Winter Meeting - May 10, 2017 Declarations 5

Winter Meeting - May 10, 2017 New Business Proposed MAWHA Rule Change At the 12u level and below (i.e., teams not eligible for Districts or Nationals), for organizations that have a House/Developmental (A) team and a Tier 2 Division (AA) team, the organization must lock eight (8) players on the AA roster. The organization may otherwise allow all other rostered players to play in games at either the AA or A levels. Intent of this rule The intent of this rule is to promote the growth of girls hockey at the youngest levels. It gives clubs flexibility so, when they have kids, they will be able to form 2 teams, which will allow the more skilled girls to play at the AA level and the more development girls to play at the A level, while giving them the opportunity to participate in some AA games. This proposal was tabled to allow members time to review the proposal. The Membership will vote before the end of June 2017 for considerations to be adopted into the MAWHA Rules & Regulations Old Business Donna G. - Was awarded AAHA Hall of Fame and MAWHA awarded her Broadway Tickets Rule for National Bound 12U not on 14U NBT Beginning in the season, no player 12 years of age or younger (as defined in the age classification chart for the current season) is eligible to play on a team intending or declared to compete in the District or National Championships or playoffs leading thereto. A player 13 years of age or older may play on a youth or girls team in an older classification at a District or National Championship Tournament only if the applicable Affiliate s rules or decisions, and the applicable local program s rules or decisions, permit that player to do so. A player residing in one Affiliate may not play on a team in an older classification in a different Affiliate unless both the Affiliate where the player resides and the Affiliate where the player desires to play have granted permission to play in an older classification. In the event a youth or girls player has been denied the permission to play in an older classification in the Youth or Girls District or National Championships on a team in an Affiliate other than the Affiliate where the player resides, the player may appeal such denial to the National Championship Appeal Committee. 2 - Posting Roster 6

Winter Meeting - May 10, 2017 MAWHA Membership are encouraged not to post Team Rosters until they have signed commitments for each player on the posted roster. Meeting Adjourn: 8:39pm 7

ATLANTIC AMATEUR HOCKEY ASSOCIATION, INC ANNUAL MEETING: BOARD OF DIRECTORS MEETING LEGISLATIVE PROPOSAL SUBMISSION FORM PROPOSAL NUMBER: 2017 AM 03 RULES TITLE OF PROPOSAL: MAIN HEADING: F. ADM COMPLIANCE RULE / REGULATION (Heading): Advancement and Waiver BY-LAW (Heading): Section: 2 Reference (sub-section): Paragraph / Page no(s): CURRENT WORDING: 2) Advancement and Waiver: Effective with the season, a player who is 8 years old or under, shall not be permitted to play up at the 10U level under any circumstances. In House programs as defined herein are exempt from this regulation. SPECIFIC WORDING OF PROPOSAL: (New wording shall be in -bold, and Deletions-strikethrough) 2) Advancement and Waiver: Effective with the season, a player who is 8 years old or under, shall not be permitted to play up at the 10U level under any circumstances. In House programs as defined herein are exempt from this regulation. ADD: Effective the season, each organization shall have the authority to issue up to two (2) waivers for 8 year olds only, to play up to 10U for both girls and youth classifications. This means two (2) waivers in total for the entire organization regardless of tier or classification. This waiver cannot be combined with other waiver requests. The 8-year-old player must have 2 years documented travel hockey experience, and must have been rostered/claimed by your organization on a USA Hockey roster the previous season. For avoidance of doubt, new 8 year old players moving to your organization are ineligible. The Under-Age Player Roster Waiver Form (sample attached) must be completed and submitted to the ADM Coordinator before 10U tryouts commence. The ADM Coordinator will review and sanction the request. Only the organization s hockey director may submit a waiver request which must be signed by both the hockey director and organization president. Submission of the request will attest that the player(s) is significantly proficient to participate in 10U hockey. Waiver forms not submitted by the due date, and subsequently reviewed and sanctioned by the ADM Coordinator will result in the player(s) not being approved to be included on a 10U roster. The ADM Coordinator, on behalf of the ADM Committee is authorized and compelled to periodically audit organization issued and ADM sanctioned waivers, and may assign an experienced hockey coach to review an organization s selection of player(s) receiving waivers. Page 46

Abuse of this waiver policy will result in the loss of an organization s ability to participate in this waiver process for a minimum of one season, as determined by the ADM Coordinator. The ADM Coordinator, on behalf of the ADM Committee has the authority to deny an Organization s issuance of a waiver, in cases where the ADM Committee believes the Club misused the waiver process. Under no circumstance will more than two (2) Under Age Waiver requests be sanctioned in a single season for an organization. All organizations that do not submit waiver forms for sanctioning in a specific season (in other words, play all players age-appropriate) may be eligible for additional AAHA sponsored opportunities. INTENTION OF PROPOSAL: To place the authority and responsibility with Hockey Directors for hardship circumstances or experiential reasons.
