date with the latest coaching practices and the principles of growth and development of young players. Ensure that any physical contact with another person is appropriate to the situation and necessary for the person's skill development.

25 Officials Place the safety and welfare of the players above all else. Be consistent, impartial and objective when making decisions. Address unsporting behaviour and promote respect for other players and officials. Administrators Support coaches and officials to improve their skills and competencies. Act honestly, in good faith and in the best interests of the sport as a whole. Ensure that any information acquired or advantage gained from the position is not used improperly. Conduct responsibilities with due care, competence and diligence. Parents Encourage your child to participate, do their best and have fun. Focus on your child's effort and performance, rather than winning or losing. Never ridicule or yell at a child for making a mistake or losing a game. Help out the coach or officials at training and games, where possible. Model appropriate behaviour, including respect for other players and officials. Spectators Respect the effort and performances of players and officials. Reject the use of harassment, bullying or violence in any form, whether by other spectators, coaches, officials or players.

26 Reference Number Links to By-law 7.3 Code of Behaviour Official Rules of Netball P3.1.2 Competition Complaint Management - Overarching Principles To ensure the smooth fair and harmonious running of the competition at PNA where the rights of all are respected and upheld. To provide the structure for every person associated with netball at PNA to have any grievance considered in a fair and equitable manner Anyone that feels aggrieved in any way and wishes to have an incident considered under a more formal structure. This does not apply to PNA members where the incident does not occur in a PNA sanctioned competition. Incident/complaint form Annually General information PNA will provide a complaints procedure that has integrity and is transparent. The general principle is to resolve situations quickly and amicably rather than impose punitive measures. General expectation will be that Clubs are responsible for the behaviour of their players, coaches and spectators. All people shall be accorded the rights of natural justice. Permit and committee may investigate any complaints or incidents that have not been lodged formally when this is considered in the best interests of Netball. All complaints shall be taken seriously. Any matter that appears to breach any law will be passed directly to the relevant authorities. Vexatious or Improper Complaints & Victimisation PNA will take all necessary steps to ensure that anyone involved in a complaint is not victimised by anyone for coming forward with a complaint or for helping to resolve the complaint. If at any point in the complaint process the Permit and Complaints Committee members considers that a complainant has knowingly made a complaint that is vexatious or malicious to the respondent, the matter may be dismissed. Anyone found to have instigated or participated in a vexatious complaint, or the victimisation of a complainant shall have an incident report raised against them for review and appropriate action which may include disciplinary action against the complainant. Permit and Complaints Committee (the Committee) The Permit and Complaints Committee shall consist of 3 members drawn from the PNA Executive. The relevant Competition Co-ordinator (CC) will act as convenor. Should they have a conflict of interest, the other CC will substitute. Membership may vary between incidents but must be nominated on the incident form within 24 hrs of receiving the complaint. Membership should be consistent with the type of complaint received. No member shall be associated with a that has an active role in the complaint.

27 Mediation Should mediation be necessary then the following procedure will be implemented. PNA will arrange a suitable date and time and venue within 14 days of the incident. PNA will arrange a suitable mediator that may or may not come from the netball community. Both parties shall have 1 support person (parent or guardian if under 18) who may not participate. No party shall be acting as a Barrister or solicitor. With mediation there shall be no defined penalties. A PNA Representative shall keep a record of the proceedings and present this to the next Executive meeting for information. Tribunal If the matter is to be dealt with by a tribunal the following procedure will be implemented: The Executive shall approve all tribunal hearings PNA will arrange a suitable date and time and venue within 14 days of the incident PNA will arrange a suitable tribunal chairperson who will act for the Committee. This person should possess suitable skills to conduct a tribunal and may or may not come from the netball community. No party shall be acting as a Barrister or Solicitor PNA will arrange and confirm all relevant parties to attend. This will include but is not limited to 1. The person alleging the offence 2. The person charged with the alleged offence 3. The umpires involved if applicable 4. Any other parties if applicable Hearing Procedure The chairperson can call witnesses in the order and as they deem necessary. At the hearing, all players shall be accompanied by an (one) official of their and players under the age of 18 may also be accompanied by a parent or guardian. If any charged person (or representative of a charged or ) fails to attend a hearing as requested without reasonable cause, the defendant shall not be permitted to enter the grounds of PNA until the matter is resolved. The hearing may proceed and a determination made by the Tribunal chairperson in the absence of the charged person, or, provided that they are satisfied that all notification procedures have been carried out. The purpose of the hearing shall be to determine whether the alleged offence has been established on the balance of probabilities (i.e. more probable than not). If the Committee is of the view that the offence has been proven a penalty may be imposed otherwise the offence shall be dismissed. If the Committee considers that a charge has been established, the Committee may impose any one or more of the following penalties: a) Impose a monetary fine; b) Impose a warning; c) Suspend, disqualify, reprimand, ban or otherwise deal with the person; d) Any other such penalty as the Complaints Committee considers appropriate. Suspension may include being barred from coaching or playing for any within the defendants. Suspension may also include being barred from entering the Netball Centre. If the Committee is not satisfied that the particular charge has been proved, but is satisfied that a lesser charge has been established, then the Committee may find such lesser charge established and shall apply the penalty applicable to the lesser charge.

28 Where it appears to the Committee that the reporting Official has made an error in laying the wrong charge or omitted charges that should have been laid, the Committee may amend the charges and proceed to make a finding. Further, the Committee have the right to direct that a person other than the charged person be charged with an offence on the basis of evidence presented before it during the course of conducting a hearing Where charges arising from one particular incident are heard together and the Committee finds the person or guilty of more than one offence, it may impose a single penalty, being not more than the maximum penalty for the most serious of the offences, or it may impose individual penalties for each offence. Where the Committee imposes more than one period of suspension, it may impose them to be served concurrently or cumulatively or partly concurrently and partly cumulatively. Penalties: If the defendant is found to have breached the Constitution, By-Laws and/or Policy and Procedure of the Association then the Chairperson will state the penalty that is to be imposed. Monetary penalties must be paid prior to the next playing date. The Committee is not obliged to provide any oral or written reasons for any decision made by it. A summary of the hearing shall be kept on file in the Association records. Notification of Outcome: The PNA Office shall notify the complainant and defendant/s /s in writing of the outcome of the hearing and any penalties applied within 48 hours of the hearing. The PNA Office shall list the outcome report in the Executive Correspondence. Appeals (Committee to be set by the Executive): An appeal may be granted (at the discretion of the Executive) against a decision made by the Committee if it can be proven that an error has been made in the handling of the Complaints process. Any applications for an appeal shall be made in writing to the Executive within 7 days of the original decision and if granted shall be heard by the Appeals Committee within 14 days from receipt of the appeal. There shall be no further appeal granted.

It should be read in conjunction with the Complaint Management Overarching Principles. All incidents are recorded in the Match Day book. Incidents can be categorised into the following levels of concern and subsequent action required. Very Minor Incident Generalised poor behaviour which may cause a lack of enjoyment of the experience at PNA Verbal clarification/instruction provided at the time Minor Incident Behaviour that causes discomfort in an emotional of physical sense Official/Executive member may be required to attend situation Major Incident Behaviour that causes major harm in an emotional or physical sense. Official report required for submission to relevant Competition Coordinator Note - Any behaviour that is of an illegal nature will be reported directly to the police. Procedure: 1. When an incident is reported to the Match Day Office the Match Day Officer (or other appropriate person) will - Listen actively to the concern; - Ascertain what action the complainant would like to take; - Determine if the issue should be dealt with in a formal (submission of an Information / Incident Form) or informal (verbal information) manner; - Record the report into the Match Office Day book along with any actions taken. 2. If informal, organise an appropriate person to attend the game in progress - Enter the incident in the Match Office Day book with a response from the attending official. 3. If - Inform the relevant Competition Coordinator that the complaint has been received; - Ensure that the notifying is aware of the complaint; - Inform the that the complaint has been made against; - Pass the necessary documentation on to all members of the 4. The Permit and Complaints Committee will determine the level of further investigation the complaint is to receive.

This does not apply to Net Set Go coaches.

32 Reference Number Links to P3.1.5 Competition Uniforms Requirements To advise Clubs the rules for Uniforms. All Clubs who affiliate with PNA. NetSetGo Permit to play out of uniform Annually Rules: 1. All players from the one must play in the registered uniform. 2. Bibs must be worn. 3. Sports shoes only shall be worn. 4. No additional long sleeved shirts or leggings are permitted to be worn under the Clubs uniform unless there is a valid medical or cultural reason for this. Uniform Exception required. 5. The PNA reserves the right to request a or player to alter any part of their uniform ifdeemed inappropriate by a Match Day Official. 6. No two Clubs shall have the same uniform, the only exception being school based Clubs as they are permitted to wear their school uniform/school sports uniform. Where uniforms are similar one should obtain alternative coloured bibs. 7. New Clubs, or those changing their uniform must have approval for the uniform from the Uniform Co-ordinator. This process should be commenced early as there is no responsibility taken for time delays for failing to gain approval of initial designs. 8. If a does not register for two years their name and colours become available to new or existing Clubs wishing to change their name or colours. The uniform of a Club shall: 1. The uniform should consist of a suitable netball body suit, dress or skirt and top and suitable sports undershorts for all players in the 7-8 and above competition. In the Year 6 and below competitions this can also consist of shorts and top in the school uniform. 2. Must be consistent in style and colour across all in the Club. 3. Approval maybe given to Clubs who have different styles of uniforms for different age groups. 4. If not already held on file, a photograph of Club uniforms shall be submitted at Club registration (see published date for the season). Permit to Play out of Uniform: 1. Permission to play out of uniform on a single occasion must be obtained from the Match Day office prior to taking the court. 2. Clubs with uniform delays at the commencement of the season must obtain a permit to play out of uniform prior to Match Day from PNA. 3. Variations to uniform to accommodate cultural or medical reasons should be applied for on Permit to Play out of Uniform 4. No uniform exceptions will be allowed for finals (excluding #3). Players or officials suspected of acting under the influence of alcohol or illegal drugs will be asked to leave the court and Netball Centre.

Volunteer of the Year Eligibility: Awarded to an Executive or Committee member who has shown extraordinary commitment and dedication to the benefit of the Association. This award is for a person who has gone above and beyond what would normally be expected of their role as an Executive or Committee member. This award is not to be awarded to any paid employee. Selection: Nominations are to be called by the Administrator in August and the outcome determined by the number of nominations received. This Award is only awarded if the above eligibility/requirements are met in the nominations received. Administration: Nominations and votes are handled by the Administration.

Presentation: Following the grand final Junior Year 5-6 Premiers Division 1 Trophy Eligibility: Awarded to the eam/s with the most points in Junior Year 6 Division 1 competition. Selection: Administration: More than one may finish premiers. Award: Award to consist of a trophy funded by the Association. A perpetual trophy will be presented by the Association but to be returned for engraving and display after presentation Presentation: Following the final game Junior Year 5-6 Premiers Eligibility: The premiership eam/s who finish with the most points in each division after the round robin. Selection: More than one eam may finish premiers. Administration: Additional medals may be ordered at the cost. Award: A Pennants and 10 medallions will be presented Presentation: On the last week of round robin games Junior Year 5-6 Shooting Award Eligibility: A player must be in Year 5 or Year 6 at school and participating in the current Year 5 or Year 6 competition at Perth Netball Association. Selection: Clubs will receive notification in early August of the competition, which will be run on a following Saturday morning. Administration: Each player will have 10 shots at goal from designated markers within the goal circle. A score out of 10 will be recorded for each player and each player can only have one attempt. In the event of a tie, relevant players will be contacted by the Administrator. Once a winner is decided, they will be contacted by the Administrator. Award: To consist of a replica trophy funded by the Association. A perpetual trophy will be presented by the Association but to be returned to the Association for display after the presentation. Presentation: On the last playing day of Year 5 and Year 6 competition.
