2 INTRODUCTION This handbook is provided by Sioux Falls Youth Hockey Association as a guide for players and parents. The information contained is intended to be an overview of our program. If more detailed information is needed please contact the SFYHA Office HISTORY The Sioux Falls Youth Hockey Association (SFYHA) was established by a group of interested Sioux Falls area residents in The program was first conducted on outdoor ice at Drake Springs and then moved to indoor ice at the EXPO Building at the Sioux Empire Fairgrounds in The membership grew at that time to a height of 200 members. However, the indoor ice rink survived only for a short period of time and the program went back to outdoor ice at Drake Springs. When this occurred, membership numbers dwindled to as low as 80 members. Soon after again moving to outdoor ice, several of the then board members of SFYHA began looking at the possibility of building an indoor rink. The original group of people included Al English, John Gross, Jim Becker, Joe Smith, Rich Levine and Bill Willette. As they pursued the possibility it became apparent that hockey alone could not draw the financial support needed to build the rink. They realized that in order to obtain adequate funding the group needed to represent a broader base of skating interests. Out of this background, the concept of the Minnehaha Ice and Recreation Center (MIRC) evolved. Dr. White became involved with an interest in figure skating and Dr. Giebink also joined the group. MIRC became a nonprofit corporation and SFYHA first utilized the ice there in It was at this time that MIRC and SFYHA became separate but closely associated entities. Both organizations grew in complexity and independence but their close cooperation continued to provide an indoor ice facility both for SFYHA and the community. In 1995, Al English, Rick Plummer, Barry Solomon, Tom Nelson, and Bob Putnam collaborated with the Sioux Empire Fair Board and the Minnehaha County Commission to again bring indoor ice to the EXPO Building. In 1998, two new programs were introduced; a Girls League and a Recreation League. In 1999, Minnehaha Ice and Recreation Center was donated to the city of Sioux Falls. Sioux Falls Sports managed the facility and the city changed MIRC to Sioux Falls Ice and Recreation Center (SFIRC). During summer 2009, SFYHA approved the formation of the Ice Sports Association (ISA). The ISA began working on ice sports facility plans ranging from location, building design and fundraising for a new facility for Sioux Falls and surrounding communities. As required by South Dakota Amateur Hockey Association in summer 2011, Sioux Falls Youth Hockey Association league teams were geographically split to East / West team divisions. Brandon Valley formed a hockey association in Spring 2011 affecting the SFYHA service area. Under the leadership of Joe Zueger and Sue Salter, ISA continued to pursue funding and details for facility to be located at the Sanford Sports Complex in northern Sioux Falls. In the fall of 2012, a major donation provided a namesake for the ice facility. SFYHA and the community welcomed the opening of the new 3 sheet Sheels IcePlex in the fall of During winter 2014, the City of Sioux Falls ceased operations at Sioux Falls Ice & Recreation Center GOVERNING BODY SFYHA is a nonprofit association organized under the provisions of IRC 501 c 3. SFYHA is a local association, which is a member of the South Dakota Amateur Hockey Association (SDAHA) and the Northern Plains District of USA Hockey. SFYHA is therefore subject to by-laws handed down by these governing bodies. Members of the Board are responsible for managing the affairs of the association through guidance, vision, setting procedure and policy and overseeing the diverse activities 1

3 of the association. A formal set of by-laws was adopted by SFYHA on April 13, 1994 (amended ). SFYHA Bylaws are available on the website at The Board of Directors, Advisory Council Members, and Support Personnel are listed on the website. Regular board meetings are held at 6:30 PM on the first Wednesday of each month. Meetings are held at SFYHA Office 5000 S Minnesota Ave in the 2 nd floor conference room. Interested individuals desiring to attend a board meeting should verify date, time and place. The approved minutes of SFYHA Board meetings are available on the website SFYHA communication is also presented to members via blasts. The Board of Directors consists of President, Vice-President, Past President, Treasurer, Secretary, Director of Travel League, Director of City League, Director of Development and Director of Tournaments. The Advisory Councils meet the last Wednesday of each month when needed to plan for the hockey season. The Advisory Council recommendations are forwarded to the Board of Directors. City League Advisory Council The City League Advisory Council will consist of the following: City League Program Director, Atom Supervisor, Mite City (Rec) Supervisor, Mite Travel League Manager, Intermediate (Squirt/ PeeWee) City League Supervisor, and the Advanced City (Bantam/High School) League Supervisor. When registration warrants, the City League Advisory Council will also have a Girls City League Supervisor and High School City League Supervisor. Duties of the City League Advisory Council are listed in handbooks specific to each league. Travel Program Advisory Council The Travel Program Advisory Council will consist of the Travel League Program Director, High School Travel League Manager, Bantam Travel League Manager, Girls Travel League Manager, PeeWee Travel League Manager and Squirt Travel League Manager. Duties of League Managers The League Managers are the Advisory Council representatives of the Leagues. They are the liaison between team coordinators, team players, parents, coaches, and Travel League Program Director. This position insures compliance with SFYHA Bylaws, Policies and Guidelines and helps players develop and be challenged as they advance through the program. Some of the duties include: Attend monthly meetings of the Advisory Council. (does not meet every month). Attend Fall League Meeting for purpose of distribution of season information and collection of player documentation. Work with SFYHA staff to insure all league players are adequately registered (birth certificate, Consent to Treat / Health Information, Drug & Alcohol Policy, etc). Secure Team Coordinators for each team upon completion of Player Placement for recommendation and approval by the board of directors. Provide Team Coordinators with necessary documentation for performance of duties (Consent to Treat / Health Information and Drug & Alcohol Contracts). Work with Scheduler to schedule games for all league teams prior to selection of Team Coordinators. Make all travel arrangements for team and coaches. This would include blocking rooms when necessary, communicating information to parents regarding accommodations and enforcing SFYHA policy regarding travel. Ultimate responsibility for collection of tournament fees. Work with SFYHA staff to collect Fundraiser Fees. Review coaches' monthly expense report and sign prior to submission to SFYHA staff for reimbursement. 2

4 Hold League meetings as necessary to inform Team Coordinators of Board directives, policies, procedures, and guidelines. Work with Equipment Coordinator and Game Jersey Coordinator in the distribution, collection, repair, and cleaning of all SFYHA equipment in the absence of Team Coordinators. Oversee all duties of Team Coordinators. Report any grievances to the Director of Operations Serve as non-voting chair of Discipline or Grievance Committee proceedings. Report any difficulties in performing the above duties to the Travel League Program Director or Advisory Council. Provide and post website updates as needed for the league. Initial practice schedules per team and game schedules are to be posted. Provide data for Dibs Volunteer items for upload to the SFYHA website. Duties of Team Coordinators These positions will serve as a direct link between their team and their respective League Managers. The Team Coordinator position directly relates to parents, players and the functioning of the team. Team Coordinators will be solicited by the League Manager and approved by the board of directors. The Team Coordinator position is not an Advisory Council position. Some of the duties include: Act as a liaison and primary contact between parents, coaching staff, League Manager. Provide communication (meetings, s, website postings and letters) as necessary to facilitate exchange of information. Provide parents with team rosters, parent names and phone numbers. Maintain documentation for team and individual players (Team Roster, Consent to Treat, Drug & Alcohol Contracts). Squirt through Varsity Leagues - maintain team statistics and documentation of individual achievements (Hat Trick, Playmaker, Zero Club). Work with the League Manager to schedule and confirm games as needed to fill season. Work with Equipment Coordinator, Game Jersey Coordinator and League Manager to distribute, collect, repair and clean all SFYHA equipment. Collect money from team players/parents and reimburse SFYHA for cost of all tournament fees. Work with the Risk Manager to insure proper procedures are followed for all injuries. Post all scores to Team Page no later than Sunday evening each week. Admission workers and minor officials will volunteer thru Dibs. Check status of minor officials volunteers prior to game time to ensure all positions are covered. Admission workers and minor officials must be at least 18 years or older. Work with SFYHA staff and League Manager to collect Fundraiser Fees. Review coaches' monthly expense report and forward to SFYHA staff for reimbursement. Maintain record of ALL coaching expenses for the year (reimbursed and non-reimbursed). Work with SFYHA staff to facilitate team and individual pictures. Provide game programs or program inserts for all PeeWee Varsity home games. Attend League meetings as requested by League Manager. Assure that the policies, procedures, rules and regulations of SFYHA, SDAHA and USA Hockey are followed at all times. Serve as mediator for team grievances. Report grievances to the Director of Operations. Report any difficulties in performing the above duties to the League Manager. Oversee supervision of locker rooms before and after practice Provide and post website updates as needed for the league. League games are to be entered on SportEngine and scores posted. Communication Note: Parent and player communication system is to be used for SFYHA business and team information sharing. contacts cannot be utilized for any personal agenda or personal business. 3

5 SFYHA Support Personnel The Support Personnel of SFYHA includes the Scheduler, Equipment Manager, Game Jersey Coordinator, SFYHA staff, Spiritwear Manager, Webmaster and Volunteer Program Manager. Support Personnel attend Advisory Council and Board of Director meetings as requested and are appointed by the Board of Directors to serve a minimum of 2 years. Duties of the Scheduler Responsible for all ice time scheduling including evaluation, practices, games, and tournaments. Will work with City League Program Director and Travel League Program Director to ensure fiscal and practical use of ice time. Will work with state director of scheduling. Will also schedule ice time for referees, coaches and player clinics. Will serve as liaison with Scheels IcePlex and is on the Tournament Committee. Duties of the Equipment Manager Responsible for inventory and procuring all SFYHA equipment. Coordinates with League Managers the distribution, collection, repair and cleaning of equipment. Duties of Game Jersey Coordinator Responsible for inventory and needs for SFYHA game jerseys. Coordinates the distribution, collection and repair of all game jerseys. Duties of the SFYHA staff Responsible for coordinating all aspects of player registration. Have printed and distribute registration forms in city and surrounding areas. Receive completed registrations and registration fees. Oversee online registration process for SFYHA. Maintain registrations by team, age etc. Coordinate team rosters and tournament sanctions with USA Hockey Associate SFYHA staff for South Dakota. Responsible for communication with USA Hockey Associate SFYHA staff for SDAHA. Spiritwear Manager Coordinates spiritwear sales, places and receives orders, have merchandise available at Fall Kick-Off and League Meetings and other SFYHA functions as needed Duties of Volunteer Program Manager Responsible for managing membership volunteer credit hour data. Reviews, prepares and updates the board and SFYHA members of volunteer opportunities that are beneficial to our membership and association. Maintains a list of on-going volunteer needs for posting on Dibs located on our website. Tracks and provides data to families and board members regarding status of volunteer hours earned while maintaining confidentiality. Reports any difficulties in performing the above duties to the Board of Directors. Committees All committees report to the Board of Directors. The President of SFYHA shall appoint additional committees as the need arises. Budget Committee Responsible for establishing budget for SFYHA Treasurer, Chairman Discipline Committee Jon Carroll, SFYHA Representative SDAHA Discipline Committee Responsible for the discipline of any player, coach or parent who violates any rule or regulation of SFYHA, SDAHA or USA Hockey 4

6 SFYHA Discipline Committee will consist of the (Travel/City) League Director, Director of Hockey, Director of Operations and 3 appointed (either current or past) Board of Director Members. The League Director, in a non-voting capacity, shall chair Committee proceedings. Nominating Committee Responsible for nominating individuals to serve as officers, directors, Advisory Council and Support Personnel candidates Vice-President, Chairman Policy Review/Handbook Committee Responsible for annual review of SFYHA policy, by-laws and Player / Parent Handbook Board of Directors Tournament Committee Overall responsibility for all tournaments sponsored by SFYHA Director of Tournaments, Chairman PHILOSOPHY SFYHA is an organization dedicated to the development and advancement of the youth of Sioux Falls. In addition to promoting the concepts of teamwork and healthy competition, SFYHA emphasizes enjoyment, recreational benefits, and the teaching of individual and team hockey skills. Qualities important to hockey such as quickness, agility, coordination, balance, strength and flexibility are developed at all levels. At the Atom, Mite, City League Programs, and Squirt level the emphasis will be on the development of hockey skills. At the PeeWee, Bantam, Girls, and Junior Varsity and Varsity travel levels there is greater emphasis on competition but not at the expense of good sportsmanship. SAFESPORT PROGRAM The safety of its participants is of paramount importance to USA Hockey. This includes not only on-ice safety, but also off-ice safety in any part of USA Hockey s programs. USA Hockey has long had systems in place to protect its participants from physical abuse, sexual abuse and other types of abuse and misconduct that can be harmful to youth hockey players and other participants. These include without limitation Physical Abuse, Sexual Abuse, Screening, Locker Room Supervision and Hazing Policies, in addition to Codes of Conduct applicable to administrators, coaches, officials, parents, players and spectators. USA Hockey has created a SafeSport Program that includes USA Hockey s various policies aimed at protecting its youth participants from all types of misconduct and abuse. USA Hockey has ZERO TOLERANCE for abuse and misconduct. These specific policies are of paramount importance to USA Hockey and may be modified or amended as needed. A USA Hockey member or parent of any member who (1) violates any of the SafeSport policies or (2) fails to consent to, and pass a screening and background check in compliance with the Screening and Background Check Program, may be denied eligibility within any USA Hockey program and is subject to appropriate disciplinary action including but not limited to suspension, permanent suspension, and/or referral to law enforcement authorities. 5

7 Screening Policy It is the policy of USA Hockey, SDAHA, and SFYHA that it will not authorize or sanction in its programs that it directly controls any volunteer or employee who has routine access to children (anyone under the age of majority) who refuses to consent to be screened by USA Hockey, SDAHA, or SFYHA before he/she is allowed to have routine access to children in USA Hockey s or SFYHA s programs. Further, it is the policy of USA Hockey that it will require its affiliates (SFYHA) to adopt this policy as a condition of its affiliation with USA Hockey. A person may be disqualified and prohibited from serving as an employee or volunteer of SFYHA if the person has: 1) Been convicted (including crimes the record of which has been expunged and pleas of no contest ) of a crime of child abuse, sexual abuse of a minor, physical abuse, causing a child s death, neglect of a child, murder, manslaughter, felony assault, any assault against a minor, kidnapping, arson, criminal sexual conduct, prostitution related crimes or controlled substance crimes; 2) Being adjudged liable for civil penalties or damages involving sexual or physical abuse of children; 3) Being subject to any court order involving any sexual abuse or physical abuse of a minor, including but not limited to domestic order or protection; 4) Had their parental rights terminated; 5) A history with another organization (volunteer, employment, etc.) of complaints of sexual or physical abuse of minors; 6) Resigned, been terminated or been asked to resign from a position, whether paid or unpaid, due to complaint(s) of sexual or physical abuse of minors; or 7) Has history of other behavior that indicates they may be a danger to children in SFYHA. Physical Abuse Policy It is the policy of USA Hockey that there shall be no physical abuse of any participant involved in any of its Member Programs by any employee, volunteer, independent contractor or other participant. Physical abuse means physical contact with a participant that intentionally causes or has the potential to cause the participant to sustain bodily harm or personal injury. Physical abuse also includes physical contact with a participant that intentionally creates a threat of immediate bodily harm or personal injury. Physical abuse may also include intentionally hitting or threatening to hit an athlete with objects or sports equipment. In addition to physical contact or the threat of physical contact of a participant, physical abuse also includes the providing of alcohol to a participant under the age of consent and the providing of illegal drugs or nonprescribed medications to any participant. Without limiting the above, any act or conduct described as physical abuse or misconduct under applicable federal or state law constitutes physical abuse under this Policy. Physical abuse does not include physical contact that is reasonably designed to coach, teach, demonstrate or improve a hockey skill, including physical conditioning, team building and appropriate discipline. Permitted physical conduct may include, but is not necessarily limited to, shooting pucks at a goaltender, demonstrating checking and other hockey skills, and communicating with or directing participants during the course of a game or practice by touching or moving them in a non-threatening, non-sexual manner. Any USA Hockey member who engages in any act of physical abuse is subject to appropriate disciplinary action including but not limited to suspension, permanent suspension, and/or referral to law enforcement authorities. 6

8 Sexual Abuse Policy It is the policy of USA Hockey that there shall be no sexual abuse of any participant involved in any of its Member Programs, whether such participant is an adult or a minor, by an employee, volunteer, independent contractor or another participant. Sexual abuse of a minor occurs when an adult employee, volunteer, independent contractor or other participant touches a minor for the purpose of causing the sexual arousal or gratification of either the minor or the employee, volunteer, independent contractor or other participant. Sexual abuse of a minor also occurs when a minor touches an employee, volunteer, independent contractor or other participant for the sexual arousal or sexual gratification of either the minor or the employee, volunteer, independent contractor or other participant, if the touching occurs at the request or with the consent of the employee, volunteer, independent contractor or other participant. Sexual contact between or among children also can be abusive if there is a significant disparity in age, development, or size, rendering the younger child incapable of giving informed consent, if there is the existence of an aggressor, or where these is an imbalance of power and/or intellectual capabilities. The sexually abusive acts may include sexual penetration, sexual touching, or non-contact sexual acts such as exposure or voyeurism. Neither consent of the minor to the sexual contact, mistake as to the participant s age, nor the fact that the sexual contact did not take place at a hockey function are defenses to a complaint of sexual abuse. Sexual abuse may also include non-touching offenses, such as sexually harassing behaviors; an adult discussing his/her sex life with a minor; an adult asking a minor about his/her sex life; an adult requesting or sending nude or partial dress photos to a minor; exposing minors to pornographic material; sending minors sexually explicit electronic messages or photos (e.g. sexting ); deliberately exposing a minor to sexual acts; or deliberately exposing a minor to inappropriate nudity. Sexual abuse may also occur between adults or to an adult. Sexual abuse includes sexual interactions that are nonconsensual or accomplished by force or threat of force, or coerced or manipulated, regardless of the age of the participants. Without limiting the above, any act or conduct described as sexual abuse, sexual misconduct or child sexual abuse under applicable federal or state law constitutes sexual abuse under this Policy. Any USA Hockey member who engages in any act of sexual abuse or misconduct is subject to appropriate disciplinary action including but not limited to suspension, permanent suspension, and/or referral to law enforcement authorities. Substance Abuse Policy SFYHA endorses the mood altering substance policy as set forth by USA Hockey and stated below: It is the considered judgment of the Board of Directors of USA Hockey that consumption/use/abuse of mood altering substances is detrimental to a healthy state of mind, body, and spirit in an athletic participant. This is especially true for those participants aspiring to develop their talents in the furtherance of their playing, or coaching, or officiating career in the sport of ice hockey. Therefore, with the best interests of its participants in mind, USA Hockey prohibits use by any participant of mood altering substances during active participation in its programs, and, upon discovery of any violation shall take action to remove the participant from participation in its programs for a reasonable period of time. Further USA Hockey hereby recommends that each and all of its teams, associations, programs and affiliates adopt reasonable regulations concerning the prohibition of consumption/use/abuse of mood altering substances, and a reasonable enforcement thereafter, in order to maintain the health of our athlete participants, the integrity of our programs, and the eligibility of all of our competitors for competition. For purposes of this policy, the words "mood altering substances" shall include the following: 1) Intoxicating beverages, including, but not limited to, alcohol. 2) Nonprescription or prescribed controlled substances. 3) Prescription or prescribed controlled substances when used to an excess in violation of doctors 7

9 orders, or to produce the state of intoxication in the participant. Further, a participant shall include players, coaches, referees, and all persons involved in the conduct of an ice hockey contest. SFYHA policy requires players and parents to sign the following SFYHA Drug and Alcohol Contract: The use of mood-altering chemicals, i.e. alcohol, drugs and marijuana, and tobacco is expressly prohibited. This rule applies to the entire season. It is not a violation for a player to be in possession of a controlled substance specifically prescribed for the player s own use by his/her physician. SIOUX FALLS YOUTH HOCKEY ASSOCIATION TOBACCO POLICY A SFYHA player will not use, consume or have in possession any tobacco (including chewing tobaccos). PENALTIES 1. First Violation Penalty: Upon confirmation, participant shall lose eligibility for one (1) game. Player may attend practice. 2. Second Violation Penalty: Upon confirmation, participant shall lose eligibility for the next two (2) consecutive games. Player may attend practice. 3. Third Violation Penalty: The Sioux Falls Youth Hockey Association will not tolerate a 3 rd violation. An athlete who has violated the Tobacco policy will be prohibited from further participation within any SFYHA sponsored activity or contests. No registration refunds will be granted and all fees due will be paid in full. SIOUX FALLS YOUTH HOCKEY ASSOCIATION DRUG & ALCOHOL POLICY Regardless of quantity, a player shall not: (1) use, consume or have in possession a beverage containing alcohol; or, (2) use, consume, or have in possession, buy, sell or giveaway any other controlled substance defined by law as a drug. PENALTIES 1. First Violation Penalty: Upon confirmation, participant shall lose eligibility for the next two (2) consecutive games or two (2) weeks of a season, whichever is greater. Player will participate in team practices during the suspension. 2. Second Violation Penalty: The Sioux Falls Youth Hockey Association will not tolerate a 2 nd violation. An athlete who has violated the Drug and Alcohol policy will be prohibited from further participation within any SFYHA sponsored activity or contests. No registration refunds will be granted and all fees due will be paid in full. If a player violates both above policies, the disciplinary committee will determine penalty, which may be expulsion from program. SFYHA and the disciplinary committee also reserve the right to enforce policies when violations become habitual from season to season. The season after a player has received an expulsion for (2) infractions of drug and/or alcohol use or (3) infractions of tobacco use, the player must petition the SFYHA board of directors/disciplinary committee for reinstatement. The player in question may also be required to conduct an interview with these same governing bodies for possible reinstatement. Weapons Policy SFYHA adopted the following policy on weapons: Any player knowingly possessing, handling, or transmitting any object or material that is ordinarily or generally considered a weapon with no malicious 8

10 intent will receive the following penalties: 1. First Violation- Penalty: after confirmation of the first violation, the participant shall lose eligibility for the next two (2) consecutive games or two (2) weeks of a season, whichever is greater. Player will participate in team practices during the suspension. 2. Second Violation- Penalty: after confirmation of the second violation, the participant shall have a hearing before the SFYHA Discipline Committee. The player will not be allowed to participate in any practices, games or team functions until his/her hearing is completed. Intentional possession of a firearm will result in season suspension and require a player hearing before the SFYHA Discipline Committee prior to accepting registration for the next or subsequent season. Hazing Policy There shall be no hazing of any participant involved in any of USA Hockey s Member Programs by any employee, volunteer, independent contractor or other participant. Hazing includes any conduct which is intimidating, humiliating, offensive, or physically harmful. The hazing conduct is typically an activity that serves as a condition for joining a group or being socially accepted by a group s members. The activity known as Locker Boxing (fighting with helmet and gloves) is a form of hazing that can produce head trauma in children and young adults and is prohibited in any USA Hockey Member Program. Activities that fit the definition of hazing are considered to be hazing regardless of a person s willingness to cooperate or participate. Hazing does not include group or team activities that are meant to establish normative team behaviors, or promote team cohesion, so long as such activities do not have reasonable potential to cause emotional or physical distress to any participant. Examples of activities that do not constitute hazing include directing or allowing a younger player to pick up pucks or move nets after practice or bring or fill water bottles, or giving older players first preference in team assignments, responsibilities, accommodations, facilities, or equipment. A USA Hockey participant or parent of a participant who violates this Hazing Policy is subject to appropriate disciplinary action, including but not limited, to suspension, permanent suspension and/or referral to law enforcement authorities. Locker Room Policy Youth players are particularly vulnerable in locker rooms, changing areas and restrooms due to various stages of dress/undress and because they are often less supervised than at other times. Athlete-to-athlete problems, such as sexual abuse, bullying, harassment or hazing, often occur when a coach or other responsible adult is not in a position to observe this is especially true in locker rooms. Adherence to a locker room policy enhances privacy and reduces the likelihood of misconduct. Proper supervision of the locker room areas also helps ensure that players that may have suffered an injury during a game or practice have an adult present to confer with regarding such injury. Cell phones and other mobile devices with recording capabilities, which includes voice recording, still cameras, and video cameras, increase the risk for some forms of abuse or misconduct. As a result, the use of a mobile device s recording capabilities in the locker rooms is not permitted at any USA Hockey sanctioned event, provided that it may be acceptable to take photographs or recordings in a locker room in such unique circumstances as a victory celebration, team party, etc., where all persons in the locker room are appropriately dressed and have been advised that photographs or recordings are being taken. Social Media, Mobile and Electronic Communications Policy 9

11 As part of USA Hockey s emphasis on safety, communications involving any participant, and especially our minor participants, should be appropriate, productive, and transparent. Effective communication concerning travel, practice or game schedules, and administrative issues among coaches, administrators, players and their families is critical. However, the use of mobile devices, web-based applications, social media, and other forms of electronic communications increases the possibility for improprieties and misunderstandings and also provides potential offenders with unsupervised and potentially inappropriate access to participants. The improper use of social media, mobile and electronic communications can result in misconduct. Adherence to the Electronic Communications Policy helps reduce these risks. All electronic communication between coach and player must be for the purpose of communicating information about team activities. Coaches, players and all team personnel must follow common sense guidelines regarding the volume and time of day of any allowed electronic communication. All content between coaches and players should be readily available to share with the public or families of the player or coach. If the player is under the age of 18, any , text, social media, or similar communication must also copy or include the player s parents. Zero Tolerance Policy In the effort to make ice hockey a more desirable and rewarding experience for all participants, USA Hockey instituted a Zero Tolerance Policy beginning with the season. This policy requires all players, coaches, officials, team officials, administrators, and parents/spectators to maintain a sportsmanlike and educational atmosphere before, during and after all USA Hockey sanctioned games. Thus the following points of emphasis must be implemented by all On-Ice Referees and Linesmen: Players A minor penalty for unsportsmanlike conduct (Zero Tolerance) shall be assessed whenever a player: 1) Openly disputes or argues any decision by an official. 2) Uses obscene or vulgar language at any time, including any swearing, even if it is not directed at a particular person. 3) Visually demonstrates any sign of dissatisfaction with an official's decision. Any time that a player persists in any of these actions, he/she shall be assessed a misconduct penalty. A game misconduct shall result if the player continues such action. Coaches A minor penalty for unsportsmanlike conduct (Zero Tolerance) shall be assessed whenever a coach: 1) Openly disputes or argues any decision by an official. 2) Uses obscene or vulgar language in a boisterous manner to anyone at any time. 3) Visually displays any sign of dissatisfaction with an official's decision including standing on the boards or standing in the bench doorway with the intent to of inciting the officials, players or spectators. Any time that a coach persists in any of these actions, they shall be assessed a game misconduct penalty. Officials Officials are required to conduct themselves in a businesslike, sportsmanlike, impartial and constructive manner at all times. The actions of an official must be above reproach. Actions such as "baiting" or inciting players or coaches are strictly prohibited. Officials are ambassadors of the game and must always conduct themselves with this responsibility in mind. Parents/Spectators The game will be stopped by game officials when parents/spectators displaying inappropriate and disruptive behavior interfere with other spectators or the game. The game officials will identify violators to the coaches for the purpose of removing parents/spectators from the spectator s viewing and game area. Once removed, play will resume. Lost time will not be replaced and violators may be subject to further disciplinary action by the local governing body. The locals have primary responsibility for crowd control behavior. This inappropriate and disruptive behavior shall include: 10

12 1) Use of obscene or vulgar language in a boisterous manner to anyone at any time. 2) Taunting of players, coaches, officials or other spectators by means of baiting, ridiculing, threat of physical violence or physical violence. 3) Throwing of any object in the spectator s viewing area, player s bench, penalty box or on the ice surface, directed in any manner as to create a safety hazard. South Dakota Amateur Hockey Association has taken a strong stand on the Zero Tolerance Policy. Fines ranging from $500 to $1500 for the local association and arena ejection for one day to remainder of season for the offending individuals are the penalties for not following the Zero Tolerance Policy. We, as the local association have the primary responsibility for crowd control in our rinks. CODES OF CONDUCT For an Association to function harmoniously, all members must conduct themselves in a cooperative and respectful fashion. To this end, USA Hockey has developed Codes of Conduct for administrators, coaches, parents, players and spectators. SFYHA accepts these policies in addition to the SFYHA Code of Conduct. The Sioux Falls Youth Hockey Association Code of Conduct, as adopted August 3, 2016 must be reviewed by each hockey family and can be found at the end of this handbook. Administrators Code of Conduct Follow the rules and regulations of USA Hockey, SDAHA and SFYHA to ensure that the association's philosophy and objectives are enhanced. Supports programs that train and educate players, coaches, parents, officials and volunteers. Promote and publicize SFYHA programs, seek out financial support when possible. Communicate with parents by holding parent/player orientation meetings as well as being available to answer questions and address problems throughout the season. Work to provide programs that encompass fairness to the participants and promote fair play and sportsmanship. Recruit volunteers, including coaches, who demonstrate qualities conducive to being role models to the youth in our sport. Encourage coaches and officials to attend USA Hockey clinics, and persuade your board members of the necessity for their training sessions. Make every possible attempt to provide everyone, at all skill levels, with a place to play. Read and be familiar with the contents of the USA Hockey Annual Guide and Official Playing Rules. Develop other administrators to advance to positions in your association, perhaps even your own. PLAYER REGISTRATION Before any player can participate in the SFYHA program the following conditions must be met: register with USA Hockey online at usahockey.com. Member will receive a confirmation number via . USA Hockey online registration is an annual requirement. register with SFYHA online at Siouxfallsflyers.com. The step by step registration on our website requires payment of registration fees and USA Hockey confirmation number. satisfy any outstanding debt with SFYHA complete the Medical Information Form and Consent to Treat form complete SFYHA Drug & Alcohol Contract Squirts through Varsity provide a copy of player s government issued birth certificate Once placed on a team, players in the PeeWee, Bantam, Girls, and Junior Varsity/Varsity leagues will be required to attend a rules clinic as mandated by SDAHA. Additionally, new PeeWee players and parents will be required to attend a Hockey Rules / Education presentation each fall. 11

13 Registration Fees SFYHA on-line registration and registration fees must be paid before any player can go on the ice. For families of three or more players, only the registration fees for the two older players are required. The registration fees for are as follows: Mini-Atoms $ Atom & City League (1 st yr) $ Atom & City League (2 nd yr or more) $ Mite Travel $ Squirt, PeeWee Travel $ Bantam Travel $ Lady Flyers, JV, Varsity $ When financial hardship exists, the family can make arrangements with the SFYHA staff on an individual basis to waive the registration fee to insure that all those who want to play will have the opportunity to do so. No player shall step on the ice until the registration fee is paid or a letter of registration waiver is received and approved by the SFYHA staff. No registration fees will be refunded for Atom, City League Program, Mite and Squirt Travel players once a player has stepped on the ice. No registration fees will be refunded for PeeWee travel, Bantam travel, Lady Flyers, and High School travel players after September 1. Tournament Fees Tournament entry fees (other than State League tournaments) are the responsibility of the team involved regardless of attendance at scheduled and (SFYHA) paid for tournaments. SFYHA is to be reimbursed for any fees paid on behalf of a team. Tournament fees are due by December 1 st. Players with outstanding tournament fees will not be allowed to skate until the fees are paid in full. No tournament fees will be refunded unless the player sustains a season ending injury prior to the first tournament of the season. Fundraiser Fees Registration fees cover less than 45% of the cost of the SFYHA hockey program (a copy of the budget is included in the back of the Handbook). The remainder of the cost is partially defrayed with the following fundraiser fees: Atom $ Atom & City League (2 nd yr) $ Mite Travel $ Squirt Gold $ Squirt Travel $ PeeWees $ Bantams $ Lady Flyers/JV $ Jr. Gold $ JV/Varsity $ Fundraiser fees are due January 9, 2018 Any player who drops from the program after having skated with SFYHA for any portion of the present season, will need to pay ½ of the fundraiser fee, all outstanding tourney fees and travel fees should the player decide to rejoin SFYHA in the next season or any subsequent season. Registration of that player will not be considered until all outstanding fees have been paid. SFYHA will provide families with "options" with which to raise the required fundraiser fee. The SFYHA 12

14 staff will keep a record of each player s sales. After December 31, 2017, a posting on the website will allow those participating in Fundraiser Options to view a spreadsheet indicating how much credit has been earned from "Fundraiser Options" to be credited to their fundraiser fee. SFYHA families are encouraged to keep a record of their credit earned. The Fundraiser Options can be utilized to earn credit for: Tournament Fees Fundraiser Fees Equipment Rental Fees All other costs incurred for participating in youth hockey will be at the expense of the player and his/her family. SFYHA will continue to provide scrip sales year round as a fundraiser option. In addition to the current slate of fundraiser options, the SFYHA board may approve additional promotions in which players can earn credit through fundraiser options. Cut off dates for fundraiser credit will be: October 1 st for Equipment Rental Fees November 22 nd for Tourney Fees December 31 st for Fundraiser Fees The player/family will need to declare how much of their fundraising will go towards applicable fees. The SFYHA SFYHA staff will compile data on the dates listed above for credit earned. Fundraiser Credit is nonrefundable and nontransferable. Any fundraiser credit earned and not utilized for Tournament fees, Equipment Rental fees or Fundraiser fees as of January 1 st will be carried over to the next season at a rate of 50%, with the other 50% being added to the scholarship fund. Any fundraiser credit carried over will be maintained for a maximum of 3 years. Any fundraiser credit not used within the three year period will be added to the general fund. Any fundraiser credit earned and not utilized for Tournament fees, Equipment Rental fees or Fundraiser fees for a player not returning for the next season will be added to the general fund. 15 Physicals, Injuries, & Insurance A sports physical is not required but STRONGLY encouraged for all players. Any player sustaining an injury, as a result of hockey or otherwise, that prohibits them from participating in a game or a practice, must have a medical release signed by the player s physician and coach prior to returning to the ice. A form for this purpose is available on the website or from the Team Coordinator or League Manager. SFYHA will observe the following action plan when symptoms of a concussion has been observed and/or reported. Participant Accident (Excess) Insurance Coverage: USA Hockey provides basic liability and medical insurance for all registered players and coaches when involved in Association sanctioned activities. Covered medical and dental expenses are payable, secondary to any valid and collectible insurance the registered member has in force at the time of the accident. The member must meet a $1,000 out-of-pocket expense obligation, per accident, before the coverage begins. If the registered member has no valid and collectible insurance in force at the time of the accident, a deductible of $3,500, per accident will apply. Insurance claim forms are available by calling the SFYHA staff at Do not delay getting a claim form as the policy has a timely filing provision. Do not wait until your primary insurance has completely finished your claim before sending in your USAH Claim Form. Only claims arising from USAH sanctioned activities will be honored. LEAGUES SFYHA has ten leagues, divided according to the following ages (birth year): Mini-Atoms 2013 Atom 2011/12 Mite 2009/10 Squirt Travel 2007/08 Intermediate City League 9-12 year olds PeeWee 2005/06 Older Rec City (BT/HS) year olds Bantams 2003/04 JV/Varsity-Boys/SDAHA 2002 and older JV/Varsity-Girls 9-19 year olds A copy of a player's government issued birth certificate must be filed with the SFYHA SFYHA staff as proof of age. The Play Up Policy was amended by SFYHA Board of Directors on October 4, The policy provides a mechanism for players to play at a higher level of hockey than their birth date allows. Requests for Play Up are due by July 31 st and shall be reviewed on a case by case basis, but must follow criteria which includes approved by the SFYHA Director of Hockey and the SFYHA Board of Directors. A copy of the Play Up Policy is available from the SFYHA staff. The Girls League will be known as the Lady Flyers. Team Division/Games JV/Varsity - Players will be divided into a one (1) A/Varsity, two (2) B/JV system. One (1) B/JV team attached to the one (1) A/Varsity team. All teams will participate in SDAHA League play. For non-league games, invitational tournaments, and scrimmages, players will play according to the Junior Gold rosters (no floating). All players must be enrolled in an accredited South Dakota junior/middle or senior high school, or in a school board approved home educational program, during the entire time of participation (semester graduates will be ineligible to play). Maximum games allowed Five tournament limit includes state tournament. Girls - Players will be rostered and registered for SDAHA league play as a Junior Varsity and a Varsity Team. Players may also be rostered and registered as a 19U, 16U or 14U team for non-league and invitational tournament play. All players must be enrolled in an accredited South Dakota junior/middle or senior high school, or in a school board approved home educational program, during the entire time of participation (semester graduates will be ineligible to play). SDAHA provides league play and state tournament at the 12U, Junior Varsity and Varsity level. Maximum games allowed Five tournament limit includes state tournament. Bantam - PeeWee - Players will be divided into a one (1) A, two (2) B system. SDAHA will provide two levels (A and B) of Bantam league play. Maximum games allowed Five tournament limit includes state tournament. Players will be selected for PeeWee Gold tournament team. This team will not participate in SDAHA League play. After PeeWee Gold team placement, the players will be divided into four split teams: two (2) A, and two (2) B. SDAHA will provide three league levels: A, B league play. Maximum games allowed SDAHA league teams allowed five tournaments which includes state tournament. PeeWee Gold tournament limit is seven. Squirt Travel Players will be selected for Squirt Gold tournament team. After Squirt Gold team placement, the players will be divided into four split teams: two (2) A, and two (2) B. There is no SDAHA Squirt League play. Maximum games allowed for Squirt Gold, A and B teams 32 with 6 tournament limit. Intermediate City League - Squirt C Travel teams, Squirt City (non-travel) and PeeWee City (non-travel) will participate in the Intermediate City League with 6-8 teams. Skill development and game ice times will be scheduled during each week. Advanced City League - Developmental and game skills will be emphasized through scrimmages and practices during the scheduled ice time. At the Older Rec level (Bantam & High School), no body checking is allowed due to age, size, and skill variability of players. Mites - Travel Mites will be split into 5 teams and utilize a tier system.the players will participate in the USA Hockey Skill Development, ADM and Cross Ice Program. Ice time will be with Mite City league plus additional practice for Mite Travel. Games will not be scheduled until after January 1. Maximum games allowed 15 games per team. Three tournament 15

17 limit. Atoms - Players will participate in the ADM (American Development Model), USA Hockey Skill Development Program and USA Hockey Cross Ice Program. Fundamental and developmental skills rather than game skills are emphasized. SDAHA designates the levels of play in the state. Each team may field a maximum of 20 players on their Team Membership Roster. SFYHA established season begin and season end dates. Teams participating in after season tournament or game will incur expense of any needed practice ice time or coach expense. Player Placement and Team Selection The purpose of the evaluation process is to determine the appropriate placement of each player on a team for that season, taking into consideration, among other things, the player s physical skills, emotional maturity, mental attitude and experience. It is important to remember that players will be evaluated by coaches who will make decisions for team assignments. The following criteria will be used: 1. ATTITUDE. This factor includes such things as the player s attitude towards teammates, competitors, officials and coaches as well as the player s enthusiasm for practice as part of the team concept of the game. 2. GAME EXPERIENCE. Scrimmages and past years performance will be reviewed as a measure of how the player responds in game situations. This is a measure of not only the player s physical ability, but also his ability to read and react. 3. SKILLS. Skating, passing, puck handling and shooting. This is perhaps the one measure of player potential which is more objective than the other criteria. While it is an important indicator of a player s potential, it is not the only criteria used for team selection. Players not participating in the player placement process, may petition to utilize the Alternative Process for Player Placement. This process assumes the player misses all ice times for player placement sessions. A copy of the Alternative Process for Player Placement can be obtained from the Executive Assistant. If a player does not participate in the try-out process or request consideration under the Alternative Player Placement Process, then the player will automatically be placed onto a City League team. Closed Player Tryouts Closed tryouts will be held for the Squirt, Pee Wee, Bantam, Girls, JV, and Varsity levels. No spectators will be allowed in the building to watch the tryouts. Those allowed to participate in the try out process are: Players for the league which has assigned ice time Approved Coaches for that level as determined by SFYHA Director of Hockey and Board SFYHA Director of Hockey Approved evaluators for that level On ice coaches as assigned by Director of Hockey Board of Directors to enforce closed tryouts All other people must remain outside of the facility during the try-out process. Closed tryouts will allow the players and coaches to focus on the try-out process and to eliminate anything that could disrupt the coaches and players during the try-out process. The process for Player Placement will include: (some are league specific) Checking is allowed only at the Bantam and JV/Varsity boys levels, unless designated by the ice-on director. Goalies wishing to try out for both Goalie and Skating positions will be assigned on their first night of tryouts a minimum of 2 nights to tryout as a goalie. Those goalies wishing to not tryout for a skating 16

18 position may let the Director of Hockey know or notify those people in charge of the tryout that night. Be sure to bring both sets of equipment to the first night of tryouts if you are trying out for both Goalie and Skating positions. Zero Tolerance will be taken while on the ice for tryouts. If there is any issues while on the ice, that player will be asked to leave tryouts for that night and forfeit his right to try out for that night. For the Squirt thru Varsity levels a certain number of players can be pulled from tryouts after the 2 nd night of tryouts. This will help the evaluators by opening up the ice and be able to compare the remaining players. For Varsity, if two players are of equal ability, the spot will be given to the upper classman. Seniority and returning players are to be given priority. Director of Hockey will determine coaches to be on the ice during tryouts. Any player who quits will only be allowed back onto the team for which he/she was initially selected during the Player Placement Process. He/She must return prior to December 1 st. The returning player will not displace another player and will pay all tournament fees. League Managers should not be in the room during selection process. It is suggested that a board representative be in the room during selection. Parent coaches will not be involved in the decision making process regarding their child s placement in a league. If players wish to know what they need to improve upon, please contact the Director of Hockey for 2-3 pro and con comments. Upon completion of team selection at the Squirt, PeeWee, Bantam, Varsity and Junior Varsity levels, the teams will be posted on the Sioux Falls Flyers website under corresponding league level. Coaches will leave team selection process as a unified group. If at all possible, coaches need to be in place and assigned to a team before selection process starts. Coaches should defer talking with parents until the tryout process is completed. Travel and Scheduling Guidelines All ice time scheduled at the Scheels IcePlex and Denny Sanford Premier Center shall be arranged by the SFYHA Director of Scheduling. For insurance purposes, only those practices and games scheduled through SFYHA Director of Scheduling are considered sanctioned. Any other practice or game is not allowed and would jeopardize insurance/liability coverage and USA Hockey sanctioning status. At assigned practice times, players shall not proceed on to the ice until the coach is present and ready for practice to begin. All scheduling for games (other than State League) is the responsibility of the League Managers and Team Coordinators. Schedules should be submitted to SFYHA Director of Scheduling for final approval. Players shall not drive to or from out of town games unless accompanied by parent or parent designee. The Junior Varsity and Varsity boys teams travel by bus to and from games and tournaments. During out of town travel, players are the responsibility of their parents or parent designee. Mite Travel League - Travel is limited to a 125 mile radius of Sioux Falls or in the state of South Dakota with one overnight allowed. Games must have minimal impact on scheduled Mite City league activities, including end of year Mite City League Jamboree. Only one Mite team may be scheduled for a conflicting game or fest on a normally scheduled Mite City League day. The expectation is the team will return to Sioux Falls in time to participate in Sunday night Mite City League games. All other Mite Travel teams, with no schedule conflict, must participate in the City League ice times as scheduled. 17

19 Atom League, Mite City, Intermediate City and Older Rec City Program - No travel is allowed. Practice and game cancellations due to inclement weather will be determined by the Director of Hockey, Director of Operations, and the President and relayed to the association as quickly as possible. Safety of players and families and their travels to the Scheels Iceplex and/or games will always be first priority. Player Discipline As stated in the coaching guidelines: The head coach or his designated representative has ultimate authority over and responsibility for players in the dressing rooms, on the ice or bench, at all games and practices, whether at home or on the road. The coach may suspend, dismiss or bench any player for misconduct or the breaking of team rules. The coach may refer any player to the SFYHA Discipline Committee. Player conduct also falls under the auspices of the South Dakota Amateur Hockey Association. Suspensions for Game Misconducts: 1 st Game Misconduct 1 (USA Hockey) game suspension with notice sent to local president. 2 nd Game Misconduct - 2 game automatic suspension with notice sent to local president. 3 rd Game Misconduct Season Suspension. A conference call may by held with the SDAHA Discipline Committee to collect input from the coach and player, and to review the player s prior misconducts. The committee may opt to withhold the season suspension depending on the severity of the prior game misconducts. If the player is allowed to continue play, it would only be after an automatic 3 game suspension. 4 th Game Misconduct Season suspension. All Non-league game misconducts must be reported and are calculated as game misconducts with state records. Discipline Committee conference calls may be necessary for a match penalty call or a 3 rd game misconduct. The cost of SDAHA Discipline Committee conference calls will be the responsibility of the player and his/her parents. Approximate cost of the call will vary from $50 to $75. The skater will not be allowed to rejoin the program until that amount is paid in full. Fighting during games or practices will not be tolerated. Fisticuffs is a USA Hockey Playing Rule and a major or game misconduct penalty may be assessed by officials for such incidents. Even if no penalty is assessed, SFYHA is prepared to discipline players who participate in fisticuffs during any game or practice. SFYHA Tournaments The following tournaments will be hosted by SFYHA during the season: o Nov Squirt Gold & PeeWee Gold Jamborees o Nov Girls 19U and Girls 14U Tournament o Dec Squirt A and Squirt B Tournament o Dec Bantam A and Bantam B Tournament o Jan 5-7 PeeWee A and PeeWee B Tournament o Jan Squirt Gold & PeeWee Gold Jamborees o Feb 3-4 Falls Freeze Mite Fest at Premier Center/IcePlex o Feb SDAHA PeeWee B Tournament ICE FACILITIES SFYHA utilizes ice for practices and games at Scheels IcePlex! The Sioux Falls City Recreation Department also maintains hockey rinks at Sherman Park and at Memorial Park. Each facility has their own set of rules and regulations. Facility requirements are as follows: 18

20 Scheels IcePlex is a Zero Tolerance facility this applies to players, coaches and spectator. The rink is not open until 45 minutes prior to the first game of the day. The rink will not open until 30 minutes prior to the first practice of the day. Scheels IcePlex will be open at 5:30am for 6:00am ice times. No food or drink, with the exception of water, is allowed in the locker rooms, the player s bench areas and announcers/scorers areas. Spilled liquids can do damage to the scoreboard panel and ice. Locker rooms MUST be supervised at all times. This includes before and after practices and games. The coach is ultimately responsible, but may request supervision by team coordinator or parent. Locker rooms are to be cleaned at the end of practices or games. If damage is done to a locker room, the room will be locked and the team coordinator or coach will be called. Team members will be asked to return to the rink immediately to clean up any mess. Additional penalty to the team may include loss of locker room use for the next game or practice. No Spitting in the locker rooms. No sticks are allowed in the locker rooms. Non-league overtime can only be played if the allotted ice time permits. When the Zamboni is on the ice, only the SFYHA coaches or Off-ice officials, along with individuals designated by the rink management to move the nets is allowed on the ice. Players may enter the ice arena only after the Zamboni driver closes the door. Our first practices of the day begin at 4:15pm. Players or coaches are not to be on the ice prior to that time. This is for the safety reasons and allows the ice to set up. REMEMBER We must have a coach on the ice before players are allowed to go on the ice. Players and coaches are to leave the ice at the end of their scheduled practice time. Only rink management personnel is allowed in the Zamboni area at the IcePlex. Any hockey meetings to be hosted in the IcePlex Community Room must be scheduled with the rink manager. Locker rooms are assigned by rink managers with assignments posted on the video board near the front entrance. Teams and player must adhere to locker room assignments or risk losing locker room privileges. Parents and fans must be on the bleacher or mezzanine side of the rinks, not bench side. Dryland training can only be ran in the mezzanines while other SFYHA practices are taking place. Off ice stick handling exercises are not allowed at the Scheels IcePlex. No Hall Hockey. General SCHEELS ICEPLEX RULES AND REGULATIONS Effective September 1, 2014 To encourage appropriate behavior and activities and to promote a safe and positive atmosphere, the User Groups must take primary responsibility for the behavior and actions of their members, skaters, players, coaches, spectators, volunteers, guests and invitees. Outside alcohol is not allowed in the Ice Facility or on the Ice Facility grounds, including the parking lot. No tobacco use of any kind is allowed in the Ice Facility or on the Ice Facility grounds, except in designated outside areas. User Groups will be responsible for all damages caused to the Ice Facility building, grounds, ice rinks, equipment and personal property as a result of negligence or misconduct by the User Group s members, skaters, players, coaches, spectators, volunteers, guests or other invitees at any time. Frequent damages by any User Group may result in the User Group having all ice usage privileges revoked. Locker Rooms 19

21 During all Ice Time, User Groups will have at least one responsible adult present directly monitoring all locker rooms to assure only participants (coaches & skaters), approved team personnel and family members are permitted in the locker rooms and to supervise the conduct in the locker room. Any individual meetings between a minor participant and coach in a locker room will require a responsible adult be with the coach. Electronic devices with camera capabilities are not permitted for use in the locker rooms under any circumstances. Cellular phone usage will be restricted to either the hallway or outside of the facility. They are not to be used in the dressing rooms, washrooms or shower areas. User group representatives will ensure the locker rooms are vacated within 30 minutes of leaving the ice. All locker rooms, bleacher sand other areas used by the User Group will be left in a clean and orderly manner. ISA will not be responsible for any lost or stolen goods or money, whether from a locker room or elsewhere in the Ice Facility. It is the responsibility of the User Group to ensure that locker room doors are locked or supervised while participants are on the ice. Ice Rinks Other than water, no food or drink of any kind is allowed on the rink surfaces. Other than water, soda and sports drinks, no food or drink of any kind is allowed on the player benches. All User Groups must ensure that no one will be on the ice during the operation of the iceresurfacing machine and will remain off the ice until the maintenance staff is off the ice and the gate is closed. ISA reserves the right to accept or modify ice resurfacing requests to ensure the achievement of operational efficiencies and rink coordination. Special ice resurfacing for any reason needs to be discussed with ISA in advance to see if the request can be accommodated. ISA reserves the right to curfew any games to maintain the Ice Facility schedule. It is the responsibility of the User Groups to inform ISA of any special requirements regarding curfews at the times the schedules are submitted. Tournament organizers should build in additional time to accommodate any delays during the tournament time block due to unforeseen circumstances. UNIFORMS AND EQUIPMENT ATOMS and MITES players will be given a jersey, which will be theirs to keep. Five through eight year olds new to the program, may take advantage of the equipment loan program. (See below) INTERMEDIATE CITY LEAGUE players will be given a jersey, which will be theirs to keep. SQUIRT-PEEWEE-BANTAM-GIRLS 12U TRAVEL TEAMS - players will be issued a Sioux Falls Flyers jersey (or jerseys) which will remain the property of SFYHA. Players are expected to maintain the condition of their jerseys and will be assessed a fee for damage or loss. Parents are required to sign a loan agreement and make a refundable deposit equal to replacement cost. SFYHA Jerseys are to be worn in game situations only. Player name and/or patches are not to added to SFYHA game jerseys. JUNIOR VARSITY & VARSITY BOYS and GIRLS players will purchase set of game jerseys for use during SFYHA participation. Players will have the opportunity to sell jerseys upon graduation from the program. Player name and/or patches are not to added to SFYHA game jerseys. Squirt Travel & Older will purchase mesh game socks thru SFYHA at player registration. The mesh socks are not to be worn for practice ice time. No special team socks are allowed. GOALIES PeeWee and below will be provided plastic drop down throat shields. PUCKS In accordance with USA Hockey Rules, all players 8 and under will use the lighter weight blue 20

22 puck. SFYHA will utilize black pucks at the Squirt level, but Squirt players may be required to play games with the blue pucks in tournament or away pick up games. All game socks are purchased through SFYHA prior to the season and during registration. Equipment Loan Program Players in the Atoms and Mites (5-8 yr) who have not previously skated with SFYHA may rent the equipment for a $45.00 rental fee. The hockey pac loan equipment includes helmet, approved face shield, breezers, gloves, shoulder pads, shin pads and elbow pads. The equipment is the property of SFYHA and parents are required to sign a loan agreement and make a refundable deposit equal to the cost of replacement. Goalie equipment is provided to players through PeeWee age. Goalie equipment is the property of SFYHA and parents are required to sign a loan agreement and make a refundable deposit equal to the cost of replacement. No rental fee is charged for goalie equipment during the hockey season. All players are required to provide their own hockey skates, stick, protective cup and colored mouth guard. Mite players (who are not new to SFYHA) will be allowed to rent equipment as available after to distribution to first time skaters. City League and new players to the Lady Flyers will be allowed to rent equipment as available. Required Equipment The following equipment is required of all players Squirt through Varsity: Hockey skates Hockey stick Approved helmet/mask* (white) Colored mouth guard Shin pads Elbow pads Breezers (Navy) Protective cup Shoulder pads Hockey gloves Game socks *High School Boys and Lady Flyers will wear navy helmets COACHING SFYHA will provide each team with a head coach and assistants as needed. Coaching procedures, selection and supervision are the responsibility of the Director of Hockey and overseen by the Board of Directors. SFYHA makes every effort to secure non-parent coaches for teams at the Squirt, PeeWee, Bantam, Girls and High School levels. Final approval for the placement of any coach is made by the Director of Hockey and Board of Directors. Certification All coaches must be certified through the USA Hockey Coaching Education Program (CEP) in accordance with USA Hockey Rules. Initiation (Level 1), Associate Level (Level 2), Intermediate Level (Level 3), and Advanced Level 4 clinic registration fees are reimbursed by SFYHA per adopted SFYHA CEP Policy. Each coach must have his CEP number readily available during games. All coaches are required to attend a first aid clinic. PeeWee, Bantam, Girls and Varsity coaches are required to attend a rules clinic per SDAHA Rules. All coaches must complete Age-Specific Modules as available at usahockey.com for the leagues in which they are coaching. Age-Specific Modules do not have to be renewed annually, but must comply with the age level you are coaching. Registration fee for Age- Specific Modules are reimbursed by SFYHA. New coaches must completed SafeSport training and Background screening check. All returning coaches must complete Safesport training and Background checks every other season. All coaches must register online at usahockey.com as an Ice Hockey Coach. The $40 fee is reimbursed by SFYHA. Only current registered, USA Hockey requirement 21

23 compliant and rostered coaches are allowed on the bench with the team players during a sanctioned game and on the ice during practice. Coaching Guidelines The coaches' main objective is to teach hockey and to develop the full potential of individual players and the team. Coaches are to conduct themselves at all times within the guidelines provided by SFYHA, SDAHA and USA Hockey through policy, procedure, rules and regulations. Coaches should provide parents with written expectations of team and players with regard to practices and games; including team rules, consequences for infraction and coaching philosophies. Electronic and Social Interaction Communication Nearly every player has a cell phone and the use of text messaging is rising sharply. If a coach plans to use texting for immediate and urgent contact with players / team members, they must be transparent about such use. The coach must make parents aware at the beginning of the season that they may use texting. Coaches shall refrain from interacting on-on-one with players through personal on-line social-networking sites. SFYHA encourages equal ice time at all levels, but realizing the competitive nature of the game, equal ice may not occur at all levels of play. During competitive play the following may dictate an unequal distribution of ice time: power play/penalty kill, great differential in game score (ahead or behind), protecting a lead late in the game, trying to catch up late in the game, disciplinary measures, etc. General guidelines are as follows: Atom & City Leagues Coaching guidelines are developed to insure player safety, fun, and equal ice time. Mite Travel Teams - Equal ice is mandatory with the exception of disciplinary action. Squirt Travel League - Equal ice time is encouraged for all games/scrimmages with the exception of disciplinary measures or unless game conditions such as the above dictate otherwise. PeeWee through Varsity - Playing time is determined by the coach based upon game conditions, skill, practice participation, disciplinary action, and commitment. For inexperienced skaters at the upper levels, ice time in a game situation may be restricted until the coach feels the player skills are adequate for safe participation. Within the guidelines provided by SFYHA, coaches will have responsibility for organizing the practice sessions and team structure. The head coach or his designated representative has ultimate authority over and responsibility for players in the dressing rooms, on the ice or bench, at all games and practices, whether at home or on the road. The coach may suspend, dismiss or bench any player for misconduct or the breaking of team rules. The coach may refer any player to the Discipline Committee. It is the responsibility of all coaches to insure that players are informed of and comply with the policy, procedure, rules and regulations of SFYHA, SDAHA and USA Hockey as it applies to players. Specific attention should be given to the Zero Tolerance, Substance Abuse policies, and Game Misconduct consequences. Parents should direct any coaching concerns to the Team Coordinator. If a meeting with the coach is warranted, a time will be arranged with the League Manager and/or Director of Hockey. Coaches Reimbursement Policy Expenses for a coach, registered on the team roster, without a player on the team will be reimbursed by SFYHA for travel related expenses to out of town games for the team with which the coach is registered. Reimbursement will be as follows: All out of town play is covered (league and non-league) Food up to $35.00 per day - receipts required 22

24 Breakdown Breakfast: $5.00 Lunch: $10.00 Supper: $25.00 No reimbursement for alcoholic beverages 100% of room per coach with coaches staying at the same motel as team members - receipt required Gas reimbursed at $.30 per mile when coach drives his own vehicle Receipts and completion of expense sheet is the coaches responsibility Expense sheets are due no later than the 15 th of the month following incurred expenses EX: Dec 1-31 expenses must be submitted by January 15 No reimbursement will be provided for late expense requests SFYHA needs to be able to track expenses during the year for budgetary purposes Expense sheet is signed by the coach, reviewed and signed by team coordinator and league manager and submitted to SFYHA Treasurer or SFYHA staff. Expenses will not be paid without the proper approval. SFYHA Board has the right to review all coaches expenses as deemed necessary Expenses are paid for Mite through Varsity Leagues including girls league Expense cap per teams is $2500 for Varsity & Junior Varsity Expense cap per team is $2500 for Girls Expense cap per team is $2000 for Bantam Expense cap per team is $1600 for PeeWee Expense cap per team is $1600 for Squirt teams Expense cap per team is $200 for Mite teams Any falsification of expense reports may lead to disciplinary action which could include being removed as a coach. Any coaches expenses in excess of the team cap may be presented to the Board for review. The above policy will be reviewed at the end of the season. Team Coordinators and League Managers must maintain records of all coaching expenses to assist in the review process. GRIEVANCE PROCEDURE All parental complaints, concerns and grievances should be communicated, in writing, through the following channels: (1) Team Coordinator (Travel) or League Supervisor (House); if grievance is not resolved, then, (2) League Manager; if grievance is not resolved, then, (3) Director of Hockey and Director of Operations; if grievance is not resolved, then, (4) SFYHA Board of Directors. Grievances will be handled in a timely manner. The decisions of the SFYHA Board of Directors are considered final. Grievance forms are available on the website or from Team Coordinators or League Managers. All written grievances must identify with specificity which rule or policy of SFYHA, SDAHA or USA Hockey has been violated or should be changed. Any grievance that does not allege a violation of a SFYHA, SDAHA or USA Hockey rule or policy may be rejected without further investigation. USA HOCKEY OFFICIAL PLAYING RULES Points of Emphasis through Playing Seasons The goal of USA Hockey is to promote a safe and positive playing environment for all participants while continuing to focus on skill development and enjoyment of the sport. All officials, coaches, players, parents, spectators and volunteers are strongly encouraged to observe these Points of Emphasis when participating in the sport of ice hockey. Fair Play and Respect Fair play and respect are the backbone of any successful amateur sports program. In order for a positive environment to be created, it is imperative that all participants and spectators have respect for all players, coaches, officials, administrators, spectators and the sport of hockey. Hockey is a game demanding high levels of concentration and skill. Taunting or unsportsmanlike conduct directed at opponents or officials will not be tolerated. Intimidation tactics have no place in ice hockey. These tactics include any contact to the head of the opponent, checking from behind and late avoidable body checks to an opponent who is no longer in possession and control of the puck. Officials are instructed to enforce these rules to a high standard and assess the appropriate penalty when these actions occur. In addition, officials are expected to strictly enforce any avoidable contact occurring after the whistle including during scrum situations around the goal. In non-check classifications, legal body contact shall be allowed and players allowed to compete using proper body position skills. However, any deliberate body checks shall be penalized accordingly. If a body check is delivered for the purpose of intimidation, a major penalty should be assessed to the offending player. In classifications where body checking is allowed, the purpose of the check shall be to separate the opponent from the puck and officials should strictly penalize any illegal actions such as boarding, charging and a late avoidable body check to a player who is no longer in possession and control of the puck. Players are encouraged to develop a deep sense of respect for all (opponents and officials) while endeavoring to enjoy the sport and improve their playing ability. Each player is expected to use proper skill and technique when engaging in any type of body contact. Coaches are responsible for instructing their players to play the sport in a safe and sportsmanlike manner. To that end, coaches are directed to teach only those skills necessary to allow for proper and legal body contact. Officials should be diligent and confident when officiating the sport. Each official shall enforce all playing rules fairly and respectfully with the safety of the players and the best interest of the game in mind. Players must be held accountable for dangerous and illegal actions with the proper enforcement of the rules at all times. 24

26 Spectators are encouraged to support their teams while showing respect for all players, coaches, officials and other spectators. Standard of Play and Rule Emphasis USA Hockey will continue to observe the Standard of Play and Rule Emphasis for restraining fouls adopted in June The goal is to reduce restraining infractions in the game, allowing the skill level of the participants to determine the outcome of a game and to increase participant enjoyment. In addition, USA Hockey has adopted a Body Checking Standard of Play and Rule Emphasis for immediate implementation at all levels of play. This goal is to enhance player skill development by reducing intimidating infractions designed to punish the opponent. Proper enforcement of this standard will improve the skill of legal body contact or legal body checking at all levels of play. Conclusion Hockey should be enjoyed by all participants. To that end, all participants and spectators shall observe a level of personal behavior that demonstrates respect for all. The USA Hockey Officiating and Coaching Education programs will continue to increase awareness among all officials and coaches with regard to these Points of Emphasis and the Standard of Play and Rule Enforcement. STANDARD OF PLAY AND RULES EMPHASIS Through the standard of rules enforcement, our game will continue to allow the opportunity for improved skill development and a more positive hockey environment for all participants. The goal of this enforcement standard is to create an environment that enhances player skill development by reducing intimidating infractions designed to punish the opponent. This standard is designed to improve the proper skill of legal body checking or contact at all levels of play while not removing the physical component from the game. A hard body check or using body contact/position (non-checking classifications) to gain a competitive advantage over the opponent should not be penalized as long as it is performed within the rules. The focus of the body check shall be to separate the opponent from the puck. The principles of this body checking enforcement standard include the following: The purpose of a body check is to separate the opponent from the puck. Only the trunk (hips to shoulders) of the body shall be used to deliver a body check. The check must be delivered to the trunk (hips to shoulders) and directly from in front or the side of the opponent. Player who use their physical skills and/or anticipation and have e a positional advantage shall not that advantage provided they use their body to check the opponent within the rules. Players will be held accountable for acts of an intimidating or dangerous nature. ENFORCEMENT STANDARD The following penalties are to be called with very strict enforcement. BODY CHECKING (Non-Checking Classifications) A player cannot deliver a body check to any player while participating in a non-checking classification. Examples include: Makes deliberate physical contact with an opponent with no effort to legally play the puck Uses overt hip, shoulder or arm contact with the opponent to physically force them off the puck Physically impedes the progress of the opponent with hips, shoulders or torso without establishing legal body contact and having no intent of playing the puck. BOARDING A player cannot commit any infraction, including body checking, for the purpose of intimidation or punishment that causes their opponent to go violently or excessively into the boards. Examples include: Accelerating through the check to a player who is in a vulnerable position off of the boards that 25

27 causes them to be thrown violently into the boards Driving an opponent excessively into the boards with no focus on or intent to play the puck Any other infraction (tripping, cross-checking, charging, etc.) that causes the opponent to be thrown violently and excessively into the boards. CHARGING A player cannot take more than two fast strides of travel an excessive distance to accelerate through a body check for the purpose of punishing the opponent. Examples include: Running or jumping into the opponent to deliver a check Accelerating through a check for the purpose of punishing the opponent Skating a great distance for the purpose of delivering a check with excessive force CHECKING FROM BEHIND A player cannot deliver a body check to an opponent directly from behind or diagonally from behind. The onus is on the player delivering the check to not hit from behind. Examples include: Body checking or pushing an opponent from behind directly into the boards or goal frame or in open ice HEAD CONTACT A player cannot contact an opponent in the head, face or neck, including with the stick or any part of the players body or equipment. The onus is on the player delivering the check, regardless of size differential, to not make contact in the head/neck area of the opponent. Examples include: A body check delivered with any part of the body that makes contact with the head or neck area The use of the forearm or hands to deliver a check to the head or neck area of the opponent ROUGHING A player cannot use the hands, stick or extension of the arms to body check an opponent or deliver an avoidable body check to a player who is not in possession and control of the puck. Examples include: Intentionally playing the body of an opponent who does not have possession and control of the puck. Delivering an avoidable check to a player who has already relinquished control of the puck by a pass or shot. This is oftentimes referred to as finishing the check. Any avoidable contact after the whistle shall be penalized strictly, including scrum situations around the goal or along the boards. Officials are instructed to assess an additional penalty to those players acting as the aggressor or who instigate any avoidable contact after the whistle. Summary All USA Hockey members must demonstrate awareness and support for the application, spirit and the respect of the rules in order for continued improvement in the game of hockey. At the same time, it is important to remember that: a player is entitled to use proper body position and body contact in all age classifications in order to gain a competitive advantage players are allowed to compete for body position using their strength and balance in front of the goal or along the boards. In classifications where body checking is allowed, the focus of the body check must be to separate the opponent from the puck. 31 DIBS Volunteer Program Sioux Falls Youth Hockey Association utilizes the DIBS Volunteer program thru SportNGIN. The DIBS program is available on our website siouxfallsflyers.com for parents to view volunteer opportunities, claim a task and record your completion!! A DIB item is a specific volunteer shift that is available for SFYHA families to claim and complete. DIB items typically include a description, a time, date, credit hour value and location. Opportunities listed on DIBS include all SFYHA home game volunteer needs, selling programs at the Stampede home games, volunteering for Mite City League games as well as Intermediate City League games and Older Rec City League games. One of the greatest needs for volunteers is the SFYHA hosted tournaments. Request will be sent to Wendy Quam for approval of volunteer hours. Admin must grant completion of the item in order for you to receive hourly credit. This process has to be completed before your credit will show on your family dashboard. Families can view their account showing credits earned as well as credits claimed. Sign Up Genius and other available volunteer organizational tools are not SFYHA approved systems. DIBS must be utilized for SFYHA Volunteer sign up and recording. Many of you completed volunteer hours as board members, advisory council members, coaches, team coordinators or support personnel. Admin will assign and verify those tasks for you. Volunteers serving as minor officials for games and admissions must to be 18 or older. This includes scoreboard operator, PA announcer, penalty boxes, scoring and admissions. 32 SFYHA Volunteer System SFYHA Board of Directors has implemented the DIBS volunteer system based on credits. Each credit is equal to one volunteer hour. This system will be agreed upon with the participant registration each year. Our goal is to have a Volunteer Program: A) have 100% participation and encourages all to take ownership of our association and B) does not substantially increase the family cost exposure to hockey VOLUNTEER PROGRAM: 1. The Volunteer Program is required number of SFYHA volunteer hours included with the participant registration application for Single Player Families and Families with 2 or More Players. 2. At Fall League Meetings, each family will sign a Volunteer Agreement with requirements and provide a Volunteer Fee deposit check applicable to their family player status. If a family does not provide a Volunteer Fee deposit check, the player(s) will not be allowed to participate with SFYHA until deposit check is on file with SFYHA Volunteer Coordinator. For families not meeting minimum requirements by March 31 (at season end), the deposit check will be cashed for payment April 1 st. IF the deposit check is returned NSF, registration for the family members will not be accepted until the fee is paid. 3. No partial credit of hours will be awarded. Families are expected to complete the entire required hours of volunteer time or forfeit the Volunteer Fee deposit. There is no limit on hours for any volunteer. 4. SFYHA will post volunteer opportunities under DIBS on the SFYHA website. SFYHA may send blasts or announcements identifying various opportunities. DIBS will list the appropriate needs of the association. 5. SFYHA families will need to CLAIM volunteer tasks listed on DIBS. After completion of the volunteer task, members need to VERIFY COMPLETION for approval of volunteer hours. 6. NO volunteer hours will be awarded for volunteer tasks not listed on DIBS. If you wish to have volunteer hour credit for items not listed on DIBS considered, please submit written request to the Volunteer Coordinator at least 2 weeks prior to the event. The SFYHA President and SFYHA Volunteer Coordinator will consider requests for denial or approval. Volunteer tasks should be actual workload needs of the association. Families new to SFYHA are also required to earn volunteer hours. The following is a list of volunteer positions and brief description of job duties. There may be additional ways to earn hours than what is listed but they must be approved by the Board as such opportunities become available.
