1 JOINING INSTRUCTIONS INTRODUCTION 1. Real Property Operations Detachment Borden would like to cordially invite you to participate in the Central Region Beaver Cup. The roots of the Beaver Cup stem from Borden, Ontario who hosted the first cup in The Beaver Cup is an event held in Western, Central, and Atlantic Canada to help the Canadian Military Engineering community come together. AIM 2. Provide joining instructions to the engineering family in order to maximize participation for a fun, competitive and organized hockey tournament. COMMITTEE 3. The Beaver Cup 2018 committee is comprised of both military and civilian DND members from RP Ops Det Borden: a. Tournament OPI Lt. Raphael Wiesenberg b. Prizes and Awards - Cpl. Paul Grantham c. Tournament Scheduler Travis Cox d. Accommodations Cpl. Paul Grantham f. Meet and Greet OPI Cpl. Wade Cochrane g. Medics / Photography OPI Cpl. Wade Cochrane i. Team Keepers / Head Referee Travis Cox ELIGIBILITY 4. All serving (or retired) military and civilian DND members within the CME branch (including reserve and DCC). Note that some non CME branch members may play in the case that they are needed in order to produce a team. Inform the committee of these players in advance. 5. All civilian members must complete ANNEX A, Waiver of Liability. All forms are to be submitted at the meet/greet. Any missing forms may be handed in before opening ceremonies to the committee. CRITICAL TIMINGS/EVENTS
2 6. Beaver Cup 2018 a. NLT 1700hrs 23 Mar 18 Registration Deadline (money and roster); b. 1800hrs 4 Apr 18 Meet and Greet at Base Borden Officers Mess; d. 0700hrs 5 Apr 18 Team Pictures; e. 0730hrs 5 Apr 18 Opening Ceremonies; f. 5-7 Apr 18 Games Played; and g hrs 7 Apr 17 Finals followed by closing ceremonies. ACCOMADATIONS 7. Accommodations will be made available upon request. Bathrooms are in the building and are open (please inform Accommodations OPI of any female personnel requiring a room). Multiple teams can fit in one building; IOT facilitate the most people and most effective cost, teams will share the facilities. 8. The invoice for accommodations will need to be paid by cheque to the Receiver General of Canada. A cheque for each team portion of the costs will be given to Accommodations OPI at the Meet and Greet, the sum of which must match the total invoice outlined by the Cadet Camp. Accommodations request to Cpl. Paul Grantham. Pricing to follow when teams reply with numbers. Submissions shall include: a. Name; b. Rank (If applicable); c. Gender; d. Service # s (and/or Pri # s); 9. Alcohol Policy: Drinking of alcoholic beverages within the building only. Any reported issues can result in being kicked out; there are other members using the facility during the week. Therefore, there will be no tolerance for foul play. Anything brought into the accommodations building MUST be taken out upon completion and exit. 10. There are two messes on base. No meal card will be provided but both messes accept cash. TRANSPORTATION 12. Participating teams are responsible for their own methods of transportation.
3 MEET AND GREET 13. A Meet and Greet will commence at 1800hrs (4 Apr 18) at the Base Borden Officers Mess. Pizza will be provided. Captains are asked to meet at 1745hrs for the captains meeting to discuss the rules and regulations as well as to provide the liability waivers and accommodation cheques (if using the facilities). PHOTOGRAPHS 14. Team photos will be taken at 0700 hrs 5 Apr 18 before the opening ceremonies. The two teams playing in the first game are asked to wear full equipment for the picture and the opening ceremonies, all other teams shall wear their jerseys. RULES 15. The Hockey Canada Rule Book will govern the tournament. All deviations from the Hockey Canada Rule Book will be discussed at the Captains meeting at the Meet and Greet. Please familiarize yourself with ANNEX B, Rules and Constitutions, for all deviations from Hockey Canada. 16. Each team will have a maximum of 16 players; including goalies. 17. Games will be two periods of 25 minute run time. Should the game be within three goals in the last 5 minutes, the remainder will be stop time. 18. All games, with the exception of the finals, will be decided by shootout should regulation time end in a tie. The shootout will be 5 players per team and if the tie remains then it will go one for one using any player that has not already shot. The order of shooting will be decided by a coin toss at the end of regulation time. Heads for home, tails for away. The winner may decide if they wish to shoot first or second. 19. In the case of a tie, the finals will be decided by overtime. After the third period a 2 minute rest will be put on the scoreboard followed by a 10 minute runtime period. After each overtime a two minute rest period will be given. No more than 2 overtimes will be issued. After two overtimes if a goal has not been scored a shootout will follow, see para 17. for shootout details. 20. Ties in standings will go points for and against. The teams still tied with each other will be settled by which team beat the other. 21. Intersection games will be held in the arena in the evening; therefore, at the end of each day gear must be removed from the locker rooms. No messes in the locker rooms will be tolerated.
4 22. Time has been scheduled for flooding, referee changes, and unforeseen delays. Teams are required to be ready 5 minutes in advance of each game to respect the schedule and avoid delays as much as possible. 23. There will be a no tolerance policy on fighting. Anything that the referee deems as fighting will be an automatic tournament suspension. Referee say is final on all calls. 24. There is no body checking allowed. 25. Slap shots are approved. 26. For more rules, please refer to ANNEX B, Rules and Constitutions. EQUIPMENT 27. All players must wear CSA approved face masks (full face cage) and approved neck guards during tournament play (including on the bench). All equipment and jerseys are up to the teams to provide, the tournament will only provide game and warmup pucks. All equipment must be worn as per Hockey Canada guidelines. ENTRY FEE/ROSTER 28. Team rosters and registration fees are due NLT 1700hrs 23 Mar 18. Accommodations are paid separately from the registration fee. GERNERAL ADMINISTRATION 29. ANNEX A, Waiver of Liability. I acknowledge that my attendance at or participation in this physical activity or event carries with it certain inherent risks and dangers that cannot be eliminated regardless of diligence. 7 Annex B Beaver Cup 2018 CFB Borden TOURNAMENT CONSTITUTION CENTRAL REGION BEAVER CUP 2018 GENERAL 1. This constitution identifies the major playing rules for the tournament. It is important that all team members be made aware of this constitution to prevent any misunderstanding WRT to officials and their rulings. Hockey Canada rules will govern the competition along with the specifics identified below. INJURED PLAYERS 2. Referees are instructed to stop play immediately in all cases where a player has sustained an injury, regardless of which team is in procession of the puck. EQUIPMENT 3. All equipment shall be worn IAW Hockey Canada Regulations. a. Facial Protectors CSA approved facial masks, full cage, is compulsory for all players. b. Helmets all players must wear CSA approved hockey helmets combined with ear protection. Players who lose their helmets are not allowed to continue to play (they must go to the bench immediately). c. Neck Guards all players must wear CSA approved neck guards. PENALTIES 4. Players who receive three stick infractions in the span of one game shall automatically receive a game misconduct penalty served by a member on the ice at that time. 5. Major Penalties Any player or goalie receiving a major penalty shall automatically be given a game misconduct, with the exception of a major penalty for accidental high stick. 6. Misconduct Penalties Players who are given a game misconduct penalty for abuse of officials or gross misconduct, shall automatically be suspended for a minimum of the next tournament game regardless of when the penalty was received during the game. 7. Body Contact A minor penalty (or major penalty at referee s discretion) shall be given to any player who intentionally bodies, pushes, or stands in front of and does not make an attempt to avert body contact with an opponent.
8 8. Interpretation An intentional motion and/or the bracing of the body for the purpose of contacting an opponent shall constitute illegal body contact. 9. Fighting and Roughing There is NO fighting in Beaver Cup Anything that the referee deems as fighting will be an automatic tournament suspension. Referee say is final on all calls. 10. High Sticking Any contact with high sticks, accidental or not, shall stop the play. If the puck is touched with the hockey stick at a height higher than the crossbar then play shall be stopped. Any player, in the process of checking an opponent, who raises his/her stick above the shoulders and does not make contact with the puck, shall still be penalized. Any defending player raising his/her stick above the normal height of his/her shoulders in a manner intimidating to an oncoming opposing player shall be penalized. Where opposing players jostling for position anywhere on the ice surface, raise their sticks above the normal height of the shoulders, shall be penalized. 11. Slashing Any slashing action (regardless of degree of severity) to the body of an opponent shall be penalized. Any stick swung at an opponent who is out of reach, shall result in a penalty. Any swinging action with the stick, where it is obvious that the player is not playing the puck, shall result in a penalty. 12. Cross Checking Any chopping acting (sharp, pushing action, sudden, jarring, or jolting forward action with the shaft of the stick held between the hands) shall result in a penalty. A defending player shall be allowed to place his/her stick on the puck carrier and ride him/her off. 13. Hooking When the blade of the stick is hooked into the body i.e. waist, hips, thighs, arms of an opponent to slow his/her progress, a penalty shall be issued. Any tugging action, with the blade of the stick placed anywhere on the body of the opponent, in an effort to restrict his/her movement or show him/her down, shall be penalized.
9 Annex C Beaver Cup 2018 CFB Borden RULES AND REGUALTION FOR VISITING TEAMS - CENTRAL REGION BEAVER CUP All personnel visiting CFB Borden shall abide by the following rules and regulations: a. That you will be held responsible for the orderly running of you and your team; b. That you are responsible for the cleanliness of the facilities after use (including both accommodations, messes, and arena facilities); c. That you ensure that laws of Canada, the Province and the Municipality are not contravened; d. That you agree to repair or pay compensation for any damages resulting from use; e. That you agree to indemnify the Crown for all claims arising out of that use; and f. The Cadet Camp shall be IAW Standing Orders. 2.
