INTRODUCTION 1.1. *BYSA Hockey Policies & Procedures These policies and procedures were initiated, established and adopted to provide written guidance and direction for the Barre Youth Sports Association Ice Hockey program. These policies & procedures shall not supersede the by-laws (where conflict exists), but shall be used as a tool to provide guidance and consistency from year to year Purpose The purpose of the policies & procedures manual is to promote, govern, and enhance hockey for the benefit of all players in the organization and community. These policies and procedures are intended to increase interest in the game of hockey; and to promote team participation, sportsmanship, fair play, safety and equal opportunity to all members relative to the game of ice hockey Amendments The BYSA policies & procedures manual shall be considered dynamic, subject to change, and may be revised as necessary to meet the needs of the BYSA. Such additional policies & procedures may be adopted as deemed necessary by the BYSA Hockey Board of Directors. 2. BYSA PHILOSOPHY 2.1. Program The BYSA Hockey program is a member of Barre Youth Sports Association, and is governed by its bylaws and policies as stated in the Barre Youth Sports Association Constitution, Article VIII. The BYSA Hockey program also follows all bylaws and policies put forth by the Vermont State Youth Hockey Association and USA Hockey. The BYSA Hockey Board of Directors will review BYSA Hockey bylaws, and any proposed changes will be voted on and accepted by the Board at a meeting between May 1 and August 15 of each year Mission Statement The Barre Youth Sports Association s mission is to introduce the game of ice hockey to the local youth in our community. BYSA is committed to providing opportunities for all players to participate in the game of hockey, and it is the intent of BYSA to provide a fun and positive atmosphere for all youth players in our organization General Philosophy The philosophy of BYSA is consistent with that of USA Hockey for its Youth Programs: To provide improved grass-roots foundation for the growth and development of USA Hockey, designing programs aimed at increased participation, improved skills, and a responsible environment for the conduct of youth hockey." BYSA also follows USA Hockey s Model Program for Youth Hockey Guidelines by striving to maintain a safe and healthy environment for all players, fair and equal opportunity for all to participate, an opportunity to learn basic skills without over emphasis on winning, an opportunity for those who wish to advance in a more competitive environment, and qualified adult leadership USA Hockey Core Values BYSA supports the following core values as stated by USA Hockey: Sportsmanship: Foremost of all values is to learn a sense of fair play. Become humble in victory, gracious in defeat. We will foster friendship with teammates and opponents alike. Respect for the Individual: Treat all others as you expect to be treated. Integrity: We seek to foster honesty and fair play beyond mere strict interpretation of the rules and regulations of the game. Pursuit of Excellence: Each member of the organization, whether player, volunteer, or staff, should seek to perform each aspect of the game to the highest level of his or her ability. The use of teamwork is reinforced and rewarded by success in the hockey experience. 3. BOARD OF DIRECTORS RESPONSIBILITIES 3.1. Duties and Responsibilities The BYSA Hockey Board of Directors has the largest influence on how the BYSA philosophy is implemented. The following is a non-comprehensive list of the Director s key responsibilities: Administering the Association pursuant to the approved By-Laws Upholding the mission of the Association Attending all BYSA Hockey Board meetings and sub-committee meetings (as appropriate). Approving fundraising efforts or team sponsors. Enforcing the Policies and Procedures of BYSA Hockey 3.2. Designation of Responsibilities This designation of responsibilities is not exclusive but merely a guide for general informational purposes. The President and/or the BYSA Board of Directors may delegate many of these and other responsibilities to volunteers, staff or committees. Governing Bodies and Levels All BYSA teams are registered to play under the rules established by USA Hockey and the VSAHA. BYSA is classified as an AA level Association under VSAHA, which provides a program of skills development, practice, and competition. BYSA travel teams play a highly competitive schedule, and due to the dynamics of the game, inequities in ice time can occur. However, efforts will be made to provide fairness in ice time. BYSA Hockey is committed to providing opportunities for all players to participate in the game of hockey, regardless of skill level, and will strive to maintain a fun atmosphere Eligible High School Players Policy Fees for High School Students that intend to tryout for their High School team and are age eligible for the BYSA Hockey Program are as follows: 33% of the full registration fee and the $ sponsor fee will be required prior to skating with BYSA. If a player makes his/her high school team, eligibility for continuing to play with the BYSA Hockey organization is subject to the guidelines set forth by VSAHA and this Board. If a player remains on the BYSA team, the full payment of the BYSA fees must be made prior to November 30. If the remaining registration fee is not paid before November 30, the player will lose the discount (if taken), and be prohibited from all BYSA practices and games. *All references to BYSA in this document equate to BYSA Hockey, unless otherwise noted - 6 -

7 4.3. Boys/Girl Placement Policy BYSA Hockey will request all girls to enter the age appropriate girls program after completing the mite program. All girls that are mite eligible will participate in the mite program. Any girls above the age limits of the mite program should immediately join the U-10/U-12/U14 program. Any girl joining BYSA Hockey may petition the Board to be evaluated to participate in the boys program. The Coaching Director and two coaches of his choice shall evaluate two practices, and determine the proper placement of the petitioner. There is no appeal of the final decision Dual Roster Policy Each team in the BYSA Hockey program will be reviewed by the Registrar and the Coaches Committee to make sure roster slots are filled to a reasonable capacity. In the event Dual roster movement is needed, the Registrar, the Coaching Committee and the Head Coach of that team will discuss and resolve the situation by the following policy guidelines: Each team in BYSA Hockey will be filled out with Dual Roster players. Skaters will be designated as dual roster players during team selection at the beginning of the season. Goalies will be rostered to every team that they are eligible for. Any team that has less than 9 skaters (goalies not included) available for a game shall make every effort possible to bring a Dual Roster player, which will ensure that there are at least 9 skaters available. If there are 9 skaters available, it will be up to the Head Coach s discretion whether to bring another player. The primary responsibility of all dual roster players is with their assigned teams. They should not miss a game with their primary team to play with a different team, unless the primary Head Coach gives permission. All players that are dual rostered at each level shall take turns rotating onto the teams that need them. If a player is skipped due to injury or illness, he/she automatically moves back to the head of the list of players to be used. No Dual Roster player may be used twice or more, unless an attempt has been made to contact all other dual rostered players in the rotation. Consideration shall be given in the event of injury, illness, absence, etc. Dual Roster players shall be used as evenly as possible, and given reasonable playing time when substituting, at the discretion of the Head Coach. Teams are not allowed to use a dual roster player if there are 10 skaters available from the original roster. In this instance, it would cut the ice time of the skaters already assigned to that team s roster. The Head Coach of the older age groups may have to use discretion due to the tempo of the games, as long as they do not abuse the privilege, and keep the Coaching Director informed of the situation Non-Rostered Players Non-rostered players may not participate in BYSA Hockey practices or games prior to the end of the State tournament Level Movement Movement from one level to another will not simply be a matter of choice. The only movement that will be allowed is one that is REQUIRED for the benefit of the program, not individual players. The Coaching Director will review the movement request and make his/her recommendation to the Coaches Committee. The Coaches Committee will discuss the request in executive session, and render a decision. Any request for level movement from BYSA Hockey to a player must be first approved by the parents/guardians. The parents/guardians will meet with the Coaches Committee, and be given the reasons for the request, benefits, and possible risks. Upon Coaches Committee approval, requests will be presented to VSAHA for approval. *All references to BYSA in this document equate to BYSA Hockey, unless otherwise noted - 7 -

8 4.6. BYSA Name and Colors All BYSA travel teams will be known as the "BARRE BLADES" and will adhere to the standardized equipment, clothing and dress code policies of BYSA. BYSA team colors are a combination of red, cream, and navy blue Player Eligibility Any youth whom is a resident of Barre City, Barre Town or other town which is not represented by a local organization of VSAHA, or has special permission to participate, is eligible to participate in evaluations. Players must have the consent of their parents or guardians to participate. Debarred, previously dismissed, players with outstanding balances, indefinitely suspended players or those otherwise ineligible for placement on a team may be denied privilege of participating in open evaluations Introduction to Hockey The Introduction to Hockey level is the beginning stage of our skill development program. This program is designed to combine the teaching of the fundamentals of skating and the game of hockey in a fun filled environment for children between the ages of 4-8 years old. Required Equipment: Ice skates, Hockey helmet with full face mask, elbow pads, knee/shin pads Recommended Equipment: Hockey pants, Hockey gloves & throat guard Registration with USA Hockey AND BYSA Hockey A practice jersey will be provided for use during the season, but must be returned at the end of the season Recreation Mite The House/Recreation Mite Program is designed to balance the fun environment of learning the basics about the game of ice hockey, while practicing their skills and learning sportsmanship in a team atmosphere. Recreation Mites will be introduced to playing Cross Ice hockey, and may play games throughout the season Jamboree Mite Cross Ice Hockey is specifically designed to provide fast results in the most enjoyable environment available. Cross Ice Hockey is a system whereby skaters play the game along one-third of the width of the rink rather than the full length. The reduced playing area increases the players' need to move faster and gain better control of the puck, and the players receive more touches of the puck than in a full-ice game Travel Teams This program provides an opportunity for higher-level skill development for players who have the desire and ability for a competitive experience. A balance of competitive play and sportsmanship is stressed. Travel is required for competition with other teams within the Vermont State Amateur Hockey Association Tryout Process When try-outs are necessary it will be evaluated by a panel of experienced coaches or experienced people outside the level. The Coaches Committee will help the Coaching Director select a group of Evaluators and a panel of prospective coaches to aid in the selection of the teams. An Evaluator cannot have a relative trying-out at the level he/she is evaluating. The Evaluators will be used as a guide and not the sole device for choosing the team. The Evaluators results will be reviewed by a panel of Coaches with prior knowledge of the players at this level. The panel of prospective coaches will be a group of knowledgeable coaches from within the BYSA Hockey Program. This panel should consist of Coaches with knowledge of the players trying out at that level. If not possible, other coaches, or evaluators may be used. The panel will be chosen by the Coaches Committee and Coaching Director. The *All references to BYSA in this document equate to BYSA Hockey, unless otherwise noted - 8 -

9 Coaches and Evaluators should remain separated during the Try-out process. When the teams are picked, the Coaches Committee will pick the Head Coach for the team. The Coaching Director will vote only to break a tie. BYSA has developed an evaluation process for tryouts that is intended to place players on teams matching the individual skills and competitive level of each child. Great care is taken to ensure that the process is as impartial as possible. The drills chosen for tryouts are intended to demonstrate skills that are level appropriate based on USA Hockey guidelines in the Skills Progression for Players and Coach Development handbook. Each player is given the opportunity to perform at their highest level, in a fair and open chance to compete for a position on each team for which they are eligible. BYSA adheres to an open tryout at all levels. A player is not guaranteed a position on their previous year s team. Players will be required to declare for which level they will be trying out for and/or if they will be trying out for a goalie position before the start of the tryouts. They will not be allowed to switch after the tryouts have begun (i.e. a female player will not be allowed to tryout for a squirt team and then switch to U12 girls if they do not make the team they want). There is no mechanism to appeal the placement of any player after tryouts/evaluations have been completed. If a skater misses both try-out sessions, they will be automatically placed on a B team. After being evaluated for 2-3 games, the Head Coach of the A team, the B team, and the Coaching Director will meet to discuss the proper placement of the youth in question. Prior notification must be given to the Coaching Director that a player cannot attend one of the try-out sessions, otherwise the player will be placed on B Team and will be evaluated for 2-3 games after try-outs. In the case of a goalie missing both try-outs, the highest rated goalie will begin play with the A team. The goalie in question will play 2-3 games at the B level. The Head Coach of the A team, the B team, and the Coaching Director will meet to discuss the proper placement of the youth in question Player Selection Process Selections shall be based on activities at official BYSA evaluation sessions. Practices arranged and/or conducted by BYSA appointed coaches, assistant coaches or other personnel prior to official BYSA tryout evaluations will have no bearing on the outcome of evaluations. Each player will be evaluated during tryout evaluations while performing basic and/or advanced hockey skills and/or scrimmages against their peers. A group of evaluators will review their observations, analysis and assessment of players and provide that information to the Coaching Director. The Coaching Committee and Coaching Director will determine which players are selected for their respective teams. In the event that a Coaching Committee member, or coach on the selection panel, has a conflict of interest during the selection process (son/daughter, or family member at the level), the coach will be asked to leave the room until the player with conflict of interest selection has been determined. Sensitivity, respect and consideration to the self-image of the players should be foremost. During evaluations, no players are to be waived or released on the ice surface, under any circumstance, in any division, except where the safety of the player is compromised or disciplinary conditions exists. Player selection and assignments shall be done with the utmost dispatch. 10 Selection to a BYSA team is a privilege, not a right, and will be based upon skill, experience, attitude and conduct. Skaters will be evaluated on a combination of basic ice hockey skills: Skating (edges, forward stride, backward stride, transition skating), puck handling (passing, receiving, shooting), scoring ability, aggressiveness, team play and physical play. Goalies will be evaluated on their balance and movement, agility and quickness, angles and positions, save selection, anticipation, aggressiveness, concentration, and athleticism. No player is guaranteed a position on a team because he/she played on a BYSA team during a prior season. Prior participation on a BYSA team may be considered when other evaluative factors are equal. Player or parental conduct inconsistent with the BYSA Policies and Procedures during a past season may be taken into consideration in making player selections. Player selections will be made for the best interest of the individual player. There is no mechanism to appeal the placement of any player after tryouts/evaluations have been completed Parent Responsibilities during Evaluations Parents should not approach, talk to or attempt to influence evaluators before, during or after evaluation sessions. Communications should be restricted to the BYSA administrative official(s) coordinating the evaluations. There will be three administrative officials present at all tryout sessions (i.e. - the Coaching/ACE Director, the President and Vice President) Player Commitments Players and parents must be agreeable to the major commitment of time, energy and money to hockey during the season, which will begin in October and may last until late March. Once selected, players are expected to fulfill their commitment to the team for the entire season. Conflicts with outside activities or other teams should be avoided. Failure to honor such commitments may result in diminished play time for the player Commitment to Academics The BYSA believes academic achievements are of the utmost importance. Accordingly, activity schedules should minimize occurrences where players must be removed from school and should be limited for travel tournament times only Eligibility and Roster Sizes All players are subject to USA Hockey eligibility rules, and Team rosters are limited to a maximum number of players as determined by the BYSA Board of Directors and the VSAHA. Within these guidelines, however, the Coaching Director with discussion with the Coaching Committee will set the roster size based on registrations. 5. PLAYER AND TEAM REGISTRATION 5.1. Registration Process Players must be signed up for the level appropriate by Birth Year. Level movement due to player skill/safety will be determined by the Coaching Director and Coaching Board. 11 Policy & Procedure Acknowledgment and Photo Release Birth Certificate (if needed) Any registrations after October 1 st will be handled on a case by case basis by the BYSA Hockey Board Registration Fee The BYSA registration fee is formulated based on the cost of operation during the season for items such as ice rentals, insurance, game sheets, administration expenses, and other miscellaneous costs. Registration fees are required at the time the player is registered with BYSA as specified by the BYSA Board of Directors. 12 Registration is a multi-step process. The following steps need to be completed in order to properly register a player for the upcoming season. Questions or concerns can be directed to the BYSA Registrar Director at hockey.registrar@barreyouthsports.com Required Forms 1. USA Hockey Consent to Treat/Medical Release (in hard copy) 2. USA Hockey Code of Conduct(in hard copy) 3. Parent Awareness (electronic acknowledgment) Any parent unable to sign the Parent Awareness form must have an approved waiver from the BYSA Board of Directors. 4. Sponsor Form (for Traveling Teams ONLY) (electronic or hard copy) 5. Policies and Procedures Manual Acknowledgement and Photo Release (electronic) A copy of the official manual will be available online. Photo release/authorization included within this form. Allow/deny use of player photographs in BYSA publications and end of season banquet slide show Birth Certificates (for Traveling Teams ONLY) Submit a copy of the players Birth Certificate unless BYSA Hockey already has one on file. Please note that this copy will NOT be returned to you USA Hockey Registration Each player MUST register with USA Hockey using their website. Go to the USA Hockey website at to register your player(s). There will be a USA Hockey registration fee, however the fee is waived for those players born in 2010 or later, but the registration is still required. Remember to save the confirmation code; you will need it later in the process Sponsorship Each player on a Traveling Team requires a $100 sponsorship fee and sponsor form be completed. Sponsorship fees must be received by the organization by the 1 st of October Ways to Register There are two (2) ways you can complete your registration with BYSA Hockey: 1. Attend a Registration session at the BOR (dates/times ed, posted on the website, Facebook and on the Barre Recreation Center sign at the bottom of Seminary Hill). Please bring your USA Hockey registration confirmation, a copy of the player s birth certificate, and the required forms. 2. Register Online at click on the Hockey Registration link. Please note that credit card payments are accepted subject to a processing fee per payment. If paying offline, mail the fees, payable to BYSA Hockey with required forms and birth certificate to the Registrar Funding for Team Functions The team participants shall provide all funding for team activities and functions, and such costs will be shared equally by the participants on a proportional basis. Fees for all Vermont State Amateur Hockey Association (VSAHA) tournaments are provided for by BYSA; however invitational tournaments and other non-assigned games will be the sole responsibility of the team No Pay-No Play Policy *All references to BYSA in this document equate to BYSA Hockey, unless otherwise noted

13 Players and parents who anticipate difficulty paying the registration fees and costs should discuss the situation with the Registrar at the earliest possible time. If a player/parent is unable to fulfill any payment fee obligation via installment payments or otherwise becomes and remains delinquent in remitting payments, the player will be suspended until the required funds are paid. 6. UNIFORMS, APPAREL AND EQUIPMENT 6.1. BYSA Uniform Policy Players in the Squirt/U10 level and up will be required to purchase a home and away jersey from a BYSA Hockey approved vendor. First year players entering the BYSA Hockey program, will choose a number based on their birth year (odd birth years will choose odd numbers and even birth years will choose even numbers). Players may only wear BYSA Hockey approved jerseys for game play. No additions or modifications will be allowed to the game jerseys without prior approval from the Executive Board. Game jerseys should be carried on clothes hangers and in a garment bag to and from games. Any player without the correct jersey (or a spare provided by the coach) may not be allowed to participate in games. Jerseys should not be worn outside of games without permission from the BYSA Hockey Board. Players may only wear BYSA Hockey approved socks during games. No alternate colors or mismatched socks will be worn. Any player without the correct socks (or spares provided by the coach) may not be allowed to participate in games. Preferred Equipment Colors Helmet: White or Black Gloves: Red/White/Blue (or any combination), Black Pants: Black, Red or Navy These are not required, but consideration during the purchase of new equipment would be appreciated Invitational Tournaments Teams are expected to wear official BYSA jerseys and socks in any invitational tournament or exhibition game during the current season (opening skate until the end of each team s state, regional or locally hosted tournament) Protective Gear Full, properly fitted and maintained protective gear is required for all BYSA players in all divisions and must be USA Hockey and Hockey Equipment Certification Council (HECC) approved. Pursuant to USA Hockey regulations, mouth guards in their originally manufactured condition, or altered only in accordance with manufacturer's specifications, shall be worn by players at all times while on the ice surface during all BYSA on-ice activities, without any exception, and the failure to do so shall be grounds for ejection from a practice, game or otherwise immediate removal from the ice. 7. BYSA LOGO 7.1. Unauthorized Apparel Teams may not order apparel containing the BYSA/Barre Blades trademark/logo from an unapproved third-party vendor without the written consent of the BYSA Board of Directors. Teams ordering unauthorized apparel or utilizing the BYSA logo without the written approval of the BYSA Board of Directors may be subject to penalties as determined by the BYSA Board. *All references to BYSA in this document equate to BYSA Hockey, unless otherwise noted

15 8. COACHING POLICIES 8.1. Coaching Eligibility All coaches and assistant coaches are volunteers and must abide by the rules of the BYSA, VSAHA and USA Hockey. All coaches and assistant coaches must register as a coach with USA Hockey and submit registration code, complete the VSAHA Coaching Application which includes consent for a Background History Check and Safesport Certification (biannually), and sign the USA Code of Conduct. All rostered coaches must have a valid coaching certification from USA Hockey (stored online at Coaches who decline to sign such forms, fail to abide by the Code of Conduct and do not pass the background screening will not be permitted to participate with a BYSA team. Any person who has been convicted of sexual or physical abuse of a child, rape, homicide, kidnapping, manslaughter, is ineligible to coach for the BYSA. Any person convicted of a drug or alcohol related offense or child abuse related offense within the last ten (10) years is not eligible to coach for the BYSA unless the Coaching Committee deems that the Board should review the circumstances/rehabilitation of such individuals. The BYSA Coaching Committee will not knowingly appoint such person to a coaching position Coaches Selection Procedure The BYSA Coaching Director/ACE Coordinator will review all applicants and their respective coaching attributes. Applicants will be reviewed based on various criteria including, but not necessarily limited to: hockey knowledge and experience, coaching skills, ability to interact and communicate with children and parents Coaching Committee Responsibilities Prior to September 1 st of the upcoming season, the Coaching Director will appoint Level Head Coaches for the following levels: Intro/Recreation Mite, Cross Ice Jamboree Mite, Squirt, Pee- Wee, Bantam, Full Season Midgets and Girls. These Level Head Coaches and the Coaching Director will make up the Coaches Committee. The Coaching Director will Chair this committee and be responsible for the following: Directing the selection process of qualified coaches Ensuring unbiased selection of teams. Resolving conflicts between teams, parents, and coaches and communicating BYSA philosophies and policies Coaching Certification Coaching Certification follows USA Hockey, as accepted by VSAHA as delineated in the Annual Guide: No adult coaches are allowed on the ice for practices or games until they have been registered, taken the safe sport training (will show as verified in the coach s record) and submitted their screening information. Coaches must obtain the appropriate coaching education (CEP) certification for the level they are coaching. Coaches have until December 31 to obtain the appropriate CEP level. The following levels, which are administered by the BYSA Head Coach, must be obtained in order to be a coach in good standing in the Vermont District: Coach Registration All ice hockey coaches as well as instructors of USA Hockey programs shall be registered for the current season (before the start of the season) in order to be eligible to coach/instruct in any regular-season activities (practices, clinics, games, tournaments, try-outs, etc.), state, district, regional playoff, national championships or in the USA Hockey Player Development Programs. There will be an annual fee to register the coaches (head and assistants) and instructors. Coaches who also play on a USA Hockey registered team are required to pay this registration fee only once per year. Coaches may register as participants online at usahockey.com or through a local association/member program (refer to Section I Participant Registration). Junior coaches shall register with and through their teams with the junior registrar. *All references to BYSA in this document equate to BYSA Hockey, unless otherwise noted

16 Note 1: All USA Hockey Coaching Education Program Instructors and National Player Development Camp coaches will be exempt from the annual participant registration fee, but must complete the participant registration process. Note 2: The head coach and all assistant coaches of each disabled hockey team must complete the required CEP registration and online age-specific module(s) for each level of play. Those volunteers or employees who assist with helping disabled hockey teams (i.e. interpreters, pushers, on-ice mentors, etc.) must be properly registered with USA Hockey but are not required to attend a CEP clinic and otherwise comply with these rules and regulations. All ice hockey coaches and instructors of registered USA Hockey Youth 18 & Under and below, high school, girls /women s 19 & under and below, and disabled programs must properly wear an approved ice hockey helmet during all on-ice sessions, including practices, controlled scrimmages and all Coaching Education Program clinics and/or workshops Advanced Coaching Certification BYSA Hockey values the dedication and level of commitment the coaching staff provides to developing the skill sets of our youth hockey players, and improving the quality of our program. BYSA Hockey acknowledges the financial commitment required to achieve advanced level coaching certification. Coaches interested in achieving the USA Hockey Advance Level 4 certification, please contact the Coaching Director to discuss clinic attendance Standards of Conduct The BYSA requires a high standard of conduct from its coaching staff in dealing with players, parents, other coaches, referees and other officials and in the image projected to participants and parents of the BYSA. The coaching staff is an integral part of the BYSA and carries the responsibility to portray a proper role model for all players and is expected to support the decisions of the Board and abide by the BYSA Bylaws, Policies & Procedures Student Coach A player between the ages of 13 and 17 who is properly registered with USA Hockey may serve as a student coach under the following conditions and with the approval of the Coaching Director and Coaching Committee: 1. Must always be under the supervision of a carded, screened adult coach during all practices, clinics, try-outs, and in the locker room. 2. May help out at practices, clinics, try-outs only. (May not participate as a player in scrimmages or games when acting as a STUDENT COACH). 3. May not act as the head coach or an assistant coach during practices or games. 4. May be on the bench during games with an adult. The STUDENT COACH will count as one of the maximum of four Team Officials allowed on the bench. 5. Must wear a helmet with full face shield, gloves, and skates while on the ice. Must wear helmet during games while on the bench. 6. May only work with players at least one full playing age level down (e.g., a Bantam age player may act as a STUDENT COACH at the Pee Wee, Squirt or Mite level). 7. Upon reaching the age of 18, the STUDENT COACH must comply with the USA Hockey Screening Program and meet the USA Hockey Coaching Education Program requirements which will qualify him/her to act as an assistant or head coach. *All references to BYSA in this document equate to BYSA Hockey, unless otherwise noted

17 9. TEAM GUIDELINES 9.1. Locker Room Monitor Policy Players are not permitted in the locker rooms without having a qualified Locker Room Monitor present at all times players are in the locker room. Violations of this policy will be subject to disciplinary action. The following are guidelines for Locker Room Monitors to follow: The responsible adult can be the coach, but it might be more practical to add the team manger and/or selected team parents. Coaches have many tasks, and are not always in the locker room. Suggest choosing several parents to be certain every team event is covered. Responsible adults are considered individuals 18 years of age and older. All locker room monitors must be screened in accordance with the VSAHA Screening Policy, including Safesport Certification (biannually). The locker room monitors should be carefully chosen, and understand that their role is strictly supervision of the locker room. The non-coach locker room monitors are not coaches and should not attempt to be such. The locker room monitors must be gender correct. All team events means both games and practices, and monitoring is required whenever players are in the locker room. The staff must come early and stay late. The locker room monitors must be within arm s length of the locker room. All recording devices should be banned from the locker room, including cell phones and cameras. At a minimum the locker room monitors specific duties should include: a. Responsibility for locker room security, including allowing only team- authorized person to enter the room and locking the room when the team is on the ice, including responsibility for the locker room key. b. Collecting and safeguarding any cell phones or other recording devices brought by players (see section 9.2.). c. Being in the locker room at all times when a coach is in the room with a single player. d. Avoiding being in the room with a single player him/herself and/or avoiding players being in a locker room without supervision Cell Phone/Electronic Device Policy All cell phones are prohibited from the locker room area. In addition to cell phones, any electronic device with camera, picture, and video capability is also prohibited from the locker room area. Any violation of this policy is subject to disciplinary action Team Book and Credentials The Head Coach and/or Parent Representative is/are responsible for ensuring that the team book is properly maintained throughout the entire season for travel teams. Each team book contains sensitive information regarding players that ensures compliance with all eligibility requirements for all members of the team, including players and coaches. All state, regional and national bound teams must have the completed book ready for audit by the state tournament official, state, regional and national registrar representative as teams progress in tournament play. Responsibility may be delegated to a responsible official of the team; however ultimate ownership resides with the team Head Coach. All team books must be properly maintained and immediately returned to the Association Registrar at the end of the season. All team books should contain the required documentation for each player and coach, as well as the USAH approved roster, game sheets and game verification sheet. For both the players and coaches, the book should contain signed USA Hockey Code of Conduct Statements and the Consent to Treat. All Waiver of Liability documentation is contained within the Automated Registration database once players and coaches are registered with USA Hockey. *All references to BYSA in this document equate to BYSA Hockey, unless otherwise noted

18 All coaches are required to have copies of their USA Hockey Coaches certification cards that validate that they meet the requisite training and certification for the respective team level. As noted earlier, these documents and the team book will be subject to audit upon tournament time Team Rosters Each team must have a roster prepared that identifies all coaches and players affiliated with the team. The roster is completed by the Association Registrar and sent to each team Head Coach once all participants for that team have been determined. The roster must be returned to the Association Registrar by November 1 st. The Association Registrar is then responsible for obtaining an official signature of approval by the State Registrar, thus making the roster official and starting the season for player game eligibility purposes. This process must be followed in order to ensure that travel teams meet all tournament eligibility requirements and failure to do so may disqualify teams from advancing in tournament play as well as fines from State and Regional governing authorities. Any additions to the team roster may be made up through December 31, of that season. Deletions may be made by lining out the individual terminated. Addendums for additions will be completed by the Association and State Registrars and should be included in the official team book Team Parent Representative Each team will have a designated Parent Representative or Parent Rep. This person will be responsible for working with the coaching staff to keep parents informed, function as a liaison between parents and coaching staff, provide support to coaching staff, maintain team book (refer to 9.3. Team Book and Credentials), serve as an initial point of contact for coaching or player grievances, escalate issues to the ACE/Coaching Director and Parent Rep. Director, attend grievance sessions and work with other parent reps for coverage during tournaments and other rink functions Parent Rep Selection Anyone interested in acting as a Parent Rep will be asked to submit his/her name to the Head Coach for consideration. [Note: Neither spouses nor relatives of rostered coaches are eligible for the Team Parent Rep. position unless approved by the Board of Directors]. Once a Parent Rep has been selected, the Head Coach will notify the volunteer, Parent Rep Director, Concession Director and Coaching/ACE Director. The Parent Rep is considered to be an extension of the BYSA Hockey Association program. To be a Parent Rep you will asked to be objective, neutral and supportive of the program and its policies. If at any time during the season a Parent Rep is found to not be completing his/her duties or is in direct violation of any of the association policies, a formal grievance may be placed with the Parent Rep Director. After consulting the head coach, coaching director and board of directors (if necessary) the Parent Rep may be asked to step down. If such a request is made, an alternative Parent Rep will be assigned or the Parent Rep Director will resume the duties for the remainder of the season Parent Rep Duties A Parent Rep is responsible for: Verifying scheduled games Communicating updates/changes to schedule Provide tournament information Provide completed team rosters for every scheduled game (home and away) Maintain team book and have available for every scheduled game (home and away) (refer to 9.3 Team Book and Credentials and 9.5 Team Documentation) Work with the Concession Director to schedule all required concession sessions (refer to Required Sessions) Organize schedule for concession coverage during practices *All references to BYSA in this document equate to BYSA Hockey, unless otherwise noted

19 (refer to Concession during Practice) Coordinate Game Day Duties with all parents/guardians (refer to Game Duties) 9.6. Dressing Facilities All female players will have designated an adequate private area in which to dress, if possible. However, it is the policy of BYSA Hockey that all players should arrive at the rink or change in a private area so that prior to entering the locker room they are wearing their hockey base layers or shorts and t-shirts (in good condition - no holes or tears in clothing). All members of the team must have this minimum attire before entering a locker room so that no player has the opportunity to see players of the opposite gender in a state of dress/undress Gender Neutral Policy Coaches and Team Coordinators will ensure a "gender neutral" environment for all pre-game and post-game team meetings and discussions under the following circumstances: An adult (over 21 years of age) is present during the entire time players of both sexes are in the facility. All players shall abide by the minimum attire requirements in Section 9.6 above; and, bathing or toilet facilities are not used during this time Non-Discrimination All coaches and players will follow USA Hockey Guidelines and BYSA policies in preventing gender harassment and discrimination. Reference the following link: Ice Access No players are allowed on the ice surface and the rink doors shall remain shut while the iceresurfacing machine is resurfacing. The only exception is an adult BYSA member or game official who shall remain on the ice only long enough to move the goals. Players will not be allowed on the ice surface unless a USA Hockey registered coach is present. 10. GENERAL CONDUCT AND DISCIPLINARY ACTION Player, Coach, Parent/Guardian, Team Parent Rep and Locker Room Monitors Behavior While engaged in any activities in connection with their involvement with the BYSA, all players, coaches, parents/guardians and Team Parents and Coordinators are subject to and expected to comply fully with all the rules, regulations, policies and procedures of the BYSA, including all those set forth in this complete document. All parents/guardians, players and Team coordinators will be required to comply with the USA Code of Conduct. All players, coaches, parents/guardians, Parent Representative and Locker Room Monitors over the age of 18 will be required to comply with the Sexual Abuse Policy and Physical Abuse Policy. Parent s Code of Conduct Do not force your children to participate in sports, but support their desires to play their chosen sports. Children are involved in organized sports for their enjoyment. Make it fun. Encourage your child to play by the rules. Remember, children learn best by example, so applaud the good plays of both teams. Do not embarrass your child by yelling at players, coaches or officials. By showing a positive attitude toward the game and all of its participants, your child will benefit. Emphasize skill development and practices and how they benefit your young athlete. Deemphasize games and competition in the lower age groups. Know and study the rules of the game and support the officials on and off the ice. This approach will help in the development and support of the game. Any criticism of the officials only hurts the game. *All references to BYSA in this document equate to BYSA Hockey, unless otherwise noted

20 Applaud a good effort in both victory and defeat, and enforce the positive points of the game. Abuse of any sort will not be tolerated. Work toward removing the physical and verbal abuse in youth sports. Recognize the importance of volunteer coaches. They are important to the development of your child and the sport. Communicate with them and support them. If you enjoy the game, learn all you can about hockey and volunteer. Player s Code of Conduct Play for fun. Work hard to improve your skills. Be a team player get along with your teammates. Learn teamwork, sportsmanship and discipline. Be on time. Learn the rules and play by them. Always be a good sport. Respect your coach, your teammates, your parents, opponents and officials. Never argue with an official s decision. Spectator s Code of Conduct Display good sportsmanship. Always respect players, coaches and officials. Act appropriately; do not taunt or disturb other fans; enjoy the game together. To supervise any younger spectators that accompany me to a BYSA game or practice. I will ensure, at all times, that my children are in compliance with the rink rules. Cheer good plays of all participants; avoid booing opponents. Cheer in a positive manner and encourage fair play; profanity and objectionable cheers or gestures are offensive. Help provide a safe and fun environment; throwing any items on the ice surface can cause injury to players and officials. Do not lean over or pound on the glass; the glass surrounding the ice surface is part of the playing area. Support the referees and coaches by trusting their judgment and integrity. Be responsible for your own safety be alert to prevent accidents from flying pucks and other avoidable situations. Respect locker rooms as private areas for players, coaches and officials. Be supportive after the game win or lose. Recognize good effort, teamwork and sportsmanship Disciplinary Action Player, Coach, Parent/Guardian, Parent Representative and Locker Room Monitors violating or failing to comply with the rules, regulations, policies and procedures of the BYSA, including all those set forth in this complete document and all its appendices, and any decisions of the BYSA Executive Board or Coaching Committee may be subject to disciplinary action by the BYSA. Any coach may suspend a player immediately for such conduct. Such suspension could include immediate ejection from the building. Further disciplinary action to be followed after review. BYSA Board may immediately suspend, or eject from the building, any parent/guardian for any such conduct. Further disciplinary action to be followed after review. Coaches may be suspended, dismissed or disciplined by the Board of Directors for any of the following: o Noncompliance with USA Hockey, VSAHA or BYSA rules, regulations, policies or procedures or other conduct detrimental to the BYSA o Violations of the BYSA Coaching Code of Conduct. o Mistreatment of players (physical, emotional or psychological abuse). o o Misappropriation of team assets / resources. Failure to fulfill commitments to the team (e.g. recurring absences from practices or games). *All references to BYSA in this document equate to BYSA Hockey, unless otherwise noted

21 o o o Failure to provide adequate team instruction or to maintain discipline. Physical or verbal abuse of parents, referees, opposing coaches or BYSA officials. Failure to enforce the BYSA Policies & Procedures. The foregoing list is not exclusive and the BYSA Board of Directors reserves the right to determine if dismissal or discipline is in order, in its sole discretion, and without the consent of players or parents of the affected team Duty to Notify Players, coaches, parents/guardians, Team Parent Representative, and Locker Room Coordinators are expected to and required to notify BYSA Board in writing of any suspected cause for disciplinary action, as outlined herein, against any player, coach parent/guardian or Team Coordinator as soon as possible after learning of such conduct Rink Rules All BYSA players and Parents/guardians will abide by the following Rink Rules established to be followed at any BYSA function: No Horseplay around the rink. Including: tag, street hockey, any other unauthorized rough activity. No Person is permitted on the ice surface without a helmet and skates. No food or beverage allowed on the ice. Locker rooms are to be left clean after use Score Booth No volunteers under the age of 15 will be allowed in the score booth during games, as scorekeepers are considered game officials; no spectators in the score booth during practice. There will be no exceptions. The accuracy of score sheets is essential, as they are used for requirements towards State/Regional tournament eligibility Grounds for Disciplinary Action In addition to those grounds for disciplinary action set forth above, the following is a supplemental and specifically articulated list of grounds for disciplinary action against a player, coach, parent/guardian or Parent Rep. While engaged in any activities in connection with their involvement with the BYSA, no player, coach, parent/guardian or Parent Rep. shall engage in any of the following: Hazing of any nature. Fighting and physical or bodily contact of any nature when such contact evidences an intent to threaten, intimidate, injure or restrain, except in reasonable self-defense from such fighting, or physical or bodily contact initiated by another. Use of obscene, profane or sexually explicit language, racial, ethnic, gender or religious slurs or insults, verbal abuse, harassment and threats. Use or distribution of drugs or other controlled substances (except by prescription and overthe-counter medications by an adult or as approved by a parent), performance enhancing substances of any kind. Use or distribution of alcoholic beverages by or to those under twenty-one (21) years of age. Use or distribution of alcoholic beverages during any BYSA function, defined herein to mean a game, practice or other on-ice activity, transport of persons to and from games or practices or other on-ice activities or other occasions wherein minors and adults are present because of the occurrence of a BYSA game, practice or other on-ice activity. Attendance or participation in, while intoxicated or under the influence of illegal drugs, a BYSA function, defined herein to mean a game, practice or other on-ice activity, transport of persons to and from games or practices or other on-ice activities or other occasions wherein minors and adults are present because of the occurrence of a BYSA game, practice or other on-ice activity. Use of tobacco in any form by anyone under eighteen (18) years of age. *All references to BYSA in this document equate to BYSA Hockey, unless otherwise noted

22 Use of tobacco in any form by anyone inside any Ice Rink facility or other contracted home ice facilities except in any designated smoking area. Use or possession of guns, knives and other dangerous weapons, excepting legally permitted firearms by law enforcement personnel. Theft, vandalism, deception or material misrepresentation for personal or monetary gain. Sexual contact of any nature, except between two consenting individuals over the age of eighteen (18) but in no instance involving a player or players. Possession of pornographic or sexually explicit materials by or in the presence of individuals under the age of eighteen (18). Entering onto an ice surface, locker room or bench when not authorized to do so. Throwing any object or liquid on an ice surface or at another person with an intent to express displeasure. Conduct detrimental to the BYSA or which jeopardizes the safety, health, morals or welfare of any minor, failure to adhere to or comply with coaching directions or decisions, failure to adhere to or comply with BYSA staff or management directions or decisions, or engaging in a course of conduct which undermines or is detrimental to the ability of a coach or BYSA staff or management to perform their appropriate functions Punctuality Players should be punctual to practice and to games. Ice time is valuable and should not be wasted. All participants should arrive at games and practices in sufficient time to allow for suiting up and the necessary pre-game/practice instruction and/or warm-up. It is recommended that players be ready to "take the ice" at least fifteen (15) minutes before the scheduled starting time of practice and thirty (30) minutes before any scheduled game. Exceptions include rules set forth by the Team Head Coach Attendance Reliable attendance is essential to personal skill development and the development of team continuity. General guidelines that govern attendance are as follows: Two unexcused absences from practices or games in any combination may result in disciplinary action at the coaches discretion. Three or more unexcused absences from practices or games in any combination may result in a player being referred to the BYSA Coaching Committee Theft/Vandalism Damages Any participant proven to the satisfaction of the Board of Directors to have committed theft or vandalism in connection with any team activities will be subject to dismissal immediately from the BYSA Hockey program without refund. Parents of the responsible player(s) shall be responsible for the cost of the loss or damage Grievance Policy A parent or guardian of a current BYSA Hockey member, or a current credentialed coach in the BYSA Hockey program or a current member of the BYSA Hockey Board of Directors may file a grievance. Any grievance concerning violations of the USA Hockey policies on Sexual Abuse, Physical Abuse or Consumption/Use/Abuse of Mood Altering Substances, will be directed to the BYSA Hockey Board of Directors. Any grievance related to, or initiated because of on-ice or team related activities concerning parents/guardians, players, or coaches will be directed to the Coaches Committee Grievance Procedure 1. Contact the team parent rep. to communicate with the coach or the parent/player. If the grievance is not resolved, the BYSA Hockey Parent Rep. Director will be contacted. 2. A written letter outlining the grievance will be presented to the BYSA Hockey Parent Rep. Director, and the Coaching Director. The BYSA Parent Rep. Director and the Coaching Director/ACE Coordinator will attempt to resolve the grievance. *All references to BYSA in this document equate to BYSA Hockey, unless otherwise noted

23 3. If the Parent Rep. Director and the Coaching Director find sufficient reason, they will schedule a meeting with the Coaches Committee. Only those involved in the grievance, the team coaching staff, the team parent rep. and the Parent Rep. Director will be present at the meeting, unless the Coaches Committee calls others. 4. The Coaches Committee will hear 10 minutes of testimony from the person(s) filing the grievance. Then the Committee will hear 10 minutes from the person(s) the grievance was filed against. The Parent Rep. Director, and the team parent Rep. may also be called to give additional information as well as other witnesses if necessary. 5. The Coaches Committee will deliberate in executive session, and render its Decision. Any decision may include sanctions, suspension or removal from the program, which may include barring the individual(s) from the BOR during BYSA Hockey activities. The decision of the Coaching Committee will be delivered by the Committee Chairman within 48 hours of the decision being made. All decisions will be final, with no appeal. Any person(s) unwilling to accept the decision of the Coaches Committee may be removed from the program, with no refund. All Coaches Committee hearings and decisions will be reported to the BYSA Hockey Chair within 48 hours. 11. ACCEPTANCE OF THE BYSA POLICIES AND PROCEDURES Acceptance of Policies and Procedures As a parent/legal guardian in BYSA, by virtue of registering your child, you agree to accept the BYSA Policies and Procedures and sign off on the agreement form. 12. SEXUAL ABUSE POLICY All Barre Youth Sports (BYSA) members support the BYSA Hockey Association policy, which reads as follows: It is the policy of the BYSA Hockey Association and its members that there shall be no sexual abuse of any minor participant involved in any of its sanctioned programs or events, by an employee, coach, volunteer, or independent contractor. Sexual abuse of a minor participant occurs when an employee, volunteer or independent contractor touches a minor participant for the purpose of causing the sexual arousal or gratification of either the minor participant or the employee, volunteer, or independent contractor. Sexual abuse of a minor participant also occurs when a minor participant touches an employee, volunteer or independent contractor for the sexual arousal or sexual gratification of either the minor participant or the employee, volunteer or independent contractor, if the touching occurs at the request or with the consent of the employee, volunteer or independent contractor. Neither consent of the minor participant to the sexual contact, mistake as to the participant s age, nor the fact that the sexual contact did not take place at a sanctioned BYSA or member function or event shall be defenses to a complaint of sexual abuse. Sexual abuse shall also include the distribution, showing, giving, viewing or providing of pornographic materials to any minor participant by any employee, volunteer or independent contractor of the BYSA or its members. PHYSICAL ABUSE POLICY All Barre Youth Sports (BYSA) members support the BYSA Hockey Association policy, which reads as follows: It is the policy of the BYSA Hockey Association and its members that there be no physical abuse of any minor participant involved in any of its sanctioned programs or events by any employee, coach, volunteer or independent contractor. Physical abuse means physical contact with a participant that intentionally causes the participant to sustain bodily harm or personal injury. Physical abuse also includes contact with a participant that intentionally creates a threat of immediate bodily harms or personal injury or the threat of physical contact that could cause the participant to believe there is a threat of immediate bodily harm or personal injury. Physical abuse does not include physical contact that is reasonably designed to coach, teach or demonstrate a hockey skill. Permitted physical contact may include, but is not necessarily limited to, shooting pucks at a goaltender, demonstrating checking and other hockey skill, and communicating with or directing participants, during the course of a game or practice, by touching them in a nonthreatening and non-sexual manner as long as the contact is reasonably designed to teach and not to intimidate or injure. The employee, volunteer or independent contractor shall, in the course of demonstrating such physical aspects of the game, ensure that the degree of contact is commensurate with the skill level, physical proportions, age, gender and maturity of the minor participant. CONCESSION POLICY Equipment Rental BYSA Hockey is a non-profit organization, with fundraising activities such as the selling of hot dogs and/or popcorn. Other organizations have occasional need to utilize the hot dog griller or popcorn machine, but don t find it advantageous to purchase their own because of the cost. In the past, BYSA has loaned out their equipment in good faith for an occasional charitable donation. If for some unforeseen reason it was returned in non-working order it would be the responsibility of BYSA Hockey to repair or replace the equipment. To offset the cost of future replacement of this equipment, it will be required that the requesting organization pay a rental fee of $ plus a deposit of $ for each piece of equipment at the time of pickup. The equipment should be returned in the same condition as it was picked up. If the equipment is returned and has to be cleaned, $25.00 will be deducted from the $ deposit. The deposit will be returned when the equipment is found to be in working order Required Shifts BYSA is an organization run primarily by parent volunteers. The revenue generated from the concession is passed on to every family in BYSA Hockey through a reduction in registration fees. For each child you have registered with BYSA Hockey, a parent/adult family member must work 2 shifts (public skating or figure skating) at the concession. Theses shifts will be assigned by the Concession Director by team/level. The team parent rep. will be available for parents/adult family members to sign up. *All references to BYSA in this document equate to BYSA Hockey, unless otherwise noted

25 Once you sign up for your shifts, you are responsible for those shifts. If you cannot work, then you must find a replacement. If your replacement doesn t show up then you will still be responsible for selecting another shift or may be charged for the missed shift(s) Age Limit No volunteers under the age of 12 will be allowed in the concession area where food and/or drinks are being served [Note: age 12 and above MUST have parent/guardian supervision]. There will be no exceptions. This is a very important rule as we are liable for the snack bar and those that enter. Due to the large amount of traffic and small space, please do not bring additional children to work with you. We ask that you make separate arrangements for younger children when you are scheduled to be in the concession Coverage during Practice During your child s practice time, the concession is typically open. Although practice times are not usually scheduled (not part of the Required Shifts ), it is the responsibility of parents/family members to help cover the concession during practices times. We recommend a rotating schedule so that every parent/family member on the team becomes involved and familiar with the snack bar duties which allows for a wide range of coverage Opt-Out Fee If your family decides you are unable to commit to the required concession shifts within the course of a season, you have the option to pay an additional $75 per required shift ($150 per season per child) to opt out of the required concession duties. If you miss a scheduled shift and do not reschedule, you may be required to pay $ PARENT/GUARDIAN RESPONSIBILITIES Game Duties Hosting a regular home season game requires many mandatory roles and duties be filled (with the exception of referees, as they will be assigned by the Referee Coordinator). In addition to concession coverage, parents/guardians will be required to help cover game day duties on a rotating basis. Duties are typically assigned by the Parent Rep, however can be changed, switched and/or substituted as necessary. All parents/guardians will be expected to participate in their assigned game day duty, unless alternative arrangements are made. The following is a list of typical game day duties: Home Penalty Box Visitor Penalty Box Score keeper Time keeper (run the clock) Locker room monitor 16. PLAYER BENCHES/SPECTATOR AREAS Spectator and player areas must remain separate for the safety of all persons. Spectators must remain in designated areas, behind glass and not on or behind player benches or near player locker rooms. Injured, rostered players will be allowed on their designated team bench as long as they are wearing a helmet. Only USA Hockey Certified Coaches will be allowed on the player benches, for safety and liability issues. If an urgent situation arises, a parent rep or background checked parent may be asked for assistance by a BYSA coach. At this time, they will be authorized to go onto the player bench. *All references to BYSA in this document equate to BYSA Hockey, unless otherwise noted
