1 General Board Meeting Sand Creek Middle School Cafeteria Thursday, February 13, :00 PM Call to Order Tim Owens, President called the meeting to order at 7:02 pm. A quorum was established at 7:05. Roll Call Clubs present: AB; AL; AM; AV; BE; BS; BW; BR; CA; CL; CU; CH; CP; CO; CT; CR; FF; FU; GA; HH; LS; LC; NL; NS; NU; RO; RW; SA; SC; TV and VY. Clubs absent: BK; CM; CS; EM; DU; GP; GB; GV; GW; HF; ME; NY; NE; RA; WF Reading and Adoption of the Minutes The January 10, 2019 minutes were ed to clubs prior to the meeting. A misprint was noted: Special Committees 1a, ODB should be replaced with ODP. Latham Circle SC made a motion to accept the minutes with above revision, Brunswick SC second the motion, motion carried. Treasurer s Report Dave Yule Financials were distributed. Current assets are $226,230.74, and net income is $26, Henry Hudson SC made a motion to accept the minutes, Valley SC second the motion, motion carried. Communications None Comments from the Floor Tim O. relayed information received from Eastern NY (ENYYSA).
2 1. ENYYSA has voted to increase the fee from $1 to $2.50 per player, and this fee will be passed down to the players. He encouraged clubs to take this under advisement when developing upir fee structure for next year. 2. The risk management fee will also be increased to $20 per person (currently $12). Tim O. said that this could be effective August 1 st. 3. Tim O. mentioned that the background check process will also be changing. Under the new Safesport Act, coaches, assistant coaches, and team managers will need to have the background checks go through the courts. This could possibly increase to $65 per request. Tim O. stressed that none of the above fees are finalized, but wanted to be sure all clubs were aware of these changes for planning purposes. A member club asked why teachers, police officers, etc. that have already been fingerprinted for their profession, also need to go through these background checks. Following that, Kathy from Rotterdam SC asked if the 2-year renewal would be the same cost as the original check. Tim O. responded that he would research both questions. Tim. O. requested input from clubs to move CDYSL forward. A survey will be distributed, and Tim O. asked that suggestions be sent to the office. Finally, he also encouraged clubs to submit nominations for Eastern New York awards. Reports of Officers and Standing Committees Standing Committee Reports: 1. Rules Scott Swere 2. Registrations Tammy Kishbaugh Tammy K. reminded clubs that the deadline for registrations is February 28 th. Tim O. reported that registrations are ahead of last year, but not where the office would like it to be. Typically, there is 3,800-4,500 travel players. As of last week, 2,600 players have registered. A result of so many registrations coming in close to the deadline, he reminded clubs that it makes a large backlog for the CDYSL office, which in turn creates delays. 3. Games Paul Bascomb Paul B. reported that Friday, February 15 th is the last day to withdraw teams without a penalty. As of today, 20 teams have withdrawn. Paul B. mentioned that the appeals meeting was the Friday, February 8th. Some teams requested moving divisions because of their indoor performance, and he reminded
3 everyone that indoor isn t necessarily an accurate gauge for the outdoor season (bigger field, more/different players, etc.). Paul B. noted that CDYSL no longer has many division 1 teams. It was discussed that there are about 70 local teams playing EDP (mainly division 1 teams), therefore they are either not playing CDYSL, or are requesting limited play (6 games). Tim O. said the executive board is investigating what is drawing division 1 teams out of CDYSL and going to EDP given that EDP requires extensive travel and higher fees. A club member mentioned that this trend has been going on for many years, primarily because kids are starting with travel teams at an earlier age. Paul B. said that a result of less division 1 teams, division 2 teams start requesting to shift down to division 3, which can cause other issues. He mentioned that the goal of placing teams is that all teams in the division would be competitive. Ideally, a 1 st place team record would be 6-4, and that there are no team records of 10-0 or Paul B. mentioned that there are approx. 350 teams registered. When teams pull out, often it is because of clubs overcommitting, and then not have enough players. Tim O. said the executive committee is considering not refunding the registration fee in the future, as a lot of effort goes into placing the teams, and then reshuffling teams when one withdraws. Paul B. requested that club presidents and coaches develop a philosophy on sportsmanship related to how many goals is enough when you are winning. He reminded everyone that defeating a team by many points (10/0 game) only discourages the other teams players and parents, which could result in the players not returning. Colonie SC went on to discuss that coaches should be considerate of opposing teams when they don t have a full roster at a game, and to consider playing down a player or two. Paul B. reiterated that good sportsmanship is encouraged to support all clubs. This led to a conversation confirming that if a team doesn t have 7 players to field a legal team by April 1, the team would be removed by CDYSL and assessed a $500 fee in addition to not refunding the $150 registration fee. Paul reported that there are 71 new referees this year, and they should start the season with about 80 new referees this year. 4. Finance & Scholarship Dave Yule Dave Y. reported that scholarship applications are due on February 28 th, and there will not be an extension this year. The scholarship award winners will be announced at the June meeting.
4 5. Executive - Tim Owens Tim O. reported that a survey was distributed for a bus trip to NY National Women s team vs. Mexico on Sunday, May 26 th. The fee per person would be under $100, and would include the bus, ticket and breakfast. 6. Membership Afrim Nezaj (absent) Second Read: There are two soccer leagues that have requested to play as guest teams for the Spring 2019 season: 1. Delaware County United Soccer Club: They are part of Broom County League and are looking to register their U16 Division 2 Boys team. They will play neutral games at Delhi and home games at Valley Soccer Clubs. Paperwork and bond have been received. 2. Oneonta Soccer Club, Broom County Soccer League. They are looking to play 3 teams (U10 Boys division 3, U14 Girls - division 3, U18 Boys division 1 or 2). They would prefer to play home games at Wright National Soccer fields. Paperwork and bond have been received. The nominating committee is recommending that home games be played at a neutral field at Valley (45 minutes closer to Albany). A brief discussion regarding CDYSL s footprint and the reason guest teams must play within the footprint was had. Tammy K. reported that Oneonta has agreed to play home games at a neutral field unless the opposing team agrees to playing in Oneonta. 7. Zero Tolerance/Appeals Roy Pfeil 8. Arbitration Tim Frament (absent) 9. Nominations Tim. O. reminded everyone that the Secretary position is open and encouraged anyone interested to contact the office. Roy P. mentioned that since there is a recording secretary, taking minutes at meetings would not be part of the position. 10. Risk Management Special Committees 1. Programs
5 a. Coaching Eucation Roy Pfiel Roy P. announced that there will be a 7v7 grassroots coaching course on March 23 rd, being held at Afrims new facility for a cost of $125. Several courses will be announced soon, included a D license. Since there are a people maximum per course allowed, the courses fill up quickly. b. Coaching Workshop 2019 This year s workshop will be held on Saturday, March 9 th. Tammy K. reported that all clinician spaces are filled except for 1 gym spot. Clinicians include Tim Bradbury, Rob Bruley, Deb Raber, and 2 members of Kansas City Legends. Roy P. noted that many people come to the workshop just to pick up their packet, but don t stay for the program. The workshop has been consolidated to 9:00am-1:00pm and Tim O. encouraged everyone to attend. Roy P. mentioned that the workshop is open to any coach in the Capital Region (high school coach, etc.) Tim O. thanked Roy P. for attending the convention and bringing in premier clinicians for the Coaching Workshop. A member club asked if a coaching license course would be offered during the workshop. Tim O. reported that there is not one planned at this time. However, he agreed that the coaching workshop is a perfect opportunity to offer a coaching course. Roy P. said that it might be possible for this year if we could get a team of players to participate. ODP Program Roy Pfiel c. Exceptional Senior Showcase d. TOP Soccer e. Empire Cup Tim O. introduced Ross from Afrim s to speak about the Empire Cup tournament. The tournament will be held at Afrim s new facility from April th. The facility can accommodate all weather due to their 4 outdoor fields with lights that surround the fieldhouse and their indoor facility. They encourage all local groups to participate and mentioned that they plan to bring in more leagues from out of town.
6 Old Business None. Patty asked why the cost for the tournament is higher than previous years. Tim O. said that it is only approx. 10% higher than last year, and listed some of the reasons for the increased cost: more referees, advertising, field use, and the GotSoccer fees. The executive committee would like this tournament to be a showcase level, and Tim O. also mentioned that there is a multiple team discount. Kathy from Rotterdam United SC asked why CDYSL is calling the event Kick Off Classic, since Rotterdam SC has traditionally had a tournament during the same weekend with the same name. After a brief debate, Tim O. said that it was the committee decision for the name and date. Ross from Afrims concluded that the deadline to register for the tournament would be around March 31 st. New Business A club asked if Tim O. knew if Eastern New York is offering field grants again this year, and Tim O. noted that Eastern New York is not. Next board meeting is April 11 th. Adjournment A motion was made to adjourn the meeting by the Latham Circle SC, and seconded by Henry Hudson SC & Brunswick SC. The meeting was adjourned at 8:35PM.
